[13:08] McCarthy city council uh first I kind
[13:10] want to thank you guys I know this arper
[13:12] process has been kind of daunting for
[13:14] everyone um really what I just want to
[13:16] address is you know at coko house we
[13:18] really just tried to do our best to
[13:20] abide by the process there was a lot of
[13:23] uh miscommunication in the very
[13:24] beginning so for the first five months
[13:26] we didn't utilize almost any of our
[13:27] funds because it was communicated that
[13:30] we couldn't without raising a large
[13:32] amount of money up front I became more
[13:34] involved in the process because our
[13:36] board president and CFO Robert um became
[13:39] very ill and he had to step down in June
[13:42] when I began meeting with the city of
[13:45] City uh um I believe it was Mitch grman
[13:48] and Denise Brooker what was explained to
[13:50] me was that we have the entirety of the
[13:52] three years to utiliz the entirety of
[13:54] the $500,000 the arpa so we scheduled it
[13:57] out as that the thing is from the very
[14:00] beginning um in the arbit contract it
[14:02] was allocated from my um salary to be
[14:05] increased to $70,000 which I opted to
[14:08] not take until we hired staff from the
[14:11] community first so for the entirety of
[14:13] the beginning of the contract until now
[14:15] I have opted to not be paid the amount
[14:18] that was allocated in the arpa because I
[14:19] wanted to make sure we took care of the
[14:21] community first it was recently just
[14:23] brought to my attention like literally
[14:26] within the last few days that uh arpa
[14:29] contract I guess it's supposed to end
[14:32] the allocation supposed to end on the
[14:34] 31st that's not what it was explained to
[14:36] us so we have hired staff as we spoke
[14:38] about we do have resumés to hire more
[14:41] staff continuously so I spoke with
[14:44] Alexandria earlier so I guess the the
[14:47] conversation is I would just like for
[14:48] somebody to really explain is it the
[14:51] full three years for the contract or is
[14:54] it a yearly contract because I've been
[14:56] given basically two different
[14:58] explanations now based on my
[15:00] conversation with Alexandria earlier um
[15:02] I did speak to my board and if the
[15:04] contract itself ends at a one-year
[15:07] glance on the 31st then me and my board
[15:09] have had the conversation about possibly
[15:11] allowing some money to go back into the
[15:13] pot if it's necessary but if the
[15:16] allocation is for the total three years
[15:18] then is that what's supposed to happen
[15:20] because there's been two totally
[15:21] different conversations with me so I
[15:24] thank you guys first off I I don't want
[15:26] to see like in any way like I'm trying
[15:28] to be uh not appreciative I appreciate
[15:31] the allocation and our ability we just
[15:32] hired a young man from the community 21y
[15:35] old who is being able to make a
[15:37] sustainable living wage for himself this
[15:39] is what we want to be able to do with
[15:41] the arpa but there's been a lot of
[15:42] confusion about the timeline and how
[15:45] we're able to use it either way myself
[15:47] and my board are committed to making a
[15:50] decision and working with the city as to
[15:52] what works best for everyone but I think
[15:54] we just have to have some very clear
[15:56] communication and dialogue and have some
[15:58] timelines some things spelled out for
[16:00] what's necessary thank you thank
[16:06] you I have no one else signed up to
[16:08] speak so I declare a public comment on

[17:59] to The Stance I took with um waste and
[18:03] and water and previous budgets I want to
[18:04] ensure that prior to us putting in place
[18:07] additional raises um monetarily I want
[18:10] to ensure that our operations reflect
[18:12] the best practices this is not a
[18:14] comination of anything that's happening
[18:16] within uh the code Department however um
[18:19] based on my seat uh I feel it is best
[18:21] appropriate to ensure that prior to us
[18:23] putting in place additional monetary
[18:25] fees uh that we again are evaluating
[18:28] other measures prior to doing
[18:30] that all right any further

[23:57] guys dealt with this you didn't deal
[24:00] with the the uh deal with the
[24:03] recommendations from the Committees that
[24:05] said did hard work on this in fact the
[24:07] first day if you go back and take a look
[24:09] at it was horse trading across the table
[24:11] everybody had their own proposals
[24:12] everybody was getting done and I believe
[24:14] KOCO house was one of them and it's kind
[24:16] of ironic that we're here tonight
[24:19] talking about Coco house again this
[24:22] thing has been all over the map uh went
[24:24] went to buildings and then changed and
[24:26] then it went to to uh to salaries uh and
[24:31] now we're talking about tonight where
[24:33] they're taking funds back from this
[24:35] thing um but that's not the only
[24:38] one but what the city residents have
[24:42] looked at is you guys burn through
[24:45] millions of dollars millions of dollars
[24:49] and yet tonight we're still arguing
[24:51] about stuff like this going back to the
[24:53] to the thing um it's
[24:56] been inconsistent
[24:59] many people that's been and I've set up
[25:01] here it's been corrupt because if you go
[25:04] back and take a look at all the funds
[25:06] that were talked about the first night
[25:08] uh many of these many of those things uh
[25:10] were put out again one of them was Coco
[25:14] house uh we still haven't found out
[25:16] what's going on with du that thing's all
[25:18] been all over the map as well these are
[25:20] millions of
[25:21] dollars so um the bottom line is that
[25:25] we're going to have to take a look at
[25:27] this when you guys ever get done with it
[25:29] um and uh we're going to have to go
[25:31] through these different proposals but uh
[25:34] as far as I'm concerned the city did not
[25:36] get the bang for the
[25:37] buck over over over arpa um and quite
[25:42] honestly you guys should be ashamed of
[25:44] yourselves because you guys could have
[25:46] done some major things in our city that
[25:49] could have helped our city become a
[25:52] better City better for the taxpayers
[25:54] better for the kids and uh so uh
[25:59] I'm going to
[26:00] reserve to say what I wanted to say
[26:03] about these other ones when you have
[26:04] your special council meeting but I just
[26:06] wanted to say that it's it's uh it's
[26:08] it's unfortunate that this Council
[26:11] didn't take advantage of what it could
[26:13] have happen and I do appreciate the golf
[26:16] golf course um because that's a money
[26:19] maker for the city and the pool the
[26:23] pools is something that the city should
[26:25] be very proud of because a lot of kids
[26:27] use it just went up there just to watch
[26:29] the kids and uh she' be very very proud
[26:31] of that pool so other than
[26:34] that uh missed the
[26:41] opportunity thank

[27:55] I also wanted to take a moment to as we
[27:57] welcome in this really cold weather um
[28:00] that as we bundle up and stay indoors
[28:02] there are a lot of uh there are a lot of
[28:05] occupations that do their work outside
[28:06] for the benefit of each of us um of
[28:08] those to name a few are ems workers um
[28:12] our utility service response teams and I
[28:14] had another one that escapes me but I
[28:16] just wanted to give all of them up and
[28:17] our city employees that are responding
[28:19] to removing snow removal and also still
[28:22] traing trash out on a daily basis I
[28:24] sincerely wanted to say thank you for
[28:25] all that you do on a day in day out
[28:27] basis it is has not missed on me that's
[28:29] it thank you Miss Patrick thank you um I
[28:34] want to wish everyone happy holidays
[28:36] this week it's been um a very
[28:38] challenging
[28:39] 2024 uh both uh really in our country
[28:43] and in the world uh lots of conflict I
[28:46] wish for everyone that 2025 that there's
[28:48] more peace in the world uh that there's
[28:50] a lot of joy in our own homes uh and
[28:53] locally um and I wish that everybody
[28:55] would have uh good holidays also want to
[28:58] say um it's pretty dark outside uh at
[29:02] night and I really would encourage
[29:04] people uh if you're out at night on
[29:06] bicycles or walking uh to please please
[29:09] wear some sort of reflective something
[29:12] uh so that folks see you as they're as
[29:14] they're driving down the streets I hope
[29:16] everybody stays safe over the next
[29:18] several days uh you know with driving
[29:20] and enjoying your celebrations uh and
[29:23] just again wish everyone happy
[29:26] holidays Mr Toro than thank you um i'
[29:30] just like to take a moment to express my
[29:31] gratitude to Mayor McCarthy um and draw
[29:34] attention to our new trash receptacles
[29:36] throughout the city um they're all over
[29:39] um Erie Boulevard State Street um and
[29:43] they're attractive Compact and they're
[29:45] being used frequently uh when I walk my
[29:48] dog I I I do use them frequently by the
[29:50] pedestrians in our neighborhoods uh
[29:52] which contributes uh which our goal was
[29:55] for a cleaner and more welcoming streets
[29:57] um the initiative does trace back to it
[30:00] starts with me litter campaign a project

[31:07] is a year um we have to be thankful
[31:11] especially on the city council I want to
[31:13] thank my colleagues for us working
[31:15] together despite the fact that sometimes
[31:17] we don't see eye to eye which is a good
[31:19] thing so that we express our opinion we
[31:22] respect each others which is a wonderful
[31:24] thing that we carry this entire year and
[31:26] I'm so proud of what we're doing and I
[31:28] wish that we all continue to do the same
[31:31] into next year and Beyond so once again
[31:34] happy holidays to everyone and please go

[31:46] as concluding my first year as a city
[31:48] councilman and it's been an honor for me
[31:50] for this year and thank the mayor the
[31:52] council council president um all that
[31:55] served the city city workers for all the
[31:57] hard work they do I've um from my first
[31:59] year here I've really gotten to see the
[32:01] the dedication and hard work from the
[32:03] city staff and the leadership of the
[32:05] city has been fairly impressive for me
[32:08] I'm just want to wish all the residents
[32:09] a happy and safe holiday season to take
[32:12] this time to reflect with your family
[32:14] and loved ones um take those areas that
[32:18] didn't go so well and and put those in
[32:20] the past and move forward next year with
[32:22] a with a new future for all of us I look
[32:24] forward to continuing my work here with
[32:26] the city and want to thank everyone um
[32:29] for everything you all

[33:02] enjoy your family friends the good
[33:05] things that we have going on in the
[33:07] community uh we're truly fortunate
[33:10] because of
[33:12] that the same time we've gotten a couple
[33:15] little snowstorms we may get a little
[33:17] bit of snow tonight it's going to be on
[33:19] the low end but I encourage people uh
[33:21] one shovel on each side of a fire
[33:23] hydrant if we uh get a little bit more
[33:26] snow to keep it clear in the unlikely
[33:29] event the fire department has to access
[33:31] it it's uh ready
[33:33] enabl and with the temperatures dropping
[33:37] to below zero and there is not much snow
[33:42] cover the frost will go in the ground
[33:44] and people should be cognizant of uh
[33:48] their pipes uh freezing up and if you
[33:51] have a pipe that's on an outside wall or
[33:54] a fixture uh just leaving it on a little
[33:57] so that it will drip will keep it going
[33:59] and keep it uh from freezing so some of
[34:02] those small precautions can save you big
[34:04] expense and a lot of headache if you
[34:07] have to go through an unfortunate
[34:09] situation with burst pipe but thank you
[34:11] Madame President thank you mayor uh
[34:14] first of all I'd like to thank everyone
[34:15] that came out this evening to speak um
[34:17] on whatever City business I appreciate
[34:20] your input and
[34:22] um you know providing information that
[34:24] maybe we had not heard had before um I
[34:27] I'm sorry the gentleman left but I did
[34:29] want to speak to his uh comments
[34:31] regarding arpa however what I'm going to
[34:33] do is just put together a full report on
[34:35] how the arpa money was spent and um so
[34:38] for people to say things like corrupt
[34:40] and we were you know helping our friends
[34:41] Etc um none of which is true so uh
[34:46] Community organizations that do good
[34:48] work deserve to be funded so I will take
[34:51] it upon myself to uh with getting the
[34:53] information from finance and just
[34:54] putting together a report and showing
[34:56] how actually that money was spent within
[34:58] the city as well as a matter of fact the
[35:00] majority of it actually was SP with
[35:02] spent within the city and not on the
[35:03] community projects but people want to
[35:05] put on the face of it so it looks a
[35:07] certain way which is not true but the
[35:10] numbers will speak for themselves so
[35:12] that's what will
[35:13] happen so as we're ending this year on a
[35:18] still one more meeting note just by the
[35:20] way we have we're going to have that
[35:21] special meeting so but um as we have
[35:23] this actual public meeting um with the
[35:26] city council here I just want to thank
[35:27] everyone first of all for all your work
[35:29] all year long for your considerations on
[35:31] the legislation that has come before you
[35:34] um for giving it for those of you who
[35:36] really gave it thought um a thought
[35:38] thoughtful process as we moved forward
[35:41] and I'm looking forward to us to for the
[35:43] next year as we move forward and to um
[35:46] again pass some meaningful legislation
[35:48] arpa did take a lot of our time because
[35:50] it was money that we first of all did
[35:52] expect and secondly had to be expended
[35:54] within a certain time frame so I know
[35:56] there's much more work to be done done
[35:58] and that I believe that this council is
[36:00] up to doing it so I look forward to that
[36:02] I'd like to wish a very merry Christmas
[36:05] happy K Quanza happy Hanukkah or
[36:07] whatever celebration that individuals um
[36:10] celebrate to the council members to the
[36:12] uh our um to the city staff and to our
[36:15] residents at large thank you very much
