[3:26] We have now come down to public input.
[3:29] But before we start public input,
[3:32] I would like to read a little letter that
[3:37] is going to be an announcement from the mayor to everyone
[3:45] here in this room and to people at home watching this.
[3:50] But after I'm done, I still want to say
[3:52] a few things and then anyone wishing
[3:55] to have their voice be heard.
[3:56] Please come to the podium, make sure the mic is on,
[3:59] state your name and remember we have five minutes.
[4:03] So without further ado, let's start this.
[4:11] So this is for immediate release.
[4:14] Mayor announces Excuse me.
[4:16] Mayor announces the final closing
[4:18] and purchase of property.
[4:20] Today marks a significant milestone for the city of Pekin
[4:24] as we officially announce the final closing and successful
[4:29] purchase of property.
[4:31] This acquisition represents not only the culmination of months
[4:38] of collaboration, negotiation and due diligence,
[4:43] but it also is a bold move, bold step forward.
[4:51] In our continuing effort to invest
[4:53] in the future of our city.
[4:55] The property, long considered a strategic and high
[5:00] potential site, will now be brought under the ownership
[5:05] of the city of Pekin.
[5:07] Opening doors for development, revitalization
[5:11] and long term economic benefit for our community.
[5:16] We are excited about the possibilities
[5:18] this site presents, and are committed to ensuring
[5:23] it is utilized in a way that reflects
[5:27] our shared vision for growth, innovation, and quality of life.
[5:33] I want to thank our city council,
[5:36] legal and administrative teams and community
[5:39] partners who have brought this complex process to a close.
[5:45] Your dedication and foresight are deeply appreciated.
[5:50] In the coming months, we will begin
[5:53] in engaging with stakeholders and residents
[5:58] to provide excuse me to explore the best
[6:01] path forward for this property.
[6:03] As always, we remain committed to transparency, responsible
[6:09] planning and developing results that
[6:13] benefit the citizens of Pekin for generations to come.
[6:17] This is a proud moment for our city
[6:20] and just the beginning of something great.
[6:23] Sincerely, Mary J. Burress, Mayor of the city of Pekin.
[6:28] I have given a copy of this to our reporter.
[6:30] I have a few more copies if anybody would like to have one.
[6:34] But there's a few more things I'd like to say.
[6:37] And that is we worked.
[6:42] All of us here in this room have worked very hard to push
[6:44] this project forward.
[6:46] In 1966, it was the start of the veterans road.
[6:51] The talks started then.
[6:54] There was a lot of elevator grain elevators
[6:57] at the foot of court street by the river,
[7:00] and the grain trucks went straight out, court street out,
[7:04] route 9 all day long.
[7:07] So with the work of the people that were on council, then
[7:11] the mayors IDOT, they came up with the plan
[7:15] of moving of moving traffic as the ring road veterans South.
[7:22] Once that was developed, then in I believe it was around 2008.
[7:30] I have seen some but not all of the plans.
[7:36] There was money supposedly given to the city of Pekin
[7:39] to redo court street.
[7:41] I don't know if it ever was done at that time, but then in 13.
[7:50] The rest of veterans was developed
[7:52] and that was from court street on to Sheridan road.
[7:57] That was in part of once again dedicated, hard working people
[8:03] to move the city forward.
[8:06] This will be the final phase of veterans road
[8:09] to be connected to 474.
[8:13] This is a dream.
[8:14] This is a big dream.
[8:15] This is a bold step for the city of Pekin.
[8:19] It takes courage to move things like this forward.
[8:24] But when you have a vision and you want your city to succeed,
[8:28] these are the steps you take.
[8:31] I'm going to give you a couple of examples that steps were
[8:34] taken and steps that were not taken in the late 60s, I believe
[8:40] mid to late 60s as well.
[8:43] ICC wanted to come downtown Pekin and at the time,
[8:47] the board and the council or excuse me,
[8:49] the council and the mayor stated that they did not want
[8:54] and I. I'm sorry, I'm stating what they said.
[8:57] Those long haired hippie people in our town.
[9:00] Well, ladies and gentlemen, look at ICC today.
[9:03] East Peoria ICC is flourishing.
[9:08] We should have taken that bold step, in my opinion.
[9:12] Then in 1994.
[9:15] Another example I'm going to give you is the mayor
[9:18] at the time was Larry Holmgren.
[9:23] He was the tie vote to bring the federal prison to down to town
[9:27] Excuse me.
[9:28] He was criticized dearly.
[9:31] That federal prison has brought 277 jobs.
[9:36] Their payroll budget in 2014 was $24.4 million.
[9:43] It was stated at the time that we don't
[9:45] want those kind of people in our town to rape
[9:51] and kill some of our people.
[9:53] That hasn't happened.
[9:55] They have had good federal jobs.
[10:00] Good careers come out of that choice.
[10:04] It was the right choice for the city of Pekin.
[10:06] I believe the mayor took a bold step,
[10:09] and he thought it would move our city forward.
[10:11] That is what I am doing as your mayor today.
[10:14] I am taking this bold step with council,
[10:18] with staff to move this city forward.
[10:21] So thank you very much for listening to me.
[10:25] I hope that the naysayers will help us move, change their mind,
[10:34] help us move the city forward.
[10:36] See the good in it.
[10:38] And make our city prosper and grow.
[10:44] So once again, I wanted to say this
[10:45] before public input in case someone
[10:47] would like to say something about it.
[10:50] Because just like this letter stated,
[10:53] transparency and responsibility are
[10:56] our number one thing that we want to accomplish
[10:59] here in the city of Pekin.
[11:01] So thank you very much for your time.
[11:04] Anybody wishing to have their voice
[11:05] be heard, please come to the podium and make sure it is on.
[11:18] Matthew Johnson.
[11:20] Good evening.
[11:21] Good evening.
[11:23] Just a couple things for tonight.
[11:27] I got a phone call Thursday morning from a lady I've
[11:30] never met before in my life.
[11:32] She lives in Sunset hills, bought a home there around 2016,
[11:36] and she's kind of at the end of her rope.
[11:39] In regards to what to do with some city owned property.
[11:43] She lives over in on Flanders drive, which
[11:47] is it's on the back end of Sunset hills,
[11:50] and it's got its laundry list of not problems, but
[11:55] storied history, if you will.
[11:57] It originally it was kind of a cut
[11:58] through road to get to veterans while that was being expanded.
[12:02] And now there's really just five homes there.
[12:05] They can't cut through there anymore
[12:07] because there's homes now on the back side facing veterans.
[12:11] But, she's kind of tired of spending her own money to try
[12:16] and beautify that property.
[12:19] If you go to the end of the road, there's about another 20,
[12:22] maybe 30 feet of road or non-existent road
[12:26] that goes into the tree line there.
[12:30] And there used to be a tree.
[12:32] The tree was cut down.
[12:33] It's basically been mandated for forever.
[12:37] And I think it's time that we just bite the bullet
[12:41] and use some community development block grant money.
[12:44] I thought I told her I'd bring it up because it closes.
[12:48] Public input closes for that on Thursday.
[12:52] So I think that's important.
[12:53] Just get in there, grind out all those two stumps,
[12:58] kill all the vegetation, lay rock down, and then
[13:03] actually remove those two concrete barriers
[13:06] and put up an actual guardrail.
[13:09] I think that's important because she really shouldn't be using
[13:12] her own money to try and solve the problem that she
[13:15] didn't create or ask for.
[13:17] This isn't really an easement situation where we have just
[13:21] grass between the sidewalk and the road and you just mow it
[13:24] and you walk, walk away.
[13:26] But this is a much bigger situation
[13:28] that I think needs addressed.
[13:32] I wanted to bring that up.
[13:33] I want to speak about agenda item 8.7.
[13:36] I see we're buying a new vehicle.
[13:39] We seem to do that a lot.
[13:42] But this ordinance is a little different than the ones
[13:44] in the past.
[13:45] And there's a phrase in here that speaks volumes.
[13:49] It says that the old vehicle was damaged beyond repair
[13:53] in an accident last year while the street
[13:56] department was conducting road maintenance on Veterans drive.
[14:00] The key word there is accident.
[14:03] With an accident comes a police report.
[14:06] With a police report comes insurance claims.
[14:08] But I'm not seeing anything like that in the ordinance at all.
[14:11] It just says that got four quotes.
[14:15] You're going to pick quote D, which is
[14:17] 43,000 and some change 27 K's coming
[14:21] from the street department.
[14:23] 16 K's coming from the sewer.
[14:26] But there's no talk about insurance.
[14:29] So is there an insurance claim I think
[14:31] it would be important to ask that question before you vote
[14:34] on this, because if there is an insurance claim,
[14:38] then maybe we should probably get some kind of cost recoveries
[14:42] for that.
[14:44] And then one last thing, if I may.
[14:47] I know last time it was brought up
[14:49] and I'll just bring it up again.
[14:51] The hotel motel six.
[14:53] Are we still on track to get that torn down.
[14:55] Last time we heard, it was in litigation.
[14:59] It'd be really nice.
[15:00] I mean, that's an eyesore.
[15:03] Every time you drive by it, it'd be nice to get
[15:06] that demoed by January 2026.
[15:13] OK thank you.
[15:15] I did see our city manager and our public works director taking
[15:18] quite a few notes, so I'm sure.
[15:20] Would you like to say something or.
[15:21] Oh our attorney.
[15:23] Sure Mr. vicelli?
[15:25] Sure I'm sorry, Madam Mayor, can you hear me.
[15:29] Yes, I can.
[15:29] Thank you.
[15:30] Chair city council, thank you so much for having us here tonight.
[15:34] Yes the matter of the Motel 6 was up on Friday afternoon,
[15:42] and we successfully argued a motion
[15:45] to prosecute the foreclosure and what would likely turn
[15:50] into demolition of the matter.
[15:52] Thank you.
[15:52] It came over the defendant's objection,
[15:55] and I stressed to the judge, who's a very good judge
[15:58] over in the courthouse kitty corner from here,
[16:02] that this is a risk to the health, safety,
[16:06] and welfare of the community.
[16:08] And while the judge did listen to opposing counsel's arguments
[16:14] because they are the landowners.
[16:15] And we do have a right to use our property the way
[16:18] that we believe that we should.
[16:21] We made a compelling argument, backed by evidence,
[16:24] that staff was great to support me with, that this
[16:26] needed to be taken care of.
[16:28] So he did object to that.
[16:29] He said that the judge was overreaching,
[16:32] but we were successful.
[16:33] We are filing an amended complaint
[16:36] to expedite this matter and to obtain more costs and expenses.
[16:41] We also put on the record that they
[16:43] need to keep it safe at all times,
[16:45] that the fencing needs to be there at all times,
[16:49] and the responsibility is theirs for the maintenance
[16:53] of the property and so much that no resident or guest of the city
[16:58] hurts themselves on their property.
[17:01] So it is we are making progress.
[17:04] The legal system is slow.
[17:05] They tried to slow it down further
[17:07] and we basically just beat them at in court.
[17:11] Very good.
[17:11] Thank you so much.
[17:15] I'm sure his other two questions will be addressed as well.
[17:20] Maybe not this evening, but yes.
[17:21] Thank you so much.
[17:24] Any other.
[17:31] My name is Elaine Ritchie.
[17:34] Can you hear me.
[17:36] Yes now that we have this thing out of the way for everybody,
[17:47] what are we going to do about Derby street.
[17:49] I travel Derby street a lot because my sister lives on it.
[17:52] And every week I really feel that.
[17:57] I mean, Derby street to me is very important.
[18:02] It's a main drag.
[18:04] And I worked at City Hall when all of this, the prison
[18:10] and the gambling joints and all of this was coming through,
[18:14] I was right there in the midst of it all.
[18:18] So I heard a lot as a janitor.
[18:21] Janitors hear a lot.
[18:24] So we know how people vote towards all of this.
[18:28] So my biggest thing is now that we are extending this,
[18:35] are we going to after it's all done and the taxpayers of Pekin
[18:40] pay for all this new roadway to extend to 474,
[18:45] what are we going to do.
[18:46] Turn it over to the state again and trade it for.
[18:49] Because that's what we've done.
[18:50] We traded it for court street, and court street was a mess
[18:54] because court street was owned by the state,
[18:57] and we traded of veterans that we paid for as taxpayers
[19:02] for court street.
[19:03] That was a mess.
[19:05] So what are we going to do.
[19:06] Are we going to trade that to the state
[19:08] because it's a new highway.
[19:10] For what.
[19:11] What is the state going to pay for.
[19:13] For us, I guess as a taxpayer, I'm worried about that
[19:18] because that's not a fair deal.
[19:20] It's not a fair deal at all.
[19:22] We got streets here that needs repaired.
[19:24] And I think that's where I'm standing because as a retired
[19:30] city employee, I seen a lot.
[19:33] I know a lot.
[19:35] I know how the federal prison was voted in.
[19:37] I know how the.
[19:40] They tried to bring in the gambling Casino
[19:42] and it was voted down.
[19:44] I know all of that.
[19:46] I mean, I could write a book of my years of the city,
[19:49] and I had great years with me too.
[19:52] I had wonderful years with the city.
[19:55] I had a husband that was sick that needed a heart transplant.
[19:59] The city came forward and helped that happen for my husband.
[20:04] And I love this city, but I'm just wondering,
[20:09] are we going to forfeit the rest of veterans
[20:14] after the taxpayers pay all of this
[20:16] and our roads look like crap, and we're going
[20:19] to turn it over to the state.
[20:21] Oh, well, we'll fix this.
[20:22] We'll look at court street.
[20:23] It's still not done.
[20:26] Still not done.
[20:29] I guess that's where I'm at right now with all of this.
[20:33] I'm happy that you all are happy that we're extending,
[20:37] but I'm worried about our roads here in town,
[20:39] that we travel every day, that bus drivers travel, people
[20:45] travel, go back and forth to work, to the grocery store,
[20:48] to the doctors.
[20:49] Our streets need fixed.
[20:52] When do they fit in.
[20:55] I think that's my biggest thing right here.
[20:58] It kind of is disappointing.
[21:02] Thank you.
[21:04] Well, Elaine, I do want to tell you that I hear from so many
[21:07] people on what we are doing on court street,
[21:10] and they cannot believe how far it has come in just a short time
[21:14] that we've been working on it.
[21:16] And when I've got people from Morton coming
[21:19] over here saying how wonderful it is,
[21:22] I'm pretty doggone proud of it.
[21:24] Do we have a long way to go.
[21:25] Absolutely is Derby street forgotten.
[21:28] No I go there every week because I have a favorite gas station I
[21:31] go to over there, and I don't know why,
[21:34] but I keep going back there because I
[21:35] used to live on South fifth.
[21:38] I understand.
[21:41] I mean, it's not right.
[21:44] I got a new car.
[21:45] Yeah, I understand, and I don't want to take
[21:47] up anybody else's more time.
[21:49] But we are not forgetting about Derby.
[21:52] I believe they were actually talking on grant money.
[21:55] Correct am I right.
[21:56] Yeah so we are not forgetting about it.
[21:59] Anyone else from the public, please.
[22:06] Seeing none.
[22:07] Public input is now closed.
[22:13] We have now come down to item 6, which is the consent agenda.
[22:17] Chair would entertain a motion, please.
[22:19] Madam Mayor, I move that the consent
[22:21] agenda be approved as follows.
[22:23] 6.1 financial reports June of 2025 accounts
[22:28] payable paid proof list through July 18, 2025.

[24:15] Resolution number 322 5 26, approving a memorandum
[24:20] of understanding regarding bereavement leave
[24:23] between the city of Pekin and the Teamsters,
[24:25] chauffeurs and helpers.
[24:26] Local Union Number 627 street department resolution number 323
[24:31] dash 2526 approved approving a forbearance agreement with Randy
[24:37] and Eleanor Vogel regarding a community development block
[24:40] grant loan, receiving file quotes for the purchase
[24:44] of a new 3/4 ton pickup truck.
[24:47] Second Whew.
[24:48] That was a mouthful, Mayor.
[24:50] Just a point of clarification.
[24:52] I think it was item 6.5.
[24:55] I think councilman Abel said 1307, just for the record.
[25:00] And it's 12:07 South Third Street.
[25:02] Demolition bid responses.
[25:04] Sorry thank you.
[25:05] I appreciate that.
[25:08] Madam Mayor.
[25:09] Motion made.
[25:09] Pardon me.
[25:10] On that note, I believe there was a verbal typo.
[25:14] It's 203 hergot, not 2003 herget.
[25:18] Oh three.
[25:19] Herget correct.
[25:20] I believe Mr. Abel said 2003.
[25:21] Just a.
[25:22] I'm sure it's Mr. MS Ellie's fault somehow.
[25:25] Yeah here it says 203 all right.
[25:30] Thank you very much.
[25:31] All right.
[25:31] I have a motion made by Mr. Abel and second by MS hohimer.
[25:35] Any questions, comments, or concerns
[25:37] on that long consent agenda.
[25:40] Thank you Mr. yes, indeed.
[25:42] We have been busy.
[25:47] Hearing none.
[25:48] Seeing none.
[25:49] Council take your vote, please.
[25:58] Motion passes 6 minus 0.
[26:04] Chair will now entertain a motion for item 7,
[26:07] which is unfinished business.
[26:09] And before we get it started, I don't
[26:11] know if you want to say something
[26:12] or if you'd like for me to.
[26:13] I'd like to.
[26:14] All right.
[26:15] I Phillips.
[26:17] Thank you.
[26:17] Mayor I need to recuse myself from this issue at this point.
[26:23] And the proper procedure when somebody has a conflict
[26:28] of interest is actually not only to say they're not voting on it,
[26:32] but it's also to leave so that people feel free to discuss it.
[26:36] That is 100% right.
[26:38] And therefore, during this discussion,
[26:42] I'm going to recuse myself, leave the building,
[26:45] going to go outside.
[26:46] I'm going to have a cigarette and play on my phone.
[26:50] When you want me back, if someone would like to text me,
[26:54] I will be happy to come back in.
[26:56] And I would also like to say that I have not
[26:59] read this ordinance proposal, and I have not spoken to anybody
[27:03] about this draft of it.
[27:04] Thank you, MS Phillips.
[27:05] Thank you.
[27:11] I'm going to drink to.
[27:16] Let's at least wait till she gets out the door here.
[27:28] Chair will now entertain a motion for 7.1, please.
[27:33] Madam Mayor, I move the ordinance number 4324 2526
[27:39] amending Pekin city code.
[27:41] Chapter 5, Article 6.
[27:43] Division Ii, subdivision three.
[27:45] Litter containers be approved.
[27:48] Second Motion made by MS hohimer and second
[27:52] by Mr. Abel Mr. Darcy.
[27:55] Thank you.
[27:56] Mayor as council recalls, this matter
[27:59] was tabled to today's date.
[28:01] Just a point of clarification.
[28:05] I think, Councilman Fletcher, for reining it in
[28:07] because I think staff was looking at this a little bit
[28:11] more, probably complicating it because we started looking
[28:14] at the maps and looking at photos of different areas
[28:17] within the city.
[28:18] But before council, there's been a couple modifications to this.
[28:24] We did find where there was a comment
[28:28] or the part about the cans have to be removed within 12 hours.
[28:33] Initially, I believe it said actually
[28:35] it refers to another ordinance that gives within 24 hours.
[28:39] So we did correct that so that we didn't have to go
[28:42] change multiple ordinance.
[28:44] But we do feel that we have been able to put this so that it
[28:48] applies for everybody with what the spirit and the intent was,
[28:52] because there are so many variations of this.
[28:56] And Nick introduced me to conforming
[28:58] and non-conforming, which is what really complicated
[29:01] this, at least for me.
[29:03] And we started looking at a lot of different things.
[29:05] But I do think ultimately, Chief Rainey, Nick and myself, we
[29:10] were able to come up with what we feel
[29:13] is fair and reasonable and applicable to what
[29:16] the issues at hand are, and would address
[29:18] the immediate issues before us.
[29:21] And Chief Raney, if you or Nick have anything further
[29:25] you want to present on this, by all means, counsel,
[29:29] do you have questions for chief Raney or Nick mcquigg?
[29:34] Their house was built in the 50s.
[29:35] So if you know houses built in the 50s, a single stall garage,
[29:39] you can barely get a new car in there today,
[29:41] the way they're built. This couple has to pull their car
[29:45] outside the garage, bring their trash container from the back
[29:49] porch out to the curb, pull their car back in, do the same
[29:54] thing every time the garbage comes,
[29:57] and they will still do that because they
[29:59] don't like it sitting out.
[30:00] But in inclement weather or stuff like that,
[30:04] this ordinance will help them.
[30:06] They can sit against their garage
[30:08] until the weather gets favorable.
[30:11] And like I said, I appreciate you guys getting this done.
[30:13] I think it's a great thing.
[30:15] Thank you.
[30:15] Thank you, Mr. netter.
[30:18] Oh, I'm sorry, I thought you did have something.
[30:20] Any other council.
[30:27] Seeing? none.
[30:27] Council take your vote, please.
[30:37] Motion passes 5 and 0 with one abstain or recuse Excuse me.
[30:44] She recused Mr. Darcy, I'm going to ask that you please text
[30:52] MS Phillips and tell her that.
[30:54] Or would you like to.
[30:55] All right.
[30:55] Thank you.
[30:56] Officer I still tell the cops what to do Oh, Lord have mercy.
[31:05] Oh, goodness.
[31:11] He laughed.
[31:34] She's probably not ready to come back in.
[31:49] Thank you, everyone, for being patient with us.
[31:55] Thank you.
[32:03] You shut this off.
[32:06] Yeah I didn't mean to leave it on.
[32:08] Oh, that's all right.
[32:09] We have now come down to New business.
[32:12] So Chair would entertain a motion for 8.1, please.
[32:15] Madam Mayor, I move that resolution number 3, 24, 25, 26.
[32:21] Directing staff to bring forth tax increment financing
[32:25] TIF agreements to award for the TIF
[32:28] building improvement program.
[32:34] Second Motion made by MS hochheimer
[32:39] and second by MS Mr. Abele Mr. Darcy.
[32:44] Thank you.
[32:45] Mayor I'm going to have Mr. ray.
[32:47] Go ahead and read this one off to you.
[32:50] Thank you, Mr. ray.
[32:52] Thank you.
[32:52] Mayor city council's prior meeting on May 27,
[32:56] you all approved a resolution adopting a set of economic
[33:01] development program funding, which set a $100,000 program
[33:05] budget for this year's commercial
[33:06] building improvement program.
[33:08] So up to $100,000 of awards.
[33:10] No individual award could exceed $50,000 or 50% of the eligible
[33:16] project expenses.
[33:17] We published notice of the program on the city website
[33:21] and on social media.
[33:22] We also notified different business organizations
[33:25] and several individuals that we knew
[33:27] were interested in the program.
[33:28] Applications were opened for approximately 30 days
[33:31] through the month of June until July 7,
[33:33] and we received six applications.
[33:36] Staff initially scored each of the projects
[33:38] based on the criteria that were published in the program,
[33:41] including the applicant's history and capacity
[33:44] to adhere to a grant program.
[33:46] How well the improvements addressed
[33:49] issues with the property.
[33:51] And several other criteria.
[33:54] The economic development advisory committee
[33:56] reviewed those applications and the scoring from staff
[33:59] and made adjustments as a committee.
[34:01] The score sheet and the packet reflects
[34:03] that committee activity and their recommendation
[34:06] for awards this year.
[34:09] I did want to note that after the committee's recommendation,
[34:14] the Pekin Moose lodge did decline to move forward.
[34:17] So this resolution, as written, only reflects five projects as
[34:20] recommended by the committee.
[34:22] One other note TCRC reached out after the committee's review
[34:26] and they wanted to modify their application.
[34:28] Originally, they submitted it to a parking lot project.
[34:31] They instead want to do improvements to their building.
[34:34] They think they have some issues with one
[34:35] of the walls of their building, so
[34:37] they would rather address that.
[34:39] And I think the EDAC would be perfectly fine with that
[34:42] without having to go through a review process again.
[34:44] They prefer building improvements
[34:46] over parking lot improvements.
[34:49] Also say the committee didn't feel any project was
[34:52] impactful enough to receive the maximum grant amount,
[34:54] so they wanted staff to republish the program.
[34:57] With the remaining funding, there would be approximately 60
[35:00] or there would be $60,000 available if the resolution
[35:03] is approved, as is tonight.
[35:05] We could also roll that into one of the other types
[35:07] of programs that was approved, such as the return
[35:09] on investment program.
[35:12] Ultimately, EDAC recommends approval of this resolution,
[35:15] directing staff to prepare TIF agreements for each
[35:18] of the five applications.
[35:21] So the three projects being awarded $10,000,
[35:24] two projects being awarded 5,000,
[35:28] and then it would be good if council would also give staff
[35:31] feedback on what you want to do with the rest of the money
[35:33] this year, and you've got several options
[35:35] I included in the packet.
[35:37] OK, council floor is open Mr. Chair,
[35:43] I move to amend resolution three 2425 26 to remove
[35:48] the project from section 2.
[35:52] So motion was made to remove tatoes.
[36:00] Oh I'm sorry.
[36:02] Who was it.
[36:03] Seconded by Mr. Fletcher.
[36:07] I would like.
[36:09] I would like to amend resolution number 324 dash 2526.
[36:16] Pulling Sangar steakhouse for a separate vote.
[36:20] Madam Mayor.
[36:21] I'm sorry, Madam council member.
[36:22] Madam Mayor.
[36:25] Yes do you want to see if there's a combined motion,
[36:28] or do we deal with one motion and go from there.
[36:31] Yeah let's see if there is a combined.
[36:33] So then you would need to see if there's
[36:35] consent to go forward on from the movement and go from there.
[36:40] There was a motion made in a second.
[36:42] Yeah and so normally you would then vote on it.
[36:44] That doesn't mean you can't make a motion.
[36:46] The easier process is to probably do them separate.
[36:49] But if there is a consent to go through that
[36:51] need to move it to say we'll adopt the friendly Amendment
[36:55] to the Amendment.
[36:58] Its normal practices.
[37:00] You do the second motion to go on from there,
[37:03] and you still have a right to make that motion.
[37:05] Absolutely it supersedes the substantive motion pursuant
[37:08] to the Robert's Rules of Order.
[37:10] But you need the movement to accept
[37:13] your friendly Amendment without objection to the other parties.
[37:16] But the traditional way is you do
[37:19] Amendment, Amendment Amendment.
[37:21] Well, then we can do Amendment after Amendment one at a time,
[37:23] one at a time, whatever you feel is right.
[37:25] Yeah I'm sorry.
[37:26] I don't mean to be.
[37:27] And I don't mean to overcomplicate.
[37:28] No that's fine.
[37:29] Yeah, that's.
[37:30] So if we have one Amendment on the floor and a second.
[37:34] Yes she wants to make another one.
[37:36] Do we do it now or wait till this one's voted on.
[37:38] We vote on the one that's on the floor.
[37:40] Perfect and then council member hohimer
[37:44] will then have her opportunity to make
[37:46] her Amendment based upon whether the Amendment passes or fails.
[37:49] OK, sorry about that.
[37:50] That's all right.
[37:51] Remember, we just need to do it properly.
[37:54] We don't do any of advice from me, I apologize.
[37:57] No worries.
[37:58] If I may, in my legal opinion as a CPA,
[38:04] that Mr. Vasiliy is correct that you don't do the motions
[38:09] on top of each other.
[38:10] But I am interested in what you were going
[38:13] to move because it could impact how we discuss
[38:17] the motion that's on the table.
[38:19] OK thank you.
[38:22] So parliamentary procedure would have us vote on correct council
[38:28] members, seconded by Council Member
[38:30] Fletcher's motion to amend to extract one of the applicants.
[38:34] Would that be but no discussion.
[38:36] We can discuss that.
[38:37] Does anybody we can discuss an Amendment.
[38:39] We only would discuss the Amendment to change it.
[38:42] So it's a limited discussion.
[38:43] All right.
[38:47] I'd like to know why you're proposing we change it.
[38:52] Do you want.
[38:54] So in the TIF.
[38:57] I've said before, when I look at each one of these TIF awards,
[39:01] I like to make sure that it benefits
[39:03] the citizens of Pekin and the business owner,
[39:08] but more so the citizens.
[39:10] And on the application that he turned in, he stated that
[39:15] he's going to remodel the floor area
[39:18] inside and that would bring in $100,000 more in donut sales.
[39:25] So I'm not sure that that's correct.
[39:30] I'd rather see the money spent on something
[39:33] else that would either draw.
[39:35] Now, if that would have been something like he
[39:37] wanted to put a drive-through in.
[39:39] Yeah, you would probably increase your sales.
[39:41] Or if you're going to put on an extra employee
[39:43] and put a van out in the morning and take donuts somewhere
[39:45] and drop them off, then that's different than remodeling
[39:49] your floor.
[39:50] That's where I'm at on that.
[39:53] I will give you mine also the application.
[39:57] Unless there is something wrong in the GIS system.
[40:01] The tax ID number doesn't match up to tato's.
[40:05] So there's a technical thing in there.
[40:07] I'd like to get clarified before we move forward with it.
[40:11] The tax ID number that's on there
[40:13] is the owner's personal residence versus the business.
[40:18] So I'd like to get that clarified.
[40:20] Number one, that's the Biggie.
[40:23] And I will say tato's was the only applicant
[40:26] that filled out the document 100% correctly.
[40:30] So just need to verify the information number one,
[40:34] and also to verify to make sure that the work
[40:39] hadn't already been completed.
[40:41] Now maybe it has, maybe it hasn't.
[40:43] But we need to verify that.
[40:44] So that's the reasoning for pulling it.
[40:47] It's not to say that they can't reapply, apply,
[40:50] but just to verify this information is correct.
[40:54] So, Dave, do you know if it was a clerical error here
[40:58] or if they actually put their home ID on it.
[41:02] I can help out with that one.
[41:04] Thank you.
[41:04] The address, and especially the quotes that are provided
[41:08] are the correct commercial address.
[41:10] The PIN number is the private or the individual's residence,
[41:14] as far as I can tell.
[41:14] Or at least it's a residential property.
[41:18] I couldn't tell you why they put it down.
[41:20] The address is correct, and certainly
[41:21] the actual tiff agreement.
[41:22] And just a reminder to all council if this is approved,
[41:26] nothing's technically approved.
[41:27] You're just telling us to go pay money to the lawyers
[41:30] to then draft the actual agreements,
[41:31] and you'll vote on them all separately.
[41:33] So when we brought you the full agreement,
[41:35] it would certainly be for the commercial property only.
[41:37] Yeah so I guess you consider that a typo on the applicant's
[41:40] part, if you like.
[41:41] OK well, I don't know if the work's been completed
[41:44] or not, but when they turn in receipts
[41:46] and they turn in their proof of payment
[41:48] if the work was done before they submitted this application,
[41:51] it would not be eligible for reimbursement
[41:52] under council's policy.
[41:54] Correct anyone else.
[42:06] Did you get your questions answered to be honest,
[42:14] I'm not sure my question answered.
[42:17] I hear what you're saying.
[42:20] I think that at this point, it might
[42:24] be worth reserving on that one.
[42:29] And looking into some of the concerns
[42:31] that council member Fletcher has raised.
[42:34] OK anyone else.
[42:40] So, counsel, take your vote on the Amendment of 8.1.
[42:47] Correct Mr. Vicelli the extraction of the applicant
[42:51] or striking of that applicant from the list
[42:54] of eligible applicants.
[42:56] OK counsel, take your vote.
[43:06] Personally, I'd like to have.
[43:07] Since we voted.
[43:08] I would like to have a little more clarification,
[43:10] I understand.
[43:15] Motion passes 6 minus 0 MS Horkheimer,
[43:23] I'm going to give you the floor.
[43:25] I Madam Mayor, I would like to amend resolution
[43:30] number 324 dash 2526.
[43:36] And pull Sangar steakhouse for a separate vote.
[43:40] Second Motion made by MS Horkheimer
[43:43] and second by Mr. Abel, would you like to state anything or.
[43:51] This building he's owned since 1985.
[43:56] And everything that he wants money for
[44:01] is basically upkeep and.
[44:09] It's a lot of money.
[44:10] I know he's putting a lot of money in it.
[44:12] I'm glad that he's wanting to open
[44:14] this up as a new steakhouse.
[44:19] But I just I think that Mr. Sangar has gotten quite a bit
[44:24] of money from the city of Pekin, and I really am,
[44:28] really am very hesitant to give him any more.
[44:33] Just personal thoughts.
[44:35] Anyone else.
[44:48] Yeah, I'm sitting here thinking.
[44:49] I know I am, too.
[44:54] And I hear what you're saying.
[44:56] The amount of money that we spent for the right of way.
[44:59] The sign.
[45:00] Et cetera.
[45:00] Et cetera.
[45:01] We spent a lot of money on that piece of property.
[45:04] No doubt we did.
[45:07] That's a tough one.
[45:09] However, it's opening a business on court street that otherwise
[45:14] is probably going to would have sat vacant
[45:18] the amount of money he's putting into it
[45:20] and the requests he had on there.
[45:24] I struggle with that application side of it also.
[45:28] Yeah And I'll just be quite frank.
[45:33] I'm struggling with all these applications
[45:36] in this entire TIF thing.
[45:39] We have six different opportunities, ease.
[45:41] And I think two of the opportunities on here
[45:44] belong under a different category.
[45:46] But I didn't realize that until today after reading
[45:50] some more literature.
[45:53] So after I vote on this, are you wanting to pull the whole thing.
[45:56] I'm almost thinking to pull the whole thing for review
[46:01] for complete redo of the application.
[46:05] And I'll refer to that in a situation
[46:08] later on in the meeting.
[46:09] If we can't get the application, then I think they ought
[46:13] to be struck and not approved.
[46:16] We need to start being diligent on the application side of it.
[46:20] I also and Josh and I and councilman Fletcher
[46:25] have had a comment about the review process.
[46:28] We're kind of struggling with that too.
[46:30] So I'm thinking maybe this whole thing
[46:33] needs to be pulled and reviewed and brought
[46:36] back at a different time.
[46:38] I think TCRC ought to reapply on their application
[46:42] because the application is not correct.
[46:44] So I'm forgetting the numbers.
[46:47] I'm forgetting the applications filled out.
[46:50] I agree with you, council member Nutter
[46:55] and I would like to make an Amendment
[46:57] to pull the whole thing.
[47:01] Madam Mayor, I move that resolution number 324 2526 be
[47:08] held over until the next council meeting
[47:11] is the next council meeting going to be enough time.
[47:16] It's not totally clear to me what the council wants to do.
[47:19] So I think I understand, Mr. Nutter,
[47:21] to say that he would like the program itself to be rerun
[47:25] to basically, for lack of better terms,
[47:28] throw out the applications and start over.
[47:30] Is that what I'm hearing.
[47:31] Because if that's the case, I think you should just reject
[47:34] this resolution altogether and we can start over
[47:36] rather than have it tabled.
[47:38] She wants it clarified as far as each application,
[47:42] she wants a more professionally done.
[47:45] Some of them just have lines drawn through the page
[47:47] or just filled, just.
[47:52] Having had to fill out many applications in my life.
[47:57] It should look a little bit more professional
[47:59] if you're wanting to get large sums of money from the city.
[48:06] I have some yes Mr. we are going to rework
[48:10] this or look at it again.
[48:11] What I would like to see going forward
[48:13] is each request be voted on separately.
[48:19] I agree.
[48:20] OK OK.
[48:22] So this is a question for Mr. vicelli.
[48:24] So she's made two motions.
[48:26] Does she have to rescind the one motion to go for the true.
[48:30] It's an excellent question, Madam Chair.
[48:32] If I may address it.
[48:33] She does not.
[48:35] So in a specific reading of Robert's Rules of Order.
[48:39] The motion to table would supersede
[48:42] a motion of higher precedence than the motion to amend and.
[48:46] But interestingly enough, if this comes back
[48:49] off the motion to table, the motion to amend
[48:52] follows that as well.
[48:54] So no.
[48:59] You could just make the motion to table
[49:00] and that supersedes everything.
[49:02] And then we can move on to the next item is not debatable.
[49:06] The motion to table is not debatable.
[49:10] That doesn't correct.
[49:12] Council Phillips had a question.
[49:15] So what I've heard is there's a motion to table.
[49:20] And there was a suggestion that we just vote down the resolution
[49:25] as it stands at this time.
[49:28] That's correct Mr. ray is a very learned man and a wise man,
[49:32] but he is not a member of this council.
[49:34] So But I actually heard Mr. Nutter say that.
[49:37] Yeah Oh, well, yes, I said that.
[49:40] And then that's when council member hohimer made the tape.
[49:44] I believe the word.
[49:45] What did we say.
[49:45] Table or.
[49:48] Yeah or table it to whatever meeting Josh
[49:51] feels that getting enough time for if it's tabled.
[49:56] Joshua, would you like to give us a timeline.
[49:59] Should it be the second meeting in August.
[50:03] What do we got.
[50:05] Yeah, I would appreciate that actually,
[50:07] if you would just like to table it and bring it back
[50:09] with complete applications.
[50:11] OK I'm looking up the date right now of our second meeting
[50:13] in August.
[50:18] That is correct.
[50:19] It is the 25th.
[50:23] Oh it's my birthday.
[50:27] What?
[50:28] I mean, that meeting.
[50:29] But that's how I knew it.
[50:31] Madam Mayor, but if we do that, are we really changing
[50:34] the process to look at each one of them individually,
[50:37] or he's just going to table it and bring the same thing back.
[50:40] In two meetings, I'd like to look at you'd like to have
[50:44] what councilman Nutter said.
[50:45] I'd like to have it looked at, maybe even
[50:47] overhaul the way that we do it.
[50:50] So I would give Josh the freedom to make that decision.
[50:54] I would agree he could put something
[50:55] back on an agenda later.
[50:58] I would agree, and I think maybe this gives them a little time.
[51:01] Yes Mr. I apologize, Madam Mayor.
[51:04] This is my fault. I am not a wiser, learned man.
[51:08] We do need a second for that motion.
[51:10] Council member hohimer did council
[51:12] member able make a second.
[51:14] OK, so there is a second, I apologize.
[51:16] No worries.
[51:17] All right, so there's an Amendment.
[51:19] We make sure we get that in writing and in the minutes
[51:22] please we vote on the minutes.
[51:24] Next time I will make sure I'm here.
[51:26] That meeting OK.
[51:27] Thank you.
[51:28] I just want to make sure.
[51:30] Councilman Fletcher, are you asking.
[51:32] Like, in this case, you'd have six agenda items up so
[51:35] you could talk about them individually.
[51:36] I would like Josh to look at the program
[51:38] and see if it's possible for us to vote on each item separately.
[51:44] OK thank you.
[51:49] So on the floor we have an Amendment to table.
[51:53] Oh it's not called Amendment.
[51:55] Yeah we just have the motion to motion to table.
[51:57] OK a motion to table 8.1 till August 25
[52:04] meeting in that Mr. Fletcher would
[52:07] like to see that each hour individually brought
[52:11] to us so we can discuss.
[52:25] All right.
[52:27] Is everybody good with that.
[52:30] Counsel take your vote, please.
[52:44] Motion to table 6 minus 0 with clarification
[52:47] on the applicant's.
[52:51] Chair will now entertain a motion for 8.2, please.
[52:56] Madam Mayor.
[52:58] Madam Mayor, I move that resolution number 3252525
[53:06] approving the city of Pekin community development block
[53:09] grant 2025 through 2029 consolidated plan and 2025
[53:15] annual action plan be adopted.
[53:17] Second Motion made by Mr. Fletcher
[53:21] and second by MS hohimer Mr. Darcy.
[53:25] Thank you.
[53:26] Mayor this resolution would approve the city's community
[53:29] development block grant 2025 2029 consolidated plan
[53:33] and 2025 annual action plan.
[53:36] These documents are required by the US Department of Housing
[53:38] and urban Development in order for the city
[53:41] to receive entitlement funds for the CDBG program.
[53:44] This document outlines the funding priorities
[53:46] for the coming five years and their respective allocations
[53:50] based on anticipated activities for the individual program
[53:53] years.
[53:54] In summary, there is a total of 2.4 million planned to be
[53:58] available over the next five years,
[54:00] including 685,000 to be allocated for program year 2025.
[54:06] The projects planned include continuation of the police
[54:09] department social worker program, capped at 15% per HUD
[54:13] regulations.
[54:14] Sidewalk rehabilitation.
[54:16] Partial purchase of a new fire apparatus for station three.
[54:20] Demolition of dilapidated residential structures
[54:23] and administration of the program, capped at 20% per HUD.
[54:27] Staff is recommending the approval of this resolution,
[54:30] authorizing the plans to be submitted to HUD for the review
[54:33] and approval, and Josh ray would be available
[54:36] if there's any questions.
[54:39] Any questions to Mr. Ray.
[54:46] Council, take your vote, please.
[54:54] Motion passes 6 minus 0.
[55:00] Chair will now entertain a motion for 8.3, please.
[55:05] Madam Mayor, move resolution number 326 dash 2526,
[55:11] approving contract with Joe's towing for the transport
[55:14] of two fire apparatus to fire trucks
[55:17] unlimited for refurbishment.
[55:19] Second Motion made by Mr. Fletcher and second
[55:23] by Mr. Abel Mr. Darcy, once again, thank you.
[55:27] Mayor the fire department is seeking approval to enter
[55:30] into an agreement with Joe's towing in the amount of $26,399
[55:35] for the transport of Fire Apparatus
[55:37] to and from fire trucks unlimited in Las Vegas, Nevada.
[55:42] Engine two will be taken to fire trucks unlimited to begin
[55:45] refurbishment, and tower 4 will be
[55:47] brought back fully refurbished.
[55:50] This expense was considered and budgeted
[55:52] in the total anticipated project cost of these two apparatuses.
[55:56] The expense will come from the same capital line item
[55:59] as the payments for the refurbishment.
[56:01] Joe's towing is a local company that was the only company that
[56:04] had the equipment and capacity to take tower
[56:06] for two fire trucks unlimited.
[56:09] Previously, when tower 4 was transported to Las Vegas,
[56:12] attempts were made with two other shipping companies
[56:14] selected by a national broker, which revealed that very
[56:17] few shipping providers have the capability
[56:19] to transport a 100 foot platform aerial fire truck.
[56:23] Staff is recommending approval and chief
[56:26] Reese is available if any further questions.
[56:31] Any questions Mr. so what's your anticipated date.
[56:36] Do you have a ballpark figure on the date
[56:38] that we're going to make the move.
[56:47] We are actually heading out there
[56:50] next week to do a final on the truck,
[56:53] and it'll be based on that.
[56:54] If there's anything that was missed or whatever,
[56:59] they'll have to redo or fix items
[57:01] that were in the refurbishment.
[57:04] So I don't anticipate there being very many
[57:08] fixes or changes at that point.
[57:12] September is, to answer your question a little more directly.
[57:16] September, September.
[57:18] OK thank you.
[57:19] Yep thank you.
[57:21] Anyone else.
[57:24] Seeing none.
[57:25] Council, take your vote, please.
[57:35] Motion passes 6 minus 0.
[57:42] Chair will now entertain a motion for 8.4, please.
[57:46] Thank you, Madam Mayor.
[57:47] I move the resolution number 327 dash 25 de 26.
[57:53] Awarding bid for contract for demolition
[57:56] of residential structures at 203 Hargett
[57:59] street with Littleton storm and timber Services incorporated.
[58:04] Be approved.
[58:05] Second Motion made by Mr. Nutter and second
[58:08] by MS hohimer Mr. Darcy.
[58:12] Thank you mayor.
[58:13] And just on the next two their demolition as well.
[58:16] I don't know if you want to combine those 2
[58:18] and do if make a motion to make those two.
[58:22] Is that omnibus?
[58:23] Is that considered an omnibus motion.
[58:26] So under Robert's Rules, it's not
[58:27] a consent agenda under the Illinois Municipal code,
[58:30] but it is.
[58:31] It could be combined.
[58:32] They could be combined under parliamentary procedure if you
[58:35] wanted to Mr. Nutter, so I move that we do an omnibus vote
[58:40] on 8.4, 8.5 and 8.68.5 is resolution number 3,
[58:47] 2825 26 awarding bid for contract for demolition
[58:52] of residential structures at 1,400 Knapp
[58:55] street with again Littleton storm and timber
[58:58] Services incorporated.
[59:00] And finally 8.6 resolution number three 2925 26 awarding
[59:07] bid for contract for demolition of residential structures
[59:11] at 12:07 South Third Street with Littleton storm and timber
[59:16] Services incorporated.
[59:18] So we had MS hochheimer first, did the first one,
[59:26] then as an omnibus.
[59:28] Omnibus we had Mr. Abel.
[59:30] Is that correct or MS hochheimer,
[59:35] do you withdraw your motion.
[59:36] I withdraw my motion.
[59:37] Any objection to miss Horkheimer withdrawing her motion.
[59:40] Chair perfect.
[59:41] Council members.
[59:42] There's no objection as I see it, Madam Chair.
[59:44] As such, Madam hochheimer has been permitted
[59:47] to withdraw her motion.
[59:51] Council member Nutter, on a proper motion recognized
[59:54] by the chair, allowed for a superseding motion
[59:57] to consolidate these three items.
[59:58] We can proceed.
[59:59] Second, by Mr. Abel.
[1:00:02] Any discussion.
[1:00:07] No I'm sorry.
[1:00:09] I was preparing to vote.
[1:00:12] I want to thank Chief Reese for explaining a lot of information
[1:00:17] on these particular bids.
[1:00:19] Chief or Chief.
[1:00:21] Rainy?
[1:00:21] I know Chief Reese doesn't.
[1:00:23] Yeah, I'll leave it with Chief.
[1:00:25] I get you guys mixed up, it's.
[1:00:27] Anyway, thank you very much for the explanations,
[1:00:31] especially when it comes to the CDBG aspect of it.
[1:00:35] So we've had a good discussion.
[1:00:38] I appreciate it and definitely support this.
[1:00:42] There's a lot of positives that come out of this.
[1:00:44] Absolutely anyone else.
[1:00:47] Mayor just to throw in just so it's on the record,
[1:00:50] I know I believe chief rainy put out a email to council
[1:00:56] that outlined Littleton storm.
[1:01:00] I know there were some questions there.
[1:01:02] Not necessarily local, but they're kind of new to the area.
[1:01:07] But chief rainy did do a background
[1:01:09] and follow up on that.
[1:01:11] And they received from many municipalities
[1:01:15] very positive feedback to the service.
[1:01:18] They provide very good and their capabilities very good.
[1:01:21] Thank you for doing your due diligence.
[1:01:22] We appreciate that, Chief.
[1:01:25] OK seeing none other counsel.
[1:01:29] Take your vote, please Yes Motion passes 6 minus 0.
[1:01:47] We have now come down to 8.7.
[1:01:51] Chair would entertain a motion.
[1:01:52] Please, Madam Mayor, I move that we adopt resolution number
[1:01:56] 330-25 26, authorizing the purchase of a 3/4 ton pickup
[1:02:04] for the street department.
[1:02:07] Second Motion made by MS Phillips
[1:02:09] and second by MS hochheimer Mr. Darcy.
[1:02:15] Thank you.
[1:02:16] Mayor before council is a resolution
[1:02:18] to approve the purchase of a new 2024 Ford f-250.
[1:02:21] This purchase will replace a 3/4 ton
[1:02:23] pickup that was damaged beyond repair in an accident last year.
[1:02:27] While the street department was conducting road maintenance
[1:02:29] on Veterans drive, this purchase is included in the fiscal year
[1:02:32] 26 budget, and costs will be split between the street
[1:02:35] department and the sewer fund based on average time spent
[1:02:38] on sewer related projects, 63% is into the streets and 37%
[1:02:43] into the sewer for quotes.
[1:02:46] Quotes were obtained in accordance
[1:02:47] with retail purchase section 3.3.2 of the city's procurement
[1:02:53] policy.
[1:02:54] There are chat attached as exhibits B,
[1:02:56] C and D. Staff is recommending approval.
[1:02:59] And to answer some of the questions that were brought up.
[1:03:01] Thank you.
[1:03:02] By Mr. Johnson of the short answer is yes.
[1:03:05] Insurance money.
[1:03:06] Yeah to the tune of just over $18,000 was received
[1:03:10] 12,001 30 on the truck.
[1:03:12] 5,500 on the site.
[1:03:14] 1212 just over 12,000 on the truck, and the remainder
[1:03:18] of it was on the signage.
[1:03:21] The sign, I believe.
[1:03:22] Simon, you could correct me.
[1:03:24] That has been replaced already.
[1:03:26] Correct the sign board has already been.
[1:03:28] Thank you.
[1:03:29] The vehicle was outstanding, and I know
[1:03:31] some questions about whether.
[1:03:33] Why not a half ton.
[1:03:35] We had this discussion back during the budget process,
[1:03:38] and simply because some of the trailers and equipment that get
[1:03:41] pulled on those trailers and the weight of that
[1:03:44] requires a heavier vehicle.
[1:03:47] The 3/4 ton is also used in some other things.
[1:03:50] So that's where we're at with that.
[1:03:52] But yes, there were police reports.
[1:03:54] Yes, everything was submitted to insurance.
[1:03:57] I just think it was some time ago.
[1:04:00] We know that insurance sometimes takes a while to do that.
[1:04:03] That was all discussed back when we were doing
[1:04:05] the budget process, and it was all public information
[1:04:10] at that time.
[1:04:10] I just think over time, we tend to forget.
[1:04:13] So I appreciate it was discussed and it was out there.
[1:04:15] Thank you so much.
[1:04:16] We do appreciate that.
[1:04:19] Any discussion Mr. Fletcher.
[1:04:25] So do we ever consider buying a used vehicle so
[1:04:30] we anybody who ever wants to.
[1:04:34] Yeah I believe we're actually looking for another purchase
[1:04:38] to specifically look at a used vehicle.
[1:04:41] It becomes a little more complicated.
[1:04:42] Just you want to make sure it's going to provide
[1:04:45] value for the duration.
[1:04:47] Yeah I did that for 33 years.
[1:04:49] That's what I did for a living.
[1:04:50] So I just wanted to make sure that the citizens
[1:04:53] were getting I mean, to me, you're going to beat it up.
[1:04:57] It's what we're going to use it.
[1:04:59] It's going to get beat up.
[1:05:00] We don't need a new one to beat up if you can find a used one.
[1:05:03] I just would like that to be done.
[1:05:06] Checked before we bought anything new if possible.
[1:05:10] And then also, I know I'm new to this and you're new to this,
[1:05:16] but I want to give a shout out to Trent and Seth.
[1:05:22] When they have something coming up, they'll reach out
[1:05:25] or they have reached out and said,
[1:05:27] this is why I'm bringing this forward.
[1:05:30] So in the future, if you have something, if you
[1:05:32] could reach out, let me know.
[1:05:34] I'd like to come talk to you or whatever.
[1:05:37] Yeah, absolutely.
[1:05:37] So in.
[1:05:40] That's all I have on that.
[1:05:41] Thank you.
[1:05:41] Thank you, Mr. Abel.
[1:05:43] Simon, I'm really glad to see dealers
[1:05:46] getting a shot at bidding, because we
[1:05:47] hear this all the time.
[1:05:48] I've for years, the public wonders.
[1:05:51] Why do you go out and don't let the dealers bid.
[1:05:53] But they don't understand the state bid and all that anyway.
[1:05:56] I was always under the impression
[1:05:57] enterprise would be cheaper.
[1:05:59] Was it not.
[1:06:01] Is that because the contract you just can't take one
[1:06:03] of at any given time in a year.
[1:06:06] We had not looked at the enterprise, the leasing option
[1:06:10] for and for this vehicle, for the trucks
[1:06:14] in the street department.
[1:06:15] We generally tried to stay away from at least
[1:06:17] vehicle because of the conditions
[1:06:19] that we operating under.
[1:06:21] We will put them in a little bit more of a rough type situation.
[1:06:25] No, locally, even some of the dealers
[1:06:26] would tell you we can't compete with whatever state bids
[1:06:30] or whatever.
[1:06:31] True OK, I just wondered thank you, thank you.
[1:06:33] Just one other thing I'll throw in.
[1:06:36] I know MS Ritchie, she mentioned earlier,
[1:06:38] she just bought a new car and where she bought it from,
[1:06:41] and they recently reached out and
[1:06:45] we're looking for opportunity.
[1:06:47] And I called them and said, hey, here's an opportunity.
[1:06:49] And they actually came through.
[1:06:51] So I believe that's who this would be awarded to.
[1:06:55] And I actually stopped that there and welcomed them as well.
[1:06:59] So thank you.
[1:07:01] No worries.
[1:07:03] All right.
[1:07:04] Seeing none.
[1:07:05] Council, take your vote, please.
[1:07:17] Motion passes 5 0, with one abstaining.
[1:07:29] We have now come down to any other business
[1:07:31] to come before the council Mr. Darcy, do you
[1:07:34] and your staff have something you would like to say to us.
[1:07:38] I have just a reminder that staff
[1:07:41] will be participating in the strategic planning session
[1:07:44] for our staff on August 5.
[1:07:47] August 9.
[1:07:50] Roger Brotherton is going to be having a planned car show down
[1:07:54] by Franklin School off of Front Street
[1:07:56] I think that's called yabba dabba doo.
[1:07:59] Yeah, yeah, I believe so.
[1:08:00] It is from talking to him, he's very excited about it
[1:08:03] and he's got a lot of great ideas.
[1:08:05] So it'll be interesting to see how this comes out
[1:08:08] and what the turnout is going to be.
[1:08:10] August 14.
[1:08:12] Just a reminder to council there's a business
[1:08:14] after hours at 821 Brinkman.
[1:08:19] If you get opportunity to attend that and a reminder
[1:08:22] to council on the public August 16.
[1:08:26] So I don't get finger pointed at me
[1:08:28] that we're keeping this quiet.
[1:08:31] Council strategic planning session
[1:08:33] will be taking place on August 16.
[1:08:36] That is a Saturday, and it begins at 9:00 AM right here.
[1:08:43] And I think Josh ray has some information about CDBG.
[1:08:49] I'll post it as well I believe it's
[1:08:52] well, Mr. Darcy, I appreciate you
[1:08:53] bringing all those things up.
[1:08:55] It gives us reminders, but it also tells the public of things
[1:08:59] that the council is trying to stay engaged with the city.
[1:09:04] Everything that every.
[1:09:06] I try to make all of it.
[1:09:07] I don't always make all of them, but I try.
[1:09:10] And when I don't I'll usually talk to some of the Council.
[1:09:13] Are you going.
[1:09:14] Can you show up.
[1:09:15] It looks good for the city to be there.
[1:09:16] Really, really does.
[1:09:18] It shows that we are engaged and it is
[1:09:21] here at the Council chambers.
[1:09:22] Oh it is.
[1:09:23] All right.
[1:09:24] And I tell you what.
[1:09:25] I learned something from the other day
[1:09:27] that there's all kinds of personalities.
[1:09:30] And that's what makes the world go round.
[1:09:32] And I love working together.
[1:09:35] So thank you, Mr. ray.
[1:09:38] Thank you.
[1:09:38] Mayor I have a CDBG notice that I need to read to you all,
[1:09:41] so I apologize.
[1:09:42] No worries.
[1:09:44] Notice is hereby given that the city of Pekin
[1:09:46] will be conducting a public comment period
[1:09:48] and public hearing for the purpose of receiving comments
[1:09:50] to the city of Pekin draft community development block
[1:09:53] grant, 2024 consolidated annual performance evaluation review,
[1:09:58] also called the caper.
[1:09:59] The paper is different than what you approved tonight.
[1:10:01] What you approved tonight is planning moving forward.
[1:10:04] The paper is a one year review.
[1:10:05] Looking backward.
[1:10:07] So we're sorting out all the timelines here.
[1:10:09] The next thing that we're going to be doing is the 2024 paper.
[1:10:12] In accordance with the city's citizen participation
[1:10:15] plan and HUD'S public participation requirements.
[1:10:19] There will be a 15 day comment period
[1:10:20] for the draft paper beginning on August 11, 2025,
[1:10:24] ending on August 25, 2025.
[1:10:28] A public hearing on the draft document is scheduled
[1:10:30] for Monday, August 11, 2025 at 5:30 PM in the Pekin
[1:10:34] city council chambers.
[1:10:36] The draft document will also be available by written request
[1:10:39] at contact information that will be posted both in the newspaper
[1:10:43] and on the city website and the documents.
[1:10:46] Any comments on the document will be taken by myself,
[1:10:48] in writing, via email, or written and addressed
[1:10:52] to the city's address.
[1:10:53] There are accommodations for individuals
[1:10:55] with disabilities, if requested, at least
[1:10:57] 72 hours in advance to myself.
[1:11:00] Thank you.
[1:11:02] Thank you.
[1:11:03] Anyone else from staff, Mr. Darcy I think that's it, Mayor.
[1:11:08] OK Mr. Nutter.
[1:11:12] Well, thank you very much.
[1:11:14] I'm going to throw this out to the council
[1:11:17] that for consideration, openings on any committees
[1:11:23] be published on the website.
[1:11:25] So everybody has an opportunity, if they're interested,
[1:11:29] to volunteer on certain committees,
[1:11:31] be put out there for everybody to see as a consideration.
[1:11:38] That's number one.
[1:11:40] Number 2, this book, Pekin area community resource guide,
[1:11:46] was put together by the United Way.
[1:11:49] It is a complete list, except for one thing that popped up
[1:11:53] from the County the last couple of days
[1:11:55] is addiction services, disability services,
[1:11:59] senior resources, health care, financial services, food
[1:12:03] assistance, mental health, youth programs.
[1:12:06] And there's a few more in there.
[1:12:08] After going through this list, there
[1:12:10] should not be anybody in this citizen without clothes
[1:12:13] and without food.
[1:12:15] If you need resources, contact the United Way.
[1:12:19] The police department has a copy.
[1:12:22] I don't know for sure where it's at.
[1:12:24] Probably in the lobby.
[1:12:25] Fire department.
[1:12:26] I know you guys are getting copies.
[1:12:28] Great resource.
[1:12:29] A lot of work.
[1:12:30] It was put together by a Bradley intern that was going through
[1:12:34] to get her degree in social work,
[1:12:37] so she put a lot of hard work into it
[1:12:39] and want to thank her for that.
[1:12:42] Very good.
[1:12:43] This next one is impressive.
[1:12:46] I had two young men have been watching these council meetings
[1:12:50] for I don't know how long, so I want to give a shout out
[1:12:54] to Presley and Adler for taking a look at our council meetings.
[1:13:00] Being involved as young adults, because that's
[1:13:03] where we got to start.
[1:13:04] We've got to start getting the younger generation at least
[1:13:09] know what's going on, understand it and try to bring them
[1:13:13] up through the ranks as we go.
[1:13:15] So kudos to you guys.
[1:13:17] Thank you very much.
[1:13:18] And that's all I have.
[1:13:19] Thank you, MS Phillips.
[1:13:23] There have been a couple of properties that citizens have
[1:13:27] been reaching out about to the council at large via email
[1:13:34] and via mail, and I don't want to put anyone on the spot right
[1:13:41] now because we didn't ask you to prepare a report on this,
[1:13:45] but I would like to have an update on the next meeting
[1:13:48] on the 417 Mary and 2,700 Pine Street Mr. Darcy, would
[1:13:57] you like more information.
[1:13:58] Yeah, I was going to say.
[1:13:59] Would you like to fill during litigation discussion.
[1:14:01] OK thank you.
[1:14:03] That's why.
[1:14:04] Is that all.
[1:14:05] Yes Mr. Fletcher, you have a couple of things.
[1:14:10] I had some citizens reach out first thing.
[1:14:14] I noticed that the building at the corner of Brinkman
[1:14:19] and Lakeshore that used to be occupied by schwan's is
[1:14:22] not for sale anymore.
[1:14:23] Is something going on with that building.
[1:14:26] And if not, we need to get a hold of whoever does own that,
[1:14:29] because there are weeds at least 36 inches tall.
[1:14:33] I stopped there and got out of my car.
[1:14:35] I drive by it every day to go to work.
[1:14:38] We need to look at that.
[1:14:39] If you could make a note of that.
[1:14:41] Second, and I can't believe this, but supposedly is
[1:14:46] there's no garbage cans or can at the splash pad.
[1:14:50] Is that true.
[1:14:51] Simon it's got to be a garbage can.
[1:14:53] They're heading there.
[1:14:54] OK, well, I had a citizen contact me
[1:14:56] that there was no garbage cans.
[1:14:58] So the people just decided just to throw their garbage all over.
[1:15:02] Someone might have taken it.
[1:15:04] You never know.
[1:15:04] I just say maybe we could look into that.
[1:15:06] And then the restroom situation.
[1:15:09] You did.
[1:15:09] Correct, right.
[1:15:10] I want to thank you for that because that
[1:15:13] was very unpleasant.
[1:15:15] And the last thing, the city phone number
[1:15:18] that is on the website that you call for potholes
[1:15:23] and that type of thing.
[1:15:24] Is there an issue with that.
[1:15:26] As far as it goes to voicemail or something and it says
[1:15:31] it's full and it has been that way for a while.
[1:15:35] Second thing with that is the gov.
[1:15:37] Is it working because I understand if you text in
[1:15:40] that you have a pothole, that you
[1:15:42] get a response back that it does not
[1:15:44] recognize what pothole means.
[1:15:46] Is that true.
[1:15:49] That was corrected.
[1:15:51] So it came up, that was corrected.
[1:15:53] And Simon can speak to it more, but it now gives an option
[1:15:58] and I would say within the past week.
[1:16:00] Yeah last week.
[1:16:02] So I went back in and how we had that set up
[1:16:04] and it did it was kind of in an OODA loop.
[1:16:06] We fixed that.
[1:16:07] So if you just type pothole, it'll
[1:16:10] go through the whole reporting process on the text.
[1:16:12] My go.
[1:16:13] Great so that piece is going through the phone number that
[1:16:17] was an older phone down the street department,
[1:16:20] which no one was sitting at.
[1:16:22] So we've changed that number to where
[1:16:26] it will just they'll get someone on the line at that point.
[1:16:30] Great I just said I'd ask and I appreciate the feedback.
[1:16:34] Very good.
[1:16:35] Thank you Mr. Abel.
[1:16:38] A shout out to Steve Bresnahan and his crew
[1:16:40] for the Super Cruise Saturday.
[1:16:42] They had to fight the rain.
[1:16:43] It was still a good turnout and a good crowd
[1:16:45] considering everything but just to the people over there.
[1:16:50] Had a good time I think so, just wanted to mention that.
[1:16:55] And then you think people don't notice things.
[1:16:57] But I've had two different people in the last week comment
[1:17:00] about the large flower pots.
[1:17:02] Oh yeah.
[1:17:03] Oh, yeah.
[1:17:04] Very positive.
[1:17:05] One lady says, I know they're expensive because they're
[1:17:08] so large, but couldn't we get more of them around town.
[1:17:10] They just raved about them.
[1:17:11] I don't know if that's Nikki's handiwork.
[1:17:14] It is, but I figured that.
[1:17:16] But kudos out to her then.
[1:17:18] And finally, my positive comment.
[1:17:21] The mayor's coffee with the senators.
[1:17:23] The room was packed, and I think that was the one time you could
[1:17:28] talk to if not the officeholder, somebody from their staff,
[1:17:33] federal, state, County, and I think
[1:17:36] about every City Department was represented,
[1:17:38] and that was very good.
[1:17:39] I think you're right.
[1:17:40] And I saw people that I've never seen at a council meeting,
[1:17:43] but they always watch.
[1:17:45] And I got gotta apologize to Simon because I kept referring
[1:17:49] people to him because they had things about streets
[1:17:51] and whatever.
[1:17:52] But anyway, that was really well attended.
[1:17:55] And, I'm not quite sure how many were there,
[1:17:59] but that little room was packed.
[1:18:01] It was wonderful.
[1:18:02] I did make one connection that the mayor
[1:18:04] and I have been talking about as far as homeless vets.
[1:18:08] Senator Turner has, in her hometown of Lincoln,
[1:18:12] tiny houses.
[1:18:14] There they go.
[1:18:15] Two per normal sized house lot.
[1:18:17] And they're for vets that are homeless.
[1:18:20] And I wanted to find out more about the program.
[1:18:22] And she's going to have her staff send me some information.
[1:18:25] Maybe I don't know how many.
[1:18:26] Steve Saul could probably tell us how many vets we
[1:18:29] have on the streets in Pekin.
[1:18:31] I have no idea.
[1:18:32] But it's something we've got all these lots we Mo and Mo and Mo
[1:18:35] and pay debit mode that we own.
[1:18:39] Maybe we could work out something and use some of them
[1:18:41] for a very good cause.
[1:18:43] So I appreciate that.
[1:18:44] And I have talked about this for about a year and a half now.
[1:18:48] She just was very positive on it.
[1:18:50] And the company that runs them is right next to her office
[1:18:54] in Lincoln.
[1:18:55] But she just was very positive.
[1:18:57] And it's well received there.
[1:18:58] And they've been doing it for some years.
[1:19:00] I've actually gone to because I had friends down there gone
[1:19:03] to a ribbon cutting of one of them,
[1:19:05] and you would not believe how grateful the vets are.
[1:19:08] It's a beautiful program.
[1:19:10] Madam Mayor, yes, I can address your question,
[1:19:12] John, about the unhoused vets.
[1:19:14] I had a conversation with Mr. Saul, probably three months,
[1:19:18] maybe four months ago.
[1:19:19] He told me there are no Tazewell County vets that are unhoused.
[1:19:24] They are all housed either locally, the facility
[1:19:28] in Peoria or other places where they've
[1:19:31] been placed, be it Danville or Champaign area,
[1:19:35] Springfield area.
[1:19:36] But he assured me no.
[1:19:38] Tazewell vets are unhoused.
[1:19:39] Now, I didn't get the chance to ask the Senator.
[1:19:42] Are those strictly vets only or is that vets only.
[1:19:46] OK, just wanted to be sure because it went through the VA
[1:19:49] down there.
[1:19:50] Yeah I knew she said the VA was involved there.
[1:19:52] Yeah all right.
[1:19:53] Yes miss hofheimer.
[1:19:55] Well my positive is I had the privilege
[1:20:00] of going last night to the living legacy concert at.
[1:20:05] It was at Grace Methodist church, my church.
[1:20:08] And it was supposed to be at the Stephen
[1:20:10] Skinner amphitheater out of the park,
[1:20:15] but it was a little too hot.
[1:20:18] There were almost 500 people in attendance.
[1:20:21] You didn't hear that fire, Chief.
[1:20:25] But everybody was cool and had a place to sit down.
[1:20:28] And it was the Fogelberg foundation
[1:20:32] of Peoria, in partnership with the Pekin concert band,
[1:20:39] this conductor, Sir Robert Sheldon composed
[1:20:44] just a phenomenal I don't know what to call it,
[1:20:49] symphony I don't know of for the leader of the band,
[1:20:54] who is Lawrence Fogelberg, band director at Pekin high school,
[1:20:59] who, of course, is the father of Dan Fogelberg.
[1:21:02] So they had all the people in the room
[1:21:08] stand up that actually played in the band
[1:21:12] when Mr. Fogelberg was the director.
[1:21:15] It was just a very emotional concert.
[1:21:18] It was just it was beautiful and kudos
[1:21:21] to the Park District, everybody that put this together.
[1:21:24] This was just really something that you just
[1:21:28] will remember for a lifetime.
[1:21:29] So good for them.
[1:21:31] Very good.
[1:21:33] Well, my positive once again is going to be
[1:21:36] I've said it numerous times.
[1:21:37] Attitudes are contagious Tejas, and I
[1:21:41] would love to see more and more positiveness
[1:21:45] come out of our city.
[1:21:46] I think that we are doing a phenomenal job on pulling
[1:21:49] everybody together, because I'm just simply going
[1:21:54] to start with our city staff.
[1:21:57] The head of our city staff has built a phenomenal team
[1:22:01] and with teamwork.
[1:22:04] And you all have big visions and dream big
[1:22:08] and our city will succeed.
[1:22:10] I think I've said it numerous times
[1:22:12] and you guys are probably getting a little tired
[1:22:14] of hearing it, but I go to other cities
[1:22:17] and not just the local ones around us, not
[1:22:19] in Tazewell County.
[1:22:20] I don't mean your Morton and your East Peoria
[1:22:22] and your Tremont and your Washington.
[1:22:24] I mean, I go to conferences up North
[1:22:28] and they're like Pekin, Illinois.
[1:22:30] You guys are moving.
[1:22:32] This is fabulous.
[1:22:34] What we're hearing that makes you feel so good.
[1:22:37] I'm not saying that we're doing everything right,
[1:22:39] but we are trying to do our best to pull this city together.
[1:22:43] So that's my positive.
[1:22:45] Other than that, I do want to thank everyone that has
[1:22:49] worked on looting and property.
[1:22:51] It has not been easy.
[1:22:52] It's not going to be easy.
[1:22:54] We do have a contract to sell 321 acres to a data center.
[1:23:03] And we have.
[1:23:08] We have had a developer come down and drive the land
[1:23:14] to talk to us about a vision that he would have
[1:23:21] if he was to buy some of the acreage,
[1:23:24] most of the rest of the acreage, and that is for moderate homes.
[1:23:28] High end homes.
[1:23:30] Senior living.
[1:23:34] Walk walk.
[1:23:36] Trails hiking trails.
[1:23:37] Bike trails.
[1:23:40] He has a vision Excuse me.
[1:23:42] He has a vision.
[1:23:44] The city has a vision.
[1:23:45] And it is the future of this city.
[1:23:48] So with that.
[1:23:49] Thank you everyone.
[1:23:50] It is now time for us to go into executive chair.
[1:23:54] Would entertain a motion for executive session.
[1:23:57] Madam Mayor, I move that we adjourn to executive session
[1:24:03] under five Illinois CS 120 2c5 for the purpose
[1:24:08] of purchase of real property for the use of public body.
[1:24:12] Six the setting of a price for sale or lease of property
[1:24:16] owned by the public body and 11 probable or imminent litigation.
[1:24:22] All right.
[1:24:26] Motion made by MS Phillips and second, by Mr. Nutter.
[1:24:33] Council, take your vote.
[1:24:42] Motion passes 6 minus 0.
[1:24:44] And we will not be taking action when
[1:24:46] we come out of executive motion passes 6 minus 0.
[1:24:54] Is everybody good.
[1:24:55] I guess we're going to take a quick break.
[1:25:22] Some are glad he's gone.
[1:25:24] Some of us will miss him.
[1:25:26] We'll try to carry on giving a voice to the forest.
[1:25:30] Giving a voice to the dawn.
[1:25:32] Giving a voice to the.
