discuss?
[3:48]
Councillor Shine.
[3:58]
» Thank you, Mayor Ferguson. Um yes, CEO
[4:00]
Young, can you just give me an update as
[4:02]
I wasn't at that meeting on what's going
[4:04]
on with the downtown porta potty?
[4:07]
Um
[4:07]
>> The main street?
[4:08]
» The main street?
[4:08]
>> Yes.
[4:09]
» Yes.
[4:09]
>> Yes. Um so so it was agreed that we
[4:12]
» Yes. Um so so it was agreed that we
[4:12]
would still move forward that regardless
[4:14]
of I mean, we're still waiting on on the
[4:15]
NOHFC application, obviously, right? Um
[4:18]
but because the application is in, uh
[4:20]
there are certain eligible expenses, so
[4:21]
we believe that that would still be an
[4:23]
eligible expense that would be um
[4:24]
captured if we're successful in uh the
[4:28]
grant.
[4:29]
Um moving forward with uh it was Cherry
[4:31]
Industrial, I believe, was the one,
[4:33]
right? So, it was kind of a
[4:34]
It's not a porta potty, too. It's a
[4:36]
semi-permanent sort of one, right? So,
[4:38]
what we did is it took some time to
[4:39]
figure out if the lot was serviced or if
[4:41]
we would have to be um basically moving
[4:43]
like ripping up the sidewalk and stuff.
[4:45]
We've determined that we believe the
[4:46]
services are past the sidewalk,
[4:49]
uh which is really really good. So, it's
[4:51]
just a matter of um being able to to get
[4:54]
it get it here and then and then get it
[4:55]
installed. The other problem is is that
[4:58]
the way they're designed, the the
[4:59]
infrastructure comes up from the back
[5:00]
and it's kind of exposed, so we're going
[5:02]
to have to
[5:03]
kind of work with it to try and make
[5:04]
sure that it's um enclosed in that. So,
[5:07]
uh um slow progress, but moving forward
[5:09]
um and and uh getting that there.
[5:11]
>> Perfect. Thank you.
[5:14]
» Perfect. Thank you.
[5:14]
>> Councilor Martin.
[5:15]
» Councilor Martin.
[5:15]
>> Thank [clears throat] you. I I don't
[5:16]
» Thank [clears throat] you. I I don't
[5:16]
know if I can ask. I wasn't at that
[5:18]
meeting, either, and uh
[5:20]
I made a motion to accept those minutes,
[5:22]
and I wasn't at the meeting, so I don't
[5:24]
know if I can do that or not, but
[5:25]
whenever. Um
[5:27]
With the uh So, are we waiting for the
[5:31]
approximately $10,000 before we order
[5:34]
that to see if we get it with the grant
[5:36]
or
[5:37]
>> No.
[5:38]
» No.
[5:38]
>> It was about 10 grand for that, right?
[5:39]
» It was about 10 grand for that, right?
[5:40]
>> I I mean, I I think by time it's it's
[5:41]
» I I mean, I I think by time it's it's
[5:41]
all said and done, it'll probably cost a
[5:43]
little over $25,000, but but because
[5:45]
we're using with installation and
[5:47]
everything, not just the the purchase of
[5:48]
a year and shipping costs are are are
[5:50]
really expensive as well. Um because we
[5:53]
are because we have budgeted funds set
[5:56]
aside for the project as well like we'll
[5:57]
be able to to pay for that as well. Um
[6:00]
but it would it would be part of the
[6:02]
eligible expenses if we're successful in
[6:04]
the NOHFC grant. If we're not
[6:06]
um then it's just money that we've used
[6:08]
from the budget for that project to get
[6:09]
it done. So either way yeah.
[6:12]
>> Okay.
[6:14]
» Okay.
[6:14]
When when we do the water on the back I
[6:16]
know we're maybe getting off topic here.
[6:18]
If there could be a water spigot on the
[6:20]
back of that so that we can water
[6:22]
flowers and pressure wash and that
[6:25]
should all be coming into the
[6:27]
engineering or design discussion. Thank
[6:29]
you. Perfect. Thank you.

[6:33]
» Also Alliance
[6:33]
>> Just seeking a little clarification on
[6:34]
» Just seeking a little clarification on
[6:34]
the same topic from CAO Young. Um you
[6:37]
mentioned that the service comes up out
[6:39]
of the ground into the back of
[6:41]
the
[6:42]
building itself.
[6:43]
Um is it going to be insulated so that
[6:45]
it will be year round or is it just um
[6:48]
>> This is this will be open um
[6:51]
» This is this will be open um
[6:51]
it's seasonal.
[6:52]
>> Seasonal? Okay. Just want a
[6:53]
» Seasonal? Okay. Just want a
[6:53]
clarification on that. Thank you.
[6:59]
» Councilor Shaw
[7:00]
>> Thank you Mayor Ferguson. In regards to
[7:03]
» Thank you Mayor Ferguson. In regards to
[7:03]
the cleaning of the downtown we'll call
[7:05]
it washroom.
[7:07]
Um actually I got permission from the
[7:09]
RBC bank. They're going to figure out
[7:11]
how I can hook up a hose to it so it
[7:13]
will reach far enough over and then be
[7:15]
able to use that to clean the insides
[7:17]
and things like that. They were quite
[7:19]
willing to help us in that matter.
[7:27]
» At the risk of turning into a
[7:30]
outhouse meeting we will
[7:32]
move on to
[7:34]
the next order of business.
[7:37]
No delegation so we will go to fire and
[7:40]
property, bylaw number 36-26,
[7:45]
agreement with Kenora Central Ambulance.
[7:47]
Moved by Councillor Johnson, seconded by
[7:49]
Councillor Lyons. Resolved that bylaw
[7:52]
number 36-26
[7:54]
be a bylaw to enter into an agreement
[7:56]
with Kenora Central Ambulance
[7:58]
Communication Center for fire dispatch
[8:01]
services be read a first, second, and
[8:03]
third time and finally passed.
[8:05]
In favor?
[8:08]
Carried.
[8:19]
Next is the Museum of Atikokan meeting
[8:22]
minutes, June 25th. Councillor Shine.
[8:25]
>> Thank you, Madam Deputy Mayor. You have
[8:27]
» Thank you, Madam Deputy Mayor. You have
[8:27]
the minutes before you.
[8:29]
Um, I'd like to clarify a few things
[8:31]
under eight, new business, the strategic
[8:34]
plan amendments. Last week, Councillor
[8:37]
Lyons and I met with the curator for the
[8:39]
museum, um, in regards to the strategic
[8:42]
plan, and we have asked her to create,
[8:45]
um, a risk assessment of the Legion
[8:49]
point as to what needs to be repaired,
[8:52]
what needs to possibly be replaced.
[8:54]
Um,
[8:55]
she's going to come up with a format,
[8:57]
she's going to come up with a grading
[8:59]
system so that we can do that, then we
[9:01]
can figure out what we have to do in
[9:03]
regards to assets.
[9:05]
Then that can help us settle our issues
[9:08]
in regards to the strategic plan. We
[9:10]
will not move forward with the strategic
[9:13]
plan until those have been completed.
[9:15]
For example, one of the major things
[9:17]
that needs to be have a risk assessment
[9:19]
on it is the log cabin, the deck is in
[9:21]
need of dire repair. Some of the
[9:23]
neighbors across the road have been
[9:25]
repairing it, but that's going to we
[9:27]
went through a couple of things with her
[9:29]
and outlined some of the things that we
[9:30]
felt were important that get a risk
[9:32]
assessment done on them. And then we'll
[9:34]
move forward with that, um, in the
[9:35]
future at one of our next board
[9:37]
meetings. And I do want to say um it was
[9:40]
a very good meeting. We're very happy
[9:42]
and we're quite proud of the fact that
[9:45]
she's working well with the CEO and the
[9:47]
other managers within the organization
[9:49]
so that things flow really well.
[9:55]
» Councilor Johnson.
[9:56]
>> With your permission, I was just
[9:57]
» With your permission, I was just
[9:57]
interested
[9:59]
>> [clears throat]
[9:59]
» [clears throat]
[9:59]
>> since the name change of the museum what
[10:02]
» since the name change of the museum what
[10:02]
was the percentage of increase in
[10:06]
the visitors
[10:08]
to the museum?
[10:12]
» It's at the bottom for April and May.
[10:14]
Uh the Oh, you want a comparison? I can
[10:16]
ask her to do a comparison.
[10:17]
>> the old name to the new name cuz we were
[10:20]
» the old name to the new name cuz we were
[10:20]
told that when you
[10:22]
the with the new name change the younger
[10:24]
people would be
[10:25]
more inclined to come to visit the
[10:27]
museum.
[10:28]
>> I'll get that for her to get that
[10:29]
» I'll get that for her to get that
[10:29]
together for you for the next meeting.
[10:31]
>> Okay, thank you.
[10:32]
» Okay, thank you.
[10:32]
>> No problem.
[10:33]
» No problem.
[10:33]
>> Councilor Martin.
[10:35]
» Councilor Martin.
[10:35]
Thank you, Mayor Ferguson.
[10:36]
Um Councilor Shine, uh during your risk
[10:39]
assessment uh
[10:41]
you might want to consider um
[10:44]
how to keep the kids off the Euclid. I
[10:47]
witnessed that
[10:48]
>> two on the risk assessment.
[10:48]
» two on the risk assessment.
[10:48]
>> Okay.
[10:49]
» Okay.
[10:49]
>> [laughter]
[10:50]
» [laughter]
[10:50]
>> There was kids jumping
[10:51]
» There was kids jumping
[10:51]
>> on the risk assessment was the old
[10:53]
» on the risk assessment was the old
[10:53]
wooden building. Number four was the
[10:55]
caboose because we've had to weld that
[10:57]
closed because of the significant damage
[11:00]
inside of it. So, um yes, I chased a
[11:02]
bunch of kids off on July 1st.
[11:04]
>> That fencing might be the only way there
[11:06]
» That fencing might be the only way there
[11:06]
to uh the parents don't seem to
[11:10]
>> And long gone are the days thinking
[11:11]
» And long gone are the days thinking
[11:11]
doesn't matter how many signs we say
[11:13]
stay off, stay off. If somebody gets
[11:16]
hurt, we're going to be liable.
[11:18]
So.
[11:19]
That's number two on on the risk
[11:21]
assessment.
[11:22]
>> It would be nice to see that Euclid
[11:24]
» It would be nice to see that Euclid
[11:24]
sandblasted and painted up and stuff
[11:26]
too. So, that that would have to be a
[11:28]
budget item. Well, thank you.
[11:30]
>> why doing this.
[11:30]
» why doing this.
[11:30]
>> Thank you. Great.
[11:32]
» Thank you. Great.
[11:33]
>> Councillor Stimson.
[11:33]
» Councillor Stimson.
[11:33]
>> Uh thank you, Mayor Ferguson. Uh yeah,
[11:35]
» Uh thank you, Mayor Ferguson. Uh yeah,
[11:35]
just a little follow-up to uh Councillor
[11:38]
Johnson's question. Um we have to
[11:40]
remember that that wasn't Patty that
[11:43]
pushed for that name change and said
[11:45]
that they would get more people. It was
[11:47]
uh the past curator, not not her.
[11:49]
>> Okay. Thank you.
[11:51]
» Okay. Thank you.
[11:51]
>> She has the statistics. I'll get her to
[11:53]
» She has the statistics. I'll get her to
[11:53]
prepare a comparison for you.
[11:56]
>> But I will say one thing though. It it
[11:58]
» But I will say one thing though. It it
[11:58]
it does look uh
[12:01]
I've gone in to see every time she puts
[12:02]
on a new show and uh
[12:05]
uh she does a good job doing that. And
[12:08]
uh I can see here uh in May the number
[12:10]
of visitors was pretty good.
[12:13]
Thank you.
[12:16]
» Thank you. Anything else for Councillor
[12:17]
Shaw?
[12:19]
Seeing none, we will move on to
[12:23]
District of Rainy River Services Board.
[12:27]
July 16th board meeting.
[12:29]
Uh I attend this. You have the the
[12:32]
minutes in front of you. Uh one thing I
[12:34]
would like to point out is
[12:37]
uh the DSAB is looking at
[12:40]
renovating or tearing down the school.
[12:43]
They bought the St. Michael School
[12:45]
property and that had the school at uh
[12:48]
Fifth and Fernet.
[12:50]
If anybody's
[12:52]
knows Fort Frances where that corner is.
[12:55]
Uh and I reported last meeting that it
[12:58]
was
[12:59]
uh
[13:02]
recommended to tear it down instead of
[13:04]
renovate it.
[13:05]
Uh which is kind of interesting what we
[13:08]
have with going on to Northstar. I'd
[13:10]
just like to say that it's two separate
[13:12]
entities and it's two separate
[13:15]
uh quality of buildings that have been
[13:18]
bought. So, if you go through
[13:21]
the St. Michael School and you go
[13:22]
through Northstar, it's it's apples and
[13:24]
oranges on there. But there was a
[13:26]
delegation from the neighborhood uh
[13:28]
concerned about the uh more more
[13:32]
traffic, more more people living there,
[13:35]
uh more infill. So, uh just something
[13:38]
that's going to come up when anytime we
[13:41]
do anything in town, there's probably
[13:44]
going to be a group of people that are
[13:46]
going to push back and don't want the
[13:47]
change on it, too. So,
[13:49]
uh
[13:50]
But, other than that, that's uh
[13:53]
there's going to be uh oh, there's going
[13:55]
to be uh
[13:57]
work done on Fotheringham Court. There's
[13:59]
structural and sanitary repairs that
[14:02]
need to be completed, uh rather
[14:04]
extensive
[14:05]
uh
[14:07]
rebuild on that uh maintenance, but it
[14:10]
is going to be
[14:11]
brought up and repaired this year. So,
[14:14]
that is moving forward on that. So, any
[14:16]
other questions with the D sub report?
[14:20]
Seeing none,
[14:22]
uh we will go to other business.
[14:24]
Atikokan Classic request to waive fees
[14:27]
resolution.
[14:28]
Moved by Councillor Lyons, seconded by
[14:30]
Councillor Johnson. Resolve that council
[14:32]
waive
[14:33]
the porta potty fee rental for the
[14:36]
Atikokan Classic.
[14:38]
In favor?
[14:41]
Carried.
[14:50]
And as we have no in cameras or uh
[14:52]
anything else, we will go move by
[14:55]
Councillor Enou, seconded by Councillor
[14:56]
Simpson. Resolve that this meeting do
[14:58]
now adjourn. In favor?
[15:01]
Carried.
[15:02]
Thank you, everybody.
[15:06]
Good clerking.
[15:09]
5:15.
