[4:36] Hey. Hey. Hey. Heat. Heat.
[4:58] Heat. Heat.
[5:51] Call the meeting to order. the Ashlin Board of City Commissioners. And if you
[5:55] will rise, we'll ask Commissioner Goo to do our invocation. Mr. W, would you lead

[6:16] as we strive to meet the needs of our city and the citizens that live here.

[6:30] Jesus name. Amen. Amen. >> Stand and salute. I aliance to the flag
[6:37] of the United States of America and to the republic for which it stands. One
[6:43] nation under God, indivisible with liberty and justice for all.
[6:52] Thank you, Commissioner. Thank you, Mr. Wartz.
[6:56] » All right. Motion to uh receive and file the agenda presented. So move
[7:00] » second discussion. All in favor say I. I.
[7:03] » All opposed. >> All right. We'll move into our um
[7:08] hearings for mayor and commissioners. We'll start with Mr. Goot. I just want
[7:12] to welcome everybody to this evening meeting and uh just want to say we had a
[7:17] successful work session at the Paramount the other day and I think we discussed
[7:21] many positive projects and it was a it was a great time and uh we had a good
[7:27] Labor Day celebration in Catlessburg. Saw many of you there and uh tomorrow
[7:32] morning we're going to have a 911 service at the riverfront at 8:30.
[7:38] That's all I have mayor. Right, Commissioner Martin. All right,
[7:42] » I just want to welcome everybody here tonight. Uh ARF has a fundraising event
[7:45] until, I believe, 8:00 tonight at their location in the county. So, if you have
[7:49] a chance, maybe uh check that out. Uh they're taking donations for some of the
[7:54] the projects that they're doing. Uh and tomorrow, as Commissioner G mentioned,
[7:58] we have our 911 ceremony. U it would be good to see folks come out to that and
[8:02] support that. >> 8:30.
[8:04] » 8:30. >> All right. Commissioner Renfro,
[8:07] » I have nothing. >> All right. I have just a couple of
[8:10] things. Uh before I do, I have a proclamation I'd like to do today. But
[8:14] um exciting news on our conference center that um a lot of work you've seen
[8:19] been going on uh down on the 14th in Winchester. Uh nice big crane uh down
[8:26] there. That's a sign of progress. And I understand that uh next week you'll
[8:31] start seeing things vertical that the uh steel is going to be arriving next week
[8:36] and you'll see a lot of progress of starting to go up and that's that's um
[8:41] really exciting for me. Uh just a word of um uh information that Kentucky Power
[8:47] is about to dark embark on putting um new meters on everybody's um uh homes
[8:54] and um for service. They're going to start that in in October and you'll hear
[8:59] more about that in the in the future. Just a just a heads up. Uh and our of
[9:05] course our 911 um ceremony tomorrow. Uh that's going to be uh on the riverfront.
[9:11] But I do have a proclamation. This is uh National Service Dog Month and I've
[9:18] asked Ashley Lane. She has a new partner. Um, if you will come up to the
[9:24] front, I will uh read this proclamation.
[9:39] » I'll come out here. >> Okay.
[9:47] » Do I need to go up? Okay. >> Yeah, you're good.
[9:52] As a as a former canine officer in Alexandria, Virginia, I worked a dog on
[9:57] the street for seven years. So, I know uh what Miss Lane is is going through
[10:02] with a with a new partner and would like to read this proclamation.
[10:08] Whereas we believe in the joyful transformative power of the human canine
[10:14] bond and inclusivity of all citizens. Whereas in the United States, more than
[10:20] seven 70 million adults and children have a disability and only 16,000
[10:26] service dogs from accredited training programs exist nationwide and the need
[10:32] is growing. Whereas K9 Companion is a nonprofit organization that enhances the
[10:38] lives of people with dis disabilities by providing expertly trained service dogs
[10:44] and ongoing support to ensure quality partnerships. Whereas K9 companions and
[10:50] their service dogs empower people with disabilities to lead a life with greater
[10:55] independence by providing best-in-class training, ongoing followup and services,
[11:01] and a deeply committed community of support. Whereas the National Service
[11:06] Dog Month aims to educate our community about the benefits of service dogs and
[11:11] the laws protecting them. Whereas in the 250th year of our nation, the city of
[11:18] Ashlin continues to support uh toward becoming an inclusive community in which
[11:26] all citizens and their trained service dogs are embraced. Now, therefore, Mayor
[11:32] Chuck D. Charles along with our city commission in recognition of service
[11:36] dogs and the adults and children with disabilities in our community do hereby
[11:42] proclaim September to be National Service Dog Month.
[12:00] » All right. Thank you. Thank you. >> And good luck.
[12:04] » Thank you. >> She's going through a lot of different
[12:08] training now and uh support training uh with the which probably have for several
[12:14] more months to uh to work with uh her new companion.
[12:20] » Good luck. >> Thank you. See you later.
[12:24] » See you.
[12:34] Okay. Uh let's move on. The city manager report.
[12:38] » I have no report uh at this time, sir. >> Okay. We'll move into our public u
[12:43] participation if we have anybody in the audience that'd like to address the
[12:47] commission. Now is the chance to do that.
[12:53] » Okay. Hearing none, we'll move into our old business. Item
[12:58] A, second reading and final adoption of an ordinance entitled an ordinance of
[13:02] the city of Ashlin, Kentucky, amending section two of ordinance number 59
[13:06] series of 2026, which is commonly known and referred to as the FY2026 2027
[13:11] budget ordinance of the city of Ashland. >> So move second.
[13:16] » Discussion. All in favor say I. >> I. All opposed. Consent agenda. A
[13:22] resolution of the city of Ashlin, Kentucky, adopting, authorizing, and
[13:25] approving the course of action presented by the city manager on the items
[13:29] appearing on the consent agenda for the regular meeting of the board of city
[13:32] commissioners of September 10th, 2026. >> Second.
[13:37] » Yes. >> Discussion.
[13:42] All in favor say I. >> All opposed.
[13:46] New business. Item A,
[13:51] » first reading and approval of an ordinance entitled an ordinance of the
[13:54] city of Ashlin, Kentucky, authorizing, directing the mayor to execute a real
[13:57] estate purchase agreement between the city of Ashlin, Kentucky and George and
[14:01] Sandy Arnold for the purchase of property located at 1013 Carter Avenue
[14:05] by the city of Ashland in the amount of $55,000 and authorizing the mayor to
[14:09] execute any and all documents associated with andor necessary to complete said
[14:14] purchase of real property. So move
[14:17] » second. Uh on the discussion, Chief, um I I know there's tenants into that
[14:23] building. Do you have um a timeline of what you're going to do with that
[14:29] » when? >> We don't have any timeline established
[14:33] at this time. >> Uh in the in the agreement, is there any
[14:37] mention of a tenant? >> Uh no, I found out about that uh
[14:41] yesterday. >> That's what I understood.
[14:43] Um >> yeah, I think they're looking for a
[14:46] another location um at the time. That's why I want to try to
[14:50] » Yeah. Well, ordinarily they'd be entitled to 30-day notice.
[14:56] » Okay. How many tenants are in the building? Do you know?
[14:58] » As far as I know, it's it's one possibly a couple others that maybe do a sub
[15:04] lease situation. I'm not 100% sure. >> These beauty salons, they rent
[15:08] substations to the different butians. There there is u if if the commission
[15:16] wants to table it till the next meeting to consider and we can reach out to them
[15:20] that's certainly an option. Um we haven't done a title search yet. There
[15:25] is an appraisal that's been provided and so we do have that. But there's
[15:28] certainly time that uh you know between now and closing that something could be
[15:33] worked out with the tenants. Well, I think, you know, I think we can proceed
[15:36] on this or I wouldn't care to as long as we um and and they're aware that the
[15:43] » Well, they are, but I mean, they've just been told, you know, that the property
[15:46] is being sold, and that's not necessarily adequate notice.
[15:50] » Yeah, I I agree with that. Um, I mean, I think probably what we need to do is
[15:55] either amend the agreement or we get some kind of a waiver or consent from
[16:02] the tenant that, you know, the sale can go forward. I mean, I
[16:07] » these people have rights and >> they need to be recognized.
[16:11] » I want to make a motion to table this until the next meeting that would allow
[16:16] um Mr. Wheeler to reach out to the owner, see if there's some type of
[16:19] agreement in place. There is no lease, but I'll reach out to the tenants
[16:23] directly and find out what what their position is. I I'm
[16:28] was advised yesterday when I found out that there was a tenant that there is no
[16:32] written lease, but >> yeah, I just found out this morning
[16:34] still 30-day notes. >> This is news to me also.
[16:38] » I I thought it was vacant. >> Well, you know, we were just approached
[16:41] about the sale, not about anything else. So,
[16:44] » yeah, I mean, I just found out that the tenants exist this morning,
[16:47] » right? attendant called me and asked me how many days she had before she had to
[16:51] get out. Well,
[16:55] I'll get back with you. >> Well, since everybody found out today, I
[16:58] found out about 14 minutes ago. >> So, that's why I want to table this to
[17:03] the next meeting. >> Move to table.
[17:07] » All right. >> He already did. So,
[17:08] » he already did. All in favor of tableabling say I. All opposed.
[17:14] » All right. Uh item B, first reading and approval of an ordinance entitled an
[17:18] ordinance of the city of Ashlin, Kentucky, authorizing directing the
[17:21] mayor to execute an agreement with the Salvation Army of Ashlin, the subreient
[17:25] of $10,000 for operating costs for from the community development block grant.
[17:30] » Move. >> Second.
[17:33] » Second discussion. >> All in favor say I. I.
[17:37] » All oppos show Marty's abstension.
[17:41] » Yes. Got
[17:45] it. Item C, >> reading an adoption of a municipal order
[17:49] entitled a municipal order of the city of Ashlin, Kentucky, authorizing the
[17:52] Ashlin Fire Department to submit an application for the Marathon Petroleum
[17:56] Grant in the amount of $32,000 and if awarded authorizing and directing the
[18:00] mayor to execute any and all other documents related to the acceptance of
[18:04] said grant. >> Some move second. Uh on on this one,
[18:11] Chief, does anybody have this uh system in the area?
[18:20] » I mean, will be be the first or the only?
[18:22] » I believe the only department that has uh these capabilities currently is the
[18:27] Grayson Fire Department. >> The Grayson. Okay. All right.
[18:31] » Okay. Anything else? Okay. All in favor say I.
[18:35] » All opposed? Item D, reading an adoption of municipal order entitled a municipal
[18:41] order of the city of Ashlin, Kentucky, authorizing and directing the mayor to
[18:44] execute a grant agreement in the approximate amount of $145,000
[18:49] between the city of Ashlin, Kentucky and the county of Boyd, Kentucky, the county
[18:53] of Greenup, Kentucky, the Ashlin Boyd County Airport Board, and the US
[18:57] Department of Transportation Federal Aviation Administration for a project to
[19:01] construct slashexpand a hanger at the Ashlin Regional Airport.
[19:08] So moved. >> Second.
[19:10] » Uh discussion. Do we know if there'll be a match to this? Is this 100% funded?
[19:15] » As far as I can tell, >> it's probably I just spoke with um Mr.
[19:18] McGinness um this morning just to get a little bit more detail and that I think
[19:25] they're um some of the work. This is only the dirt work that they're actually
[19:30] doing. And they're going to add six more hangers and kind of down toward where
[19:35] Ashen Oil's hanger was. Uh so this is basically just the dirt work.
[19:40] » Okay.
[19:43] » Any other questions? All in favor say I. >> I. All opposed.
[19:49] » Item E. Reading and adoption of municipal order entitled a municipal
[19:53] order of the city of Ashlin, Kentucky, authorizing and directing the mayor to
[19:56] execute an interlocal cooperative agreement for the regional custody,
[20:00] maintenance, and shared use of an underwater remotely operated vehicle ROV
[20:04] between the FICO area development district and Boyd, Carter, Elliot,
[20:08] Greenup, and Lawrence County Emergency Management Agencies designating the city
[20:11] of Ashlin, Ashlin Fire Department as the custodial agency of said ROV.
[20:17] So move Second.
[20:22] » Second >> discussion.
[20:25] All in favor say I. I. >> I. I'll show
[20:28] » show my abstension. I drafted the agreement.
[20:30] » Yeah. Yeah. >> Well, I'm glad that um it's going to
[20:36] stay with me. >> We're the logical place to be the
[20:39] » Yes, I agree. All right. Uh do we need to go into an
[20:45] executive session? We go into close uh session to discuss individual personnel
[20:51] » um and also a uh a potential property acquisition and actually there'll be one
[20:57] other individual personnel matter so multiple individual.
[21:00] » Okay. All right. Motion second. All in favor say I. High.
[21:29] You feel me?
