[24:37] yes uh mr mayor and council this is one of the issues that we really need to

[24:43] act on tonight and hint and because of that we did not

[24:46] eliminate it but the bids for the roof project they

[24:49] were opened uh back in july the lowest in qualified bidder was argio

[24:54] uh notice the proceed was issued on january 27th

[24:57] the reason we're here there is so much time between the bid opening and the

[25:01] notice to proceed that fema because fema was disputing the extent of

[25:05] the damage to the roof and the need to replace it

[25:07] this took several months for fema to agree with city staff and the engineers

[25:12] and it was a lengthy discussion about the extent of damages caused by

[25:16] hurricane harvey and the time delay created the uh the

[25:21] 5755.82 cents cost the original and this is interesting the

[25:25] original architectural plans from 1991 call for rooftop unit curb structural

[25:31] supports for the ac units the rfp bid was created

[25:38] under the assumption that the original plans were followed

[25:42] the contractor discovered that the ac units did not have the structural

[25:46] support as the original design called for

[25:49] without the structural support it would not meet the windstorm units

[25:52] it would not be the windstorm requirements and the units could be

[25:56] blown away during a storm we're now having to correct the problem from years

[26:01] ago this will increase the cost of an

[26:04] additional 26518-26 and the contractor will need an

[26:08] additional 38 calendar days to complete the project

[26:12] fema will inverses 90 percent we carry 10

[26:16] again this is for the most part the biggest part is correcting the problem

[26:20] from years past make a motion that we have

[26:25] change order number one for the roof repairs

[26:29] can we do that yeah but yeah i'll wait for the next one second all in

[26:59] requiring decking to be extended to the second joist this

[27:03] is increasing the amount of deck to be replaced the reason for

[27:06] this is that it was discovered that the existing decking splice

[27:09] is past the first joist and is not attached to a structural

[27:13] member and this has made for a weak connection which we don't want

[27:18] this repair will increase the cost by uh an additional fifteen thousand three

[27:22] sixty uh fema will immerse us again ninety percent on this particular issue

[27:26] staff recommends uh that the uh change order be approved

[27:30] if you so agree okay well i got one question

[27:34] whenever we give out a bid like that for rrsp

[27:38] do the contracts contractors ever come out to the job site and remove any

[27:42] ceiling tiles and look exactly what they're bidding on to know

[27:45] stuff like this right up right from the start that

[27:49] is it seems to me like every time we get a job

[27:53] or we get an rsp that they come and they start the job

[27:57] and then oh guess what we messed up we didn't see this

[28:01] it's an oversight come back with a change order

[28:04] in the future can we really really try to get the the contractors to come out

[28:08] and actually look at the job to make sure

[28:11] that we don't get change orders like this like for instance that one right

[28:16] there if you could have removed the ceiling tiles you would actually be

[28:19] able to visually look and see if that was

[28:23] already set versus just getting the plans

[28:27] or getting this piece of paper and actually just

[28:31] it's okay we can just do a change order it don't make no difference

[28:38] there's that pre-bid conference and of course we walk through everything with

[28:41] the contractors and the pre-bid and so there is an opportunity to find

[28:47] the things you are talking about i cannot explain why they did not find

[39:17] aransas pass as you just heard from the mayor

[39:20] have all approved an emergency declaration

[39:24] and in a meeting with um there was a meeting today

[39:29] at the this level the aransas pass level with department heads

[39:33] emergency personnel the chamber the chamber was theirs also and ems were

[39:41] there also i want to point that out to uh to remind

[39:45] you that we're taking this seriously until we hear otherwise

[39:49] until we hear that there's nothing to worry about

[39:52] right now when the president says no more than 10

[39:56] and we think it's time to to at least look at it seriously

[40:01] there's some things we're doing and you need to be aware of some of the things

[40:04] that we are doing city offices the way we are planning at

[40:08] this point uh we'll operate in normal hours here's

[40:12] some options the pain instead of coming into the

[40:15] office in other words instead of every citizen coming into

[40:19] many citizens coming to the office to pay

[40:22] and that creates that creates large crowds in the lobby many times

[40:26] um the idea was uh presented it's a good idea

[40:31] that the three dollar fee for payment over the phone

[40:34] that's been waived uh evaluate we're again i think in 30 days is that correct

[40:39] 30 days online payments are available and

[40:44] water department drive up box available those are other options

[40:48] for payment mail also is an option that's in the water department

[40:53] under the municipal court three dollar fee over the phone

[40:56] we are waiving that we ran across some issues but i think that's being

[41:08] under building departments three dollar fee for payment over the phone that's

[41:33] library incubator for disease so the library is

[41:37] going to remain open at least at this point but we're

[41:47] the computers now it's possible they could be cleaning off

[41:52] after every usage but what if we miss and uh that's a problem

[46:51] so want to make you aware of all that and make you aware that we're working

[47:21] the mayor has full authority on his own to declare a local disaster

[47:26] that declaration is good for seven days an extension of that disaster would

[47:32] require the governing body so we would have to have a majority of

[47:36] the governing body here or quorum of the of the body here to be

[47:40] able to vote on that extension with that said i really ask each of you

[47:45] to please invoke social distancing and

[47:51] remember that you should not only recognize yourself as an individual with

[47:55] family but obviously your responsibilities to the entire community

[47:58] as as it comes to passing ordinances

[48:02] receiving public funding receiving emergency grants

[48:06] that kind of thing that comes down so this past

[48:09] legislative session it used to be that we had to post

[48:12] an emergency meeting for the city council with a two-hour notice now it's

[48:16] a one-hour notice so i'm going to ask that our council

[48:19] members remain nearby for those emergency meetings you'll have

[48:23] one hour notice to hopefully get back to us and

[48:25] be present for a vote as we talk about how we're not in extreme

[48:31] emergent measures one of the reasons why we have declared the state of local

[48:37] disaster due to a public health is for any federal funding to come down so as

[48:43] we incur any issues in our municipality involving

[48:46] loss of revenue or loss of funding them somehow we at least have

[48:51] the emergency disaster declared for those to be reimbursed

[48:54] hopefully in the future so we certainly must

[48:59] use common sense i am also going to ask as you always do one of the great things

[49:05] about being the city attorney is i call any of you and you immediately answer i

[49:09] call my husband and he never answers but i can call you and you'll answer which

[49:13] is awesome so please make sure that you answer or

[49:17] immediately get back to any phone calls from your city administration which it

[49:20] close of course includes the city manager the

[49:23] city secretary the city attorney and your police chief

[49:28] if we're contacting you obviously we're contacting you for important reasons

[49:32] and we ask that you you keep that in mind

[49:36] with that said in the future if we need to declare any emergent

[49:41] ordinances and we need the governing body to do that

[49:44] i have been trained as a city attorney who's been through several disasters of

[49:48] her own as a city attorney to prepare any ordinance and resolutions

[49:51] that may be necessary so i am a part of your team thank you

[51:47] taking consideration as well too so i know that they won't be looking at

[51:51] locally they're going to be looking at a broader

[51:54] spectrum to do it across the nation so i'm not really sure what's going to

[51:57] happen i've even heard in some cases on the

[52:00] east coast they've turned some hotels into

[52:02] testing zones and facilities and stuff so i don't know where it's going to go

[52:05] right now um but i do know that they've done some official releases

[52:10] uh with the influence of cdc and um who as well so just wanted you guys to

[52:16] know that's what's happening on our site
