I want to thank our
[0:04]
head of maintenance here Dan Dan Gray here.
[0:09]
Dan Mac Thank you very much for
[0:12]
making the decorating decisions. He
[0:14]
picked out the colors and the draperies
[0:17]
in our chamber and I think he did a
[0:18]
beautiful job. Now got the patio doors
[0:20]
that go out onto veranda and some
[0:22]
sunlight in here. So I really want to
[0:24]
thank him. He worked hard at this. It
[0:25]
took him a lot of time, a lot of thought
[0:27]
and the craftsman that we hired did a
[0:28]
great job.
[0:30]
So thank you Dan.
[0:31]
>> Great good. Great job.
[0:36]
» Whenever you guys ready.
[0:37]
>> I will call to order.
[0:40]
Now call
[0:42]
August 4th, 2026
[0:46]
at 5:30
[0:48]
>> [clears throat]
[0:49]
>> p.m.
[0:52]
Okay.
[0:54]
Resolution 2627-19
[0:58]
Resolution adopting the minutes from the
[1:00]
last council.
[1:01]
That is fine.
[1:04]
Resolution 2627-20
[1:07]
Alderman Marcello.
[1:09]
>> Um
[1:11]
We're going to give the SPCA
[1:13]
It's a $7,000 increase from last year.
[1:17]
So we discussed this.
[1:20]
But
[1:20]
Mayor and I talked about it already.
[1:23]
>> Yeah.
[1:24]
Um
[1:25]
the problem is that um
[1:28]
What do you call the animals they pick
[1:29]
up and
[1:31]
What's the term stray dogs?
[1:33]
>> Fair feral feral animals
[1:35]
>> No, no, no. What they call the term they use for dogs that get
[1:40]
brought and don't get picked up. They
[1:43]
There's been a big problem at the SPCA
[1:45]
not just here but nation nation
[1:47]
nationwide where animals are
[1:48]
>> dogs? Abandoned?
[1:50]
>> Not abandoned but There's been no
[1:52]
reclamations of dogs. They're being
[1:55]
brought to the SPCA and I don't want to
[1:57]
say redemptions cuz that's the wrong
[1:58]
thing. But people are not coming to pick
[2:00]
up their dogs and they're not able to
[2:03]
distribute the strays. So as a result
[2:05]
they they met with me several months ago
[2:08]
actually
[2:09]
to talk about the fact that they needed
[2:11]
more money from the city to handle the
[2:13]
number of dogs that they're
[2:15]
they have to count for longer periods of
[2:17]
time. And um
[2:19]
it was a significant increase. I did not smile when they told me about
[2:23]
it. You know, I I asked for facts. They
[2:25]
gave me the facts, but it's a lot of
[2:27]
money. It's a big increase, but there's
[2:28]
a real problem nationwide that they're
[2:31]
having with us since COVID as a matter
[2:32]
of fact where people are bringing dogs
[2:35]
to the SPCA the people are our our
[2:38]
animal control officers picking up stray
[2:39]
dogs and no one is claiming them.
[2:43]
So that that was the biggest driver of
[2:45]
this. That plus of course the their
[2:47]
utility bills are higher etc. etc.
[2:49]
Um but they don't have the space they
[2:51]
need
[2:52]
to take care of all of our dogs and also
[2:55]
others as well. So we have to pay more
[2:57]
for the space is basically what they're
[2:59]
telling us.
[3:00]
>> This might be a crazy question, but do
[3:02]
you think that there's
[3:03]
a lack of education regarding, you know,
[3:06]
hey, are you missing your dog? Maybe
[3:08]
check in with the SPCA kind of thing,
[3:10]
right? Like
[3:11]
>> Could I I don't know.
[3:12]
>> Is there anything we can do as a city to
[3:14]
kind of
[3:15]
promote like
[3:17]
>> I believe they do,
[3:19]
but but do you own a dog? Do you have a
[3:21]
>> I used to. Yeah, and that's just kids
[3:23]
now. So it's
[3:25]
>> I know that if anything ever happened to
[3:26]
my wife's dog, [clears throat] she'd be
[3:28]
over the SPCA in about a second.
[3:29]
>> Right. Not everyone.
[3:31]
>> It's a situation where I think um
[3:34]
you know, it's nationwide, so it isn't
[3:36]
just in Amsterdam.
[3:37]
>> It's true.
[3:38]
>> These these these animals are being
[3:40]
>> The reason why they have a license is to
[3:42]
prevent any event you lose your dog.
[3:44]
>> That's true, too. Yeah.
[3:45]
>> You call the city hall to see if anybody
[3:48]
is found the dog.
[3:49]
>> They got a tag. If anybody is found the
[3:51]
dog, believe me, I see them
[3:53]
They have been
[3:54]
>> add They have been
[3:56]
>> We do We do have So, the police
[3:58]
department where usually we encounter a
[3:59]
stray dog, especially after hours, the
[4:02]
animal control officer. We have had
[4:03]
great success with just posting to
[4:05]
social media as a network of other care
[4:08]
agencies and other pet places that will
[4:10]
share our posts. So, we do get a lot of
[4:13]
dogs where yes, there is an owner that
[4:15]
is looking for them. We're able to get
[4:17]
that quickly and even get the dog right
[4:18]
back to them or pick it up at their
[4:20]
headquarters. But we have we have seen
[4:22]
people that dumped their dog from a
[4:24]
neighboring community, so no one
[4:25]
recognizes it. It's not to get right. If
[4:27]
you're the owner of the dog and you want
[4:29]
your dog, you're you find you're going
[4:30]
to go get it back. A lot of these dogs
[4:32]
is an unfortunate situation where
[4:33]
they're They come from
[4:36]
a different community, bring them here,
[4:38]
drop them, and go.
[4:39]
>> Yeah.
[4:40]
>> And I when when we spoke to the officers
[4:42]
of the SPCA regarding this increase, I
[4:44]
had Gina Kline come over. Does fantastic
[4:47]
job. She knows animals in our city
[4:49]
better than anyone. And she confirmed
[4:51]
every all the facts and figures that
[4:52]
they were giving me in terms of the
[4:54]
number of days that our dogs were now
[4:56]
being kept versus what they used to be
[4:57]
kept, etc. And she agreed that, you
[5:00]
know, it's really an issue. She's doing
[5:02]
all she can.
[5:03]
But you know,
[5:05]
that's why I brought this in front of
[5:06]
you tonight such an increase.
[5:08]
>> Is this the same increase that we
[5:09]
approved during the budget?
[5:11]
>> Um I believe it is. It It is the number
[5:13]
of vagaries. It is At least I believe we
[5:16]
had that number in our budget.
[5:17]
>> contractual to catch up with what we
[5:18]
approved. Okay.
[5:20]
>> Yeah, yes, we discussed it at length.
[5:21]
Yes, we did.
[5:22]
>> Mhm.
[5:23]
>> Okay.
[5:27]
Give me when you're done.
[5:28]
>> Yes.
[5:29]
>> Resolution 2627-21.
[5:33]
Resolution authorizing the mayor to
[5:34]
renew the
[5:35]
lease agreement [clears throat] with New
[5:36]
York State Senate for Senator Patricia
[5:38]
A. Fahy's district office at City Hall.
[5:42]
>> Yeah, um
[5:43]
Senator Fahy's uh
[5:46]
office is again leasing an office space
[5:48]
here at City Hall. As a matter of fact,
[5:49]
I think this goes beyond her term.
[5:51]
Um, it's going to, you know, hopefully
[5:53]
she gets reelected, but again, it's it's going to be a the office for
[5:59]
Amsterdam's representative in the state
[6:01]
Senate uh, regardless of when
[6:04]
who's who's going to So, they're doing
[6:05]
it through 2030.
[6:07]
>> 30.
[6:09]
From January 2027 to December 2030.
[6:11]
>> The only issue here is they have more
[6:13]
paperwork that got when it comes to
[6:15]
>> It is
[6:15]
>> having to sign the lease on it.
[6:17]
But, we're very grateful that they're
[6:19]
going to still have their presence here
[6:20]
at City Hall. It's a convenient thing
[6:22]
for our residents.
[6:25]
» Resolution 2627-22.
[6:28]
>> [clears throat]
[6:30]
>> Mr. Mayor, should I
[6:30]
>> Yes, the the tugboat
[6:33]
are down at the Riverlink Park.
[6:35]
As you can see, we received it in
[6:37]
November 23rd.
[6:39]
Now, the Canal Corporation, well, like I
[6:41]
said, they take over ownership
[6:43]
of it.
[6:45]
>> Thank you.
[6:45]
>> It's on our property.
[6:47]
>> Okay.
[6:48]
>> We accepted it. Again, um,
[6:50]
we have we were trying to get a grant.
[6:52]
We had an issue that blocked our ability
[6:54]
to get a grant to fix to paint that and
[6:56]
do
[6:59]
>> Um, it was it had been a line item in a
[7:01]
larger grant that we had applied We were
[7:03]
going to apply for.
[7:04]
Um, and the larger grant just the scope
[7:07]
of the grant didn't quite fit the
[7:09]
>> Well, we still need to do that because
[7:11]
our originally when they brought us the
[7:13]
tender that the state official who
[7:15]
actually accompanied the tender to
[7:17]
Amsterdam,
[7:19]
uh, spoke with me for about a half an
[7:21]
hour regarding he said, "Apply for this
[7:23]
grant." which we did. Uh, this was
[7:25]
before you were here again, I believe,
[7:27]
when it came in.
[7:28]
And, uh, we didn't get it. He said, "You
[7:30]
you guarantee you're going to get it.
[7:32]
you know, it'll be enough to paint.
[7:33]
We're going to build a deck around it so
[7:34]
that it could be really used as a as
[7:37]
what it we hoped it would be a tourist
[7:38]
attraction." So, we're going to continue
[7:39]
to try and do that, but we didn't get
[7:40]
that grant. Uh, so, it's sitting there
[7:42]
right now. Mike, you found some
[7:43]
batteries in there, correct?
[7:46]
>> Quite a few batteries, yeah.
[7:47]
>> Which we have to get rid of as well.
[7:49]
>> It was that that boat was originally
[7:51]
diesel powered and sometime in the past
[7:55]
dozen years or so they converted it to
[7:57]
an electric motor and there's
[8:02]
» So I'm going to address We're going to
[8:03]
address those batteries and uh continue
[8:05]
to search for a grant to try and make
[8:07]
that what we envisioned it to be when we took it out. But now they want
[8:11]
us to take it over officially, so it's
[8:13]
going to be ours.
[8:15]
Jimmy, if you got room in your backyard
[8:16]
>> Yeah, I would I would like to have it.
[8:18]
It's just matter of getting it there.
[8:21]
>> No, it will be it will be nice. We just
[8:23]
got to keep working at it.
[8:27]
» Resolution 2627-23.
[8:31]
Resolution authorizing uh contract
[8:33]
renewal Municipal Solutions Ultimate.
[8:36]
>> Yes, Municipal Solutions is a company
[8:38]
that we've been
[8:39]
in contract with contract with since
[8:41]
2008. And what it's a company that um
[8:45]
controller's office utilizes for when we
[8:47]
go out for bonds, bans, and what they do
[8:50]
is they go out and find the lowest
[8:51]
interest on these bans and they bring
[8:55]
them back to us. So when I say we're
[8:56]
going to bond something, we're going to
[8:58]
take out a note or lease
[9:01]
and that's what they do.
[9:02]
>> And Louise, you've been happy with them?
[9:04]
>> Yeah, very much.
[9:05]
>> And they also provide advice and counsel
[9:07]
regarding how to how to finance
[9:10]
>> Yeah.
[9:10]
>> our projects, so
[9:13]
» Yep.
[9:14]
Resolution 2627-24.
[9:18]
Resolution authorizing
[9:20]
new renewal period for 5-year contract
[9:23]
with New York State Unified Court
[9:25]
System.
[9:27]
>> Mike, uh Chief Spencer, you want to talk
[9:28]
about this at all?
[9:30]
>> Yeah, this is uh we're up We do usually
[9:32]
do it in 5-year increments, so we're
[9:34]
coming up on that milestone. Um
[9:37]
The court system is located in the
[9:39]
public safety building on the second
[9:40]
floor. They have a few offices and we uh
[9:43]
provide locker room space for their
[9:45]
personnel, the court officers and
[9:47]
offices for for both of the city city
[9:50]
court buildings.
[9:51]
So, this is a continuation of a an
[9:53]
agreement relationship that we've had
[9:55]
long-standing and it's continuing to
[9:57]
work out favorably.
[9:58]
>> Move the phone.
[10:00]
You have that?
[10:02]
Okay.
[10:03]
Thank you, Chief.
[10:04]
Resolution 2627-25,
[10:07]
resolution schedule public hearing to
[10:09]
consider submission of an application
[10:11]
under New York State Community
[10:12]
Development Block Grant. Alderman
[10:15]
Carpenter.
[10:16]
>> This [clears throat] is for 24 Willow
[10:18]
Street um
[10:19]
and I believe it was the last meeting
[10:21]
that we we passed a resolution to become
[10:23]
the
[10:24]
seeker.
[10:25]
Did I Did I say that right?
[10:26]
>> Yeah, seeker.
[10:27]
>> Um this is for the cleanup and
[10:29]
remediation of it for us to apply for
[10:32]
um the HCR grant.
[10:35]
Is anything else to add?
[10:36]
>> Yeah, this is for the public hearing.
[10:38]
>> The public hearing.
[10:39]
>> So, next next meeting we'll have the
[10:40]
public hearing and and then adopt the
[10:42]
seeker.
[10:43]
>> Um August 18th at 5:55. So.
[10:46]
>> The next step is we'll be able to apply
[10:48]
to get the public hearing. That's what
[10:49]
we'll do.
[10:49]
>> And Dan, is this is going to be uh
[10:51]
is this connected to the county funding?
[10:55]
>> This is the county funding, it's the
[10:56]
brownfield money.
[10:56]
>> Okay.
[10:57]
>> This is This is This is That's to do
[10:59]
testing, this is to clean up the area.
[11:04]
» Resolution 2627-26,
[11:07]
resolution authorizing interfund loans
[11:09]
for upgrades to Shadow Lawn Park.
[11:12]
Alderman Holiday.
[11:13]
>> Great, thank you. Um
[11:15]
I could speak on this, but Louis, do you
[11:17]
have more information? I mean
[11:19]
>> Well, we've been awarded a grant.
[11:21]
>> Sure.
[11:22]
>> As as you often are.
[11:24]
And it's a reimbursement grant. So, this
[11:26]
is just a way of avoiding having to
[11:28]
borrow the funds. We're just sort of
[11:30]
just
[11:31]
lending the funds from one
[11:34]
fund to another fund internally so that
[11:37]
we can you know I move forward with
[11:39]
these this initiative and then we will
[11:41]
be reimbursed by DEDC.
[11:43]
>> Right.
[11:44]
>> Eventually.
[11:46]
>> Thank you.
[11:46]
>> We've spent approximately half of the
[11:48]
money
[11:49]
on the scoreboard and we have other
[11:51]
projects up there that have not started
[11:53]
yet. We're waiting for the state
[11:55]
contract
[11:56]
on this $520,000 grant. We've been
[11:59]
assured
[11:59]
>> [clears throat and cough]
[12:00]
>> We've been assured in a letter from
[12:03]
Alderman Santa Barbara that
[12:05]
the Alderman and Santa Barbara's office
[12:07]
that the money is coming but we don't
[12:09]
have the contract in place yet. So
[12:12]
but already half of the proceeds have
[12:14]
been spent and we're working on the
[12:16]
other half.
[12:17]
>> Wonderful. Thank you.
[12:19]
Do you know what the other items are?
[12:21]
>> Uh yeah, we have some I think project
[12:23]
with softball.
[12:25]
I think it's about $90,000.
[12:26]
>> They need a lot of work.
[12:27]
>> We have some pickleball work to do.
[12:30]
>> I'm like you can do it. You know what's
[12:31]
going on up there?
[12:34]
Is softball
[12:34]
>> Yeah, pickleball, softball
[12:37]
Um
[12:38]
>> You don't get the truck route truck
[12:40]
trail.
[12:40]
>> Oh, that's right. Yeah.
[12:42]
>> are the three main
[12:43]
>> Cool.
[12:44]
>> It'd be an awesome place for the truck
[12:46]
trail to go through.
[12:49]
I love it.
[12:50]
>> [laughter]
[12:50]
>> Thank you.
[12:52]
Resolution 2627-27.
[12:56]
Alderman Carpenter.
[12:57]
>> Okay, this is a resolution. Now if you
[12:59]
remember last year um the
[13:02]
property company 5 Corners Development
[13:03]
and NPR Group applied for an HDR grant.
[13:06]
The HDR grant was denied at that time.
[13:09]
Um and they're [clears throat]
[13:10]
reapplying this year
[13:12]
um for the development of the 66
[13:15]
affordable housing senior units at 1719
[13:18]
Edward Street where the old mill used to
[13:21]
be. You this is the one that we talked
[13:23]
about before the meeting where we needed
[13:25]
to change the date on the second whereas
[13:28]
to 2026.
[13:29]
2023 was was incorrect.
[13:32]
And it's just for the council to support
[13:35]
this project.
[13:38]
For the HCR application.
[13:45]
» Resolution 2627-28
[13:47]
[clears throat] resolution approving
[13:49]
recommendation from the Amsterdam
[13:50]
property disposition committee.
[13:53]
And authorizing the sale of two
[13:54]
properties.
[13:57]
» So this is for 21 2nd Avenue and 11
[13:59]
Edison Street. The 21 2nd Avenue is
[14:01]
going to go for $1,000 and I'm going to
[14:04]
let Mayor Sponaugle
[14:07]
tell us what Methilie's last name is
[14:09]
because I
[14:11]
>> Well, no, they
[14:13]
again both both of these parcels are
[14:15]
being sold parties that expressed an
[14:17]
interest in purchasing them. We put them
[14:19]
out for bid. After the property
[14:21]
disposition committee, these were the
[14:22]
high bidders on both property but each
[14:24]
of those properties and the property
[14:26]
disposition committee voted unanimously
[14:28]
to recommend to the council that they
[14:30]
sell these two properties to these two
[14:32]
bidders.
[14:33]
The
[14:39]
Is the they're both going to be
[14:41]
maintained as vacant lots.
[14:43]
They're going to be of course maintained
[14:44]
which they are not right now.
[14:46]
The
[14:47]
one of these is going to the cart the
[14:50]
golf cart company and they do a great
[14:51]
job with their property.
[14:53]
>> right it's virtually right next door to
[14:54]
the golf cart company where Methilie's
[14:56]
is right next door to the house she owns
[14:57]
on on Vanderveer.
[14:59]
>> Right. So we expect we expect to see an
[15:02]
improvement and you know, right now
[15:03]
we're cutting them.
[15:05]
We won't have to cut them any longer but
[15:06]
we're hoping more cases they are
[15:08]
maintained.
[15:12]
» Any questions? They're they're both very
[15:14]
good people very good lots.
[15:17]
>> Resolution 2627-29
[15:20]
resolution approving the audit.
[15:22]
is fine. [laughter]
[15:25]
We have consent.
[15:27]
2627-30,
[15:30]
resolution of award contract
[15:31]
[clears throat] for the 102650.58
[15:34]
accident and pedestrian safety project.
[15:37]
Hold in Marcel.
[15:39]
>> I think Dan, you explained it very well
[15:41]
in your email.
[15:43]
What the subproject is about.
[15:45]
This one about the sidewalks and Main
[15:47]
Street. I mean not in the
[15:48]
Yes, not in the Main Street.
[15:50]
>> Yes, so this is the
[15:51]
>> Sidewalks, road program, lights.
[15:53]
Um
[15:55]
Yes, you you explained it. Go ahead.
[15:57]
>> So this is the this is the complete
[15:59]
streets project.
[16:00]
Um it is where they're
[16:02]
We put it out to bid. Um we got bids
[16:04]
back July 24th.
[16:06]
Um Becky
[16:08]
Joint Line LLC came in as the low bid
[16:09]
and this is to fix to do the
[16:12]
improvements for Main Street. Um
[16:15]
>> Sidewalks.
[16:16]
>> The sidewalks, the lighting, and do the
[16:18]
paving. Um do the part from the mall to
[16:22]
where Stewart's is.
[16:24]
On the other side to do some
[16:25]
improvements on Bridge Street and then
[16:27]
do some improvements along Skyway
[16:28]
Street, which will allow us to
[16:30]
eventually close down the Route 5
[16:31]
eastbound corridor.
[16:32]
>> Okay.
[16:37]
>> It's going to be a big project.
[16:40]
>> [clears throat]
[16:40]
>> Because right now they're already
[16:41]
starting.
[16:42]
I'm already starting to get com-
[16:44]
compliments on Well, I see people
[16:46]
working on down there and the parking,
[16:50]
paving, the sidewalks, the street
[16:53]
lighting. All this is going to be a big
[16:55]
improvement. Especially that one area.
[16:58]
So thank you very much for all those
[17:00]
Well, thank you very much.
[17:02]
And thank you, Dan.
[17:04]
Engineer, thank you.
[17:07]
» Yes.
[17:08]
Resolution 2627-31,
[17:11]
consent.
[17:12]
Resolution budget transfer
[17:13]
appropriation, hold in holiday.
[17:16]
>> Cool. So, um
[17:18]
this is a tree removal expense that was
[17:21]
originally not
[17:23]
in the
[17:25]
operating budget. Um so, we're just kind
[17:28]
of moving some money around.
[17:32]
» And the boardwalk splash
[17:33]
>> Boardwalk splash pad.
[17:34]
>> Okay.
[17:36]
>> Yep.
[17:36]
That's true. Yep, they're removing it to
[17:38]
paint.
[17:39]
Make it safe.
[17:42]
So, we are
[17:43]
>> I don't know which tree.
[17:45]
>> You know, I don't know.
[17:46]
>> Probably the one at um
[17:48]
>> I have to get a phone call on this one.
[17:52]
» I think it's the sassafras one.
[17:54]
I had to guess what would cost $15,000.
[17:56]
That's a big tree.
[17:57]
>> That's a big tree.
[18:03]
» That concludes our agenda.
[18:07]
I had a couple of things for the golf
[18:09]
and recreation. I got an email from uh
[18:13]
one of the Arnold Avenue neighbors uh
[18:15]
commending recreation department on the
[18:18]
work that they did at the Arnold Avenue
[18:19]
Park.
[18:20]
>> paint and the um
[18:22]
>> and the cement around it and then also
[18:25]
the fence.
[18:26]
Um so, that was great to hear that the
[18:28]
neighborhood is seeing some pride in
[18:30]
that. Um and then on Sunday the uh golf
[18:35]
course the Union Golf Foundation had a
[18:39]
family tournament. And Alderman
[18:41]
Martuscello and I were both in it.
[18:44]
>> Nice.
[18:45]
>> Yeah.
[18:45]
>> Did she uh another request tell me how
[18:47]
to golf?
[18:48]
>> It was a lot of fun.
[18:49]
Um and it's been subsidized by the
[18:51]
foundation and by some of the other like
[18:53]
groups that donate for youth sports and
[18:56]
I hope um they're going to have two more
[18:58]
and I hope people will join that, but um
[19:01]
there was a marshmallow hitting contest
[19:03]
and Alderman Martuscello beat me. Um he
[19:06]
hit the marshmallow further than I did.
[19:10]
But, that was really great to see some
[19:11]
activity up there.
[19:12]
>> Foundation
[19:13]
>> is a great job.
[19:13]
>> The work that they're doing and the
[19:15]
improvements. And then after And it was
[19:16]
the only day that that golf course was
[19:18]
not underwater this week. So, um there's
[19:21]
been a lot of that in the city. And I
[19:22]
know that the DBW's have worked hard
[19:25]
to get things cleared up and public
[19:27]
safety
[19:28]
keeping our roads safe.
[19:30]
>> Yeah, I'm just going to uh piggyback on
[19:32]
that. I was going to talk about the uh
[19:34]
the flooding. Uh we came out of it uh
[19:37]
basically well. I'm sure Michael will
[19:38]
address it further. But again, you know,
[19:40]
I know our DBW was out there all night.
[19:42]
Uh our police department our our
[19:44]
>> [laughter]
[19:45]
>> our fire department everyone was out
[19:46]
there working uh to There was a lot of
[19:48]
water. Uh this city cannot swallow that
[19:51]
much water.
[19:52]
Uh and uh the thing that really amazed
[19:54]
me was that the the old uh Brookside exterior reservoir
[19:59]
filled up and overflowed.
[20:00]
>> Yeah.
[20:01]
>> I mean, that's a lot of rain.
[20:02]
>> Yeah.
[20:02]
>> So, uh thank you everybody all the all
[20:04]
the city employees who worked uh very hard to try and uh mitigate those
[20:09]
problems. And they did a good job.
[20:11]
Mike, we'll let you go from there.
[20:13]
>> And Mike, can you just uh
[20:15]
piggyback on what Holly said? The golf
[20:18]
course, a lot of people were inquiring.
[20:21]
I know Kelly got calls, too. On the golf
[20:24]
cart pass, can you give us an update
[20:26]
about that?
[20:26]
>> Well,
[20:27]
yeah, sure. I I've actually got that in
[20:29]
my record.
[20:31]
So, we have that
[20:35]
project uh it's being bid right now. I
[20:38]
have um
[20:41]
It it's it's advertised. I have a
[20:43]
pre-bid meeting tomorrow. There's been
[20:45]
quite a turnout. I think we've got six
[20:47]
or seven plan holders.
[20:50]
Um and I have a bid It's a pre-bid
[20:53]
meeting tomorrow.
[20:54]
Anybody that's that I'm going to accept
[20:56]
a bid from has got to show up because
[20:58]
it's
[20:59]
not like paving a street. We're more
[21:00]
particular [laughter] and access is
[21:02]
crucial so we don't tear the place up in
[21:05]
the process of fixing the paths,
[21:08]
we're going to open it next Monday,
[21:10]
which
[21:11]
I the mayor and I talked
[21:14]
I don't want to wait until the next
[21:16]
meeting because time is of the essence
[21:18]
at this point. So,
[21:22]
hoping for a quick special meeting next
[21:24]
week to
[21:26]
award and whoever's going to do that
[21:28]
contractor whoever's ever going to do
[21:30]
that work.
[21:31]
Um
[21:33]
but
[21:34]
we want to start and we want to get it
[21:35]
going as soon as we can.
[21:38]
We've gone through the steps.
[21:39]
In other news,
[21:41]
um
[21:41]
>> Mike, I just want to interrupt. I wanted
[21:43]
to announce that yeah, I think most of
[21:45]
you know that Senator Fahey did provide
[21:47]
us with a grant. Uh and as part of that
[21:49]
project, it's going to fix the paths,
[21:52]
but it's also going to make it possible
[21:54]
for us to have a cross-country ski uh
[21:57]
loop this summer or this winter, which
[22:00]
will be about a mile in length. And Joe
[22:03]
and BrightView and
[22:05]
Joe and the foundation had worked
[22:06]
together and the golf commission, I
[22:07]
should say, to to to have that done. But
[22:10]
I want to thank Senator Fahey for that
[22:13]
contribution. So,
[22:14]
it's going to be it's going to make the
[22:16]
golf course so much more of a
[22:17]
season-round
[22:18]
year-round venue.
[22:22]
» Is there going to be a rental shop
[22:23]
there?
[22:24]
>> Well, yeah, we have skates now. I mean,
[22:26]
no, we have skates We're going to put
[22:27]
our We're going to also bring our ice
[22:29]
skating rink. I'm sorry. Well, we do not
[22:31]
rent cross-country skis, but that's a
[22:32]
possibility.
[22:33]
>> Cool.
[22:38]
» All right, Mike. I'm sorry. Go ahead.
[22:41]
» Uh okay. Remember at the last meeting,
[22:44]
we talked last February about
[22:45]
authorizing us to
[22:48]
enter into the intermunicipal or revised
[22:50]
intermunicipal agreement with the town
[22:51]
of Amherst and for sewer. That's fully
[22:53]
ex- executed now.
[22:55]
As a requirement of that and also a BBC,
[22:59]
uh we are upgrading or right now we're
[23:01]
up- upsizing a line on Henrietta
[23:05]
between Guy Park and Stuart
[23:07]
called 15-in is
[23:10]
It'll be a couple week project at least.
[23:14]
And we've committed a lot of our forces
[23:16]
to it. It's a joint venture. Towns has
[23:19]
brought in a lot of the materials for us
[23:21]
and
[23:22]
for backfill and they're providing
[23:24]
trucking and hauling out all the spoils.
[23:26]
Um
[23:28]
which is a a huge help.
[23:30]
Um
[23:32]
And [clears throat] again, that that
[23:34]
it's one of the requirements that gets
[23:36]
us back in the good standing with
[23:38]
the EC and
[23:40]
does the same for the town. Um
[23:43]
Also
[23:44]
in a short
[23:45]
>> I mean, remember the odor
[23:47]
on Stuart Street of backed up sewer gas?
[23:50]
>> Yes.
[23:51]
>> Um this right, Mike? Which we've
[23:53]
>> That's what they should So,
[23:55]
>> [clears throat]
[23:55]
>> you've got Stuart Street is is 12-in
[23:58]
line. Everything above it's 15-in line.
[24:00]
So, almost all the water waste water
[24:02]
from the town of Amsterdam all the way
[24:04]
up Route 30
[24:06]
comes to the golf course,
[24:08]
down along the edge and into that line.
[24:11]
And when it down that steep hill, when
[24:13]
it hits that smaller line, it
[24:14]
pressurizes it.
[24:15]
>> Right.
[24:15]
>> Uh that's also why you may or may not
[24:17]
have seen some levitating manholes when
[24:20]
we had some really high water last week.
[24:22]
Um because they're flowing it actually
[24:24]
pressurized it.
[24:25]
>> Right.
[24:25]
>> It pushes that gas ahead of it and it
[24:27]
goes out where you know, because some of
[24:29]
our catch basins are tied in. And it'll
[24:31]
vent on certain conditions.
[24:33]
Um Henrietta is one of them. South side
[24:36]
it also occurs as well. Uh periodically
[24:39]
on Broadway when there's heavy flow from
[24:42]
Vizza. Um anyway
[24:45]
it's going to increase the capacity and
[24:47]
hopefully reduce or eliminate that
[24:50]
the the the the methane odor that
[24:53]
>> And I know the residents of
[24:56]
I was up there two nights uh
[24:59]
3 years ago and we're walking around
[25:00]
trying to figure out where this smell
[25:02]
was coming from. And now we know where
[25:04]
we're hoping this is going to resolve
[25:05]
that. So,
[25:06]
>> Could that be over like on Ramsey and
[25:08]
Francisco, too? Off of Van Dyke? Yeah.
[25:10]
>> you can get it.
[25:11]
>> That That would make sense for the town.
[25:16]
» Yeah, so I'll go ahead and look
[25:17]
>> I also mentioned the Dan already covered
[25:19]
it and folks discussed the resolution
[25:23]
two bids
[25:25]
received for complete streets project.
[25:27]
I've tabulated them
[25:29]
in the report.
[25:31]
I
[25:34]
» [laughter]
[25:36]
» Uh we now have approval from
[25:38]
HCR to advertise for bid for the wet
[25:41]
service line project. We're going to do
[25:42]
that this week.
[25:44]
That's going to be 3-week period and I
[25:46]
expect
[25:47]
opening bids on August 28th. And
[25:52]
so the reality of that is by the end of
[25:54]
September we'll be It's late in the
[25:56]
season, but we'll be
[25:58]
hopefully mobilizing a contractor to do
[26:00]
those services. Um
[26:05]
Southside Boardwalk splash pad is open.
[26:07]
That's good news.
[26:09]
Uh
[26:10]
it
[26:11]
actually
[26:12]
looks really nice and people seem to
[26:14]
enjoy it. Um
[26:18]
And what else was I going to mention to
[26:20]
you? Uh and
[26:21]
the road program is underway and I still
[26:24]
expect they'll signal in here shortly to
[26:27]
begin paving.
[26:28]
Uh I think where they're going to be
[26:30]
first is on the longest streets that
[26:32]
have the least
[26:34]
um have the most milling and the least
[26:37]
amount of structures. So, the upper
[26:39]
piece of
[26:40]
Market Street um
[26:44]
Sloan is another one. I believe all the concrete work is done there and
[26:48]
that's a
[26:50]
large
[26:52]
heavy quantity street in terms of tons
[26:54]
of asphalt. Um the last one that's going
[26:57]
to get done and I'm hoping the timing
[26:59]
works out is Northampton. I expect it
[27:02]
will and National Grid's making good
[27:03]
progress.
[27:05]
Uh and again they're replacing
[27:06]
low-pressure gas line all the way from
[27:11]
its intersection with Guide Board all
[27:13]
the way to Route 30. And from Van
[27:16]
[clears throat] Dyke up, they're also
[27:18]
running a parallel medium-pressure line.
[27:22]
Uh
[27:22]
which is going to serve that area and it
[27:25]
actually should help boost pressure to
[27:28]
um sections of the city like well, like
[27:32]
our golf course clubhouse, for example.
[27:34]
We're We're off a low-pressure line, but
[27:36]
they had It's because it that ends they
[27:39]
National Grid has told me that in the
[27:40]
winter they bump pressures up through
[27:42]
the regulators to so you get adequate
[27:44]
flow. Um
[27:47]
it's going to help that area It's going
[27:48]
to help that entire area with that.
[27:52]
So as soon as they're done with that, I
[27:53]
expect to be right behind them and repay
[27:56]
that entire road.
[27:57]
>> Thank you, Alderman.
[27:58]
>> That's about a mile road, actually.
[28:01]
>> Uh call the meeting to order. Please
[28:02]
stand for a pledge.
[28:04]
>> I pledge allegiance to the flag of the
[28:06]
United States of America and to the
[28:08]
republic for which it stands, one nation
[28:11]
under God, indivisible, with liberty and
[28:13]
justice for all.
[28:16]
>> Alderwoman Quesdemars? Here. Alderman
[28:18]
Holiday?
[28:19]
>> Here.
[28:19]
>> Alderwoman Collins? Here.
[28:21]
>> Alderman Carpenter?
[28:22]
>> Here.
[28:22]
>> Alderman Marticella?
[28:23]
>> Here.
[28:24]
>> Motion to adopt the agenda.
[28:30]
» Oh, sorry.
[28:31]
Motion to adopt the agenda with 11
[28:34]
resolutions and two concepts.
[28:37]
>> Okay.
[28:38]
>> Call the roll. Alderwoman Collins?
[28:40]
>> Aye.
[28:40]
>> Alderman Carpenter?
[28:41]
>> Aye.
[28:42]
>> Alderman Marticella?
[28:43]
>> Aye.
[28:44]
>> Alderwoman Quesdemars?
[28:45]
>> Aye.
[28:45]
>> Alderman Holiday?
[28:46]
>> Aye.
[28:47]
>> Uh we have no proclamations this evening
[28:49]
Uh and no communications and
[28:51]
presentations I'm thinking. Um there's
[28:54]
only two people out there in the public
[28:56]
and I don't think either one of them
[28:57]
wants to talk to us tonight.
[28:59]
But if you do, now's the time. But I
[29:01]
would like to ask our fire chief
[29:03]
Agresta, could you talk a little bit
[29:05]
about the fire? In the paper we talked
[29:07]
about some of the
[29:08]
Yeah.
[29:09]
The There were five firefighters who
[29:12]
required treatment. Could you just go
[29:13]
through that a little bit and tell
[29:15]
>> Council explain the fire.
[29:16]
>> There was a fire on Saturday.
[29:18]
Temperatures were extremely warm. The
[29:20]
fire was extremely hot.
[29:22]
The house structure had a lot of contents in it and it was just
[29:27]
a very hot fire where initial attack
[29:31]
crews were going through their second
[29:32]
bottle and in some cases were getting
[29:34]
into a third bottle. We had evaluations
[29:36]
and rehab on scene and an ankle injury
[29:38]
in another fire go to the hospital for
[29:40]
treatment.
[29:40]
>> And they're all good? Everybody's
[29:42]
healthy? Hanging in there?
[29:45]
And they did a great job They did a
[29:46]
great job on the fire. We appreciate
[29:47]
that. Chief Spencer
[29:48]
>> Some animals lost.
[29:50]
Investigations still getting finished
[29:52]
up. I think actually on the way back or
[29:54]
shortly after that they were feeling up
[29:56]
being kind of a red-tailed hawk and found the red-tailed hawk and was
[30:00]
able to contact DEC and get the hawk
[30:03]
placed where it should be.
[30:05]
So we didn't need the SPCA.
[30:07]
>> What would that cost?
[30:11]
» Chief Spencer, you guys had any drug
[30:13]
raid? You want to talk about that a
[30:14]
little bit?
[30:15]
>> Uh yes. Yep. Uh the other morning we had
[30:17]
a culmination of a very long
[30:18]
investigation into narcotics trafficking
[30:21]
and uh
[30:22]
you know, it led us to the the main

[44:24]

[44:51]
>> And you know, I I I got to tell you, I

doesn't get up there and read from a
[44:58]
piece of paper. He really does his research. And as I
[45:02]
told the council before you walked in
[45:04]
here, if you were allowed to be
[45:05]
performing that show, you would have
[45:07]
taken first place.
[45:08]
