I have two. I'll mention in the order I received them. First is bill burton, [inaudible] laura loop,

would you like to talk about general comment?

>> hello, everyone. My name is bill burton. I'm the president of the property owners association and the angleton heritage court.
[2:12]
I know that the agenda tonight doesn't include concerts in the park,
[2:17]
or I don't even think it's been presented to you all or the board parks either.
[2:23]
but I wanted to bring some light on this to get some attention on it. I received an email from martha eighme on may 31st,
[2:33]
the director of communications for the city to issue a survey to
[2:38]
the residents in my area to see if they were interested in having those concerts moved to that venue.
[2:43]
I immediately started getting emails and phone calls about upset people that don't want
[2:49]
that kind of noise and crowd and all the things that go along with those larger concerts in our area.
[2:56]
some of the homes in our subdivision are less than 300 feet from what would be the stage,
[3:02]
that's less than a football field minus the end zones; it's really, really close.
[3:07]
it's not far enough away to have 36-inch speakers,
[3:13]
amplifiers, and mixing boards for three and four-piece bands that are just really loud.
[3:19]
it's a heavily populated area for that kind of activity.
[3:23]
the distance between veterans park and lakeside park is,
[3:28]
according to google, is 1.27 miles. Occasionally, over the last couple of years,
[3:34]
we've been able to hear noise from the concerts on friday nights from veterans park as it is now.
[3:39]
I can only imagine how loud it would be that close to our homes.
[3:45]
people who would be most affected would include infants,
[3:49]
small children, and elderly, and it doesn't matter what time of day or what day of the week it is,
[3:54]
those people will be assaulted by the sound because they're so close.
[3:59]
extreme noise from live bands would also have an effect on family pets and livestock that's close in the area.
[4:07]
I've started talking to some of the neighboring communities in our area,
[4:13]
and we discovered that one of the homeowners that's near
[4:17]
the veterans park just was included in an article in the fax, becky briant,
[4:23]
and she talked with her neighbors in that area, and they collectively cited that there's trash all over the neighborhoods,
[4:29]
driveways and yards are being blocked by cars, there's excessive noise, and the one thing that really stuck out to me was
[4:34]
intoxicated concertgoers walking through their neighborhoods.
[4:39]
I also received a letter when we collected petitions from breck koelemay,
[4:45]
who's the head of the christian school, and he's quite concerned about it as well.
[4:49]
they don't want parking on their grounds because of the damage that it could cause people parking
[4:54]
in the grass and other areas from the concertgoers tearing up their activity areas.
[5:00]
they're concerned about trash being left by the concertgoers,
[5:05]
as well as the stress it would cause to the residents in the area. Another concern our communities harbor is even more concert
[5:12]
and large crowd events being added to lakeside park at a later time. This will just further erode the erosion of peace and quiet
[5:19]
the citizens of angleton have a right to in their own homes. Lakeside park is not suited for a large venue concert like free concerts in the park.
[5:27]
on behalf of heritage court, heritage oaks, and the surrounding communities,
[5:31]
I urge you to define or pursue another location for these large events
[5:36]
because this heavily populated area that we live in is just too small. Thank you for your time.

I'd just like to reiterate my concerns from the last meeting that I spoke about the concerts at veterans park,
[6:07]
the loud noise, vehicles parking in residential areas, blocking driveways, parking on grassy areas in front of homes,
[6:14]
and our very important issues, and additionally, the loud people wandering through the neighborhoods,
[6:19]
back to their cars that are parked in the residential areas that could possibly have been drinking alcohol,
[6:25]
and then getting in the cars and driving off. Some residents near veterans park are
[6:29]
about 400 feet from the stage and the stages facing their homes. There's also a resident next door to the bridge church on
[6:36]
magnolia street that's about 158 feet from veterans park. The residents are tired of it.
[6:41]
our neighborhood consists of a mixture of elderly people, middle-aged individuals, young families with newborns,
[6:48]
and young children, and young adults. I had recently heard that the city was considering moving the concerts to lakeside park.
[6:55]
it's important to note that we do not want to pit neighborhoods against each other.
[7:01]
both the neighborhoods close to veterans park and those near lakeside park agree that we do not want the concerts in our backyards,
[7:08]
we do not want them in our neighborhoods. We are united in this concern and are asking the city council for
[7:13]
a solution that respects both of our neighborhoods needs. Thank you for your time.

my name is breah knape, and I am president of the exchange club this year. We would like to recognize corporal cobos and
[8:07]
officer kevin ramirez for their heroic actions on june 24th, 2023.

both of these officers have been recognized by the exchange club texas,
[8:17]
louisiana gulf coast district at our 59th annual crime prevention luncheon in april,
[8:22]
and we just wanted to take the opportunity to recognize them here at home tonight, and we'll be presenting them with
[8:28]
national exchange club officer of the year medals for them. If you guys want to join us up at the front,
[8:33]
and I believe corporal cobos's family is here, if we could take a picture, let them take a picture too.

legally described as a0380jee j valderos tract 99c,

it's basically for a temporary cosmetic type tattoo used for the premises.

they would be located at this particular address. As I stated, the zoning,
[14:51]
went before the planning commission on june 6, in which they unanimously recommended approval of the use.

we have notified everyone within 200 feet of the property and it was duly posted in terms of the agenda,

posting legal advertisement requirements. There's no issues. It's been recommended positively by
[15:11]
the planing commission and staff based on conditions that they satisfy the licensing requirements with the state
[15:18]
and receive proper occupancy permit through the department. This is a public hearing. Thank you.

almost like a scalpel, and they're just using hand pressure to slit a hair stroke into the skin.

what I use is with a machine and a very fine needle, almost like an acupuncture needle,
[18:51]
and I'm slightly etching it into the skin at a height in the epidermis as a safe zone,
[18:59]
whereas with microblading, you can get a little too deep in the skin,
[19:03]
causes infections, causes unsavory long term results.

what I do is more practical, safer,
[19:13]
and can actually fade in a general time
[19:18]
that we want brows to fade in because we don't want them to permanently be on our face forever.

this grant, in particular, provides a 50% match on
[21:33]
a reimbursement basis to eligible applicants for grant selling of $750,000.
[21:40]
grant funding can be used for the acquisition while that's not needed.
[21:44]
it can also be used for the development of public recreation areas and facilities throughout the state of texas and must be dedicated.
[21:53]
the trigger here. We mentioned this before is that once you accept a grant from tpw,
[21:58]
similar to this, this park land has to be dedicated in perpetuity as a public park area.
[22:04]
in your agenda packet, you see that we do have beyond the 50% match.
[22:10]
we will note that in the grant application. That would I hope,
[22:14]
look favorable to us when we do so. Of the two million,
[22:20]
of course, like I mentioned, that would be utilized 750,000 would be used as the 50% match.
[22:26]
again, we'll have an overage. The awarded funds, if awarded,
[22:31]
they would be used to assist with design services, park committee,
[22:35]
construction, which would include whatever we designate as we get to that point.

a design development can be utilized up to 12% of the grant funding provided.

the commission will meet, I believe it's in november, make a selection on the grants that they want to want to approve.

they will do a site visit for those that they're planning to award in january and
[24:24]
hope to execute a contract with each of the municipalities in between march,
[24:30]
april, may time period. Anything that we expend prior to that date we can't put in the grant application.
[24:40]
this is going to be very similar for future ones that we will be bringing to not just tonight, but probably in subsequent city council meetings.

that's very important to know, good question.

>> in theory we could expend up to 1.25 million
[25:01]
and I guess somehow leave a balance of 750 for matching purposes.
[25:08]
>> right. You already have yes. We can move forward with design,
[25:14]
which we would want to do anyway. We select a firm, which will likely be coming to city council.

next council meeting on the 25th, we'll select a firm, move forward with design development with whatever firm we select.
[25:26]
I'll take a couple of months, then they're going to move into the actual construction document development.
[25:32]
again, several additional months, probably another four, that's probably going to take us.
[25:36]
into the next year. We should be notified at that point.
[25:40]
once we get ready for bidding construction, I'm hoping that we would be entering into
[25:47]
an agreement with texas park like awarded this grant, and those funds could then be utilized in the construction of the park.
[25:55]
when we submit the application, we're going to lean very heavily on our budget breakdown on construction
[26:02]
since professional services really are going to be going on during this time.
[26:08]
but that's not to say if we need additional professional services done,
[26:12]
that that can't be accounted for in the later end. [inaudible].

[26:28]
a lot of points on their evaluation criteria that they meet,
[26:32]
for instance meeting a need that is not otherwise served in angleton.
[26:40]
on the south side of town, that is working in our favor. We have our master plan filed with texas parks and wildlife.
[26:45]
this is building this park is a master plan initiative.
[26:50]
we're hitting several different components that again, will really work in our favor for the criteria.
[26:56]

on is the fact that once we're awarded the grant,
[27:09]
that's a park forever. >> that's correct. >> same thing with welch. >> right. Another thing that I should mention
[27:17]
is when you're talking about components that you're installing,
[27:22]
that matters as well. They like to see longevity about,
[27:26]
I think it's 25 years for park components and 44 aquatic components.

as you know, one of our amenities, top amenities desired at this park is a splash pack,
[27:39]
so we just need to be very cartonizt of that and make sure that we're willing to maintain a splash pack for the next 40 years.

I get it, but I also feel like that location is going to otherwise be hard to develop.

>> I just want to make sure we're all aware of that and go forward with it not against it.

>> other than being a parking perturity, or handcuffs associated with the grant,

grants always have hooks on the outcome.

>> that is the biggest one. One that we've had recent conversations about,

especially as it relates to ruben welch, the same rules apply, that it does have to remain open to the public.

if we, for some reason, decided to lease the property,
[28:33]
it still has to be a public serving facility.

what texas parks and wildlife has told us before, that if we enter into a p3 if you decided,
[28:44]
hey, we don't want to manage this anymore, we're going to hire a company to do that. They want to see a percentage going back to the park and recreation department.

there are stipulations like that, and one that we're still seeking clarification on,
[28:59]
not necessarily as it relates to this park, but ones that we have tpw grants tied two are can
[29:03]
we close it at all for emergency purposes, what have you, or does it have to remain open all the time?
[29:09]
we anticipate that the answer is going to be, if you're an emergency situation,
[29:13]
we understand that it's circumstantial and temporal,
[29:18]
but we don't have those answers yet.

ablc design proposal for professional services for that active area.

for those that are unfamiliar with what we're referring to. This is specifically regarding the construction of a 325 foot baseball field, dugouts,

covered seating, landscaping, and irrigation, as well as an accessible route for access to these improvements.

we know that that budget already is very limited in order to incorporate and construct those components,
[31:36]
so we are trying to apply for and seek out as many funds as we can.

we have another strategic opportunity that we'll bring to you in the near future for additional funding,
[31:49]
but this is one that was a no brainer for us. Since we already have the funds readily available,
[31:55]
we thought it was in our best interest to apply for this. The scope of work and proposal that we will present to ablc is right around 99,000.

issued a no objection for this particular final plat,

which will be subject to any referral agency approvals,

we've been talking and coming to council talking about how we can reroute to meet txdot standards.

we looked at slip line. We wanted to try to slip line the existing line through
[51:02]
the existing line with a smaller diameter.

it's on the upstream in. We'll give you plenty capacity, but txdot will not allow that.

they want it to be cased. If it's going through their easement,
[51:18]
it has to be completely cased. With that being said,
[51:22]
we've been given direction. The casing is going to have to be hdpe pipe for both sanitary and for water.
[51:29]
water, we're able to move it underneath and move it around, because of the pressure.
[51:34]
we don't have to have it online, but on the sanitary, we've got to keep it at the same.
[51:39]
we've got starting and stopping points. We have to meet that. That'll have to be open-cut through the street,

which is going to add some effort, as you can see,
[51:51]
on it to go and get additional traffic control,

additional permitting, things of that nature.

we can't pipe burst it and get a bigger pipe to where you

the actual structure where it's a conflict structure to allow it to go across the stone sewer and lay it in.

I think they could probably do it in a week's time to put it in, close it. They'll rock it probably at first.

then once they get all of them in, they'll bring in an asphalt to top off all together.

probably each individual crossing will probably take a week to get across,

again, there seems like there's always some hooks in the grant money that you take.

item number 10, discussion of possible action to approve hdr's proposal in the amount of $215,140 to perform,
[1:05:46]
design, bid, and construction phase services for the lift station number 8, sanitary sewer collection project.
[1:05:53]
>> thank you, council. The city has recently been awarded a $1.7
[1:05:58]
million grant from the dlo to do infrastructure improvements.
[1:06:03]
worked with city staff. We went identified some areas that are some of the worst areas in the city.
[1:06:11]
with station 8, just two years ago, we've previously done a section of sanitary sewer repair where
[1:06:19]
the sidewalk was twisting and falling in near the pipe material,
[1:06:24]
trust pipe, over there on downing. This project, what we've identified as continuing on,
[1:06:32]
replacing that type of material that's there along the major collector down downing,
[1:06:38]
and also, we're trying to identify locations where there's
[1:06:43]
a high probability of massive ionide due to the amounts of ionide that comes into lift station 8.
[1:06:50]
lift station 8 is unique. You have two systems on there.
[1:06:55]
you have a system for abnormal day working,
[1:07:00]
and then whenever you have a rain, you have what they call storm pumps,
[1:07:05]
which is a second system that is much bigger, that pumps again back to the plant, that additional water.
[1:07:12]
I've opened up the top personally myself and seen [inaudible] grass in that station.
[1:07:19]
there has to be a hole somewhere near one of these ditches,
[1:07:24]
is what we believe is what's happening where you're getting a massive amount of ionide,
[1:07:30]
and the length that that station runs after a rain event.
[1:07:36]
you can see on the attachment, the areas that we've identified again,
[1:07:42]
they're the main corridors, the arteries to the station 8,
[1:07:47]
down alders, down downing. The other locations are areas that we know have a potential of ionide,
[1:07:55]
it's down henderson right next to the giant ditch. We're going to go ahead and make that repair.
[1:08:00]
also in rancho, and some of those backyards,
[1:08:05]
there's been sinkholes in the past.
[1:08:10]
there's been repairs in the past due to the type of pipes, there was a [inaudible] that they call trust pipe.
[1:08:14]
it was a predecessor of pvc.
[1:08:19]
it was a good idea with what they had and it was the best option available,
[1:08:24]
but it's hit its life lifespan. It's time to replace those.
[1:08:31]
the other one, off by itself a little bit or next to ditches again,
[1:08:36]
where we believe there's some high probability of ionide coming in
[1:08:40]
there based off of the amount of water that's coming in those list stations.
[1:08:46]
we're trying to hit the most logical, most prominent places where water is collected even after the rain event,
[1:08:53]
it's in the ditches. You still get a lot of ionide in after the rain is over.
[1:09:01]
the amount of 215,140 is a cap number that we have to meet for the glo.
[1:09:09]
it's part of the grant application,
[1:09:14]
so that's been set by them. We've got to work within that number,
[1:09:18]
which we feel that we can. >> does lift station 8 have another lift station next to it?

what's the one we rehabbed recently over there? >> it was lift station 8. It's not a second lift station.

it's a dry well wet well configuration. >> okay. >> to where, at the time that it was built,

they had the wet well where the influent would come into,
[1:09:40]
and then you'd have another structure beside it, which where are all your pumps and everything.
[1:09:44]
when we rehabbed it, which really worked out well,
[1:09:48]
we were able to utilize suction pumps to get it out of the wet well.
[1:09:54]
I mean, I had to get the pumps out of the dry well, not the hole in the dry well,
[1:09:58]
and use that for additional capacity there. It really worked out, and we rebuilt the wet well structure with cementitious concrete that's been
[1:10:09]
impregnated with materials that keep it from being eroded by hydro-sulfuric gases.
[1:10:17]
>> but now we want to go back and do the dry side? >> no. This is for the collection system itself.
