for their hard work on reviewing these plans, modifying 'em,

discussing, going back and forth.

It's been a long process, as you know,
[10:15]
it is a conditional approval.
[10:16]
There are a couple of things that are still outstanding,
[10:19]
but those are pretty straightforward
[10:21]
for land development plans.
[10:24]
So there's no overarching issues there.
[10:30]
And I don't know if Mr. Songer or Mr.
[10:35]

the vision statement with them in the

and I have been working on this project, as you know,
[10:59]
for many years, and we think we're very close
[11:02]
to getting this thing launched this year.
[11:06]
It's been challenging project in many ways,
[11:10]
but we think that the project we have
[11:13]
before you tonight is really a very good project
[11:16]
for Beon Barrow.
[11:18]
And we've done a lot of improvements to the project
[11:23]
through the COVID period
[11:24]
and subsequent to COVID to improve the project.
[11:28]
So the vision statement that I hope you've had a chance
[11:31]
to read, we haven't changed the real vision
[11:34]
of the project in that we're gonna build a 93 room
[11:38]
boutique hotel, be national brand.
[11:42]
It'll have a farm to table restaurant in the hotel,
[11:45]
and also have a rooftop experience, which
[11:49]
that is something major that we've added
[11:52]
since you last saw the land development plan.
[11:56]
And that rooftop experience will seat approximately 75
[11:59]
people indoors, 75 people outdoors.
[12:03]
And we think that's gonna be the will,
[12:05]
the real wow factor for the project.
[12:09]
When you're sitting up on the sixth floor of the hotel,
[12:13]
you'll be able to see, have a panoramic view
[12:16]
of all be front.
[12:19]
You might recall initially we had three buildings on the
[12:23]
site, the hotel, a parking garage
[12:25]
with commercial on the first floor.
[12:27]
And we also had a third building
[12:30]
that was gonna be commercial on the first floor.
[12:32]
And then condominiums, we value engineered the project
[12:36]
because parking garages are so expensive to build
[12:40]
that we decided to combine
[12:42]
the two buildings into one building.
[12:44]
So we're gonna have, I don't know if Gina,
[12:47]
can you bring up the, the digital printer,
[12:50]
the illustration of the whole site?
[12:52]
Yes. Just so we're gonna have
[12:57]
the hotel, really, the footprint
[12:59]
of the hotel hasn't changed.
[13:03]
We're still gonna have a promenade between the,
[13:07]
between Spring Creek and the hotel and the parking garage.
[13:10]
It's gonna be a brick paved gathering space for citizens,
[13:15]
people just to walk,
[13:17]
or there'll be outdoor seating on the first floor too,
[13:19]
for the, for the hotel.
[13:25]
It's not planned at this time
[13:26]
to have any large meeting rooms on the second level,
[13:29]
which we had planned before, because there's many places in
[13:34]
and around Beon, there we go,
[13:38]
that can provide
[13:40]
and are providing space for meetings and so forth.
[13:44]
So we took the second level
[13:45]
and we converted that all to hotel rooms
[13:47]
because there we go.
[13:49]
So the building on the right there,
[13:51]
that's the hotel you'll see the, the promenade,
[13:54]
the brick promenade I just spoke about next to Spring Creek.
[13:59]
We also have a brick sidewalk in front
[14:01]
of the parking garage in,
[14:03]
in hotel going down towards the gamble mill.
[14:08]
This plan also shows about 90 surface parking spaces,
[14:12]
260 parking spaces
[14:16]
in the parking garage, 265.
[14:19]
And that'll be on really three levels of parking,
[14:24]
but mostly on levels two and three.
[14:27]
There'll be parking on the ramp going up
[14:30]
into the parking garage.
[14:31]
We're gonna have the latest technology in terms
[14:34]
of paying for parking.
[14:36]
That will include scanning your license plate.
[14:40]
So you scan your license plate going in, scan it going out,
[14:44]
computer computes what you owe,
[14:46]
and you can pay it, you know, via a credit card.
[14:48]
We'll probably still have a ticket
[14:51]
opportunity also if you wanna take a ticket
[14:53]
and pay it a kiosk.
[14:57]
But back to the, the, the hotel, as they said,
[15:00]
we'll have a farm to table restaurant on the first floor
[15:03]
that will seat about a hundred people.
[15:05]
There'll also be outdoor seating on the promenade right
[15:09]
outside the hotel with a, with a roof over
[15:12]
that area.
[15:15]
Then continuing on to the parking garage.
[15:19]
The parking garage will be built at the same
[15:22]
time as the hotel.
[15:24]
You gotta build the two together.
[15:25]
They'll open at the same time.
[15:28]
And once we start the project
[15:31]
and start building the project,
[15:35]
we will be marketing the condominium units.
[15:37]
We're, we're already sort of marketing that.
[15:40]
And I have a lot of interest in the condominium units,
[15:43]
but we won't be selling any condo units
[15:45]
until we actually start the project.
[15:48]
But once we start the project, we'll be meeting
[15:51]
with pro prospects
[15:52]
who are interested in buying a condominium unit.
[15:55]
There'll be 48 condominium units, two and three bedrooms
[16:00]
and 16 on each floor, floors four, five, and six.
[16:05]
And there'll become an open space on four six of the con
[16:10]
of the condominiums.
[16:12]

and we're looking forward, as I said,

to getting it started this, this fall.

I just wanted to mention that we did sign the documents

today for the bid documents for the traffic light
[17:41]
that will go up at Zion Road and Parkview Boulevard.

It will be advertised for four weeks in the next week or so,
[17:49]
and then bid opening will be August 4th.

- The, the, we met
[18:11]
with the Tran Park Committee on Wednesday, May 28th
[18:14]
to do a walkthrough of Tran Park.
[18:18]
That walkthrough, we made a, a list of issues that need
[18:21]
to be addressed over the summer that are public works, will
[18:24]
be doing most of the work.
[18:26]
This includes some tree trimming
[18:27]
and clearing of brush under some trees.
[18:30]
In addition, we noticed issues with the de deterioration
[18:34]
of the bottoms of the columns at the pergola,
[18:37]
and we all agreed that fencing behind the pergola needs
[18:40]
to be repaired.
[18:43]
The committee, both committees thought the idea
[18:45]
of a wrought iron replacement for the wooden fence
[18:49]
behind the Perla would be nicer in terms
[18:52]
of durability and looks.
[18:54]
And in addition, we discussed the possibility
[18:57]
of adding an a DA lookout over Spring Creek
[19:00]
from that viewpoint.
[19:02]
That might be very nice, but that's somewhere down the road.
[19:06]
Then on Thursday, June 12th,
[19:09]
the parks committee met at Governor's Park
[19:11]
to do a similar walkthrough.
[19:13]
We found over seven to eight dead trees that are over 70
[19:18]
to 80 feet tall that need
[19:21]
to be removed along with their stumps.
[19:24]
Our public works crew, thank you, has already done a lot
[19:27]
of cleanup within the park from the la
[19:30]
that large storm we had in May.
[19:32]
They're still working on this.
[19:34]
And Julie said that when they get some time,
[19:37]
they will also be removing many of the stumps that were left
[19:41]
behind when the, they took care of the trees
[19:43]
that had fallen down during the storm.
[19:47]
In addition, we looked at the revised batting cage proposal
[19:51]
that is on our agenda this evening under old business.
[19:56]
The, the design we approved at the last meeting
[20:01]
was a completely surrounded the batting cage with a fence
[20:06]
that stood about five feet outside of the cage area.
[20:10]
The base golf group afterwards came back to us
[20:12]
and decided they thought it would look better
[20:14]
and be more protected.
[20:15]
If instead they placed hardy board on the outside
[20:19]
of the batting cage, leaving the netting open at the top.
[20:25]
We did ask if this would work
[20:27]
with in the evenings when the sun goes down,
[20:30]
and we were told that the state that the cage has plenty
[20:33]
of interior lighting that will work with this new design.
[20:37]
The committee is recommending approval
[20:39]
of this change when we get to old business
[20:46]
And that yes.
[20:47]
And that what you see on the screen is the new design
[20:50]
that on the bottom left was sort
[20:54]
of like a barn door crossing.
[20:56]
That's where the lock gate will be
[20:58]
to get into the batting cage.

After we finished the parks meeting out at Governor's Park,

we revised the loading

and unloading zone issue for all of the areas in town
[26:13]
before bringing it to council.

We need to have a map added to the Ordinance
[26:17]
so people can see where these loading
[26:18]
and unloading zones are located.
[26:22]
In addition to actually adding the loading
[26:24]
and unloading zone in front of the Dollar General store,
[26:27]

to medical appointments for $4

and 25 cents one way.

Everybody else will be under the boroughs

sit service where they will pay $5 one way
[31:54]
and the Borough will subsidize.

The rest of the travel is based on mileage.

and every single one of us has some form of public,

trans, trans transit.

Sometimes that's paratransit,

sometimes it's regular public transit.

He pulled back and he said, we, I was correct

and that, that he would go back
[33:58]
and try to see what we could do about all

of the different transit programs

for funding from the state.

Then on Wednesday, after PSAB ended, Deb

and I went to Harris, the capital in Harrisburg,

and we had a meeting with the staff for Senator D

understand that he will be sending us another letter

for our municipalities.

And during the course of this whole gathering,

we broke up in small groups of three and four

and every single legislator's office in the Capitol building

was visited and given information about the needs

for transportation in rural Pennsylvania

because all of the focus is on the two large metropolitan
[35:41]
systems in the state,

and the rest of us are getting left behind.

So it was a very interesting experience,

but we're trying to make some progress in that direction.

What we're proposing is that anybody else

who falls under the mileage based fee fair schedule

that you see in front of you would pay a maximum of $5 out

of pocket and the Borough would pick up the difference. And

that happens maybe once every two or three months.

But the rest of them, he said the people

that have been using our rides

that come from our area are those first two,

which at the mo most, I think the second is $25

for the Borough cost.

So this next six months is basically a trial period
[59:54]
to find out what kind of service needs there actually are,
[59:58]
which is why we don't have a,
[1:00:00]
an actual number to put with it.

and older, the county
[1:00:47]
comes forward with the money to cover those that cost.
[1:00:51]
It's just the generosity of the Commissioners.

They're not required to do that.

So the, the 60
[1:00:58]
and under of the data that's been supplied
[1:01:02]
to our transportation director at the county,
[1:01:05]
there's a large percentage of those people
[1:01:08]
who have been using the cat a service
[1:01:13]
that qualify for an
[1:01:16]
a free ride on the county transportation vans.
[1:01:20]
So based on the data that we see,
[1:01:24]
there's a very small number of folks
[1:01:27]
who need a supplement from Beon Borough.
[1:01:30]
This is only for Beon Borough residents,
[1:01:33]
not countywide.
[1:01:35]
It's not Spring, it's not Benner, it's Beon residence only.
[1:01:39]
And when those folks call in
[1:01:43]
to the transportation office of the county,
[1:01:46]
they will be interviewed.
[1:01:47]
And it could be that they already qualify for assistance
[1:01:53]
in, in paying the fee that's unknown to them at this time.
[1:01:57]
So it's, it's worth it.

Or the county employees are taking time out of their day
[1:02:04]
to make sure that these folks get the ride
[1:02:07]
for almost, for almost nothing.

Medic medical assistance transportation is

for medical appointments only.
[1:03:00]
And that's for anybody that has that.
[1:03:02]
And and we can tell when we register someone,
[1:03:05]
what they qualify for, if they're PWD,
[1:03:09]
we have an application that's not real complicated.
[1:03:11]
It's pretty simple. We can usually approve it
[1:03:13]
within a day or so.
[1:03:16]
Of course, medical assistance, if we,
[1:03:18]
if you give us your documentation we need, we can tell you
[1:03:22]
that instantaneously if you qualify.
[1:03:24]
So it's pretty, pretty easy to determine that
[1:03:29]
what the Borough and,
[1:03:31]
and the task force has asked for is a service
[1:03:35]
for those individuals that fall between up to the age of 60
[1:03:40]
that have no funding.
[1:03:42]
And how do we help those people?
[1:03:44]
And we've, we've,
[1:03:46]
and the data we've been given, there's
[1:03:50]
106 clients have been using the Beeline since last July.
[1:03:55]
That's the numbers that I was given.
[1:03:57]
So of that number, 46
[1:04:00]
of those individuals are registered with us already.
[1:04:03]
So the chances are they already have a funding
[1:04:05]
source in my system.
[1:04:08]
And actually 74 out
[1:04:11]
of 106 took 10 trips or less than almost a year.
[1:04:15]
So there's a very small number of people that used it.
[1:04:18]
A lot less than a dozen people
[1:04:22]
that have 16 people actually have used it, 50 or more trips.
[1:04:26]
But most of those are, you know, right around 50,
[1:04:30]
60 trips in a year.
[1:04:32]
So we're just willing to continue to do the services
[1:04:37]
that we already do throughout Centre County,
[1:04:39]
including Bellmont,
[1:04:41]
and offer the opportunity for the Bellmont Borough to
[1:04:45]
give their residents some support that, that are losing
[1:04:49]
that come the end of the month, at least
[1:04:52]
as a stopgap measure to see if we can't help them
[1:04:56]
and, and see where it goes.
[1:04:59]
As I've said repeatedly, we don't know what we don't know.
[1:05:02]
We'll see once, if it's approved, what happens.
[1:05:05]
And if we get bombarded, then we all have to come back here
[1:05:10]
and sit down and talk about it and figure out what to do.
[1:05:13]
But the state's aware of what we're offering to do.
[1:05:15]
They're supportive, obviously,
[1:05:17]
for those individuals that are funded.
[1:05:19]
And, you know, I I, I think I,

I truly don't see us using up all the funds
[1:05:27]
that you've set aside for transit in, in that short
[1:05:31]
of time based on all the data we've been given

and all the research we've done with that data.

and I'm sure some of these trips are just trips, but,

but the nice thing about our service
[1:07:59]
is we're not gonna take them where they have
[1:08:00]
to catch three other rides to get to where they're going.

We're gonna pick them up, take them to where they're going,
[1:08:05]
drop them off and bring them back.
[1:08:07]
So it's more of a door to door type service for them.
[1:08:11]
So, And most of the places
[1:08:14]
that we frequent are within the first three
[1:08:17]
categories of our funding.
[1:08:18]
You know, that, that they're gonna
[1:08:19]
use here in Centre County.

If somebody has to go a long distance, obviously they have,
[1:08:25]
they have to prove why.
[1:08:27]
And it's like anything else.

When I take people to the doctor under medical assistance

and they want to go outta county, they have
[1:08:34]
to provide documentation.

Why? Because they're supposed
[1:08:38]
to be seen at the closest facility.

So if they have to go to a specialist, they have
[1:08:42]
to give us a letter for that.

That's a requirement that medical assistance has.

So, and we'll hold true to that with the same here.

You know, we won't just take someone just to take them.

who are being promoted to the position of Sergeant, corporal
[1:12:14]
and Detective As Chief, I'm pleased with the commitment
[1:12:18]
that these officers made, not only
[1:12:20]
to further their careers in law enforcement,
[1:12:22]
but to also take on the responsibilities
[1:12:23]
of being a supervisor and making the Bellmont Police
[1:12:26]
Department the best law enforcement agency we can be.
[1:12:30]
The Sergeant Corporal positions required three steps
[1:12:33]
to complete the process to be promoted.
[1:12:36]
The first step was taking a three hour long written test.
[1:12:40]
The second step was to go through an oral interview,
[1:12:44]
and the third step was to complete a 10
[1:12:46]
to 15 minute presentation.
[1:12:49]
This was the officer's time, effort,
[1:12:50]
and commitment to pass each phase of the process, all
[1:12:54]
for the betterment, betterment of our police department.
[1:12:57]
The third position being promoted tonight is the,
[1:13:00]
is the detective position.
[1:13:02]
The detective position is an important position
[1:13:05]
that is necessary in every police department
[1:13:07]
to ensure crimes are being investigated to the fullest.
[1:13:11]
The Be Front police Department has not
[1:13:13]
always had a detective.
[1:13:14]
The position was started in the late nineties
[1:13:16]
with Detective Thal.
[1:13:19]
The position was quickly, quickly recognized as being a
[1:13:23]
necessary position within the Police de Police Department.
[1:13:26]
Tonight we will recognize
[1:13:28]
and promote the fifth detective in the Bellmont
[1:13:30]
Police Department history.
[1:13:33]
I'd like to ask Officer Knight to come up.

Stand right beside Mayor Johnson.
[1:13:41]
The Sergeant Position Officer Macy Ick was hired
[1:13:46]
at the Bellmont Police Department in 2018
[1:13:49]
as a part-time officer.
[1:13:51]
2020, she became a full-time officer.
[1:13:55]
When Officer Knight was hired,
[1:13:59]
She became the first female police officer
[1:14:02]
Beon Police Department has ever had.
[1:14:05]
Prior to her law enforcement career,
[1:14:07]
officer Naik earned her bachelor's degree in criminal
[1:14:10]
justice from Lock Caven University.
[1:14:12]
Her law enforcement career started at the Centre County
[1:14:15]
Sheriff's Department a few months
[1:14:18]
later on the job.
[1:14:21]
After a few months on the job,
[1:14:24]
it was apparent Officer Natick was hardworking, determined,
[1:14:28]
focused, and always wanted to put her best foot forward.
[1:14:32]
Officer NY was ambitious
[1:14:33]
and wanted to further her career in law enforcement
[1:14:36]
and her last few years, officer Nyak
[1:14:39]
has attended several important trainings
[1:14:41]
to mention A few desert, snow field training officer,
[1:14:46]
traffic patrol, drug interdiction, and aide.
[1:14:48]
That's just a few.
[1:14:50]
In 2023, officer Knight became recipient
[1:14:54]
of the Centre County Law Enforcement Officer of the year.
[1:14:57]
She won this award because of her attention to detail,
[1:15:00]
her hard work and dedication to good police work.
[1:15:04]
Officer Knight was also the personnel member
[1:15:07]
of the Belmont Police Department to date
[1:15:09]
to win law Law enforcement Officer of the year.
[1:15:13]
In 2024, officer Knight became a field training officer
[1:15:17]
and has revamped our FTO program to what it's today.
[1:15:22]
She has also become a member of the Centre County Badge
[1:15:24]
to Badge peer support group.
[1:15:27]
Since Officer Natick has been with the department,
[1:15:29]
she has demonstrated time
[1:15:31]
after time, good work ethic, the ability to adjust
[1:15:34]
and deal with any situation, her strong bond
[1:15:38]
with the community, her dedication to police work,
[1:15:40]
and her ability to make good decisions.
[1:15:42]
These are all qualities our department
[1:15:45]
and our community need in a leadership role.
[1:15:48]
Officer Ick Corporal position
[1:15:53]
Robert Holt,
[1:16:00]
Officer Robert Holt has been
[1:16:03]
with the police department since 2001.
[1:16:05]
Officer Holt's career has spanned over 30 years.
[1:16:08]
He graduated from the police academy in 1994
[1:16:12]
and begun his career in Clearfield County prior
[1:16:16]
to being hired by the Bellmont Police Department.
[1:16:19]
Over the span of his career,
[1:16:20]
he has attended several notable trainings, just
[1:16:23]
to mention a few leadership in the 21st century weights
[1:16:26]
and measures missing
[1:16:28]
and abducted children, training, intelligence,
[1:16:31]
assisted policing, assessing
[1:16:33]
and planning for active assaults.
[1:16:35]
That's just a few to mention.
[1:16:37]
Over the past two decades,
[1:16:38]
officer Holt has received several accommodations
[1:16:41]
for his notable acts
[1:16:42]
or his service to the community Officer has been,
[1:16:46]
has seen several changes in law enforcement over his career
[1:16:50]
and has adapted to each one of those.
[1:16:53]
He has been able to adjust and deal
[1:16:54]
with any situation that comes his way.
[1:16:57]
I, for her, refer to him as my field general,
[1:17:01]
as his knowledge and experience is second
[1:17:02]
to none in critical incidents,
[1:17:05]
officer O has also displayed a strong bond
[1:17:07]
with the community, and over the past two decades,
[1:17:10]
he has become the officer
[1:17:11]
of choice the public knows and wants to speak with.
[1:17:13]
Because of his dedication, his fairness, his compassion,
[1:17:17]
and his voice of reason, officer Holt
[1:17:21]
holds all the leadership qualities.
[1:17:22]
This department needs to be the best law enforcement
[1:17:24]
agency we can be.
[1:17:27]
The third position. Detective.
[1:17:29]
Officer Larkin, can you come up, join us please.

Officer Larkin began her career in the state
[1:17:40]
of Oregon at the University of Oregon Police Department.
[1:17:43]
While there, she rose to the rank of Sergeant.
[1:17:48]
She then briefly stepped out law enforcement
[1:17:50]
and was employed by Child Protective Services, a child abuse

and neglect investigator.
[1:17:58]
She then entered back into the law enforcement career
[1:18:00]
where she was then employed
[1:18:02]
by Corvallis Police Department in Oregon.
[1:18:05]
In 2022, officer Larkin
[1:18:07]
and her family traveled across the country
[1:18:09]
to relocate in Centre County.
[1:18:11]
She began her law enforcement career in Pennsylvania at the
[1:18:14]
Penn State University of Police Police Department,
[1:18:17]
where she gained vast knowledge of Pennsylvania law
[1:18:20]
and criminal procedures.
[1:18:22]
Prior to her law enforcement career,
[1:18:24]
officer Larkin received a Bachelor's
[1:18:26]
of Arts degree in history.
[1:18:28]
She furthered her education, received a master's
[1:18:31]
of Science in Clinical mental health counseling.
[1:18:34]
In 2024, officer Larkin was hired full-time
[1:18:38]
with the Bellmont Police Department.
[1:18:42]
It was apparent when Officer Larkin began her
[1:18:44]
career with the department.
[1:18:46]
She brought knowledge, experience,
[1:18:47]
and dedication with her officer Larkin's hard work,
[1:18:51]
attention to detail
[1:18:52]
and her ability to handle difficult situ didn't go
[1:18:55]
unnoticed by her colleagues.
[1:18:57]
Last month, officer Larkin was notified
[1:18:59]
that she's a finalist for the Law Enforcement Officer
[1:19:01]
of the year, which will be selected next month.
[1:19:05]
Not only was Officer Lar Larkin's hard work
[1:19:08]
and dedication noticed by me, but by others as well.
[1:19:11]
The detective position is near and dear to me.
[1:19:14]
As I've been the previous detective
[1:19:16]
for the last eight years, I'm confident
[1:19:19]
and Officer Larkin's ability to maintain a high quality
[1:19:22]
of professionalism, a high quality of work output,
[1:19:25]
and the dedication to the position
[1:19:27]
of detect the detective position demands
[1:19:31]
and demands to provide
[1:19:33]
to the best service the the Bellmont community deserves.
