[12:29] held every October the month aims to

[12:31] promote screening and prevention of the

[12:33] disease which affects men and women

[12:35] worldwide one in two men and one in

[12:38] three women will be diagnosed in their

[12:40] lifetime and whereas according to the

[12:42] Center for dis Disease Control and pre

[12:44] prevention breast cancer is the most

[12:46] common form of cancer among women and

[12:49] the second highest cause of death among

[12:51] women although not as common men can get

[12:54] breast cancer as well in 2024 an

[12:58] estimated 300

[12:59] 11,720 women and 20 2,800 men will be

[13:03] diagnosed diagnosed with invasive breast

[13:06] cancer and whereas within the month of

[13:08] October there are also specific dates

[13:10] designated to raise awareness of

[13:12] specific groups within the cancer

[13:13] community and whereas metastatic Breast

[13:16] Cancer Awareness Day October 13th is

[13:19] nationally recognized in the US as

[13:21] metastatic metastatic breast cancer

[13:23] awareness day about 168,000 in the women

[13:27] in the US are estimated to have

[13:28] metastatic breast cancer it's a cancer

[13:30] that spreads beyond the breast to other

[13:32] parts of the body researchers estimate

[13:35] about 30% of early stage breast cancers

[13:37] eventually

[13:38] metastasized the day began in 209 209 is

[13:43] meant to educate the public about the

[13:45] need for more money to go into the study

[13:47] of met metastatic breast cancer and the

[13:49] development of new metastatic breast

[13:51] cancer treatments and whereas while much

[13:54] more common in women breast cancer

[13:55] affects men too in 2021 President Joe

[13:59] Biden designated October 17th to October

[14:02] 23rd men's Breast Cancer Awareness Week

[14:05] lack of awareness and stigma can be

[14:07] barriers to detection and Care in men

[14:10] trans men and non-binary people and

[14:13] whereas the American Cancer Society says

[14:15] people can help reduce risk of cancer by

[14:16] making healthy choices like eating right

[14:19] staying active and not and not smoking

[14:22] it's also important to follow

[14:24] recommended guiding screening guidelines

[14:26] which help detect certain cancers early

[14:28] and where whereas there is hope when

[14:31] caught in its early Lo earliest

[14:33] localized stages the 5-year survival

[14:35] rate for breast cancer is

[14:37] 99% advances in early detection and

[14:40] treatment methods have significantly in

[14:42] increased bre breast cancer survival

[14:44] rates in recent years now therefore we

[14:47] resolve that the connected city council

[14:49] and Mayor Gary R McCarthy do hereby paus

[14:51] in their deliberation to recognize the

[14:53] month of October as breast cancer

[14:55] awareness month and remembrance of those

[14:57] who have lost their lives to breast

[14:58] cancer

[14:59] and in support of those currently

[15:01] fighting the disease and the more than 4

[15:03] million breast cancer survivors in the

[15:05] United States sir I'd like to move the

[15:07] resolution may I have a

[17:39] felt blessed to have her in our lives

[17:43] Luigi street sign remembering all she

[17:47] did for so many people in the community

[18:19] dedicated in her in memory of her thank

[18:57] grandmother from that day On Through The

[19:00] Years whether a birthday party in 1986

[19:03] or various holidays When you entered the

[19:06] restaurant without fail there was

[19:09] Marlene God bless

[19:12] her to greet you and right away the

[19:15] words professional and dedication came

[19:18] to

[19:19] mind maybe some of us

[19:22] here this evening were too young to

[19:25] remember eating at her restaurant I'm

[19:28] fortunate enough to remember so many of

[19:30] those special times her sincere

[19:33] qualities and hard work ethic should

[19:36] never be

[19:38] forgotten after her tragic

[19:41] passing I learned so much about the

[19:44] various fundraisers she organized and

[19:46] the support that she offered to others

[19:49] through a span of 25

[19:53] years when we think of those who gave

[19:56] back to their Community I feel that we all wish that there were more people

[20:02] like her these

[20:03] days I'm proud to have known Marlene as

[20:07] I'm sure many of us

[20:10] are her beautiful spirit lives on as it

[20:14] should the thought of her being honored

[20:17] within the community just seems so

[20:22] deserving I wasn't related to

[20:25] Marlene however she always made those

[20:28] around around her feel like family and

[20:31] she cherished her Tre her customers on a

[20:34] daily

[20:36] basis that goes without

[21:04] know she she did own Luigi's and was a

[21:06] partner with Luigi they were friends

[21:16] grandmother not only ran Luigi's but she

[21:18] did so much for the community from meals

[21:21] for City Mission meals for the Bethesda

[21:23] house um she provided meals to the

[21:26] Clover patch Camp which was um something

[21:29] near and dear to her heart she sponsored

[21:32] the little leagues numerous children's

[21:34] leagues around here as well as OTB

[21:36] tennis because that was the Heyday back

[21:38] in the 9s um fundraisers for the

[21:41] Democratic party were held at

[21:44] Luigi's um she was the first to

[21:48] participate in Tuesday in the park I

[21:50] know some of these things have been

[21:51] repeated um but anyway basically my

[21:55] grandmother did so much for the

[21:57] community on top of running a business

[21:59] that is historical to SKC and for that

[22:02] reason she should be memorized as well

[22:05] with Marlene

[22:22] brought forward Luigi Lane because

[22:25] without this none of this would have

[22:26] happened and I believe that everybody in

[22:28] this community should be celebrating

[22:30] them both because they work together

[22:33] with that being said my name is Carissa

[22:34] Hannon and I'm one of marleene Hill's

[22:36] great granddaughters for those of you

[22:38] who don't know Marlene Hill owned and

[22:40] operated Luigi's Restaurant for 25 years

[22:44] prior to that she was a longtime

[22:46] employee in addition she dedicated

[22:48] nearly 50 years of her life to Luigi's

[22:51] Restaurant she didn't just own the

[22:53] business at this time she nurtured it

[22:55] rais a Fam Family within its walls and

[22:58] created a home for everyone who walked

[23:00] through the doors when Luigi retired and

[23:03] passed the Reigns to her she carried on

[23:05] his legacy with Grace and

[23:08] determination Marlene was more than just

[23:10] an owner she was a mother a grandmother

[23:13] and the strength that held our family

[23:15] together she helped raise my mother who

[23:17] had CP as her own tragic accident left

[23:20] her disabled later when my mother become

[23:22] pregnant with me Marlene stood by us

[23:25] despite her fears for my mom's safety

[23:27] she ensured that I had the opportunities

[23:29] to succeed and encouraged me every step

[23:31] of the

[23:32] way I would like to ask the council to

[23:35] consider that both Marlene and Luigi

[23:37] cont contributed to the history of this

[23:40] city while Mr bagioli bought an

[23:43] immigrant Spirit to into a new

[23:45] restaurant my grandmother was a Pioneer

[23:47] and owning and operating a woman-owned

[23:50] business Luigi trusted her with his

[23:52] legacy and she honored that trust in

[23:54] every

[23:56] way naming the street that would honor

[23:59] them both would show that we as a

[24:00] community recognize the full story of

[24:02] what they built together let's not let

[24:04] Marlene's dedication be another Untold

[24:07] chapter it's important to remember the

[24:09] countless women like Marlene who despite

[24:11] the odds have led nurtured and

[24:13] strengthened our communities celebrating

[24:16] her Legacy is not just about the past

[24:18] but about acknowledging the strength and

[24:20] resilience of all women she continues to

[24:23] be my hero thank you thank you

[24:59] missteps we were very confused by the

[25:01] process we've admitted that we hounded

[25:04] you guys with emails and phone

[25:06] calls and uh we weeded through the

[25:09] confusion and and we met the

[25:11] requirements based on our unique

[25:13] proposal you know and Beyond us and

[25:16] family and friends and former employees

[25:18] we showed that the community supported

[25:22] it um and and they strongly supported it

[25:26] including the people at the the Sawmill

[25:28] Tavern we gave you that letter we

[25:30] submitted it um we didn't know what to

[25:33] expect it's been 20 years since she

[25:35] passed we honestly did not know what to

[25:37] expect when we went down this journey

[25:39] but I'll tell you one of the most

[25:40] amazing parts of this journey was

[25:42] walking around with my wife seeing if we

[25:45] could get community support and finding

[25:47] people that told us stories of their

[25:50] experiences with Marlene firstand

[25:52] accounts all over you know mostly in

[25:56] that Union Street corridor north of it I

[25:59] mean the amount of people we ran into

[26:01] that either used to work there or had

[26:05] childhood memories there or knew her on

[26:07] a on a friendship basis it was kind of

[26:10] remarkable for that much time to have

[26:12] passed and here people have these

[26:15] wonderful stories about her and um I

[26:18] just think based on on her contributions

[26:20] to the community we've presented the

[26:23] information I just think I think it's on

[26:26] in my opinion and obviously I'm slightly

[26:28] biased cuz it's our proposal I think

[26:30] it's a no-brainer to honor her she was

[26:32] there a long long time and people still

[26:35] remember her even 20 years after her

[26:37] passing so I appreciate your guys'

[26:40] patience with us when we were bothering

[26:42] you with emails and phone calls and I

[26:44] just want to thank you and uh that's all

[28:11] that I'm excited to announce um the

[28:13] conversations are ongoing some of the

[28:15] biggest takeaways were we highlighted

[28:17] the um prioritization of phone calls

[28:20] from traffic enforcement and needing to

[28:23] identify needs to focus on enforcement

[28:27] um also increasing education to inform

[28:28] offenders of potential fines and

[28:30] potential permit processes as

[28:32] Communications or as conversations

[28:34] continue we also identified uh some

[28:36] areas within the Law Department office

[28:38] of how tickets are processed and our

[28:41] need to discuss ongoing uh the need to

[28:44] increase fines or not um but we wanted

[28:46] to remain focused on identifying how

[28:49] fees were collected in 2024 and also

[28:52] what information is needed to file

[28:53] charges and

[28:54] penalties and then lastly as a council

[28:57] uh we uh remained in an equal consensus

[29:00] with keeping penalties at their current

[29:01] rate however one of our focuses uh that

[29:04] we all were in common understanding of

[29:06] was updating chapter 183 which spoke to

[29:09] the nuisance ordinance and the ability

[29:11] to raise the point values for noise

[29:13] complaints uh so next steps for our

[29:16] Council um just ask the community to

[29:18] remain patient with us is we are going

[29:19] to review chapter 183 uh to continue

[29:23] with evaluating the point value

[29:25] increases uh we're going to look at the

[29:27] process of of empowering civilians to

[29:29] submit their complaints and also

[29:31] Gathering how that documentation is

[29:32] going to be used U by the law department

[29:35] and then also we're going to look at the

[29:37] penalty schedules continuously and also

[29:39] evaluate uh ongoing conversations about

[29:42] identifying permits uh for noise

[30:58] they should consult the city's legal

[31:00] council determine the legal implications

[31:02] of the evidence and the appropriate

[31:03] course of action three investigate the

[31:06] claims if the evidence warrants further

[31:08] investigation the mayor and city council

[31:10] May initiate an independent

[31:12] investigation or refer the matter to the

[31:14] appropriate authorities such as the

[31:15] State Attorney General's office or

[31:17] judicial conduct board four Provide

[31:20] support the mayor and city council

[31:22] should provide support to the citizen by

[31:24] guiding them on the proper channels to

[31:26] address their concerns and ensuring that

[31:28] their complaint is heard and addressed

[31:30] appropriately five ensure transparency

[31:33] they should ensure that the process is

[31:35] transparent that the citizen is kept

[31:37] informed about the progress and outcome

[31:39] of their complaint six uphold

[31:42] accountability the mayor and city

[31:43] council have a duty to uphold

[31:45] accountability within the government and

[31:47] Judiciary if the allegations are

[31:49] substantiated they should take

[31:51] appropriate actions to address the

[31:53] misconduct and prevent future

[31:55] occurrences covering up for Frost and

[31:57] Alo is not an option it makes all of you

[32:00] accomplishes that the crimes

[32:02] committed I emailed all the council

[32:05] members a year or two ago only

[32:06] chairwoman Porterfield responded and

[32:08] said go to the commission on judicial

[32:10] conduct I did with two complaints

[32:13] commission found no misconduct by judges

[32:16] the third complaint I send return and

[32:17] receive requested L wall signed for it

[32:20] in this complaint I wrote to commission

[32:22] and said I know you can't be sued

[32:24] because you don't take an oath of office

[32:26] but you must Bas your decision on rules

[32:28] of court and the law because you can all

[32:30] be charged with obstruction of

[32:31] governmental

[32:32] Administration called a couple months

[32:34] later because I didn't get a response

[32:37] secretary could find my paperwork asked

[32:49] out the mayor instead of doing his job

[34:24] don't meet on the fifth Monday so our

[34:26] next committee meeting will be October

[34:30] 7th um I just also want to mention that

[34:34] there's been a lot of conversation

[34:36] regarding the violence that happened at

[34:38] our school recently and I just want to

[34:41] um note that I was present in the school

[34:43] during the lockdown and at this time I

[34:46] just like to commend the staff on how

[34:47] well they handled the situation I was

[34:50] located in the cafeteria that's where my

[34:52] staying place was with with all the

[34:54] students that were there and so I have

[34:56] to tell it was uh the students were fine

[34:58] everybody was fine it was a calm

[35:00] atmosphere and I I give that um to the

[35:03] staff that was present because of how

[35:05] they handled themselves and the

[35:06] atmosphere that they created so their

[35:08] attitude and uh Behavior definitely

[35:11] influenced the students even though you

[35:13] know after a while teenagers get a

[35:15] little antsy we were there a couple

[35:16] hours but still and all with the staff

[35:19] they worked really well along with the

[35:20] um CEOs that was prior to the lockdown

[35:23] though but I I was able to for a few

[35:26] hours just watch the internet action and

[35:28] again I want to command the staff and

[35:30] also the superintendent of schools on

[35:32] the fact that they had a protocol in

[35:33] place and they were able to um Implement

[35:36] that protocol in in in that situation

[35:39] and I from my observation all the

[35:41] students seemed not necessarily happy to

[35:43] be there but it was it was a

[35:45] well-controlled situation and um so I

[35:48] can't thank them enough for making sure
