[9:52] tonight's meeting is to recognize our
[9:54] citizen
[9:55] volunteers uh this evening we're
[9:57] afforded the opportunity to show our
[9:58] appreci as a board for the individuals
[10:01] that volunteer their time and talents to
[10:03] our boards and commissions uh and that
[10:06] really makes up the government uh in the
[10:08] village of L Grange these men and women
[10:11] devote countless hours to reviewing and
[10:13] understanding the issues before them
[10:14] they contribute their free time to
[10:16] ensure that the work of government gets
[10:18] accomplished in recognition of these
[10:21] efforts we'd like to take some time to
[10:22] present some of the accomplishments of
[10:25] these boards and commissions this
[10:26] evening which will be presented uh by
[10:29] the Liaisons to the various groups the
[10:31] individuals are encouraged to raise
[10:33] their hand or briefly rise uh to be
[10:35] acknowledged after their names called
[10:37] after the meeting we'll have a reception
[10:39] in the back of the room as a gesture of
[10:41] our appreciation to begin the
[10:43] presentation I'd like to invite Deputy
[10:45] Village manager community development
[10:47] director charity Jones to present the
[10:50] board of fire and police uh
[10:54] commission thank you in accordance with
[10:57] State Statute the board of fire and
[10:58] police commissioner ERS undertake
[11:00] several efforts related to the
[11:01] appointment of all full-time firefighter
[11:03] paramedics and police officers they also
[11:06] consider promotional appointments and
[11:07] administer disciplinary action the board
[11:09] of fire and police Commissioners
[11:11] includes Alise hoffenberg who has served
[11:13] 10 years and is our current chair Brian
[11:16] borma who served six years and Tom
[11:18] Lavado who has served five years
[11:29] my place there for a second we'll try to
[11:31] keep going here um next up uh is Trusty
[11:35] Peterson to present the community
[11:37] Economic Development
[11:39] commission the community and economic
[11:42] development commission C DC considers
[11:45] and makes recommendations to the village
[11:47] board regarding Economic Development
[11:49] issues the cedc considers current
[11:53] economic Trends and the potential for
[11:55] their application in lrange the cedc
[11:58] continues to remain engaged in the
[12:00] implementation of brand strategy through
[12:03] a variety of initiatives over the past
[12:06] year the cedc provided Direction on the
[12:09] development of a valet parking program
[12:12] and updates to the Village special
[12:14] events policy they have also played an
[12:17] active role in supporting the ongoing
[12:19] comprehensive Plan update and the
[12:23] members are Mr Russ Roberto 10 years and
[12:27] current chairperson Steve Nazir two
[12:30] years Christopher he hiri two years
[12:34] Katie mcquiston three years John
[12:37] Janowski three years Justin Hansen four

[13:34] Village's commercial building
[13:35] comprehensive sign plan and reviews for
[13:37] the central business district bade
[13:40] renovation and restoration Loan program
[13:42] over the past year the DRC reviewed and
[13:44] recommended approval of significant bade
[13:47] renovations to accommodate First
[13:49] National Bank and Trust at 620 West
[13:52] Burlington and additional tenant space
[13:54] at 115 North lrange Road minor fake a
[13:56] changes were made at existing properties
[13:59] were also recommended for approval at Starbucks at 38 South L
[14:03] Grange Road the wooden paddle at 23 West
[14:06] calendar Court White Buffalo at 31
[14:09] South 31.5 South L Range Road and the
[14:12] Elm at 23 West haris Avenue the DRC also
[14:15] reviewed and recommend approval of one
[14:17] new comprehensive sign plan at 115 North

[14:25] West calendar Court the members of this
[14:28] committee are are Kevin Cahill who is
[14:30] the current chairperson has been on the
[14:32] committee for five years Ray Baker who's
[14:34] four years Kirk volman two years Lindsey
[14:37] Hansen two years and appointed February
[14:41] 26 of this year of Matt D'Or and Lee

[14:54] Environmental Quality commission thank
[14:56] you president kler the Environmental
[14:59] quality commission or eqc Works to raise
[15:01] public awareness of environmental issues
[15:03] and makes related recommendations to the
[15:05] village board this past year at the E
[15:08] I'm Excuse me this past year the EC
[15:10] continued to consider and support a wide
[15:12] range of sustainability initiatives
[15:14] under the greenest region compact
[15:17] framework including probations on C tar
[15:19] salance Municipal aggregation of
[15:22] electrical power supply green
[15:24] infrastructure for storm water
[15:25] management and other topics a top
[15:28] priority in
[15:29] 2023 was developing a recommendation to
[15:32] Target reduction of greenhouse gas
[15:34] emissions the eqc evaluated and
[15:37] recommended adoption of a 2021 Chicago
[15:40] region climate action plan which sets
[15:42] goals for reduction in greenhouse gas
[15:45] emissions as part of a regionally
[15:46] focused effort and plan this Regional
[15:49] approach leverages the actions and
[15:51] resources of a participating communities
[15:53] and agencies continuing excuse me
[15:56] continuing their commitment to public
[15:57] engagement QC promoted an annual holiday
[16:01] light recycling event collection of
[16:03] smoke detectors Native Garden Tour
[16:05] partnered with lrange Park on a pumpkin
[16:07] recycling event and attended a farmers
[16:10] market in Westend artfest to fur further
[16:13] educate others on how sustainable
[16:15] actions can be incorporated into daily
[16:17] living and contribute towards continual
[16:20] improvements to the quality of life en
[16:22] enjoyed within the Grange uh they there
[16:25] three threeyear terms of 15 members are
[16:28] rose n who's been on the board for 10
[16:30] years and current CH chairperson Amanda
[16:33] L Monica Weir appointed 226 of 24 John

[17:18] trusty Gale with the plan commission

[17:23] serve as the liais on of the plan
[17:24] commission and the plan commission
[17:25] reviews and recommends applications for
[17:27] special use permits plan development
[17:29] approval slight plan appr approval
[17:32] amendments to the zoning code and
[17:33] official map uh an official map uh
[17:36] vacation of public rights away and
[17:38] subdivision plats uh this is a
[17:40] particularly busy group and over the
[17:42] last year the plan commission conducted
[17:44] public hearings and recommended approval
[17:46] for larger development projects such as
[17:47] the Reconstruction of the McDonald's at
[17:49] the corner of lrange and Ogden uh in
[17:51] addition to our theater across the
[17:53] street here site improvements at the gry
[17:55] hill facility at uh 561 West Hill grve
[17:58] and and a new Chase Bank walkup facility
[18:00] at the Northeast intersection of Ogden
[18:02] in the Grange Road uh which project
[18:04] included Rehabilitation of the existing
[18:06] downtown Chase Chase Bank at 14 South
[18:09] The Grange Road also right across the
[18:11] street uh which will include uh the
[18:13] first floor multi-tenant commercial with
[18:15] residential units above uh the CL
[18:17] commission also reviewed special use
[18:19] permits for the stretch lab uh The Tall
[18:21] Grass uh Sunbury school and Upper Land
[18:26] uh text amendments to allow changeable
[18:28] uh
[18:29] message signs at gas stations and
[18:30] allowing physical fitness facilities
[18:32] with limited retail space as a special
[18:34] use within C1 and C2 commercial
[18:37] districts as well uh the plan commission
[18:39] has also served as a pivotal role as a
[18:41] steering committee for the ongoing
[18:42] lrange forward comprehensive Plan update
[18:45] which we hope you have completed um by
[18:47] the fall uh and this experienc group
[18:50] includes Greg Pace for 15 years and his
[18:52] current chairperson Peter o Conor who
[18:55] has served for four years uh Susan
[18:57] Mosher who has served for
[18:59] Glenn WK who served for seven years uh
[19:02] Jeff hoffenberg who has served for eight
[19:04] Dave Schwarz who served for nine and
[19:06] then Julie Eagan who has served for 10
[19:09] years thank you Tristy Gil and thank you
[19:11] to the members of plan commission we
[19:13] have one of the things that they looked
[19:15] at on our agenda later tonight so we
[19:17] know that it's a very busy uh commission
[19:21] and moving on to trusty Augustine zoning
[19:23] board of appeals thank you Mr President
[19:26] the zoning board of appeals or ZB a as
[19:29] we often refer to it review applications
[19:32] for relief from one or more requirements
[19:34] of The Village's zoning code conducts
[19:36] public hearings and makes
[19:37] recommendations to this Board of
[19:39] Trustees regarding those applications
[19:42] typical requests for zoning variations
[19:44] relate to front side and rear yard
[19:46] setbacks for single family homes
[19:48] building coverage for single family
[19:50] homes building coverage and setbacks for
[19:52] the replacement of detached garages and
[19:54] similar considerations over the past
[19:57] year the zba has heard and recommended
[19:58] approval of four applications for
[20:01] variations one seeking relief from the
[20:03] required maximum building and loot
[20:05] coverage on a non-conforming property
[20:07] one seeking relief from the front yard
[20:09] requirement to allow for an
[20:11] accessibility ramp one seeking relief
[20:13] from signage requirements to allow
[20:15] additional signage on a commercial
[20:17] property and one seeking relief from the
[20:19] front yard requirements to allow for
[20:21] construction of a
[20:22] shed uh I was at all of those meetings
[20:25] this year it was impressive and a
[20:27] pleasure certainly to watch them lead
[20:29] and do this important work on this board
[20:33] is a seven member board five-year term
[20:36] chairman and 14 years in is Michael
[20:39] finder appointed just this year just a
[20:42] couple of months ago is Lauren Deval one
[20:45] year in is Julie Workman Matthew datillo
[20:48] is one year Liam Brenan been on the
[20:50] board on on this this commission for
[20:52] three years Bridget Shen three years and
[20:55] Paul kpan 5

[21:55] board was established in accordance with

[21:59] monitors pension fund performance
[22:01] reviews pension applications evaluates
[22:03] disability claims and other related
[22:05] items John Peterson is one of two
[22:08] resident members of the five member fire
[22:10] pension board Mr Peterson has served on
[22:13] the fire pension board since June of
[22:15] 2015 William O'Brien is the second
[22:18] resident member of the five member
[22:19] pension board and Mr O'Brien has served
[22:22] on the fire pension board since October
[22:23] of
[22:24] 2020 thank you Susie and moving on to to
[22:28] the police board police chief Tim
[22:30] Griffin thank you president kler I'd
[22:33] like to introduce John M and John
[22:35] Peterson police pension board advisory
[22:37] members the police pension board was
[22:39] established in accordance with Illinois
[22:41] State Statute and monitors pension fund
[22:43] performance reviews
[22:45] pension applications and evaluates
[22:48] disability claims and other related John
[22:52] uh Peterson is one of two two resident
[22:54] members of the five member police
[22:56] pension board Mr Peterson has served on
[22:58] the police pension board since June of
[23:01] 2022 John madin is the second resident
[23:04] member of the five member police pension
[23:06] board Mr mad has served on the board
[23:08] since July
[23:10] 2020 thank you very much Chief uh and
[23:13] thank you for everybody that served we
[23:15] do appreciate it you all do uh great
[23:17] work uh for the village and um uh the
[23:22] residents appreciate it also uh the
[23:25] board also uh is responsible uh for
[23:29] board presentations and liaison
[23:31] assignments uh those have been renewed
[23:33] again this year and they can be found in
[23:35] our packet on
[23:39] 2b1 so moving on to one of the great
[23:42] things we get to do today and that's
[23:45] recognition of senior account clerk
[23:47] Cheryl Aquilla for 18 years of dedicated
[23:51] service to the Village of lrange and
[23:53] when you saw all the grandchildren that
[23:56] Cheryl and Chuck have you you can
[23:58] understand why she would be uh uh
[24:01] wanting to retire um so let me recognize
[24:05] Cheryl for all our great service after
[24:07] 18 years of distinctive and dedicated
[24:10] service to the Village of lrange senior
[24:12] account clerk Cheryl Aquilla will retire
[24:15] from her position on June 21 Cheryl
[24:18] began her career with the finance
[24:19] department as a part-time account clerk
[24:21] on September 25 2006 providing front
[24:25] counter service in the finance
[24:27] department she was promoted to the
[24:29] full-time account clerk on May 1 2012 to
[24:33] perform Utility Billing in addition to
[24:34] front customer duties in June of 2018
[24:38] she became responsible for payroll and
[24:40] was promoted to senior account clerk at
[24:42] each of these levels she's demonstrated
[24:44] a willingness to take on new
[24:46] responsibilities and continue to learn
[24:48] and work outside of her comfort zone a
[24:51] really just has truly performed
[24:54] commendable uh tasks and show her her
[24:57] fantastic TR
[24:58] Cheryl has ad depthly overseen new
[25:01] platforms throughout her tenure with the
[25:03] village this includes effectively
[25:05] transitioning meter reads to impressa
[25:08] enhanced platform along with converting
[25:11] the reading measurements from 100 cubic
[25:13] feet to cubic feet she transferred
[25:16] employee payroll records formerly stored
[25:18] on 3x5 index cards into an electronic
[25:22] spreadsheet upon The Village's
[25:24] successful integration into the
[25:26] intergovernmental personal benefit Cor
[25:28] Cooperative the
[25:30] ipbc she migrated all internal employee
[25:33] benefit data into the benefit solver
[25:35] platform and just last year she
[25:37] effectively transferred all data from
[25:40] the benefit salver to a new platform
[25:43] called plan source so with that I'd like
[25:45] to congratulate uh Cheryl on our
[25:48] retirement and thank you for 18 years of
[25:50] great service

[26:15] his right hand Joe marzulla uh if

[26:23] Cheryl I just want to thank the village
[26:26] of lrange for becoming my work family
[26:29] I started part-time as you have already
[26:31] spoken about and moved to full-time
[26:34] Clerk and a senior account clerk
[26:36] processing water bills and
[26:37] payroll Joe and Lou are back there and
[26:41] Sandy were great to work with letting my daughter show up after being
[26:47] at LT High School and showing up after
[26:49] work and staying there till I left
[26:52] letting my dog Riley come in the office
[26:54] in the afternoons after he got groomed
[26:57] we they've truly made me feel like
[26:59] family and it continues with Susie Mah
[27:03] she is a great addition to the village
[27:06] and she is going to continue the finance
[27:09] family that I have felt through all
[27:10] these years thank you thank you
[27:31] although we don't have it on the agenda
[27:33] today uh from our fire department
[27:35] Captain Tom binfield will be retiring
[27:38] and we want to make sure that uh we wish
[27:41] him all the best and we'll recognize him
[27:43] at an upcoming meeting and also Mike
[27:46] dulo from our Community Development
[27:48] Department is leaving to uh go to
[27:52] another Village so we wish him all the
[27:54] best uh in his future endeavors
[28:02] before moving on I'd really like to
[28:04] express thanks to the organizers of the
[28:06] pep parade and their partnering
[28:09] organizations as long as well as the
[28:11] village staff and the others that
[28:13] contributed to the 78th annual pep
[28:15] parade on June 1 uh surprisingly we got
[28:19] a little damp it does never rains on pep
[28:21] parade except in 2024 um but it was
[28:26] amazing how many people L the sidewalks
[28:29] uh even in the rain uh WGN came out did
[28:32] a great job if you haven't uh seen it or
[28:35] you didn't see it live uh go on YouTube
[28:38] and and it really made the village look
[28:40] great so I want to thank the lgba its
[28:42] volunteers for another year of the
[28:45] carnival um which again was was a
[28:48] success a little low on the numbers on
[28:50] Saturday but made up for uh by record
[28:53] crowds on Friday and Sunday um and
[28:57] really the village that it's it's a lot
[28:59] of work uh the carnival and prep parade
[29:02] for all of our departments um from
[29:05] Public Works Community Development
[29:06] police and fire they were all active uh
[29:09] that weekend and we appreciate all their
[29:12] um hard work and great activity um
[29:16] before I pass the microphone to Village
[29:18] manager Knight I will say that uh in our
[29:21] summer we normally have um cancel two
[29:24] meetings the second meeting in July and
[29:28] the first meeting in August and we are
[29:30] planning to do that again the um the
[29:34] July meeting is scheduled for July 8th
[29:37] so if that becomes a problem with our
[29:41] board or or our department heads we
[29:43] could look at rescheduling that to July
[29:45] 15th so just let Jack or myself know if
[29:49] July 8th looks like it's problematic
[29:51] with vacation plans uh with that I would
[29:54] pass the microphone to Village manager

[30:02] retirement we wish you all the best in

[30:09] under the manager's report uh that is
[30:11] the village code comprehensive update
[30:12] Title One uh item a uh refers to this
[30:16] effort that kicked off in February of
[30:18] 2022 when the village board approved a
[30:20] contract for a comprehensive code update
[30:22] with munic code uh a consultant in the
[30:24] field the goal of the project is to
[30:26] develop a code that is more reflective
[30:28] of current day regulations and one that
[30:30] clearly articulates the values
[30:31] requirements and expectations of the
[30:33] community the consultant has since
[30:35] drafted two uh draft updates and has
[30:37] been uh reviewed by staff at this point
[30:40] uh staff has provided input based upon
[30:42] modern regulations best practices and
[30:45] operational considerations amongst other
[30:47] factors latest draft of title one has
[30:49] been reviewed by staff Village attorneys
[30:51] and now presented for village board
[30:53] consideration the item has been prepared
[30:56] for consideration has a few ATT ATT Ms
[30:58] that includes a table listing more uh
[31:00] substantial changes and a summary of the
[31:03] explanation of those changes it also
[31:05] includes a clean copy of the uh code as
[31:08] well as a strikethrough version to
[31:09] illustrate some of the changes that are
[31:11] being proposed the purpose of the item
[31:13] as it's prevented uh tonight is to
[31:15] capture the thoughts and input of the
[31:16] village board on the proposed update to
[31:18] title one uh the input will be
[31:21] incorporated into a final draft that
[31:22] will be presented to the board later
[31:23] this year which is anticipated to be
[31:25] sometime in the fall uh president k that
[31:28] concludes my report on this item and
[31:29] again at this time we're just seeking
[31:31] village board feedback on the proposed
[31:33] Title One ordinance uh thank you and
[31:36] Jack maybe you know or Ben how many
[31:38] titles will we be looking at do we have
[31:41] an idea yes yeah we have seven titles in
[31:44] total okay uh this one is one of the
[31:46] shorter ones uh there are some that are
[31:47] far more lengthy okay we're we're easing
[31:50] uh the board into it uh and so I believe
[31:54] what the staff is hoping to have had a
[31:57] accomplished is that the board would
[31:59] have reviewed uh title one uh and if
[32:04] they have any
[32:06] questions we could uh have those
[32:08] addressed now so starting with that does
[32:11] anybody have any questions on title any
[32:13] the changes or any of the existence of
[32:16] Title

[33:06] the office of the village clerk so it's
[33:07] not online it's in a file just the

[40:39] decisions can evaluate ways to re excuse
[40:41] me ways to reduce greenhous gas or ghg
[40:45] emissions and Achieve adaptation to
[40:48] prepare for the impacts of a changing
[40:50] climate climate the Environmental
[40:52] Quality commission eqc has reviewed this
[40:55] framework and is in support of adopting
[40:58] the capap as aligns with and enhances
[41:01] The Village's overall sustainability
[41:03] efforts the benefits of adopting the
[41:05] capap including partnering with the MMC
[41:08] and other larger National agencies in
[41:10] working to me measure Regional
[41:12] greenhouse gas data assess Regional
[41:15] climate risk and align efforts currently
[41:18] 42 municipalities and Counties have
[41:20] endorsed the capap through resolution
[41:23] the C sets science-based mitigation
[41:26] targets for greenhouse gas emissions
[41:29] reduction excuse me gas emissions
[41:31] reduction and Equitable climate ad
[41:34] adaptation targets although the plan is regional in scope strategies in the
[41:39] plan are specifically tailored for
[41:41] Action at the municipal scale the eqc
[41:44] presented a review of this of the cap to
[41:47] the village board on April 22nd
[41:49] 2024 the EC recommends a resolution to
[41:53] endorse the 2021 climate action plan for
[41:56] the Chicago region region the resolution
[41:58] provides access to a regional framework
[42:01] that has additional resources to track
[42:03] and measure Regional progress towards
[42:05] these goals upon adoption the eqc would
[42:08] include related goals into their 2024
[42:11] work plan and measure and Report
[42:13] progress as part of their annual
[42:15] review the climate action plan along
[42:17] with the greenest region Compact 2
[42:21] guides implementation of wellestablished
[42:23] best practices and sustainability and
[42:26] would inform the consideration of
[42:28] policies in both sustainability and
[42:30] greenhouse gas emissions reduction staff
[42:33] has reviewed the specifics of the client
[42:35] action plan and finds there is alignment
[42:37] with current efforts with endorsement of
[42:40] the plan sing to increase the
[42:41] effectiveness of sustainability
[42:45] efforts uh staff recommends approval of
[42:48] resolution endorsing the climate action
[42:50] plan for the Chicago region and I in

[43:55] cost the village and what it's going to
[43:57] cost individuals I
[43:59] mean like these M mitigation goals
[44:02] they're fine but you know it says reduce
[44:04] 50% by 2030 how are we going to do that
[44:09] um says U mitigation objectives
[44:12] decarbonize energy sources how are we
[44:14] going to do that um decarbonized
[44:17] transportation how are we going to do
[44:19] that um it just seems like this is very
[44:22] open-ended nobody's done as far as I
[44:25] know any cost benefit analysis on this
[44:28] um so I'm just wondering what the impact
[44:30] is going to be on the village
[44:33] taxpayers thank you Mr Conrad and I can
[44:35] tell you that I don't think we've done a
[44:38] comprehensive study of if we were to
[44:40] achieve all the goals uh how much it
[44:42] would cost in in in dollars and cents
[44:45] however when we do um individual things
[44:51] we always look at uh what is the cost an
[44:53] example is we're doing a pay
[44:57] blocks and next to at lot three which is
[45:00] the parking lot next to the elm and
[45:03] there's a substantial cost increase to
[45:05] do paper blocks versus asphalt and we
[45:08] looked at that we were able to obtain a
[45:10] grant um uh from mwrd that uh for the
[45:15] most part offsets the additional cost
[45:17] for the village uh just recently we went
[45:20] out for uh purchase of electricity and
[45:24] there were different maybe uh manager n
[45:27] could give more of the detail but there
[45:28] were different plans um and we elected
[45:32] one that had I believe less of a
[45:35] negative environmental impact and there
[45:37] was a a cost of that but maybe you could
[45:39] give some more background yeah correct
[45:41] so on the consent agenda Item B uh
[45:44] refers to that Municipal aggregation
[45:46] program uh through that program we're
[45:47] able to aggregate the purchasing power
[45:49] of our residents residents don't pay any
[45:52] additional cost for electricity however
[45:54] we are able to go out to Market realize
[45:56] some savings with those savings uh we do
[45:59] uh purchase uh RAC so renewable energy
[46:01] credits so that's one example of several
[46:04] where we would look for options where we
[46:06] can reduce our environmental footprint
[46:08] without a cost to our
[46:11] residents
[46:14] sure if you sign on to this plan does
[46:17] the village have the right to disavow um
[46:22] any requirement that this whole um plan
[46:25] if you if we agree with it and you know
[46:28] maybe the rest of the villages don't can
[46:30] we um set aside something in that or are

[49:02] West Hillgrove LLC is the applicant uh
[49:05] and they are the property owner of 817
[49:07] to 821 West Hillgrove Avenue as well as
[49:10] contract purchaser for both 811 West
[49:12] Hill Grove and 901 West Hill grve the
[49:15] applicant is seeking to construct a
[49:16] four-story mixed use building at the
[49:18] property commonly known as 811 to 901
[49:21] West Hillgrove Avenue uh the applicant
[49:23] is seeking four things um four things
[49:26] they are request a special use for a
[49:28] plan development site plan approval and
[49:31] a design review permit the applicant is
[49:33] also seeking approval to amend the
[49:35] zoning code as it relates to the maximum
[49:37] adjustments of floor area ratio for plan
[49:40] developments within
[49:41] C4 the project proposes a four-story
[49:44] mixed use building with uh approximately
[49:46] 4,400 squ ft of first floor commercial
[49:48] space underneath 31 residential units uh
[49:51] the building provides a mix of
[49:53] residential unit types proposing Three
[49:55] Studio 19 one bedroom and nine
[49:57] two-bedroom units each residential unit
[49:59] will have a balcony and all units will
[50:01] have access to a shared roof deck uh the
[50:04] site plan includes 30 surface level
[50:06] parking spaces to the north of the
[50:08] building 14 of which are primarily
[50:10] located below the building's uh second
[50:12] to Fourth floors they'll be accessed
[50:15] from an adjacent public alley applicant
[50:17] is also proposing a curb cut on Hill
[50:19] crove Avenue Hillgrove Avenue excuse me
[50:21] uh to provide access to a six-car
[50:24] interior parking garage uh placement of
[50:27] papers and installation of planter boxes
[50:28] and Landscaping along Hillgrove uh
[50:31] RightWay adjacent to the development is
[50:33] also proposed all portions of the alley
[50:35] AB budding the development will be
[50:37] resurfaced uh as mentioned the applicant
[50:40] is Seeking a text Amendment as well to
[50:42] section 5- 1110 F10 of the zoning code
[50:46] which states that no increase of the
[50:48] maximum f is allowed in the C4 District
[50:51] the applicant is proposing a Max maximum
[50:53] F adjustment to uh 2.0 for the plan
[50:58] development the public hearing of the
[51:00] application was opened by the plan
[51:02] commission at uh on April 9th 2024 and
[51:05] ultimately continued to May 14th uh 2024
[51:09] at the April meeting Commissioners
[51:10] requested additional engineering
[51:12] analysis of potential impacts uh to the
[51:14] public sewer infrastructure as well as
[51:16] additional traffic analysis
[51:18] Commissioners requested consideration of
[51:20] revising uh facade materials to
[51:22] complement surrounding buildings and the
[51:23] Stone Avenue Metro station reducing the
[51:25] height of the elevator of the building
[51:27] and adding windows to the rear elevation
[51:29] of the building which is on the North uh
[51:31] the plan commission also requested the
[51:32] applicant to address Village staff's
[51:34] suggested conditions within their April
[51:36] memo which is uh included in our in our
[51:39] packet and online a total of 13
[51:41] residents spoke at the hearing the
[51:42] majority stating concerns with the
[51:44] proposed development's height the facade
[51:46] design potential impacts to public
[51:47] infrastructure traffic and parking
[51:49] others praise the development for either
[51:51] contributing to the diversification of
[51:52] The Village's housing stock or for it
[51:54] supporting long-term Community goals for
[51:56] developing and revitalizing the West End
[51:59] um the public hearing was concluded by
[52:01] the plan Commission on May 14th 2024 the
[52:04] applicant prevented uh uh the applicant
[52:06] presented revised building Heights
[52:08] facade materials and Architectural
[52:09] design staff presented the results of
[52:12] supplemental engineering and traffic
[52:13] analysis at that meeting as well uh
[52:15] resident comment at the meeting
[52:17] concerned the development's potential
[52:18] traffic generation as well as existing
[52:20] parking conditions along with concern
[52:22] that the new development would
[52:23] exacerbate those conditions residents
[52:25] also expressed opposition to the overall
[52:27] Building height and density the
[52:29] applicant noted changes to the building
[52:30] design and how the facade of the
[52:32] building is articulated to provide
[52:33] relief with each end being two stories
[52:35] taller than its immediate neighbor the
[52:38] applicant also noted that the project
[52:39] will result in a reduction in total
[52:41] commercial demand for public parking as
[52:43] compared to the existing condition and
[52:45] shared that they felt the project was
[52:46] consistent with others in in and along
[52:48] the BNSF Corridor and serves to support
[52:51] the established Community Vision for the
[52:52] area uh the plan commission was
[52:54] supportive of the revised plans and
[52:56] reiterated the importance of
[52:58] revitalizing the West End Commissioners
[53:01] noted the modifications through the plan
[53:02] development process can provide uh
[53:05] flexibility to code requirements to
[53:06] achieve Go Achieve goals outlined in the
[53:08] community Commissioners felt that
[53:10] development could serve as a catalyst
[53:11] for the area and affirmed the results of
[53:13] the technical analysis that was done um
[53:17] after deliberation the plan commission
[53:19] voted 60 to recommend the application
[53:21] with the following conditions uh parking
[53:23] spots should be allocated number one
[53:25] parking spot should be allocated lease
[53:27] number two within the parking garage all
[53:29] parking spaces except two most Northwest
[53:32] parking spaces must be restricted to
[53:34] compact vehicles snow must be removed
[53:36] from the site and not stored on on the
[53:38] property the photometric plan must be
[53:40] revised to comply with the village
[53:42] zoning code and a plat of consolidation
[53:45] must be submitted staff worked with the
[53:47] village attorney in developing the
[53:48] attached ordinances um the applicant has
[53:51] agreed to comply with the conditions of
[53:52] the plan commission which have been
[53:54] Incorporated in the attached ordinance
[53:56] approving the plan development site plan
[53:57] and design revieww permit and our staff
[53:59] recommends approval of the attached
[54:01] ordinances uh as reflective of the
[54:03] recommended recommendation of the plan
[54:05] commission and then attorney Schuster
[54:07] can I make one motion for both pieces or
[54:10] does oh we are going to vote on the
[54:12] ordinances separately so we're going to
[54:15] vote on the ordinances so I should uh
[54:17] which one do we take first do we take
[54:19] the or does it matter uh I would suggest
[54:21] the text Amendment first because unless

[55:27] a property so an F of one could be a
[55:31] one-story building covering 100% of the
[55:33] lot or a two-story building covering 50%
[55:37] of the lot or a three-story building
[55:39] covering a third of the lot so it's just
[55:42] a relation of the total square footage
[55:44] of the building to the total square
[55:46] footage of the
[55:48] property so it can we assume that if
[55:51] it's 2.0 it's covering 200% or or total
[55:56] of 200 so it could be the full lot size
[56:01] two stories or more akin to this
[56:04] development about half of the lot and
[56:07] about four stories and and for this I
[56:10] know that that it'll be the next vote
[56:12] but what is the far as
[56:15] proposed the F for this project is
[56:19] 1.99 I think okay it's just under the
[56:22] two okay um and I know I know that um
[56:29] our code
[56:30] said that the far could never exceed one
[56:35] um and that wasn't even something like
[56:36] we could do a variance on right so the
[56:39] what the actual text amendment is is
[56:42] allowing an increase in F in the C4
[56:46] current for plan developments So
[56:49] currently in the code the way the
[56:51] ordinance reads that one of the things
[56:55] that can be varied through the plan
[56:56] development process is adjusting the
[56:59] maximum floor area ratio and it
[57:02] specifies for different districts to
[57:05] what extent the village board can grant
[57:07] a floor area ratio adjustment in the C4
[57:11] the zoning code limits the board's
[57:13] discretion to Grant floor area ratio
[57:15] adjustments through the plan development
[57:17] process this text Amendment would allow
[57:19] the board to Grant a floor area ratio
[57:21] adjustment up to
[57:23] 2.0 okay uh thank you
[57:26] um I do have some comments but I'll wait
[57:28] till hear from the trustees trust Gil
[57:32] thank you Mr President um I I just I can
[57:36] I have comments but I'll just break out
[57:38] the f one because that's what we're
[57:39] talking about now um I mean I it really
[57:42] struck me as interesting that this
[57:45] particular area has this particular
[57:48] restriction that you cannot go above
[57:51] 1.0 uh in the C4 area and uh I noted
[57:55] that because you know it seems
[57:57] intentional like you can do it in other
[57:59] spots but you can't do it here which
[58:01] means to me that when when we thought
[58:03] through you know the board not us
[58:06] personally but this board thought
[58:08] through uh where to put these zoning
[58:10] requirements they specifically did not
[58:12] want to allow increased dents and bulk
[58:15] in that particular area um so that that
[58:17] concerns me if if we're going to allow
[58:19] it to go from from one to two I get that
[58:23] with the text Amendment we're not saying
[58:24] this development goes from one to two to
[58:26] but I think that there was an
[58:27] intentional Choice here to keep this more less bulky in this
[58:32] smaller commercial area so I'm not in
[58:35] favor of it thank you trusty

[58:40] that
[58:43] code this particular provision I don't
[58:45] know if it's in the original 96 version
[58:48] of 1996 version of the code or if it was
[58:50] amended at some point along the way it hasn't been amended in the time that

[58:59] so so we we agreed to a comprehensive
[59:03] plan back in 2005 that allows for that
[59:06] suggests and it's also the BNSF quarter
[59:08] plan that says in this C4 District we
[59:11] will bring in high density housing we
[59:13] are in this process of doing a new
[59:15] comprehensive plan the regional
[59:17] transportation board has come to us and
[59:19] asked for us to bring bring in higher
[59:21] density housing and we just signed a
[59:24] pack to complete was all this
[59:26] environmental stuff is the citizen ask
[59:29] what are we committing to we're actually
[59:30] committing to bring in higher density
[59:32] housing to reduce Transportation miles
[59:34] reduce energy reduce carbon and if we
[59:37] don't make these changes we're never
[59:39] going to achieve that because the C4
[59:40] business district is the area where you
[59:42] need to have high density housing along
[59:44] the railroad tracks I don't think in
[59:46] 1996 the board was ever thinking about
[59:48] anything about what was going to come
[59:50] but this is the way the BNSF rail
[59:52] Corridor is being developed and I know
[59:55] of two other developers are looking at
[59:57] very similar lots and if this rule isn't
[59:59] changed those two developments also will
[1:00:01] go away and we will have no development

[1:00:08] vacant Lots currently we have to make
[1:00:11] these changes or we're just going to
[1:00:12] have vacant property sitting there

[1:00:16] any more increased housing and for the
[1:00:19] League of Women Voters never have a
[1:00:20] chance to have affordable housing be
[1:00:22] built in the grain so for me I support
[1:00:24] this completely thank you Mr Thompson

[1:00:33] do thank you president kler figure I'll
[1:00:36] kind of give my statement here as well
[1:00:38] because if this doesn't pass then second
[1:00:41] part doesn't matter so much
[1:00:45] um this is the um this is hang on a
[1:00:48] second Peggy can you hear me okay
[1:00:51] because sometimes you can't and you get
[1:00:52] mad at me after these
[1:00:54] meetings um
[1:00:57] so um more than two years ago I was
[1:01:01] invited to be a part of a
[1:01:02] pre-application meeting with this
[1:01:05] applicant they came in to discuss their
[1:01:07] idea before moving forward in this
[1:01:10] meeting was our community development
[1:01:12] staff Police Chief Fire Chief uh
[1:01:15] chairman of the plan commission
[1:01:16] president kler and possibly a few
[1:01:19] others it's a kick the tires before
[1:01:21] moving forward kind of meeting and the
[1:01:24] applicant came in to find find out if
[1:01:26] their plans were in line with our codes
[1:01:27] and standards and ordinance and that
[1:01:29] kind of
[1:01:31] thing it was it's you know this kind of
[1:01:34] thing it was my first and only so far uh
[1:01:37] that kind of pre-application meeting and
[1:01:38] I think it's a a great thing that we
[1:01:40] offer um certainly can save everyone a
[1:01:43] lot of time and aggravation but in this
[1:01:45] particular preapplication meeting it
[1:01:46] seemed to me that most everything was
[1:01:48] understood and the meeting seemed to go
[1:01:50] well and now tonight I get to vote on it
[1:01:54] for me this is the first planed
[1:01:56] residential development that I have that
[1:01:58] I've come across since I've again as I
[1:02:01] said been here and I've been here for
[1:02:03] just going on five years now here on
[1:02:05] this board um but I have curiously
[1:02:09] followed and watched quite a few
[1:02:11] development projects
[1:02:15] unfold in the process from plan
[1:02:17] commission to village board no single
[1:02:20] development was a slam dunk all had
[1:02:23] strong
[1:02:26] residential push back Andor commissioner
[1:02:28] concerns many had contentious moments
[1:02:31] and some were frankly hard to watch but
[1:02:34] they were full of lessons for future me
[1:02:38] from the beds development to 40 South
[1:02:41] Ashland to Uptown Jackson Square and
[1:02:44] then most recently I think if I have my
[1:02:46] order right Mason
[1:02:47] [Music]
[1:02:48] point there was a great deal of concern
[1:02:51] for all of these developments at the
[1:02:53] time that they were
[1:02:54] discussed res
[1:02:56] residents concerned about the problems
[1:02:58] it could
[1:03:02] create were there and they expressed
[1:03:04] their
[1:03:05] interests in the end all but one were
[1:03:07] eventually
[1:03:08] built and seemed to be serving us fairly
[1:03:12] well the generation before these
[1:03:14] developments that have happened in say
[1:03:15] the last 5 to seven years we're part of
[1:03:19] many of them our our Tiff our tax in
[1:03:22] increment F financing phase uh the
[1:03:26] triangle project that we know of some of
[1:03:27] us remember the the Borders bookstore
[1:03:30] and now it's AT&T but Trader Joe's I
[1:03:32] think Illinois was the or lrange had the
[1:03:34] second Trader Joe's in Illinois right
[1:03:36] there and it's still there and we built
[1:03:38] that tall tall building behind it that
[1:03:40] was a new big development but it wasn't
[1:03:42] around too many residential
[1:03:44] neighborhoods and that probably got some
[1:03:45] decent
[1:03:47] support and then shortly thereafter two
[1:03:51] new large but less less tall
[1:03:54] developments at Kensington right by the
[1:03:56] tracks just just north and just south of
[1:03:58] the tracks are two huge developments in
[1:04:02] range there's a big Condo building on
[1:04:06] Ashland just south of the tracks facing
[1:04:08] the calender lot I think those
[1:04:11] structures are fairly massive in scale
[1:04:13] certainly relative to what we we had
[1:04:15] seen in lrange before some of them right
[1:04:18] alongside homes others replacing old
[1:04:21] retail Parcels one replacing an old car
[1:04:23] dealership
[1:04:26] these developments were no doubt also
[1:04:28] met with
[1:04:29] disapproval from some but all projects
[1:04:33] eventually went through the same process
[1:04:36] for approval that we have today and as
[1:04:39] it turns out they seem to fit in quite
[1:04:41] well so what I see here tonight with
[1:04:44] this new
[1:04:45] project is is is nothing new and and I
[1:04:48] did attend the first of the two plan
[1:04:51] commission meetings because I think this
[1:04:52] is very important the neighbors there
[1:04:55] were very passionate had some very
[1:04:56] legitimate concerns and certainly fears
[1:04:59] that this may disaffect their quality of
[1:05:01] life if it is approved
[1:05:03] tonight only time will tell but this
[1:05:06] town has had a great track record on
[1:05:08] this The Grange has been careful and
[1:05:10] considerate in their review of
[1:05:12] developments they ask for improvements
[1:05:15] in any number of areas and only approve
[1:05:17] the project when they have met those
[1:05:20] standards in my opinion the plan
[1:05:22] commission has been has been in a in in
[1:05:26] no hurry or under no obligation to
[1:05:28] recommend any development but when they
[1:05:30] do those seem to have been very well
[1:05:33] thought
[1:05:34] through as an elect official I see first
[1:05:37] firsthand the importance of Healthy
[1:05:39] Growth and how it adds value to town to
[1:05:42] our town as we grow we are obviously
[1:05:44] landlocked so opportunities are few and
[1:05:46] far between but opportunities are there
[1:05:49] no one out no one out out there seems to
[1:05:51] be screaming for more retail got a good
[1:05:53] deal of that in some vacancies in those
[1:05:56] spaces but homes condos and apartments
[1:05:58] do very well here thanks to you know a
[1:06:01] number of things our our great shops our
[1:06:03] restaurants our reputation for school
[1:06:05] safety and an exceptional sense of
[1:06:07] community so when I saw that the plan
[1:06:10] commission upon further review and
[1:06:12] changes from the applicant voted
[1:06:14] 60 to recommend this plan that carried a
[1:06:17] lot of weight for me so I am inclined to
[1:06:22] support uh both both of uh both of the
[1:06:26] items on the agenda tonight for this
[1:06:28] development thank you trusty

[1:06:36] applicants are here if anybody has any
[1:06:38] questions I forgot to add that I think
[1:06:39] everybody knew that but I just want to
[1:06:42] make sure I pointed that out and and
[1:06:44] that may come up more in the second one
[1:06:46] than than the first is my guess but if the applicant wants to speak now I'm fine with that sure no problem take

[1:07:00] for the petitioner um I just wanted to
[1:07:02] speak briefly on the issue ofar um we
[1:07:04] talked about the dates of the uh the
[1:07:06] code I think it's important to to point
[1:07:08] out though the comprehensive plan that
[1:07:10] was approved and adopted in 2005 makes
[1:07:14] clear that they wanted that the village
[1:07:16] wanted to develop the West End and I
[1:07:19] just want to read um it's in the various
[1:07:21] agenda that I I filed but I just want to
[1:07:23] read one small portion um this is from
[1:07:26] the comprehensive plan The Village's
[1:07:28] planning process established that the
[1:07:30] West End should reposition itself in the
[1:07:32] market and intensify with new mixed use
[1:07:38] development this would largely consist
[1:07:40] of retail uses on the first floor with
[1:07:42] residential uses above accomp
[1:07:45] accomplishing this objective will
[1:07:47] require relaxing parking requirements in
[1:07:50] the West End Zone I I think implied also
[1:07:54] is the idea what they' have to
[1:07:56] build higher buildings as well to
[1:07:58] accommodate the commercial uses on the
[1:08:01] first floor and residential on the upper
[1:08:03] floors and I think one thing I just want
[1:08:05] to and this can come up later but just
[1:08:07] remind everybody that the the height of
[1:08:11] the building the majority of it is 43
[1:08:14] ft all residents will occupy a space 43
[1:08:19] fet or below so and we can address that
[1:08:23] uh further but I I believe that
[1:08:25] when the village adopted the
[1:08:27] comprehensive plan in
[1:08:29] 2005 it envisioned this and I I think
[1:08:32] the fact that they Envision mixc use
[1:08:34] development that's exactly what our
[1:08:36] client brought to the village and I
[1:08:38] think it's consistent with that so I
[1:08:40] that's all I have to say for now but I'm
[1:08:42] glad to answer any questions you may
[1:08:43] have thank thank you attorney Foley we
[1:08:45] appreciate it we appreciate your efforts
[1:08:46] in this regard uh with that any other
[1:08:49] trusty comments uh I'll be very brief
[1:08:53] um I I I have a concern on on the far uh
[1:08:58] going from one to to two um I personally
[1:09:01] can can live with with two I I don't
[1:09:04] vote unless it's a tie anyway but to
[1:09:06] give my opinion I I can live with a two
[1:09:09] um but I don't know that I could live
[1:09:11] with higher than a two and um this is
[1:09:15] really more directed towards the plan
[1:09:17] commission or future developers that say
[1:09:21] boy they seem pretty quick to switch
[1:09:23] from one to two we probably can get them
[1:09:24] go from two to four and that to me is uh
[1:09:30] a step too far um I'd really like to see
[1:09:33] how we do at two uh and and see how it's
[1:09:38] um Incorporated within the village and
[1:09:41] what problems if any develop uh so um
[1:09:45] and and the way I'm able to get from one
[1:09:48] to two uh has what trusty Thompson
[1:09:52] alluded to or stated uh we do have sever
[1:09:55] members of League of Women Voters here
[1:09:57] who uh Advocate uh for affordable
[1:10:01] housing and affordable housing has
[1:10:03] different definitions uh but one of the
[1:10:05] definitions clearly is a mix of housing
[1:10:07] units uh this project uh and and part of
[1:10:12] the reason the to of going from a far of
[1:10:15] one to a far of two is because there's
[1:10:18] going to be smaller units um than
[1:10:21] traditionally are in lrange um that is
[1:10:24] giving uh renters another option uh that
[1:10:28] they don't have today and that is one of
[1:10:32] the things that we have residents
[1:10:34] advocating for um and so that's where I
[1:10:39] personally uh uh line up on it and with
[1:10:42] that I would ask uh clerk cadino for a
[1:10:45] roll call
[1:10:49] vote trusty Augustine
[1:10:56] that's still just one one
[1:10:58] right trusty O'Brien hi trusty Thompson
[1:11:03] I trusty
[1:11:09] McGee trusty Peterson I trusty Gail no
[1:11:15] and that passes 5 to one with that we
[1:11:18] have the introduction of the second
[1:11:19] ordinance so yes I'll I'll simply make
[1:11:22] the make the motion again um so I
[1:11:24] already went through the presentation so
[1:11:26] this is an ordinance approving uh
[1:11:27] special use for a plan development site
[1:11:31] plan and design review permit for 811 to
[1:11:35] 901 West Hillgrove
[1:11:38] Avenue so move second thank you trusty

[1:11:45] um before I open it up to the trustees I
[1:11:49] do want to because we had a person
[1:11:51] indicate that there's 31 units with with
[1:11:54] only 30 parking spots that did not
[1:11:56] include the six indoor spots so there's
[1:12:00] 31 residential units plus the commercial
[1:12:02] units but 36 I believe is the number of
[1:12:06] parking spots um and I will be asking
[1:12:10] some questions about the Commonwealth
[1:12:13] Edison uh uh current um Transformer
[1:12:18] station and what the developer if
[1:12:20] anything is willing to do if that
[1:12:21] becomes available for sale but I'll
[1:12:24] first open it up to trustee comments
[1:12:27] trusty G thank you Mr President I'll say my piece and then be done um so
[1:12:32] I want to first I want to thank the
[1:12:33] applicant for um for the time effort and
[1:12:35] energy you know I work in the
[1:12:37] development area as well and I know it's
[1:12:39] a lot of time money and energy to go
[1:12:41] through these various processes before
[1:12:43] you've even turned a turned a shovel in
[1:12:45] the ground um I also want to thank the
[1:12:47] residents that that came out at
[1:12:48] different you know different meetings to
[1:12:50] express their views um uh you know
[1:12:53] democracy is in a lot of ways a
[1:12:55] conversation and the way we resolve
[1:12:56] issues is we have discussions and
[1:12:58] meetings and take votes and then we move
[1:13:00] forward um so I think this this plan
[1:13:03] development is certainly a vision of
[1:13:04] things to come you know we we as trusty
[1:13:06] Augustine even said we we have approved
[1:13:09] density we need density it's it's going
[1:13:11] to uh it's going to be something we have
[1:13:13] to do uh but I also don't think these
[1:13:16] developments Are All or Nothing
[1:13:17] propositions um you know a development
[1:13:20] needs to fit our standards it needs to
[1:13:21] fit um you know it needs to fit the
[1:13:23] location and so when I think about these
[1:13:26] kind of projects I go I go right into
[1:13:28] the numbers it tends to be how I
[1:13:30] consider them um you know and so we've
[1:13:32] already talked about the f um but
[1:13:35] another concern I have with you know
[1:13:36] with this particular proposal is there's
[1:13:39] this is broadly speaking but I don't see
[1:13:41] setbacks here for this building you know
[1:13:43] it's right up to the sidewalk light lot
[1:13:46] line to lot line on the sides um I think
[1:13:48] with the four-story height it's going to
[1:13:50] be quite an imposing structure uh for
[1:13:52] the area um also you know it never get
[1:13:56] seems to get a lot of coverage but the lot area per dwelling um this is uh
[1:14:00] it's going to be about
[1:14:01] 660 um which is I think about as dense
[1:14:04] as we've ever approved um which is you
[1:14:07] know a measure of of how many how many
[1:14:08] people are going to be in that space and
[1:14:11] then we talked about the F and and look
[1:14:13] I'm I'm okay with softening the F again
[1:14:16] I think this is a vision of things to
[1:14:17] come I just do think that it's quite
[1:14:20] telling that in this area this was
[1:14:24] prohibited from going Beyond 1.0 and
[1:14:26] while I appreciate comprehensive plan is more of a goal
[1:14:31] right the code is when we actually
[1:14:33] approve what it's going to be in what
[1:14:34] place um and I think that's that's
[1:14:37] influential for me so uh and finally you
[1:14:40] know I'll turn to you know I sat through
[1:14:42] the plan commission hearings I saw all
[1:14:43] the residents come and talk and when
[1:14:45] people come and they express their views
[1:14:48] and they are uh strongly you know in
[1:14:51] opposition to something that's the
[1:14:53] in-person representation of of these of
[1:14:55] these numbers if this had setbacks if
[1:14:59] this were shorter If This Were squeezed
[1:15:02] in on the side I wouldn't have any issue
[1:15:04] with this but I think it just goes a
[1:15:06] little too far I think it's going to
[1:15:07] have a an impact on the uh on the um
[1:15:11] adjacent properties and the character of
[1:15:12] the area and so um I just I can't
[1:15:14] support it as it's presented thank you
[1:15:17] trusty Gale Tristy Peterson uh I do also
[1:15:22] want to thank uh the plan commission and
[1:15:25] I want to thank the staff and I also
[1:15:27] attended the meeting the plan Commission
[1:15:28] meeting and listened to the residents
[1:15:30] come on out and I uh was very respectful
[1:15:34] of their opinions uh but uh I also
[1:15:39] looked into the existing comprehensive
[1:15:42] plan and uh the the draft of the new
[1:15:45] comprehensive plan that has will range
[1:15:48] forward that's going to be coming out
[1:15:49] and I have to say that I do think that
[1:15:51] the Bland commission and staff work to
[1:15:53] address most of their uh the issues that
[1:15:57] were brought up and I also think that
[1:15:59] the current this development is in
[1:16:01] alignment with the existing
[1:16:04] comprehensive plan and the new draft
[1:16:06] that's coming up so I will be voting to
[1:16:09] support the
[1:16:11] development thank you trusty

[1:16:20] coming out working on this I appreciate
[1:16:22] the village staff Planning Commission
[1:16:24] and the developer all working together
[1:16:25] to make changes we built this complex
[1:16:28] and there's been a lot of debate between
[1:16:29] the the trustees on this issue and I was
[1:16:32] reminded as I was talking to trustee
[1:16:34] McGee this afternoon a couple months ago
[1:16:36] I caught an Uber in Dallas Texas up to
[1:16:39] Frisco Texas and the Uber driver just
[1:16:40] had him say where you coming from I said
[1:16:42] I'm coming from Chicago he said
[1:16:43] specifically he said where I said I'm
[1:16:45] coming from lra he goes I grew up in lra
[1:16:47] he said I'm a Far East Side guy I said
[1:16:50] oh you know Shana McGee and Brussel Dort
[1:16:53] certainly do he said my family grew up
[1:16:55] with them were both four time all four
[1:16:57] generation people he said I got to move
[1:17:00] back to lrange when they built Uptown
[1:17:02] lrange having those apartments there
[1:17:04] gave me a chance to be able to afford to
[1:17:06] live on the grain now unfortunately
[1:17:08] except for his parents the rest of the
[1:17:10] families moved to Texas to avoid
[1:17:12] Illinois taxes but he said he really
[1:17:14] enjoyed having those apartments
[1:17:16] available he said that was the one thing
[1:17:17] if there was more here more children
[1:17:20] like him would move into town because
[1:17:21] they can't afford to buy a home but it
[1:17:23] gives them a chance to live in an area
[1:17:24] like lrange and enjoy the downtown that
[1:17:27] area and it always stuck out with me you
[1:17:29] know just a CH chance Uber ride with a
[1:17:31] kid who actually moved here because he
[1:17:33] could finally afford to live here so
[1:17:35] this is giving affordable options to
[1:17:37] people to live here it is the planned
[1:17:39] area as far as the setbacks go there are
[1:17:41] no setbacks on the current property the
[1:17:44] thing I like about this and the the
[1:17:45] developer they put in flood control
[1:17:47] bigger flood control than is needed for
[1:17:50] the property and for an area that has no
[1:17:53] flood control that suffers a great from
[1:17:55] flooding so I'm actually happy to see
[1:17:57] this come in because it's probably going
[1:17:58] to help the flooding in the area for all
[1:18:00] those homeowners in are around it where
[1:18:01] that water's just not going to head to
[1:18:03] the backs and head out to the tracks and
[1:18:04] flood that area out I remember R Newman
[1:18:07] when she was a congressman saying how
[1:18:08] the railroad track at that area was
[1:18:10] completely underwater and unpassable and
[1:18:12] that's exactly where she was talking
[1:18:13] about so you imagine how deep that was
[1:18:15] in June of 2021 to be over the railroad
[1:18:17] tracks at brainer so anything to pull
[1:18:20] water in and do that so this site
[1:18:22] development has really had a lot of
[1:18:23] thought going to it change the look of
[1:18:25] it to make it match the neighborhood
[1:18:27] more so again I appreciate Village staff
[1:18:29] the Planning Commission and the
[1:18:31] developer working with us so I fully
[1:18:32] support this development hope it moves
[1:18:35] forward thank you Tristy Thompson Tristy

[1:18:49] I um I have to say that um I also have
[1:18:54] spent a lot of time um going over this
[1:18:58] proposal um I have lived in lrange my
[1:19:02] entire life and I was initially against
[1:19:06] putting up a four-story
[1:19:08] building um it's sad that I have to say
[1:19:13] I uh have not been on the west end
[1:19:19] in maybe 40
[1:19:21] years I have no I've always always love
[1:19:25] lrange and I've had no reason to
[1:19:27] actually go down that far and I would
[1:19:31] always cross brainer and make a right
[1:19:34] and never went back that way and so when
[1:19:36] I first started reading the proposal I
[1:19:38] was very confused as to exactly where um
[1:19:43] the you know design where what space
[1:19:47] they were talking about and so I decided
[1:19:50] to just take a journey over there just
[1:19:52] to look at it and um I'm happy to say
[1:19:56] that once I got there and saw exactly
[1:19:59] where it was going to be I thought it
[1:20:01] would be an asset to the community um
[1:20:05] but the thing that concerns me is the
[1:20:08] fact that I saw um the 30 parking spaces
[1:20:12] and I remember several months ago a
[1:20:14] gentleman came um to one of our meetings
[1:20:17] and he had just uh Ren uh rented an
[1:20:21] apartment on Bluff and he said he only
[1:20:24] had one parking space but he needed two
[1:20:28] and I also live next to a small
[1:20:30] apartment building and the tenants often
[1:20:33] have that problem parking and lrange has
[1:20:37] a huge parking um problem here and so my
[1:20:41] concern is that what are you going to do
[1:20:43] for those um tenants that actually need
[1:20:47] two parking
[1:20:49] spaces and so that's a question I I
[1:20:52] think thank you
[1:20:57] and just if you could introduce yourself
[1:20:59] too hi I'm Adam cadil I'm the applicant
[1:21:03] and uh so it it will be um 36 parking
[1:21:07] spots so uh and 31 units so it will at
[1:21:11] least be one parking spot per unit our
[1:21:14] thought is that it's right off the the
[1:21:17] train line there and um some people
[1:21:20] might need no parking spots you know
[1:21:22] possibly one and there will be extra
[1:21:23] parking spots as well um I know lrange
[1:21:26] is looking into doing you know something
[1:21:28] for parking in the overall area you know
[1:21:30] for different business owners and unit
[1:21:33] owners um you know this is just uh what
[1:21:36] the project is I actually lived at
[1:21:38] Uptown Apartments for a couple years and
[1:21:40] there was people there that that had no
[1:21:42] parking spots that used a train every
[1:21:43] day uh some that had one you know um I
[1:21:47] don't know the percentage I I could I
[1:21:48] could probably try to inquire cuz I did
[1:21:50] live there but of people that actually
[1:21:52] needed two I I think it was majority of
[1:21:54] residents um that were living there you
[1:21:56] know needed one so uh I think parking
[1:21:59] across the grain is is an issue and um
[1:22:03] you know we worked different sizes of
[1:22:05] this building you know over time at one
[1:22:07] point it was five stories and in 42
[1:22:10] parking spots and it went down to four
[1:22:11] stories and and uh you know 36 parking
[1:22:14] spots and and really uh it's not a big
[1:22:17] development overall so the economics
[1:22:20] just really don't work if it's if it's
[1:22:22] much smaller um so we believe that there
[1:22:25] will be sufficient parking for for the
[1:22:27] building so okay thank you let me before
[1:22:31] you I'm not going to let you sit down
[1:22:33] with with you uh suggesting that lrange
[1:22:37] is going to do something for the parking
[1:22:40] that that don't what I don't want to
[1:22:42] have happen is in a couple of years you
[1:22:45] come because we've we we've had people
[1:22:48] that uh we've told them you're not
[1:22:51] addressing parking when you build this
[1:22:53] building and then they come and say what
[1:22:55] have you done for me to solve my parking
[1:22:57] problem so we're not planning to build a
[1:23:00] parking deck or anything up that way and
[1:23:04] so uh you know this is this needs to be
[1:23:08] understood you're building this your commercial uh business will have no
[1:23:14] dedicated parking for an employee or for
[1:23:17] a customer and your units as it is now
[1:23:21] are 36 I'd like maybe we can address the
[1:23:23] Commonwealth Ed that may bring in nine
[1:23:26] more spots but that's what we're dealing
[1:23:28] with today yes sir and I'm sorry I
[1:23:31] didn't if I misspoke um I was speaking
[1:23:35] to to the area in general just uh as to
[1:23:37] the commercial you know concerns over
[1:23:40] there from other business owners about
[1:23:42] the parking um not not to the
[1:23:44] residential we believe that our 36 spots
[1:23:47] for 31 units is sufficient and we had a
[1:23:49] parking study that that noted that as
[1:23:52] well um and and and that do you have
[1:23:56] anything else you want to add
[1:23:59] yeah I think that it covers it well um
[1:24:02] the parking study indicated a 1:1 ratio
[1:24:05] for residential um and then you also
[1:24:08] have the
[1:24:09] um uh group of uh I can't think of the
[1:24:17] um Traffic Engineers um they had I think
[1:24:20] there K came out well KOA um it did a
[1:24:24] study they they indicated one to one but
[1:24:27] there's also a national group that
[1:24:28] indicated when a residential unit is in
[1:24:32] close proximity to um public
[1:24:35] transportation that the rate would be
[1:24:37] 1.14 and uh our client is providing 1.16
[1:24:41] so he exceeds that um can you address
[1:24:45] the cameth
[1:24:46] Edison property I can you know we're
[1:24:49] working hard on that and I appreciate uh
[1:24:51] charity Jones her input as well I I
[1:24:54] think we will get there um my
[1:24:57] understanding is they are going to
[1:24:59] retire that substation um I was able to
[1:25:02] locate some old leases so comad many years ago leased that area for
[1:25:09] parking so there is uh uh you know a
[1:25:12] precedent for it I think the issue is
[1:25:14] when are they going to remove the
[1:25:16] equipment and uh um but we definitely
[1:25:20] want to be on top of that right I mean
[1:25:23] to to me it it seems that when you look
[1:25:26] at that property and and it's on my
[1:25:28] understanding it's going to be
[1:25:29] decommissioned within a year um the the
[1:25:32] highest and best use would be parking
[1:25:34] for this development and we're we're at
[1:25:38] least I'm kind of taking you on faith
[1:25:42] that when that becomes available you'll
[1:25:44] use you know reasonable judgment but
[1:25:46] best efforts to obtain it because if it
[1:25:49] becomes undeveloped if you guys don't
[1:25:50] purchase it or lease it then nobody will
[1:25:53] and and you know then we're in a real
[1:25:56] problem that's right yeah we if it
[1:25:59] becomes available we plan to lease it it
[1:26:02] would improve uh you know it would just
[1:26:05] make the situation better improve the
[1:26:07] value of the building and be able to
[1:26:08] offer even additional parking um so we
[1:26:12] do plan to move forward if that becomes

[1:26:58] unit sizes and and everything you know
[1:27:01] we we don't believe that it will be a
[1:27:02] problem uh you know I live in lrange I
[1:27:05] live a few blocks from there um you know
[1:27:08] I I lived in uptown lrange for a number
[1:27:09] of years as well um I I put a lot of
[1:27:12] thought and effort into this and I
[1:27:14] wouldn't want to put something up in
[1:27:15] lrange that wasn't sufficiently parked
[1:27:18] or something that was going to cause
[1:27:20] future problems or something I wasn't
[1:27:21] proud of um so I believe that it'll be
[1:27:26] sufficient if I could if I could just
[1:27:28] add uh one of the conditions of approval
[1:27:31] um is that the parking spaces will be
[1:27:33] assigned to the residents and I think
[1:27:35] that's important because you won't have
[1:27:37] a case where everybody's you know trying
[1:27:39] to race to get a parking space if you
[1:27:41] have a second car and you don't have an
[1:27:43] assigned space you're going to have to
[1:27:44] find a a place to park the vehicle and
[1:27:47] uh our client uh you know accepted that
[1:27:50] condition is certainly
[1:27:52] reasonable all thank
[1:27:55] you uh
[1:27:58] justy thank you president kler um yeah a
[1:28:01] couple things parking is a huge issue in
[1:28:05] the village we're always addressing
[1:28:09] um Central business district West End
[1:28:12] everywhere uh we could use more but we
[1:28:14] certainly don't want to be the town just builds parking garages uh every
[1:28:19] couple of years so we're we're trying to
[1:28:20] be creative in that and but that's
[1:28:22] certainly right behind infrastructure
[1:28:24] and flooding is is certainly one of the
[1:28:25] most important issues because if we're
[1:28:27] going to grow and we're going to do
[1:28:28] these things uh with developments then
[1:28:31] we we will need some more space so I I
[1:28:33] hope that between the comprehensive plan
[1:28:35] and future meetings and conversations
[1:28:38] amongst the commissions we start talking
[1:28:40] about uh unique ways to solve the
[1:28:42] problem because we can't grow I think
[1:28:43] without solving that problem a bit and
[1:28:46] then shaana talked on touched on
[1:28:48] something else I wanted to mention which
[1:28:49] is proximity I think probably a big
[1:28:51] reason you're developing where you're
[1:28:53] developing is
[1:28:54] because it's not just close to the train
[1:28:57] station uh can imagine people living
[1:28:59] there like the people in uptown need to
[1:29:01] take the train so they're probably not
[1:29:03] going to contribute to traffic
[1:29:05] congestion in the morning when the
[1:29:06] schools are coming through and in the
[1:29:07] evening people are coming home that's
[1:29:09] just an assumption I'm making but it
[1:29:10] helped me uh you know it helps me to
[1:29:14] know that that's probably the case um
[1:29:16] but they're close to shopping really
[1:29:20] great shopping and restaurants they can
[1:29:22] walk everywhere and it's a wonderful
[1:29:24] community so that is why they're living
[1:29:26] across the train you know I mean it'll
[1:29:27] be a little bit loud I grew up a couple
[1:29:29] blocks from the train I you get used to
[1:29:30] it but it's people who are going to rent
[1:29:33] here and the people who buy on the
[1:29:35] tracks sure they want to just live in
[1:29:37] the Grange and maybe that's one of the
[1:29:38] reasons but I think it is because they
[1:29:40] want to walk around they want the ease
[1:29:43] of leaving their car or not having a car
[1:29:45] and being able to get around and with
[1:29:46] Ubers you know there's not as much need
[1:29:48] for a car so that certainly helped me
[1:29:51] and what I did want to mention is just
[1:29:52] kind of on a larger scale that what this
[1:29:55] project has succeeded in doing if
[1:29:57] nothing else is putting land use
[1:29:59] development as it relates to the vision
[1:30:00] for lrange uh front and center how we
[1:30:04] should approach it in our new
[1:30:05] comprehensive plan will be important and
[1:30:08] so this development I think couldn't
[1:30:09] have come at a better time because it's
[1:30:10] created a lot of real life conversation
[1:30:12] for us as we go forward and lock some of
[1:30:14] these things up but we we do need to uh
[1:30:17] discuss in in future developments how we
[1:30:19] incorporate in affordable housing and I
[1:30:21] hope that that as it continues to come
[1:30:23] up tonight will to come up in the days
[1:30:24] to come and we really do something about
[1:30:26] it uh but thanks again for bringing this
[1:30:29] development to our attention

[1:30:41] this I seem to recall in the packet is
[1:30:43] this the only area that has C4 or is

[1:30:50] portion of the Far West End okay it's

[1:31:16] somebody drops something off a balcony
[1:31:18] things like that the balconies are
[1:31:20] recessed and don't hang over the
[1:31:22] sidewalk so none of the balconies will be correct over our property that
[1:31:27] answers that perfect um so the the last
[1:31:30] thing I had was to again thank the
[1:31:32] applicant for coming out we do
[1:31:34] appreciate the investment in lrange we
[1:31:36] appreciate uh your your history living
[1:31:39] in in lrange and really wanting to uh
[1:31:43] make this a good project um I've heard
[1:31:46] reports from uh Deputy Village manager
[1:31:50] uh Jones along the way about how you've
[1:31:52] been receptive to staff's ideas um to
[1:31:56] make this uh really a a better project
[1:32:00] than when it came in so we appreciate
[1:32:02] that but I also want to to thank the
[1:32:04] residents for coming out I live close uh
[1:32:07] to them and uh I know that their
[1:32:10] concerns um although it may seem like we
[1:32:13] didn't address their concerns this
[1:32:15] project has developed uh and has changed
[1:32:19] um and is better uh fit for that area uh
[1:32:23] the board
[1:32:24] has heard your your concerns the plan
[1:32:26] commission did work to make some of
[1:32:28] those things uh occur um in that I'd
[1:32:32] like to thank the plan commission it's hard work um to look at these
[1:32:37] projects and do your best to make these
[1:32:38] projects uh top projects and uh I would
[1:32:42] also like to thank staff it was a lot of
[1:32:44] hours of of everybody that's here and and people that were with us in the
[1:32:49] past uh that have gone on to other
[1:32:51] departments um but they've worked hard
[1:32:54] for this and I appreciate uh all of that
[1:32:57] uh so with that being said I would ask

[1:34:28] uh part of the lrange Pet Parade for 78
[1:34:31] years this parade has happened in our
[1:34:33] town and it couldn't have happened
[1:34:35] without the support of this village
[1:34:36] board and the entire Village
[1:34:40] um it's techically technically known as
[1:34:42] a privately funded
[1:34:45] parade even come can't even come close
[1:34:47] without the support of the village and
[1:34:49] what what happens and not only our
[1:34:51] village but the villages who cooperate
[1:34:52] and work with us
[1:34:54] um I will tell you that over the last
[1:34:56] few years we've seen issues happen uh
[1:34:59] with other towns and other parades that
[1:35:01] have been horrific and we all know that
[1:35:03] um the work that this Village and your
[1:35:07] professional staff has put into making
[1:35:09] this parade safe is beyond what you
[1:35:11] would know and what we should all know
[1:35:14] but let me tell you that it's there
[1:35:17] um so I want to obviously thank our fire
[1:35:20] department for the amazing uh uh
[1:35:24] Services they had out there
[1:35:25] unfortunately we didn't need any of them
[1:35:26] that day so that that's great um I want
[1:35:29] to thank Our Community Development
[1:35:30] Department for working so uh diligently
[1:35:33] with us and making things happen and
[1:35:35] especially uh Deputy Village manager
[1:35:37] charity Jones for her hard work not only
[1:35:40] uh for the parade itself but being on
[1:35:41] the committee and Advising us throughout
[1:35:43] the year
[1:35:45] um state county Forest Reserve BNSF
[1:35:49] Metra hatkins Mook Countryside Western
[1:35:52] Springs the granch park Riverside
[1:35:54] Brickfield Forest View Willis Springs
[1:35:56] Broadview indiia Head Park Chicago and I
[1:35:58] don't think I got them all police
[1:36:00] departments came out to support our
[1:36:02] parade that's
[1:36:05] amazing that was part of what kept us
[1:36:07] safe the plans that they had and how
[1:36:10] they operate we don't need to discuss
[1:36:12] but let me tell you that uh I was
[1:36:15] extremely impressed being the Le on
[1:36:16] working with the police department and I
[1:36:18] want to especially give a shout out to
[1:36:20] Ken yur our Deputy police chief for the
[1:36:23] amazing job that that Ken did um I've
[1:36:27] been part of the public safety end of
[1:36:30] this parade for the last 20 years I have
[1:36:33] not worked with
[1:36:34] anybody on the public on the police
[1:36:37] department side that has the credentials
[1:36:39] and has done the work that Ken hu did to
[1:36:42] make sure this parade was safe so
[1:36:44] special recognition for him in that
[1:36:46] effort and the entire effort of our
[1:36:48] first responder Community uh what an
[1:36:50] amazing group and and we are so thankful
[1:36:53] um um the unsung heroes of the parade
[1:36:56] Department of Public Works is
[1:36:58] amazing uh this this group not only make
[1:37:02] sure the parade routes cleaned up before
[1:37:03] and after they're running electricity
[1:37:06] they're doing all sorts of things
[1:37:07] they're putting up barricades they're
[1:37:08] part of our safety also with dump trucks
[1:37:11] full of sand and and and and salt and
[1:37:13] things put at different areas so a car
[1:37:15] can't drive down the street um there so
[1:37:18] many things that Public Works does
[1:37:20] they're out there at 6:00 in the morning
[1:37:21] that day um usually Russell and I take
[1:37:24] our our drive the day before the entire
[1:37:27] Parade route check the trees check
[1:37:29] things if anything needs to be trimmed
[1:37:30] because those fir trucks might have kids
[1:37:31] on top uh and things like that but all
[1:37:34] the things that that is done uh by the
[1:37:36] Department of Public Works is so
[1:37:39] thankful in and I don't know that
[1:37:41] everybody sees them and what they do but
[1:37:43] they are amazing
[1:37:47] um the reain of the parade I'm going to
[1:37:49] blame on the village
[1:37:51] president I'll take it
[1:37:54] but hopefully uh uh you know I'll
[1:37:56] guarantee it never will happen again I I think the Testament though to the
[1:38:00] parade was the fact uh at 6:15 in the
[1:38:03] morning as I drive the parade route in
[1:38:05] uh seeing people putting up chairs
[1:38:08] putting up tents uh doing all sorts of
[1:38:11] things and I'm not talking five or 10
[1:38:13] people I'm talking hundreds of people
[1:38:15] out there at 6:15 in the morning to get
[1:38:17] their spot saved says something about
[1:38:19] our town and our community that entire
[1:38:21] parade did go off the only act that
[1:38:23] really didn't get to perform of the
[1:38:25] parade was the Shannon Rovers because
[1:38:26] they couldn't do it with the weather um
[1:38:29] I definitely want to acknowledge Lindsay
[1:38:31] pan paus who is the president of pets
[1:38:33] and pel Charities who is in charge of
[1:38:35] fundraising and keeping this parade
[1:38:37] going uh Bob and Susan Breen who are
[1:38:39] part of the founding family and who
[1:38:41] works so diligently with us all the time
[1:38:43] and our parade coordinator Molly
[1:38:45] price uh next year's prade 79 we're
[1:38:49] getting ready for 80 which uh we plan on
[1:38:51] having a a huge celebration uh but at
[1:38:55] the end of the day it just the time that
[1:38:58] we all got together and had a little
[1:39:00] sense of community for a day even in the
[1:39:01] rain was very special so thank you for
[1:39:04] your support uh thank you Steve Palmer
[1:39:06] we really do appreciate it it can't be
[1:39:08] echoed enough uh how great our our team
[1:39:12] does uh and did on that day um and I
[1:39:15] know that there were a lot of
[1:39:17] departments mentioned some other
[1:39:19] departments in ook County uh was was
[1:39:21] helpful uh and we do really appreciate
[1:39:25] uh all of our surrounding um uh police
[1:39:29] departments that they come to make sure
[1:39:31] that that it's safe and we appreciate
[1:39:33] all the all the work with you in all the
[1:39:35] Departments but it probably Falls
[1:39:37] heaviest on public works and police that
[1:39:40] weekend at least during during the the
[1:39:43] time those those uh departments are
[1:39:45] really going 24 uh hours a day but I'll
[1:39:50] stop with that so that we can have Kathy
[1:39:52] demono come on up

[1:40:04] biggest fundraiser at the lgba which is
[1:40:06] the carnival the Pet Parade in the
[1:40:09] carnival are part of the fabric of this

[1:40:17] all this it's it was a great event a
[1:40:19] little wet on Saturday but that's okay I
[1:40:22] think everybody had fun and we felt safe
[1:40:25] and supported so thank you

[1:40:32] that the people that had the kids that
[1:40:34] had their wristbands on Saturday were
[1:40:36] whipping through the rides because it
[1:40:38] wasn't so heavily attended so some

[1:40:52] everything that you all do and in
[1:40:54] particular those of you who took time
[1:40:56] out of your schedule to come to our
[1:40:58] anti- introduction to anti-racism
[1:41:00] conference really appreciated you're
[1:41:02] doing that and um we left shortly after
[1:41:05] the conference but we will be back in
