[6:49] chapter 182 which is noise uh I know

[6:53] definitely for the duration of my

[6:56] Council tenure noise complaints have

[6:58] been to Me On The Rise um I know it's

[7:02] been a u sensitive topic because trying

[7:05] to understand how we can correct this

[7:07] from a legislative matter I think is um

[7:11] I think false second to enforcement uh

[7:13] and I know as the police department has

[7:15] made tangible investments in their

[7:17] technology um because we know that

[7:19] having officers respond to each and

[7:21] every one of these events uh it takes

[7:24] sometimes a second consideration to

[7:25] higher priority calls uh this is still

[7:28] nonetheless a very important issue for

[7:31] individuals of all ages ethnicities um

[7:34] and it affects each of us I think the

[7:36] same so trying to understand how we can

[7:39] put in place some more U legislative

[7:42] supports um my points that I'm

[7:45] recommending is reviewing the penalties

[7:47] potentially assessing if those need to

[7:49] be increased significantly uh

[7:51] identifying if we need to adjust when

[7:53] sounds are uh deemed unreasonable

[7:56] throughout the city and also identifying

[7:59] whether we we can potentially uh

[8:01] identify a proper way to have excessive

[8:04] music I.E having noise permits and

[8:07] because what we're not saying or what

[8:09] I'm not saying is we don't want people

[8:10] to not have fun I think it's

[8:12] understanding you can't have a concert

[8:15] hall in your backyard in an urban

[8:18] community and I think we can all agree

[8:19] to that so I think it's how do we best

[8:22] position uh the legislative background

[8:25] that supports people having fun in the

[8:27] proper context while also supporting

[8:29] that quality of life matters to all of

[8:31] our city residents um so I just wanted

[8:34] to put that out there I ask that

[8:36] everyone take a moment to review that

[8:38] chapter if they haven't already and I

[8:40] would like to either see if anyone

[8:41] entertains the continuation of this

[8:43] topic um or if anyone had any other

[8:45] additional uh insight into this

[8:48] issue thanks Patrick yeah I think it's

[8:51] an important topic for us to be uh

[8:53] considering I think we get these kinds

[8:54] of complaints quite quite often um from

[8:57] our residents um so I appreciate it

[9:00] coming to the table and I do think we

[9:01] have to study it and you know uh come up

[10:12] um have to make citizen more comfortable

[10:16] to file the a complaint and after they

[10:18] and sworn to it so we want to make sure

[10:21] that we look at those four things from

[11:02] there's a proper way that we can uh put

[11:04] in place certain protections or

[11:06] considerations for Neighbors I think for

[11:08] me as a neighbor I would be more

[11:10] understanding if someone knocked on my

[11:11] door and said hey between the hours of 9

[11:14] and 12 it's my 30th birthday party and

[11:16] we might have a little bit more fun I

[11:18] think it's different than day in and day

[11:20] out till 3: in the morning so I think

[11:22] it's understanding hey we do want you to

[11:25] enjoy yourselves absolutely however your

[11:28] enjoyment should not come at the expense

[11:30] of others and for me I can say having

[11:33] two younger children they're in bed by

[11:35] 7:30 and if there is something that is a

[11:37] deciel too high and they wake up I'm not

[11:39] the nicest person and then if I go over

[11:41] to that house and maybe have some Choice

[11:43] words then I'm in the wrong and that's

[11:45] someone who feels comfortable having

[11:46] that type of conversation there's a lot

[11:48] of residents in our city that are afraid

[11:50] of not only retribution but also

[11:52] continuous harassment as being

[11:53] identified as someone that's not fun so

[11:56] I think as a city we need to make sure

[11:58] we put in place the proper protections

[12:00] uh so that they don't feel they have to

[12:02] do that um because we do have an

[12:04] enforcement body who's there to best

[12:06] protect their interest um but I think

[12:09] it's important to to just have a clear

[12:10] language so I think telling someone they

[12:13] can't have phone that's not what I'm

[12:14] saying at all is just hey if you're

[12:15] having music just be considered put in

[12:17] place certain steps and then is there a

[12:19] way we can just identify a fee to it so

[12:21] I think just bringing more Revenue into

[12:23] the

[12:24] city that was my next question uh are

[12:27] you putting a fee to from

[12:30] of

[12:32] course well s but I guess my whole thing

[12:37] is you know it's still just say 8 to

[12:40] midnight and or just say 8 in the

[12:43] evening till 9 at night just that 1 hour

[12:46] he drives

[12:47] a resident insane with the boom boom so I I you know I'm enforcement is

[12:54] huge as we know um it's difficult when

[12:59] you know noise complaint is a little

[13:03] lower on the list of higher priorities

[13:05] in the city so I guess discussion and really what we can do would be

[13:11] appropriate and then I want to get to

[13:13] you Mr M I'd love to hear from the law

[13:15] office I think there are three different

[13:17] components there's the the code there is

[13:20] enforcement and then there is the legal

[13:22] background of how we serve these tickets

[13:25] uh so I think enforcement we've made

[13:26] considerable investments in like the uh

[13:29] the Drone program so drone is co

[13:31] responders that's something I'm very

[13:32] excited for I don't know if the police

[13:34] department is there yet with having a

[13:36] drone be able to respond to these types

[13:37] of lower level offenses but considerably

[13:40] if you can have just a drone identify

[13:42] hey the sound is there is that this

[13:44] address I think as long as we have the I

[13:47] don't want to get ahead of myself um but

[13:49] I do think we we have other responses

[13:51] other than actual officers responding in

[13:54] person Mr yeah in regards to the per

[13:57] it's um it's more of helping with the

[14:00] enforcement because you have a permited

[14:02] file there are contact information phone

[14:04] numbers so if the police department with

[14:07] somehow a back job they can make a call

[14:09] to this the permit holder and kind of

[14:11] remind them that they have a permit

[14:14] within certain time and if they over the

[14:15] permit they should uh you know turn the

[14:17] music off or turn it

[14:19] down if it's if it's music or if it's

[14:22] lot of noise they need to contain it

[14:25] within the um parameters

[14:29] more of control to help with the police

[14:31] department in making sure that um these

[14:34] things are addressed and most of the

[14:37] time they are not there they're busy

[14:39] doing other stuff more more serious

[14:41] business and these things just fall

[14:43] through the cracks and people are

[14:45] complaining that well I call the police

[14:47] and the police are not showing but there

[14:48] are a lot of things that they're doing

[14:49] that is factoring into that that they're

[14:52] not showing up but having the Drone as

[14:54] one of the options for the forest

[14:56] responder having the permit in place

[14:58] specif the the contact person the the

[15:01] name and address they can eventually

[15:04] know that on that straight this person

[15:05] called the forment I'm me need to

[15:07] contact that person absolutely uh any

[15:10] other questions or comments in sport

[15:12] field so I think we covered a lot about

[15:14] the um the noise at parties and

[15:17] Gatherings Etc but one of the other

[15:19] concerns and complaints that I hear and

[15:20] I don't know how we address this is

[15:22] about these modified Mufflers on cars

[15:24] now um so that is a concern that I've

[15:28] been hearing from from people somebody

[15:29] actually stopped by my house I was

[15:31] outside so it was okay and said like hey

[15:34] I got to talk to you about this and that

[15:36] was their concern you know they were

[15:37] like well you don't want me to go down

[15:38] there and and of course we don't so um I

[15:42] don't know how we address that

[15:43] particular thing or even if it's aoud

[15:45] but I think it's something we should

[15:47] consider as well not just the loudness

[15:49] of the musler but also some of the music

[15:50] from the Cars is louder than the

[15:53] parties if I me is one of the reason why

[15:55] I asked let's look at the standard for

[15:57] unreasonable noise and those were two

[15:59] coming from car mafal and they modifi

[16:02] speakers

[16:04] yeah Patrick I think it piggy back with

[16:07] some of the other things we've talked

[16:08] about as well in terms of even the

[16:09] speeding issue and traffic issue the

[16:11] noise um kind of goes hand in hand so I

[16:14] mean I think there's a lot of aspects

[16:16] for us to discuss and I think that you

[16:19] know I don't know if you were planning

[16:21] on you know what the next step be

[16:23] obviously we have to have a next step be

[16:26] like bringing together you know folks

[16:28] from

[16:29] um the police folks from legal folks

[16:32] from codes but I mean you know really

[16:34] being able to look at everything that we

[16:35] need to

[16:37] consider um I I just think it is

[16:39] something to

[16:41] pursue uh Mr Mayor is that a reasonable

[16:44] ask to see if the police man

[16:46] representative council

[16:48] meeting

[16:50] uh absolutely and again there we've

[16:53] deployed you know environmental sensors

[16:55] which also have acoustic sensors on it

[16:58] recent stayed away from shot spotter

[17:00] which was one of the uh companies that

[17:03] uh pioneered managing uh gunshot

[17:08] detection they've had

[17:10] some problems with their actual

[17:14] followup is they only worked on gunshots

[17:18] where there are other sounds that could

[17:21] be car crashes just general ambient

[17:25] noise and so we do have some of the

[17:27] ability to triangulate these

[17:29] locations and again it

[17:32] becomes uh decision of council it's in

[17:36] code now of the level of sound and then

[17:40] doing the enforcement and you all all

[17:44] know that

[17:45] again the number of calls that come in

[17:48] sometimes exceed our ability to respond

[17:51] to it use example the 4th of July give

[17:54] or take a day uh that music sounds could

[17:58] be part of it there are people are

[18:00] having parties or other good togethers

[18:02] but just the

[18:04] fireworks uh it

[18:07] challenges the resources and Williams

[18:11] has pointed out want people to have a

[18:12] good time enjoy it but how to do it in a

[18:16] manner where it doesn't have an adverse

[18:18] impact on the neighbors or uh the

[18:21] community as a whole so

[18:24] yes it's police department but there

[18:27] other options out there too that we

[18:30] could use to bring it in that we have

[18:32] deployed thank you mayor um definitely

[18:36] want to offer the opportunity for the

[18:37] Law Department to respond uh but i' say

[18:39] if you save your comments for the next

[18:41] consuma that be really appreciated just

[18:44] contacts on issue but if there are no

[18:46] other questions or comments I'm just ask

[18:49] everyone just have a chance to highlight
