Downtown Women's Center. We're proud to
[4:59]
be co-sponsoring AB 1573, and we
[5:01]
strongly urge this committee to move
[5:03]
forward Councilmember Curado's motion in
[5:05]
support of this critical legislation.
[5:07]
Only 106 PSH units across the entire
[5:11]
state of California are targeted to the
[5:12]
unique needs of survivors. DWC's newest
[5:15]
project, Rosa's Place, alone will nearly
[5:18]
double that figure. Yet, nearly 75,000
[5:21]
survivors access homeless services
[5:23]
annually in California, and the
[5:25]
percentage of people experiencing
[5:26]
homelessness due to fleeing DV has
[5:29]
doubled in LA since 2019.
[5:32]
Survivors also wait longer to be matched
[5:34]
to PSH and have reduced exits to PSH
[5:37]
compared to the general population.
[5:39]
AB 1573 ensures that survivors are
[5:42]
included in housing element planning,
[5:45]
opening the door to much-needed
[5:46]
developments like Rosa's Place. For
[5:49]
these reasons, we strongly urge your
[5:50]

to contrast how little to nothing we did

on the front with ethics, and compare

that to what the county is

They've advanced an ethics commission

that will put ours to shame.
[6:50]
And you have repeatedly
[6:53]
struck down the potentiality of giving
[6:55]
the ethics commission power to put
[6:57]
something on the ballot.

That is something they're giving this
[7:01]
commission. Once every 10 years, and the
[7:04]
board won't have any ability to stop
[7:06]
them.

Um you refused to have two additional
[7:11]
people on the commission that would be
[7:13]
selected by open application. Well, the
[7:16]
LA County Ethics Commission, if it's
[7:17]
approved by voters, is going to have
[7:19]
seven commissioners,
[7:21]
four of which will be chosen by open
[7:23]
application, a majority.
[7:26]
So, I think we do need to wonder why
[7:28]
this body is so different.
[7:32]
Why has their governance reform task
[7:34]
force actually produced real reform,
[7:36]
whereas our commission did absolutely
[7:37]
nothing was a dumpster fire? I think in
[7:39]
part it's because there was a diffusing
[7:41]
in a a diffusion in a appointing power,
[7:44]
but it's also the reality that there's a
[7:45]
diffusion of power amongst the five
[7:47]
board members.

They don't have a council president that
[7:50]
people are afraid of stepping on the
[7:52]
toes of.

hoping that, you know, Council

to create the rules, the who, what,

where, and everything. Uh so, please, if

when you create this committee and you

establish everything, create a calendar

of what's going to be heard when. I just

drove

over an hour from the West Valley. I'm

Councilmember Lee's district just to

make sure that, you know,
[9:15]
y'all really put some structure to this
[9:16]
committee. It's very frustrating when we
[9:17]
get to come here and then the items we
[9:19]
think we're going to be heard aren't
[9:20]
heard, or things get punted, or we get
[9:24]
notified 72 hours before. So, please be
[9:26]
understanding of the folks that actually
[9:27]
want to participate in this process to
[9:29]
create a structure. When are we going to

hear all the reforms? Um my

understanding you said from August of
[9:34]
this year to June of next year. That's a

long time, and we want to make sure

we're educating our our our folks at our

community members and getting more

engaged. Trust that City Hall's at an

all-time low and I hope this is a way

measure

going forward on the November ballot.

I'd like to note that while we're

selecting only

the primary author today,
[12:47]
each designated author may choose up to
[12:49]
nine additional signatures to join the
[12:51]
ballot argument with them. Accordingly,
[12:54]
if you submitted a form expressing
[12:55]
interest in serving as a ballot argument
[12:58]
author, I encourage you to reach out to
[13:00]
the selected primary author after
[13:02]
today's meeting if you would like to be
[13:04]
considered as one of the additional
[13:06]
signatories. For each item, I'll ask the
[13:08]
elections clerk to provide an overview
[13:10]
of the submissions related to the
[13:11]
measure before us and then I'll present
[13:14]
a recommendation for that item. Before

we began, I'd like to invite the city

attorney

of the ballot argument and author

The election code provides that the
[13:55]
council president has the authority to
[13:56]
select the ballot argument authors with
[13:58]
the concurrence of the rules committee.
[14:00]
And in making selections, the election
[14:02]
code requires that priority be given in
[14:04]
the following order: first to elected
[14:06]
officials, second to appointed
[14:08]
officials, third to organizations, and
[14:11]
fourth to individual voters.
[14:13]
So, we'll go through each measure, and
[14:15]
the clerk will provide a list of the
[14:17]
applicants that have applied to write in
[14:19]
favor of and against each measure,
[14:22]
um and then the committee can make their
[14:24]
designation.
