Cal region adop scholar has been serving

the capital region for over 25 years
[0:51]
offering different programs throughout
[0:54]
the city of scity and the capital region
[0:56]
for mentorship Financial College uh fund
[1:00]
and guidance um currently we have alumni
[1:03]
and 51 elevated serving in leadership
[1:06]
capacities within the city of skincity
[1:09]
including myself and um Maryann from
[1:12]
human resources and we also have
[1:15]
colleagues who serve as mandators for
[1:16]
this program so I am bringing that to

you um today offering and asking for
[1:21]
your support for ceremonial

designed agreement for the design of
[1:54]
possible repairs or even possibly
[1:57]
replacement of CR Street Bridge overseas
[1:59]
CSX at Amtrak uh as a lot of you were
[2:02]
aware the city has several bridges over
[2:04]
rail uh I've been successful enough in
[2:07]
my tenure to get funding for every
[2:08]
single one of those bridges this is the
[2:10]
last one um and what we're going to be
[2:13]
doing is studying what the bridge needs
[2:16]
um it's not in good shape it is posted
[2:18]
for load which is a step that you take
[2:20]
before possibly closing the bridge so we
[2:23]
want to address and get a design in
[2:26]
place before we have to do anything with
[2:28]
that like closure um this is a federal
[2:30]
fund project um it is on the tip for
[2:33]
design and we're going to be going out
[2:34]
for funding once we have a an Avenue and
[2:37]
approach of what
[2:39]
it's so so you said there was an
[2:43]
agreement for
[2:44]
363,000 y so just for preliminary design
[2:47]
yes so uh that's just for the design so
[2:50]
this is and I I put in there a note that includes $100,000 for am tr to uh
[2:56]
work with us on the design um so really
[2:59]
usually design design is roughly 10 10
[3:02]
15% of the construction this is going to
[3:04]
be very similar to Kings Road if it
[3:06]
would need to be a replacement Kings
[3:07]
Road was a $6 million project so that is
[3:11]
second budget and we actually did
[3:13]
negotiate that down due to a bunch of
[3:16]
the factor that we've been working with
[3:17]
because I've kind of done this before
[3:19]
but we're confident that it's a it's a
[3:21]
good price it's a good group um they'
[3:23]
worked on these types of bridges before
[3:25]
uh it's going to be a long road working
[3:27]
with the railroad but we Mo it
[3:30]
there any questions when when when will

you when will it what's the timeline

when do you think it's going to start
[3:37]
and well we're going to design is going
[3:38]
to that's why I'm trying to push is that
[3:40]
this is this takes months to just get

the design going so we have the

we're going to get it to the state for
[3:48]
with the resolutions that'll give us an
[3:49]
authorization we can't spend a dollar
[3:51]
till the federal government gives us
[3:52]
authorization once we have that so I'm guessing design is going to take the
[3:56]
better part of 9 months and then they
[3:59]
have to review it give us a sign off and
[4:02]
then you know so there's two Avenues
[4:03]
which is a major rehab which is
[4:05]
essentially we take the bridge right off
[4:07]
the opments and we put it back uh or
[4:10]
it's you know what it's just take the
[4:13]
whole Bridge away and do it one of the
[4:14]
issues that we're going to face is
[4:16]
Amtrak has new clearances so there is uh
[4:21]
let's say 20 ft of clearance from the
[4:23]
track to the bottom of the bridge the
[4:24]
new standard is 22 ft so you have to get
[4:28]
2 ft
[4:30]
more of clearance and it's tough you
[4:33]
know to get a bridge a new bridge to get
[4:35]
two feet more you can't make it that
[4:36]
much thinner you got to raise it a
[4:38]
little higher as you raise it higher the
[4:40]
approaches get steeper so that's that's
[4:43]
what we're going to be looking at and if
[4:44]
you guys are aware of this bridge I want
[4:46]
some Sportsman's Bowl was right there
[4:50]
and then right when you get on reram
[4:51]
there's another Bridge you got to go
[4:53]
under so this is this is compated
[4:58]

timeline well the phase the design phase

nine months and then like when so this
[5:28]
is momentary design so once we have
[5:30]
preliminary design uh then there's a
[5:32]
final design phase typically this would
[5:35]
be the Bol however usually it's say a
[5:38]
road or a bridge that we know it has to
[5:40]
done we know what the process is this is
[5:42]
an actual honest preliminary design we
[5:44]
do not know where we're going so I
[5:47]
talked to the state and said let's just
[5:49]
get going we're exploring you know three
[5:52]
options one is don't do anything Bridge
[5:54]
closes which is never an option really
[5:56]
but then it's replacement and Rehab so
[5:59]
we're going to do do some costs we're
[6:00]
going to see what we can do and then
[6:01]
once we have an idea of where we can
[6:03]
actually go then we go to final design
[6:06]
and actually start thinking construction
[6:08]
but we have to get this phace done no
[6:10]
wor about what would have warrant for
[6:13]
the bridge to be closed again the rating
[6:15]
right now is pretty low rating so three
[6:17]
tons right now yeah and um well you know
[6:20]
gets inspected by annually every other
[6:22]
by the state does have flags that we
[6:24]
have to address uh it's a pre-stress
[6:27]
Concrete box which means it's not steel
[6:30]
it can't be supported once it starts to
[6:32]
go there are some ways to repair it I
[6:34]
don't know if they're a great investment
[6:36]
um but we will be aware as it gets
[6:39]
monitored we're hoping that being we
[6:42]
have a couple more years of life the
[6:44]
issue is we don't want an O Street
[6:45]
situation where Oak Street got the D May
[6:48]
Clos we weren't prepared for Oak Street
[6:51]
where in this one I'm trying to be

prepared there just bridg York there is
[6:57]
one right now Bridge New York uh which
[7:00]
we are eligible for which we are
