speak to the board today. Excited to be
here. This is my first time in town. Um
[2:46]
so my name is Ranada Ranada Scanell. I
work for the Mississippi Association of
[2:51]
Supervisors and specifically on the MAS
insurance trust. Um the MAS insurance
[2:58]
trust is a member-owned governmental
pool made specifically for county
[3:03]
government. Um I am very much interested
in um providing a vote to Adams County
[3:11]
if uh there is interest there. So, I did
want to talk a little bit about what
[3:15]
that post process would look like um and
see if we can get things started. Um so,
[3:21]
we require a 60-day window from when we
have a complete submission and when the
[3:27]
renewal date for coverage is and that
does seem like a long time, but there
[3:33]
are some other requirements that we need
to kind of step through. Um, and it does
[3:37]
take some time to get everything
reviewed by our board of trustees, by
[3:41]
our reinsurance carriers, and just
making sure that we've done a very
[3:46]
thorough review of all of the
application information, the
[3:49]
underwriting information, the loss
history. So, it is an involved process,
[3:54]
but um, usually it's quite worth it for
our members. Um right now Masset is
[4:01]
providing coverage for approximately 70
counties across the state and our um
[4:09]
what we want to do is make sure that
we're continuing to be able to provide
[4:13]
that coverage. So financial stability is
very important to the nature of how we
[4:18]
fund the program and how we're
evaluating all of our members. So if
[4:24]
there are any questions, I definitely
welcome that. Um, I would love the
[4:28]
opportunity to write a quote to y'all if
that
[4:34]
» I know I spoke to you all last year
about it and I know Mr. Burns had came
[4:37]
here about some uh insurance quotes and
stuff like that and he was supposed to
[4:42]
gap with you all last year in regards to
this. Have you all been making contact
[4:47]
about the insurance quotes on this? Yes.
So, I communicated all of our
[4:52]
requirements back in December. Um, and
that does include um a request from the
[4:59]
board saying, "Yes, we want a quote and
this install the agent." Um, it does
[5:03]
include the application, the lawsuit,
all of that information that was
[5:07]
communicated back in December. Um, and
another part of our quoting process is
[5:11]
we sit down with the leadership of the
executive folks at the counties, have a
[5:15]
talk, answer all the questions. There's
a lot of little things that might be a
[5:19]
little different with a pool than it is
from commercial insurance and we want
[5:23]
everyone comfortable with the decision.
So, we do ask that we we meet
[5:27]
separately. Um, so we've reached out
several times about that, asked when was
[5:32]
a good time. Um, I just have not had any
um initiation um from from the agency
[5:39]
move forward. And that's why I really
wanted to come and speak today because I
[5:42]
didn't know if the board was aware of
all the requirements and all the steps
[5:46]
involved with getting a book.

application last year uh in December of
last year. Uh [clears throat] and I uh
[5:56]
spoke to Mr. Burns about it also after I
spoke with you um up in your office in
[6:01]
regards to that. So, um,

here cuz I know the 60 day now has
passed.

>> Because October 1 is the deadline for

our insurance, but I I know I understand
I got something that you all can also do
[6:20]
it for November also. So if we are able
to get all the meetings done, get the

approvals done, get all the information
in by September, we be able to write

coverage for November 1st. Okay. But
that is a a short amount of time to get
[6:38]
a lot of that all kind of ironed out,
but I'm willing to do it if you're
[6:42]
willing.

county's operations. So, that's law
enforcement, public officials,

unemployment practices liability,
general liability,

automobile, automobile physical damage.

year about the vehicle insurance like
the sheriff vehicle insurance

>> Well, no, the problem wasn't in the
[7:15]
vehicle insurance for the sheriff's
department. uh although I think they had
[7:18]
some claims but the problem the main
problem was in the law enforcement
[7:22]
liability and in that because of claims
uh last [laughter] year we were forced
[7:28]
because travelers had nonrenewed the law
enforcement we were forced to place that
[7:33]
with another carrier. Um we uh we had
gotten a proposal from Mesa a few years
[7:40]
back and the county reviewed it and
decided at that time not to go with
[7:45]
Mesa. Uh we have reached out to Mesa on
several occasions uh including this year
[7:52]
uh we started I don't recall back in
November uh unless those were provided
[7:58]
directly to the county but we were
provided an email from Ranada in March
[8:05]
because Deborah in our office is the
person that handles the county and she
[8:10]
was going to be out for a couple months
with knee replacement but we brought
[8:14]
Kitty Simpson who some of y'all know uh
back in she used to handle the county
[8:19]
and she was working for us for the two
months that Deborah was out. So um we
[8:25]
had reached out to Rada on a couple
occasions and she of course sent us back
[8:30]
all of the requirements that have to be
met you know which is uh a meeting with
[8:35]
the supervisors or one or more of the
supervisors to be sure that y'all want
[8:40]
them to quote it. And uh every time we
reached out to Ranada, she would provide
[8:46]
us with the requirements which we in
turn provided to the county and said
[8:51]
here's what's got to happen if y'all
want a quote from Mason which we we
[8:56]
started actively working on it back in
March which is you know six seven months
[9:01]
before the expiration of the current
policy. None of those things were done
[9:06]
or provided us. Uh and you know that's
that's all we did you know was just try
[9:12]
to provide it and say but I mean there
was a lot of transition going on in the
[9:16]
county with the county supervisor and
and of course Miss Williams is doing it
[9:21]
now but at the time that all this was
going on. I think uh Mity was that she
[9:27]
may have already had decided she was
leaving. So, uh, you know, I'm not
[9:31]
trying to point the finger to anybody,
but I'm just saying that every time we
[9:36]
requested the information from Mesa, we
provided it to the county so that, you
[9:41]
know, and we explained and and a lot of
this had to do with the fact that
[9:44]
Deborah was going to be out. So, she
actively started working on it. You
[9:48]
generally don't start working on a
renewal until maybe 4 months before the
[9:53]
expiration date, but she started 6
months before. But each time we asked
[9:58]
for this information from Mesa, they
provided it and we in turn provided to
[10:01]
the county. But all that's the history.
I mean, you know, the the thing we
[10:06]
probably need to concentrate on is if
the board wants a proposal, which I
[10:11]
assume you do because you've always said
you wanted one and uh and for us to move
[10:15]
forward and and try to get this
information together for Mesa and do
[10:20]
whatever they need done to provide y'all
with a proposal to look at.

administrator now, so um she'll be on

top of that. Won't you all just get back
together with the new county

we're still in need of some uh

additional information uh regarding even
if Mason is not quoting, which I mean I

assume Mason's not going to quote for
the renewal date because their their
[10:52]
time period has already come and gone.
So, uh, we still don't have all the
[10:56]
information that's needed to provide a
renewal quote from Travelers. Now,
[11:00]
Travelers has indicated that they're
going to offer renewal, uh, but they
[11:04]
still need all this information, but
it's updates and things like that, but
[11:09]
you know, we're we got a month and a
half left until expiration.

210 St. Catherine Street here in Natches
and I'm a member of the NAACP.

I'm currently coordinator for the build
grant we received
[13:07]
uh back in February. We received a bill
grant and that grant was to allow us to
[13:14]
focus on trying to reduce some of the
youth crime here in our city. The grant
[13:22]
was in the amount of $25,000.
And as a part of that grant, we were to
[13:28]
first of all have a stakeholders
meeting, which we did. We met with
[13:35]
numerous
uh entities here in the city and we
[13:39]
presented information to them and asked
for input from them. Basically, as we
[13:45]
met with them, they gave us some things
that they felt we needed to start
[13:50]
looking at. A little while ago, I think
it was around September of 2025,
[13:56]
the mayor had written an article that
was published in the Natchez Democrat.
[14:01]
And that article itself talked about
youth crime in Natches and in some of
[14:07]
our surrounding areas. And he too was
asking if we could come together and
[14:12]
look at what we might be able to do.
Just recently, the uh chief of police
[14:19]
presented some statistics to the mayor
and board of alderman about that same
[14:24]
kind of thing. So, this is something
this is a crisis for us and we need to
[14:30]
see what we can do in order to try to
curtail some of the situations we're
[14:36]
having.
When we did our meeting in April, we met
[14:41]
with people from all over. We had uh
school people there. We had people from
[14:48]
the board of supervisors. We had people
from the alderman uh mayor and board of
[14:52]
alderman. We had people from all other
uh
[14:58]
places here in the city that met with us
and they talked about what they felt
[15:04]
needed to be done. And one of the things
they asked that we do was to meet with
[15:10]
different agencies and just mention to
them what we're trying to do and see if
[15:16]
we could come up with a group with a
task force that would come together,
[15:22]
look at what's going on in our city and
surrounding areas and then put our heads
[15:28]
together and see if there's anything
that we can do to try to help the police
[15:34]
of the sheriff department and cutting
down on the number of crimes that we're
[15:39]
having difficulty with. So, we're here
today requesting you to become a part of
[15:44]
that group. We know that as the old
saying go, it takes a village to raise a
[15:50]
child. And these are our children. It
doesn't matter what color they are, what
[15:57]
their background is, who their parents
are, what schools they go to. They're
[16:01]
our children. And so we want to do
whatever it is that we can do to try to
[16:08]
turn our children around and get them
back on the right track. So as we form
[16:13]
this task force, we're hoping that you
will become a part of it, that you will
[16:18]
be willing to work with us to see if
there's anything that we can do. Now,
[16:23]
$25,000 is not a lot, but one of the
first things we're going to do, we're
[16:29]
going to have a conference for our young
people. We've already met with some of
[16:35]
the agencies who's willing to come and
do presentations to them and we want
[16:40]
them to understand what is happening
with them in their lives. You all see
[16:46]
the statistics. You see the number of
young people in jail. You see the number
[16:50]
of young people in prison. you we
constantly hear that they are building
[16:55]
more prisons but we're not getting
anything for schools. So these are some
[17:00]
of the things that we need to look at.
What is it if anything we can do right
[17:04]
here in the city of Natches to try to
help our youth. Our first task force
[17:10]
meeting is going to be scheduled in
September. And we are here today asking
[17:15]
you when you receive the information
because we will be sending out a notice
[17:20]
letting you know when and where in the
time that that meeting will be held. But
[17:25]
all we're asking is for you to join
forces with us and let us try to save
[17:30]
our children or some of our children
before it's too late. Thank you. And if
[17:35]

answer them for you.

a great idea that the NAACP got a grant
[17:48]
to uh, deal with this. Uh, I just want
to say this.

Uh, we just left a conference in
New Orleans, uh, Nate Co conference and
[18:02]
the incoming president, President George
Dunlap, uh, the first thing he mentioned
[18:09]
was how important it was and we as a
county have a responsibility to the
[18:14]
youth. So all this going to tie in
together because uh this is happening
[18:20]
not only in Adams County but it it's
happening all over the country that we
[18:25]
having problems with our youth. That's
why the president uh incoming speech
[18:32]
mainly dealt with what we going to do to
try to help the youth. So uh I think we
[18:37]
going to be on board with whatever y'all
trying to do.
[18:41]

>> Also, I like to say is um I got an idea.

Um I reached out to
a well a commissioner from Florida and
[18:54]
he wants to come here cuz he has
experienced some of all those things
[18:59]
that are going on and um I got an idea
for that. So, he is willing to come here
[19:05]
and do anything to help us with that.
Well, we thank both of you and any of
[19:10]
the rest. Yes, sir.
>> I was going to n my president when she
[19:14]
finished talking. I said, "But it's a
great idea that you coming together
[19:18]
because what a lot of people don't
realize any crime in our community
[19:22]
affects our whole community. It's not
just one side of town. It's every side
[19:26]
of town." And of course, you know, we
are definitely not alone. It's if you
[19:32]
look at TV, you look at anything, it's
all across the country and I always
[19:38]
believe in so you got to start at home
before you can go anywhere else. You got
[19:44]
if you can't teach your kids at home to
respect you, it's hard for them to
[19:48]
respect somebody when they go somewhere.
And just my idea, we're coming out of a
[19:53]
a former educational background. Also,
it's just a few ideas that we'll be
[19:57]
there. We definitely need to start with
our younger children. There sometime by
[20:02]
the time they get to teenagers, they
already lost and it's hard to get them.
[20:06]
We can save more of them if we start the
younger we start and instill the right
[20:11]
things in them. I think that'll be a
great deal. So, we looking forward to
[20:15]
partner with u with y'all to help our
community get better.

ago, we brought a speaker in. He spoke
at ACCS. He spoke at Cathedral. We
[20:27]
wanted him to speak at the high school,
but they they couldn't work it out for
[20:31]
some reason. But but it he was talking
to the sixth graders through the 12th
[20:35]
grade. There was three or 400 people in
at each school in the stand.
[20:41]
They never opened their mouths. They
never picked up a phone. They [snorts]
[20:45]
paid attention. This guy was sitting on
top of the world at one time. Spoke one
[20:49]
joint
and spiral downhill from there. ended up
[20:53]
in prison
>> u for robbing his best friend's
[20:57]
grandmother at gunpoint for her meds. Um
he's got a awesome he's got an awesome
[21:03]
story and we've asked him to come back
and I think he might come back and if he
[21:08]
does I think he needs to go to to the
middle school and he needs to go to the
[21:11]
high school.
People need to know
[21:16]
their consequences. Their actions have
consequences. And and this guy knows all
[21:21]
about it. Now, he eventually got out of
prison. Um
[21:26]
u he was a BMX racer going he was going
to go to the Olympics, blew a knee out.
[21:29]
I guess God just didn't want him there,
you know, not for that anyway. But he
[21:33]
ended up coaching a girl in the
Olympics. So, he did get it to the
[21:36]
Olympics. But now he's a motivational
speaker because he realized that's what
[21:39]
God had laid on his heart. and he was he
was just awesome. Some of the faculty
[21:44]
from uh Natches High did come over to AC
and watch that and they were so
[21:49]
impressed. But I don't know why they
didn't never followed up with that
[21:53]
because they just need to know how fast
it can turn around. One just one mistake
[22:00]
can turn a life around and and not in a
good way most of the time. want to thank
[22:05]
all of you for your m real quick. Uh I
just want to say that there's there's
[22:10]
children all over the United States and
especially in Athens and Adams County,
[22:14]
no matter what class they're from, they
lack discipline and leadership. And like
[22:20]
a couple people said, it does start at
home. And as a leader in this community
[22:23]
and and everybody else sitting at this
table, I think we're failing if we don't
[22:26]
do our best to take care of the future
of our our future generation. And that's
[22:30]
what they are. So,
>> as a retired educator myself, I could
[22:35]
stand here for hours and talk to you
about some of the things that I
[22:40]
personally have experience, some of the
things I've seen. And, uh, we don't have
[22:44]
that kind of time, but some years ago,
uh, Budweiser used to do a presentation
[22:52]
for us every year. They brought a young
gentleman in here named Michael Jackson
[22:57]
a couple of times and he was awesome.
Uh, Budweiser no longer does that. But
[23:03]
it sounds like something, Mr. Wilson,
along the line of what you mentioned.
[23:08]
But we would love to get together, talk
about these kinds of things, see what we
[23:14]
can do because we've got to try to reach
our children and get them to understand
[23:19]
what is going on with them.
>> I I will definitely get in touch with
[23:24]
you because this person too is
phenomenal. As a matter of fact, he has
[23:27]
a movie out now of it. So, I would
definitely get in touch with you and um
[23:34]
get him here. Let's get him here.

information as well. And any and all of
you who would like to be a part of this
[23:43]
task force, please respond when we send
this invitation out because we would
[23:48]
love to have you on board. Miss New, uh,
being an educator like yourself and and
[23:55]
whatever other ones are in the room, I
congratulate y'all on what you do
[23:59]
because it

be probably. Yes. Cuz there are so many
PE kids in need. You used to be only two
[24:08]
or three in a classroom maybe that
really needed some extra help cuz
[24:11]
they're not getting anything at home.
But now it's uh it's probably a 70 or
[24:14]
80%.

» And and it's tough.
Well, that that's why we need all of us.

» We need all of us to come together and
work together to try to solve this.

uh I was going to say this during my
report, but the pro poverty rate in
[24:34]
Adams County is over 24%.
33% in Nachas. The highest child poverty
[24:41]
[snorts] rate is at 27%.
And I said that to say this. Every time
[24:47]
I look on the news, all the programs
that help our community, low income
[24:56]
kids, they cutting them.
>> They cutting Head Start. They cutting
[25:00]

» It's making even harder for us to help
our kids when you don't have the
[25:07]
resources and they cutting them out. So,
uh, our president, George Dunlap, pretty
[25:15]
much said when they cut the resources,
the county going to have to step up.

» So, I'm just wanting to see how we going
to step up. Thank you.

» And let me just say this and then I'm
going to snap. uh as federal programs
[25:31]
director for a number of years in the
public school district. We serviced
[25:36]
Cathedral Trinity AC because they those
children our children regardless and we
[25:44]
would provide services to them. The
poverty rate that you are talking about
[25:49]
Mr. Gray it's much higher than that.
When you get those statistics, they have
[25:55]
gone through so many hands and so many
changes that they really aren't up where
[26:00]
they should be. The poverty rate here in
Natches is way higher than that. And
[26:06]
that's why we have got to see what we
can do. And again, I thank you so much
[26:12]
for your time this morning. and I'm
looking forward to you all being a part
[26:16]
of our task force and helping us to see
what we can come up with to help our
[26:21]
children.

mapping for Adams County. We work for
the tax assessor's office and it is time
[28:03]
to renew our contract and I submitted uh
our contract renewal and I understand
[28:09]
there were some questions um about that
contract renewal and so just briefly I
[28:15]
just wanted to kind of go over a few
things and kind of go over the history
[28:19]
of how why TriState was brought on board
and what we have accomplished since we
[28:25]
were brought on board. So in 2020 we
were approached and um I want to mention
[28:31]
that we do parcel mapping in Mississippi
for 40 counties in the state. We also
[28:37]
work with another uh 15 on the website
and web hosting. So we were approached
[28:43]
and asked if we would come in and
evaluate the situation that was present
[28:47]
at the time and it seems there were
about 150 deeds that had not been
[28:54]
worked. they were just sitting. Um, and
the land roll for that year could not be
[28:59]
closed out. The appraisal could not be
done on time. So, we were brought in and

asked to get the work up to, you know,
caught up and we did that on time and
[29:11]
they could get their land roll
published. So preceding that, we entered
[29:15]
into a contract to continue to do the
parcel mapping at an estimate of about a
[29:21]
thousand deeds per year for the next
four years. Um, which we have done. I
[29:29]
have went back and looked and we have
actually averaged closer to 5,000 deeds
[29:34]
that we have worked over the past four
years. Um, the increase, you know, is
[29:40]
about 200 from our original estimate.
We're working more deeds than we
[29:44]
originally thought we would have. Um we
also when we started we did a reconcile
[29:52]
report which a reconcile report is is
what is required by do Mississippi
[29:58]
Department of uh revenue to identify
parcels on the land roll not on the map
[30:04]
and parcels on the map not in the land
roll. And ideally, you want to be at,
[30:10]
you know, less than 10, 15 parcels.
There's always going to be a few. When
[30:16]
we started, there were 520.
So, over the past four or five years, we
[30:21]
have went through that list tackling a
little bit each year and we have now
[30:28]
gotten that list down to four. There are
only four parcels that cannot be mapped
[30:33]
due to bad legal descriptions or no
legal description at all and one is an
[30:39]
old church um which is exempt from taxes
anyway. Uh but it's still on the lamb
[30:44]
roll. We just don't know where to map
it. Um so those are just some things
[30:49]
that we have accomplished over the last
uh four or five years working for Adams
[30:55]
County. We have also
I have personally done the the parcel
[31:00]
mapping for Adams County myself. Um I'm
an I dealo certified mapping specialist
[31:08]
and due to the challenges that we were
faced with. I felt like um y'all deserve
[31:15]
the most experienced person in our staff
to do that. And so I have personally
[31:20]
worked on Adams County and it is a very
challenging county to map in. There are
[31:25]
a lot of old historical plantations that
the documentation is just not there. Um
[31:33]
we have gotten about 500 requests over
the past six years to correct mapping
[31:40]
discrepancies, review mapping
[clears throat] um and trying to get it
[31:44]
as as close to accurate as parcel
mapping can be and we have taken that on
[31:50]
and that is not a small task. Each uh
item that was sent to us requires hours
[31:57]
of research. We've contacted Miss
Lewis's office. We've had to go back and
[32:01]
do deed research back to the 1800s to
try to figure out what how are these
[32:09]
property lines supposed to be
represented and to the best of our
[32:13]
ability have accurately done that or is
all the parcel mapping perfect at this
[32:18]
time? No. But we tackle the issues as
they are brought to us at the same time
[32:25]
working all the deeds that we get for
the regular tax role. Um those deeds are
[32:30]
required to be worked by March so that
the uh land roll can be done, the
[32:37]
appraisal work can be done. An accurate
parcel map is the foundation for
[32:43]
accurate appraisal. They have to know
where the property is located in order
[32:48]
to go out and do the appraisal. So that
is the base, right? Um, I also want to
[32:54]
mention that Tri-State is a member of
the team that is doing the uh
[33:00]
orthophtography, which is the flyover,
and Adams County is in the south
[33:05]
one-third of the state. So, as part of
that program, and Tri-State is a member
[33:10]
of that team, the county will receive at
no cost to the county free orthophy that
[33:16]
was flown in 2026.
We [clears throat] are a member of that
[33:20]
team. So we will have our hands on that
photography and on behalf of the county
[33:25]
we [snorts] will update the website
which is the TSC maps at no charge to
[33:30]
the county. So the county is required to
fly I believe it's every 10 to 12 years
[33:38]
and this is not going to cost you
anything. So, that's going to save you
[33:42]
about $40 $50,000
uh to not have to do that flyover
[33:47]
because it's being provided to the state
or to the county at no cost. Um so,
[33:52]
they're just a few of the things that
that we've done uh over the past six
[33:57]
years to, you know, do the best we can
to bring Adams Countyy's mapping a
[34:02]
little bit more accurate. There are
still lots of issues. Uh Kim can attest
[34:07]
to that. I think that, you know, I've
gotten emails from Mr. Slover and
[34:11]
Grayson Lewis. You know, when you look
at this, can you look at that and see if
[34:16]
you can figure out, you know, what's
going on? And and we've done our best to
[34:19]
to try to do that.

same scope of work. Um that scope of

work also includes the web hosting which

parcel mapping and the web hosting did
save the county money [clears throat]

when we entered into that agreement
because the county was paying a separate
[34:52]
contractor to do a web hosting for the
parcels. Um, and so we were able to save
[34:58]
the county, you know, money by combining
the two together at the same time,
[35:03]
keeping the work up to date.

you're you're talking about is for the

911 center lines and

one that's GIS, one that's for 911 in

familiar with the other GIS you're

doing, but we we do GIS for the tax

know, are able to do multiple layers
depending on what other GIS work you're

Bradford after this to discuss how we
[36:37]
can combine our GIS with their GIS to
try to save the county some money by,
[36:45]
you know, combining those together and
only having one. Now, I'm not familiar
[36:50]
with the other GIS you're referring to.

uh the parcel, but that's only one time
a year. um

to say that you're duplicating it. It
does appear that you are just on the web
[38:26]
hosting and the GIS, but again, I don't
know the extent of the scope of work um
[38:33]
that he is doing currently for the
county. I did go out and look at the um
[38:39]
geo portal, I believe is what it's
called, and it's being hosted by another
[38:44]
company called GCT out of Louisiana. Um,
so I have talked to Mr. Bradford. I'm
[38:52]
going to meet with him after this to see
how we can combine
[38:56]
everything onto TSC maps and not
duplicate that effort and save the
[39:03]
county quite a bit of money.

» Yeah. Uh way it works is uh long time
ago before I got here the county

purchased easy 901 and it was set up
where everybody uses that but over the

the tax system went their way. Uh Peter

Dale went his way and I think he was on
the board with 91. We had an issue with
[39:32]
that because we're duplicating because
my office issued the 911. We were the
[39:36]
ones going out doing the road doing all
the mapping and what he was doing just
[39:40]
taking that information putting it on
the layer and we paying. So it's like
[39:44]
we're doing the work. He's just doing it
which they can do. And the the what the
[39:51]
plan is to put everything under one
umbrella because what's happening is
[39:55]
when we issue the 91 numbers by we still
don't pay by the time it gets to
[39:59]
sanitation to the tax assess office
addresses get changed people inputting
[40:04]
stuff data. So you having problems where
you don't know who owns what. So we're
[40:08]
trying to alleviate that by everything
going to generate at the 91 office that
[40:12]
we'll know who's on that property who's
doing that. So sanitation know who send
[40:16]
the bill to because right now we just
got three different operating systems
[40:21]
and we just throwing money away. What's
going to happen is once we align with if
[40:26]
the board approves CSC this information
we use we'll be able to send it to
[40:30]
dispatch as a layer. So everybody going
to be on the same sheet of even tax
[40:35]
systems. They won't have to try to input
stuff in and AS400 that all generate
[40:39]
from our office. So you won't have
multiple people trying to put different
[40:43]
numbers in the system where a lot of
stuff get confused on homeowners because
[40:46]
what we run into is people have these.
They say my address is this and we're
[40:51]
showing a different thing and it may
just be an error where that person
[40:54]
entered a eight instead of a five. So
and they have legitim say no this my
[40:58]
address. So we're running to a lot of
that now. So this would alleviate that
[41:02]
and like I say they do the same thing as
when you go to geopore people can see
[41:07]
that that information. We're just
cutting out a lot of middle man to try
[41:10]
to save money.

because I go on both of them and both of
[41:16]
them look the same. I mean I get the
same information
[41:21]
off of both of them. So uh

[41:26]
the ownership parcel pin number. That's

the GIS.
Um, from what I understand, the 911
[41:36]
office does the mapping and just gives
that information to Peter Dale. He just
[41:42]
turns around and I think gives it to GCT
and they just upload it to the GEO
[41:48]
portal. He's not actually doing any 911
mapping. And I'm I just that's just from
[41:55]
my conversations with Mr. Bradford. Um,
so we're doing the parcel mapping,
[42:01]
working the deeds. Sounds like 911 is
doing the mapping, assigning the
[42:07]
addresses, [clears throat] you know,
doing what they're doing, what they need
[42:10]
to do in order to get the correct
address, and then it's just being handed
[42:14]
off to him to update the GIS on the
website. So, it is a duplication. Well,
[42:22]
well, the only thing I was saying since
this budget period, we need to call Mr.
[42:27]
Peter Dale in and and and have a serious
conversation with him if we going to
[42:32]
decide we're going to go in a different
way where it won't be no surprise to uh
[42:37]

Mississippi at what we do. And we like

to keep our staff. We do not have
turnover. And we have to accommodate for
[44:52]
the increase in cost of living.
Unfortunately, it's it's a sad
[44:56]
situation, but when you're paying four
$5 a gallon for gas, it's just it's sad.

shelter. Uh that entity no longer want

to be part of the shelter. So, right now
we just had a generator setting up. Um,

and that's a nice generator. It's going
to waste. Uh, I I know we got it through
[51:57]
a mitigation grant. So, I want

permission. See, can we sell it because
right now he just send the bar going to

waste and if you don't run those
generators, uh, we still have to do

maintenance on it. That maintenance is
very expensive on that type of generator

that's not being used

contractor. We're working on their
[1:00:46]
official proposal. Um, they said they
just got their final quote in from their

guard rail contract subcontractor on
Friday. But he did tell me that he plan

he thinks the quote [snorts] proposal
going to be somewhere in the ballpark of
[1:00:58]

for that work. But I won't know for sure
[1:01:03]
until I actually get the actual proposal
from. Um so that's just where we

carrying on with that right now. Um as
it relates to the EWP projects uh EWP

Jerusalem church uh the contract is
preparing to complete that project.

usually when that sub is done we're

about 80% complete the drawing. So the
subsequent submitt will be quick. So

she anticipates submit that on the 31st.

We got a lot of problems.

And like I said before, the new
president of of Nico

saying how we need to help these kids.
And I said this here in every policy I

read from SNAP benefits
to public education dealing with Title

One, which is the largest federal
program for K through 12 in the US. Head

Start, which they trying to cut Head
Start.

the only thing we got in common is all
of us black.

of the prominent white citizen in this
community got attacked too

because of a proposed development of
oilfield waste landfill near Civic. She

got arrested. So it ain't all about
black and white. It's all about money

and power. That's what it's all about.
People need to be paying attention to
[1:34:06]
that. And my dear supervisor over here
[1:34:12]
said that he was going to commit
$500,000 to a new KLW
[1:34:18]
pack. This effort is more than a
campaign is about building something
[1:34:22]
that'll last.
Wonder where I heard that from.

District 4 like to choose their own

supervisor. They don't need nobody in
the community paying somebody where they

can choose their supervisor for them. We

They struck that down.

I just want this community to wake up
and I'm calling on all the clear

thinking citizens.
That mean black, white churches,

sorority groups, Eastern Stars, Masons.
Y'all need to go register. Everybody,

you can go register before October the
3rd
[1:36:01]
because after October the 3rd, you ain't
going to be able to register nobody
[1:36:05]
else.

you need to make sure they get to the
poll
[1:36:13]
because
[1:36:17]
I was young, but I know my history
and it wasn't real good.

our history going to repeat itself. And

it's going to be way worse this time

to get that covered. And another thing I
do want to move forward, I want to um I
