[3:37] » There has been raised some concerns in our community regarding solar and solar

[3:41] farm use. We would like to um propose a 4-month moratorium as to be able to

[3:48] explore more information regarding solar farms and um figure out exactly how we

[3:54] need to proceed for our county. >> Any discussions?

[3:58] » And Mr. With that, that means that we will be developing using that as an

[4:03] avenue to develop our solar ordinance. Is that right?

[4:06] » That's correct. >> And hopefully we'll be more in

[4:10] compliance and have more safeguards with that.

[4:17] the solar farms as to ourselves and be able to proceed uh accordingly with any

[4:58] » Yes. Uh you received in an email a communication,

[5:03] and I've included the attachment of the

[5:06] evaluations for the Lindsay Park fencing project with a summary of the

[5:11] evaluations of the proposal. County held a mandatory pre-proposal

[5:16] conference on August 5th at 10:00 a.m. After advertising the request for

[5:22] proposals on Skibo and the county's website, an addendum was sent uh to

[5:27] those in attendance at the pre-proposal conference. The addendum

[5:32] included replacing fencing at fields one and two, which are the oldest fields.

[5:37] They're probably about 40 years old. And uh painting uh the fencing on fields

[5:43] three, four, and five. With the addendum, the county supplies all the

[5:47] paint as well. The funding for this project is from the land and water

[5:52] conservation grant. Uh the criteria for the request for proposals on this uh

[5:57] project were based on cost, experience, and capacity to complete the project

[6:01] timely. Based on um the evaluation of the committee, the staff recommendation

[6:08] is to award a contract for fields one and two to Stone Castle Fencing at

[6:13] Adam's Corner for a cost of 37,300, and a contract on fields three, four,

[6:19] and five to Stone uh Castle uh Fencing for a cost of 11,480.

[6:28] » Guys, you've heard Mr. Parks and the recommendation from

[6:33] his department. Any further discussions in regards to the Lindsay Park fencing?

[6:37] » Mr. Park, I just want to be clear. Will the fence part be fenced in all around?

[28:21] saw some issues with it regarding the grant and I think the uh engineers and

[28:26] there's something that we're looking into and I think that uh

[28:30] we're going to have to possibly move that project that was going to be at

[28:34] Lindsay Park to another location and I would like to see the

[28:38] uh C. W. Law Park in McCall. I think it's the next biggest park in

[28:43] the county. I would like for that site to be considered. Uh we've just gotten

[28:49] uh several months ago a 130,000 grant dollar grant from the Love Foundation to

[28:55] put lights on two of the fields, buy some bleachers, and other

[29:00] equipment. And my motion would be that that's McColl

[29:03] C.W. Love Park be considered if we move it to another site.

[29:09] » Mr. uh Oldham, just for clarification, I like

[29:15] what you're saying, but I do think we need to give some other consideration. I

[29:19] think we just need to just move to vote to relocate the play- playground

[29:24] equipment, but give us some time to also evaluate all the options that may be

[29:28] before us. I I just think that we need to make sure

[29:32] that we not just one location, but it may be several locations. So, I'm

[29:37] thinking just hearing the information, it might be good for us to just look at

[29:42] making sure that we authorize this staff to relocate the playground equipment

[29:48] from Lindsey Park to another location, but are we just going to consider one

[29:52] location? >> That's at the discretion of the the

[30:45] were first initiated this project. Lena Pope Pope was

[30:50] considered cuz it was highly used park. >> Right.

[30:53] » And now with this this has arrived, like Mr. Oldham said,

[30:58] C.W. Lovett Park is the second largest park

[31:01] in the county. Also, that budget already been allocated for the

[31:06] upgrading for the lights and everything. I understand his

[31:11] his point and I think that would be a good

[31:14] to put at C.W. Lovett Park. And then we can

[31:17] evaluate down the road and see with Geobond with the other parks that what

[31:22] would they need and what they would access. We know that C.W. Lovett Park is

[31:25] a highly used park. It's right on the line where a lot of people can use that

[31:29] park and and it's 8 miles away. Um with Benna Park, Brightview Park,

[31:35] um it is a they are good parks in Clayton

[31:39] and and and um Brightview, but also we can just look at go back in Geobond and

[31:44] do an evaluation and see what we can use. We need to continue to move forward

[31:49] with this with the project. We got a contract already online. They're ready

[31:53] to they're ready to go to work. There's no need for us to wait. And uh and see

[32:00] Put yeah, put a little piece here, a little piece there. We'll put everything

[32:02] on one site. And then we can come back to Benna Park, uh Brightview Park and

[32:06] see what they what they park would need. >> Mr. Mr. Park, yeah, excuse me. Following

[32:13] » This grant under CDBG, it that 328 was for all the playground equipment. We

[32:20] We wouldn't want to be dividing it up into pieces, putting one piece of
