[0:07] order and the time is 8:45. Uh to start with I'll read our land

[0:13] acknowledgement. We respectfully acknowledge that the

[0:16] township of Asphodel Norwood is located on the Treaty 20 Missagi territory in

[0:21] the traditional territory of the Missagi and Chipoa nations collectively known as

[0:26] the Williams Treaties First Nations which include Curve Lake, Hayawwa,

[0:31] Alterville, Skugog Island, Rama, Bole and Georgina Island First Nations. The

[0:39] township of Asadel Norwood respect respectfully acknowledges that the

[0:43] Williams Treaty First Nations are the stewards and caretakers of these lands

[0:48] and waters in perpetuity and that they continue to maintain these

[0:53] responsibilities to ensure health and integrity for generations to come.

[1:49] Sorry about that. No problem. Turning old cat with a hairball. It's the

[1:55] allergies. So DPH uh well-known developer here. Uh they've done Nor Park

[2:03] phase 1, phase 2, phase three. We're now uh getting deep into Nord Park phase 4.

[2:10] So the uh first up was an official plan amendment

[2:15] and a zoning bylaw amendment. Those were all approved. Then they did a consent

[2:19] application that was approved. Uh this uh development will be 148 units

[2:28] uh at the uh west end of Alpine Street in

[2:32] the village of Norwood. The subdivision represents the fourth phase. There's

[2:38] going to be 96 single detached dwellings and 52 town homes.

[2:43] And the development will uh provide an extension to Alpine Street, three

[2:48] internal streets and a storm water management pond, sanitary pumping

[2:53] station, green space, parkland, walkways, and servicing corridors.

[2:59] And during the preliminary functional servicing review, the town of the

[3:03] township infrastructure, we noted that uh off-site works were

[3:08] required on Alpine Street, County Road 40, and Wellington Street.

[3:13] Alpine Street and County Road 40 off-site work, cost sharing,

[3:17] construction contracts. We will bring them forward to the council at a later

[3:22] date, but just to give you a heads up that it it'll be coming and fairly soon.

[3:27] Uh the township solicitor drafted the North Park phase three uh cost sharing

[3:32] agreement and uh we more or less mirrored that same agreement uh to for

[3:38] to save costs and everything. We just used the same one. worked well for our

[3:42] other agreement. Uh this one, the developer is

[3:46] responsible for 65% of the costs and the township

[3:50] is uh responsible for 35% of the costs. So the scope of work uh it's laid out in

[3:58] the uh contract that was attached to to the uh report.

[4:05] There's a huge list of items and so I just uh shortened it down to include

[4:11] site preparation, removals, erosion control, servicing,

[4:15] and road construction. And if you look in the report, you'll see that there's,

[4:21] you know, a dozen or more items under each of those on how they're going to do

[4:25] things. So this uh strengthens our community

[4:32] for the uh strategic plan and probably you could tick off a few other items in

[4:36] the strategic plan as well. uh financial uh implications. The 148

[4:44] dwelling units uh uh this work that we do now will give us

[4:49] another 94 units. But eventually that 94 units and eventually when the 148 units

[4:57] is constructed, we have a potential of uh some nice annual tax revenues and

[5:03] waste water or water revenues and wastewater revenues.

[5:09] Uh along we'll have development charges so we can put some money back into the

[5:13] reserves which is a great thing help with everything. We'll have building

[5:17] permit fees and we'll have uh water and wastewater connection fees as well. So

[5:23] it helps the water and the wastewater department.

[5:27] Uh the township will fund 50% of our portion of that 35%.

[5:34] uh

[5:37] I have on the report through reserves but that's uh an error should be uh

[5:42] through our approved budget that we did so just so that everybody is aware of

[5:47] that that uh I should have said budget not the reserves and then the 50% of the

[5:53] project will be funded through the development charges and the wastewater

[5:58] connection fees uh as each building permit is issued the

[6:02] development charges and the wastewater connection fees when we collect them the

[6:06] fees will be remitted back to the contract

[6:11] contractor which is Baltter Contracting Limited and that's acknowledged in the

[6:16] contract. Uh we did a quick estimate to see uh what that actually looks like.

[6:22] And so for the uh for the road construction part, it's about six

[6:27] dwelling units. And uh for the uh uh servicing work for sanitary and all

[6:35] that type of stuff, it's about nine permits. So uh that's really good. Yeah.

[6:42] So it's not like it's eating up all of our monies, right? And so engagement

[6:46] we've uh Adam and Jeff and uh Jordan and and DPH of course

[6:56] and uh so once built out the conclusion of that I said uh it'll realize uh

[7:02] annual taxes revenues water wastewater revenues

[7:07] and I think and I don't know a lot about the township asset management plan but I

[7:12] know that if it's in a a poor or medium category ory now that it's either going

[7:16] to end up in a better category or excellent category. And I'm uh Jordan

[7:22] might be able to say what category would end up being, but if it's brand new, it

[7:26] has to be in excellent condition. Yeah, it is legit. Like, yeah. So, if you tell

[7:33] them it is if that is a uh if that's a category, and I'm assuming it is. I've

[7:38] seen some of them before. And I'd be happy to answer any questions if you

[7:43] have any. And Jordan's here to talk about money and Adam's here if you need

[7:48] a size. I only had one question. I I look

[7:52] at efficiencies and I was talking dead this morning. I was hoping Jeff would

[7:55] have been here. $14,000 almost $15,000 to rip the

[8:01] ashvault up. It's only a couple days work. I didn't know if our guys could

[8:05] handle doing that. if the if um Jeff had the time and resources to put two guys

[8:11] at doing that. I just I just try and look at all savings at all possible. But

[8:17] uh we'll definitely look at that moving forward because the ashold can go to the

[8:22] pit and when they're out there crushing the pit then crush that ashalt and then

[8:26] we've got some maybe some more decent material that we can use somewhere. Mhm.

[8:40] Wellington, no no change to them in terms of obviously they'll be rehooking

[8:51] a heads up letter that. So, we'll hand deliver that or there's only eight

[8:56] houses. Yeah. Yeah. just because their roads going to be ripped up for a couple

[9:00] months. Yes. Reality. Uh so just so they can understand why it's being ripped up,

[9:05] no impact to them just other than obviously inconvenience.

[9:14] have a a start date and kind of an estimated end date on the on the

[9:18] construction? We do. Was it in there? I think the start date

[9:23] was uh June. June. Oh yeah, June 2nd. That's why I was asking. Yeah, I knew it

[9:28] was June the second and then completion by August 1st. Okay. So, kind of just

[9:34] July dropped 3 weeks beyond that probably. No, but with the June 2nd, I I

[9:39] just didn't know like because we're already delayed. Does that change their

[9:43] timeline? Because did they go to another job? You know, that was my fear, you

[9:47] know, because we didn't hit that June second. Are they off to somewhere else?

[9:51] Is our start date going to be in June or later? Yeah. I haven't been in contact

[9:55] directly with them, Jeff. They're eager to get out on this job. Okay, good,

[9:59] good, good. Because it's just once you get into fall and then you get crappy

[10:03] weather and so that was good. When I when I saw we surpassed June 2nd, I

[10:07] thought, oh, yeah, this is very timesensitive and we could have rain

[10:16] Just to add to that, Justin Kogan was in three weeks ago and I asked him Shannon

[10:22] Herman about all three projects um from a budget standpoint what it looked like

[10:27] if it's going to be in here and he assured us that the intention is all

[10:32] three will be done this 2025. Very good. And sorry like Wellington

[10:39] County Road 40. Yeah. All done. Wow. Vicious. We will see. Um, okay. The

[10:47] other thing I wanted to add is that the 50% fronting of our costs,

[10:54] we still have to pay it just through not taking in the development charges.

[10:59] That's number one. Also, we have it in the wastewater budget and the

[11:03] transportation budget this year to cover our costs, but we also have the revenue

[11:07] in the wastewater budget for the 22 uh sanitary hookups. So that is about, you

[11:14] know, over 250,000 that we're not going to take in. So it's not like we're going

[11:18] to have 250,000 where we can pick another project and go out and spend

[11:23] that money. Um I would my recommendation is

[11:28] keep the spending to a minimum minimal uh for the time being. Once we've once

[11:36] they've got the permits and they move forward with those additional homes over

[11:39] 22, then that's when we should start to okay take in some development charges

[11:44] and and hopefully start to build some reserves and and we can utilize some of

[11:48] those funds. But they're giving us 50% upfront

[11:52] ultimately we're paying it and we're actually paying

[11:55] almost 500,000 this year just back they take their 22 which they are. So yeah,

[12:01] it's not like it's half a million that we can So once we spend somewhere else,

[12:06] once we get past that 22 homes, then there should be them are golden. Yeah.

[12:13] Yeah. Unless there's uh Okay. Unless there's more Okay. construction. But do

[12:20] you aware of any after this? No. close back to the but I

[12:25] would I would think that it would take more like the six and the nine is the

[12:29] the numbers that we did for uh this Wellington Street. So when I bring uh

[12:35] County Road 40, I'll I'll have new numbers for those ones and then new

[12:39] numbers for uh Alpine Street. So it may end up being like 30 or so or so. Uh

[12:48] we did figure it out a long time ago just to see where our break even point

[12:52] was on it. And uh I just don't remember those numbers off the top of my head

[12:57] right now. And so if I may for you mayor um so all the traffic control is the

[13:03] responsibility of the contractor. Yes. So we don't have to worry about any

[13:08] anything like that? No. Okay. Uh, councelor Walsh. Mayor, um, again,

[13:16] we don't have the costing of the two projects, but do we feel comfortable

[13:19] what we have in the budget? Jordan, did they give you an indication when that

[13:22] they said they were going to do all three this year? Are we comfortable

[13:25] what's in the the the transport or not the transportation budget, yeah,

[13:29] transportation and the wastewater budget that we should be close? We we our

[13:35] budget numbers are a little bit off. Okay. like given the fact that they're

[13:38] fronting that 50% and they're only taking the 22 permits this year, we

[13:44] should be fine. There are some engineering costs and stuff that have

[13:47] popped up. Um, but for this year, for this project, yeah, we should we should

[13:52] be fine. Really, it's a great help and bat for us and 5% originally, which

[13:58] would have handcuffed us a little bit and really driven the budget numbers

[14:02] even more. So, we're able to get to 50, which alleviates some pressure. Yeah. Um

[14:07] but again, we got to pay it ultimately, right? So, yeah, it just comes a little

[14:13] bit further down the line. So, question for you, Adam. Um I know it's is it 94

[14:20] 96 homes? 94 that maxes it at. Question for you. If you have a pumping station

[14:27] up there and it's holding back, can those numbers go up or not? Do you

[14:32] don't know off hand or off hand? That's at the end of the day that all that

[14:37] water got to go through right. So by an hour or two or if they just at night and

[14:44] the flow are lower it might help but when the plants it's still got to be at

[14:48] capacity there's no more room for Okay. I just wanted to verify that. Yeah.
