[2:36] Creek, Virginia 24368. I rise tonight on several several

[2:43] different topics. The first of all, I think we all should uh remember a

[2:50] great W county. He and his family have served with

[2:55] county well and with distinction for years

[2:59] going back generations. and that's known as Walter Sam Crockett.

[3:06] He is one of the pillars of our community, our county, and we certainly

[3:11] do appreciate what his life brought to counter.

[3:15] He was a friend of mine, and I want to share that with you tonight.

[3:20] Now, we have a few problems we need to discuss tonight. First issue is the

[3:25] speedful field. We need to get the lights turned on at the speed field. We

[3:30] understand there is a problem with regard to bureaucracy in our county

[3:35] government that uh has slowed this down tremendously.

[3:42] I suggest to you folks tonight that we can cut that bureaucracy easily. Number

[3:48] one, that that field

[3:54] and the likes thereof were put together by the people of that community.

[3:59] Literally, they put them up. It's our duty to make sure that they

[4:05] burn for the people of that community and the whole county. That is the only

[4:11] place in W County that we have a lighted field, period, other than major park.

[4:18] Now that is a combo field. In other words,

[4:23] you can use it for different things. Uh it's big enough to do a lot of things

[4:28] with. Now the problem we have according to the bureaucrats

[4:34] is that's a school property. Okay, that's true.

[4:41] But who uses that property is another issue

[4:46] in itself. And what I mean by that is

[4:50] it is used for recreation after school lets out the whole whole area right

[4:56] there. In fact, people have have uh uh wanted to use that thing for for uh

[5:05] games and stuff like that. So, we need to make sure that those lights are

[5:10] turned on and I will work to make sure that happens. Thank you for your time.

[5:38] that. uh I you know I advised them to talk to the school board about that to

[5:42] see what they are interested in in doing if it's just a matter of replacing bulbs

[5:47] if it's still v functional lights. I do not know when the last time those lights

[5:51] worked but I'll be glad to talk to the school board some more about it.

[5:55] » I was going to ask I'll get with Mr. Dorg after the meeting but I know that

[5:57] we have meetings scheduled next week with the school board um the vice chair

[6:02] and the chair. So, uh, if, uh, we can get that on our agenda to have that

[6:26] Um, and I'm talking in general about the data center, something that I know y'all

[6:32] have heard a lot about. Um, the last time I talked to you, I talked about,

[6:36] you know, there had been discussion about the amount of water used, the

[6:39] closed loop, um, system, and I discussed that a closed loop system, yes, use a

[6:45] lot less water. It transfers the heat dissipation to current to electricity.

[6:52] So much electricity, a lot of electricity used dissipate the heat in

[6:57] lie of the water which can be a really good thing except for our grid. Um so

[7:04] when I left I said well let me see what what have we discussed what's been

[7:09] discussed about that because I'm kind of coming in late on this. I've been out of

[7:12] the country and whatnot. Um so I submitted a foyer request um for any

[7:19] communications with you all with um count the county employees um regarding

[7:27] effect of the progress park project data center project on the grid. Um the

[7:32] response was there was none. So court, I'm taking that according to your own

[7:38] records. There was no discussion, no written

[7:43] discussion, no documented discussion, verbal discussion. I'm sure there was.

[7:48] Um, and I think what happened is the company came in and said, "Hey, you've

[7:52] got a 90 megawatt substation there. That's more than enough power to power a

[7:58] data center." Which is true. And that was it. Trust us, let's go with that.

[8:04] Um, no independent studies, no technical verification, just a sales pitch. Um,

[8:11] I also was told that you all never entered into an NDA. So, I've had some

[8:15] misinformation on that. Um, if that's the case, I don't understand why all

[8:20] this was done in in secret or a lot of it was done in secret because that

[8:25] really put you in a bad position where a lot of the public right now feels like

[8:29] they've lost trust in you because you were working on something in secret, it

[8:34] came out later and people didn't like it. Um,

[8:39] so here we are. Um, one thing, by choosing to do this in the dark, you've

[8:44] lost credibility. two, Governor Spamberger

[8:48] pushed on the SEC to ensure that data centers pay their own way when it comes

[8:53] to grid, upgrade to the grid, etc., etc., etc.

[8:58] That makes it really clear that local government, meaning you all,

[9:03] have the leverage and have the backing and the responsibility to work with

[9:09] energy regulators to protect your citizens. Now's the time to be doing

[9:13] that. You're not powerless. You have the responsibility to use this leverage you

[9:18] have been given wisely. Um, local governments all over the country,

[9:24] including Texas, which is not a bastion of liberal theology, have put a hold on

[9:30] these centers. I'll be done in just a second. And um, so I think, you know,

[9:35] we're seeing all over the country people putting a hold on it. Doesn't mean that

[9:39] we shouldn't progress. It doesn't mean that we won't progress because

[9:42] personally I think we're past that point. Um

[9:46] what I think we need to do is you all we rely on you all to look at how is this

[9:53] going to affect the grid. If there's a problem in the future if they exceed the

[9:57] usage they're very successful they're using more.

[10:02] How is that going to affect the grid? How is that going to affect rate pay

[10:06] rates that we pay for electricity? That's the one thing that I'm just not

[10:11] seeing that you all have following through on and I hope that you can as

[10:46] 30th meeting. just come out and tell us please that if it's related to Solless

[10:50] Arcs for construction or for petitioning the Blueest Star lot or something to do

[10:55] with VOTE's road new roads. We'd like to know because every meeting that passes

[11:00] without any disclosure of what you're doing with the public's assets via

[11:04] secret transactions does nothing to restore

[11:08] our trust and further undermines your credibility. I do appreciate the chair's

[11:13] transa clarification excuse me about the NDA as expressed in the last meeting.

[11:19] It's worth noting observing too that anything to do with lot 35

[11:24] project gradient the solless arcs project should not be considered covered

[11:29] by any prior non-disclosure agreement as either of the two parties to the NDA

[11:35] from sometime early 2025 are no longer connected to the project. The IDA

[11:40] director is gone and the original developer of Solless Arcs sold a fluid

[11:43] sack. So please no more hiding behind that faded fig leaf. The same closed

[11:50] door discussion on the very same subject acquisition disposition of real property

[11:54] east with Fort Chiswell is on the calendar on the agenda here later

[11:58] tonight for closed session. And just as a reminder, we're doing an egg district

[12:03] meeting Thursday at Southern at Clintonwood Church and we've got some

[12:08] interested land owners in that part of the county interested in hearing more

[13:05] a very safe place to live, I'm sure some of y'all, me, we played a game called

[13:10] kick the can. Remember that? So, I want to thank Mr. Cook for his

[13:16] comments. Um, I was at the beach last week, but I did go back and watch the

[13:19] meeting. Um, about

[13:25] to stop kicking the can on this zoning. Um, when I talked to about three or four

[13:31] of you all at the Fort Chisel meeting March 30th and I ask you please,

[13:36] please don't stretch this out. Don't stretch it out. let get it done because

[13:43] the longer you stretch it out, the more companies you're going to have in here

[13:47] like the one on exit 86 buying up farmland.

[13:52] So, I want to thank Mr. Cook and as he says, uh, let's stop kicking the can and

[13:58] get rolling. And, um, you know, if your constitu constituents don't want it, it

[14:05] might be they don't understand. When we first started this, a lot of citizens

[14:09] had no idea we were getting a data center. They didn't even know what it

[14:12] was. So, it may be they're looking at the old way of zoning from years ago.

[14:18] So, that's your job to explain to the people that voted for you what this new

[14:25] zoning is about. And Mr. Cook had a very, very good point when he said, just

[14:30] pass it. They can come in if they have a complaint. They can meet with us. we can

[14:36] reszone it because you're never going to make anybody happy and you're never

[14:40] going to get to a good medium with this. So, thank you.

[15:08] Um so on behalf of preserve with we started a zoning survey to see what the

[15:15] interest would be in implementing zoning in with county. We wanted to be unbiased

[15:21] so we left the option for yes no or undecided.

[15:25] Um everyone had to put an address and their name to verify they lived in with

[15:30] county. Um, they also had the opportunity to leave a comment. So,

[15:34] several comments were left on our zoning survey. Uh, this has been emailed to

[15:39] each of you. I just sent it earlier today. So, I recommend um taking some

[15:45] time to look at those comments that was sent to you via email. Not all of them

[15:49] are on this uh printed handout, but it's just a couple. So I just want to share

[15:54] that we received 2475 responses so far from the dates 729 to 810. Uh 246 of

[16:03] those were yes, 22 were no, and then seven were undecided.

[16:09] Um just curious, is this a helpful number to help you make your decision

[16:14] regarding zoning? Um like how many is have reached out to you from your

[16:19] constituents? U and then just further uh break it down by district. District one,

[16:26] the Blackwick district, uh there was 14 yes, one no.

[16:31] West Wville, District 2, 43 yes, two no. District three, East Wville, 46 yes, one

[16:39] no, two undecided. District four is Fort Chisel, 61 yes,

[16:46] six no, two undecided. District five is lead mines, 62, yes, eight, no, three

[16:53] undecided. Last is district six, Speed Wool, 21

[16:57] yes, and three no. I do want to call out if you look at that email that I did

[17:01] send you, you'll notice some of the ones that voted no or put no in the survey.

[17:06] Um, they left a comment for no data centers. So, I worry that maybe

[17:11] sometimes there was like some confusion if this is a survey for no data center.

[17:16] So, highly encouraged to look through those comments. Um, verify the responses

[17:21] that you received. Um, just some comments that were left by the

[17:26] individuals in our county is that this is an issue that affects our health, our

[17:30] financial budget, our environment, uh, resources, and who we are in West

[17:34] County. Another is uh moved here from Northern

[17:38] Virginia to get away from overpopulation and all the data centers. Would hate to

[17:43] see this beautiful area destroyed. Another is, I moved here to get away

[17:48] from the shortsighted destruction of land and siphoning of resources going on

[17:52] in Florida. Once it's gone, you can't get it back. Limited zoning law will at

[17:56] least create transparency and call/benefit discussion beforehand. So,

[18:38] Farmland and natural resources are too important to destroy for technology. no

[18:42] data centers, whatever we need to do with county and southwest Virginia

[18:46] doesn't need doesn't need or want them. Um, zoning is intelligent decision

[18:52] making. Please pass zoning regulations. Our community needs protection. I'd

[18:57] rather see a farm in outstanding conditions with a bunch of cattle on it

[19:02] than a data center any day. Um, following up on that, I had asked the

[19:08] last meeting about a letter of intent and gave it to you. I never heard

[19:13] anything for two weeks. Nobody's called me. Um, I'm wondering if this is the

[19:18] land that is going for the property y'all are having a close meeting for

[19:23] today. Um, but I would like an answer on it. I don't know why we've got y'all

[19:29] voted on it. She said nay and then everybody else yay. But nobody seems to

[19:34] call. That's why we don't trust. It's, you know, it's like we're being left in

[19:39] the in the dark. It's like y'all don't want to do anything like y'all got

[19:43] another close meeting tonight. So, please let us know if this is, you know,

[19:49] the one that y'all already done the letter of intent is the same one that

[19:52] Jesse was talking about or if it's another piece of land. I mean, we don't

[20:29] bear with me. Um, basically we put together the survey so that we could get

[20:34] an unbiased representation of what folks in W County wanted. Um, we put it on,

[20:42] you know, all over social media on various platforms. We went to the

[20:46] Witville Farmers Market, Baron Spring gobble stop to our neighborhoods. Um,

[20:51] you know, we're we're trying to go different places so that we can get an

[20:55] unlass view. Um there were

[21:02] several um comments that said no data centers. So there's some confusion on

[21:07] the survey of you know we the question that was asked was do you do you support

[21:12] do you support um zoning and some folks responded um I don't want data centers

[21:20] no data centers. So, so that was that. I don't know if that translates to Yeah.

[21:27] Yes, we want zoning then or because they just said no data centers. Um

[21:35] Yes. So, um in Fort Chiswell, um the district that I'm from, we had um 90

[21:43] yes, uh 90% yes, 7.4 no, and 26

[21:51] undecided which translate to 61 yes, six no and

[21:57] two undecided. Um some of the comments that they made

[22:03] were I own and operate commercial business on the New River and with

[22:06] county. We need to conserve the New River and the surrounding land around

[22:09] it. If they build the two data centers, Progress Park and with Pilaski County

[22:14] line, I'll be stuck halfway in between with less than nine miles from each.

[22:17] That was not my comment, but me too. I'll be stuck in the middle of them. Um,

[22:22] no one likes zoning, but at least it's zoned, the public has some control over

[22:25] the development, which can help prevent data centers or solar farms. Zoning may

[22:30] be lesser of two evils, but if it keeps data centers out of the county, then I

[22:34] support it 100%. I don't support data centers in W County. I think we need

[22:39] zoning. So, data centers cannot be built on private farm land. Zoning makes sense

[22:44] for W County because it would clearly define residential lines and commercial

[22:48] properties. Um,

[22:52] I mean, we're trying to do this to be helpful to give everybody an idea of,

[22:56] you know, what folks want. I'm really curious like how many people have

[23:00] [clears throat] contacted you, like is it five, is it

[23:03] 50, is it 200? You know, I I I want to reach more people. So, if you have any

[23:08] ideas on how we can do that, that would be great. And as far as the

[23:14] uh a providing

[23:18] the electricity to um fluid staff. My understanding was that if they could

[23:27] not provide all of it, they would provide their own. So, did that mean

[23:32] generators and how does that affect the environment

[24:23] dressed like a mother who has ran around to three different counties today

[24:26] dropping off things. My seven-year battle in 19 pages to

[24:31] various news outlets and radio stations. I didn't realize the Whiffle Enterprise

[24:36] was no longer stationed here, so I have um actually an extra one if anybody

[24:41] would like to bring it. Um, may I give it to you?

[24:47] I crossed out Southwest.

[24:58] recently I was just arrested on a felony warrant for posting Kelly Sus's picture

[25:02] along with the song Dead Pedophiles attached to it. Heard what you did to

[25:11] remember little shoes by the trash can. Fingerprint fear in a broken down trash.

[28:32] year 25 through 26, we year fiscal year 25 26 we saw 272 county residents.

[28:42] That's 7.3% of your population. Um you're seeing an increase in children

[28:50] and uh you can see um that down at the bottom of the page. Um thank you for

[28:57] your allocation that will go to u help pay for new nurse practitioner for the

[29:03] increased need we have to serve children in this area. Um,

[29:10] and uh the next page, just to let you know, uh, we've gotten quite busy.

[29:16] Again, July 25, we saw 299 children. That month, this year we saw three, uh,

[29:24] last month we saw 314. Uh,

[29:29] last July 373 18 to 40 year olds and now 389. So we are seeing an increase in

[29:37] those young adults and young children. Again that allocation will go to that

[29:43] nurse practitioner nurse to help serve uh the increased uh needs in county to

[29:50] serve young adults and children. So I appreciate it very very much. Thank you.

[30:08] veteran and wellness services. So I'll try to make this quick so they get a

[30:11] chance to speak. Um I reside in Smith County but I you know

[30:17] of course work up here in W. You'll have a lot of awesome resources here in I

[30:23] will say that right with the seabbach um DBS office here locally. One thing that

[30:28] um there's kind of a gap is that peer support right. So, I'm a 8-year Air

[30:33] Force veteran, uh, two combat deployments. I am 100% disabled, so a

[30:38] lot of the work I do is out of my heart, right? Um,

[30:42] fishing for vets is one of those. So, I get any veteran that wants to attend,

[30:48] right? Together, we fish, I give them fishing equipment, we hang out. Some

[30:52] other things I do is I work closely with Southwest Virginia together with

[30:57] veterans. We do a lot of events. So, if anyone is interested, knows somebody um

[31:02] has anybody in their family that's a veteran or is a veteran is interested in

[31:06] participating in groups like these, then I would love to take them out and meet

[31:34] fairly new in our service area. Um right now, we do have one here in Witville.

[31:40] It's at um um the bottom of our crisis care center, which is in the old health

[31:46] department at the the top of the hill where our administrative office is. Um

[31:50] that is available by by the bus route. So, we're getting a lot of um people

[31:55] there. One of the main things that we're trying to do with our career wellness

[31:59] centers is have a space that is open that anyone can come to. Um a space that

[32:06] uh you do not have to receive any other Mount Rogers service, but they can

[32:11] someone can come in, they can get that initial um connection, right? They can

[32:17] they can walk through the door even if they're not ready for services yet for

[32:21] whatever reason. Maybe it's because of internal stigma within themselves.

[32:25] [clears throat] Um, or maybe they're already receiving services from us or

[32:29] someone else and they would like another place to come for three hours, three

[32:33] days a week to, you know, just have an a supportive environment while they're

[32:40] there. Um, sometimes people come in, they want to take a shower, they want to

[32:44] um, wash their clothes, they have an opportunity to to get some food. Um but

[32:50] the biggest thing that we're really trying to do is um we have a peer

[32:55] specialist and a wellness specialist. And so that wellness specialist is is

[32:59] really working with them to get those basic wellness needs met, but also make

[33:03] sure that they have access to uh different supports throughout the

[33:07] community. And that peer specialist is there to share their story because story

[33:11] storytelling saves lives. And so making those connections um people are then

[33:18] feeling more confident and more comfortable being able to to get into

[33:22] services. And so we are seeing that over the course of um you know 3 to six weeks

[33:27] of somebody coming in they're ready to actually transfer into uh their treat to

[33:32] treatment services. So we're able to get more people in there and more

[33:36] comfortable. Um, so we are we're trying to expand those hours and I would invite

[33:41] any of you to to come and to visit any of those. Uh, we would uh love to to

[33:46] share more wellness and and treatment services. Thank you.

[34:04] community based services at Mount Rogers. And I was going to talk to you a

[34:07] little bit about permanent support housing, which is a program that we have

[34:10] in Mount Rogers. Um, with county information, we have uh land 12

[34:16] landlords that uh support this program. Um, for uh our SMI or serious mental

[34:23] illness uh PSH apartments filled, we have 39.

[34:27] um our uh PPW which is our parenting pregnant women uh permanent support of

[34:33] housing apartments. We have seven built with that. The full program which would

[34:38] be all of the counties um total slots we have um auxiliary grant supportive

[34:43] housing and that is 45. So we're at capacity with that. Uh PSH um as a whole

[34:49] there's 140 slots available. We have 60 of those filled and pp is 15 and we have

[34:55] 12 of those filled. And so out of the state hospital discharges, we have 43

[35:00] folks placed in permanent permanent support housing. Total landlords

[35:04] throughout all the counties that are working with our program are 27. And

[35:08] then we have 32 PH staff that serve in that catchment area. Thank you.

[35:23] » Hello. I'm Kathy Crestell. I'm the senior director of operations at Mount

[35:26] Rogers specifically over our buildings and grounds and just wanted to piggyback

[35:30] on uh Mark's presentation about uh the permanent supportive housing. Um as you

[35:36] know um housing in this area is limited and um when we're trying to find uh

[35:42] landlords also in the area um it's a little difficult. So we decided to do

[35:47] something a little different and we decided to become a landlord ourselves.

[35:51] And so, um, as you all know, we, um, uh, purchased the, um, old Trail Motel in

[35:58] Grahams Forge where we call now our Peaks View Apartments. And just wanted

[36:02] to let you all know that is now a very successful program where we're able to

[36:06] integrate community members along with our permanent supportive housing members

[36:11] um, in a um, a supportive environment. We're up there um, whenever we need it

[36:17] need to be. uh things are very quiet and we're happy to report that. Um and I

[36:25] think that um the um the way that we're able to um successfully integrate um

[36:34] community members as well as our individuals

[36:37] um is really a a shining star for Mount Rogers. So,

[36:52] » We showed up in mass tonight. Um I'm Kim Williams. I'm the senior director of

[36:57] crisis services. Wanted to talk to you a little bit about the services that we

[37:01] provide specifically for W County. Um or cover the W County area. So we have a

[37:06] mobile crisis team that um we have had for quite some time. Uh probably about

[37:13] six years. We we were one of the first CSBs to have a mobile crisis team. And

[37:18] when we first started that team, it targeted youth specifically.

[37:22] And so we that program has been very successful. About three years ago, we or

[37:27] two and a half years ago, we expanded to covering adults and youth. We now

[37:32] partner um through uh the regional hub and um we are dispatched now by 988.

[37:40] Folks can access our crisis services by calling us directly and we dispatch um

[37:46] right to where they are or they can call the 988 number that is [clears throat]

[37:51] now the 911 equivalent for mental health crisis and we are dispatched. We we are

[37:57] dispatched um up to two hours outside of our catchment area but we continue

[38:03] obviously to cover with county as well. Just in the past fiscal year, we served

[38:10] I know Sandy gave our numbers earlier for youth, but youth specifically, we

[38:15] had over 200 around 270 assessments for youth where going out

[38:22] into the community or seeing them at our local emergency department,

[38:28] uh you know, responding to their homes, responding to schools,

[38:32] um just basically wherever that child is we try to go to them and with our mobile

[38:38] crisis team. Another thing that we do is we try to coordinate with our local law

[38:44] enforcement agencies. So, uh, Mary and PD or excuse me, Wville PD and then the

[38:51] sheriff's office. We if we get dispatched to a call and we're unsure

[38:56] about that situation, they've assured us that we can call them and they will

[39:00] respond with us. and we have assured them that same um same guarantee that if

[39:07] they need us, if they get out and someone's in a mental health crisis and

[39:11] um they would like backup, we're happy to do that. Our goal essentially is to

[39:17] assist the state with the bed crisis that I'm sure you all have heard about

[39:21] in terms of mental health pl placements and keep people in our community. and

[39:26] our our mobile crisis team has been a pretty successful part of that continuum

[39:30] of services that we provide to make that happen.

[39:34] » So, ma'am, >> excuse me.

[39:37] » If you have a if you go out and you have a a child that needs to be admitted,

[39:44] » um how far do you got to take them now to find them a bed?

[39:47] » So, we do not get to determine where that child is placed. Um what we do is

[39:53] we follow we have a like a standard evaluation that we have to complete. We

[39:58] have a platform provided to us through the the department of behavioral health.

[40:03] We upload that information and that child is that that information is sent

[40:08] out to all of the um children and youth facilities in the state of Virginia at

[40:15] one time. And then the placement is determined by who reviews that case the

[40:22] fastest and who accepts it the fastest. So whoever has a bed available um

[40:28] whoever can accept that child or youth with the level of acuity that they are

[40:34] presenting with. if they are more um acute, if there is

[40:41] aggression and those kinds of things, those those kids are harder to place

[40:47] privately. And so that's when we see that they are then picked up by the

[40:52] state hospital as a bed of last resort because private facilities won't take

[40:58] them. We do have a youth crisis stabilization unit in Grahams Forge that

[41:04] is now under my umbrella and we are currently looking at how we can increase

[41:10] our acute manage the management of acuity so that we can take kids you know

[41:16] and and keep them one from having to wait forever for beds because that's not

[41:21] therapeutic. Um, and then how we can keep them in our own community and keep

[41:26] them with the resources that they need for a more effective recovery, keeping

[41:30] them closer to family, keeping them closer to the resources in in the

[41:35] community that you all provide to more effectively support them rather than

[41:39] sending them to the other end of the state for that. So, we're trying to

[41:42] problem solve on our end to try to help with some of that as well. Now, I know

[41:46] when I worked for the school system, we'd have kids and

[41:49] » they have to go all the way to Stanton or somewhere else and their families

[41:52] down here and they're half a state away. >> We pass each other. I mean, our law

[41:56] enforcement pass each other sometimes. So, you know, I I will say that I'm a

[42:02] member of the emergency services council for the state and we we constantly have

[42:07] those advocacy conversations about can we look at changing that process so that

[42:12] we aren't doing that kind of thing. >> Thank you.

[43:43] DA defense logistics in Philadelphia and Source of America to bring government

[43:49] contracts in. Tonight I just briefly want to talk about those government

[43:53] contracts. We've always done a little bit of hand

[43:57] cutting, but we've always had to subcontract out our government contract

[44:03] cutting as it needs to be precise and it needs to be uh most effective in

[44:10] material usages. So, I'm happy to say in the last few years, Source America has

[44:17] added uh grants that they offer to nonprofits all over the country. You

[44:24] have to lobby for those and you have to apply for those. Well, we applied last

[44:28] year and believe it or not, I told Sandy, I'm so old, we'll probably get

[44:32] it. And I didn't want to do another huge project, but we got it. And in the last

[44:38] seven to nine months, we have added an Acu Mark Acu

[44:44] Scan CAD system. We've added a new uh Electra I6 automatic cutter. And we've

[44:52] added two 52 foot air flotation tables and we've also added two Gerber

[44:58] spreaders and it's going to make a difference in our cost over time. And

[45:03] it's uh right now we currently have three individuals that we serve uh

[45:09] working in that department. Two of them are spreading and one of them is

[45:12] bundling. We did by the grace of the good Lord find a Electra CAD operator

[45:18] within our procurement area that came on board and we've got a gentleman who used

[45:24] to hand cut for us is now running that automatic cutter. So, I offer each of

[45:29] you to come and see state-of-the-art equipment and it's in our Witfield

[45:33] facility and our local Mike Doss gentleman which is from Ivano is our

[45:39] plant manager and he's running that facility and he's doing a great job.

[47:27] and um the federal shutdown that took place the end of 25. We were we had to

[47:32] pause some discretionary spending and things like that. And we looked at the

[47:36] needs that we may have that we haven't been able to fill. And one of those is

[47:41] an all-wheel drive vehicle um mainly for our environmental health staff, but in

[47:45] order to ensure that we utilize all the resources, it would be open to other

[47:49] staff if environmental health wasn't utilizing that. And um that's because

[47:54] our environmental health staff do a lot of on-site um surveying and they test

[47:58] the soils for septic and well and um do some bare applications it's called where

[48:05] they're actually uh digging the drain fields and things like that and laying

[48:08] those out for folks. And in with county um we do a a lot of those and our with

[48:13] county staff also cover the bland county area for some of their on-site as well.

[48:20] And so, um, our request is to be able to use the unspent funds from FY26 to

[48:25] purchase a vehicle. Right now, we have a Nissan Sentra in the W with County

[48:30] Health Department and that is not really suitable. So, our environmental health

[48:34] staff are using their own trucks and their own vehicles to perform their

[48:39] duties. And we are reimbursing the mileage, but that is um up to $10,000 a

[48:45] year sometimes. and mileage went up again on July 1st to 76 cents a mile.

[48:51] And so, um, it is an ongoing cost that we have to reimburse staff for that. And

[48:56] if we had a vehicle, um, we'd be able to reduce that operating cost, um, the

[49:02] unknown operating cost, I will say, of travel because we don't know

[49:05] applications that come in and how many times our staff are having to go out and

[49:09] stuff like that. So, that's our request. >> All right. Thank you, Mr. Mr. Chairman.

[49:17] process. However, the health department budget this year was $34,000 less than

[57:17] came up in our meeting last night. So, if you can kind of give us an update

[57:25] board uh and and I pulled up the report after you commented on it. Um the last

[57:31] year uh the fiscal year 2526 report uh with county's total taxes were $33,000

[57:42] from the cigarette tax. Um you all can't see the the the

[57:49] chart that I'm looking at, but overall collections for the um um Mount Rogers

[57:56] Cigarette Tax Board has continued to decrease since its implementation. Um

[58:01] this year is currently holding just a little bit below last year's uh numbers

[58:06] in the process. Uh there was some discussion about some of the recent law

[58:10] changes on vapes may may be creating some of the the rebound of those numbers

[58:16] in the process, but I want to say we were up in the 375 to 400,000 range

[58:21] originally and it's continued to drop since then, but I will I will share this

[58:25] report with you all. >> All right. Thank you, sir. And that goes

[58:29] » It Well, it goes into the general fund. We have always applied along with the um

[58:35] gambling the regional commission money into the uh emergency services

[58:41] department but it does just go into the general fund.

[58:49] we met with the Farm Bureau last night um to specifically talk about zoning. I

[58:53] know zoning has been a big talk topic tonight. Um, so we did meet with the

[58:58] Farm Bureau last night and uh we talked a little bit about zoning and a whole

[59:03] lot about other things um in the county. A lot of it was around the 1% sales tax.

[59:09] They they wasn't fully understanding that that they thought we had raised it,

[59:14] but actually we had voted on the resolutions for it to be put on the

[59:17] ballot. Uh, so we explained that. We talked about the, uh, the commission tax

[59:23] revenue off of the casino. Uh, we talked about the cigarette tax. Um, Mr. Morgan,

[59:30] if I'm missing anything, and we talked about the schools, uh, and the shapes of

[59:34] the schools. Uh, we did talk about some of the funding from the data centers.

[59:38] The data centers wasn't a very big topic like we thought it would be. Uh, when we

[59:43] finally got back to the zoning, um, it was kind of a

[59:49] a mixed bag really is. None of them was really for it, but then some of them

[59:54] knew that we have to do something. Um, so we we went to the the Farm Bureau to

[59:59] get the a industry involved in it because they're going to be the biggest

[1:00:03] impact with the zoning. So, we did have those meetings. I'm sure we're going to

[1:00:07] have another follow-up meeting with those folks because we got some

[1:00:10] information that we owe them some of the questions that they had. But overall, it

[1:00:13] was a good meeting. I thought um we they told us we would be in and out pretty

[1:00:18] quick and it was a good time. We we made sure all the questions was answered to

[1:00:23] the best of our ability and the satisfaction of that group. So um it it

[1:00:28] was a good meeting from that part. Um so the next thing I have is the fluid

[1:00:34] stack. I know Mr. Bever I think you asked the question or you made the

[1:00:39] comment. You are correct. the lady that was here from Fluid Stack did make the

[1:00:43] comment that they would be responsible for the electrical upgrades or anything

[1:00:48] that they needed. So, she did say that. So, just clarifying that that that you

[1:00:52] were correct in what you heard on that. And then the last thing I got,

[1:00:57] I know um we kind of mentioned it early, Mr. Dorg mentioned it, but um former

[1:01:03] treasurer Sam Crockett passed away. Uh so, we do want to keep his family in our

[1:01:08] thoughts and prayers. Um Sam was a good guy. He done a lot for the county and

[1:01:12] served the county for many, many years. Um I I actually looked up to Sam a lot.

[1:01:18] Would aggravate Sam a lot when I'd go in to pay my taxes and would always joke

[1:02:24] not come to fruition. Uh members of the board uh will be going tomorrow. Uh four

[1:02:31] members of the board will be going tomorrow. We'll be two in one car and

[1:02:34] two in another car uh to to visit the Haniko data center site. Just wanted to

[1:05:40] where we get to uh do the annual allocation of the casino funds. Uh this

[1:05:45] year, we expect the allocation to be 1.85 million per locality. So, um,

[1:05:51] between that and the $800,000 build for, um, uh, ambulance services and the

[1:05:57] roughly $400,000 for cigarette taxes, we we still don't cover the $3 million it

[1:06:03] cost us to to cover uh, emergency services, but we're we're glad to have

[1:06:07] that as a source of revenue. >> All right. Thank you, sir. You'll keep
