[0:09] [clears throat]
[0:10] >> Can we have a moment of silence?
[0:41] Mama?
[0:41] >> Okay, and uh and the mayor would like us
[0:43] to stand for the Pledge of Allegiance.
[0:48] I pledge allegiance
[0:49] >> to the flag
[0:50] of the United States of America,
[0:52] and to the republic for which it stands,
[0:55] one nation under God, indivisible, with
[0:58] liberty and justice for all.
[1:15] » Edits or minutes to the agenda?
[1:18] >> Edits or changes to the agenda?
[1:19] >> Uh changes?
[1:21] >> No.
[1:22] Additions, changes to Okay. Then uh the mayor would like um a motion to
[1:29] approve the amended agenda as written.
[1:31] >> I move to approve the
[1:34] agenda and minutes as written.
[1:38] All in favor?
[1:40] >> I.
[1:41] >> Is the um Is it being televised? Live?
[1:44] Okay. I just had a text that somebody
[1:47] didn't see it, so.
[1:49] It's following that. It's a little bit
[1:50] delayed. Got you.
[1:59] » Oh, uh I'm sorry. I second.
[2:02] >> Lisa Lisa second.
[2:04] >> I'll second. All then all in favor. All
[2:07] in favor?
[2:08] >> I.
[2:18] » Okay,
[2:19] so with the awards and recognitions
[2:21] tonight, we actually have awards and
[2:23] recognitions tonight.
[2:25] More recognitions.
[2:27] We are recognizing our
[2:29] It says in here 2016 summer interns, but
[2:32] they are 2026
[2:33] >> They're a long time.
[2:36] >> [laughter]
[2:36] >> This is 2026.
[2:38] >> Mine says 2026.
[2:39] >> Yeah, mine says 2026.
[2:41] >> Oh, well, mine says 2016. Okay, I'm not
[2:43] sure why.
[2:44] >> Okay.
[2:45] but anyway, our 2016 summer
[2:47] interns. And
[2:49] Well,
[2:50] we've had some great summer interns this
[2:52] year and we've got a
[2:54] Um
[2:55] >> Oh, it does say.
[2:56] >> Uh
[2:57] just a certificate and
[2:59] a pin here for each of them.
[3:01] Uh they're still here for another two
[3:03] weeks, so we still have them for a
[3:04] little bit.
[3:06] Um but as I call your name, if you want
[3:08] to meet the mayor, if you want to
[3:10] actually come up here or actually in the
[3:12] front here.
[3:13] >> Sure.
[3:13] >> Um and Tiffany, would you come on
[3:16] >> I see my name.
[3:17] >> Get some photos?
[3:18] >> Yes.
[3:19] >> Okay, I'll stand at the podium and the
[3:20] mayor will
[3:22] present you with the certificate and
[3:36] It's going to start squealing if I don't
[3:38] turn that one on. Okay, there we go.
[3:41] Okay, and is Quania here? Okay, Quania
[3:44] Woodford.
[3:45] Um and just to read the the first one.
[3:49] Uh it says to all to whom these presents
[3:51] shall come greetings. Be it known that
[3:52] Kunaya Woodford is hereby recognized for
[3:54] dedicated and valuable service to the
[3:56] town of Crewe during the summer of 2026.
[4:00] Uh through diligence, initiative, and uh
[4:03] commitment to public service, she made
[4:05] meaningful contributions to the third
[4:07] annual Crewe Airfest, Heal Crewe
[4:09] program, and other projects.
[4:11] Her efforts supported the preservation
[4:13] of Crewe's history, strengthened
[4:14] community programs, and advanced the
[4:15] work of the town. In recognition of
[4:17] these contributions and with the sincere
[4:19] appreciation of the town council, staff,
[4:21] and citizens of Crewe, this commendation
[4:23] is presented on the 3rd of August, 2026.
[4:26] Presented with gratitude for service
[4:28] well rendered.
[4:30] So, let's all clap it to Kunaya here.
[4:33] >> [applause]
[4:39] » Thank you.
[4:41] >> Okay, and is Lexi here? Lexi is not
[4:43] here, but Lexi Martin uh is uh an intern
[4:46] and her
[4:48] um uh contributions include front-end
[4:50] customer service, finance assistant, and
[4:52] other projects. So, let's all give a
[4:54] round of applause to Lexi.
[4:56] >> [applause]
[5:03] » And uh John Bolcher is not here. He
[5:07] actually drives each day from uh from
[5:08] Chesterfield. So, uh so good for him. Um
[5:12] uh but his uh contributions include
[5:14] historic preservation efforts, oral
[5:16] history planning, document digitization,
[5:18] and other projects. And part of that uh
[5:20] document digitization, he's uh he's been
[5:22] uh working diligently in the uh in the
[5:24] attic or uh the uh the second floor
[5:27] um uh organizing uh uh and and um
[5:31] helping to preserve some of the uh some
[5:32] of the old documents. So, good good work
[5:35] for him. Let's give uh John a round of
[5:37] applause.
[5:37] >> [applause]
[5:40] » Eli Skinner, he's here.
[5:43] Uh Eli's work uh involves uh um railroad
[5:47] museum strategic planning, uh map
[5:49] organization, Hill Crew planning, and
[5:52] downtown crew projects and other
[5:54] projects. So, let's give give Eli a
[5:57] round of applause.
[6:00] >> [applause]
[6:05] » And finally, Seth Kendall could not be here this evening, but Seth's work
[6:11] involves
[6:13] some of the department logo design as
[6:15] part of our rebranding effort.
[6:17] The working with Quanah on the third
[6:20] annual Crew Airfest and other projects.
[6:22] So, let's give Seth a round of applause.
[6:25] >> [applause]
[6:26] >> Okay, and those are interns this year.
[6:30] >> I'd like to say thank you to them. They were a wonderful group of young
[6:34] people and a big help. I served on
[6:36] several committees where they were there
[6:38] and I was very impressed. So, keep up
[6:41] the good work. You have great futures.
[6:44] >> And you guys are free to go if you want
[6:46] or free to stay
[6:47] and listen to the rest of the meeting
[6:49] depending on what your
[6:51] wants are.
[6:54] Okay.
[6:55] Perfect.
[6:59] » [laughter]
[7:00] >> We won't hold it against you.
[7:02] >> I also gave the interns today a lunch at at my house and I hope they
[7:07] enjoyed it and
[7:09] No, thank you.
[7:10] Okay, very [laughter] good.
[7:13] I think everyone here has also had the
[7:14] kale salad.
[7:16] >> [laughter]
[7:17] >> Okay, so next up on the agenda, let me
[7:32] » Do we have any public comments?
[7:41] Okay.
[7:46] And Council, do you have any questions
[7:48] about the bills?
[7:52] Okay.
[7:57] Yes, different board.
[8:00] >> Uh so, with the town manager's report,
[8:03] um if Council
[8:05] wants to follow along, it's
[8:08] there. Uh just um
[8:10] big things this month.
[8:15] Uh
[8:16] yeah, we received a So, with the um
[8:19] if you'll recall, we were a little bit
[8:20] late in applying for the Department of
[8:23] Aviation
[8:24] um
[8:26] uh uh grant for the Airfest last year,
[8:29] and apparently Department of Aviation ran out of money. They were
[8:32] able to scrunch together 4,800 instead
[8:34] of the full 10,000 for us for last year.
[8:37] Uh so, we went ahead and applied very
[8:38] early this year for next year's Airfest.
[8:40] So, we do have that uh that full 10,000
[8:43] for next year already.
[8:45] >> [snorts]
[8:45] >> Um
[8:48] let's see, the project management team
[8:50] meetings continue for the facade grant.
[8:53] Uh
[8:55] the
[8:58] What else is
[9:01] critical? Um
[9:03] Oh, uh for the uh for the park signs, we
[9:05] received the uh the bids uh for the um
[9:10] uh the wayfinding sign that we uh we
[9:12] have on uh the highway. We're going to have that
[9:15] replaced, but um VDOT is actually or uh
[9:18] yeah, VDOT's putting a uh sidewalk in
[9:20] that general area. So, we've decided to
[9:22] hold off on replacing that one
[9:24] wayfinding sign um until
[9:27] VDOT tells us to either put it on or
[9:31] that may require going through the same
[9:33] permit pro- permitting process we are
[9:36] going through with our current um
[9:37] signage. So, we're going to hold off on
[9:39] that one, but get the other park signs
[9:42] replaced.
[9:44] Um
[9:47] Let's see.
[9:50] Oh.
[9:51] Big news, the Board of Supervisors held
[9:53] a public hearing and approved our
[9:54] boundary line agreement. So, we're
[9:56] um
[9:57] So, I believe Eric is is filing that
[10:00] with the court, and so town should grow
[10:02] a little bit in the next uh
[10:05] coming weeks.
[10:07] Um
[10:09] Some of the interns, John especially,
[10:11] who is not with us, is um
[10:13] working on the oral history project with Jackie
[10:17] in her capacity as the library director.
[10:19] Um
[10:21] And several improvements at the at the
[10:23] library park this month.
[10:25] Uh
[10:27] The Friends of the Library have donated
[10:30] funding for a pergola, which was
[10:33] installed. And next to the pergola is
[10:35] the shed for the library of things and
[10:38] used by crew cares, and that one was
[10:39] paid for by the VFH Y grant that we
[10:42] received.
[10:43] We also have a new fence installed
[10:45] around the playground. The old one was
[10:46] getting a little dangerous there, so we
[10:48] went ahead and replaced that. And there
[10:51] was a basketball size hornet's nest in
[10:53] one of the crepe myrtles
[10:55] between the sidewalk and and the
[10:57] playground there, so that was removed.
[11:00] I think Tiffany watched that one being
[11:02] removed in the in So.
[11:04] >> I saw that as well.
[11:05] >> It's huge.
[11:05] >> Yeah, massive massive hornet's nest that
[11:07] we decided, you know, it's a
[11:10] good good to remove that. But, that's
[11:12] it. Anyone have any comments, questions,
[11:13] concerns
[11:15] on that? Okay.
[11:16] Thank you.
[11:17] >> Not on that, but
[11:19] I have
[11:20] >> Sure.
[11:20] >> a constituent question.
[11:22] Um
[11:23] And it comes from our friend Kathy
[11:24] Clark.
[11:24] >> Mhm.
[11:25] >> And she would like to know
[11:27] um if we have made any progress on
[11:30] deciding how to handle that bamboo issue
[11:32] that they have around there and if and
[11:34] when we might start taking steps to rid
[11:37] it
[11:38] >> Sure, I believe we said at the last
[11:40] meeting that if she wants to remove it
[11:42] from her
[11:43] side because you know
[11:46] the town never planted bamboo as far as
[11:47] I know.
[11:48] Um, it's
[11:52] we can't remove it from the public side.
[11:54] Well, we
[11:55] it would be
[12:01] uh, just not
[12:04] there would be no point in trying to
[12:05] remove it from the public side because
[12:06] it's such an invasive
[12:08] um, plant.
[12:09] If it was not also removed from the
[12:11] public side from the private side. So,
[12:13] as soon as she's ready to remove it from
[12:14] the private side we can we can work with
[12:17] her and public works on removing it from
[12:19] the public side.
[12:20] >> How much real trouble is it to take it
[12:22] all down?
[12:23] In this situation.
[12:26] >> On the private side we we
[12:29] >> Removing bamboo is not a not an easy
[12:32] process.
[12:33] >> Yeah, it depends on the bamboo. I'm
[12:35] sorry, but there are different kinds of
[12:37] bamboo and there are some bamboos where
[12:39] you have not a big problem to
[12:42] get rid of them and they are the
[12:44] invasive type. So, which type is it?
[12:48] >> It's the invasive
[12:49] >> It's very invasive and it's
[12:51] in fact it's it's been spreading
[12:53] in different parts of town.
[12:54] >> I don't I don't recall her having to
[12:56] remove hers first.
[12:58] And then we would do the public side
[13:00] from the last meeting. So,
[13:02] >> And and I can't remember to be clear
[13:05] either way.
[13:06] >> Yeah, I just know she's been here like
[13:07] four meetings.
[13:08] >> Yeah.
[13:08] >> We have a situation that obviously isn't
[13:10] the best for public side.
[13:13] And it's being produced from the private
[13:15] side is it not? It'd be somewhat at our
[13:17] benefit to get rid of it. Cut it all
[13:20] down. Buy some primer tool. And kill
[13:23] everything.
[13:24] I was just wondering cuz and here's I
[13:27] mean it's it's going to keep coming up.
[13:30] It's going to keep getting brought here.
[13:33] You know, and she took the time to text
[13:34] me and ask me on her behalf if I would
[13:36] ask that question. So, I want to make
[13:37] sure that I did.
[13:40] If we can maybe
[13:42] councils agreement look into what it
[13:44] would take to
[13:46] get rid of it.
[13:47] >> Holiday
[13:47] >> Both sides
[13:48] and it's it's a blight. Let's just get
[13:50] rid of it.
[13:50] >> Yeah. It will require I mean if you
[13:52] really want to get rid of it
[13:54] >> Mhm.
[13:55] >> earth excavation.
[13:57] >> Really?
[13:58] >> Yes.
[13:59] >> What did they do down there
[14:01] by the creek on East Manor?
[14:03] >> know. Um I mean you can cut it down.
[14:06] >> They were using at one at
[14:10] » Yeah.
[14:10] >> Manor.
[14:12] >> East Pennsylvania now East Manor and
[14:14] Pennsylvania. Yeah.
[14:15] >> Yeah, in between Manor and Pennsylvania.
[14:17] >> It's back. It's back. That's right. It's
[14:19] behind your place. Yeah, it's down the
[14:21] hill behind my house.
[14:22] >> Yeah.
[14:23] >> Is it
[14:23] >> Uh so
[14:24] >> Is it threatening a structure?
[14:26] >> What?
[14:27] >> No.
[14:28] >> Theirs or yours?
[14:28] >> No.
[14:29] >> I have no idea. I haven't gone out to
[14:30] look at it.
[14:32] >> Not that I'm aware of.
[14:34] >> Where's the bamboo at?
[14:37] » I believe it's behind the property on
[14:40] Walnut. Is the bamboo that she is
[14:42] Uh
[14:44] Walnut.
[14:45] >> Where's that at?
[14:49] » So, across from the library.
[14:52] >> Okay.
[14:53] The little diagonal that goes down the
[14:55] >> Yeah.
[14:56] >> And it's
[14:58] on the left side if we're leaving from
[14:59] here.
[14:59] >> Right. And if the bamboo itself is
[15:03] near the alley behind the behind the
[15:05] property.
[15:08] » Okay.
[15:09] You know, I don't know somebody that I
[15:11] don't went down there and looked at it.
[15:13] Just look at it.
[15:14] >> Yeah, she's been three meetings and then
[15:18] this one.
[15:19] >> So, she she
[15:23] » That's what I thought.
[15:24] >> Yeah.
[15:25] >> here in the alley.
[15:26] >> Now, the uh the town does keep the uh
[15:28] the um public side cut and
[15:34] » Well,
[15:35] >> we'll follow up. I'll follow up with her
[15:36] and and have that discussion.
[15:38] >> But, we don't normally clear out things
[15:40] on private property.
[15:41] >> Correct.
[15:44] If we
[15:45] >> Yeah.
[15:45] >> That That opens up a whole can of worms.
[15:49] >> That down there on Pennsylvania,
[15:51] somebody went there and cut down cuz the
[15:52] police department got tired of people
[15:54] hiding in the bamboo and doing whatever
[15:56] they were doing in there. So, when it
[15:58] suits the town,
[16:00] we do it. And I'm not saying that we
[16:02] should. I'm asking a question that was
[16:04] asked of me. So, I'm passing it on.
[16:06] >> I'd like to stop having it come up at
[16:07] every meeting if we can kind of put some
[16:09] sort of resolution to it.
[16:10] >> Well, then it's then it then it needs to
[16:11] just become a yes or no and a definite
[16:14] yes or no. Either we will or we won't.
[16:17] Or it's going to continue coming up
[16:18] along with our other issues. And as a
[16:20] property owner,
[16:22] that's allowed.
[16:23] But, we'll we'll just move forward for
[16:25] right now. I just wanted like I said,
[16:28] I promised her that I would ask the
[16:29] question that was asked.
[16:30] >> Okay. Thank you.
[16:31] >> I have wrote it down for myself, too, to
[16:33] ask about it.
[16:35] >> Um in terms of police report, uh because
[16:38] the meeting is a week early this month,
[16:40] um and because the
[16:42] um
[16:44] police report is based on the monthly
[16:46] data, and the monthly data wasn't we
[16:49] didn't have the full month's data until
[16:51] this weekend, um the police report will
[16:53] be included in next month's uh report.
[16:56] Uh and that should read mayor's report,
[16:58] but uh
[16:59] if the mayor has a report
[17:01] >> Um
[17:01] not right now. I'm still working on
[17:04] everything and trying to learn
[17:05] everything.
[17:07] Have a little patience with me, please.
[17:09] >> Absolutely. And uh town attorney?
[17:12] >> Uh I don't have anything particularly to
[17:13] report at this time other than what we
[17:15] will be discussing in closed session and
[17:17] have to discuss any questions if you
[17:18] have them. Close
[17:20] >> Sounds good. Uh committee reports?
[17:24] >> Okay.
[17:27] So,
[17:29] we're talking about the committee
[17:30] reports?
[17:31] >> Mhm.
[17:31] >> Just going down the list.
[17:32] >> Okay, the finance committee.
[17:36] >> Nothing to share at this time.
[17:39] » Personnel committee?
[17:41] >> Nothing right now.
[17:44] >> Okay.
[17:44] Community development?
[17:47] >> Currently not
[17:49] existing.
[17:50] >> Okay.
[17:51] >> Does the committee not exist, or a chair
[17:52] does not exist?
[17:53] >> The committee doesn't exist.
[17:55] >> Both.
[17:55] >> Okay.
[17:57] >> Uh infrastructure
[17:59] committee?
[17:59] >> Nothing right now.
[18:01] >> Okay.
[18:02] Then we got the economic development
[18:05] committee?
[18:05] >> Uh nothing from economic development.
[18:07] >> Okay. The planning commission?
[18:09] >> The planning commission, I do need to
[18:11] set a a meeting date. Uh they will be
[18:13] meeting uh soon. Uh there are some
[18:15] legislative changes that uh there are
[18:17] some changes that came down from the
[18:19] legislature that um
[18:20] we need to make uh with our zoning
[18:22] ordinances. So, that'll be
[18:24] >> the one that in a moment of insanity I
[18:26] volunteered to be on?
[18:28] >> I believe so.
[18:29] >> Okay.
[18:30] >> [laughter]
[18:32] >> Well, please keep me posted.
[18:33] >> Will do.
[18:36] » And then the temporary water committee?
[18:39] >> No.
[18:40] >> Temporary.
[18:40] >> I have a I do have a follow-up from my I
[18:43] stuck it in there during the water
[18:45] committee last time.
[18:46] I did get a report that there's a
[18:49] recurring use and some miscommunication
[18:52] about the water that was taken from the
[18:56] uh
[18:57] hydrant up at the train station that I
[18:59] brought up at the last meeting.
[19:01] But, I'm hoping that we are have going to have some better
[19:05] contract management and follow-up going
[19:06] forward in the future.
[19:08] That somebody just doesn't show up and
[19:10] start pumping water and wasting water
[19:13] without us being aware that it's coming.
[19:16] And if we have a contract, I think we
[19:17] should know when they're coming and that
[19:19] they should be organized and we should
[19:20] be aware and on top of it.
[19:22] >> To clarify, um the town did not have a
[19:25] contract with this company. The railroad
[19:27] had a contract with
[19:28] uh them and um so it was uh
[19:31] miscommunication between the railroad
[19:32] and the company with whom they
[19:34] contracted.
[19:35] >> did the But whose water is it is what
[19:37] I'm saying?
[19:38] >> Uh ultimately they paid for it. So it
[19:39] was But now though
[19:40] >> Ultimately they did.
[19:41] >> Right.
[19:42] >> saying is
[19:43] there is a chance that that would not
[19:45] have occurred.
[19:46] Especially the stuff that they dumped
[19:47] all over the ground.
[19:49] So I'm just saying that if they're going
[19:52] to be using town resources, I would
[19:54] expect that we have some town follow-up
[19:56] is all I'm asking.
[19:58] >> Is it
[19:58] >> In
[19:59] >> follow-up with it, is it difficult to
[20:02] put some measuring device on
[20:04] >> That would be
[20:05] >> those hydrants?
[20:07] Or some way to meter them where
[20:10] um
[20:11] you know, if anybody in you know, in
[20:13] that particular instance you had a
[20:14] company that they've done it the same
[20:16] way the same time year after year after
[20:17] year and they somebody with the
[20:19] railroad's always paid.
[20:21] This time it sounded like maybe somebody
[20:23] with the railroad forgot or wasn't
[20:25] experienced or didn't understand.
[20:28] But how can we Is there a way to um
[20:31] >> To meter the hydrants?
[20:32] >> Put a cap on it and just say, "Hey look,
[20:34] when you open it there's going to be
[20:35] this." And then have the guys ride by
[20:37] there each month and just look at it and
[20:39] just
[20:40] when it's been used.
[20:41] >> It's possible. I would recommend because
[20:45] we have the application out for the uh
[20:47] CDS funding
[20:49] uh that is um
[20:51] has been approved by um
[20:53] uh Congressman McGuire and
[20:56] All right, for the uh for the for the
[20:57] water meters that 1.3 million for water
[21:00] meters uh and it's
[21:02] I think the the next step it I believe
[21:05] think through the House Finance
[21:06] Committee and next step is, you know,
[21:08] budget. Um
[21:09] >> Correct. We can get one of those put in.
[21:11] >> Correct. Right.
[21:12] >> If they don't get If they don't get
[21:13] hacked like the other seven states.
[21:15] >> [laughter]
[21:18] » Yeah, that's true.
[21:20] >> There's something to be said for real
[21:21] people checking real meters, I guess.
[21:23] >> [laughter]
[21:23] >> I don't disagree.
[21:26] >> That's all I had with that.
[21:27] >> Okay. Thank you.
[21:28] >> Thank you.
[21:30] >> And then we have new business, say USDA
[21:32] resolution.
[21:35] >> Okay, thank you. Uh if council will turn
[21:38] to the USD USDA resolution, um it's a
[21:41] requirement for moving forward with the
[21:42] CDBG funding for the community center
[21:43] renovations. Actually got this on um
[21:46] Friday afternoon as I was finalizing the
[21:49] packets. So,
[21:50] here it is. Um
[21:52] uh
[21:53] basically it says uh the governing body
[21:56] consists of seven council members,
[21:57] mayor, and duly called meeting
[21:59] um with quorum, resolved that
[22:02] um it's basically just a requirement of
[22:05] USDA for
[22:07] um
[22:08] for the renovation of the community
[22:10] center project.
[22:13] >> Who's going to be project manager on
[22:14] that?
[22:16] Is something going to be Is the scope of
[22:17] work going to be laid out in front?
[22:19] And you guys say, "Okay, this is all the
[22:21] things that are going to be done." Is
[22:22] there going to be somebody
[22:24] with the subs or the contractors that or
[22:26] we're going to handle the hiring of the
[22:28] contractors and they just give us the
[22:29] financing and they pay for it?
[22:31] >> [clears throat]
[22:31] >> Or do they have a hand in the actual
[22:34] >> So, there are federal procurement uh
[22:35] requirements that we have to uh we have
[22:37] to follow.
[22:38] Um and the first one um will need to go
[22:41] through the procurement process on they told me on Friday that we need to
[22:45] actually hire an architect uh or an
[22:47] architectural firm to approve the plans
[22:49] and such. Um which we will probably be
[22:52] utilizing as long as it's allowable,
[22:54] utilizing the
[22:56] um
[22:57] uh on-call contract that uh CRC has with
[23:00] Hill Studio. Austin Hill Studio knows us
[23:03] and we we're working with them on
[23:04] several other things.
[23:05] >> But the actual project will have a
[23:07] project manager like a
[23:08] and a contractor that's going to do the
[23:10] work, is that right?
[23:11] >> So, the
[23:14] and I don't want to get too ahead of
[23:15] myself
[23:16] um because like I said there are
[23:18] procurement uh uh requirements, but
[23:21] the only company I've been able to find
[23:23] to do underneath uh there's only one
[23:26] company that has the skill that I've
[23:28] been able to find, but again we'll go
[23:29] through the
[23:30] uh requirements um to do that uh um
[23:33] to do everything under there. Um
[23:36] they'll be handling that and then we'll
[23:38] um
[23:39] be looking at our next steps for the uh
[23:41] for the roof.
[23:42] And then
[23:43] any interior uh changes.
[23:46] The biggest things are underneath the
[23:48] building to level it off and to
[23:51] >> stabilize
[23:53] >> And I know this is bringing the attorney
[23:55] out in me, but do you review these
[23:56] contracts or do you review these
[23:58] contracts?
[23:58] >> I'll review when they're submitted to me
[24:00] and requested requested review.
[24:02] >> Thank you, that's what I mean.
[24:04] >> Okay. So, um all I need is just a um
[24:07] motion to approve the uh resolution.
[24:10] >> I move.
[24:12] >> Second.
[24:16] » All in favor?
[24:17] >> I.
[24:20] » Opposed.
[24:21] >> All opposed?
[24:23] >> Okay.
[24:24] Motion carries.
[24:26] >> Motion carried.
[24:28] >> Okay, thank you. Um next step on the uh
[24:30] on the agenda is the Parks and Community
[24:32] Committee.
[24:34] Um
[24:36] and uh if Council will turn to that
[24:40] So, the current Community Development
[24:41] Committee has no members as you know, we
[24:43] mentioned earlier and the Infrastructure
[24:45] Committee charge is somewhat vague. Um
[24:48] there's also been uh significant
[24:50] discussion on Parks and Recreation.
[24:53] Uh so and and a committee uh can help
[24:56] oversee operations in parks and
[24:57] recreation and recurring community
[24:59] projects.
[25:00] So, the proposal here is to merge the
[25:02] infrastructure and community development
[25:03] committees and and add parks to the
[25:06] charge and you can read the read the
[25:08] charge for yourselves in
[25:10] there. Um of course the the mayor um
[25:13] appoints committees. Um but this is here
[25:16] for council discussion and and feedback.
[25:25] » So, I guess one of the things
[25:27] that's going to play heavily into this
[25:31] is going to be
[25:33] the ball fields
[25:34] and the responsibility for that 7 acres
[25:37] over there that currently is with
[25:41] the rec association.
[25:43] Um because really looking through this
[25:45] >> And the homecoming and Christmas parade.
[25:48] >> Yeah. Um
[25:50] but that's even
[25:52] time framed. I'm more concerned about
[25:54] the money and the work and the labor and
[25:57] the constant
[25:59] fixing up. I I personally don't have a
[26:01] problem with doing this. I think it'd be
[26:03] great to have somebody overseeing that
[26:05] stuff
[26:06] uh as well as
[26:08] other problems that we've got in
[26:10] infrastructure. So, as long as it's a
[26:12] combination
[26:14] of all of that, but it's going to take
[26:16] probably more than just
[26:17] my partner here.
[26:18] >> [clears throat]
[26:19] >> I have a ques- When you say oversee the
[26:21] use, maintenance, and improvement, does
[26:23] that mean oversee the people that do
[26:24] those things?
[26:25] >> Uh no. Just uh in oversee maybe the uh
[26:28] the wrong word, but um
[26:32] monitor
[26:33] potentially might be a better word or
[26:37] » Okay.
[26:39] I still think that could be flushed out
[26:40] a little just a little bit so everybody
[26:42] knows their place. You know what I mean?
[26:43] >> Right. No, I appreciate that.
[26:45] >> could be sort of sticky.
[26:46] >> Right. Right.
[26:47] >> And confusing.
[26:50] » I think what he means is that there's
[26:52] somebody who puts everything together.
[26:56] Kind of like the maintenance
[26:59] stuff.
[27:00] Where you have somebody who really puts
[27:02] everybody together and checks on
[27:04] everything. And when something is
[27:06] missing,
[27:08] just working on all that.
[27:09] >> Yeah, I get I get her point though. I
[27:11] mean,
[27:13] our town staff are going to be the ones
[27:15] that
[27:16] >> actually do
[27:17] >> do all of this stuff.
[27:19] >> Yeah, but I think yeah, a lot people who
[27:21] would like to volunteer too to cut the
[27:24] grass when eventually the town can
[27:27] provide the lawn mower,
[27:29] people would do that.
[27:30] >> No, we're not going to do that though
[27:32] from a liability standpoint. I'm
[27:34] speaking specifically
[27:35] >> Well, they could be coordinate. Yes.
[27:37] >> Well, that I I like that.
[27:39] To help coordinate the right.
[27:41] >> with staff.
[27:42] >> So, I I appreciate that. So, if we if we
[27:45] change oversee to help coordinate.
[27:48] >> Yeah.
[27:48] >> Okay.
[27:49] >> Cuz they can listen to go out and and
[27:51] see if one of the guys says, "Hey,
[27:54] he doesn't have to come necessarily
[27:55] directly to you. He can call
[27:57] whoever and say,
[27:59] you know, we've got this issue with the
[28:00] park."
[28:01] >> Cuz if you gave me that oversee, I'd be
[28:03] all over it.
[28:04] >> [laughter]
[28:05] >> Ask me anything.
[28:06] >> Yeah,
[28:06] >> [clears throat]
[28:06] >> that's what I'm afraid of.
[28:10] But yeah, we don't want to get too
[28:11] involved in in staff's
[28:13] day-to-day stuff.
[28:15] >> Right.
[28:16] >> So,
[28:17] >> That's what I'm saying.
[28:18] >> I I like the idea. I and I think that
[28:20] again, it's going to become really
[28:21] important if we end up moving forward
[28:23] and talking more with Nottoway Rec Association about
[28:27] having the responsibility for that
[28:29] project over there, then it's going to
[28:32] be
[28:33] it's a lot of maintenance. It's a lot of
[28:35] this is old, this is broke, this needs
[28:37] to be fixed. What do we want to do? What
[28:39] don't we want to do? And there's going
[28:40] to need to be somebody to filter that.
[28:43] >> Right. And and that's part of our the
[28:45] So, it's coordinating coordinating with
[28:47] the wreck association, coordinating with
[28:48] the school for Golubic and and other
[28:51] facilities.
[28:51] >> How many
[28:54] people
[28:57] are on that committee? Is it just two?
[28:59] >> Uh so, it could be as many
[29:02] people as you want. We recommend four
[29:06] members of the governing body to limit
[29:07] it to two. Otherwise, we have to then
[29:10] start taking minutes and and such for
[29:12] >> cuz it's
[29:13] >> for meetings.
[29:14] >> It's well, right now on infrastructure
[29:18] Councilman Stith is the only member
[29:20] right now. That would be Oh, that's
[29:23] right. And
[29:24] >> Well, we haven't always done the best at
[29:26] following up on some of Stanley's
[29:28] recommendations and
[29:30] questions and issues either.
[29:32] >> this is a very broad Yeah, that's what I
[29:34] was large amount of things.
[29:38] That's what I was
[29:39] uh concerned about. Um
[29:49] » It takes three or more for it to be a
[29:50] meeting according to the
[29:52] >> Yeah.
[29:54] >> Three or more for a meeting. Has that
[29:55] changed recently?
[29:56] >> Well, it doesn't need to be
[29:58] The committee doesn't need to be filled
[29:59] with a bunch of council members. It
[30:00] needs to be filled with volunteers from
[30:02] our town.
[30:02] >> Well, well, good luck with that.
[30:05] >> And and not not even necessarily from
[30:07] town. It could be from uh from
[30:10] interested parties who may you know
[30:12] >> Yeah.
[30:13] >> depending on what the nature of this
[30:14] relationship
[30:16] the wreck league is,
[30:17] there are parents and people that want
[30:19] to be involved, that want to see things
[30:21] done differently.
[30:22] They need to be encouraged, just like
[30:24] they've been down there, to get
[30:25] involved. And if they get involved, then
[30:27] maybe there's an opportunity to flesh
[30:29] that out more. Um and you've got two
[30:31] different ends of it. You've got the
[30:32] infrastructure end of it with people
[30:34] that are interested in getting alleys
[30:36] cleaned and ditches cleaned out
[30:38] all of that, as well as the recreational
[30:41] side. So,
[30:43] it's going to be like every other
[30:44] committee. You got to find somebody
[30:45] that's willing to do the additional work
[30:47] other than sitting here. That's hard to find.
[30:52] >> Okay, so everyone's in favor of the idea
[30:54] with that uh with that change?
[30:55] >> Yes, please.
[30:56] >> Okay.
[30:56] >> Mr. Smith,
[30:57] what are your thoughts?
[31:00] Actually, I have a suggestion.
[31:01] >> Well,
[31:03] if we can get a lot of people to
[31:04] volunteer to go down there and cut this
[31:06] grass, it's going to be difficult to cut
[31:08] already this year.
[31:10] >> I agree. Beamer Field looks awful.
[31:12] >> And they don't understand that they have
[31:14] mower in the shed.
[31:16] >> They have a Fatboy 60 in zero turn
[31:19] locked up over there.
[31:20] >> And they never use it, so
[31:22] >> They won't even let the coaches use it.
[31:24] >> Well, what's the problem, the reason why
[31:26] they won't let them use
[31:27] >> Can't tell you.
[31:28] >> Liability?
[31:29] >> No idea.
[31:30] >> Oh.
[31:30] >> Who does it belong to? I got confused.
[31:32] Oh.
[31:34] >> Um Beamer Field,
[31:36] just quite honestly, needs one of you
[31:37] guys to run over there to look at it
[31:39] because it's
[31:40] My understanding from my years on there
[31:42] is that they are subject to the same
[31:44] ordinances that
[31:45] >> Mhm.
[31:45] >> anyone else is, so
[31:47] I wrote Bob before I went on vacation,
[31:49] and it was
[31:52] >> Mhm.
[31:54] >> Is that from the table or the ground?
[31:55] >> From the table to the ground.
[31:57] And that tall.
[31:59] The grass has been running in the middle
[32:00] of Beamer Field all summer. It's not
[32:03] >> All right.
[32:04] >> Okay.
[32:04] >> I will go down there and cut it. All I
[32:06] need is
[32:07] permission permission to use the
[32:09] equipment down there.
[32:10] If I need to sign off on liabilities,
[32:15] I will sign a piece of paper or petition
[32:18] or something. And I'd be okay with doing
[32:19] that.
[32:20] >> My husband was offering this, too, to do
[32:22] that.
[32:22] >> Well, that's not the liability at this
[32:24] point.
[32:25] >> Just to keep it nicely for the town, so
[32:27] the kids can play there and all that.
[32:29] >> That's the problem. They can't just play
[32:30] there. That's private property, and it's
[32:32] owned by it's managed and leased by the
[32:34] Rec Association, and they don't want
[32:36] people just going out there and using
[32:38] it.
[32:38] >> Then then enforce the ordinance and make
[32:39] them clean it up.
[32:40] >> Yeah, make the rec association do it.
[32:42] >> a need to have a discussion.
[32:44] >> Sure.
[32:44] >> Yeah.
[32:44] >> about several things.
[32:45] >> What happened to you?
[32:46] >> Okay.
[32:46] >> Well, and
[32:47] >> Oh, we did. We did have
[32:50] That's what we need to do here.
[32:51] >> And that brings us to uh to the uh the
[32:53] next item in the agenda, which is the uh
[32:55] park cleanup day.
[32:57] Um so, we've had significant attention
[32:59] given to the ballparks uh in the parks
[33:02] and ballfields in recent months,
[33:03] including extensive list of work that
[33:04] needs to be completed.
[33:06] Uh and many individuals and groups have
[33:08] expressed interest in assisting. So,
[33:10] working with the um rec association,
[33:13] um the proposal is a park cleanup day,
[33:16] um preliminarily scheduled for Saturday
[33:19] the 26th of September with a rain date
[33:22] of Saturday the 24th of October.
[33:25] Um
[33:27] basically the uh public works would
[33:29] compile a list of the many jobs that
[33:31] need to be done around there.
[33:33] Uh we would invite and encourage all
[33:35] local organizations, businesses,
[33:36] churches, and volunteers to participate.
[33:38] We specifically emphasize political
[33:40] campaigns as it's uh close to the
[33:42] election and getting out there is great
[33:44] uh uh
[33:45] um for anyone who's running for a local
[33:48] or other office.
[33:50] Um we would assign uh jobs and work
[33:53] throughout the day. In the evening, have
[33:54] some sort of a cookout for everyone.
[33:56] Uh can also invite Tin Can at some point
[33:59] uh uh during the day and or Snowy or
[34:02] Richland's truck for the um for around
[34:04] cookout time.
[34:06] >> What park are you talking about this at?
[34:10] You talking about Egbert?
[34:12] >> The uh the Verenes Memorial Park.
[34:14] >> Okay.
[34:16] >> Um and since we're unlikely to have a
[34:18] chicken festival this year because we'll
[34:20] be repaving the runway this fall, um we
[34:23] can also tap into the donors who
[34:25] normally sponsor chicken festival
[34:28] um for sponsoring this community
[34:29] project.
[34:32] Um so I
[34:35] we're just looking for a discussion and
[34:37] consensus on this.
[34:38] >> I'd like to see what this list of stuff
[34:40] in that
[34:42] park
[34:43] ends up to be.
[34:45] That you're going to bring out all these
[34:46] people to do stuff.
[34:48] >> Okay, well I know that there's a lot of
[34:50] painting that Go ahead.
[34:51] >> Well, it's regularly maintained by our
[34:52] guys.
[34:53] >> You talking about
[34:55] >> the entirety of the circle, right? The
[34:56] park area that's hired
[34:58] >> And the ball fields, correct.
[34:59] >> The and the ball fields?
[35:00] >> Correct.
[35:00] >> And touches the ball fields and the
[35:02] circle.
[35:04] Nope.
[35:05] >> Okay, other thoughts?
[35:06] >> we we already cut everything outside
[35:09] those fences, up that side road, the
[35:11] back road. We are already doing and
[35:14] they're still paying people to take care
[35:16] of what little bit of grass there is
[35:18] left.
[35:20] It is not our responsibility. It's not
[35:22] the community. Now, if they want to sign
[35:24] the paperwork,
[35:25] get Norfolk and Southern to bless it,
[35:27] and we're interested in taking on the
[35:29] responsibility of it with the liability
[35:31] insurance and the the the care of it and
[35:35] the and keeping everything up to speed,
[35:37] great.
[35:38] Not a problem.
[35:40] But
[35:41] I have a problem with this body
[35:45] asking the people of the town to go over
[35:48] there and take care of something that
[35:50] they're supposed to be paying people to
[35:51] take care of.
[35:53] While at the same time taking advantage
[35:55] of the generosity of the town and taking
[35:57] care of the biggest part of the grass
[35:59] that gets cut around.
[36:00] >> I agree on that.
[36:02] >> And and I and I'm speaking from
[36:03] experience.
[36:05] Been there, done that, got the t-shirt.
[36:07] It is not I mean
[36:09] I I can't see it. If you want Now, work in
[36:15] the in the Hagood, work in the Veterans
[36:16] Memorial, great. That's our property.
[36:19] That's something that we take
[36:19] responsibility for and we manage and
[36:22] take care of. Railroad Park, same thing.
[36:25] But to go into those ball fields and and
[36:28] take care of deferred maintenance and
[36:30] stuff that should have been taken care
[36:31] of the whole time, no.
[36:33] >> Okay, so this would be a collaborative
[36:35] [clears throat]
[36:36] between us and the rec association.
[36:38] >> Then as soon as you show me the rec
[36:40] association coming up there and doing
[36:42] anything.
[36:43] >> Showing interest.
[36:44] >> Because the fair grounds are getting cut
[36:46] by the two coaches who have held travel
[36:49] ball practices over there and they pay
[36:51] them to use the fields.
[36:53] Derrick Collier and Blake uh Lewis have
[36:57] been taking care of the ball fields
[36:58] themselves. Our guys have been cutting
[37:01] the parking lines, the up the street
[37:03] beside it, and the street behind it. All
[37:05] they had left to take care of was
[37:07] Beamer.
[37:08] And outside of the ball fields
[37:10] themselves, right over there, look at
[37:11] it.
[37:11] >> Okay. And this is more than cutting
[37:13] grass and such. This is painting the uh
[37:16] facilities, cleaning the uh
[37:18] >> All things that for 75 to 100 years have
[37:22] been taken care of by the rec
[37:23] association.
[37:26] >> Okay. And so your position, Shawn, is
[37:29] then to if the town were to take it over
[37:33] and the town would be
[37:35] open to taking it over,
[37:37] we
[37:39] you're you would then be in favor of
[37:40] something like this.
[37:42] >> If if
[37:43] we can work there's I've had several
[37:45] organizations approach me
[37:47] about wanting to utilize those fields in
[37:50] ways that the town of Blackstone doesn't
[37:51] allow their stuff to be done.
[37:53] Those gates in Blackstone are locked at
[37:55] dusk every night
[37:56] unless it's the rec on there. I've had
[37:59] multiple people come and say they would
[38:01] love to run a wooden bat league, or they
[38:04] would come love to come do a kickball
[38:06] league, or they would love to come do
[38:08] all sorts of numerous things that could
[38:10] be done and it's not allowed.
[38:13] >> Okay. So that's a yes?
[38:14] >> So if we if we
[38:16] sit down and negotiate [clears throat]
[38:18] to gain control of the parks,
[38:20] then I would be in favor of us assisting
[38:23] or just taking it over and getting done
[38:24] what needs to get done.
[38:26] But I'm not in favor of the town taking
[38:28] up the slack over the organization that
[38:29] that's
[38:30] these their stuff.
[38:32] >> Okay. I ask because I'm I
[38:35] am planning on going to the Rec
[38:37] Association board meeting in a week and
[38:39] a half two weeks.
[38:39] >> Okay.
[38:40] >> Um so if I present that at the
[38:44] board meeting that the town would like
[38:46] to take over the lease on that.
[38:49] Is it am I speaking out of turn?
[38:52] >> Not for me. I mean the rest of council.
[38:54] >> Okay.
[38:55] >> It is a liability.
[38:57] It's a place that you have to spend
[38:58] money.
[38:58] >> Yeah, but it's a place we can actually
[38:59] rent.
[39:00] >> Right. I I like that because then our
[39:01] kids what we still have here have a
[39:04] place where they can do something.
[39:06] >> this for this forever so just say yes.
[39:08] >> I I'm I'm fine with it.
[39:11] >> Okay. So So that is plan A and then if
[39:15] not we can collaborate with them where
[39:18] on on this where they would be
[39:19] responsible for you know the ballparks
[39:22] on that day. We would be responsible for
[39:24] everything else on that day but the
[39:25] community can you know
[39:27] >> I would have no problem.
[39:28] >> Okay. Perfect. Everyone good with that?
[39:31] >> Yes.
[39:31] >> Okay. Thank you.
[39:33] Um next up is this is a fun one. A youth
[39:36] representative on council. So during the
[39:38] uh the most recent uh General Assembly
[39:40] session uh the General Assembly um
[39:42] allowed for
[39:44] um
[39:46] a youth representative as a non-voting
[39:48] member for public bodies.
[39:51] Um
[39:52] uh it According to the uh legislation
[39:54] the individual has to be between 15 and
[39:56] 17 years old at the time of appointment
[39:57] and a resident of the locality.
[40:00] Um so this is um a proposal to
[40:04] appoint a youth member.
[40:06] >> Yes, yes, and yes.
[40:07] >> Yeah, I think it's wonderful.
[40:09] >> Yes, yes, I think it's
[40:10] >> Okay.
[40:11] Um so
[40:12] I've I've got a I got an application in
[40:14] there. What I would if council uh
[40:16] approves this, I'll um
[40:19] work with the with the school system.
[40:21] Uh
[40:22] >> Do you want the motion and and approve?
[40:25] >> Uh yes, if I could.
[40:27] >> Mhm.
[40:27] >> Like that?
[40:28] >> Someone want to make It's written there
[40:30] for you.
[40:30] >> Well, we're ready.
[40:31] >> I lost it.
[40:32] >> It's option one, right?
[40:34] I move to direct staff to prepare an
[40:36] ordinance
[40:37] >> to direct staff to prepare an ordinance
[40:38] establishing a youth representative to
[40:40] the Crewe Town Council using the
[40:42] eligibility requirements, application
[40:43] process, and appointment schedule
[40:45] presented with the applications due
[40:46] September 4th, 2026 at 12:00 noon and
[40:49] appointment by council at its September
[40:51] 14th, 2026 meeting.
[40:53] >> Second.
[40:55] >> All in favor?
[40:57] >> Aye.
[41:00] » And I hope I was loud and clear and
[41:01] everyone
[41:02] >> All opposed?
[41:05] » Nope, you're fine. Absolutely. I can I
[41:07] can make it script for you, too.
[41:09] >> Oh, yes, sir.
[41:09] >> Okay, thank you.
[41:11] Um
[41:13] Under old business,
[41:14] um
[41:17] let's hold item 12A until after closed
[41:20] session.
[41:21] >> Okay.
[41:24] » And that, I believe, is it for
[41:27] continuing business at this time.
[41:33] And then just uh informational items for
[41:36] uh council. Remember that there is a
[41:37] special election in addition to um
[41:41] the election, and that is for
[41:43] council member uh Estes is seat.
[41:48] Um and that deadline, I believe, is the
[41:50] 14th.
[41:51] >> 16th.
[41:53] Okay.
[41:54] Um as mentioned last time, the uh Share
[41:56] the Air campaign uh will likely be uh
[41:58] presenting at the September meeting. Uh
[42:00] the state legislators, after some
[42:02] schedule um
[42:04] dueling, uh we uh
[42:06] looks like we can probably get both of
[42:08] them at the October meeting. We tried
[42:10] for the September meeting, but
[42:11] apparently the Senate
[42:14] has some sort of a retreat. And then
[42:18] whatever committee Delegate Ware is on
[42:20] also has a retreat during our
[42:23] September meeting. So, looking for
[42:24] October.
[42:25] The VML conference and Mayor's
[42:28] Institute, I once again I strongly
[42:30] recommend anyone to attend that.
[42:33] will be uh
[42:35] beginning on October 10th and October
[42:37] 10th and 11th is generally the the
[42:41] Mayor's um
[42:43] uh
[42:43] Institute. And then the 10th through
[42:46] whatever that Tuesday is
[42:48] I'm sorry, the 11th through that Tuesday
[42:50] uh will be the VML conference.
[42:53] Um and
[42:55] I think it's in Norfolk this year.
[42:57] So, if anyone wants to attend that, let
[42:59] me know and we'll get you registered.
[43:03] Um and then just in terms of events, uh
[43:05] remember that there is a primary
[43:07] election tomorrow. I think for both
[43:08] parties.
[43:09] Maybe.
[43:10] >> Yes. Yes.
[43:10] >> Both parties, okay.
[43:12] Uh so, be sure to go out and vote if you
[43:13] haven't, if you so desire.
[43:15] Um and then August 7th is the National
[43:18] Night Out. Blackstone is hosting this
[43:20] year. Um last time Blackstone hosted, uh
[43:22] it lasted about 20 minutes before a big
[43:24] storm came in and
[43:26] um so, we'll
[43:27] see what happens this year.
[43:30] One of the interns is also working on a
[43:31] college send-off ice cream social. So,
[43:34] that's really geared towards um anyone
[43:36] who wants to come, but those who are
[43:38] going off to college, back to college,
[43:40] off to college for the first time, uh
[43:42] that's going to be here on August the
[43:43] 13th beginning at
[43:45] 4:00 p.m.
[43:47] So, everyone come out for some ice cream
[43:49] and wish our college students well. The
[43:51] idea there is to, you know, let all the
[43:53] college students go off with happy
[43:55] thoughts and happy memories of the town
[43:56] of Crewe, so that maybe when they
[43:58] graduate they'll think about coming back
[44:00] here.
[44:01] And then the town pancake etc. supper is
[44:04] every fourth Thursday.
[44:10] » Is it pancakes or something?
[44:13] » It was pancakes last
[44:15] >> something that this is pancakes.
[44:17] >> Fried chicken.
[44:18] >> Oh, fried chicken this time. Oh, that'll
[44:20] be good.
[44:26] » Do we have any public comment?
[44:28] >> Let me write it down. Fried chicken.
[44:31] >> No.
[44:33] Okay.
[44:34] Uh so
[44:35] You're fine.
[44:36] So, some
[44:42] announcements or personal privilege?
[44:45] >> I have one.
[44:47] I got a flat tire
[44:48] >> Oh my god.
[44:49] >> ago right here
[44:50] >> [laughter]
[44:51] >> on Carolina and Officer Hardison stopped
[44:54] and helped me along with a town resident
[44:56] Darius and I don't know his last name. I
[44:58] want to say thank you publicly. I think
[45:01] Officer Hardison is in Kosovo right now.
[45:04] He said he was being
[45:05] >> Right. He's uh I
[45:07] believe he's has he left already? Okay.
[45:09] He uh he's he's he's
[45:10] >> Yeah, I told him I would do it and he
[45:11] said, "Well, I'll have to watch you from
[45:12] Kosovo." Okay. I just wanted to let him and Darius who whatever your last
[45:13] name is you're
[45:14] I just wanted to let him him and Darius
[45:16] who whatever your last name is you're
[45:18] wonderful. There was another man I who
[45:20] came to help. It was an ordeal.
[45:23] >> So, uh and and just to add on to that uh
[45:25] Officer Hardison uh is in the in the
[45:27] military and has is gone for the next
[45:30] year, I believe. So,
[45:32] >> we'll um we'll be a little short-staffed
[45:34] with uh with police.
[45:36] Um but, wish him the best.
[45:38] >> Yes, very helpful.
[45:39] Yeah, what you said eventually there is
[45:41] coming somebody else in
[45:44] for that eventually.
[45:46] >> Um we are keeping his position open per
[45:50] legal requirements.
[45:51] >> Yes.
[45:54] I have something. Um of course, school
[45:56] starts back this month and on August
[46:00] 10th, there is a block party
[46:02] at the complex. So, it'll be right there
[46:05] in between the intermediate and the
[46:07] middle school. So, bring your family.
[46:10] It's always a lot of fun and it's always
[46:11] very crowded. It's going to be 5:00 to
[46:14] 7:00.
[46:20] » Very good.
[46:22] >> Summer scares at the library this month.
[46:27] A preview for Halloween, I guess you
[46:29] could say.
[46:30] >> [laughter]
[46:33] » Very good.
[46:35] Ann?
[46:36] >> Nothing for me.
[46:37] >> Sean?
[46:38] Stanley?
[46:40] >> Stanley.
[46:40] >> Nothing?
[46:41] >> No.
[46:42] >> Okay. And Rick?
[46:43] >> No.
[46:44] >> Okay. How was your your conference?
[46:47] How was your conference?
[46:49] >> It was good.
[46:49] >> Good.
[46:51] Very good.
[46:52] Okay. At this time the uh the mayor um
[46:54] needs a motion to go into closed session
[46:56] pursuant to Virginia Code Section
[46:58] 2.2-3711A1.
[47:01] Um
[47:02] uh appointees of uh of the governing
[47:04] body um specifically architectural
[47:07] review board. A three discussion of
[47:09] acquisition disposition real property
[47:10] for public use. A seven consultation
[47:13] with legal counsel pertaining to
[47:13] probable litigation. And A8 consultation
[47:16] with legal counsel regarding specific
[47:17] legal matters requiring legal advice.
[47:20] >> So moved.
[47:21] >> Motion by Davis.
[47:23] Second by Rick.
[47:25] Um sorry. Um Payne.
[47:27] Um
[47:28] All in favor?
[47:28] >> Aye.
[47:29] >> All opposed? We are
[47:31] >> We're in closed session.
[47:32] >> We are in closed session.
