[8:15] number of these Restore New York grants

[8:17] and use them for projects like Mohawk

[8:19] Harbor the Redevelopment of the ALCO

[8:21] site right now the the wedgeway building

[8:24] at the corner State Erie where the city

[8:26] played such a pivotal role and tonight

[8:29] we're asking for your support as we move

[8:32] forward with an application to obtain a

[8:35] $1.5 million Restore New York Grant to

[8:38] help renovate a nearly 400,000 SQ foot

[8:42] building the former St cla's hospital

[8:44] it's really an ideal application for

[8:47] ReStore New York again Restore New York

[8:49] is about restoring major structures that

[8:53] are vacant and putting them back into

[8:56] productive use helping to revitalize the

[8:59] local economy you couldn't ask for a

[9:01] better example than MOA Harbor than

[9:03] wedgeway and now the former St Clair is

[9:06] building and we have a dream team of of

[9:08] developers uh Chris sparen whose family

[9:11] has been operating a major uh

[9:15] contracting company and development

[9:17] company in sky for more than a hundred

[9:18] years and Jeff bule who

[9:21] is really the the most prominent now of

[9:25] local developers with a tremendous track

[9:27] record in the capital region and Upstate

[9:29] New York have come together to form a

[9:32] partnership and have the hospital under

[9:34] contract Ellis is very supportive of

[9:37] this uh they no longer had a need for

[9:39] the facility the idea is to restore this

[9:42] get this grant funding put other

[9:44] resources together and rehabilitate this

[9:47] vacant hospital to something that is

[9:50] going to be very productive and uh

[9:52] helpful to skty and also for the first

[9:55] time since the hospital was built in

[9:57] 1949 put the building back back on the

[9:59] tax rols and generate tax revenue for

[10:02] the city the county and the school

[10:04] district so we're very excited to have

[10:06] the developers here tonight and uh we'd

[10:09] ask for your careful consideration of

[10:11] this uh proposal when it comes before

[10:13] you so that we can submit the

[10:15] application in December thank you thank

[10:20] you Jeff

[10:24] bule good evening uh speaking on behalf

[10:27] of my partner Chris span SKC native but

[10:30] piece of trivia I was actually born at

[10:32] St Clair so I also am a SKC native and

[10:35] now purchasing the hospital I was born

[10:37] and which is a very weird thing to do um

[10:40] very excited to be here tonight we have

[10:41] a great track record of projects in the

[10:43] city of SKC uh We've accomplished over

[10:45] five historic rehabs this will be the

[10:47] sixth uh this project is intended to

[10:50] invest about $50 million into that

[10:53] neighborhood um it will create uh if all

[10:56] things go well about 275 Apartments and

[10:59] some commercial space we would love to

[11:01] see a daycare there if anybody knows

[11:02] anybody looking for some daycare space

[11:05] um think it would be a great use for the

[11:07] neighborhood um this is a little outside

[11:09] of the norm for what we typically do

[11:11] usually the Investments we make are very

[11:13] heavily Urban uh this is obviously

[11:14] outside of a downtown and inside of a

[11:16] neighborhood and so uh I would like to

[11:19] repeat what Ray said I don't think you

[11:20] want this building going vacant for very

[11:22] long um we stand ready to move as

[11:25] quickly as possible should the funding

[11:26] be secured and uh think that it will be

[11:29] uh a very Dynamic investment

[11:33] um connecting two neighborhoods

[11:35] connecting different spaces I personally

[11:37] love it due to its proximity to

[11:39] sometimes this may be hard for you to

[11:41] believe it's hard to get disconnected

[11:43] from people who are across the river on

[11:44] the other side um but we think that this

[11:46] is a great little project to help bridge

[11:48] uh due its proximity to Route 7 and

[11:51] getting back and forth it'll be um a

[11:53] really great spot for people to commute

[11:54] to other places as well so uh we're

[11:56] excited to go if things go as planned

[12:54] the matter that deeply affects our

[12:56] community specifically the proposed char

[12:59] charges for Waste bag fees for our

[13:01] residents as we all know many of our

[13:03] residents are facing significant

[13:05] financial challenges a considerable

[13:08] portion of our community relies on

[13:10] assistance to make ends meet introducing

[13:13] a fee structure that charges residents

[13:15] for Waste bags could impose a additional

[13:18] burden on those who are already

[13:20] struggling while the proposed fee for

[13:23] $2.50 per bag may seem reasonable to

[13:26] some we must consider a broad Brad the

[13:29] broader implications of such a policy

[13:33] for many families every dollar counts

[13:35] and this fee could mean the difference

[13:37] between affording basic necessities or

[13:40] not I understand that the council the

[13:43] mayor and the commissioner have raised

[13:45] valid concerns regarding the so-called

[13:47] jackpots those larger items that require

[13:50] special attention during waste

[13:53] collection we all recognize that these

[13:55] items pose a challenge for our labor

[13:57] loaders who work tires ly to keep our

[14:00] city clean and safe however however

[14:04] rather though rather than opposing those

[14:06] fees that could further straining our

[14:08] residents I urge you to explore

[14:10] alternative solutions that address these

[14:13] concerns without penalizing those who

[14:15] are already vulnerable one suggestion

[14:17] that I put forth is some residents to

[14:20] travel to City Hall to purchase stickers

[14:23] for the pickup of these larger items

[14:26] while these may seem like

[14:27] straightforward solution

[14:29] we must acknowledge that many residents

[14:31] struggle with the cost associated with

[14:33] travel not to mention time and effort

[14:36] required to navigate City

[14:38] processes this approach could

[14:41] inadvertently create barriers for those

[14:44] who need assistance the most instead I

[14:47] propose that we consider implementing a

[14:49] service called municipay offered by Auto

[14:52] agent Data Solutions LLC or a similar

[14:56] service this platform allows res

[14:59] residents to select items that they need

[15:01] picked up and paid for the service

[15:02] online by adapting the

[15:05] system we can streamline the process for

[15:08] addressing jackpots while also

[15:10] generating revenue for the city the the

[15:13] solution not only simplifies the

[15:15] experience for residents but also

[15:17] ensures that we are not placing

[15:19] additional Financial burdens on those

[15:21] who are already facing hardships

[15:24] furthermore this proposal can work in

[15:27] tandem with the mayor's budget proposal

[15:28] osal for a dollar per week or $52 per

[15:32] year increase in waste collection fees

[15:35] for non-t tax exempt properties this

[15:37] modest increase in Revenue will help

[15:39] offset the rising cost associated with

[15:42] waste collection we support this

[15:44] increase and encourage the exploration

[15:46] of those other options to enhance

[15:48] revenues and reduce costs related to

[15:51] waste collection for the city in

[15:53] conclusion I urge the council to

[15:56] reconsider the proposed waste bag fees

[15:59] and explore more Equitable solutions

[16:01] that prior prioritize the well-being of

[16:04] our residents let's work together find a

[16:06] path forward that addresses these

[16:08] challenges of waste collection while

[16:10] ensuring that our community members are

[16:12] not left behind thank you for your time

[17:11] that would go and be responsible for

[17:15] deciding who's in violation or not and

[17:19] uh if is that person already on staff or

[17:22] is that going to be a new hire that

[17:24] would be a question um and is that

[17:28] nuisance officer U responsible then for

[17:31] collecting the fees and everything else

[17:34] that might be involved in violating the

[17:36] proposed garbage plan and the other I

[17:40] mean one thing I hope you do

[17:43] consider is that plastic bags I realize

[17:48] it might be easier to just run along and

[17:50] take you know a couple bags at a time

[17:52] and throw them in the dumpster however

[17:55] on the streets we have a a lot of

[17:57] squirrels and other their animals but

[17:59] they rip through the bags and if you go

[18:04] down the street on a day that the

[18:06] garbage is waiting to be picked up they many just get torn and then the

[18:10] garbage is on the street and that I

[18:13] would not expect the collectors to clean

[18:16] that up at all that I believe homeowners

[18:20] for what happens now but most of our

[18:22] stuff will be in the in

[18:25] cans and that was something else I had

[18:28] you would consider um a lot of it did

[18:32] say

[18:33] 5bs the one of the quotes of 5 pounds

[18:37] per day per person and I'm figuring a

[18:40] lot of households might be a four-person

[18:43] household which would be like 20 lb per

[18:46] person

[18:47] or 140 lb per week that

[18:51] one uh apartment dweller could put out

[18:55] parent two children and that's that's a

[18:58] lot of garbage being put out um and if

[19:02] it's in bags again I caution the real

[19:07] how bags can be split going from the

[19:10] regular garbage size that we have now

[19:13] probably a 30 gallon up to a 45 gallon

[19:16] even though a lot of 45 gallons are on

[19:19] Wheels but older people like me I will

[19:23] tell you navigating a 45 gallon

[19:26] container is difficult I I mean even

[19:29] though it is on Wheels and I would um

[19:32] ask that

[19:33] perhaps that be reconsidered to keep our

[19:37] I guess the 30 gallon if it weren't

[19:40] being considered what do all the

[19:43] homeowners do with all their 30 gallon

[19:46] trash cans that they have

[19:49] already and

[19:51] um um yeah that was big concern and I

[19:56] noticed in the article you prob Maybe

[19:58] the article didn't have it but um

[20:01] recycling wasn't mentioned nor were the

[20:04] leaf bags mentioned I know there's a

[20:07] short period for leaf bags but I I would

[20:11] hope that that would be continued along

[20:14] with the um the

[20:16] recycling and that those are my concerns

[21:04] 1918 they have worn furniture and

[21:07] appliances that they will need to

[21:08] dispose of but will do so

[21:11] reasonable from foral from former

[21:14] councilman Vincent riggy um who actually

[21:17] requested his email be read and in its

[21:21] entirety his email reads Madame

[21:24] President and council members I would

[21:26] like to express my opinion on the

[21:27] proposed change in the waste disposal

[21:29] for City residents by limiting the

[21:32] amount of waste a household can place at

[21:34] the curb will lead to more litter than

[21:37] we have right now leading to more demand

[21:40] and on the more demand and on the city's

[21:42] limited resources many households like

[21:45] ours of two do not generate

[21:47] much do not generate much waste so my

[21:50] question is can we Bank the gallons of

[21:52] waste that we do not produce

[21:55] weekly if this change is adopted and we

[21:58] are allowed 91 gallons per week I think

[22:00] it would be only fair for a household to

[22:02] bank the unused weekly gallons in case

[22:04] of a household cleanup a party or in

[22:06] case of

[22:07] bellw case of bellw this past week

[22:10] having four days added to our normal

[22:12] pickup pickup due to two holidays when

[22:15] the trash fee was adopted by the city

[22:16] council 20 years ago the premise was

[22:19] sold to the council by the

[22:21] administration proclaiming that the city

[22:22] will remove anything legal by city code

[22:24] placed at the curb now for 2025

[22:27] residents will be char charge with

[22:28] higher fees and if this code changes if

[22:32] this code change is adopted we will be

[22:33] limited to the amount that we can put at

[22:35] the curb along with charges for extra

[22:38] gallons along with white pick white

[22:40] goods pickup a true example of shrink

[22:42] flation paying more and getting

[22:45] less another eological fear is people

[22:48] being over the gallon limit while

[22:49] placing their trash or white goods in

[22:51] front of other residents homes creating

[22:53] a logistical nightmare I relas I realize

[22:56] that there are chronic abusers of the

[22:58] current system but why should the

[22:59] majority of Residential Properties be

[23:01] penalized Madame President and council

[23:04] members I respectfully asked this body

[23:06] to reject the proposed code change in

[23:07] its

[23:12] entirety written comment number four

[23:15] from Albert capid dozi an email stating

[23:18] that he is in favor of additional fees

[23:19] for waste disposal for residents with

[23:22] extraordinary amounts of trash garbage

[23:24] waste Etc he also stated that the

[23:27] calculation for a waste pickup were

[23:29] incorrect 7 to 13 gallon bags of trash

[23:33] does not amount to 145 G gallon

[23:36] container of trash he does not agree

[23:38] with the idea of placing trash bags at

[23:40] the curb rather than in receptacles

[23:42] since that could lead to trash being

[23:44] blown around through the neighborhood or

[23:46] scattered by

[23:47] scavengers written comment number five

[23:49] from Deborah Montana an email stating

[23:52] that many times they have observed their

[23:54] recycling being mixed in with trash she

[23:56] asks that with the increase in the fees

[23:59] that Improvement is practice for

[24:01] healthier for a healthier environment

[24:03] and care for the

[24:05] community from buan Raman an email

[24:08] expressing his frustration with with an

[24:10] increase in taxes and additional fees

[24:11] for garbage removal he questioned the

[24:13] feasibility of tracking and weighing the

[24:15] trash made alternative recommendations

[24:18] and cited that the negative ways this

[24:20] would impact the

[24:22] community final written comment from

[24:24] Luis Gundrum an email with questions

[24:27] about logistics about the trash proposal

[24:30] she asked that the council reconsider

[24:31] The Proposal since there are no

[24:33] Equitable way to enforce since there is

[24:35] no Equitable way to enforce it

[24:37] throughout all the neighborhoods in the

[29:04] voiced during our budget season last

[29:06] year uh was just due to not wanting to

[29:08] attribute any higher fees without us

[29:10] evaluating other means to increase

[29:12] Revenue which is what we've done through

[29:15] a number of different um priorities and

[29:17] initiatives led by Mr moodin which I'm

[29:20] excited have offset the potentially High

[29:23] higher increasing fees that we did not

[29:25] see attributed to the taxpayers here in

[29:28] um however with response to the upcoming

[29:31] proposal uh I I know that this is going

[29:34] to be a huge adjustment and undertaking

[29:36] for our city staff uh as these

[29:38] conversations continue I just ask for

[29:40] the members of the community to remain

[29:42] uh tuned in and continue to voice your

[29:44] concerns which have not fallen on deaf

[29:46] ears I can speak for myself I've taken

[29:48] an extensive amount of notes and part of

[29:50] our conversations as these conversations

[29:53] continue and um if they are rolled out

[29:57] um is having a reporting uh period where

[30:00] we are able to assess its impact on the

[30:02] community in whatever way that it is um

[30:05] presented uh so I just ask that the

[30:07] members of the community continue to

[30:09] provide us your feedback and opinions

[30:12] and uh I I say often uh give us Grace uh

[30:15] so I know although um the intent in

[30:18] which you roll out projects and

[30:19] initiatives matters uh I just ask for

[30:22] the community to allow us the

[30:23] opportunity to as Mr Anderson

[30:25] highlighted adjust to the increasing

[30:27] cost and race and waste removal thank

[30:30] you thank you any other members of the

[30:33] council

[30:35] mayor mam president I yield my time okay

[30:40] came out this evening for uh your

[30:42] comments and what you offered to our

[30:44] process and again I want to remind

[30:46] everyone that the comments that were

[30:48] sent in in writing are will be a part of

[30:50] our deliberation as we move forward and

[30:53] discuss the uh potential increase or

[30:56] doing something different in garage and

[30:58] making it more Equitable as well as

[31:00] making sure that we're keeping our city

[31:01] clean because that's our ultimate goal

[31:03] so again thank everyone for coming out
