[0:19] Good morning. We're going to call meeting to order.
[0:23] Uh sheriff, can you give us an invocation
[0:28] and Brad, give us a pledge, please? Thank you.
[0:33] » May we bow our heads. Father, we thank you for this day and thank you for this
[0:36] meeting and thank you for constantly being our joy and our strength. Lord
[0:39] God, as we go forth on this day, Lord God, we pray that you lead us, guide us
[0:43] every step of the way. Uh keep our minds open to whatever is going to be said
[0:47] here and be receptive of what what's whatever is going to be returned, Lord
[0:51] God. [snorts] But more importantly, let us keep the business about Adams County
[0:55] and keep it about you more importantly than anything. And as we do that, we'll
[0:59] continue to give you all the glory, all the honor, and all the praise. In Jesus
[1:03] name we pray. Amen. Face the flag. [cough]
[1:06] I pledge allegiance to the flag of the United States of America and to
[1:11] [clears throat] the republic for which it stands. One nation under God
[1:16] indivisible with liberty and justice for all.
[1:22] Call
[1:25] » supervisor Wilson
[1:28] » here. Supervisor Middleton >> preser
[1:32] Paige Dean >> present clerk Brandon Lewis
[1:35] » pres attorney Scott Slover
[1:39] » County Administrator Tana Williams
[1:44] » so put her out she's not going to come
[1:50] and I am present okay next on is you just approve of the
[1:55] dockets have everyone read the docket Got
[2:01] a motion by supervisor GS and a second by supervisor Wilson. Any discussion?
[2:07] » All in favor say I. >> All oppose. Eyes have it. Motion
[2:12] carries. Next is a special presentation. Do we have any special presentations?
[2:18] Any special presentations? Don't have any. I'm going to move
[2:21] forward. Um, next we have uh RNA Snada from uh
[2:27] MAS with Trust Insurance.
[2:34] » Hello. >> How are you?
[2:36] » Good. Good morning. >> Um uh thank you uh for allowing me to
[2:40] speak to the board today. Excited to be here. This is my first time in town. Um
[2:46] so my name is Ranada Ranada Scanell. I work for the Mississippi Association of
[2:51] Supervisors and specifically on the MAS insurance trust. Um the MAS insurance
[2:58] trust is a member-owned governmental pool made specifically for county
[3:03] government. Um I am very much interested in um providing a vote to Adams County
[3:11] if uh there is interest there. So, I did want to talk a little bit about what
[3:15] that post process would look like um and see if we can get things started. Um so,
[3:21] we require a 60-day window from when we have a complete submission and when the
[3:27] renewal date for coverage is and that does seem like a long time, but there
[3:33] are some other requirements that we need to kind of step through. Um, and it does
[3:37] take some time to get everything reviewed by our board of trustees, by
[3:41] our reinsurance carriers, and just making sure that we've done a very
[3:46] thorough review of all of the application information, the
[3:49] underwriting information, the loss history. So, it is an involved process,
[3:54] but um, usually it's quite worth it for our members. Um right now Masset is
[4:01] providing coverage for approximately 70 counties across the state and our um
[4:09] what we want to do is make sure that we're continuing to be able to provide
[4:13] that coverage. So financial stability is very important to the nature of how we
[4:18] fund the program and how we're evaluating all of our members. So if
[4:24] there are any questions, I definitely welcome that. Um, I would love the
[4:28] opportunity to write a quote to y'all if that
[4:34] » I know I spoke to you all last year about it and I know Mr. Burns had came
[4:37] here about some uh insurance quotes and stuff like that and he was supposed to
[4:42] gap with you all last year in regards to this. Have you all been making contact
[4:47] about the insurance quotes on this? Yes. So, I communicated all of our
[4:52] requirements back in December. Um, and that does include um a request from the
[4:59] board saying, "Yes, we want a quote and this install the agent." Um, it does
[5:03] include the application, the lawsuit, all of that information that was
[5:07] communicated back in December. Um, and another part of our quoting process is
[5:11] we sit down with the leadership of the executive folks at the counties, have a
[5:15] talk, answer all the questions. There's a lot of little things that might be a
[5:19] little different with a pool than it is from commercial insurance and we want
[5:23] everyone comfortable with the decision. So, we do ask that we we meet
[5:27] separately. Um, so we've reached out several times about that, asked when was
[5:32] a good time. Um, I just have not had any um initiation um from from the agency
[5:39] move forward. And that's why I really wanted to come and speak today because I
[5:42] didn't know if the board was aware of all the requirements and all the steps
[5:46] involved with getting a book. >> Okay. Yeah. I recall you giving us an
[5:50] application last year uh in December of last year. Uh [clears throat] and I uh
[5:56] spoke to Mr. Burns about it also after I spoke with you um up in your office in
[6:01] regards to that. So, um, >> I'm just trying to find out where we are
[6:06] here cuz I know the 60 day now has passed.
[6:09] » Yes. >> Because October 1 is the deadline for
[6:14] our insurance, but I I know I understand I got something that you all can also do
[6:20] it for November also. So if we are able to get all the meetings done, get the
[6:26] approvals done, get all the information in by September, we be able to write
[6:32] coverage for November 1st. Okay. But that is a a short amount of time to get
[6:38] a lot of that all kind of ironed out, but I'm willing to do it if you're
[6:42] willing. >> Anyone else have any questions? Any
[6:45] regards to this? >> Um, what kind of insurance you provide?
[6:49] Is it for vehicles or buildings or >> Yes, it's property and couching. So, um
[6:54] county's operations. So, that's law enforcement, public officials,
[6:58] unemployment practices liability, general liability,
[7:02] automobile, automobile physical damage. >> Mr. Burns, did you say something last
[7:07] year about the vehicle insurance like the sheriff vehicle insurance
[7:12] » that you >> Well, no, the problem wasn't in the
[7:15] vehicle insurance for the sheriff's department. uh although I think they had
[7:18] some claims but the problem the main problem was in the law enforcement
[7:22] liability and in that because of claims uh last [laughter] year we were forced
[7:28] because travelers had nonrenewed the law enforcement we were forced to place that
[7:33] with another carrier. Um we uh we had gotten a proposal from Mesa a few years
[7:40] back and the county reviewed it and decided at that time not to go with
[7:45] Mesa. Uh we have reached out to Mesa on several occasions uh including this year
[7:52] uh we started I don't recall back in November uh unless those were provided
[7:58] directly to the county but we were provided an email from Ranada in March
[8:05] because Deborah in our office is the person that handles the county and she
[8:10] was going to be out for a couple months with knee replacement but we brought
[8:14] Kitty Simpson who some of y'all know uh back in she used to handle the county
[8:19] and she was working for us for the two months that Deborah was out. So um we
[8:25] had reached out to Rada on a couple occasions and she of course sent us back
[8:30] all of the requirements that have to be met you know which is uh a meeting with
[8:35] the supervisors or one or more of the supervisors to be sure that y'all want
[8:40] them to quote it. And uh every time we reached out to Ranada, she would provide
[8:46] us with the requirements which we in turn provided to the county and said
[8:51] here's what's got to happen if y'all want a quote from Mason which we we
[8:56] started actively working on it back in March which is you know six seven months
[9:01] before the expiration of the current policy. None of those things were done
[9:06] or provided us. Uh and you know that's that's all we did you know was just try
[9:12] to provide it and say but I mean there was a lot of transition going on in the
[9:16] county with the county supervisor and and of course Miss Williams is doing it
[9:21] now but at the time that all this was going on. I think uh Mity was that she
[9:27] may have already had decided she was leaving. So, uh, you know, I'm not
[9:31] trying to point the finger to anybody, but I'm just saying that every time we
[9:36] requested the information from Mesa, we provided it to the county so that, you
[9:41] know, and we explained and and a lot of this had to do with the fact that
[9:44] Deborah was going to be out. So, she actively started working on it. You
[9:48] generally don't start working on a renewal until maybe 4 months before the
[9:53] expiration date, but she started 6 months before. But each time we asked
[9:58] for this information from Mesa, they provided it and we in turn provided to
[10:01] the county. But all that's the history. I mean, you know, the the thing we
[10:06] probably need to concentrate on is if the board wants a proposal, which I
[10:11] assume you do because you've always said you wanted one and uh and for us to move
[10:15] forward and and try to get this information together for Mesa and do
[10:20] whatever they need done to provide y'all with a proposal to look at.
[10:24] » Okay. Well, we have a new county administrator now, so um she'll be on
[10:28] top of that. Won't you all just get back together with the new county
[10:31] administrator >> and um we'll try to get that taken care
[10:35] of and [clears throat] see what we can get by November or something.
[10:37] » One thing I would like to mention um we're still in need of some uh
[10:42] additional information uh regarding even if Mason is not quoting, which I mean I
[10:48] assume Mason's not going to quote for the renewal date because their their
[10:52] time period has already come and gone. So, uh, we still don't have all the
[10:56] information that's needed to provide a renewal quote from Travelers. Now,
[11:00] Travelers has indicated that they're going to offer renewal, uh, but they
[11:04] still need all this information, but it's updates and things like that, but
[11:09] you know, we're we got a month and a half left until expiration.
[11:13] » Okay. So, >> have you spoke to Miss Williams about
[11:15] that? Have you spoke to Miss Williams? Okay. Okay.
[11:19] » It's been I've only spoken to her once, but it's been mainly through emails.
[11:23] Okay. Okay. >> But, you know, we need to we need to get
[11:25] that information probably first and foremost
[11:28] » just to be able to have that. >> Yeah. Okay. I'll talk with her after
[11:33] this also. >> Okay. Thank you. All right.
[11:37] » Let me let me ask a question. Uh, Mard, I'm listening to what you saying and I'm
[11:42] listening to Mr. Burns and uh I just want to make sure everybody on the same
[11:48] page. Uh, do you uh feel comfortable and you going to
[11:53] have enough information from B Mr. Burns to do what you got to do?
[11:58] » I really won't know until I have the information. I literally cannot do the
[12:02] first thing without an application, without loss rooms, without schedules. I
[12:06] have nothing. >> So, Mr. Barren, what do you need to send
[12:10] her where she can start doing whatever she got to do?
[12:12] » In order for us to send it to her, we have to receive it. So, we've got to get
[12:16] it from the county before we can send it to her. I can assure you once we have
[12:20] our hands on it, it's going to mess it that day.
[12:23] » Okay. >> Thank you.
[12:29] » Okay. Thank you. >> Okay. Next, we have the NAAC, Miss Joyce
[12:34] Arsenal. She did
[12:42] » give your name and address for the Thank you.
[12:50] » Good morning. >> I'm not Mrs. Joyce Arsenal. I'm Fel
[12:55] 210 St. Catherine Street here in Natches and I'm a member of the NAACP.
[13:01] I'm currently coordinator for the build grant we received
[13:07] uh back in February. We received a bill grant and that grant was to allow us to
[13:14] focus on trying to reduce some of the youth crime here in our city. The grant
[13:22] was in the amount of $25,000. And as a part of that grant, we were to
[13:28] first of all have a stakeholders meeting, which we did. We met with
[13:35] numerous uh entities here in the city and we
[13:39] presented information to them and asked for input from them. Basically, as we
[13:45] met with them, they gave us some things that they felt we needed to start
[13:50] looking at. A little while ago, I think it was around September of 2025,
[13:56] the mayor had written an article that was published in the Natchez Democrat.
[14:01] And that article itself talked about youth crime in Natches and in some of
[14:07] our surrounding areas. And he too was asking if we could come together and
[14:12] look at what we might be able to do. Just recently, the uh chief of police
[14:19] presented some statistics to the mayor and board of alderman about that same
[14:24] kind of thing. So, this is something this is a crisis for us and we need to
[14:30] see what we can do in order to try to curtail some of the situations we're
[14:36] having. When we did our meeting in April, we met
[14:41] with people from all over. We had uh school people there. We had people from
[14:48] the board of supervisors. We had people from the alderman uh mayor and board of
[14:52] alderman. We had people from all other uh
[14:58] places here in the city that met with us and they talked about what they felt
[15:04] needed to be done. And one of the things they asked that we do was to meet with
[15:10] different agencies and just mention to them what we're trying to do and see if
[15:16] we could come up with a group with a task force that would come together,
[15:22] look at what's going on in our city and surrounding areas and then put our heads
[15:28] together and see if there's anything that we can do to try to help the police
[15:34] of the sheriff department and cutting down on the number of crimes that we're
[15:39] having difficulty with. So, we're here today requesting you to become a part of
[15:44] that group. We know that as the old saying go, it takes a village to raise a
[15:50] child. And these are our children. It doesn't matter what color they are, what
[15:57] their background is, who their parents are, what schools they go to. They're
[16:01] our children. And so we want to do whatever it is that we can do to try to
[16:08] turn our children around and get them back on the right track. So as we form
[16:13] this task force, we're hoping that you will become a part of it, that you will
[16:18] be willing to work with us to see if there's anything that we can do. Now,
[16:23] $25,000 is not a lot, but one of the first things we're going to do, we're
[16:29] going to have a conference for our young people. We've already met with some of
[16:35] the agencies who's willing to come and do presentations to them and we want
[16:40] them to understand what is happening with them in their lives. You all see
[16:46] the statistics. You see the number of young people in jail. You see the number
[16:50] of young people in prison. you we constantly hear that they are building
[16:55] more prisons but we're not getting anything for schools. So these are some
[17:00] of the things that we need to look at. What is it if anything we can do right
[17:04] here in the city of Natches to try to help our youth. Our first task force
[17:10] meeting is going to be scheduled in September. And we are here today asking
[17:15] you when you receive the information because we will be sending out a notice
[17:20] letting you know when and where in the time that that meeting will be held. But
[17:25] all we're asking is for you to join forces with us and let us try to save
[17:30] our children or some of our children before it's too late. Thank you. And if
[17:35] you have any questions, I'll try to answer them for you.
[17:39] » That's great. Anybody have any questions? Uh, Madame President, I don't
[17:42] have no questions, but uh, I think it's a great idea that the NAACP got a grant
[17:48] to uh, deal with this. Uh, I just want to say this.
[17:54] Uh, we just left a conference in New Orleans, uh, Nate Co conference and
[18:02] the incoming president, President George Dunlap, uh, the first thing he mentioned
[18:09] was how important it was and we as a county have a responsibility to the
[18:14] youth. So all this going to tie in together because uh this is happening
[18:20] not only in Adams County but it it's happening all over the country that we
[18:25] having problems with our youth. That's why the president uh incoming speech
[18:32] mainly dealt with what we going to do to try to help the youth. So uh I think we
[18:37] going to be on board with whatever y'all trying to do.
[18:41] » Thank you. normal. >> Also, I like to say is um I got an idea.
[18:46] Um I reached out to a well a commissioner from Florida and
[18:54] he wants to come here cuz he has experienced some of all those things
[18:59] that are going on and um I got an idea for that. So, he is willing to come here
[19:05] and do anything to help us with that. Well, we thank both of you and any of
[19:10] the rest. Yes, sir. >> I was going to n my president when she
[19:14] finished talking. I said, "But it's a great idea that you coming together
[19:18] because what a lot of people don't realize any crime in our community
[19:22] affects our whole community. It's not just one side of town. It's every side
[19:26] of town." And of course, you know, we are definitely not alone. It's if you
[19:32] look at TV, you look at anything, it's all across the country and I always
[19:38] believe in so you got to start at home before you can go anywhere else. You got
[19:44] if you can't teach your kids at home to respect you, it's hard for them to
[19:48] respect somebody when they go somewhere. And just my idea, we're coming out of a
[19:53] a former educational background. Also, it's just a few ideas that we'll be
[19:57] there. We definitely need to start with our younger children. There sometime by
[20:02] the time they get to teenagers, they already lost and it's hard to get them.
[20:06] We can save more of them if we start the younger we start and instill the right
[20:11] things in them. I think that'll be a great deal. So, we looking forward to
[20:15] partner with u with y'all to help our community get better.
[20:19] » Thank you, too, >> M. Newsome. Uh about a year and a half
[20:22] ago, we brought a speaker in. He spoke at ACCS. He spoke at Cathedral. We
[20:27] wanted him to speak at the high school, but they they couldn't work it out for
[20:31] some reason. But but it he was talking to the sixth graders through the 12th
[20:35] grade. There was three or 400 people in at each school in the stand.
[20:41] They never opened their mouths. They never picked up a phone. They [snorts]
[20:45] paid attention. This guy was sitting on top of the world at one time. Spoke one
[20:49] joint and spiral downhill from there. ended up
[20:53] in prison >> u for robbing his best friend's
[20:57] grandmother at gunpoint for her meds. Um he's got a awesome he's got an awesome
[21:03] story and we've asked him to come back and I think he might come back and if he
[21:08] does I think he needs to go to to the middle school and he needs to go to the
[21:11] high school. People need to know
[21:16] their consequences. Their actions have consequences. And and this guy knows all
[21:21] about it. Now, he eventually got out of prison. Um
[21:26] u he was a BMX racer going he was going to go to the Olympics, blew a knee out.
[21:29] I guess God just didn't want him there, you know, not for that anyway. But he
[21:33] ended up coaching a girl in the Olympics. So, he did get it to the
[21:36] Olympics. But now he's a motivational speaker because he realized that's what
[21:39] God had laid on his heart. and he was he was just awesome. Some of the faculty
[21:44] from uh Natches High did come over to AC and watch that and they were so
[21:49] impressed. But I don't know why they didn't never followed up with that
[21:53] because they just need to know how fast it can turn around. One just one mistake
[22:00] can turn a life around and and not in a good way most of the time. want to thank
[22:05] all of you for your m real quick. Uh I just want to say that there's there's
[22:10] children all over the United States and especially in Athens and Adams County,
[22:14] no matter what class they're from, they lack discipline and leadership. And like
[22:20] a couple people said, it does start at home. And as a leader in this community
[22:23] and and everybody else sitting at this table, I think we're failing if we don't
[22:26] do our best to take care of the future of our our future generation. And that's
[22:30] what they are. So, >> as a retired educator myself, I could
[22:35] stand here for hours and talk to you about some of the things that I
[22:40] personally have experience, some of the things I've seen. And, uh, we don't have
[22:44] that kind of time, but some years ago, uh, Budweiser used to do a presentation
[22:52] for us every year. They brought a young gentleman in here named Michael Jackson
[22:57] a couple of times and he was awesome. Uh, Budweiser no longer does that. But
[23:03] it sounds like something, Mr. Wilson, along the line of what you mentioned.
[23:08] But we would love to get together, talk about these kinds of things, see what we
[23:14] can do because we've got to try to reach our children and get them to understand
[23:19] what is going on with them. >> I I will definitely get in touch with
[23:24] you because this person too is phenomenal. As a matter of fact, he has
[23:27] a movie out now of it. So, I would definitely get in touch with you and um
[23:34] get him here. Let's get him here. >> And Mr. Wilson, if you can get that
[23:38] information as well. And any and all of you who would like to be a part of this
[23:43] task force, please respond when we send this invitation out because we would
[23:48] love to have you on board. Miss New, uh, being an educator like yourself and and
[23:55] whatever other ones are in the room, I congratulate y'all on what you do
[23:59] because it >> you the job is 10 times what it used to
[24:03] be probably. Yes. Cuz there are so many PE kids in need. You used to be only two
[24:08] or three in a classroom maybe that really needed some extra help cuz
[24:11] they're not getting anything at home. But now it's uh it's probably a 70 or
[24:14] 80%. >> Yes.
[24:16] » And and it's tough. Well, that that's why we need all of us.
[24:21] » We need all of us to come together and work together to try to solve this.
[24:24] » Madam President, let let me put something on on this board, man, because
[24:29] uh I was going to say this during my report, but the pro poverty rate in
[24:34] Adams County is over 24%. 33% in Nachas. The highest child poverty
[24:41] [snorts] rate is at 27%. And I said that to say this. Every time
[24:47] I look on the news, all the programs that help our community, low income
[24:56] kids, they cutting them. >> They cutting Head Start. They cutting
[25:00] Title One. >> Yes.
[25:02] » It's making even harder for us to help our kids when you don't have the
[25:07] resources and they cutting them out. So, uh, our president, George Dunlap, pretty
[25:15] much said when they cut the resources, the county going to have to step up.
[25:22] » So, I'm just wanting to see how we going to step up. Thank you.
[25:26] » And let me just say this and then I'm going to snap. uh as federal programs
[25:31] director for a number of years in the public school district. We serviced
[25:36] Cathedral Trinity AC because they those children our children regardless and we
[25:44] would provide services to them. The poverty rate that you are talking about
[25:49] Mr. Gray it's much higher than that. When you get those statistics, they have
[25:55] gone through so many hands and so many changes that they really aren't up where
[26:00] they should be. The poverty rate here in Natches is way higher than that. And
[26:06] that's why we have got to see what we can do. And again, I thank you so much
[26:12] for your time this morning. and I'm looking forward to you all being a part
[26:16] of our task force and helping us to see what we can come up with to help our
[26:21] children. >> Uh why while y'all here as the NAACP, I
[26:28] got a point [cough] statement to make. I'm going let
[26:32] the president make or you going to be made. Uh [laughter]
[26:38] Rosco, what his name? >> Barnes. Barnes
[26:41] » decided that he was going to that man right up over Miss Ronaldo's head, the
[26:47] first black supervisor in Adams County. They're going to put a plaque out here
[26:52] » and we going to let everybody know where everybody can attend that event cuz
[26:56] that's a big event in Adams County to recognize the first black supervisor of
[27:00] Adams County. >> And I'm going to ask if all of the
[27:04] members of the NAACP will please stand.
[27:13] Thank you all so much and thank you for your support this morning.
[27:22] » Miss Dome. >> Yes, sir.
[27:23] » That guy's name is Tony Hoffman. You can Google him and you'll see.
[27:26] » Tony Hoffman. >> Tony Hoffman.
[27:28] » Okay. Thank you. I need to write it down because I'm of that age now.
[27:35] » All right. Next on the agenda is Miss Monaco leader with triate mapping.
[27:50] » Good morning. Thank you for allowing me to come. Can you hear me? Okay.
[27:54] » Yes. >> Okay. Um, currently we do the parcel
[27:57] mapping for Adams County. We work for the tax assessor's office and it is time
[28:03] to renew our contract and I submitted uh our contract renewal and I understand
[28:09] there were some questions um about that contract renewal and so just briefly I
[28:15] just wanted to kind of go over a few things and kind of go over the history
[28:19] of how why TriState was brought on board and what we have accomplished since we
[28:25] were brought on board. So in 2020 we were approached and um I want to mention
[28:31] that we do parcel mapping in Mississippi for 40 counties in the state. We also
[28:37] work with another uh 15 on the website and web hosting. So we were approached
[28:43] and asked if we would come in and evaluate the situation that was present
[28:47] at the time and it seems there were about 150 deeds that had not been
[28:54] worked. they were just sitting. Um, and the land roll for that year could not be
[28:59] closed out. The appraisal could not be done on time. So, we were brought in and
[29:05] asked to get the work up to, you know, caught up and we did that on time and
[29:11] they could get their land roll published. So preceding that, we entered
[29:15] into a contract to continue to do the parcel mapping at an estimate of about a
[29:21] thousand deeds per year for the next four years. Um, which we have done. I
[29:29] have went back and looked and we have actually averaged closer to 5,000 deeds
[29:34] that we have worked over the past four years. Um, the increase, you know, is
[29:40] about 200 from our original estimate. We're working more deeds than we
[29:44] originally thought we would have. Um we also when we started we did a reconcile
[29:52] report which a reconcile report is is what is required by do Mississippi
[29:58] Department of uh revenue to identify parcels on the land roll not on the map
[30:04] and parcels on the map not in the land roll. And ideally, you want to be at,
[30:10] you know, less than 10, 15 parcels. There's always going to be a few. When
[30:16] we started, there were 520. So, over the past four or five years, we
[30:21] have went through that list tackling a little bit each year and we have now
[30:28] gotten that list down to four. There are only four parcels that cannot be mapped
[30:33] due to bad legal descriptions or no legal description at all and one is an
[30:39] old church um which is exempt from taxes anyway. Uh but it's still on the lamb
[30:44] roll. We just don't know where to map it. Um so those are just some things
[30:49] that we have accomplished over the last uh four or five years working for Adams
[30:55] County. We have also I have personally done the the parcel
[31:00] mapping for Adams County myself. Um I'm an I dealo certified mapping specialist
[31:08] and due to the challenges that we were faced with. I felt like um y'all deserve
[31:15] the most experienced person in our staff to do that. And so I have personally
[31:20] worked on Adams County and it is a very challenging county to map in. There are
[31:25] a lot of old historical plantations that the documentation is just not there. Um
[31:33] we have gotten about 500 requests over the past six years to correct mapping
[31:40] discrepancies, review mapping [clears throat] um and trying to get it
[31:44] as as close to accurate as parcel mapping can be and we have taken that on
[31:50] and that is not a small task. Each uh item that was sent to us requires hours
[31:57] of research. We've contacted Miss Lewis's office. We've had to go back and
[32:01] do deed research back to the 1800s to try to figure out what how are these
[32:09] property lines supposed to be represented and to the best of our
[32:13] ability have accurately done that or is all the parcel mapping perfect at this
[32:18] time? No. But we tackle the issues as they are brought to us at the same time
[32:25] working all the deeds that we get for the regular tax role. Um those deeds are
[32:30] required to be worked by March so that the uh land roll can be done, the
[32:37] appraisal work can be done. An accurate parcel map is the foundation for
[32:43] accurate appraisal. They have to know where the property is located in order
[32:48] to go out and do the appraisal. So that is the base, right? Um, I also want to
[32:54] mention that Tri-State is a member of the team that is doing the uh
[33:00] orthophtography, which is the flyover, and Adams County is in the south
[33:05] one-third of the state. So, as part of that program, and Tri-State is a member
[33:10] of that team, the county will receive at no cost to the county free orthophy that
[33:16] was flown in 2026. We [clears throat] are a member of that
[33:20] team. So we will have our hands on that photography and on behalf of the county
[33:25] we [snorts] will update the website which is the TSC maps at no charge to
[33:30] the county. So the county is required to fly I believe it's every 10 to 12 years
[33:38] and this is not going to cost you anything. So, that's going to save you
[33:42] about $40 $50,000 uh to not have to do that flyover
[33:47] because it's being provided to the state or to the county at no cost. Um so,
[33:52] they're just a few of the things that that we've done uh over the past six
[33:57] years to, you know, do the best we can to bring Adams Countyy's mapping a
[34:02] little bit more accurate. There are still lots of issues. Uh Kim can attest
[34:07] to that. I think that, you know, I've gotten emails from Mr. Slover and
[34:11] Grayson Lewis. You know, when you look at this, can you look at that and see if
[34:16] you can figure out, you know, what's going on? And and we've done our best to
[34:19] to try to do that. You have any questions for
[34:25] » Have you read over the contract? >> I don't know if I've read over the
[34:29] renewal. It's probably the same that he had before.
[34:33] » It's the same. It's a it is it is the same scope of work. Um that scope of
[34:38] work also includes the web hosting which from what I understand combining the
[34:44] parcel mapping and the web hosting did save the county money [clears throat]
[34:47] when we entered into that agreement because the county was paying a separate
[34:52] contractor to do a web hosting for the parcels. Um, and so we were able to save
[34:58] the county, you know, money by combining the two together at the same time,
[35:03] keeping the work up to date. >> Do I have any questions?
[35:08] » Madam President, my own question, uh, Scott, maybe you can help me out with
[35:12] this is is uh, we still paying >> GIS.
[35:17] » GIS, >> GIS and and that's mapping too, right?
[35:22] » Correct. So is is it the same kind of mapping? Is they duplicating or whatever
[35:28] the case may be? Because if it is, her mapping is for the tax assessor's
[35:33] office and they're required to do it as part of the assessments. I believe they
[35:38] try to use the tax maps GIS does put it on on the Atlas system that we have. And
[35:46] I y'all have your own system that you access online. is that
[35:51] » well we do all the work in in GIS format and we upload it to TSC maps. The other
[35:57] GIS mapping from what I understand you're you're talking about is for the
[36:03] 911 center lines and >> that's there's like three. So we have
[36:07] one that's GIS, one that's for 911 in your tri state for your tax man.
[36:13] » Okay. And we do GIS. So, uh, I'm not familiar with the other GIS you're
[36:19] doing, but we we do GIS for the tax assessor's office. Um, we also, you
[36:26] know, are able to do multiple layers depending on what other GIS work you're
[36:32] doing. And I do have a meeting with Mr. Bradford after this to discuss how we
[36:37] can combine our GIS with their GIS to try to save the county some money by,
[36:45] you know, combining those together and only having one. Now, I'm not familiar
[36:50] with the other GIS you're referring to. What's the base
[36:54] for that? Madam President,
[36:58] uh I guess before they contracted with y'all.
[37:02] » Yes, sir. >> Y'all was some other guy. Peter
[37:06] » Peter Dale was working out of your not out of your office but with your office.
[37:11] » Was my office >> working with his office? My only
[37:15] question was was that the same thing that you doing that he's doing?
[37:20] » We we took over what he was doing with the tax assessor's office. So he's no
[37:25] longer providing that service for the tax assessor's office.
[37:30] » That that is one of the questions we had. Are we doubling up services and and
[37:36] wasting money? >> I can send over
[37:42] the GIS website, maybe hop on a call with her and see what's whether there's
[37:46] different services. >> There seems to be I don't know the
[37:50] extent of the scope of work that Peter uh is currently doing. for the county,
[37:55] what he's under contract. I know that once a year he gets the parcel data from
[38:02] us and we get the address points and center lines from him and we update our
[38:08] website with the address and center lines and he updates his website for the
[38:15] uh the parcel, but that's only one time a year. um
[38:22] to say that you're duplicating it. It does appear that you are just on the web
[38:26] hosting and the GIS, but again, I don't know the extent of the scope of work um
[38:33] that he is doing currently for the county. I did go out and look at the um
[38:39] geo portal, I believe is what it's called, and it's being hosted by another
[38:44] company called GCT out of Louisiana. Um, so I have talked to Mr. Bradford. I'm
[38:52] going to meet with him after this to see how we can combine
[38:56] everything onto TSC maps and not duplicate that effort and save the
[39:03] county quite a bit of money. >> Madam President,
[39:07] » so uh, Mr. Bradford, do you use Geo Porter or what which one you use?
[39:13] » Yeah. Uh way it works is uh long time ago before I got here the county
[39:18] purchased easy 901 and it was set up where everybody uses that but over the
[39:23] years uh we had four different users. Uh the tax system went their way. Uh Peter
[39:28] Dale went his way and I think he was on the board with 91. We had an issue with
[39:32] that because we're duplicating because my office issued the 911. We were the
[39:36] ones going out doing the road doing all the mapping and what he was doing just
[39:40] taking that information putting it on the layer and we paying. So it's like
[39:44] we're doing the work. He's just doing it which they can do. And the the what the
[39:51] plan is to put everything under one umbrella because what's happening is
[39:55] when we issue the 91 numbers by we still don't pay by the time it gets to
[39:59] sanitation to the tax assess office addresses get changed people inputting
[40:04] stuff data. So you having problems where you don't know who owns what. So we're
[40:08] trying to alleviate that by everything going to generate at the 91 office that
[40:12] we'll know who's on that property who's doing that. So sanitation know who send
[40:16] the bill to because right now we just got three different operating systems
[40:21] and we just throwing money away. What's going to happen is once we align with if
[40:26] the board approves CSC this information we use we'll be able to send it to
[40:30] dispatch as a layer. So everybody going to be on the same sheet of even tax
[40:35] systems. They won't have to try to input stuff in and AS400 that all generate
[40:39] from our office. So you won't have multiple people trying to put different
[40:43] numbers in the system where a lot of stuff get confused on homeowners because
[40:46] what we run into is people have these. They say my address is this and we're
[40:51] showing a different thing and it may just be an error where that person
[40:54] entered a eight instead of a five. So and they have legitim say no this my
[40:58] address. So we're running to a lot of that now. So this would alleviate that
[41:02] and like I say they do the same thing as when you go to geopore people can see
[41:07] that that information. We're just cutting out a lot of middle man to try
[41:10] to save money. >> Okay.
[41:13] » The reason I asked the question was because I go on both of them and both of
[41:16] them look the same. I mean I get the same information
[41:21] off of both of them. So uh >> so we maintain the parcel layer which is
[41:26] the ownership parcel pin number. That's the layer that we maintain in the for
[41:31] the GIS. Um, from what I understand, the 911
[41:36] office does the mapping and just gives that information to Peter Dale. He just
[41:42] turns around and I think gives it to GCT and they just upload it to the GEO
[41:48] portal. He's not actually doing any 911 mapping. And I'm I just that's just from
[41:55] my conversations with Mr. Bradford. Um, so we're doing the parcel mapping,
[42:01] working the deeds. Sounds like 911 is doing the mapping, assigning the
[42:07] addresses, [clears throat] you know, doing what they're doing, what they need
[42:10] to do in order to get the correct address, and then it's just being handed
[42:14] off to him to update the GIS on the website. So, it is a duplication. Well,
[42:22] well, the only thing I was saying since this budget period, we need to call Mr.
[42:27] Peter Dale in and and and have a serious conversation with him if we going to
[42:32] decide we're going to go in a different way where it won't be no surprise to uh
[42:37] Gio Porter. >> We typically take that one up when we do
[42:40] appropriations. >> Yeah, cuz they appropriations.
[42:44] » Yeah, but lately we just been automatic doing it cuz I haven't seen him in a
[42:50] while. I was just simply asking if you could get invited for that.
[42:53] » Yes. Yes. >> Thank you.
[42:59] » Um, excuse me. We are very concerned with Tri State contract
[43:05] and making sure that we [snorts] get everything taken care of. Uh, mine has
[43:09] driven a long ways to come here and do this this morning.
[43:13] I'm trying to alleviate her having to [snorts] come back and do what she's
[43:16] doing now to compare what Peter Dell is doing in his office because we still
[43:21] trying to work with um Mr. Bradford and we're trying to put everything under
[43:27] the same umbrella at one time and that's [snorts] what we're trying to do here
[43:32] today. >> You sent your request and we approve the
[43:36] contract. >> Yes. Yeah, that's a request.
[43:38] » That's a request. >> You heard the request. Can I get a
[43:42] motion? >> So moved.
[43:44] » Got a motion by Supervisor Wilson. Can I get a second?
[43:46] » Second. >> Second by Supervisor Gang. Any
[43:49] discussion? >> The only discussion I have is what what
[43:52] was the difference in the contract from the last four years to the one year.
[43:56] Now >> we increased $2,500 a year for a total
[43:59] of $10,000. And like I said, when we entered into
[44:03] the agreement, we were what? Okay. We weren't really sure, you know, the
[44:09] extent of the challenges and uh we estimated we would be doing about a
[44:14] thousand deeds a year. We're doing way more than that. We're doing an average
[44:19] of 12,300 a year plus fixing outstanding issues and the cost of living
[44:26] unfortunately for everyone is uh we see it everywhere which increases our
[44:32] overhead. Uh we have a staff of 13 mappers who are very very experienced.
[44:38] We have an office in Philadelphia, Mississippi, Gazdon, Alabama. And I was
[44:42] venture to say that we're the best in Mississippi at what we do. And we like
[44:47] to keep our staff. We do not have turnover. And we have to accommodate for
[44:52] the increase in cost of living. Unfortunately, it's it's a sad
[44:56] situation, but when you're paying four $5 a gallon for gas, it's just it's sad.
[45:03] » [snorts] >> So, every time there's a piece piece of
[45:05] land sold, >> a lot or whatever, you you'd have to
[45:08] [snorts] update >> Yes.
[45:09] » every deed that comes through the courthouse.
[45:11] » Yes, sir. >> Okay. I was just trying to be clear on
[45:14] that. >> Yes, sir.
[45:14] » Thank you. >> Any other discussion?
[45:17] » All in favor say I. >> All oppose.
[45:21] » Eyes have motion carried. >> Thank you for your time.
[45:24] » Thank you.
[45:29] Next on the agenda, we have any city government business.
[45:34] Any city government business? None. We'll move forward. Departmental
[45:40] reports.
[45:44] [snorts] Might as well go ahead and finish ours out. How are we this
[45:47] morning? I have one board this morning for Mr.
[45:51] Johnny Ray Jackson at 45 Sarah Gosa Road.
[45:56] Um, when we went back and reviewed it,
[45:59] appears that we picked his home up in the 2025 year and we picked it up too
[46:04] soon. It was not completed until the end of 2025. So, it should not have gone on
[46:08] the roll until 2026. So, I have a board order to remove his house and have him
[46:12] land only and the amount of that is $2,5954.
[46:18] » You heard the request? >> So, got a motion by supervisor Gains,
[46:22] » second by Supervisor Militin. Any discussion?
[46:25] » How much was in there? >> $2,59.54.
[46:30] » All in favor say I. >> I.
[46:32] » All oppose. The eyes have the motion carried.
[46:38] » That's all you have. >> That's all I have this morning.
[46:50] » Not right now. Not sure as a capital. >> Okay, sir.
[46:55] » Madam President, >> so with the deduction on Mr. Jackson,
[47:02] would that have any uh outcome on what he filed?
[47:07] » I'll have to take a look and see if that affects his whether that addresses his
[47:10] objection or not. >> Thank you.
[47:12] » That addresses this. It is his objection >> and then it's going to go up. And then
[47:18] we actually after the meeting last week, Mr. Wilson said that he wanted he felt
[47:23] like everybody who presented their objection to be looked at. We did go
[47:26] back and begin pulling those property parts to see if we could find
[47:29] discrepancies and Mr. Jackson's did have a discrepancy and Mr. Hugh has already
[47:35] addressed that. It's been sent to Mr. Har to have that corrected.
[47:40] [snorts]
[47:42] » Yes. >> Good morning board.
[47:45] I have one simple request today. Uh >> after over 60 years in healthcare in our
[47:52] community, Miss Benny Boone has decided to fully retire. I would like to try to
[47:58] get if the board would do so a resolution for her acknowledging her
[48:02] years in community health uh to our community and would like to try to do
[48:07] that at next the next meeting if we could to where I could plan it out and
[48:10] get her in here. Heard the request. We have a motion by Supervisor Miller and a
[48:15] second by Supervisor Wilson. Any discussion? All in favor say I.
[48:21] » All oppose. Eyes have it. Motion carried.
[48:24] » Thank you. [snorts]
[48:36] » Good morning. Just giving a report.
[48:42] I'm going to approve $3,49610.
[48:47] That's from last board meeting to this board meeting.
[48:51] » Um the amount that we have made was $3,49610
[48:56] and that's from last board meeting to this meeting. So third up to now. Oh,
[49:01] that was the month of >> August 3rd up until
[49:07] not including what was deposited this month.
[49:11] » Okay. Have a nice time. >> Thank you.
[49:19] » Good morning. Name Price, purchase clerk for Adams County. Firstly, I would like
[49:24] to spread the July procurement credit card across the minutes for approval.
[49:28] The travel card for July was not complete spread across.
[49:32] » You heard the request. Can I get a motion? Got a motion by supervisor
[49:36] Wilson. Can I get a second? >> Second.
[49:40] » Have a second by supervisor milit. Any discussion? All in favor say I.
[49:46] » All oppose. Eyes have it. Motion carries.
[49:51] » Secondly, I would like to spread All Robotics USA LLC across the minutes as a
[49:56] sole source. You heard the request. >> Got a motion by supervisor Wilson. Can I
[50:02] get a second? Second by supervisor. Any [clears throat] discussion?
[50:07] » All in favor say I. >> All oppose. Eyes have it. Motion cares.
[50:13] All right. Lastly, I have um >> Do you have a letter that explains why
[50:17] it's soul source? >> Yes, I have the right.
[50:19] » I give it to Paige every time. Um lastly I would like to um speak about
[50:26] the roofing that we were planning on doing um in the four buildings in the
[50:31] county. >> Yes.
[50:32] » And it was turned over to me. Um and we did find out that this is something that
[50:37] we're going to have to ask for approval for the engineers to take over. So I
[50:42] would like to ask for authorization to issue a task order and our general
[50:45] service agreement to approve engineer service for roof replacement. And our
[50:50] building engineer is Chris Harris. You heard the request.
[50:56] » Can I get a motion? >> So move.
[50:58] » Got a motion by Supervisor Wilson. Can I get a second?
[51:01] » Second. >> Second by Supervisor Miller. Any
[51:03] discussion? >> Anybody have any question?
[51:06] » Anybody have any questions? Any discussion?
[51:09] » All in favor say I. >> All oppose. The eyes have the motion
[51:13] carried. >> Thank you.
[51:23] Good morning board. Brad graph of Adams County Emergency Management Director
[51:26] Fire Coordinator. Uh just got one thing. Uh the we have in possession uh a lot of
[51:32] generators that we purchased uh through mitigation grant and one in particular
[51:36] we have a 400KW generator. Uh I know in the past we uh that generator used to be
[51:41] at uh Parkway Baptist Church as a shelter. Uh that entity no longer want
[51:47] to be part of the shelter. So, right now we just had a generator setting up. Um,
[51:51] and that's a nice generator. It's going to waste. Uh, I I know we got it through
[51:57] a mitigation grant. So, I want [clears throat] to get the board
[51:59] permission. See, can we sell it because right now he just send the bar going to
[52:03] waste and if you don't run those generators, uh, we still have to do
[52:07] maintenance on it. That maintenance is very expensive on that type of generator
[52:11] that's not being used monthly [clears throat] on that. Um, so,
[52:16] uh, like robbing them to try to crank it. You know, the old guys try to crank
[52:19] it once a week, but it still needs to get put up under load and we don't have
[52:23] anything uh to put on [snorts] the load. At first, we was going to talk about
[52:27] putting it at the courthouse over here, but they didn't I don't know what
[52:32] happened with that plan on that. Uh, so we need to figure out what we're going
[52:36] to do with it because it's just sitting there not being utilized and it's just
[52:41] costing us money. Anybody have any discussion?
[52:46] » I I just wonder um you gonna put it out for a bid or or buy back or
[52:53] » Yeah, that's why I want to get my options. I'm going to get with Lima
[52:55] first and we got on a mitigation grant and let them know that, you know, we no
[52:59] longer have no purpose for it. And like I say, it's it's on a big trailer. You
[53:03] got to have Bully and we still have to keep maintenance on our sense
[53:09] maintenance. [snorts] So, I'm trying to see if the county will sell it or we
[53:13] want to hold on to it. >> Where would that money go?
[53:17] » Go back to back to general fun. >> Nice try.
[53:23] » Well, I tried. [clears throat]
[53:27] » I got a question to ask. >> Uh, Madam President, you say First
[53:33] Baptist, who you say? >> Yeah.
[53:36] » That they didn't want to. >> Yeah. They don't want to be in shelter
[53:39] anymore. >> So, let me ask a question.
[53:42] » Uh,
[53:45] can we before we sell it find out do anybody else want to be a shelter?
[53:51] Because if something happened in the community, a lot of [snorts] people used
[53:54] to go over there, right? >> Yeah, they did. But they changed. They
[53:57] didn't uh the leadership changed and they didn't want they was only going to
[54:02] house people with Red Cross. They was going to house evacuees.
[54:05] » Well, I'm going to take them out the scenario. I'm saying if we have a crisis
[54:08] right a crisis right now you don't think we need to try to locate somebody else
[54:14] that want to >> be a shelter before we set
[54:18] » yeah we we have other alternates we already you know like some of the
[54:21] schools that so we have areas but that type generator need to be in place where
[54:27] it can operate and run u that's the whole intent of it putting it in a
[54:32] building uh to be stationary where it can be you utilized instead of just
[54:37] trying to pull a plug and play. >> I just wanted to make sure
[54:40] » Brad was that at when it was at Parkway, was it set up on a weekly test?
[54:44] » Yep. >> It ran every week.
[54:46] » And so when the lights go out, it would automatic put a load on. See, now ain't
[54:51] a load on it and it's just sitting up, you know. So
[54:57] I say I can if another county can use it, we can see you if they got need for
[55:02] like that's a big general for that size.
[55:07] » Yeah, if you can sell it to directly to a county makes it easier. We don't have
[55:11] to advertise, >> but I don't think we give it away.
[55:13] » No,
[55:16] I don't.
[55:20] » Do you know what our monthly fee? Are we paying it monthly, yearly fees?
[55:24] » Quarterly the service it quarterly. >> Well, it depends because we have to run
[55:28] it because like I said if it right now, you know, if you're not being exercise,
[55:32] those parts in there, they they wear and tear and the alternator on there. You
[55:36] don't want that, you know, cuz it's not being used. So, uh, you know, I was
[55:41] hoping, you know, sher get a new building, we put it over there. I just
[55:44] put the plug in.
[55:48] So, but you know we not it need to be utilized and exercised. So,
[55:55] » all right. You heard the request. [clears throat]
[55:57] » So, move >> got a motion by supervisor Wilson.
[56:01] » Yeah, that's
[56:06] no discussion. It's just to give him access to
[56:10] give him permission to sell. >> No, not yet. Depending on who he's going
[56:14] to sell it to. >> Yeah. I'm just going I need to go out
[56:16] there and throw away and not come back and say, "Hey, this county won't
[56:20] [snorts] need a motion for that."
[56:23] » Okay. >> Okay.
[56:24] » Thanks. That's all right.
[56:33] » Good morning. >> Good morning.
[56:35] » My name is Johnny Williams. I'm the man supervisor for the county. Come for you
[56:40] today. Uh beginning out of year I hired two employees
[56:45] uh Roosevelt Johnson and Jordan Edmond. Uh both of them has done a wonderful
[56:50] job. Everything I asked them to do no problems. I started one hour with 16 an
[56:56] hour and the other one at finishing but I'm impressed with both of them. I would
[57:01] like to move Jordan up to 16 an hour if possible.
[57:07] So I'm asking that up the board today. I think that was something he that last
[57:11] meeting we discussed it. I think Tijana submitted it and um I think I talked
[57:17] with Johnny after that. I did tell him that we do not do raises until budget
[57:21] time but I think his intent back then was kind of start both off at the same
[57:26] kind of doing the same thing and everything.
[57:28] » Correct. >> So uh he was just making sure that they
[57:32] both paid was at the same rate.
[57:37] Um
[57:40] I I don't have a problem with getting employees for crazy budget. Uh we we in
[57:47] the budget period and I don't want to open up a can of worms when Johnny come
[57:51] up here now and then another department head come and try to do the same thing
[57:56] right after Johnny. We [snorts] tell Johnny yes and then tell them no. So you
[58:01] got to be real real careful how you how how we going to handle this situation.
[58:06] did not me. >> Yeah. Any budget request are supposed to
[58:08] go first to the county administrator. She has like a little form that they
[58:11] fill out and then she brings it before the board that's going to change their
[58:15] [clears throat] race. >> Right. And I think she she did that last
[58:17] meeting. >> Yeah, she did that last meeting.
[58:20] » Do we know if it's in her bud? In his budget? Do you have enough money?
[58:27] » Excuse me, Madam President. So, Johnny, what what was your other guys? The guys
[58:31] that left before was at 16. You know, you you hired two guys before.
[58:36] » Both of them was at 16. So So basically I got what you're doing. Your budgets
[58:40] were there. One of them you wasn't sure. So you started him a dollar list. It's
[58:43] not going to affect your budget at all. >> So this was just like a
[58:47] » probation basically. >> That's what Yeah. So that's what it
[58:52] you know [clears throat]
[58:54] » basically I understand what supervisor Grace said cuz two years we had this
[58:58] problem had a real big problem with this. So, you know what we need to do?
[59:02] If you going to hire somebody, you already got that money in your budget
[59:05] and you don't give them what's maxed out. If you would, when you come back,
[59:10] start them out at 15, give them a six month probation period, and that way
[59:14] people won't think we giving folks raises, anybody can come. So, that's
[59:18] just basically what we're trying to do. Not trying to knock what you're doing,
[59:21] but we trying to keep order. >> All right. Thank you.
[59:24] » I appreciate you. >> All right. So, we got a request. I got a
[59:28] request. Did you have the phone? >> I think she want
[59:38] you. >> I'll make a motion legal for motion by
[59:42] supervisor second by supervisor. [cough] All that say
[59:47] » only discussion I have is
[59:53] he did give the second employee less than he gave the other employee. So he
[59:59] [snorts] going to bring him back us to where he's paying the other employee. So
[1:00:05] that's going to all in favor say I.
[1:00:09] » All oppose. Motion carried. Have anything else?
[1:00:14] » No. Thank you very much. Okay.
[1:00:28] All right. Good morning, board. >> Good morning.
[1:00:30] » Um, just updates. Um, the contractor is is currently pouring concrete driveways
[1:00:35] along Morgantown Road. So, they said they're progressing with that project.
[1:00:39] Um, we did submit those quantities for the rib wrap and the ditches as well as
[1:00:43] the slopes and the guard rails to the contractor. We're working on their
[1:00:46] official proposal. Um, they said they just got their final quote in from their
[1:00:50] guard rail contract subcontractor on Friday. But he did tell me that he plan
[1:00:54] he thinks the quote [snorts] proposal going to be somewhere in the ballpark of
[1:00:58] $550,000 for that work. But I won't know for sure
[1:01:03] until I actually get the actual proposal from. Um so that's just where we
[1:01:08] carrying on with that right now. Um as it relates to the EWP projects uh EWP
[1:01:13] ZC021 which is K road site number two and the
[1:01:17] Jerusalem church uh the contract is preparing to complete that project.
[1:01:20] They're currently dressing up the site and getting it back u pre-construction
[1:01:25] in pre in pre-construction uh conditions. Um last board meeting we
[1:01:30] requested authorization to um prepare reimbursement for EWPC021
[1:01:37] and that's the same project uh EWPC045 which is 13 Johnson Circle and EWPC011
[1:01:44] which is Upper Kingston Road. Uh [snorts] we prepared those. So we
[1:01:47] requested now on the board's authorization to allow the board
[1:01:50] president to sign those three reimbursement requests so that we can
[1:01:54] submit them to NRCS. request. Got a motion by supervisor
[1:01:58] Gangs. Can we have a second? >> Second.
[1:02:00] » Second by Supervisor Miller. Any discussion?
[1:02:03] » All in favor say I. >> I.
[1:02:05] » All oppose. I have it. Motion captured. >> Just a reminder site number one, the bid
[1:02:11] open. It will be Tuesday, September the 8th. Um during that board meeting, um
[1:02:16] Burke Road, we submitted all the uh PSC assembly documents.
[1:02:20] [clears throat and cough] U they sent me an email, told me they're currently
[1:02:22] reviewing that. So once I get um response for that, I'll let the board
[1:02:26] know about that. But they have all the documents that they need as of right
[1:02:28] now. Um as far as the state a project is concerned um all the survey is done and
[1:02:34] we completed all the field data on last Thursday and so we're now progressing
[1:02:38] with the design and totally we have 10 sites that's covering about 20 hours. Um
[1:02:43] so we anticipate to put in there [clears throat] for this to be submitted
[1:02:47] state by the 31st of this month. Um usually when that sub is done we're
[1:02:50] about 80% complete the drawing. So the subsequent submitt will be quick. So
[1:02:56] she anticipates submit that on the 31st. >> Okay. You say you have 10 sites?
[1:03:01] » Yeah. 10 sites. Yes ma'am. About 20 miles.
[1:03:05] » We have 10 sites. >> We have all the 10 sites that have you
[1:03:10] submitted those 10 sites to us? >> Yes.
[1:03:13] » The same sites >> because I know he was looking at some
[1:03:16] other sites to see if they would meet state aid. But I think what he does,
[1:03:21] some of the sites that we had on the list that we was doing hadn't had a
[1:03:24] state project yet. We didn't change anything off the site. What he did is
[1:03:28] went in and looked at them to make sure they had state a regulation. So if
[1:03:33] whatever we put on that list, your roads and stuff for that, those are the roads
[1:03:37] that they did was [clears throat] not already state a Friday.
[1:03:41] » That's what I'm am I saying that correct?
[1:03:44] » Yeah. So the 10 site that you all signed a program form for
[1:03:48] 10 sites.
[1:03:53] » Are there any questions for >> Yes, m president. So uh George, I know
[1:03:58] they in the concrete uh stage on Morgantown and once you get concrete
[1:04:03] laid, it's going to mill and once you start milling the asphalt and it's not
[1:04:07] going to take, you know, hard any time. That's right. So is it and so we do have
[1:04:14] the the money the 550,000 that approximately we had that is the what we
[1:04:20] asked for on the extra money that was left. So the money is already there. So
[1:04:26] I'm just asking a question. Do we need to make a motion
[1:04:32] um authorizing anything so it won't be two weeks later and you come back and
[1:04:37] they start they get approved they get their pricing in and by this time they
[1:04:41] going to be milling and they'll be through with the project and whatever
[1:04:45] come close. So do you need pre-authorization or is it best for us
[1:04:48] to >> Well, you can go ahead and approve it
[1:04:50] because I think our next board meeting is three weeks from now [clears throat]
[1:04:53] in there. So we can go ahead because what going to happen is once I get that
[1:04:56] quote I'm going to prepare that supplement agreement based on MD's
[1:05:00] format and then submit it. I won't have to come back to the board to get any
[1:05:04] signatures. That's right 550 that was left the money that was there was about
[1:05:09] 1.3 million left this $550 need to do [snorts] the milling.
[1:05:15] » Yes. >> Have you heard the request guard rail?
[1:05:17] » The guard rails. Yeah. I I'll make the motion of that we move forward with the
[1:05:24] guard railing and the ditches right >> the roof rack for the ditches and the
[1:05:29] guard rail >> and also on the slope and the back
[1:05:32] » and also on the back slope that's going to be the back slope that's going to be
[1:05:35] right there ditch roll right there that's going to be the back slope and I
[1:05:38] asked about you know we they did some good grades on the ditches and it was
[1:05:42] looked like they was going to be pretty deep you know over a period of time um I
[1:05:46] knew it was going to end up washing so that's why we asked to go back and get
[1:05:49] riff wrapped so we won't end up having problems.
[1:05:52] » Got a motion by supervisor gains. Can I get a second?
[1:05:55] » Second. >> Second by supervisor Wilson. Any
[1:05:57] discussion? >> So, let me ask a question.
[1:06:02] I'm turn uh see this in my head. So,
[1:06:10] the part that we doing now is just going to be d a ditch.
[1:06:16] » Yes, sir. Talking about Yes, sir. So when the finished product is going to
[1:06:18] have a favor roll with greater ditches. >> So there's no is where
[1:06:25] is it going to be anywhere for somebody to walk?
[1:06:29] » No, it's going to be the same as it was. It's going to be paid.
[1:06:32] [clears throat] [snorts]
[1:06:35] » All right. >> All in favor say I. I.
[1:06:40] » All oppose. The eyes have the motion carried.
[1:06:44] » Next. >> You got something? Uh, I talked to Mr.
[1:06:48] Ford last Thursday. I talked to Supervisor Wilson uh last Thursday sent
[1:06:52] on Car Road, which is a state a road. It's a cover head wall sale on there.
[1:06:59] Uh, Mr. Ford's going to see if we can do that project under some state a fund
[1:07:03] since it's there uh down river Terminal Road where the port is, where the scale
[1:07:07] house is. It's a bad spot and [clears throat] beat out. Supervisor
[1:07:12] Milton knows about it. that's his area for looked at that 30 as well and see if
[1:07:18] we can fix that under state aid fund instead of county
[1:07:22] fix that I just want to bring that up to the board that he's already aware and
[1:07:27] looking at that they're all going to stay so since church is not program
[1:07:33] y'all give me authorization I can program that as like a pipe pipe
[1:07:36] replacement project and it be a separate project but I would program that as a
[1:07:40] pipe replacement project give me authorization
[1:07:43] Okay. Request a motion by supervisor Wilson and a second by supervisor Gains.
[1:07:49] [snorts] Any discussion? >> All in favor say I.
[1:07:53] » All oppose. I have it. Motion carried. >> Is there anything else?
[1:08:01] Thank you all for your time. >> Thank you.
[1:08:09] [clears throat] >> Good morning.
[1:08:10] » Good morning. Spencer Stson, Adams County Power and Montana permit
[1:08:16] processor have one request today. AT&T Mobility requests a permit to place
[1:08:22] additional equipment on an existing SBA tower site located at 1209 Highway 61
[1:08:30] site at Senate City. This project will install nine antennas, nine remote units
[1:08:36] and associated equipment and remove 10 antennas and nine remote radio units.
[1:08:43] Replacement of this additional equipment will advance AT&T's AT&T mobilities
[1:08:51] 5G service in the portion of the Highway 61 South that's served by this house.
[1:08:58] Orders requirements have been met and fees have been paid. I request the board
[1:09:02] to approve this AT&T mobility application.
[1:09:07] » So moved. >> Got a motion by supervisor Wilson.
[1:09:12] Second [clears throat] by supervisor. Any discussion?
[1:09:15] » All in favor [music] say I. >> I.
[1:09:17] » All oppose. The eyes have it. Motion carried. Thank you.
[1:09:21] » That's all I have.
[1:09:27] » [snorts]
[1:09:35] » Morning boy.
[1:09:50] I have a couple things this morning. Um time extension on a uh
[1:09:59] tire grant. We have that. >> Yeah.
[1:10:04] » One year extension for the waste grant WT776.
[1:10:11] It needs approval for Got a motion by supervisor Milton and a second by
[1:10:16] supervisor Gains. Can I get a I mean a discussion?
[1:10:22] All in favor say I. >> All oppose. Eyes have it. Motion
[1:10:28] carries. >> Scott, you have the budget amendment.
[1:10:32] You going to do that for me? How you want me to do it?
[1:10:38] » There's a request to move $12,000 from fund
[1:10:42] 150, department 300 to 541. That's an objective of repairs, roads, and
[1:10:47] machineries into three different accounts. 4,000 into rental or other
[1:10:53] equipment, 5,000 into other contractual services, and 3,000 into vehicles. Um,
[1:11:01] that's the budget amendment that she prepared. What's going on? What's going
[1:11:05] on? Right. You going to move those 12,000 those three line items to uh
[1:11:11] repairs for maint for repairs and maintenance?
[1:11:16] » Correct. That's where it's going. [snorts]
[1:11:17] » It's going to repairs and maintenance. >> Correct. You're moving 3,000
[1:11:23] vehicles. You're moving 5,000 from uh contract
[1:11:30] services. moving 4,000 front room to repair
[1:11:36] » correct. I got a motor shop about $17,000.
[1:11:49] » Yes. [clears throat]
[1:11:53] » Got a motion by Supervisor Militin and a second by Supervisor Wilson. Any
[1:11:57] discussion? >> All in favor say I.
[1:12:01] All oppose. The eyes have it. Motion car.
[1:12:05] » Other thing I have is uh 329 Southmore Drive. Uh the pictures and the folks Mr.
[1:12:13] Slovel this morning. It was adjubated lot. Uh
[1:12:18] we have to go back to the forward this morning. We did so he had that
[1:12:23] information with pictures. $539.7
[1:12:28] on 329 Southport Drive. Make a motion to place that on their assess assessment.
[1:12:34] » You heard the request. Got a motion by supervisor Gangs and a second by
[1:12:38] supervisor. Any [clears throat] discussion? Mr.
[1:12:40] » President, >> how many times have we put it on the
[1:12:43] test? At least the first >> last. No, we done it. No, sir. It's not.
[1:12:48] We done it already one time this year early on real bad. [snorts] Was a little
[1:12:52] It was more expensive last time it was this time.
[1:12:55] » So when they get ready to pay their taxes, they have to pay that, right?
[1:12:59] That's right. >> Do do have anybody tried to get in touch
[1:13:04] with them? >> We put get in touch with them. Yeah.
[1:13:06] They get noticed. They had a sign in their yard.
[1:13:09] » Yeah. [clears throat] But don't nobody live there. [snorts]
[1:13:12] » No. >> Do we have the right information?
[1:13:14] » We send it to the tax. >> Whoever paying the taxes.
[1:13:17] » Whoever paying the taxes. >> Let me clarify that. Don't buy know who
[1:13:22] the house belongs to. Somebody tried to buy the house. It was belong to a real
[1:13:27] company. Then it was supposed to be belong to an individual. They didn't own
[1:13:31] it. And we actually had somebody trying to buy Miss Harrave. I brought it to the
[1:13:35] board before she was trying to buy it. They couldn't find who it belong to. So
[1:13:39] I think everything is going to a relative company uh for the bill right
[1:13:44] now because the young lady who was supposed to own the deeds, we contacted
[1:13:49] them. She said she didn't own it anymore. And so we did make a effort to
[1:13:53] contact the owner and if I'm correct correct what I'm saying
[1:13:57] » we would have made efforts through the tax record
[1:14:04] » not necessarily owner it's a little bit more sophisticated who exact owner is
[1:14:09] but but that's not the law that require us to do it and we do the best we can
[1:14:12] because we don't want the last thing we want is Robbie to be out there cleaning
[1:14:15] we run him on the road anyway so we don't like it we have to do usually
[1:14:21] we get some report with the owner. So
[1:14:27] » next thing I have uh supervisor Wilson carried the motion. All in favor say I.
[1:14:34] » All oppose guys have a motion carried. >> Next thing I have supervisor Wilson
[1:14:40] contacted me last week about uh country club drive in broadmore. I mean I'm
[1:14:45] sorry broke uh 6/10 of a mile. um got when I imagined
[1:14:59] or what? >> Yeah, we had the money set aside for uh
[1:15:04] Kingston Road and I don't know at what point we're going to be able to do that.
[1:15:07] So, I want to go ahead and put some of the money towards this project so I can
[1:15:11] at least get something done. >> So, based what project is there? It's
[1:15:16] Country Club Drive is 610 of a mile from the highway to the seven columns that's
[1:15:23] there. Um I measured it off uh to do this. Like I said, he get permission
[1:15:29] before the board with the money that he said he had that we were out of 48.
[1:15:36] » Uh Mr. Dollar,
[1:15:40] you got the word that right. We in a unit system.
[1:15:45] » Correct. >> So please wear that right before
[1:15:47] somebody get >> correct. But I'm saying the money I
[1:15:51] guess may get approved before the board to advertise
[1:15:56] to do the project. >> Okay. And where funding coming from that
[1:16:02] opera money that was what what money? >> Yeah. That that I never did spend on the
[1:16:07] » Kingston project. >> Yeah. It's should be only what
[1:16:12] 140,000 15,000 >> should be I'm guessing 485 it off and
[1:16:18] measuring it somewhere >> I don't think that road's been overlaid
[1:16:25] since it was laid 25 years ago or so it's pretty rough
[1:16:34] got to get approval for the board to advertise for the
[1:16:39] is what I'm going to be asking for. >> Advertise till we find where all the
[1:16:45] money is. Right. >> Yeah. Cuz it's all in general funds now.
[1:16:49] » Yeah. It's all in general funds now. >> So, we need to see how much we have in
[1:16:54] general funds in there. >> We got it from the board. We get it
[1:16:58] approved to be advertised. >> Yeah.
[1:17:01] » So, we get a >> pending.
[1:17:04] » Pending. Yes. I'll make a motion to um get started pending the money being
[1:17:12] where it's supposed to be in the general fund.
[1:17:14] » You heard the request and I've got a motion by supervisor Wilson. Can I get a
[1:17:19] second? >> Second.
[1:17:22] » Second by supervisor Millin. Any discussion?
[1:17:26] All in favor say I. >> I.
[1:17:28] » All oppose. I have it. Motion carried. >> Okay. So, Mr. slow. You going to check
[1:17:35] county administrator on there. You want me to check with her?
[1:17:37] » You should check on that. >> Just want to make sure.
[1:17:42] » All right. That's all I had.
[1:17:50] » Good morning, boy. >> All right. I do have a couple of things
[1:17:55] this morning. First of all, I want to congratulate the
[1:18:00] pickle ballers on getting their court down there. They invited me to the uh to
[1:18:04] the to the grand opening of them, but I couldn't make it cuz my son been ill for
[1:18:08] the last two weeks. So, I want that on record saying that's the only reason I
[1:18:11] didn't show up to support them. And that's not a shot at the tennis players
[1:18:14] either cuz we love them too. I just wanted to say that. But, uh I do have
[1:18:19] something for you all this morning board. Um Jerome Tims III, he graduated
[1:18:25] from police graduated from law enforcement academy basic training and
[1:18:30] he's completed his FTO. So, we do need to do his pay change, which is the
[1:18:34] probation area here that you all talked about this morning. It's already in my
[1:18:38] budget and that's how the sheriff office been operating about 10 years now. Uh,
[1:18:42] so the pay change needs to be changed to 1964 [clears throat]
[1:18:47] an hour. 1964 an hour. That's Jerome Tim. And it is signed already.
[1:18:52] » I do have the paperwork. Can I get a motion?
[1:18:56] » Have a motion by Supervisor Wilson and a second by Supervisor James. Any
[1:19:00] discussion? All in favor say I.
[1:19:04] » All oppose. [clears throat] Eyes have it. Motion carries.
[1:19:08] » Second thing I have I'm not sure the name when you talk about those four
[1:19:12] roofs is that just county business uh county buildings or is the range roof
[1:19:17] included in that? Probably not. >> No.
[1:19:19] » All right. So, I'll be getting with you on that then. Our roof at the range has
[1:19:22] been leaking and we do have quotes, but I told them we need to get with the name
[1:19:26] first. So, I'll bring that up and we'll deal with the name after just on that.
[1:19:29] Um, the other thing I wanted to bring up to the board, and I hate that the county
[1:19:33] administrator is not here, but we've been through this with several county
[1:19:36] administrators. Right now, they're changing how we have to pay for
[1:19:40] training, um, travel, and everything. And I really
[1:19:44] need the board to consider hard changing that credit card where you can pay for
[1:19:49] at least training with the credit cards because like Axon, Taser, all those
[1:19:55] guys, you cannot get a PO. They won't take like POS anymore. They'll only take
[1:20:00] a credit card. So, I really need the board to consider that because we're
[1:20:05] getting shut down a lot on the training right now because of that.
[1:20:12] » Can you do that on that credit card? >> Uh training for tables and stuff.
[1:20:18] » Um we should be able to on the procurement card. You can't?
[1:20:21] » No, you can't. Not unless you all change what it can be utilized for. If you all
[1:20:26] change it can but what I'm saying is like taser Axon and it's certain it's
[1:20:31] certain trainers that we have that cannot be paid for a check or a PO but
[1:20:37] if you >> I'm talking about the procurement credit
[1:20:39] card we still that's the way we're going to have to pay I pay for a lot of
[1:20:43] trainings with that. >> Yeah. Long as long as the board allows
[1:20:47] that [clears throat] change. That's what you say. That's what you say. Long as
[1:20:52] long as you allow Yes. It can be. Okay.
[1:20:57] As long as it's um under $5,000 because >> as long as it's under $5,000,
[1:21:03] » you can't do anything else. >> Okay.
[1:21:06] » I just have to let you know. I just have to let you know. [clears throat]
[1:21:13] » Yes, that's I don't think so because it's you can always do that with the
[1:21:18] card. >> That's why I'm asking though cuz we ran
[1:21:21] into that problem. That's why I'm up here now asking. So Scott, what is this?
[1:21:24] » So what problem did you run into with using
[1:21:26] » like training like Taser? Taser has sent us letters and stuff saying like they
[1:21:31] will no longer take POS. So >> okay, we're not talking about POS
[1:21:35] anymore. >> Okay, we on the credit card.
[1:21:37] » All right. Long as y'all good, then I credit card.
[1:21:40] » I'm going stay on the record. Y'all approve. I'm good to go. Moving on.
[1:21:44] » Okay. >> All right.
[1:21:45] » I'll take it. Okay. The other thing I wanted to bring up to the board is back
[1:21:50] in May, you all approved for us [music] to switch our GPS systems on the cars
[1:21:55] from what we have now to enterprises. That will save us $200 a month
[1:22:02] as GPS's go for all the units that we have. But the problem is we never got
[1:22:07] signature on it and we are still asking for the signature. I have the paperwork
[1:22:12] here and I emailed it to you all to look
[1:22:16] over, but I'm asking for you all to go with this geo tab so we can save that
[1:22:20] money. >> It's already been approved.
[1:22:24] » It's been approved, but we need a we need a signature on it. We need an
[1:22:27] actual signature on it. Okay, we got it. [clears throat]
[1:22:43] » All right, we need a motion for this.
[1:22:49] » Okay, we we'll take care of that. >> All right. The other thing I was going
[1:22:52] to ask the board to consider as well is when we go out of town, anytime we leave
[1:22:58] the state of Mississippi, we cannot use our gas cards. Some people can afford
[1:23:02] it, >> some people cannot, and that is a
[1:23:06] struggle. So, I'm asking the board to consider switching to Wix, which is
[1:23:14] another fleet management system that allow you to go anywhere you need to go
[1:23:19] without having to come out your pocket to pay in county paying county card. So,
[1:23:24] I'm telling y'all, we've tried it has happened to me every single time I went
[1:23:28] out the state of Mississippi. You just have to pay on. But um if we switch from
[1:23:34] Fuel Man to Wix then >> to who?
[1:23:36] » Wix. It's uh Wex >> nationwide. It's got to be something in
[1:23:41] the account. >> I'm telling you, I've been to Florida
[1:23:44] and everywhere else for training. >> So Mississippi.
[1:23:49] » Yeah. Yeah. And that's what I'm telling you.
[1:23:51] » Certain stations don't take them, but fuel man.
[1:23:56] » No, but I'm I'm talking to you even I know what you're saying.
[1:24:00] But take is like if you stuck at a stop at a truck stop and they say they take
[1:24:03] it. For us, whatever's in our system and we have been on the phone profusely with
[1:24:10] people, arguing with people [clears throat]
[1:24:12] or having spiritual discussions, let me say people connect the pumps and it just
[1:24:17] don't work. >> So you need us to do what?
[1:24:19] » I I really want the board to switch to Wix.
[1:24:22] » Wix is another fuse fuse system that doesn't have those issues that we've
[1:24:27] been dealing with. And I brought this up before even back with Joe Mur here.
[1:24:30] That's how long we've been dealing with this issue with few man. When you go out
[1:24:36] state of Mississippi, once you get down that path luxy, that's it. You cross
[1:24:40] over, you not getting any gas. >> So,
[1:24:45] we need to look into that. >> I mean, I know there's I had fuel in the
[1:24:49] past and I I'm very familiar with ran it 10 years. There are certain stations
[1:24:54] that don't take it, right? Fuel man's nationwide. And so it's got to be
[1:24:57] something in the account. >> And that's what I'm telling you. We I
[1:25:01] promise you if I cross over here and all our perks and people get to it, sheriff,
[1:25:06] » it will be a problem. You can't go past Texas. You get you get Texas over
[1:25:10] Sheriff. It happened to us. >> I know it.
[1:25:12] » We We work our fuel man car once or twice a year. We get fuel for the boat.
[1:25:19] They wouldn't take it to Louisiana. I had to pay 90 bucks out of my pocket
[1:25:23] boat. M >> and that's what I'm telling y'all. That
[1:25:26] happens every day, especially when we go and transport prisoners back and
[1:25:31] everything and them guys, you know, like I said,
[1:25:34] » looking into it. >> Thank you. Thank you, Supervisor. I'll
[1:25:37] move on. I do want you all to know that the the
[1:25:41] the air I know the maintenance crew is still working on, but it's still out.
[1:25:46] So, they're suffering over there. I am too because it's been out for couple
[1:25:50] months now. this even after they came and tried to repair it. But I'm going to
[1:25:55] say this now. The guy said that it was two different ways you can fix it. He,
[1:26:00] you know, you had the cheaper route and then you had the other route. And he
[1:26:03] said that if you if you [snorts] take the cheaper route, it was going to
[1:26:06] break. And that's exactly what it did. So the air is out. Elevator still out.
[1:26:12] And I'm asking the board again. You all approved that mold removal. Can we
[1:26:17] please move forward on it? Because the heat mixing with that having to send
[1:26:23] people home every day over there. >> Why hadn't that started?
[1:26:29] » We we approved it already. We gave Ly to go ahead to contact the company and get
[1:26:33] it started. >> It may have got lost in transition. You
[1:26:36] might think it might say lost. I'm going just say put on the back.
[1:26:40] » That's the board's approved it. So maybe check with Tana and see if she's got
[1:26:44] anything from Vinc. [clears throat] >> Hey, I know who they are. You calling me
[1:26:49] through? >> I mean, I has to be the board. But
[1:26:54] » it's approved.
[1:26:57] » All right. >> Um,
[1:27:02] » that's about all that for you all. Unless you all have something.
[1:27:11] [laughter] [clears throat]
[1:27:15] Yeah.
[1:27:19] Thank you. >> I actually told them I actually told
[1:27:21] Nancy to uh check with the company to get with Robbie's cuz uh road department
[1:27:26] office has mold as well. >> They going to fix all of them
[1:27:29] » cuz I had told her that was months ago. >> It's it's it's all they they name
[1:27:34] several builders in there. I'm just asking for somebody from the county
[1:27:37] going get trigger pulled on so we can get that deal
[1:27:41] » cuz it's about Thank you.
[1:27:44] » Any public comments? Any public comments? Any public comments?
[1:27:49] » Okay. I'm pretty sure >> coming to the table. [clears throat]
[1:27:53] » Yeah. I got a whole lot
[1:28:07] insurance going up.
[1:28:14] And the last street says [sighs]
[1:28:18] right here
[1:28:25] section 29-472
[1:28:31] state's
[1:28:37] personal position above the be
[1:28:43] ain't going to do and you can't do it because
[1:28:48] I do try to be nice and come to this table and people
[1:28:54] I say you can't discuss it.
[1:29:01] » Just wanted to clear myself cuz people saying that Rick Gray did something.
[1:29:06] Rick Gray ain't do nothing. That's what Ricky Gray did. So when you print in
[1:29:10] your little thing that what Ricky Gray said, Rick Gray didn't say that. I don't
[1:29:14] know where you get it from, but you will be hearing from me. Uh
[1:29:19] I just want to say I've worked with quite a few Republicans
[1:29:24] in my life. I sit beside one or two in the Senate.
[1:29:29] On the state level, I had to work with Republicans. I ain't never had a
[1:29:33] problem. on the federal level. Uh
[1:29:38] I have brought back millions of dollars with other people to this community with
[1:29:47] Republicans. So I ain't never had a problem with Republicans.
[1:29:51] Uh respectfully
[1:29:58] I just want people up here on this board to know you do not determine my worth.
[1:30:05] Only God determined and the people of district folk
[1:30:11] who vote for me.
[1:30:18] I ain't changed since I've been on the board.
[1:30:21] I'mma follow the rules. But what one thing I'm not going to do?
[1:30:27] I'm not going to bow down to nobody. Period. Government is supposed to be for
[1:30:35] the people and by the people. We got a lot going on on this board.
[1:30:43] And I just played that back for to let you
[1:30:48] know I was lied on. The second lie when you say that [clears throat]
[1:30:58] Ricky Gray took a bribe and you just was talking about two supervisors when three
[1:31:04] supervisors voted for it in the top of the in the opinion section. Gray and
[1:31:10] Gains did a top of the morning saying how we voted for
[1:31:18] the trash deal. So that's another lie.
[1:31:30] We got a lot of problems.
[1:31:35] And like I said before, the new president of of Nico
[1:31:42] saying how we need to help these kids. And I said this here in every policy I
[1:31:50] read from SNAP benefits to public education dealing with Title
[1:31:56] One, which is the largest federal program for K through 12 in the US. Head
[1:32:03] Start, which they trying to cut Head Start.
[1:32:10] I don't understand. This This is what I want people to do in
[1:32:16] this community. Continue to watch the meetings.
[1:32:22] Do not pay attention to what coming out people mouth. Pay attention to their
[1:32:28] actions cuz anything can come out their mouth. They might say they for you, but
[1:32:34] every policy that they represent is totally against you.
[1:32:42] » I feel like our community is under attack.
[1:32:47] And we have a few people trying to tear our community down. It's like a virus.
[1:32:53] It's destroying our community.
[1:32:58] I even tried to talk this out, [snorts] but it didn't work. The next
[1:33:04] meeting I get attacked.
[1:33:10] Since I've been on this board, I've been not only me, but we've been
[1:33:16] accused of taking a bribe. The school district been attacked.
[1:33:23] The circuit clerk been attacked. The former district attorney been
[1:33:28] attacked. The Adams County Port been attacked. And
[1:33:33] the only thing we got in common is all of us black.
[1:33:37] » But we've been attacked. But it ain't all about black because one
[1:33:43] of the prominent white citizen in this community got attacked too
[1:33:50] because of a proposed development of oilfield waste landfill near Civic. She
[1:33:55] got arrested. So it ain't all about black and white. It's all about money
[1:34:02] and power. That's what it's all about. People need to be paying attention to
[1:34:06] that. And my dear supervisor over here
[1:34:12] said that he was going to commit $500,000 to a new KLW
[1:34:18] pack. This effort is more than a campaign is about building something
[1:34:22] that'll last. Wonder where I heard that from.
[1:34:27] » Building something that'll last. District 4 like to choose their own
[1:34:32] supervisor. They don't need nobody in the community paying somebody where they
[1:34:37] can choose their supervisor for them. We don't need that.
[1:34:43] Per example the voting's right act. Ain't nobody up
[1:34:50] here saying nothing about it. 63 US Supreme Court decision in youth
[1:34:55] Louisiana versus counties watered down section two of the voters's right act.
[1:35:00] The voters's right act serve as a backbone of federal protection against
[1:35:04] racial discrimination in our election extension guard rail ensuring that every
[1:35:10] American regardless of race has a meaningful
[1:35:15] opportunity to participate in the political process.
[1:35:19] They struck that down. You know what it sound like to me?
[1:35:27] Sound like project 2020 25. That's what it sound like to me. And it's targeting
[1:35:34] black people. So
[1:35:38] I just want this community to wake up and I'm calling on all the clear
[1:35:45] thinking citizens. That mean black, white churches,
[1:35:50] sorority groups, Eastern Stars, Masons. Y'all need to go register. Everybody,
[1:35:56] you can go register before October the 3rd
[1:36:01] because after October the 3rd, you ain't going to be able to register nobody
[1:36:05] else. And
[1:36:09] you need to make sure they get to the poll
[1:36:13] because
[1:36:17] I was young, but I know my history and it wasn't real good.
[1:36:24] And if we don't be careful, our history going to repeat itself. And
[1:36:29] it's going to be way worse this time than it was the last time.
[1:36:37] I never been the one to be silenced to the things that [clears throat] matter.
[1:36:42] But guess what? When you are right,
[1:36:48] God will help you fight.
[1:36:53] My sympathy goes out to the Ford family, the Miner family, the Hunter family, the
[1:36:58] Robinson family, the Rob family, the Mosby family. Uh for you educators,
[1:37:06] Robert Mosby died yesterday. the Owens family, the Woodfall family,
[1:37:13] the Hudson family, the Mard family, the McNeel family, and
[1:37:21] my dear classmate, Lar Robinson, the Robinson family, and that concludes my
[1:37:28] report. >> Supervisor G.
[1:37:32] » Oh, yes. And I just like to see extend the um off center of everybody lost. Uh
[1:37:39] uh it's been a lot going on and Mr. Cory Robinson was in the school system for
[1:37:46] uh so many years. I think 44 years. She was in there a long time and believe it
[1:37:52] or not, she was also my cousin. >> Yeah. My grand my grandmother and her
[1:37:59] grandfather was brothers and sisters. >> So she is she she that's so that's our
[1:38:05] family also. So, you know, we just asked to uh you know, pray. I want everybody
[1:38:12] uh so and I want to touch back on when we was talking about the payment.
[1:38:17] Supervisor Hudson always has been asking for a while. But when our county
[1:38:20] administrator get back uh I think just there was some funds that left if they
[1:38:25] was dealt with going to try to find them and you know [snorts]
[1:38:29] a few small roles that we came up with and I said we should probably try to
[1:38:33] find them and you know we can see what we need to do because I know it was like
[1:38:38] Robinson and one of I forgot the one bra couple roads got left off but it's
[1:38:46] funding that we need to probably look at and see what we can do as a [snorts] do
[1:38:50] to get that covered. And another thing I do want to move forward, I want to um I
[1:38:55] think we talked about it a couple times, but um I don't know if it's in the form
[1:38:59] of motion, but if not, I want to put it in the form of a motion. We did a
[1:39:04] renovation to our parks. Uh back a few years ago, we all talked about uh
[1:39:10] getting a plaque of some sort for our buildings uh sign for our parks with all
[1:39:15] of our names. We did the update and renovation on them. And so, you know, we
[1:39:20] talked about it several times, but if not, I mean, I want to make a motion on
[1:39:24] record to move forward, find somebody to um put our parks um put all of our names
[1:39:31] on here, the board that did it on all of our parks. I think we did the ball
[1:39:35] field, Liberty Park, Rodeo Arena. We did some at all of them. Lraange Rock at all
[1:39:40] of them. We >> did.
[1:39:42] » We didn't do nothing. We didn't do anything on the
[1:39:44] » ground
[1:39:48] just with all our matter of fact renovation. I seen
[1:39:52] on the building on the building >> just like they did
[1:39:58] » like
[1:40:02] that different time >> and we had a upgrade under this board.
[1:40:07] That's basically what I want. So >> because we supposed to have been
[1:40:10] » Yes. Right. And so I want to make that in formal motion so we can move forward
[1:40:13] if we don't pass. So that's in the form of a motion.
[1:40:16] » Second. >> Got a [clears throat] motion by
[1:40:18] supervisor Gains and a second by Supervisor Militin. Any discussion?
[1:40:22] All in favor say I. >> I.
[1:40:24] » All oppose. Um the motion carried. Only thing I want to
[1:40:30] do is make sure they're looking to see what price ranges they're running.
[1:40:35] » Oh, that's [clears throat] all I'm doing. Just kind of getting it
[1:40:38] » getting it moving. You know, once we get a price, stuff like that, we can go
[1:40:42] back. >> Yes, we can go back down.
[1:40:44] » Still sitting there. >> The name check some plaques for each
[1:40:48] park. >> Okay. And each park probably has not
[1:40:52] that you know for unit system or all. >> Yes.
[1:40:54] » Each parks district usually. So just ask that supervisor what they prefer on that
[1:40:58] plaque and we'll try to make a little
[1:41:04] » approval and it's a unit system. So we got to put everything. We
[1:41:08] » she's just going to give us all the fin what you want and get quotes back and
[1:41:11] then that'll be finally >> approved and have a line item and
[1:41:14] objection at that point. >> So let me clear this up Mr. N right now.
[1:41:17] So we won't be uh I think everybody I'm hearing the consensus of everybody here
[1:41:21] basically we want a plaque and upgrade when we upgrade it with all of our
[1:41:26] names. Is that correct? >> That's correct.
[1:41:27] » So that's and that's for our part that way I don't want Mr. Mean to be C had
[1:41:33] think she got to call each supervisor. I think we in unity, not about just trying
[1:41:38] to get a price on what we want in our names that we
[1:41:40] » in the rodeo arena or the ball field. >> Yeah.
[1:41:43] » Excuse me. >> In the rodeo arena and the ball field.
[1:41:46] » Do we have one now? >> No.
[1:41:48] » So, we probably going to have one like the one at the safe room. Like the one
[1:41:52] at the safe room. Okay. >> Yeah. It's like uh now I did see one
[1:41:56] long time ago was out at the rodeo ring and somebody had welded welded something
[1:42:00] up like some names up like that and so it's just dead at uh maybe I'll try to
[1:42:06] » I thought I'll get with you. I'll show you how it's supposed to
[1:42:10] » one more question. I was um Wes said rodeo arena and what was
[1:42:14] » all that was done at St. Thomas Park? >> Yes. Just
[1:42:19] » let me ask >> I know that um
[1:42:22] » the engineer was telling me we was going to do the one at the ball field but he
[1:42:26] wanted to make sure everything was complete.
[1:42:28] » Everything should be we got all >> Is it complete now?
[1:42:31] » Yeah. >> I mean final punch list but for the most
[1:42:34] part. >> Yeah.
[1:42:35] » You say the engineer. >> Yes.
[1:42:38] » Um >> from Baton Rouge
[1:42:42] charges. >> No part of his
[1:42:45] » Oh, it's part of his job. I think it is because I think it's included because um
[1:42:51] when Corvette was here, she was asking me um where we going to do it and he
[1:42:54] told me that we were going to get together and get everything done once
[1:42:58] everything is complete and find a location where we're going to put the
[1:43:01] play. >> Yeah, I think he's paying for that
[1:43:05] platform. I don't think that's included. It was just
[1:43:08] » who everybody names that needed to be on it. That's what it is. You need to find
[1:43:14] out >> with that.
[1:43:15] » But I yield for M. I for >> Okay. Um
[1:43:21] Robin, we talked about uh Brian Lees on calling drive and and u I think this uh
[1:43:28] Jim Betty Sue Taylor on Pin Po they said they had a somebody came and looked at
[1:43:35] their yard maybe EWP. I don't know if you know who I'm talking about. Uh they
[1:43:41] I just saw the church and they asked where
[1:43:45] they looked across the street and then this
[1:43:51] one's on the right side. They said it was like two foot
[1:44:13] » 25 What is that? >> Is that
[1:44:29] I think that about covered fine. Everybody everything else pretty much
[1:44:32] covered um in the meeting. >> Okay.
[1:44:38] » Can I do this? Uh, Madame President, uh, the last
[1:44:43] conference we had, I got a package from this law firm, the KKK organization,
[1:44:50] and they deal with air properties and and and stuff like that. I I told
[1:44:55] Matthews I was going to get one for the NAAC NAACP,
[1:45:00] but uh I think they do it for free.
[1:45:06] If you got air property and you don't understand what's going on or you got
[1:45:12] all these errors in it, they would do this for free.
[1:45:16] » So the name of it is the KKK
[1:45:21] organization. Okay. Yeah, if you can get that
[1:45:26] » scanned in and distributed out, that'd be helpful to attorneys, too.
[1:45:30] » I sure did. Okay. >> Um, as Mr. Dollar discussed, and I think
[1:45:36] Supervisor Jane said he wrote down there, those those potholes are really
[1:45:38] bad at the port. Um, Mr. Dollar, we're going to patch them for now until we
[1:45:43] figure out this, including that state aid. And I mean, it's it's really bad
[1:45:48] right there in the curb when you come past the way station. Um, the only thing
[1:45:52] I want to talk about on when we talk about tri-state and and GIS mapping,
[1:45:57] kind of [snorts] like Supervisor Dre, I use both of them, especially more now
[1:46:00] than I used to, but um, one thing I always used um, GIS for was the
[1:46:06] political layers um because I have people call me all the time want to
[1:46:09] know. >> I know. Well, and she said they can do
[1:46:12] multiple layers. So Scott, just make a note of that when we talk to whoever
[1:46:16] that that needs to stay in there because it's not only for county and city, it's
[1:46:20] state offices. Um they pull up their address and show where they vote, who
[1:46:24] they vote for and which if I had a lot of calls countywide and I look it up for
[1:46:29] people. So we just need to make sure we still have access to that.
[1:46:31] » Yeah, there's a couple other things too like the zoning like regulations is
[1:46:36] really useful for too, right? >> So I just don't want us to lose I don't
[1:46:40] want to lose the tool there. Correct. Um,
[1:46:45] » and I think that concludes my report. >> Okay,
[1:46:48] » Madam President, the sheriff had something he wanted to bring up.
[1:46:50] » Yes, I'm sorry. I knew it was one thing I was forgetting. We need to return some
[1:46:55] C's funds and accounting already has the information
[1:47:00] over there in accounting funds back to Justin King. And I need I just need the
[1:47:05] board to approve us doing it. DA's aware, counter prosecutors. County
[1:47:09] prosecutors aware, but we need to return it to who?
[1:47:14] » Justin King. >> Do they have to go through the docket,
[1:47:17] Scott? >> Yes, it does. It's already It's already
[1:47:20] on the dock. >> Oh, it's on the dock.
[1:47:22] » Yes, sir. It's already on the dock. >> It's approved, but I just need to make
[1:47:25] sure that Well, I didn't see the docket, but I know it's on there since I got the
[1:47:29] email. I seen somebody else on there, but I don't think I
[1:47:33] » don't think I seen >> I seen another name on there.
[1:47:37] » Okay. >> Yeah. Check. She's going to check. Let
[1:47:40] her check it first and then Well, >> and I'll send y'all I'll send you all
[1:47:44] the email as well. Then >> I'll send you all the email with all the
[1:47:48] taxes. >> But I definitely want to get his money
[1:47:51] back. >> What's the name again?
[1:47:53] » Justin King. >> Justin King.
[1:47:55] » Okay. >> Let me ask you a question while you're
[1:47:57] there. Um, share. >> I'm I'm I'm pulling me you all the
[1:48:00] email. >> I got your trash report pickup
[1:48:05] » request up here. Yeah. >> Okay.
[1:48:08] » Okay. And I see a mileage in it. Is this a mileage?
[1:48:11] » Yeah, that's for You don't supposed to have that. I must have left that up
[1:48:14] there. What that is is they reimburse us for the mileage.
[1:48:17] » Oh, okay. >> And they just and they just went they
[1:48:19] just um increase the mileage what they pay each county. So that's nothing you
[1:48:25] need to sign. I suppose sign. Okay, >> sheriff. I didn't I'm sorry.
[1:48:30] » I don't recall ever seeing that. >> I did look on the dispersement ledger.
[1:48:33] It showed that that uh was docketed on the 7th. So that should have been on
[1:48:37] today's docket. >> All right. Thank you.
[1:48:40] » Yes. >> I appreciate you all. Thank you all.
[1:48:42] » Okay. Chancer, >> I just have two items. Um need to spread
[1:48:47] across the minutes. The certificate from the department of revenue um
[1:48:50] acknowledging that we have submitted the recap or that the assessor has submitted
[1:48:53] the recap. Um and for the 2026.
[1:48:58] » You heard the request. Can I get a motion?
[1:49:01] » Got a motion by supervisor Militin and a second by Supervisor Gains. Any
[1:49:06] discussion? All in favor say I. >> All oppose. The eyes have it. Motion
[1:49:10] carried. >> And then I have an order from
[1:49:15] Judges Ward and Davis. I need to spread across the minutes. It is the
[1:49:19] resignation for Cherry Johnson, the court administrator. Um, and it's dated
[1:49:23] August the 7th, 2026. You heard the request. Can I get a motion? Have a
[1:49:27] motion by supervisor Gains. >> Second by Supervisor Miller. Any
[1:49:31] discussion? >> All in favor say I. I.
[1:49:35] » All oppose. Have the motion car. That's all.
[1:49:38] » Okay. [snorts] I'm trying to stop.
[1:49:43] » There's a request for the National Festival of Music for funding. I'm going
[1:49:48] to get it over to the county administrator for the appropriation
[1:49:51] sheet. She also has left me. with
[1:49:59] a couple of budget amendments. One is to move $10,000 from fund. This
[1:50:07] is sheriff's department from fund I'm sorry, department 205
[1:50:14] 42 supposed to be fund 01 department 200 542
[1:50:19] into two different accounts. 5,000 for tires and 5,000 for other equipment. So
[1:50:26] instead of repairs and maintenance, you're moving to mobile equipment and
[1:50:30] tires and tubes. You know what they're talking about, Sheriff?
[1:50:33] » Um I know they talk about the tires and the other mobile equipment. They're
[1:50:37] working with dispatch over there. So I'm not sure what specific piece of
[1:50:43] equipment they're trying to trans.
[1:50:48] » Okay. There's another for adult drug court. They want to move
[1:50:54] $20,000 from travel and other substance into two different accounts. A,000 into
[1:50:59] tires and tubes and 19,000 for professional fees and services.
[1:51:04] There's a request on the financing of some bids. We
[1:51:09] received two quotes, one of them from Concordia Bank,
[1:51:13] one of them from Trustmark. This is for the least purchase of a John
[1:51:19] Deere 544G wheel loader. >> Okay. Don't we need those transfers?
[1:51:26] » Yeah. Um believe that's the only transfer. So
[1:51:31] » could you repeat that transfer? Uh please.
[1:51:33] » Yeah. Okay. You're moving
[1:51:37] $10,000 from repairs and maintenance of vehicles and putting 5,000 into tires
[1:51:42] and tubes and 5,000 into other mobile equipment. And that's in the sheriff's
[1:51:46] office. >> Actually, Scott, I do know who that is.
[1:51:49] Our handheld radios, we have several that are broken. So, we have to get them
[1:51:54] repaired. So, we use that repair. >> Okay, you heard the request. Going to
[1:51:59] get a motion. Got a motion by Supervisor Gang. Second by Supervisor Wilson. Any
[1:52:04] discussion? >> All in favor say I.
[1:52:08] » All oppose. I have it. Motion carried. And then you have moving $20,000 within
[1:52:14] the fund or within within the department of adult drug court travel and other
[1:52:18] substance. Uh you're taking $20,000 from travel and other substance putting a,000
[1:52:24] into tires and tubes and $19,000 into professional fees and services.
[1:52:31] » You heard the request. >> So move.
[1:52:33] » Got a motion by Supervisor Wilson. >> Second.
[1:52:36] » Second by Supervisor Gangs. Any discussion?
[1:52:38] » Yes, ma'am. Uh, it's got professional fees and service. What What does that
[1:52:42] consist of over there? >> I hate to be smart, but it's typically
[1:52:48] for some sort of professional such as, you know, counselors or something of
[1:52:52] those nature. Doesn't say what it is. This is it's just a request from your
[1:52:55] county administrator. Usually, your adult drug courts are grant funded and
[1:53:00] they have to get approval from their grant source before they do any of this
[1:53:04] stuff. And it's they typically we we pay the money and they reimburse us. That's
[1:53:07] it. >> Thank you.
[1:53:09] » All in favor say I. >> I.
[1:53:11] » All oppose. I second. Motion carried. >> And then there's a request for lease
[1:53:16] purchase financing. And there's a 5-year term at 4.75%
[1:53:26] with Concordia Bank and Trust. You want to go the 5year or the three-year? You
[1:53:31] think, Robbie?
[1:53:37] Threeyear. All right. It's a 4.5% on a threeyear.
[1:53:42] I've saw the quotes over there. Here they are.
[1:53:59] » Motion. >> That's good.
[1:54:01] » Can I get a motion? >> Got a motion by Supervisor Wilson. Can I
[1:54:04] have a second? Second, >> second by supervisor Gangs. Any
[1:54:07] discussion? All in favor say I. >> All oppose have motion carried over.
[1:54:17] And then we have a
[1:54:21] Delta Bank here.
[1:54:26] The lower
[1:54:33] we have three year uh 2026 GMC 2500
[1:54:39] year for Delta is 3 point I'm sorry 4.32%. The next lowest was 4.5%.
[1:54:47] Motion to accept that as lease purchase. So moved.
[1:54:50] » Got a motion by Supervisor Wilson. Can I get a second? Second.
[1:54:53] » Second by Supervisor Gains. Any discussion?
[1:54:56] » All in favor say I. >> All oppose. Have it. Motion carried.
[1:55:01] » She's proposing for budget hearings that we could hear
[1:55:07] on Monday, August 24th at 9:00 a.m. I guess that's where we start. We do
[1:55:14] thank you >> an hour before we have road departments
[1:55:17] and sheriff's department. So you'd have meet at Monday at 9:00 and then the road
[1:55:22] department would meet at 10:00 and sheriff's department would meet at
[1:55:25] 11:00. That'd be August 24th. They all want to do that.
[1:55:29] » No, we don't have we can wait till recess to decide.
[1:55:33] » August 24th. >> Yes, sir. My guess is that first hour
[1:55:36] you'd also handle your appropriations, too.
[1:55:40] I'll get on.
[1:55:49] » I get on the phone. >> You want to get on?
[1:55:51] » I get on the phone. >> Is it 9?
[1:55:56] » Is that okay with you? >> Yeah. What time is it?
[1:55:58] » 10. >> Sheriff, is that okay with you?
[1:56:02] » Yes.
[1:56:06] make sure to call. >> And if we did that, she'd have a
[1:56:11] finalized budget on August 25th. >> And we finalize. We can run over all the
[1:56:20] budgets. We're going to be able to run over all the budgets. That mean
[1:56:22] » That's right. Because they're we have to submit for advertising by August 26.
[1:56:27] » But when we going with the other departments?
[1:56:31] Um, the only ones we have set are for the
[1:56:34] road department and the sheriff's department and then a an hour with the
[1:56:37] with the uh board. Y'all want to see the other departments?
[1:56:42] Is there any other department? >> If any other departments ain't got no
[1:56:45] increases or decreases, we got to find out if there's any increases or
[1:56:48] decreases in >> I think so. So I think she's under the
[1:56:52] impression that our goal is to reduce millage like we had talked about and so
[1:56:58] there's not really going to be a lot of increases. It's going to be trying to be
[1:57:02] cuts. So I'm not speaking out of order. I'm not I'm just
[1:57:08] telling my impression of withdrawal and what she's talking about.
[1:57:11] » I agree. >> So I don't really see reason to have a
[1:57:14] bunch of departments march in ask for raise and us tell them KP raise last
[1:57:17] year can't this year. So, have the school district submitted whatever they
[1:57:21] had to submit to us? >> Yeah, that's an item or that that's
[1:57:23] something I wanted to talk about, too. Is so August 24th, you can be available
[1:57:28] by phone, Madam President, and that's that's good for the rest of you. Okay,
[1:57:31] I'll let her know that that's when we can we can set it and do it if that's
[1:57:35] good. And that would leave us with a August 26
[1:57:42] budget advertisement be ready be submitted over to uh Democrat and that
[1:57:50] will set us for a September 15th budget hearing and we can finalize it on that
[1:57:54] day. >> Okay.
[1:57:57] » Um so I know that the school has did a
[1:58:03] resolution asking for additional money. They asked for, you know, approximately
[1:58:09] 400 more $400,000 more dollars. I asked Brandy if she had received that uh
[1:58:17] request yet. She said she had not. I had, but I've seen with my own eyes the
[1:58:21] the document. I know that that they had given it over to u
[1:58:27] what's it called to >> upstairs one, I'm sorry.
[1:58:32] Uh so we could reach out to them and say we need the certified copy of the
[1:58:38] resolution asking for asking for an increase.
[1:58:42] » So what now? >> We've asked for the school that we need
[1:58:44] a certified copy of the resolution asking for the increase.
[1:58:48] » I mean I was expecting an increase with all the cuts they got to have over
[1:58:53] there. You got to get the money from someone.
[1:58:56] » I say it falls on the county. >> Is that what you want? get the U
[1:59:02] resolution. >> All right.
[1:59:08] » You have anything else? >> That is it.
[1:59:10] » Okay. >> Oh, I got an item to turn.
[1:59:12] » Okay. Um I have here a um
[1:59:19] Denzel Davis. He need approval for travel to attend the Constable Hospital
[1:59:26] and it's going to be in Pensacola, Florida. The dates are September the
[1:59:30] 21st through the 24th. I need a motion. >> So move.
[1:59:33] » Got a motion by Supervisor Gains. Can I get a second?
[1:59:37] » Second by Supervisor Wilson. Any discussion?
[1:59:40] All in favor say I. >> All oppose. Eyes have it. Motion.
[1:59:53] Next I have here a um Okay.
[2:00:00] Yeah, this is a new high
[2:00:11] rate increase. This must be from one thing to another. I got a rate increase
[2:00:16] here for telecommunication too. She had been certified. Her name is Edwan
[2:00:22] Freeman Frem. She's going from $16 to 1783.
[2:00:30] I need a motion. Move.
[2:00:32] » Have a motion by Supervisor Gangs. Can I get a second?
[2:00:35] » Second. >> Second by Supervisor Wilson. Any
[2:00:38] discussion? All in favor say I. >> All oppose. The eyes have it. Motion
[2:00:44] carried.
[2:01:00] That's all I have here. Oh yeah, I need to get this approved. Um, I had called
[2:01:07] this out last meeting, but uh, Paige said we didn't approve it. Is for the
[2:01:12] fall fest for the lrange $1,000. I need a motion. Move.
[2:01:17] » Got a motion by supervisor Gains. Can I have a second?
[2:01:21] » Second. >> Second by Supervisor Gray. Any
[2:01:23] discussion? All in favor say I. >> All oppose. The eyes have it. Motion
[2:01:29] carried.
[2:01:33] I heard this I I want to say this. I heard this phrase at a conference
[2:01:38] um the last conference we went to and
[2:01:44] it kind of hit Natches a little bit. It says
[2:01:50] we live in a world today where there's so much wrong being done
[2:01:57] until people do not accept the ones who are doing right.
[2:02:03] is so much wrong being done to people do not accept the ones who are
[2:02:11] doing right. And then it says
[2:02:16] there are so many lies being told until the people don't believe the truth
[2:02:24] anymore.
[2:02:28] » That is sad. That's true >> to people are not believing the truth
[2:02:36] because of the lies being told.
[2:02:44] I don't know why [snorts]
[2:02:47] we're doing this or trying to kill people characters.
[2:02:55] But still the truth will hold some weight.
[2:03:01] And people understand and I just had to bring that back when I
[2:03:08] heard that
[2:03:14] people are dying today and it's hitting closer and closer to
[2:03:20] home.
[2:03:23] Instead of us tearing this community down, we need to be building it. We had
[2:03:33] more like ground breaking of a expense [snorts]
[2:03:40] $5.75 million
[2:03:44] last week with fishery industry. is spent is spending for an expansion.
[2:03:53] And when people hear this and read all these lives,
[2:03:59] that kills this community. We need to be building this community
[2:04:05] and as leaders, we definitely need to be building instead of taking it down. I
[2:04:11] just want to say >> madam president
[2:04:16] uh last meeting this is August and on my chart it says
[2:04:24] receive cl report receipts expenditures and fund balance code 19125. Have we
[2:04:32] ever got a fund balance?
[2:04:36] » Is this from the clerk's office? Now this this this
[2:04:40] is on my
[2:04:50] » I saying it come who does it come from this
[2:04:56] » what's the number 191 >> 1911
[2:05:00] » 1911 >> 23
[2:05:02] » 23
[2:05:12] That's one of the reports we supposed to receive.
[2:05:27] It's been slow today.
[2:05:49] Yeah, that's what I'm saying.
[2:05:57] » Okay. >> I can ask.
[2:06:02] » Okay. >> I need a motion for reset. Not recess.
[2:06:06] Close. >> Close determination.
[2:06:08] » Something we'll say. Have a motion by supervisor G. Second by supervisor
[2:06:12] Miller. Any discussion please? All say I. All have motion.
