[5:13] bed and breakfast at 250 Carlisle, and

[5:15] then one related to a variance request.

[5:18] The variance request relates to a unique

[5:21] situation that we're finding.

[5:23] Um this is not a unique situation for

[5:26] Gettysburg, but it's a phenomenon

[5:28] happening across the United States,

[5:30] whereby um creating a duplex two-family

[5:33] structure can become pretty challenging

[5:35] if you're going to have separate owners

[5:36] on each side. Uh that's what's what is

[5:39] necessitating the variance is the

[5:41] necessity for fee simple type of

[5:44] ownership as opposed to just a ground

[5:46] rent or um

[5:49] condo.

[5:50] We'll probably be bringing you some

[5:51] material related to this in the near

[5:54] future from the planning commission, but

[5:56] at this time that's that is going to be

[5:58] an issue discussed by the zoning hearing

[6:00] board. Otherwise, the planning

[6:03] commission will also be they are in the

[6:05] process of reviewing a subdivision land

[6:07] development plan. It's a minor

[6:09] subdivision related to that

[6:11] specific zoning hearing board case at

[6:13] South Washington Street. Other than

[6:16] that, tonight's agenda includes the

[20:35] streets that are being performed um with

[21:06] motions, I did want to give you an

[21:08] update on the East Lincoln storm drain

[21:11] project. It's a stormwater authority

[21:13] project, but we talked about it at your

[21:15] workshop um 2 weeks ago, and we talked

[21:18] about the the curb bump-out um trying to

[21:21] to slow traffic to a traffic calming

[21:24] um heading

[21:25] um whenever for for vehicles that are

[21:27] speeding heading eastbound on Lincoln

[21:29] instead of

[21:31] making that bend and continuing

[21:32] northbound on Old Harrisburg Road and

[21:36] um having it neck down where they go

[21:37] into East Lincoln.

[21:39] Um we had talked about

[21:41] is just a curb bump street diet enough

[21:44] to slow the cars down there. Should we

[21:46] also add a speed table like they did on

[21:49] Broadway?

[21:51] The way we left that was we were

[21:53] everybody was definitely okay with the

[21:55] the the diet, the curb bumps, but we

[21:58] would like to get some counts, some

[22:00] speed studies done to determine if the

[22:02] next level, the speed table, is

[22:04] warranted or not.

[22:06] Um at the time I thought that was a good

[22:07] idea. I did not think about the fact

[22:10] that that street is under construction.

[22:13] There's a significant [clears throat]

[22:13] amount of construction that's happening.

[22:15] All kinds of trenching, Columbia Gas has

[22:17] been out there for weeks. Trying to do

[22:19] speed study at this time is not going to

[22:23] provide the results that we are looking

[22:25] for. Um it's just there's too many

[22:27] flaggers, there's too much construction.

[22:29] People are going slow as it is. Um so I

[22:32] did want to give you an update that at

[22:33] this time I just didn't think about that

[22:35] 2 weeks ago when we were having this

[22:36] conversation.

[22:38] Um so

[22:39] uh I I had a chance to talk talk it over

[22:41] with staff. Um for now we think that our

[22:43] recommendation would be to move forward

[22:45] with the the bump-outs, um get the

[22:48] street constructed like that, and then

[22:51] from there, after that's done, then we

[22:54] can reanalyze it and take a look with

[22:56] with the with the help of the police

[22:57] department to see if we feel like

[22:59] there's still an issue. Um I I

[23:01] understand 100% um President Moon's

[23:04] concern there that if we would we still

[23:07] could come back later and add a table

[23:09] where we're going to be doing the

[23:10] bump-outs, you'd be cutting into a brand

[23:12] new asphalt surface.

[23:14] I 100% share his concern with that.

[23:16] There's there's it's one of my pet

[23:18] peeves as a as an engineer somebody that

[23:21] that cuts into a brand new streets. And

[23:23] in case you didn't know this, I was one

[23:24] of the architects for the streets

[23:26] degradation

[23:28] ordinance that we have to preclude

[23:31] people from cutting into a brand new

[23:32] street. So it is one of my pet peeves

[23:34] and I

[23:35] we try to avoid that at all costs. But

[23:37] in this case, I just don't know if

[24:29] essentially that there is a 15% match to

[24:33] this if the if the borough would receive

[24:36] the grant, the borough would be

[24:38] responsible for 15% of that that total

[24:42] price tag that you see there, that

[24:43] $456,000.

[24:45] The stormwater authority is

[24:48] agreeing to to pay that 15%. So it's

[24:51] just a really formality that this has to

[24:52] go through the borough. The borough

[24:54] applies for the grant, not the

[24:55] stormwater authority.

[24:57] That is for that channel wall between

[24:59] Gillon and Alley, Carl L Street, the one

[25:01] we've talked about plenty of times. It's

[25:03] past way past its useful life.

[25:06] The wall with the same age, the same um

[25:10] structure just upstream of that along

[25:13] Coone Alley failed a few years ago, as

[25:15] we know. Um so, this one we're we're

[25:17] hoping to get to this one

[25:19] um with some grant money before it fails

[25:21] as well.

[25:22] Uh and we are the the other big hurdle

[25:24] with that is we have the design

[25:26] basically done

[25:27] um submitted to DEP for permitting.

[25:30] Um we are

[25:32] currently working on the

[25:35] maintenance and operation agreements

[25:38] with the property owners. There's two

[25:39] property owners, the one that owns the

[25:41] Late Night Bites on the left side,

[25:43] that's the City Mart, and then the one

[25:46] on the north side was the old Ugly Mug

[25:48] um property. So, we're we have reached

[25:51] out to those property owners and we're

[25:52] in discussion with them on the permanent

[25:54] ownership and and maintenance of those,

[25:56] and that will be required as well for

[25:57] the grant application. Um should we fail

[26:00] with that effort, then the grant

[26:02] application would also fail. Um so, it

[26:04] just get withdrawn at that point.

[26:07] The next uh motion is about um payment

[26:11] to Kinsley for the curb ramp

[26:14] replacements that they did earlier this

[26:16] this year. This is essentially just a

[26:18] formality, an administrative item. Um

[26:22] they asked for payment in exactly the

[26:24] amount that they were contracted. Um so,

[26:27] um again, this is just a administrative

[26:29] formality.

[26:30] Um and then the last one is for um

[26:35] contract change order to do an extension

[26:37] time extension. So, Robbie just gave you

[26:38] an update on the street work that we're

[26:41] proposing.

[26:44] the contractor would It's It's only a

[26:46] few days worth of work. They do crack

[26:47] sealing in a couple of days. They do the

[26:50] chip seal in a couple days, and then

[26:51] they put down the script type fog seal

[26:53] at the end in a couple of days. So, it's

[26:54] like a week's worth of work, but they

[26:56] would like to get the crack sealing done

[26:57] now, like Robbie said, and then come

[26:59] back later in the end of July. So, they

[27:01] can't fit it within 30 days. They got it

[27:03] We got to make it 60 days so they can do

[27:05] that at two different times. Uh which

[27:07] makes sense and actually, if they do the

[27:08] crack sealing a little bit earlier and

[27:10] let it hit with traffic, it actually

[27:12] works better. Um so, we would support

[27:14] this this

[27:15] change order. And the only other thing I

[27:17] wanted to add to Robbie's presentation

[27:19] on that the the the street closures that

[27:21] are going to be associated with this is

[27:22] and all the property owners are going to

[27:24] get a door hanger, like Robbie said,

[27:25] letting them know this, but also the

[27:28] this chip seal that that goes down, I

[27:30] always like to remind everybody that it

[27:32] it's a two-step process. So, it first

[27:34] comes down as a chip seal. It seems like

[27:36] a normal chip seal. It is a

[27:37] high-performance chip seal, so you don't

[27:38] get quite as the same amount of whip

[27:40] off. Uh by whip off, you whenever your

[27:42] tires run over it, the stones kick up on

[27:44] your cars, you that's what we we call

[27:45] whip off. You're going to have a little

[27:47] bit of that for a week or two. Then,

[30:47] happy to be invited to Vita School for

[30:50] their bike

[30:51] safety day, I guess I would I would call

[30:54] it. Um in all fairness, I should point

[30:57] out I think Sergeant Pruitt and Officer

[30:58] Klump probably had more fun than

[31:00] they really should have been allowed to

[31:02] have with the kids. It was hard to get

[31:04] them back to work. We appreciate the

[31:11] some of the events we covered, I'd like

[31:15] basically compliment

[31:17] not just our folks, but certainly

[31:19] Robbie's guys in public works. With

[31:21] reference to the Memorial Day parade, it

[31:23] was a I thought it was a pretty big

[31:26] turnout.

[31:50] service. And basically on a monthly

[31:54] basis, our guys go through this online

[31:57] training with various topics that you

[32:00] know, are appropriate for what they do

[32:02] out there. It also

[32:05] counts towards their mandated annual

[32:08] training for the year. So, we're

[32:09] accomplishing a couple different things

[32:10] with that. And the last notation I have

[32:13] in there with reference to the AED

[32:15] introduction,

[32:17] our AEDs that we were carrying that had

[32:20] basically they were worn out. They were

[32:22] 8 years old. Um you couldn't get parts

[32:25] for them. The batteries weren't

[32:26] functional. So, our partners at WellSpan

[32:29] were gracious enough to help us with

[32:32] grant funding. So, we now have new AEDs

[32:35] in the cars. I I thought it was

[32:36] important to get that in there before

[32:38] the summer season kicks off.

[32:40] We're able to accomplish that. The

[32:42] training went well.

[32:43] And again, uh

[32:45] very appreciative to what they have done

[32:47] for us.

[32:48] We couldn't do it without them.

[38:10] which includes reserves, uh 3.3 million.

[38:15] We still have a very hefty capital

[38:17] reserve down here at 2.1 million. Uh so,

[38:20] those are the things that we will use as

[38:23] we uh have obligations related to grant

[38:26] funding and local matches

[38:28] as we move forward throughout the year.

[38:32] we are in a pretty good financial state

[38:34] uh year-to-date.

[38:37] I would add to Mr. Whitmore's um

[38:41] report earlier uh that the uh

[38:45] the borough did receive uh notice of its

[38:48] uh CDBG allotment for 2026

[38:53] I do not remember the number off the top

[38:55] of my head. It's about 127-ish thousand

[38:57] dollars. Uh and the two necessary

[39:01] um public hearings are going to be

[39:03] scheduled in the the next uh month and a

[39:05] half two months. Uh so that way you can

[39:08] have that done and buttoned up as we

[39:10] move into budget season.

[40:08] community block development grant money

[40:09] is supposed to be spent on specifically

[40:12] um investments in low-income housing

[40:14] infrastructure and or um

[40:17] direct support of ADA issues, which is

[40:20] what we tend to spend it on. We have um

[40:23] for many years chosen to spend these

[40:25] federal dollars to help with sidewalk

[40:27] improvements, particularly around curb

[40:29] cuts and the truncated domes at

[40:31] crossings for people with low vision.

[40:35] Uh last year we were approached by the

[40:38] Children's Advocacy Center and they

[40:40] asked us to do something

[40:42] novel, which we had never done before,

[40:44] which was to take our allotment for

[40:48] some fiscal year and um

[40:50] basically sign it over to them.

[40:53] They would then use that

[40:56] as a qualifier for a state grant um

[41:00] for considerably more money. So last So

[41:02] we

[41:03] voted to

[41:05] gift them 120 something thousand dollars

[41:08] uh which they were able to use to

[41:10] qualify for

[41:12] uh state grants. Um the um money they're

[41:16] hoping to get would be spent directly on

[41:19] the rehabilitation of the facility on

[41:21] Baltimore Street for the direct service

[41:23] of

[41:24] young people in this community who um

[41:28] need assistance.

[41:30] Um whether it's because they come from

[41:32] an an abusive household or lack

[41:36] financial resources.

[41:37] Or even need therapeutic resources.

[41:41] Uh it was a bit of a gamble

[41:44] giving away our CD BG money like that

[41:46] and I'm happy to say that this week we

[41:48] found out that that gamble paid out.

[41:50] The state of Pennsylvania awarded only

[41:52] 7.5 million dollars this year and the

[41:55] Children's Advocacy Center was just

[41:57] awarded the full 1.2 they applied for.

[41:59] So

[42:00] uh that's pretty pretty remarkable and

[42:04] um

[42:05] it is rare for us to have an opportunity

[42:08] to

[42:10] use money like that for the direct

[42:12] support of people in our community. We

[42:14] often

[42:15] um

[42:17] I think get stuck in a pattern of really

[42:20] only taking care of the nuts and bolts

[42:21] of governance. And um it was um

[42:27] It was a good feeling to kind of put our

[42:29] money where our mouths were and take a

[42:31] gamble and it paid out and I just want

[42:32] to congratulate everybody at the

[42:33] Children's Advocacy Center and um

[42:36] look forward to seeing them dive into

[42:37] that work.

[46:56] electrical electrical conduits have been

[46:59] completed. We have our next meeting on

[47:01] June 16th and our biggest effort at Main

[47:04] Street Gettysburg right now is to

[47:06] continue to fundraise for the endowment.

[47:08] We're at about We're just over $300,000

[47:11] of the $1 million goal and that will

[47:14] provide sustainable revenue for

[47:16] operations of that uh with with the

[47:20] construction fully paid for, that's our

[47:22] goal now is to make sure that it lives

[47:24] in perpetuity to serve this community.

[47:26] So

[47:27] uh many thanks and uh send anybody my

[48:19] items on that agenda. I know Kim's on

[48:28] report on that as uh if she wishes, but

[48:30] we went over all the things that are

[48:31] happening for the summer on Steinwehr

[48:33] Avenue. There's certainly a lot of

[48:34] things happening. We will not have a

[48:36] July meeting, so the next meeting will

[48:38] be August 6th.

[48:40] Uh America 250 PA, uh I will say that

[48:42] there is over 200 uh events happening in

[48:45] Adams County. They've already already

[48:47] have happened or are still on the

[48:48] calendar this coming year.

[48:50] Um I attended the Revolutionary War

[48:52] event at the Daniel Lady Farm a couple

[48:54] weeks ago. Um really an amazing uh

[48:56] opportunity to start seeing kind of the

[48:58] founding of our nation and how things

[49:00] looked in the colonial period. So, check

[49:03] out destinationgettysburg.com if you

[49:05] need something to do in Adams County. Uh

[49:07] uh if you can't find something, you're

[49:09] not looking for it cuz there is a lot

[49:10] going on.

[49:11] Uh we continue to work at the Lincoln at

[49:13] Gettysburg um event in November. So,

[49:17] lots of things happen, lots of

[49:19] logistics. I'm very pleased that Main

[49:21] Street Gettysburg is uh is supporting

[49:23] this event. Uh it's really going to be

[49:25] extraordinary and there'll be more to

[49:27] come from the Lincoln Fellowship of

[49:28] Pennsylvania on the details.

[49:31] Christmas Festival is in 179 days. I

[49:33] just had to throw that in.

[49:40] amongst all the other things.

[49:42] And somewhat related to that, uh

[49:43] Destination Gettysburg was kind enough

[49:46] uh in middle of May to host a panel

[49:48] discussion and invited uh Lonnie Buck of

[49:51] the World War II experience museum and

[49:53] myself to talk to businesses about what

[49:56] it means to plan events in Adams County.

[49:59] So, it was a really interesting couple

[50:01] hours worth of discussion, especially as

[50:03] we're talking about all the things that

[50:04] are happening this year as well as

[50:06] things that happen routinely, you know,

[50:08] from the Memorial Day parade and all the

[50:11] the comments that the chief made that

[50:13] the public works does. There's so many

[50:15] components to bringing these special

[50:17] events to our community. And so, it was

[50:19] very helpful to be able to talk to these

[50:21] businesses and let them know the things

[50:24] that that are needed, how how far ahead

[50:26] of time they're needed, how we do

[50:27] backwards planning, and you know, just

[50:30] really the nuts and bolts as you

[50:31] mentioned, they're a little bit more

[50:33] complex than than some people realize.

[50:35] So, it was it was a great opportunity to

[50:37] connect with our business community and

[50:39] answer some of those questions. So,

[54:13] that uh in the county. So uh they were

[54:16] discussing some of the upcoming events

[54:18] including the um 4th of July at the Rec

[54:21] Park um and sharing some of that

[54:22] information.

[54:24] Additionally, um some of the other

[54:26] boroughs shared information and invited

[54:28] uh community members to attend.

[54:29] Littlestown is having a Senior Olympics

[54:32] on Friday, June 26th and anyone is

[54:34] welcome to attend that. They can um RSVP

[54:37] to the Littlestown borough office.

[55:29] PowerPoint on um not just um

[55:34] Destination's impact on the community

[55:36] but also um financial trends.

[55:38] And uh it was very informative.

[55:41] Um

[55:42] the tourism economy in Adams County

[55:44] brings in approximately $80 million a

[55:46] year

[55:47] and currently employs about 5,100

[55:50] people. So, it is a um

[55:53] important part of who we are. And it was

[55:55] a interesting conversation.

[55:57] Uh happy and the trail feasibilities

[56:00] study, Chris Berger.

[56:43] Waste Management uh removed theirs

[56:45] promptly after uh a gentle nudge after

[56:48] our last meeting and Waste Connections

[56:49] was able to get theirs in place. We

[56:51] thank them for that. I also want to say

[56:53] that last month we had the opportunity

[56:55] to um tour the recycling facility uh

[56:59] that Waste Connection owns. It's a

[57:01] separate company that they purchased

[57:02] some years ago. It's in York. Mr.

[57:04] Whitmore went, Councilwoman Musser went,

[57:05] Dev English went.

[57:07] And it was a fascinating uh experience.

[57:10] We learned a lot. Um

[57:12] there certainly does seem to be a

[57:13] disconnect between Waste Connections and

[57:16] the companies they own as to what is

[57:17] recyclable and what is not.

[57:19] Um however, they did want us to pass on

[57:23] uh two guiding rules of thumb when it

[57:25] comes to mixed single-stream recycling.

[57:28] Uh the first one was, if you're not sure

[57:30] if something should be recycled, just

[57:32] throw it away.

[57:34] Uh whether that's a greasy pizza box or

[57:37] a questionable thing. If you are unable

[57:40] to clean a container, please do not put

[57:43] it in the recycling. If you're not able

[57:45] to get all of the food waste out, it it

[57:48] degrades the quality of the recycled

[57:50] material.

[57:51] And the biggest thing they would ask you

[57:52] is to please never put

[57:54] either

[57:56] propane canisters or any kind of lithium

[57:59] battery in your recycling.

[58:01] Both of those

[58:03] when crushed by the machinery cause

[58:05] fires that are

[58:07] life-threatening.

[58:09] And they said they get fires

[58:12] multiple times a week.

[58:14] So, please folks, do not put any sort of

[58:17] lithium battery, not from your e-cigs or

[58:20] vape things, or from computers or

[58:22] anything like that. None of that is

[58:23] recyclable through your municipal

[58:26] single-stream recycling.

[58:43] I have met with Susan Nagle, the chair

[58:48] starting to look at updating their Shade

[58:57] and revising the permitting process.

[58:59] So, I plan on attending their next

[59:01] meeting on August the 11th. So, there'll

[59:05] be some more information

[1:00:06] proclamations. One on May 20th, 2026.

[1:00:12] recognizing Gary Schaefer for his 36

[1:00:15] years of service as a board member of

[1:00:17] HARB.

[1:00:22] Additionally, on May 29th, 2026, I

[1:00:25] issued a proclamation recognizing

[1:00:32] Weekend in Gettysburg and June 2026 as

[1:00:35] Pride Month in the Borough of

[1:00:36] Gettysburg. And I wanted to echo Council

[1:00:39] Member Mooney's um

[1:00:40] thanks for the police department in

[1:00:42] helping with the march there as well.

[1:00:44] Um attended several community events

[1:00:46] this month. I also swore in two new fire

[1:00:49] police officers at the Gettysburg uh

[1:00:51] fire department and received a tour

[1:00:52] there. Um also wanted to highlight that

[1:00:55] um I attended a breakfast organized by

[1:00:58] Representatives Mal and Wallen in

[1:01:01] regards to the um April 2026 freeze and

[1:01:04] impact on farmers in our community. Um

[1:01:08] Secretary Redding was also in attendance

[1:01:09] there, and since that breakfast to

[1:01:12] discuss the impact of the freeze on

[1:01:13] farmers in the greater Adams County

[1:01:15] community, uh USDA Secretary Rollins has

[1:01:17] issued a disaster declaration for 17

[1:01:20] counties in Pennsylvania, including

[1:01:22] Adams, and so

[1:01:23] um folks are mobilizing

[1:01:25] around that effort to to help.

[1:01:28] Um additionally, there is a new um

[1:01:31] mobile dental clinic that Mission of

[1:01:32] Mercy has unveiled and will be um headed

[1:01:35] around our community. They also have a

[1:01:37] mobile um

[1:01:39] health care health clinic that comes to

[1:01:41] Gettysburg once a month.

[1:01:43] Um

[1:01:45] I wanted to

[1:01:47] uh reiterate my thanks to Council

[1:01:50] President Moon. Um I was away during the

[1:01:52] Memorial Day event celebration, and he

[1:01:55] was able to step in and represent the

[1:01:56] borough um and commemorate the the

[1:01:58] weekend's events in my absence, so I

[1:02:00] appreciate him stepping in and sharing

[1:02:01] remarks and attending those events. Um

[1:02:04] thanks again also to Officers McDonald

[1:02:06] and Orth for hosting the pre-K class

[1:02:08] that we brought. Um and the event uh

[1:02:12] that I wanted to mention from ACBA that

[1:02:14] that I uh failed to to mention during

[1:02:16] the report was that Upper Adams has

[1:02:18] joined together and they shared that

[1:02:19] they're having an America 250 event this

[1:02:21] weekend, a large event at Oakside Park

[1:02:23] in Biglerville. There'll be a family uh

[1:02:26] friendly activities. There'll be a

[1:02:27] parade that's from 2:00 to 8:00 p.m.

[1:02:29] this Saturday. Um and I believe this

[1:02:31] Friday there's also an event at the Rec

[1:02:33] Park here, the library's uh fun fest

[1:02:36] will be going on from 3:00 to 7:00 p.m.

[1:02:39] Um as I mentioned, I obtained my

[1:02:41] certification National Incident

[1:02:42] Management Systems training that was put

[1:02:44] on by PEMA officials during the

[1:02:46] Pennsylvania State Borough Association

[1:02:48] conference.

[1:02:49] Um

[1:02:51] and then a couple uh constituent

[1:02:53] concerns. Well, one further

[1:02:54] announcement. Uh we do expect some

[1:02:56] members uh some service members of the

[1:02:58] USS Gettysburg to uh visit our community

[1:03:01] in August. Um so we're going to be

[1:03:03] hosting them um and and they are going

[1:03:05] to be exploring their namesake, so that

[1:03:07] we're looking forward to that. Um

[1:03:11] Some constituent concerns were related

[1:03:14] to lack of trash cans on Baltimore

[1:03:16] Baltimore Street. I have subsequently

[1:03:18] walked through Baltimore Street

[1:03:20] down from the square to La Fever and

[1:03:22] noted nine trash cans,

[1:03:24] but that was a concern that was brought

[1:03:25] to my attention as well as a concern

[1:03:28] about potential pedestrian crossing

[1:03:30] signs at the square. And lastly,

[1:03:35] um

[1:03:36] some concerns about external repair work

[1:03:38] on

[1:03:39] buildings in the borough and the need

[1:03:41] for disconnection of power while

[1:03:44] external contractors are working on the

[1:03:46] buildings. It was confirmed through

[1:03:48] communications with Met-Ed and First

[1:03:50] Energy that power is required to be

[1:03:52] temporarily disconnected. That is their

[1:03:54] formal policy and procedure for working

[1:03:56] externally on buildings that would be

[1:03:58] near power lines. They no longer provide

[1:04:01] insulation, but everything would need to

[1:04:03] be disconnected.

[1:04:05] Um and let's see, I will be attending

[1:04:09] the Pennsylvania State Mayors Conference

[1:04:10] next month in Bethlehem, Pennsylvania

[1:04:12] and also I will be attending a pride

[1:04:14] celebration reception at the Governor's

[1:04:16] Residence in Harrisburg.

[1:05:20] observations at the Lincoln Cemetery as

[1:05:23] well as at the National Cemetery. Two

[1:05:25] wildly different experiences.

[1:05:30] the National Cemetery

[1:05:33] was

[1:05:34] quite an experience and uh in addition

[1:05:36] to Representative Meow and myself on the

[1:05:38] dais, we also had

[1:05:40] um,

[1:05:41] a number of veterans organizations as

[1:05:43] and a last-minute visit from uh Doug

[1:05:45] Burgum, the Secretary of the Interior of

[1:05:47] the United States.

[1:05:49] Uh, that was an interesting

[1:05:51] um,

[1:05:52] surprise.

[1:05:53] And um, I do want to say too, I want to

[1:05:56] echo what everybody else has said here

[1:05:57] about um,

[1:05:59] the administration of these events by

[1:06:01] your department, by your department, by

[1:06:03] the entire staff that works on these

[1:06:05] permits. Um,

[1:06:08] it's important that you guys show up,

[1:06:10] you and Gavin show up, you know, even at

[1:06:12] the events that don't necessarily have a

[1:06:14] heightened security necessity. Being out

[1:06:17] there in the community, um,

[1:06:19] it's good to see you out there. People

[1:06:21] really appreciate you when you're there.

[1:06:22] So, thank you for being at the Lincoln

[1:06:24] Cemetery on Sunday.

[1:06:25] And I do want you both to know that um,

[1:06:28] on the stage at the National Cemetery,

[1:06:29] the first thing I asked people to do

[1:06:31] when they exited was to acknowledge the

[1:06:34] incredible professionalism both your

[1:06:36] departments um,

[1:06:38] employ in cooperation with so many other

[1:06:40] agencies as well to pull off events like

[1:06:42] this as seamlessly as you do. Thank you.

[1:06:46] Um, Pride happened on the weekend of the

[1:06:49] 29th. Um,

[1:06:54] it is um, it was quite a feat.

[1:06:57] Um, Pride almost didn't happen in

[1:06:58] Gettysburg this year. Um,

[1:07:01] we all know why.

[1:07:02] And the way that this community rallied

[1:07:05] together to save something

[1:07:07] um, not just save it, but to improve it

[1:07:10] and to be nimble and um

[1:07:14] to create a an environment where

[1:07:17] thousands of visitors come to our

[1:07:19] borough, including representatives of

[1:07:21] the governor's office, who spent the

[1:07:23] entire weekend with us. Ashley Strange

[1:07:25] was here the entire weekend.

[1:07:27] Extraordinary extraordinary person from

[1:07:29] the governor's office.

[1:07:31] Um

[1:07:34] These things don't just happen. They

[1:07:35] happen cuz people

[1:07:37] care and they are uh

[1:07:41] exercises in love. Um

[1:07:43] The

[1:07:44] board of directors for Pride pulled off

[1:07:46] something remarkable in just 10 weeks

[1:07:49] time.

[1:07:50] And they couldn't have done it without

[1:07:52] the help of the people in our government

[1:07:54] who facilitate these events and the

[1:07:56] support of people like the mayor. Thank

[1:07:59] you for everything you did that weekend,

[1:08:00] the words you said.

[1:08:01] And thank you to the police and public

[1:08:03] works for helping things like that

[1:08:07] Pride celebrated its 10th year here in

[1:08:09] Gettysburg as an official event and it

[1:08:11] was

[1:08:13] exceptionally important that the story

[1:08:14] of Pride be told in this America's 250th

[1:08:18] year.

[1:08:20] And um

[1:08:22] in the shadow of a declaration that says

[1:08:23] all people are equal.

[1:08:25] Uh so thank you to all involved.

[1:08:28] Along that note as well, I'd also like

[1:08:30] to point out that the weekend of the

[1:08:33] 19th and 20th are the Juneteenth

[1:08:35] celebrations here in the borough. There

[1:08:36] are events at the Rec Park, at the

[1:08:39] Majestic. There's a variety of events.

[1:08:41] So please get on their website and check

[1:08:43] out all of the offerings, including a

[1:08:45] free concert at the Majestic.

[1:09:21] Witt. I'm a I live at 709 Sun Fair uh

[1:09:24] Fair View Avenue.

[1:09:26] I'm a member of HARB and a future

[1:09:27] borough council for a former borough

[1:09:28] council member.

[1:09:30] I own and operate two hotels on

[1:09:32] Steinwehr Avenue.

[1:09:33] Uh I just like to uh reiterate the

[1:09:36] importance of what I feel is the sign

[1:09:38] ordinance in Gettysburg.

[1:09:39] I've got a picture I'd like to pass

[1:09:41] around that you can look at. This is

[1:09:43] before the sign ordinance was taken

[1:09:45] effect.

[1:09:46] What happened back in the '60s, people

[1:09:48] built made uh larger and larger signs to

[1:09:50] compete with their neighbors. Two of

[1:09:52] them blew down on the Steinwehr Avenue.

[1:09:55] Uh luckily no one was hurt. It was taken

[1:09:57] away and the the borough council people

[1:10:00] thought, "Maybe we should do something

[1:10:01] about this." And they did.

[1:10:04] They researched and and enacted a sign

[1:10:06] ordinance which has been very

[1:10:07] successful.

[1:10:09] Um it has reduced clutter in in town. Uh

[1:10:12] a lot of these pictures came out in

[1:10:14] major newspapers how tacky Gettysburg

[1:10:17] was, how cluttered, and how terrible it

[1:10:18] looked.

[1:10:19] That's the you haven't seen these

[1:10:21] pictures lately.

[1:10:22] Um also the fact that the there's a

[1:10:24] price factor for the uh individual

[1:10:27] business owners. These large

[1:10:29] corporations, franchisors,

[1:10:32] require you to put in large interstate

[1:10:35] type signs unless there's a sign

[1:10:37] ordinance which which prohibits them

[1:10:39] from doing that.

[1:10:41] This saves us a lot of people a lot of

[1:10:42] money.

[1:10:43] Um

[1:10:45] I read the sign ordinance the other day

[1:10:47] and I uh

[1:10:48] I think it still is uh one of the

[1:10:51] bases of it is that you're allowed 1

[1:10:53] square ft of sign

[1:10:55] per 1 linear ft of frontage.

[1:10:58] I think that's a reasonable

[1:11:00] amount of signage.

[1:11:01] And with 50 square feet of maximum per

[1:11:04] signs,

[1:11:05] um

[1:11:06] in my 50 years in the tourism business,

[1:11:10] people have complained that the the

[1:11:12] station project is going to

[1:11:14] hurt tourism substantially in

[1:11:16] Gettysburg.

[1:11:18] In my opinion, this is ridiculous. It is

[1:11:20] not going to hurt tourism at all at all.

[1:11:22] Uh if it did, I'd be one of the first

[1:11:24] people affected by this.

[1:11:27] Um

[1:11:30] the the loose the dilution of the sign

[1:11:32] ordinance and these and its

[1:11:33] implementation

[1:11:34] will definitely hurt tourism in

[1:11:36] Gettysburg if it's not uh properly

[1:11:38] administered.

[1:11:40] Um

[1:11:41] I'm just wondering, is the sign

[1:11:42] ordinance really being enforced? Uh if

[1:11:45] not, why not? And who who decided not to

[1:11:48] enforce the sign ordinance?

[1:11:50] Uh and also, are there any changes to

[1:11:52] the sign ordinance that are going to be

[1:11:54] made in the near future?
