[2:53] uh op Council mitigation Council and um

[2:58] we are in the process process of uh

[3:01] doing some strategic planning within

[3:03] that group and uh we have a new

[3:07] facilitator that we hired about eight

[3:08] months ago and we're to the point now

[3:10] where we're starting to really do some

[3:13] long-term planning long-term look about

[3:15] uh what we really want to accomplish

[3:16] with this part of that is there will be

[3:19] a conference coming up and I've formed

[3:21] the board of this as well I'm going to

[3:23] be up in Leland uh at the state opioid

[3:28] uh policy convention this is where all

[3:30] the different regions across the state

[3:32] are going to come together and after

[3:34] really the First full year of boards and

[3:37] place beginning to stand up and do work

[3:40] uh and learn from each other find out

[3:42] what people are doing we uh here in

[3:45] teller and Alo counties we've discovered

[3:47] one of the areas that we have very

[3:49] limited data on that perhaps might be

[3:51] among U you know the most impacted and

[3:55] most highest risk groups of people in

[3:57] regard to Youth and youth from from age

[4:00] 10 to about 21 that are being severely

[4:04] impacted not only by the opioid crisis

[4:07] but also by what feeds a lot of the

[4:09] opioid crisis which is uh High potency

[4:12] marijuana in Colorado and

[4:16] U because of that yesterday attended a

[4:19] lunch and learn with da Michael Allen as

[4:23] his guest he was the host of the event

[4:25] and we had people coming from all over

[4:26] the country to talk about po opioid

[4:29] crisis in u the uh the impacts of high

[4:34] potency cannabis and combining that with

[4:37] social media and U kind of had my eyes

[4:42] blown wide open by a lot of what I've

[4:44] learned I new social media was PR

[4:46] obviously I've worked in it for many

[4:47] years um but the ways that social media

[4:51] is now being used uh to uh to sell

[4:56] cannabis to sell opioids openly uh

[5:00] is

[5:01] astounding um you know they're simply

[5:05] using Code words U and there's a guy

[5:08] that showed us he pulled it up on his

[5:10] phone he went on Instagram and pulled up

[5:12] hashtag Colorado Springs Colorado and

[5:15] about every 10th thing that was tagged

[5:17] with that was pictures with no words of

[5:21] what was obviously illicit substances

[5:23] for sale uh in Colorado and I know we

[5:27] talked a lot with with our sheriff and

[5:29] others about you know situations here in Teller County not only dealing with

[5:33] cartels but also dealing with people and

[5:35] families that are impacted U you know by

[5:37] drug addiction and kind of what that

[5:39] does to our County and sometimes you

[5:40] know here on the south side of the

[5:41] county we see it a little more but uh

[5:44] it's it's really astounding and I think

[5:46] we're going to have to have some

[5:47] legislative fixes to it um and one of

[5:51] the things that's interesting and this

[5:52] is now shown through hundreds of studies

[5:55] is that when Colorado legalized

[5:58] marijuana uh um the average amount of

[6:01] potency in uh in cannabis or marijuana

[6:05] products was about

[6:08] 5% uh

[6:10] today it's pushing 70% on average so the

[6:14] amount of cannabis that is in the

[6:16] product that people are buying whether

[6:17] it's Edibles or Vapes and Vapes by the

[6:20] way are a huge problem with youth uh

[6:23] because they're easily disguisable for

[6:25] things which are not illicit and anyway

[6:28] the uh the potency of those has created new

[6:33] problems that nobody ever saw coming

[6:34] because they had never been seen before

[6:36] and basically the old adage of the

[6:38] Cannabis is uh you know pot is not

[6:41] addictive is no longer true U evidently

[6:44] that was mostly true uh except for

[6:48] Behavioral addiction not physical

[6:50] addiction back when the potency was 5%

[6:53] but now is it's averaging 70% and you

[6:55] can actually buy

[6:57] 99.9% pure THC over the counter anytime

[7:00] you want um and just a drop of it you

[7:03] know is U you know amazingly powerful

[7:06] what's happening is not only your people

[7:08] actually getting addicted but also

[7:10] because of the potency of it is that

[7:12] people no longer get the high off of uh

[7:15] off of it like you know what they used

[7:17] to so they start seeking things which

[7:18] will get them that high oh good and then

[7:22] move over to fentel and the studies and

[7:25] the data out there is showing that about

[7:26] 90% they talk about Gateway products and

[7:28] people like put reality is is now there

[7:31] is a very clear and uh link between High

[7:35] potency marijuana and the use of O it's

[7:38] due to the addictive nature of high

[7:40] potency cannabis I think our legislature

[7:42] has got to do something about it they

[7:44] passed a couple of laws in 2022 in

[7:46] regards to packaging uh but nothing in

[7:50] regards to potency I'm not sure that we

[7:52] can but I think we need to try I think

[7:54] we need to do everything we can because

[7:55] it's as much as opioids have become you

[7:58] know the number one Public Health crisis

[7:59] in the country as more and more states

[8:02] legalize marijuana I truly believe that

[8:04] hypothy cannabis will be right on its

[8:06] heels uh as you know as the second

[8:09] greatest Health crisis in the country um

[8:12] so anyway I'll be going to that

[8:14] conference on the 19th and was coming

[8:16] Monday and so I'll head up on Sunday

[8:18] night and meet with other Ro acts around

[8:20] the region and see what we can learn

[8:23] from each other hopefully we can come up

[8:24] with st because the data that we don't

[8:26] have about Youth and their usage

[8:30] uh it's just simply not there the we do

[8:32] have a squat so we truly don't know how deep the problem is uh so it's one

[8:38] of the things that this particular roak

[8:40] wants to work on roak being the region

[8:43] 16 opioid Cal so anyway we're we're

[8:47] going to be working on that but it's I

[8:49] said it was very eye openening uh and

[8:51] really sad we've spoken before about the

[8:53] groups that are coming you know and talk

[8:55] to us that are addicted to fit opioids

[8:58] and or you recovering from that um the very clear connection between what's

[9:05] what we have made legal in mrooms

[9:07] probably we just going to add to the to

[9:09] the mix of things that of what I'll

[9:12] continue to call elicit

[9:14] substances uh do nothing but you know

[9:17] prepare someone for seeking the next

[9:19] thing and and that's been know

[9:22] and um on a brighter note though I also

[9:26] attended the uh Toler senior Coalition

[9:29] meeting this past Thursday and to senior

[9:32] Coalition is thriving the services that

[9:35] they provide to our community uh you

[9:37] know just are tremendous uh their use of

[9:40] their medical rides uh that they provide

[9:43] for our residents has continued to

[9:45] increase they're adding a couple more

[9:46] fleet vehicles they'll be adding and

[9:48] they received the grant now for uh a

[9:53] basically a they're calling it a bus

[9:55] barn but they don't have buses they have

[9:57] vehicles and uh and shuttles but uh they

[9:59] need to get those under some kind of

[10:01] protection so they can do maintenance

[10:03] and uh and take care of those vehicles

[10:05] and they have received both planning

[10:07] grants and also initial grants for that

[10:09] and they're hoping with the next couple

[10:11] of years to you to get a maintenance

[10:13] facility built probably after the Divide

[10:15] area near where their offes are but

[10:18] again they're just doing great and Kathy

[10:20] Lowry and her team are uh really are

[10:23] rock stars for our community and by the

[10:24] way those medical rides and all of the transit rides that were available at

[10:28] 81 not just

[10:30] so if you have a need you need to get to

[10:31] a medical appointment or you need uh you

[10:34] know a ride somewhere please reach out

[10:36] to tell senior poition because they can

[10:38] probably help you out um lastly U and I

[10:42] know Bob was out of town and U and so I

[10:47] committed to online attending the CCI

[10:50] the Colorado Count's Incorporated

[10:51] security committee meetings this last

[10:53] Friday we spent all day going through

[10:55] propositions from counties across the

[10:57] state on legislative issues um

[11:00] construction defects did come up again

[11:02] which was U you know a an issue I helped

[11:05] champion last year that we didn't get

[11:06] across the finish line but it's it's

[11:08] going to come back again uh and then not

[11:12] surprisingly tax issues came up and with

[11:15] the um the lack of control

[11:19] over uh you know property tax issues by

[11:23] local government where the legislature

[11:25] is stepping in and it seems like every

[11:26] year they're changing and changing and

[11:28] changing the problem create for penties

[11:30] and local governments is that from year

[11:32] to year you get a little Whiplash as to

[11:35] what your Revenue sources are what your

[11:36] stream is and you know we're trying to

[11:38] adopt a budget when they just had a

[11:40] legislative session six weeks ago to

[11:42] change yet again the formula for how we

[11:44] will uh for how we will do that so

[11:47] counties are looking for ways to

[11:49] stabilize their their revenue exam just

[11:51] so it's predictable so that we can

[11:53] predictively provide services to our

[11:55] residents uh there are some uh you know

[11:58] different ideas coming from around the

[11:59] state everything from um the ability to

[12:03] Levy unincorporated tax which currently

[12:06] doesn't exist uh in the state to uh you

[12:10] know being able to uh use certain TA in

[12:13] different ways and and loosen up

[12:17] for different type of taxes that come in

[12:20] that are currently year marked that

[12:21] maybe could could get better use 're

[12:26] kind of exploring all things so we'll

[12:27] see what comes out of that as we move CL

[12:29] of the legislature um then on another

[12:32] note I have spoken with Senator Martin

[12:34] basley there are portions of the new

[12:36] conceal car instruction law that have

[12:39] come into effect and that's uh in

[12:41] regards to the certification of firearms

[12:44] instructors by local sheriff's

[12:46] departments and our local sheriff's

[12:48] department has you know enacted a

[12:50] program of certification but as with

[12:53] many rushed and not well thought out

[12:54] laws one of the problems with this is

[12:57] that uh instructors once they get

[13:00] certified by a sheriff's department

[13:02] that's not good enough for any other

[13:04] sheriff's department under the new law

[13:06] so U and many people are probably aware

[13:09] I am an in enire was instructor and at

[13:12] times have done classes for folks and

[13:14] First Responders and but they come from

[13:16] all over you know they come from Park

[13:18] County they come from Douglas County uh

[13:20] Western El Paso County as well as our

[13:22] own County and previously that wasn't an

[13:25] issue uh because the previous law simply

[13:27] said that you had to be an n certified

[13:30] instructor you or as one of the pathways

[13:32] to receiving a concealed carry permit

[13:34] and now the law says You must be

[13:36] certified by your local sheriff which

[13:38] means if somebody who lives six miles

[13:40] north of w Park comes to a class in W

[13:42] Park and I'm not certified with the

[13:44] sheriff of D County

[13:47] then can't use my class as uh as the

[13:51] instruction that's required in the

[13:53] concealed carry law so from that I've

[13:55] gone to Mark basley also of course

[13:57] spoken with our Sheriff about it and

[13:59] fully supports the idea to uh Foster and

[14:02] sponsor legislation to essentially

[14:04] create reciprocity among counties that

[14:07] if the county shair from Teller County

[14:08] under the law has properly certified an

[14:11] instructor that any other County in

[14:13] Colorado should recognize that

[14:15] certification because otherwise that

[14:17] you're running around spending a lot of

[14:19] money make you know trying to make sure

[14:22] that you're certified in other counties

[14:23] in case you have somebody from other

[14:24] counties coming in so we're hopeful it

[14:27] sounds very common sense but not a lot

[14:29] of common sense the legisl so we'll see

[14:31] how that goes but I'm appreciative

[14:33] senator for his willingness to sponsor

[14:36] that legislation and with that I think I

[14:39] will wrap it up with that thank you Mr

[14:41] chairman thank you commissioner Stone

[14:46] I appreciate all your work on the

[14:47] council Eric and reference CCI again Bob

[14:50] was gone I was able to tell that online

[14:52] as well Eric is our legislative do that

[14:54] every choose one of us to it's hours of

[14:57] his day and then back we get one vot as

[15:00] a County so I will say what I saw this

[15:02] year is a little more bipartisanship but

[15:04] I also saw it's an election year and so

[15:07] we have several acting currently active

[15:09] legislators that are running for high

[15:11] office and so you see some of that like

[15:13] er said the tax frustra because we just

[15:16] want to stop so we can figure out we're

[15:18] doing our people thank you for your

[15:21] leadership um really excited again you

[15:23] see a lot of advertisement Kasa Court

[15:26] pointed special Advocate I sit on that

[15:27] board several levels executive board as

[15:30] well governance board so our fifth

[15:32] annual hope will be here next Wednesday

[15:34] youth Cultural Center do open at 7 only

[15:37] the hour 7:30 8:30 uh we've probably

[15:39] already raised about $20,000 thanks to

[15:41] corporate sponsors like the mine and

[15:43] different people and I appreciate K when

[15:45] being here uh the bank and so it's

[15:47] really an opportunity to have some of

[15:49] the local folks take a lot of courage

[15:52] and explain their story kids like you

[15:55] know the folks back here and what

[15:57] they've been through and uh probably

[15:59] have I'll just keep a generic several

[16:00] dozen kids from Toler County in the

[16:02] program what that program is is if you

[16:04] lose your children for whatever reason

[16:07] abuse State steps in they are they're

[16:10] given different than a guardian a item

[16:12] they're given an advocate in state of

[16:14] Colorado that does nothing but advocate

[16:16] for that child the goal is always to

[16:18] give those children back to their

[16:20] natural parents can it doesn't always

[16:22] help doesn't always work but uh it's

[16:24] about $1,500 a person to train [ __ ] and

[16:29] that's what they use the money for and

[16:30] I'll just say this indoors open at 7

[16:32] 7:30 8:30 next Wednesday at the UL

[16:35] Center all the proceeds that we raise

[16:37] will save so even though we work between

[16:39] us in the pass this is I happy to have

[16:43] the other Commissioners with us um

[16:45] braver Angels obviously braver Angels

[16:47] Holly may or may not be here today um

[16:49] but Holly runs so it goes back to

[16:52] Lincoln goes back to March 4th 1861 um

[16:55] we already had seven states to see from

[16:57] the Union uh Lincoln would be dead in

[17:00] three and a half years the country was

[17:02] falling apart very divided maybe worse

[17:04] than we are now I think and he gave an

[17:06] inaugural speech one of the shortest

[17:08] speeches he gave but he ended with prob

[17:10] can be saved if we can find the better

[17:12] angels of our nature so hat off to O I

[17:15] think Eric was there as well and Bob's

[17:18] been a big supporter and they basically

[17:20] just try to fill a room with people from

[17:22] different sides of the aisle no secret

[17:24] blue versus red was this case and it was

[17:26] about elections uh so we have a member

[17:28] of Jason's team there Pat came there I

[17:30] really appreciate it Pat and you know

[17:32] there's a lot of tension in the room as

[17:33] people came together that's really the

[17:34] sad thing residents and Neighbors in

[17:37] Teller County who literally freeze up

[17:39] when they stand next to somebody so what

[17:42] they do is they break down little circle

[17:43] groups so the tension gets even higher

[17:45] and then you have to go around Circle

[17:46] and say whether you lean blue or red

[17:49] doesn't really matter but you know so

[17:50] you know you're sit next to and we talk

[17:52] and so it's really interesting um they

[17:55] briefed us very quickly they briefed us

[17:57] the higher level bra range at the

[17:59] national level on like Integrity what we

[18:01] found out is everybody's concerned about

[18:03] elections just from different sides and

[18:05] the three principles they gave us is one

[18:07] voting should be easy but cheating

[18:08] should be hard most people AG on that

[18:10] every citizen should have an equal say

[18:12] in who will govern them and that's done

[18:14] through free and fair elections and the

[18:16] American government will fail if

[18:17] candidates refuse to accept the outcome

[18:20] of the victory so you know we're a

[18:21] nation of fans when two football teams

[18:23] come together referee calls it walk away

[18:26] we need to understand how that works and

[18:28] hats off

[18:29] reporter who was there a lot of Courage

[18:32] um it was really neat to see um as she

[18:35] reminded folks there who were agitated

[18:36] on both sides I look I swore not to the

[18:38] constitution in Colorado state that her

[18:41] statute she has to follow she shares

[18:43] some of her personal opinions which is

[18:44] appreciated so I think Eric and I Eric

[18:47] and I texted that evening a little

[18:49] depressing to see how dug in some people

[18:50] are but I think at least now people can

[18:54] go home to their families and say hey I

[18:55] sat next to a republican I sat next to a

[18:58] Democrat well I heard one thing that

[19:00] they said that I can get along with and

[19:01] so they don't attempt to change your

[19:03] mind they just attempt to open your mind

[19:04] so hats off to Holly they very for doing

[19:07] that they need every month in the

[19:08] library for different issues and can is

[19:11] important and again I'll just with

[19:13] regards to election Integrity I have

[19:16] full faith and confidence in stepan all

[19:18] Commissioners and everything we can

[19:20] she'll probably talk a little bit about

[19:21] it mov on the crime you know we we had a

[19:24] joint statement that went out on crime

[19:26] uh Jason and the three Commission and

[19:29] there's a statement there about

[19:30] homelessness and I just want to clarify

[19:32] nice thing about those statements is it

[19:33] starts a conversation people call they

[19:36] what do you mean by there is no one up

[19:38] on this Das that doesn't have empathy

[19:40] for homeless people they're before the

[19:42] grace of God with all of us right couple

[19:43] bad decisions a bad divorce your job and

[19:46] you're living in the trailer doesn't

[19:47] belong you when I was a kid here we

[19:49] called a mountain you know I just buried

[19:52] one month and a half ago a mountain man

[19:53] that lived up here by himself on many

[19:55] years so that's not what we're talking

[19:57] about Eric kind of H into the crime is advocate for old color and so T

[20:02] county has been targeted for fanol you

[20:05] guys remember Jason night and I was in

[20:07] conversation with Jason last he

[20:09] authorized me to say a few things on his

[20:10] behalf in terms of crime um we're in

[20:12] charge of life he safety he got Public

[20:15] Safety so we work together but we're

[20:17] being taken advantage of and what I mean

[20:19] by that is what do you do as a county

[20:21] commissioner when you get a call someone

[20:23] says hey there's somebody living on my

[20:25] land in somebody else's trailer by the

[20:27] way they're pooping on on the ground and

[20:29] my well is right here or by the way

[20:31] there are children there that should be

[20:32] in school or by the way they shot at me

[20:35] you know all those things are happening

[20:36] so fentanyl crime felons our jails are

[20:39] not empty but they're half empty because

[20:41] they're all the mountains and so again I

[20:43] just want to clarify we're not targeting

[20:45] homeless people but there are really bad

[20:47] people hiding among the homeless people

[20:49] um all three of us sit on boards from

[20:51] senior coalition to ask the Mind Center

[20:53] to partnership that care about folks and

[20:56] the term that we use now is giving them

[20:57] a hand up not hand hand out so all that

[20:59] empathy and compassion is there um but

[21:02] you elected us to take care of safety

[21:04] and we're telling you there's some ises

[21:06] up here getting after so uh Jason will

[21:08] have a statement probably later this

[21:10] week to clarify that um it's really to

[21:12] take care of all residents um last thing

[21:15] I'll say is uh Eric did a really good

[21:17] job with it you know mushrooms is

[21:19] another example I don't think any of us

[21:21] are up here saying you can't enjoy

[21:23] marijuana you can't have Jack Daniels

[21:25] you can't do whatever you're legal all

[21:27] to do we're telling you things are

[21:28] happening that are taking control and so

[21:32] you come to this town and buy marijuana

[21:34] legally and don't spend the night and

[21:37] get free alcohol and right now there's

[21:38] some overing going on we're looking at F

[21:40] and you get in your car and you cross

[21:42] over into unincorporated T County you're

[21:44] going to engang your kids on school

[21:46] buses you know on older people and and

[21:48] that's what we're looking at that's we

[21:50] going after there are a lot of people

[21:51] that come up here that are in their mid

[21:53] 70s for the first time they're not used

[21:55] to the altitude they have two or three

[21:57] resisting conditions on oxygen they

[21:59] drinking too much and then they pop a

[22:00] goo me and wonder why it didn't kick in

[22:02] so they pop a second one you ever try

[22:04] that you know it takes a few hours and

[22:06] then they get in the road and they drive

[22:08] through it and so that's what Jason's

[22:09] seeing and so we're not heavy-handed no

[22:12] we owe it to you to be careful out there

[22:14] and there's a lot of leaf Lookers up

[22:15] here right now as you know and you don't

[22:17] having fun so um I think I'll end it

[22:19] with that but just a great time to be

[22:21] here and I do uh ask you guys to keep

[22:23] forward in your prayers that's a pretty

[22:24] big storm it's five almost 500 miles

[22:27] across it's the entire State of Florida

[22:29] so ask yourself how prepared Denver

[22:31] would be if they lost electricity got

[22:33] five feet of snow to help out so it's

[22:36] going to be interesting to watch and

[22:37] we'll see do but keep PR with that M

[22:45] the braver angels seminars that I've

[22:47] gone to it's about getting people in the

[22:50] room that don't necessarily have

[22:52] Bas beliefs and philosophies that they

[22:55] live by it's about in them in the room

[22:58] and having conversations that can be

[23:00] civil that's what braver Angel likes to

[23:02] do they like to explore topics and have

[23:04] conversations where you can get adults

[23:06] in the room and mix and match and it

[23:09] doesn't matter what side you're on of

[23:11] what subject or what the topic is for

[23:14] the week but to have conversations with

[23:16] other people and have it in a civil

[23:17] manner I think there few of those where

[23:20] you know it's amazing if you create the

[23:23] right environment you can have good

[23:25] constructive decisions and sometimes

[23:28] some results come out of their where you

[23:30] can do something in the community but

[23:32] it's about fostering Communications and

[23:34] not getting outrageous and not getting

[23:37] animosity built up but have a

[23:40] conversation with your neighbor who may

[23:41] not believe in everything you believe in

[23:43] and it's not always political sometimes

[23:46] it's just philosophies of life sometimes

[23:49] deals with religion and policies in the

[23:51] state it's not an R&D discussion

[23:54] typically it's about getting people

[23:56] together from different sides and having

[23:57] good constru start through conversations

[24:00] and fostering in a simple manner so I

[24:02] appreciate you guys showing up for me

[24:04] when I wasn't in town but thank you so

[24:06] much on that one um been spending some

[24:09] time quite a bit with pipek Workforce as

[24:11] a board that I sit on I lead right now

[24:14] but um trying to help Tracy through this

[24:18] U she's got another audit at the Pik

[24:20] speak Workforce Center it's another

[24:22] division of some State Administration

[24:25] that are calling it a monitoring review

[24:30] um it it really comes down to

[24:34] terminology this is their third a

[24:36] they've had in the last 15 months and

[24:39] they've been constant from CD CD at the

[31:26] can only um interact with the Le judge

[31:29] that is out at the vote Center or the

[35:26] coming to our bre r meeting in for

[35:28] Stephanie as well um the other night

[35:33] um and uh I appreciate the opportunity

[35:37] to speak to you today I brought my notes

[35:38] just so I don't get all mixed up but um

[35:42] I don't know if you know I live right

[35:44] outside of CRI crean Highland Meadows

[35:46] and so I consider this my community um

[35:50] and I'm here to talk about the recent

[35:52] news release regarding inter agency

[35:55] cooperation to address crime and

[35:56] homelessness

[35:58] in Teller County in the city of per cre

[36:01] and I'm encouraged by the

[36:05] um the mention in that letter of

[36:09] forthcoming shortterm and

[36:11] long-term um efforts and policies to

[36:14] address those

[36:15] Solutions uh or those problems but um I

[36:18] know that I and other members of the

[36:20] community will be looking forward to

[36:23] more specific information about those

[36:25] Solutions and um more data about the

[36:29] crime and homelessness and how they

[36:32] interact um in the meantime I'm

[36:34] concerned about statements that seem to

[36:37] conflate crime and homelessness these

[36:40] are both serious problems that I would

[36:41] like to see more data about specific

[36:44] times before attributing them all to the

[36:47] homeless population and indeed as the

[36:50] most vulnerable members of our community

[36:53] I think the homeless are very likely to

[36:55] also be victims of crime

[36:58] um Southern terer County we're fortunate

[37:01] to be growing and we're experiencing

[37:04] both the benefits and the negative

[37:07] impacts of that and so this is a great

[37:09] time to get ahead of the negative

[37:11] impacts in January um reporter Pat Hill

[37:16] wrote a story in The Courier um where

[37:20] she described the detrius around

[37:22] campsites where people were living on

[37:24] Mineral and carbonate Hills and the

[37:27] stuffed animals and toys alongside the

[37:29] other debris are what caught my

[37:32] attention and hurt my heart as she said

[37:35] um this is the Dark Side of C Creek and

[37:39] in the last six months I've been

[37:41] volunteering at the gaspen Mind center

[37:44] community of caring where I've seen the

[37:46] bright and beautiful

[37:48] site as you know many individuals and

[37:51] agencies come together there to see that

[37:53] our citizens have food and clothing

[37:56] receive Medical

[37:58] care um find jobs and so much more and

[38:01] many of the volunteers there are people

[38:04] who have benefited from those programs

[38:07] and are giving back to the community as

[38:10] commissioner Stone said in that letter

[38:12] that was released only by working

[38:15] together as citizens law enforcement and

[38:17] business can we begin to have a

[38:18] deterrent on criminal elements in ker

[38:21] County so I'm here this morning to ask

[38:24] you to consider taking a wide view of

[38:26] the problem and engaging more Community

[38:29] stakeholders business people Property

[38:32] Owners church members Educators social

[38:35] service agencies as well as people who

[38:37] are experiencing

[38:39] homelessness me all these people and

[38:41] work together to ensure that we have

[38:45] prosperous and sustainable Safe

[38:48] Community

[38:49] Development so as I mentioned and as you

[38:51] know I'm part of a local group called

[38:55] braver angels and we conduct workshops

[38:57] JS and Community meetings intended to

[39:00] bring a wide array of people together to

[39:02] develop skills to talk about important

[39:05] issues

[39:07] um with help from the braver Angels

[39:10] organization we would be glad to help

[39:12] organize a series of town hall meetings

[39:15] designed to dig into the data that

[39:18] further Define the problems of crime and

[39:20] homelessness in tler County identify

[39:23] root causes and brainstorm local

[39:26] Solutions if you already have plans to

[39:29] bring people together and you don't need

[39:31] our help please just let me know how I

[39:33] can

[39:34] contribute thank

[39:36] you see you if I could Mr sh again we

[39:40] really were bragging about you foret so

[39:42] we'll repeat a few of the things but I

[39:44] can fill you in um thank you so much for

[39:47] taking on probably the toughest thing

[39:49] with election Integrity uh lot of

[39:51] tension in the room tension uh Eric and

[39:54] I had some conversations after the

[39:56] meeting did we change any Minds though

[39:58] but that wasn't the intent I think

[40:00] people could go home and say I sat next

[40:01] to a Republican or Democrat and was

[40:03] really need to see the come now so thank

[40:05] you so much um we had law enforcement

[40:08] there I think that was nice as well P

[40:10] sure and I think overall there are no

[40:12] election deniers here today I'll just

[40:15] tell you that and we had them before and

[40:17] again I'm not picking on that you but

[40:18] you've all heard the stories you did a

[40:20] great job with regards to homelessness

[40:22] and I'm really glad you're here uh as

[40:25] here in person so that state stat was

[40:27] designed to start a conversation it was

[40:29] designed to answer part of what happened

[40:32] that we still can't talk about that

[40:34] horrific Prime that you as you know I

[40:36] live four milare to Creek is my home too

[40:38] and I grew up here um there is a lot of

[40:42] empathy on this board for Hess there

[40:43] before the grace of God go all of us a

[40:46] bad divorce bad financial decisions all

[40:48] up there as I mentioned for you got

[40:50] Holly when I was a kid we called the

[40:52] mountain b and a lot of them were

[40:53] veterans they were I got buried when a

[40:55] month and a half ago went cou years you

[40:58] may recall a few years ago we buried a

[41:00] veteran we found Ben car who Liv in cat

[41:03] out all over and this is an issue as you

[41:05] know much bigger than T County it's also

[41:07] Federal so we work really close and so

[41:10] there's no attempt in that letter um to

[41:12] verify the homeless in fact I sit on the

[41:14] as mind Center board uh Bob sits on

[41:18] partnership Eric sits on senior

[41:19] Coalition a lot of love lot of empathy I

[41:21] have served Thanksgiving dinner here at

[41:23] to homeless for years even before as a

[41:26] commissioner so that is

[41:28] Jason and I talked last night he would

[41:30] be here today he's up right now working

[41:31] with senator basley in Denver on some

[41:33] legislation to tighten up on CRI he

[41:36] wanted me to remind anybody who would

[41:37] bring it up um we you have some

[41:39] nefarious activity and you said it

[41:41] exactly right there are Wars I'll just

[41:44] use the Afghan term when I was in combat

[41:46] that are amongst the homeless that are

[41:48] taking advantage of the homeless that

[41:50] are praying on them there are now a day

[41:52] goes by where we don't get a call about

[41:55] um un adult rated sewage going into a

[41:58] stream that then goes down that then is

[42:00] received by someone's well uh their

[42:03] Public Safety we we have found felons we

[42:05] have found methab we have found fentanyl

[42:07] so none of that's directed at a homeless

[42:10] person that truly has made some bad

[42:11] decisions that we can pull out and give

[42:13] them a hand up it's really designed to

[42:15] say they're folks Among Us that fighting

[42:18] push us on and then not to get political

[42:20] but we do have some laxing of standards

[42:24] and and Prim statistics and standards in

[42:26] Colorado we can't keep in jail any the

[42:29] other Jas want to me to remind folks is

[42:31] that we have a mental health crisis I

[42:33] mental health I think as well as you're

[42:35] aware so we do have some people up here

[42:37] in R for example Jerry and I come from

[42:41] you it's no joke it minus 30 you know in

[42:43] the winter time we have children I miss

[42:45] my presentation on Costa that's this

[42:47] coming Wednesday we have an obligation

[42:49] to State under State statutes to to go

[42:52] take care kids that we find out there to

[42:54] and you're right dur knows the property

[42:56] um we went to ER was with me one day

[42:58] with code enforcement a couple months

[43:00] ago and you can see the toys and as soon

[43:02] as you see that it Chang M you this is

[43:06] squaller call it whatever we want and

[43:08] then there's people that don't want help

[43:10] you know there's that so I welcome a

[43:13] larger conversation uh and again that

[43:15] wasn't a standalone it was really

[43:17] designed to bring folks like you here to

[43:19] say we got all us look at it but there

[43:21] was an outcry after that last crime that

[43:23] did involv some homeless folks we talked

[43:25] to our Casino operators for example all

[43:27] three of us and what they do is they

[43:29] fire me they try to hire them where they

[43:32] fire them but where do they go and the

[43:34] truth is we don't have a home Shel TR we

[43:36] do have faith-based communities we have

[43:38] great people like you we all try to help

[43:39] and donate our time but we don't have

[43:42] capacity and so as winter gets closer as

[43:45] we start to see fanol increase here

[43:47] which it has here sits on the opio

[43:49] account give a wonderful presentation

[43:51] about how bad that really is what is

[43:53] leading to we're so close to the springs

[43:57] that's what we're starting to see so and

[43:59] we've had bodies dumped up here you know

[44:01] so I just again apologize to you if it

[44:04] appeared that we were attacking all

[44:05] people it wasn't it's an element within

[44:08] that population that is different than I

[44:11] was jry first it's not the mountain it's

[44:14] not the veteran most of the veterans I

[44:16] know that live like that when we left

[44:18] alone these are people that are praying

[44:21] just that's not

[44:24] push by me Mr thank you very much for

[44:27] coming today um as mentioned I serve

[44:32] on

[44:34] good for um but um you know one of the

[44:39] big issues that we deal with down there

[44:41] and lot and there some of our

[44:43] stakeholders that take partner our

[44:44] conversations is you know with springs

[44:46] Rescue Mission and you know those who do

[44:49] not only work with Hess but also work

[44:52] with the CH addicted um and I think

[44:55] that's the big change that we're seeing

[44:57] talking about and it ties into them it

[45:00] ties into

[45:01] thees but it also ties into kids as well

[45:04] and in our work uh on the board of Human

[45:07] Services we get you know firsthand

[45:10] knowledge of our own departments that

[45:13] that's who's responsible for now having

[45:16] to go out and figure out you know what

[45:19] are the conditions that some of these

[45:20] kids are in and sometimes they go in and

[45:22] they're like you know what they have you

[45:24] know ways to Bath they they're fed

[45:27] getting educated it may not you know

[45:28] they may not be living overall in

[45:30] conditions that any of us would choose

[45:31] and maybe even that they wouldn't choose

[45:33] if they if they had that power but as

[45:35] long as you know they're being well

[45:37] cared for then uh you know that's that's

[45:41] what I want to see and you know I've

[45:43] always said that there's nothing

[45:44] compassionate about seeing people living

[45:48] in a homeless situation see fames living

[45:49] in a homeless situation there's nothing

[45:51] compassionate about helping them

[45:53] maintain that I want I want more than

[45:56] that for those people

[45:57] uh and for some of them uh and

[46:01] unfortunately we've experienced it uh

[46:04] you know more recently where we have

[46:05] seen violence uh and more significant

[46:08] criminal activity and and it's not

[46:11] rooted in homelessness but homelessness

[46:13] is part of it and you're exactly right

[46:15] in your comment where you said well not

[46:16] all homeless are you're exactly right

[46:18] not all homeless are but we cannot

[46:20] ignore that uh there are people that are

[46:25] living homeless uh that are simply here

[46:29] because they're don't want to be seen

[46:31] somewhere else um it's either because

[46:33] they're they're living lifestyle they

[46:35] just don't want anybody else to see them

[46:37] but you know they've got a WRA sheet

[46:39] they've got warrants they've got people

[46:40] looking for them um they need you know

[46:43] to be responsible for things that they

[46:45] um you know that they're trying to

[46:47] escape from and just like you know when

[46:49] I first moved here was a Texas out you

[46:51] were probably around in and it exists I

[46:54] mean it's like they they come here and

[46:57] like all of us they come here and they

[46:58] feel safe right um they you know they

[47:00] get to the mountains oh we're safe here

[47:01] and we can hide in the forest and you

[47:03] know and that Shields us and while we

[47:05] all enjoy that level of peace that we

[47:07] get from that we can't ignore that you

[47:09] know there there is a problem which is

[47:12] increasing homelessness is a part of

[47:14] that but there's there's nothing

[47:15] passionate about leaving people where

[47:18] they are uh and not recognizing that

[47:23] unfortunately you know elicit drugs

[47:25] plays a huge role in it and as a

[47:27] byproduct of elicit drugs you get human

[47:29] traffic you get U the continued dealing

[47:33] of drugs which is you know issue around

[47:36] here because they don't have to deal a

[47:38] lot of drugs to get enough money to

[47:39] maintain a lifestyle of living you know

[47:41] in a trailer they don't own on property

[47:43] they don't know um so U you know having

[47:47] those conversations I know that the

[47:49] sheriff and uh the chief police in in

[47:51] [ __ ] Creek AV just the other day uh

[47:54] to talk about some of the things that that you talks about which is

[47:58] getting the proper stakeholders together

[47:59] to have these discussions about what is

[48:01] this going to be we also recognize that

[48:04] with the coming of fall means that we're

[48:07] going to have cold nights coming up and

[48:09] uh winter has a little bit of a

[48:11] cleansing effect on our homeless

[48:12] population because it's brutal you know

[48:14] they come up here at 10,000 fet they

[48:16] don't realize what that means and it

[48:18] kind of flushes them out but that's have

[48:20] a plan for what happens when winter goes

[48:23] away and I think that's what a lot of

[48:25] this is about what's that plan do both

[48:27] from a law enforc also

[48:30] Community if I could

[48:33] Point speak for Jason but I did talk to

[48:36] him ination talk to me um he is working

[48:40] very closely with the PD here it's a

[48:42] jurisdictional issue rather than going

[48:44] after homeless folks out there trying to

[48:46] sort it out because that's what ends up

[48:48] happening the Jud might trailer my we

[48:52] see everything and it's so much

[48:55] worse tell you um they're coming in CRI

[48:59] and so what what he's doing along with

[49:01] PD is looking for over looking for list

[49:05] sex and looking for all that stuff here

[49:07] to address the crime whether they live

[49:09] in a mansion or they live homeless that

[49:11] may have an effect as well soing out the

[49:13] Predators from the people truly trying

[49:16] to stand up on them so just no I I I think it's something we're

[49:23] very aware of and we understand that

[49:25] there's distinct different

[49:27] between some of those demographics

[49:29] people have just fall on on a hard time

[49:31] and people it's a way of life and it's

[49:33] their way of life that promotes

[49:36] illegalities in a lot of their life but

[49:39] we have to distinguish the difference

[49:41] help those that want be helped but not

[49:44] also promote the idea that living out

[49:46] there is the best answer in world

[49:48] because it's not thank you I appreciate

[49:51] that I and I do realize and and I

[49:54] appreciate that you see what a compx

[49:57] problem and

[49:58] situation and um again if we can help if

[52:23] trying to be in Teller County you're who

[52:25] we come to work for every day you know our commitment to Fairgrounds

[52:29] what we're trying to do andal AG members

[52:32] um it's still a rural County you know we

[52:35] have a diverse County here with folks

[52:36] that haven't been to this part of the

[52:38] county that live at Wood Park that

[52:39] commute but you're a reminder of why we

[52:42] try so hard because you're about our

[52:44] future so we love you guys and mom youi

[52:46] your dad doing great grandpa's doing

[52:48] good whatever you did you know keep it

[52:50] up it's probably in our water

[52:52] I now obviously I've been involved in

[52:55] Bri for a lot time because all my kids

[52:57] did

[52:59] florage got to be close to 30 years ago

[53:01] now and most of what they did was the

[53:03] indoor projects where you guys obviously

[53:05] do some lifesty projects and some other

[53:07] things too but I'm a big supporter it

[53:09] builds young Community it builds youth

[53:12] that turn into great leaders and great

[53:13] adults and you guys are off to a great

[53:16] start and we really appreciate what you

[53:18] guys do and how you represent the 4

[53:20] groups how you represent other kids in

[53:22] the community and farming and

[53:24] agricultural community so thank you so

[53:26] much guys I really appreciate

[53:29] it yeah I guess I'll hold

[53:32] this but no thank you for this and um

[53:36] you know but even bigger than that you

[53:37] know is thank you for thinking of other

[53:39] people um and donating you know ground

[53:42] beef to the ASP mind Center you know uh

[53:45] one of the things that you guys are

[53:46] already learning which a lot of people

[53:47] don't learn until later in life is that

[53:50] you know you work really hard and once

[53:51] you work hard and you've seen the

[53:53] benefit of your hard work is It's always

[53:55] important to turn around and then get

[53:56] back loow and you guys are doing that

[53:59] you're starting very young doing it and

[54:01] I can tell you that uh it's going to pay

[54:03] off in Spades not directly but uh you

[54:06] know as you get older you're going to

[54:08] find that people will begin to look to

[54:10] you guys for leadership I think they

[54:12] already are even among your peers so uh

[54:14] I just I just hope that when you guys

[54:16] are growing up that you're still here in

[54:18] County I know a lot of times our own

[54:20] youth my own my own kids you know are no

[54:22] longer in Teller County and I'd love to

[54:24] have them back here but uh uh anyway as

[54:27] you go out into the world whether it's

[54:28] here or somewhere else I know both you

[54:30] going to be great leaders and uh engage

[54:32] for you I know you're the younger than

[54:34] too but you remind me of me because I

[54:36] passed my brother in height about the

[54:37] same age as you're passing your brother

[54:40] and you know so and for Garrett for you

[54:43] is uh you know when you're you're seeing

[54:46] your brother the good news is you're not

[54:47] going to have to share clothes with him

[54:48] for very long he's going to keep growing

[59:31] employment turnover that the board of

[59:33] County Commissioners could consider for

[59:35] use in other areas and whereas the board

[59:37] of County Commissioners has directed

[59:39] staff to make a monthly budget

[59:42] adjustment by

[59:43] transferring Personnel related funds

[59:46] from Individual departments to holding

[59:49] departments within each fund as

[59:51] Personnel budget needs are reduced and

[59:54] from holding departments to individual

[59:55] departments as Personnel budget needs

[59:57] increased within the county policy and

[59:59] whereas funds budgeted in the above

[1:00:02] reference holding departments which have

[1:00:04] been added to each fund as Personnel

[1:00:08] contingency

[1:00:09] departments ending in the numbers

[1:00:12] 2190 are not

[1:00:14] appropriated nor available for

[1:00:16] expenditure and are only accessible AR R

[1:00:18] by resolution of the board of County

[1:00:20] Commissioners transferring them to other

[1:00:23] departmental budget accounts and whereas

[1:00:25] the board County Commissioners hereby

[1:00:27] finds determines and

[1:00:29] declares that adoption of this

[1:00:31] resolution is necessary for the

[1:00:33] preservation and protection of the

[1:00:35] public health safety and

[1:00:37] Welfare of the inhabitants of terer

[1:00:39] County Colorado so again this is the

[1:00:41] resolution to amend the 2024 General

[1:00:43] Road and Bridge and jail Enterprise fund

[1:00:46] budgets so now therefore be it hereby

[1:00:49] resolved by the board of County

[1:00:50] commissioners of Teller County Colorado

[1:01:37] 582 jail Enterprise fund

[1:01:43] $3,522 and that the amounts appropriated

[1:01:45] for expenditure be re be reduced and

[1:01:49] increased

[1:01:50] accordingly adopted at the regular

[1:01:52] meeting of the board of County

[1:01:53] commissioners of T County Colorado this

[1:01:56] 26th day of September

[1:03:57] myself now with my activities now that

[1:03:59] I'm not living vicariously through my

[1:04:01] children um I've gotten back into the

[1:04:04] Arts again and uh and actually wanted to

[1:04:06] raise attention to on October 5th

[1:04:09] there'll be a concert in Colorado

[1:04:10] Springs called bachfest being put on by

[1:04:13] a new uh local chamber group called

[1:04:15] Coral song that was started by me Daniel

[1:04:18] Price who's the now is hired head of

[1:04:22] music for the United States Air Force he

[1:04:24] started a chamber group and he will be

[1:04:26] hosting uh and directing conducting a

[1:04:28] boach Fest on October 5th uh which I

[1:04:31] believe is Sunday and Cado strings at St

[1:04:34] Stevens's Episcopal church if you're a

[1:04:36] lover of Bach you're going to love this

[1:04:37] full Orchestra as well as chamber local

[1:04:41] group and group of uh soloists from

[1:04:45] literally across the country are coming

[1:04:47] in uh to do about 10 12 different Bo

[1:04:51] pieces including box magnificant um the

[1:04:55] rest of them are German I won't even

[1:04:56] attempt their name but you know if

[1:04:59] you're a lover of Bo Le cical music will

[1:05:01] be great to go to but with that I'll go

[1:05:03] ahead and read the

[1:05:05] resolution back on so I can do that

[1:05:09] um Proclamation recognizing October 2024

[1:05:13] as Arts month in Teller County whereas

[1:05:15] the month of October has been recognized

[1:05:16] as National Arts and Humanities month by

[1:05:18] thousands of Arts and Cultural

[1:05:20] organizations communities and States

[1:05:22] across the us as well as the White House

[1:05:24] and Congress nearly 30 years and for 11

[1:05:27] years here in the Pikes PE region

[1:05:29] whereas the Arts and Humanities enhance

[1:05:31] and enrich the lives of every American

[1:05:33] including those of us living in and

[1:05:35] visiting the Pik PE region and whereas

[1:05:37] the Arts positively support mental

[1:05:39] well-being Community cohesion education

[1:05:43] healing economic Vitality tourism and

[1:05:45] our quality of life whereas the Arts

[1:05:48] culture for-profit and nonprofit sectors

[1:05:51] represent an over1 trillion American

[1:05:54] industry 4.4 4% of our national GDP 16.9

[1:05:59] billion of which is in Colorado that

[1:06:01] supports 4.85 million American jobs and

[1:06:04] 10

[1:06:05] 2,383 jobs in Colorado whereas the Arts

[1:06:09] are a proven Civic engagement tool and

[1:06:11] can bring people together across

[1:06:12] different in challenging times whereas

[1:06:16] cultural heritage creativity and

[1:06:18] Innovation are an intrinsic part of the

[1:06:20] history of Teller County and our shared

[1:06:23] future now therefore the Teller County

[1:06:25] Board County Commissioners here ride

[1:06:27] proclaims October 2024 as Arts month in

[1:06:30] Teller County Colorado and urges all s

[1:06:33] citizens to recognize this money as Arts

[1:06:37] money thank you sir

[1:06:45] project is the region Cultural Arts

[1:06:49] community and uh they actually interview

[1:06:52] which is kind of neat so I was hoping

[1:06:55] find them social media but keeping in

[1:06:57] things with braver angels Eric and Bob

[1:07:00] and I talk to me about the division has

[1:07:02] to stop this country one of questions

[1:07:03] they only ask you questions what art me

[1:07:06] that kind of thing um and way I answer

[1:07:09] that just you know art is unique and

[1:07:11] personal it's the environment around you

[1:07:12] get music get object that you're

[1:07:14] creating it's your interpretation and

[1:07:17] what's cool about it the second question

[1:07:18] was how does that Comm

[1:07:28] understand how someone else looks in the

[1:07:30] world it helps us empathize helps us

[1:07:32] realize that it's not just about us

[1:07:39] videos out there if you want to see

[1:07:42] it but uh they were very impressed that

[1:07:45] Ral counties appreciate art she actually

[1:07:47] told me that I said no we do that's why

[1:07:49] everybody stand on side with one of

[1:07:51] these right now because we're surrounded

[1:07:53] by Art colies and this Nature's art the

[1:07:56] best canas you'll see on plan so thank

[1:07:58] you for we definitely support the Arts

[1:08:11] involved in Arts and Music and once upon

[1:08:13] a time I was quite involved in some jazz

[1:08:18] once in my life when I was like 24 years

[1:08:20] old I had a pain gig one one paying gig

[1:08:25] got to record a music show for the TV

[1:08:29] pilot that didn't get picked up actually

[1:08:32] got paid to be there one time so with

[1:08:34] that I'd be happy to make a motion to

[1:08:36] accept the proclamation recognizing

[1:08:39] October 2024 apartment in County second

[1:09:32] County Public Health and environment

[1:09:34] occupies as the tenant it has a monthly

[1:09:38] um 3on amount of $300 and each party

[1:09:42] could terminate with 30 days notice if

[1:09:44] desired but it works well gets us over

[1:09:46] in to the school system for our health

[1:09:53] department question

[1:09:56] no

[1:09:57] sir this agreement sure move that we

[1:10:00] approve the commercial

[1:10:02] estate Victor School District or1 as

[1:10:06] presented second thank you gentlemen

[1:10:17] additional initiative matter that was

[1:10:18] received after the agenda deadline uh it

[1:10:21] is from the state of Colorado Department

[1:10:25] contract uh it's amendment number two to

[1:10:28] the contract you actually saw this item

[1:10:31] during our last hearing uh that was the

[1:10:35] amendment one uh which changed the dates

[1:10:38] this is also changing uh the termination

[1:10:42] dates um to 10524 so it's just

[1:10:46] recognizing the later date however there

[1:10:49] was also um some other changes

[1:10:53] internally with how the ation of the

[1:10:57] funding was distributed between various

[1:11:00] parts for the health or between the

[1:11:02] nurses and director in spending um the

[1:11:06] bottom line is that there is no indirect

[1:11:09] change to the dollar amounts the

[1:11:11] original contract was $ 53,486

[1:11:17] 3,47 they just went through and wanted

[1:11:19] to get the best use of how that funding

[1:11:21] was being spent between the line almost

[1:11:23] like a rebalance so and the budget last

[1:11:26] two pages that were added for specifics

[1:11:29] for expenses but other than that no

[1:11:32] concerns this

[1:11:34] matter any questions gentl
