[1:57] In March of 2012, Deputy Davis was named the Acting Chief of the Department and recognizes a provisional chief in November 2012 until his retirement in May of 2013.

[2:13] He was a student of his profession holding an EMT certificate obtaining an associate's degree in fire science from Massacellia Community College, as well as holding several training certificates from the Mass Fire Academy in similar institutes of continuing education.

[2:27] Joe dedicated his entire professional life to the firefight as he served with the residents that he swore to protect.

[2:34] Joe Davis was also a member of the Weymouth Retirement Board for over 40 years, joining the board in 1986.

[2:42] He had been elected and reelected 14 times by the membership.

[2:45] He especially went above and beyond when it came to elderly folks in their spouses and would frequently visit their homes.

[2:52] He served the town's people in a combined capacity for well over 50 years.

[2:55] He truly will be missed.

[5:19] This is a request that came in from the community preservation committee

[5:25] to fund the design

[5:28] in permitting of the so-called Boy Scout Bridge, which is in Great Escapac, which got destroyed

[5:36] in a storm in 2018. The town had gone after a grant several years ago, a trail's grant

[5:47] from the state to see if we get funding for the design and permitting of the bridge. Unfortunately,

[5:54] it was rejected.

[5:56] May and Marie thought it was important in that project that we try to get it approved by the Community Preservation Committee.

[6:06] And then go before the Council, obviously we had a public hearing to hopefully be an approval to fund the design and

[6:13] permitting through the Community Preservation Fund in the amount of $84,000.

[6:18] dollars. So, let me just briefly go through the background and the proposed project. I can

[6:26] answer questions and then from the public any public questions. So, the background is this

[6:32] project for the design and permitting of a previously existing pedestrian footbridge across

[6:38] the tidal marsh and great escapac that was washed away during a storm event in 2018. The bridge will

[6:46] reconnect a scenic loop trail within the back river trail system. The bridge was a pile supported

[6:53] wood bridge connecting the paved portion of the back river trail to one paved path along a

[7:00] waterfront. In its absence, scour has occurred on the marsh as folks attempt to make the crossing

[7:09] during low tide. The former Boy Scout Bridge was very popular in the community and also served

[7:14] of the Great Escapac summer nature camp.

[7:18] So the project, the proposed project

[7:20] is for the design and permitting

[7:22] to reconstruct the footbridge.

[7:24] We have worked with environmental engineering firm

[7:26] to develop a scope of work that includes design and permit

[7:30] plans, geotechnical boring, permit applications

[7:34] and structural design of the bridge.

[7:37] The former bridge was never formally permitted.

[7:41] Those were the days when you didn't have the permit.

[7:43] And because of its location in an environmentally sensitive area, it requires a full slate of state, federal, and local permitting.

[7:54] And allowance for a MEPA permitting is included.

[7:58] However, I'm not sure at this time if we'll meet the MEPA threshold filing, if it will be triggered.

[8:05] Our intent is to design a bridge that is minimalist and

[8:09] would construct it and to be at least impactful to the environment of resources on site.

[8:18] We accept some minor salt marsh restoration to be included in the plan.

[8:24] The design and permitting work is expected to take approximately one year to get through.

[8:28] We've also been in discussion with the Boy Scouts about the possibility of having them do

[8:34] some portion of the reconstruction, which would be a nice caveat.

[8:38] Yeah, this is not, again, this is for the design and permitting, not for the construction.

[8:42] So once we get that, then we'll have a cost estimate of what the construction and cost would be.

[8:48] We might come back to the community preservation committee for the funding.

[8:52] We might be successful in getting funding from the state to construct the bridge.

[8:56] But right now, it's just for the design and permitting.

[1:10:48] There are four items to report out from the ordinance committee.

[1:10:52] First item is a discussion regarding safety issue at Ralph Talbot School in draft letter to Mass DOT.

[1:11:00] This matter was referred to the ordinance committee on June 1st, 2026.

[1:11:08] I'd like to recognize that the town council did send a letter to DOT dated 529, 26, indicating to the DOT that we would be having, the ordinance committee would be having a meeting on June 9th, and we invited DOT to come to that meeting.

[1:11:30] The response to that letter was as follows.

[1:11:34] Mass start is planning to implement several improvements

[1:11:37] at the Ralph Talbot school driveway

[1:11:40] as discussed with the town traffic engineer,

[1:11:43] Jack Gillen, they will consist of the following

[1:11:46] reconstruction of the sidewalks

[1:11:48] and the necessary wheelchair ramps

[1:11:51] and the vicinity of the school driveway,

[1:11:53] installation of the rectangular rapid flashing beacon system

[1:11:58] for the Ralph Talbot street crossing

[1:11:59] in the installation of high visibility crosswalks.

[1:12:04] However, they will not be able to attend the meeting on June 9th, 2026.

[1:12:12] The ordinance committee met on June 9th, and Brian Smith was president, Sergeant Michael

[1:12:17] Egan was president as well.

[1:12:20] We spoke about the collaborative efforts that have taken place with the police in the school

[1:12:25] department since September of 2025.

[1:12:28] We've also reported that at least there were at least two stops of motor vehicles each

[1:12:34] day for the last 150 days on that particular street.

[1:12:39] A discussion of traffic coming ensued, speed safety zone possibilities, and at the end

[1:12:47] of the full discussion of the matter, the ordinance committee voted five to zero to draft

[1:12:53] to a letter and mailing it to the Mass DOT.

[1:12:57] Although we voted five to nothing to actually draft the letter,

[1:13:01] the letter was not drafted at that time.

[1:13:03] The letter is now drafted and I'll read it into the record.

[1:13:07] To Mark Abbott, PE Mass. District six, 185 Nieland Street,

[1:13:12] Boston Mass, 02133, Ralph Talbot School Safety Issue.

[1:13:16] At the town council meeting held on June 15th this evening,

[1:13:21] 2026, the William and Tom Council anticipating that we voted to take favorable action to

[1:13:27] forward this communication to MassDOT.

[1:13:29] We appreciate the email from you, dated May 29th, citing the improvements that MassDOT

[1:13:35] is planning to implement.

[1:13:38] testimony was delivered by police sergeant Egan that since the beginning of this school year

[1:13:43] more than 300 traffic stops were made to drivers on Ralph Talbot Street in the vicinity of

[1:13:49] Ralph Talbot School. School committee and school administration were also in attendance

[1:13:54] at the meeting in her in full support of the traffic calming measures. It is important

[1:14:00] to note that Ralph Talbot School is the only public school in Weymouth located on a state

[1:14:05] highway as stated by our assistant superintendent Brian Smith. We appreciate the proposed work

[1:14:12] you cited in your e-mail. However, a time frame was not indicated. We are requesting

[1:14:18] that the work is completed prior to the beginning of the school year in September.

[1:14:24] In addition to the aforementioned work, MassDOT is proposing we are requesting consideration

[1:14:31] of the following traffic calming measures, implementation of a school's speed safety zone

[1:14:37] of 20 miles per hour on a portion of Ralph Talbot Street, between the intersections of

[1:14:42] Ralph Talbot Street, Pine Street, and Ralph Talbot Street, Park Avenue.

[1:14:48] Secondly, we are requesting that the state consider installing a bump out in the road

[1:14:53] in front of the Ralph Talbot School in an effort to reduce the distance of pedestrians crossing.

[1:15:00] This is a kin to mass dot's cross walk design implemented on Washington Street and Stillman Street. In closing, we sincerely appreciate your prompt attention to this matter as they proposed improvements will afford the students and parents the opportunity to safely travel to and from school. Sincerely, other Matthews, Wayne the town council president on behalf of the Wayne the town council. Based on the result of the draft letter,

[1:16:24] So we're limited in terms of what we can do in changing an ordinance for

[1:16:28] traffic regulations on state highway, we is out of our jurisdiction, but we certainly want to send the letter over to Mass DOT in support of the recommended improvements and the improvements that we recommend as well.

[1:20:15] This matter was referred to the ordinance committee on April 21st.

[1:20:18] The ordinance committee met on May 7th, it was advertised on May 22nd, Jim McGrath and

[1:20:26] John McLeod appeared at the public hearing on June 1st, 2026, David Dunneveen appeared

[1:20:35] on June 9th, 26th at the ordinance committee meeting on June 9th, 2026, along with this

[1:20:43] In this particular measure, a memorandum was also submitted explaining the reason for the change in section 8-700.

[1:20:55] DPW Engineering Division was contacted by the EPA on February 23, 2026 to inform town regulations are not in compliance with EPA regulations and requires updating.

[1:21:09] D.P.W. worked with the engineering consultant, Tegan Bond, to prepare a draft of proposed

[1:21:16] revisions on its 8-700.

[1:21:19] The proposed draft was sent to the EPA for review on February 27, 2026.

[1:21:26] Teams meeting between D.P.W., TNB, and EPA on March 4, 2026 discussed proposed revisions to

[1:21:35] the ordinance.

[1:21:35] The town will be receiving an EPA administrative order requiring the ordinance updated to be finalized in official by September 30th, 2026.

[1:21:48] Therefore, on behalf of the ordinance committee, I submit the following measure to town council, that the town of Weymouth through town council amend the town of Weymouth code of ordinances.

[1:21:58] Section 8-700, storm water management ordinance by deleting same in its entirety,

[1:22:06] in substitution thereof, inserting the following, a new Section 8-700.

[1:23:19] hereby amend each of the following town of Weymouth court of ordinances with non-substantive revisions as outlined below, there were ten non-substantive revisions.
