[44:49] Revenue Finance committee met on Wednesday August 5th

[44:52] and there are a couple items I would like to go older at

[44:56] 303 North South Carolina Avenue affordable homes are

[44:59] going up there and cdpg funds will be available for that

[45:03] project.

[45:05] Also there are additional funds $18,000 that's going to go

[45:09] toward upgrades for fishermen's Park pump station.

[45:14] And then repairs are going to start happening at all Wars

[45:18] Memorial at the tennis court and lessons will be taught there

[45:22] and that amount is about 49 000 that's the end of my report

[45:32] this month included a councilwoman Laka myself director

[45:46] the meeting began with updates from the director of public works Crystal Lewis.

[45:51] Several resolutions were approved to appear on the August 19

[45:55] Council agenda including amendments to the

[45:58] crda intergovernmental Grant for

[46:02] street lighting and the rejection of an

[46:05] unsustainable 1.4 million dollar bid for

[46:08] pump system controls.

[46:11] We had a very good conversation about pump maintenance

[46:15] I thought it was worth sharing with the group out here if you think about it

[46:20] that piece of flood mitigation equipment is relatively new

[46:24] for barrier island towns and to date the county

[46:27] utility Authority is kind of taking the lead in terms of being a shared service

[46:31] but in our case given the magnitude of what we have

[46:36] of we're looking first for private option which is very expensive

[46:41] and it really begs the question what happens when we get more pumps

[46:44] that are needed to deal with flooding who's going to maintain it so there's

[46:48] at least from my opinion an opportunity to look at a future Authority

[46:52] to deal with this not only for Atlantic City, but for other towns that are always

[46:56] increasing the number of pumps that they have. It's not enough to

[46:59] buy them, they need to be maintained.

[47:03] In old business in the committee we reviewed progress of multiple

[47:06] neighborhood infrastructure items there are some installed no

[47:10] parking signs on Winchester Avenue between Jackson and

[47:13] Montgomery Avenues that need adjustment to ensure visibility

[47:17] in both traffic directions. Updates were provided on

[47:21] potential street light transfers to Atlantic City electric

[47:24] with follow-up required on serial numbers and coordination with

[47:28] the solicitor's office.

[47:30] Work continues on monument lighting at O'Donnell Park

[47:35] brick paved street repairs and revisions to the wisteria

[47:38] Avenue speed limit signage several outstanding

[47:41] sidewalk and lighting concerns have been resolved and kudos goes to public

[47:45] works for that. Under new business

[47:49] issues were raised including sidewalk repairs needed on Harrisburg

[47:52] Avenue the removal of an unauthorized handicap

[47:55] space at two North Montgomery Avenue.

[47:59] Turf excuse me turf repair needs throughout the city

[48:03] including at Kingston Avenue playground and unresolved

[48:06] damage at Raleigh and Atlantic Avenues involving a

[48:09] damaged utility pole and debris cleanup.

[48:14] Councilwoman Laca proposed a 15 minute loading zone

[48:17] ordinance requiring confirmation of location details.

[48:22] Dream cleaning was completed at Winchester in Boston

[48:25] Avenues site accessibility questions were raised

[48:29] regarding beach handicap mats including in front of

[48:32] Ocean Club and the need for clearer coordination around

[48:36] public bathroom access on the boardwalk during events

[48:40] was discussed is a long one and I apologize but there's another

[48:43] important point here

[48:46] depoling site at Our Lady Star of the Sea Memorial Hall

[48:49] is home to the most polling locations in the entire city and

[48:53] does not have current ADA access so that issue was

[48:56] raised looking for opportunities to repair the sidewalk and work on

[49:00] that, as well as how to deal with leftover debris such

[49:03] as broken glass at monuments after

[50:57] of we had some concerns about Brown's part

[51:07] And the Department of Public Works did an excellent job of

[51:11] improving the sight lines cutting down on the shrubbery

[51:15] so we could have heightened heighten sense of security

[51:19] for our youngsters who go there to play in Browns Park and I

[51:25] you Director Lewis and your staff for

[51:29] not only the work that you did but the dispatch

[54:05] get his insight. And really I thank him

[54:09] he was a mentor to me this summer and I gained a lot of information

[54:13] and insight from Jaden. I wanted to say that publicly thank you

[54:28] agenda items and good and welfare.

[54:31] And the first person signed up to speak is Diana love.

[54:38] Missing Atlantic City that's my senior Atlanta City thank you

[54:41] good evening esteemed Atlantic City Council members I've been an

[54:45] owner at Bella condominiums for nine years and I have been

[54:48] a jitney customer for at least 25. I am here to

[54:51] respectfully request a reconsideration of ordinance 46

[54:55] that proposes to eliminate both the jitney stops on Pacific and

[54:59] Connecticut Avenue. A few weeks ago a Bella board

[55:02] member put a flyer in the building to encourage residents to attend the city

[55:06] council meeting on July 22 as a united group to

[55:09] advocate for a jitney stop away from Bella. I was confused and

[55:13] questioned why this was happening because I take the jitney often

[55:17] and use the stop across the street as many other people do.

[55:21] I received an email back which I have here stating that they were not trying

[55:25] to get rid of the jitney stuff across the street. Just the one

[55:28] in front of the building that was just recent reactivated.

[55:32] On July 22nd five residents from the Bella attended the city council

[55:35] meeting to voice their complaints about the newly reactivated Jitney stop

[55:39] near the corner of Bella. Soon after that meeting articles came out

[55:43] titled Atlantic City to cancel Jenny stops near Bella

[55:46] condos due to resident complaints, which was surprising to hear when that

[55:50] supposedly was not the intention of the small group who attended the

[55:53] meeting. The Bella was immediately bashed on social media with

[55:56] claims of racism and gentrification. The five who

[55:59] attended the meeting were not authorized to represent the Bella

[56:03] collectively. They were individuals who attended as a group to state their

[56:06] complaints. Most surprisingly absolutely no evidence

[56:10] was provided to the city council such as video

[56:13] footage, photos, audio or internal building

[56:16] incident reports to support the claims of the five made against the

[56:20] jitney customers who wait by the building, which then led to the proposal

[56:24] on July 22 for the elimination of those

[56:26] stops. Ordinance 46 was proposed without any type of

[56:30] notice or public hearing so that people who use the active

[56:33] jitney stop could attend a meeting and voice their opinion about the

[56:37] longstanding public stop and it potentially being

[56:39] eliminated. No close alternative locations are being offered for

[56:43] new stops. The decision to eliminate the stop across the street from

[56:46] Bella will affect literally hundreds of people who will have to walk

[56:50] further to get to a Jimmy stop than anywhere else in the city, which is

[56:53] a hardship for seniors like myself and the workers

[56:57] in the great city of Atlantic City, especially in inclement

[57:00] weather. It is interesting that since July

[57:03] 22nd, there has been no reported incidents that I know that

[57:07] have occurred when Jitney Riders near the Bella. I have photos

[57:10] that I've taken of people just randomly waiting for the Jitney in the

[57:13] past few months or the past month. I'm sorry on the corner

[57:18] minding their own business or looking at their phones. I would like to ask for

[57:21] reconsideration of ordinance 46 to eliminate

[57:25] both stops at the corner of Pacific and Connecticut and to please consider

[57:29] keeping the one across the street that is on an empty lot

[57:32] that is not on Bella property and has been active for many years

[57:36] with no complaints and serves the public. Thank you very much for your time

[57:40] and consideration. As you go back to your seat. I'm going to say a few

[57:43] things to you. So that you will understand why

[57:47] that was put out. Okay. Okay. As you go back to your seat.

[57:52] You know, I'm, I'm a fair individual.

[57:55] And when this was brought to my attention, I always reach out to

[57:59] both parties. I reached out to

[58:02] the jitney Association, which I thought I had a great relationship

[58:06] with, and I reached out to the Bella to find out

[58:10] what could we do to compromise this.

[58:15] The Bella showed up.

[58:17] The jitney Association hasn't called since and never

[58:20] called us. We don't go back and forth. You either call and we

[58:24] sit down and discuss this or you feel as though you don't need

[58:27] to call. That's the association's

[58:30] prerogative, not mine. But I'm a fair guy.

[58:35] So that's my ordinance. And I'm not going to reconsider it.

[58:39] But this is a council that's independent and they do independent thinking.

[58:44] When we vote tonight. They will vote their

[58:46] conscience. But I did what I needed to do. I did what was

[58:50] right. Nothing's fair. But what was right? To bring

[58:53] both parties together. Anybody know me? I've been up

[58:57] here a long time, and I've been doing this job in a long time. They

[59:00] know I'm fair. And that was the fair thing to do, to call both parties together.

[59:04] But when you blow me off, that means you're not interested.

[59:09] So I don't want you to think this was done haplessly.

[59:13] Or some out of the way thinking and I live right across

[59:16] the street from here. I live in nobi.

[59:21] So when I looked at the distance and to further

[59:24] investigate, I called ocean myself.

[59:28] And asked them, why did they stop the jitneys for going in.

[59:31] There? Because it wasn't a problem.

[59:35] But they said, if you ever come down here on a Saturday night and you have

[59:38] jitneys, you have cabs, you have

[59:41] cars, you have valet. We had to stop it. So I

[59:44] know I did a thorough investigation before I put this ordinance

[59:47] up. So we're going to vote on it tonight because I'm not going to reconsider.

[59:52] But my counsel is very independent. They will do what they

[59:55] think is right. Okay. I hope you're satisfied with the answer.

[1:00:26] meeting both. And I tell you the reason why.

[1:00:29] I said, because if they said they're doing this on this side

[1:00:32] of the street, there's a dog park on the other side of the street.

[1:00:36] And I said that since there's a problem, we don't

[1:00:39] want to create a problem where if it's raining, they said, well, we'll stand

[1:00:43] up. We here. Until the rain stops and run across the

[1:00:46] street. There, there's a half a block that way for the

[1:00:49] catch a jitney and it's a half a block that way. So it's not really our

[1:00:53] inconvenience. It wasn't like it's 10 blocks to walk. Let's

[1:00:56] be realistic here. I lived there. It's only

[1:01:00] a half a block. You can go to Rhode Island. I'm not

[1:01:03] reconsidering. Not have to discuss it because

[1:01:07] I said, please vote your conscience. We're taking

[1:01:35] Good evening. My name is Teresa Nolan. I am lifelong resident of

[1:01:39] Atlantic City. I graduated from Landing City. I bought my

[1:01:42] home in Lang City and I am a teacher here in Atlantic City, and I wanted

[1:01:46] to bring up a topic that I think we are underserving a small

[1:01:49] part of our community. We have a lot of

[1:01:53] autistic and special needs students in Atlantic City, yet we don't have any

[1:01:57] adaptive Sports programs for these kids. We have

[1:02:00] field of dreams and app seek in, but some of our parents can't drive

[1:02:03] there. We have special Olympics that host sports

[1:02:07] programs and Atlantic or Ocean City. They are now hosting programs

[1:02:11] in Stockton. We have beautiful fields here in Atlantic City. We have

[1:02:21] with special needs. We also do not have any adaptive playgrounds

[1:02:29] with Walkers or wheelchairs and they can't go to a playground. We

[1:02:32] have, I believe, roughly around 150 students in Atlantic

[1:02:35] City Elementary Schools that are diagnosed with autism.

[1:02:40] And we have more of that go to special services yet we don't have a playground or any

[1:02:43] activities for them. So I just wanted to bring that to your attention and really

[1:02:47] encourage us to kind of find something for our kids to

[1:02:50] do. You know, sports are a great way to build skills, to help with

[1:02:54] fine motor skills that work on transitioning. And it just, we should give

[1:02:58] our kids these opportunities.

[1:37:33] determined that the establishment of a limited duration loading zone

[1:37:37] in the vicinity of 2935 Atlantic Avenue is necessary to

[1:37:40] facilitate the safe and efficient loading and unloading of passengers

[1:37:44] goods merchandise and deliveries and whereas the establishment of the 15

[1:37:48] minute loading zone will promote or lead movement of traffic reduce double parking

[1:37:52] other traffic obstructions and serve the public health now

[1:37:55] therefore the city council.

[1:38:00] Ordains as follows 15 minute established loading Zone

[1:38:04] hereby established on Atlantic Avenue in front of 2935 Atlantic

[1:38:07] Academy at a location to be designated appropriately marked by the city of

[1:38:11] Atlantic City no vehicle shows Park or stand or remain

[1:38:14] in the loading zone for a period exceeding 15 minutes space will be utilized

[1:38:18] only for active loading or unloading of passengers goods merchandise

[1:38:22] supplies for delivery.
