Concord Village Apartments (PL23154 – UP, DR) – Considering adoption of Resolution No. 24-12 PC approving a Use Permit and Design and Site Review for a 230-unit apartment project with approximately 21,600 square feet of amenity space on a 2.3-net acre site at 2400 Salvio Street and 2401 and 2471 Willow Pass Road. The General Plan designation is Downtown Mixed Use; Zoni ng classification is DMX (Downtown Mixed Use); (APNs 126-083-011, -012, -013). CEQA: No further environmental review is required under Public Resources Code Section 21166 and CEQA Guidelines Section 15162. A Mitigated Negative Declaration was adopted previously on March 15, 2018 and the Notice of Determination was filed on March 30, 2018. The General Plan designation is Downtown Mixed Use; Zoning classification is DMX (Downtown Mixed Use); APN 126-132-005. CEQA: No further environmental review is required under Public Resources Code Sec tion 21083.3, Government Code Section 65457(a) and CEQA Guidelines Section 15183, because the proposed Project is consistent with a Community Plan, General Plan, Specific Plan or Zoning for which environmental review was previously prepared, and there are no project-specific significant effects which are peculiar to the project or its site.
