born in Washington state moved to Utah
[0:08]
when I was about eight uh lived there
until I joined the military at age
[0:15]
24 uh my first station was out in
Nashville uh sorry not Nashville
[0:20]
Clarksville at Fort Campbell was there
for five and a half years with two
[0:23]
diplom to Iraq decided the active duty
was not for me went to reserves went

back to Utah
for I don't know 10 9 10 years decided
[0:35]
that the reserves was where I was meant
to be it was a good place I enjoyed it
[0:39]
so I went to full-time status with the
reserves got moved to Las Vegas stayed
[0:43]
there for three years got moved to here
I've been here for four years I just
[0:47]
retired in March and I decided to let
everything grow out
[0:53]
um so that's a a nutshell I'm married I
have two children 191 it's going to turn
[1:01]
17 in a couple weeks uh 17y oldold still
goes to Brighton High School and getting
[1:07]
19y old kicked out to college here
pretty soon how long you lived in the to
[1:11]
uh the whole four years okay one thing I
did forget I got to make a note to tell
[1:16]
everybody else so just show you're I
hope you're you're understanding how
[1:20]
this works but whoever the board
appoints tonight um that the way to work
[1:27]
is you'll be formally put on the board
at our June 11th meeting you will fill
[1:32]
that position from till the November
election yes okay and then if you choose
[1:38]
to continue and you want you can always
put your pull a thing to be on the
[1:43]
ballot in the November election um but
you know this is the position we're
[1:48]
Filling tonight is strictly from when we
appoint you on June 11th till we get to
[1:54]
whoever gets that yes that's okay all

Alderman Chris schaer hey how are you

thank you for coming tonight um first
question is why are you interested in
[2:10]
serving on the board of Mayor and Alman
Chris is your name is your light there
[2:14]
we go there we go I'll repeat it um why
are you interested in serving on the
[2:18]
board of Mayor and
otman I feel that the country and whole
[2:22]
is headed a negative Direction and I
feel the best way to make a difference
[2:26]
is starting with local um there's like
you said people think you're crazy or
[2:31]
think you're trying to lie in your
pockets or whatever but it doesn't
[2:35]
matter if if I want to make a change I
feel like it's got be start at the local
[2:39]
level I don't think going National is
going to do any
[2:43]
good
um second question is what are the most
[2:49]
pressing issues in your opinion fac in
our community and how would you address
[2:54]
them that's a large question for two
minutes so I have haven't been very
[3:00]
involved I don't know a lot of what
issues you're facing right now I do know
[3:05]
that as a citizen one of my biggest
concerns is the condition of some of the
[3:12]
roads and um I know we're also facing a
a budget
[3:18]
issue um and that's part of what
Tuesday's meeting is going to or I guess
[3:23]
what the main part of Tuesday's meeting
is going to be um I have no experience
[3:27]
in this now flat out me that right front
but I do have a a good head of my
[3:33]
shoulders and I do look out for what
helps the
[3:38]
individual and if I can find a way to
help the individual residents then
[3:42]
that's what I'm going to
do while seeing within all the
[3:47]
needs thank

rro um my first question is is how do
[4:00]
you plan to balance the interests of a
TOA with the Practical limitations of
[4:08]
governance so again I like I said I
don't have much experience with this
[4:13]
it's going to be a learning curve and I
I really feel protecting the
[4:18]
individual's rights is going to be the
beneficial to everybody in the community
[4:23]
so regardless of what the issue is
looking at what is going to best take
[4:29]
care of the IND ual citizen is what's
the route that I I look at um it doesn't
[4:33]
matter if it's voting in election it
doesn't matter if it's Road repair it
[4:37]
doesn't matter what it is you know if
you're doing something completely
[4:41]
unacceptable like for instance I have no
idea what cost to repair a pole but if
[4:46]
we're looking at $50 versus
$100,000 you got to look at the benefit
[4:52]
to the cost in whatever it is whether
it's Financial or moral or anything um
[4:58]
you have to do what's going to make the
most sense and be most beneficial to the
[5:02]
citizen

and how would you balance the need for
development and growth with maintaining
[5:12]
the character of our
community so I feel especially in I I
[5:19]
live over in the blades Estates area and
I feel especially Thea idil Road and uh
[5:26]
me Lake Road intersection that and the
bridge right there
[5:30]
that's a huge constriction area and I
feel that any development that would
[5:36]
adversely affect that or increase the
traffic flow there would be problematic
[5:40]
because I understand that there's been
attempts to widen that bridge in the
[5:43]
past and it's been a fight between the
state and the railroad and everything
[5:47]
else so there are limitations there and
I think the first priority needs to be
[5:53]
to take care of the current citizens
that live here and secondary would be
[5:57]
development and growth and development
and growth I see no problem with that
[6:01]
happening as long as it happens outside
of that area to keep that area as
[6:05]
minimally impacted as
possible okay thank

you we do share your concerns about that
bridge and that intersection very much
[6:15]
so very I do love the new round about
that's on the other end of the road it
[6:20]
helped a lot over there yeah we're
putting another one in where at uh right
[6:25]
here at Main Street and mford til
yeah it's our next choke point if you
[6:31]
will so we'll start over here to my
right and Cody

mayor said my name is Cody Pace um I do
[6:42]
want to thank you first off because this
is a huge thing and it's very hard to do
[6:46]
I know myself and Alman rro have sat in
that seat as well answering these
[6:51]
questions so it it's very uh trying
sometimes um going into this first
[6:56]
question though um what are your primary
goals and objectives
[7:00]
first if you're pointed on this
board I don't know if I have a specific
[7:05]
primary goal or object or objective um
as far as any agenda being to taken care
[7:10]
of my number one goal is to make sure
that I do what I feel is best for each
[7:17]
individual citizen of the
[7:22]
town and um kind of piggybacking with
that a little bit um what do you feel is
[7:28]
the shortterm and at the same time
long-term
[7:31]
goals for this board and the community
um and how would you plan to achieve
[7:37]
that so I have no idea what your goals
are um but I hope that my goal of
[7:45]
helping the city or the town do what it
needs to do to take care of its citizens
[7:49]
and its infrastructure and be
a uh transparent
[7:56]
organization I feel
that that's my
[8:00]
and both short and long term it doesn't
matter what's going on that that's just
[8:03]
where I am um and I just hope that that
would blend in with whatever the board
[8:08]
is do inicial and as far as the projects
or anything else I don't think it
[8:13]
matters just those same guidelines
[8:18]
apply anything else all

um how would you handle disagreements or
conflicts with maybe one of your fellow
[8:37]
board members or maybe if you had a
conflict with the with a
[8:42]
citizen I feel that conflict can be
healthy um obviously not to the point of
[8:49]
a a loud shout out drag out fight but
um I kind of feel if there's not some
[8:57]
conflict then you're not doing your job
um if you're trying to appease everyone
[9:01]
make everyone happy then you're not
looking out for what the best of best
[9:06]
situation is for the town you're looking
at how do I keep everyone happy and off
[9:09]
my back which I don't think is right
want these you're going to have people
[9:13]
mad at you and that's just life um I
spent 20 years in the military and I
[9:19]
constantly had people very angry with me
because I knew what the right thing was
[9:24]
I knew what the rules and regulations
were and I said this is what we're going
[9:27]
to do and they people this is so much
easier this is f i don't care this is
[9:32]
the right way that's the way it's going
to be done and that's the same attitude
[9:35]
I bring towards this now as far as inter
personal conflict I've been told that
[9:40]
I'm a very likable and B very
abrasive um so I get along well with
[9:46]
people but I also will Stand My Ground
and and let you know if I think what
[9:50]
we're doing is
wrong maybe it's facial hair yeah I gra
[9:56]
been born facial hair
thank so yeah um can you give me an
[10:03]
example of when you had to stand up for
what you believe was right even when
[10:08]
that decision was
unpopular oh okay so my most recent one
[10:16]
of my most recent responsibilities in
the military as I was in charge of
[10:18]
driver's training for the unit um when I
got here I was not in charge of it the
[10:24]
person who was was reassigned to another
place up in Kentucky and when he left
[10:29]
responsibility felt need to take care of
that we have very specific rules on how
[10:33]
we conduct driver's training how we
document everything to make sure that
[10:37]
everyone's trained accordingly and
correctly and that you know we can
[10:41]
operate the equipment as safely as
possible when I took control of that I
[10:47]
went through all the paperwork and found
everybody was missing paperwork so I
[10:50]
have a unit of 112 soldiers whose job we
are a transportation company our job is
[10:56]
to move 7,000 gon t of fuel um I found
six individuals that had complete
[11:05]
packets that were
legally everyone else ioke their
[11:10]
licenses and I caught a ton of right for
that um my hir command I was like what
[11:17]
are you doing no we have to run these
missions we have to do this I said
[11:19]
that's fine run them we going to run
with six people and if you don't like it
[11:24]
send us the Personnel we need so we can
get these other people trained and
[11:27]
document correctly so we can make sure
things are done
[11:31]
safe unfortunately that hindered that
unit's progress for two years because
[11:36]
they wanted to spend the first year
fighting with me over the rules and
[11:39]
regulations and how to get around them
when it was a very simple statement they
[11:44]
will have this paperwork that's not in
there they don't
[11:47]
drive um through that we were actually
able to get active duty army training
[11:53]
command to step in and come and assist
and get our our stuff taken care of um
[11:59]
so that that was a very hard fight
because I had a general telling me let
[12:04]
them drive and I showed them regulations
and pay for and said sir no this is this
[12:10]
is the way it is like you don't get to
just tell us we have to do our thank
[12:16]
you all right sir so we've got uh let me
turn that on all right so we've got
[12:22]
attending uh virtually because uh he is
doing some military service we've got
[12:26]
Alman Brett Jan and Brett I'll turn it

offering to serve and no matter how
[12:36]
tonight goes I hope you'll uh consider
running in November or at least you know
[12:42]
offer yourself to the mayor for a
committee
[12:45]
assignment uh kind of brings me to my
first question have you made a decision
[12:50]
on whether you're going to run for one
of the offices in November I have not I
[12:54]
figured this was an
excellent chance to f it out and see how
[13:00]
it is um and we're looking at what 6
months so it' be a good chance to get my
[13:07]
feet wet and see a if I'm a fit for both
the town and the team and the board or
[13:13]
or if I'm even just a fit for this type
of environment at
[13:16]

question is uh how will you respond or
[13:23]
what will your actions be to a
constituent who confront you or asked
[13:27]
you about an issue with a city
surfice well it would depend on how the
[13:32]
confrontation goes I'm sure um but I've
had to deal with a lot of conflict I'm
[13:38]
sure you've had in the military with
other Personnel um I was in E7 I was in
[13:44]
charge of platoons and and there was a
time I was leaving the entire unit I had
[13:48]
to deal with conflict all the time the
best way is to deescalate answer the
[13:52]
questions as best you can be honest with
them if you don't know the answer tell
[13:55]
them I don't know I'll get back with you
take their information and if they start
[13:58]
getting bigant or aggressive just walk
away okay and maybe that was my fault
[14:04]
for using the word uh confront just a
minute if a if a citizen contacts you
[14:09]
and say hey I've got a problem with with
a ditch or you know a pothole how do you
[14:15]
think you would handle that I'd take the
information um that they're giving me
[14:21]
and ask questions about what the issues
are and where it's at and everything and
[14:24]
then I contact city services this was
just reported to me you guys aware of
[14:28]
this can you get this taken care of of I
unless there's some other policy that
[14:31]
prevents me from doing something like
that that's how I probably go around
[14:35]

know all right I guess that leaves
myself so uh you mentioned it in your
[15:22]
opening and as you are probably aware
we're have been in for several months uh
[15:27]
trying to come up with a budget for the
town so my first question has to do with
[15:32]
budgeting and this will be a very
relevant
[15:38]
question for you so some background last
year the town had over
[15:46]
$700,000 of unexpected infrastructure
repairs this year we're also looking at
[15:52]
over
$700,000 in infrastructure uh we got a
[15:57]
bridge that is in
very bad need of being repaired replaced
[16:02]
we've got CS failing so forth and so
on considering that like everything else
[16:09]
all the cost to the town have
increased that we need more staff in
[16:15]
almost all of our departments to
adequately provide needed Town
[16:20]
services and that we have to always be
aware and we are competing with other
[16:25]
municipalities when it comes to our
employees and that has to do with not
[16:30]
only recruitment of those employees but
retention of those
[16:35]
employees um again the infrastructure is
only going to
[16:40]
get older and going to have stress put
upon it so with all that stuff kind of
[16:47]
give you a little feel for what we're
looking at and what we go through
[16:52]
considering all those things how do you
go about how would you go about in AO in
[16:59]
the creation of a budget for the town
and what would you do if it was
[17:03]
determined that the town's Revenue was
going to fall short of needed
[17:10]
funds that is a very loaded question um
it's a it's a real life question I
[17:17]
know
[17:21]
um I I feel like I would need a lot of
information to make a good solid
[17:26]
decision um I I think the infrastructure
is probably one of the biggest issues
[17:33]
facing the town as far as financials go
um I do know as I've seen some of the
[17:40]
roads not only here in TOA but
throughout uh tipon and Shelby County
[17:45]
they don't seem as though they're built
very well to begin with um I've never
[17:51]
seen a place that develops P so easily
and so
[17:55]
quickly um I feel that maybe there's a
more quality method that can be used to
[18:02]
build and repair roads and maybe if
they're done better in the first place
[18:07]
they would last longer and be cheaper to
maintain in the long run um I would not
[18:13]
be adverse to spending more upfront to
save more in the long run and that's
[18:18]
just one of the options I would look at
um I know it'd be vastly more expensive
[18:23]
to rip out an existing Road and relay
the sub the foundation of the road and
[18:27]
redo the road would be just to patch it
or fix a section that and that just
[18:31]
makes sense to me but I also wouldn't be
I wouldn't shy away from it if there was
[18:35]
a better way to make it last longer and
be more fiscally responsible for the the
[18:39]
residents okay um with that being said
you also have to work with what you have
[18:46]
um so I I I don't know how how i' handle
that at the
[18:51]
moment maybe I'll I'll restate it in a
little this way what kind of budgeting
[18:57]
background budgeting experience do you
have
[19:02]
uh not a whole lot other than personal
finances but I will tell you why I'm
[19:06]
dead for you to live in my
house
[19:11]
okay all right and uh my second question
probably kind of goes with what Alderman
[19:17]
G and any asked and it'll give you a
little more insight into the town and
[19:21]
how it functions uh our Charter actually
states that the Town Administrator is
[19:27]
responsible for
the administration of the Town including
[19:32]
employee management and operations so
how would you as an alderman handle a
[19:38]
situation where a town employee approach
you directly with a concern or an
[19:44]
issue well first I'd have to know what
the town's policies are on this but from
[19:51]
a personal standpoint I listen to
concerns and i' BR some
[19:55]
BO okay because my understanding is we
are the supervisory panel over all the
[20:01]
employees with town okay all
right I believe that finishes the
[20:09]
questions do you have any questions for
us that we haven't as far as the process
[20:15]
and the
overview uh no I don't think
[20:20]
so okay well if not uh as has been said
many many times thank you for putting
[20:27]
your name in is speaks a lot about you
that you would even be willing to devote
[20:32]
time out of your personal life and your
schedule in public service for the town
[20:37]
and it's very much appreciated and like
Alman J en said uh I'm going to keep

wanted to just go over some overviews

some guidelines for tonight um you were
or we put all the candidates that said
[26:50]
they wanted to be interviewed we put
them into a random number generator and
[26:54]
that's how the order came out so you're
number two for this evening
[26:59]
um as we tell all of uh candidates and
as you know we uh are very much
[27:05]
appreciative of you willing to take time
out of your personal life not only to be
[27:10]
interviewed but to possibly serve public
service with the town that says a lot of
[27:17]
you uh I know that's been a big part of
a lot of your life we are going to be
[27:22]
asking two questions a piece including
Alderman J which is with us virtual
[27:28]
and we're going to to try to keep it
fairly where we're not here till
[27:33]
midnight we're going to try to limit you
to two minutes per question for answer U
[27:38]
Miss Debbie will hold up a yellow folder
you want to demonstrate Miss Deb it's 15
[27:43]
seconds and then you'll hear a little
beep if you go all the way to the end of
[27:48]
the two-minute time so uh of
course of course uh we are not singling
[27:56]
you out as far as all questions that you
will be asked tonight will be asked of
[28:01]
all of the candidates the same questions
as far as that after everybody we've
[28:09]
after we've talked to everybody we're
going to score our sheets and you are
[28:14]
welcome we then bring everybody back in
you're welcome to stick around until
[28:19]
that last person is finished if you want
to go home we will notify you regardless
[28:25]
of the outcome has absolutely no bearing
on
[28:28]
your score whether you stay or go home
uh you'll notice this looking down uh
[28:34]
we've got some paper in front of us
we'll take notes we'll make probably
[28:39]
some notes on your answers just to help
us uh when it comes time to score you so

please don't let that be of
concern um and just to in case you're
[28:50]
not aware so when let's say you are the
person tonight with the highest score by
[28:56]
the board um you will be officially
appointed at the June 11th meeting uh to
[29:02]
actually sit uh with us and at the end
of that meeting I think it's new
[29:07]
business and then you can fill that
position until November and if you
[29:11]
choose to actually pull a ballot or
whatever it's been a while a whole year
[29:20]
and a half for me but if you pull a
packet of petition then of course you
[29:24]
would be running in the November
election but this appointment night is
[29:29]
from now the June 11th meeting until the
November election you got some water
[29:33]
there in front of you feel free uh
everybody up here will be partaking of
[29:38]
it and with that said uh if you'd like
to give a short introduction and then
[29:44]
we'll get started with the questions uh

grandchildren um former Chief of Police
24 years plus
[29:58]
um little side note it's been a little
less than 28 years ago is the last time
[30:04]
I sat in front of this board May
Alderman in the interview for the chief
[30:08]
of police
job so uh I I have sat out here many
[30:16]
years and I'd always wanted to further
by sitting up there um in helping
[30:22]
progress with the city see the city
going further
[30:28]
okay all right well Mr P we will start
to my right with Alderman Pace with the
[30:36]
first two
questions Chief good to see you sir um I
[30:40]
saw you seen you at the last meeting um
I do want to commend you right now on
[30:45]
the um interest in this position I know
how hard it is to sit through this um
[30:50]
between myself and Al rro we've sat
through one of these before and and it
[30:54]
can be a little taxing on the mind on
some of these questions so um I do want
[30:58]
to commend you on that leading into that
though um my first question for you
[31:02]
would be what are your primary goals and
objectives if you were appointed primary
[31:06]
goal objective is to help uh make good
choices for the citizens in the town um
[31:15]
we have an infrastructure problem and I
I want to be part of that going forward
[31:20]
um I've seen that over the years um our
growth has been
[31:26]
astronomical and I see the growth
continuing and i' like to be part of
[31:31]
solution of that and being a part of
that decision
[31:36]
making thank you for that um second
question here um what are your shortterm
[31:42]
and long-term goals for the board and
the community and how would you plan to
[31:48]
achieve those shortterm and longterm is
Happ the first meeting is look uh I'm
[31:55]
familiar with budgets um and you will
have that pass before I take that before
[32:01]
whoever takes the seat um is interact
with with the board with each board
[32:09]
member um while we're here and uh
citizens um talk with some
[32:18]
citizens um they're what we're here for
the citizens that's why we're we're all
[32:23]
here or you're there um that would be
some of the goals
[32:30]

that all right uh Alman Harbor mayor
[32:38]
it's good to see you thank sir um how
would you handle disagreements or
[32:43]
conflicts if you had a disagreement with
one of your fellow board members or
[32:46]
possibly one of our citizens in the
community complect with a citizen if
[32:52]
it's over services or something going on
in the city that's what we have a town
[32:56]
manager for and we have St have there
there's places to to concerns with the
[33:03]
the S town website as with another
Alderman um older person excuse me
[33:09]
that's
okay uh I believe Everyone's entitled to
[33:14]
their opinion I firmly believe that if
if you ask somebody their opinion and
[33:19]
someone disagrees with you you should
not take that personally that is their
[33:24]
right and we should respect that
thank you um can you give me an example
[33:31]
of a time when you had to stand up for
something that you felt was right even
[33:36]
when that decision was
[33:43]
unpopular yes it would be budget
[33:49]
process um knowing that we had to cut
some things and I disagreed with it but
[33:55]
I still had to do it for the betterment
of the
[33:58]
town the budget that that was probably
some of the biggest challenges okay
[34:04]

mentioned budget as you know we have
[34:15]
been for several months now and are
currently trying to get our budget
[34:19]
passed for fiscal year
2025 um going to try to give you some
[34:25]
very real very relevant uh budget facts
and then ask you how you would kind of
[34:32]
take all this into consideration so last
year the town had over $700,000 in
[34:37]
unexpected infrastructure
repairs this year we're also looking at
[34:42]
over
$700,000 in infrastructure repairs or
[34:48]
replacement of um as you know like
everything else the town all cost to the
[34:55]
town have increased
um when it comes to staff almost all of
[35:01]
our departments could use some more
staff to adequately provide needed Town
[35:06]
Services um when it comes to employees
and staff you need you're always having
[35:12]
to compete with other municipalities
that I'm sure you can identify with that
[35:17]
that that involves not only recruiting
somebody new to the town but retaining
[35:22]
somebody to the
town again the aoke infrastructure is
[35:27]
only going to continue to age and have
stress put upon it so with all those
[35:33]
things to consider how would you
approach uh the creation of the budget
[35:39]
for the town and what would you do if it
was determined that the town's Revenue
[35:45]
was going to fall short of the needed
budget
[35:50]
amount first of all I did look at your
budget and it looks like your budget for
[35:55]
this fiscal year coming up you have
balanced it um within I think it was 14
[36:01]
or
$15 um that I did notice I think we'd
[36:06]
have to take every line item every
department and you would have to go
[36:11]
through it um as we all know there's
wants and there's needs and I think
[36:16]
you'd have the needs you have no options
the wants I think you'd have to look at
[36:21]
those and prioritize
those
[36:25]
okay all right
a second question our town Charter
[36:31]
states that the Town Administrator is
responsible for the day-to-day
[36:35]
administration of the Town including the
employee management and operations so
[36:40]
how would you as an alderman handle a
situation where a town employee approach
[36:45]
you directly with a concern or an
issue I would direct that individual
[36:52]
uh if he had an issue to go to his
department head his direct super ADV
[36:57]
visor and or go to the town manager if
it was not um settled there there
[37:05]
there's a chain of command as I call it
yes and that should be utilized and if
[37:10]
it's egregious he can always go or he
she could always go to the next level I
[37:15]
believe that would be in the town hbook
if I'm not mistaken okay yes sir all
[37:21]

a citizen who contacts you about uh City

service I would direct them to the

Manager uh is what I would do that that
would be in their purview that that's

that's their staff's function

interests of a TOA with the Practical

I think there's we're up here for the
citizens for the People by the people I
[39:02]
firmly believe in that and I think it's
a delicate balance and and I think that
[39:08]
you you've got to balance that with what
you've got in front of you it it it it's
[39:14]
a it's just a tough decision to make and
I I've sat in these meetings where
[39:20]
wasn't very popular to make the
decisions you made but you make them
[39:23]
it's in the best interest of the
community and sometimes it takes
[39:27]
explaining I think sometimes um I lay
this out there sometimes maybe we don't
[39:33]
do a good job of educating folks
sometimes on the um what's needed and
[39:39]
how it works um that that's would be my
answer to that man okay thank you and
[39:47]
how would you balance the need for
development and growth with maintaining
[39:50]
the character of our
community I said in you I I believe you
[39:55]
made that that next step with two things
one the industrial board I think it is
[40:00]
you call it you've done that and then
that's that's starting to take shape
[40:05]
second thing of is is is uh one of your
employees you just made economic or
[40:10]
economic um it was a man of farbo I was
in the meeting that you to to help
[40:16]
solicit businesses and I think that
that's been probably long overdue for
[40:21]
our community our size is to help bring
in that um but then again that also
[40:26]
comes with our infrastructure
too thank you sir thank you

thanks sir my first question is why are
you interested in serving on the I'm
[40:46]
sorry board of Mayor and
hman as you know I've been Community
[40:50]
oriented for for many years and and I
believe that with sitting in those last
[40:56]
few board meeting meetings some of the
obstacles that are going to be coming
[41:00]
about is making those informed decisions
and choices and and I believe that
[41:06]
having some knowledge of government
workings um that I could benefit that
[41:11]
benefit the community and the board and
the town um and that's I just firmly
[41:17]
believe in community
involvement thank you my second question
[41:22]
is what are the most pressing issues
faced in our community and how would you
[41:26]
address them
[41:30]
probably the Imp of traffic traffic's an
issue and I know that to roundabout it
[41:34]
three way is hopefully coming but when
you ride around you see some of the
[41:39]
roads um I know that you're you're
working on those with money one I
[41:43]
culverts and bridges that that that's a
big issue those are going to come to B
[41:48]
and they're not going to be cheap and
unfortunately the longer it's put off
[41:53]
the more expensive it's going to get and
where to find the money is going to
[41:57]
become a greater issue um and I believe
those are the priorities right now if
[42:02]
the
economic uh businesses come in and we
[42:07]
control the growth I think that can be
off set we got growing two fast in the
[42:14]
2000s and we outgrew our services
dramatically and I think that's some of
[42:22]
that's where we've gotten now that we're
paying for was some of what's going on
[42:27]
the bridges of Cs traffic traffic is uh
there's got to be a way to get Walker
[42:33]
Parkway all the way through the 51 I
don't know how there's got to be a way
[42:36]
there's got to be some relief I mean you
sit down here at the
[42:41]
three-way it's scary it's backed up all
the way around and school's not even in
[42:46]
right

down uh I will kind of give you a notice

meeting and your position will run from

appointed until the November election

and then if you determine that you would
like to put your name in to run again uh
[51:57]
to run for the position then that would
be required of you to do that um I would
[52:03]
say that you have some water in front of
you but hopefully you've got some in
[52:08]
your hotel room there uh maybe you don't
need it that's all good and so with that

being said if you would give us a short
introduction about yourself and then
[52:21]
we'll get started with the
questions yes sir uh thank you mayor and
[52:26]
first first and foremost I just want to
say thank you uh to you and the board
[52:30]
for allowing me the opportunity to
interview with yall today and I also
[52:33]
want to say again thank you for working
with me as I'm traveling uh I did have
[52:38]
intentions to be there however I had an
opportunity that came up to work and uh
[52:42]
just like Alman janini I ended up
getting placed on some military orders
[52:46]
and so um I'm I'm working from DC
currently but I just wanted to say thank
[52:51]
you for that uh so many of you have
known me throughout the years um again
[52:56]
name is Steven scheler uh I have served
as a county commissioner for District 4
[53:01]
uh which when I served for it was for
the greater TOA area I did that for four
[53:06]
years for one term um I've also served
on the um Planning Commission for the
[53:12]
town and currently on the uh Board of
zoning appeals for the town uh I've also
[53:17]
been involved in several issues as far
as state legislation goes uh and work
[53:22]
with the state of Tennessee with the
administrative office of the Court the
[53:25]
Tennessee Supreme Court
uh and I've even done work uh recently
[53:30]
with um and at the US capital with with
State and a House
[53:35]
Representatives um I've been on multiple
boards for nonprofits as I stated in my
[53:39]
letter um throughout the years and
trying to help agencies kind of grow and
[53:44]
establish themselves and so I I firmly
do believe out of uh those you are
[53:50]
interviewing I don't I don't know the
other candidates too well I don't
[53:53]
believe but out of those I I don't
believe anyone else is going to bring
[53:57]
the experience that I've been with the
table uh that I that I also bring to the
[54:01]
table as well as um someone who is if
I'm not present at meetings for the past
[54:07]
10 years I've been able to watch them
digitally and keep up so I'm very
[54:11]
informed of what the town's doing and
where you're at and I've also been
[54:14]
involved with the town comprehensive and
strategic planning process as far as
[54:18]
that is concerned so I really do feel
like I can step into the seat pick pick
[54:23]
right up and we can continue working um
and moving forward so if there's nothing
[54:29]
else I'll just get to the questions I

do you plan plan to balance the

governance oh well that's in my eyes
honestly it's it's a pretty easy uh easy
[55:10]
platform to to stand on I mean
everything that we do is for the
[55:14]
betterment of our citizens and so uh
there are times when you have to make
[55:20]
negotiations and Deals there are times
when you can't uh support certain
[55:24]
projects and so you have to work on how
to to prioritize certain things even
[55:29]
departments uh as far as prioritizing
them over one another but I really do
[55:33]
feel like it's
allit to talk to those agencies and just
[55:37]
kind of let them know where they are and
your priority rankings and what you
[55:41]
think is fit again for the betterment of
the town and the community and then also
[55:46]
asking public opinion on uh on what they
want to see and uh and what they think
[55:50]
pH is important as
well thank you and my second question is
[55:56]
is how would you balance the need for
development and growth with maintaining
[56:00]
the character of our
[56:04]
community well I think I think we have
to start back to what the mayor said
[56:08]
when he when he ran for office two years
ago is you know currently aoka is in an
[56:13]
identity crisis and so we have to figure
that point out again if we uh if we want
[56:19]
to be a vetan community then let's be
the best bedroom community that we can
[56:22]
in the state of Tennessee uh if we want
to be an urban community
[56:26]
let's be the best urban community that
we can in the state of Tennessee if we
[56:29]
want to be a mixture of both things uh
then let's do the best job that we can
[56:33]
for that um but at some point in time
the the town of aoco we we need to put
[56:38]
our foot on the gas pedal a little bit
more in my opinion uh and we need to
[56:43]
start moving more I know that there's
plenty of plans that we've been in over
[56:48]
the past few months and years and and I
think it's time for us really to to
[56:52]
start nailing those
down thank you

seats thank you um how would you handle
any disagreements or conflicts with a
[57:19]
fellow board member or maybe a potential
conflict with a member of the
[57:25]
community well I think you do it with
morals and ethic uh first and foremost
[57:29]
and then and then you show respect I
mean I feel like that's the only way uh
[57:33]
that you can do it we're not always
going to disagree or we're not we're
[57:37]
always going to disagree and we're
always not going to agree either right
[57:40]
um so you have to learn to have those
conversations uh with one
[57:45]
another and and that's really where just
open lines of communication is the way
[57:49]
to do it again you present and debate uh
your side of the story and how you see
[57:54]
things and and why you're willing to
vote certain issues and topics and how
[57:57]
you feel the way you feel and then
respect those opinions of
[58:01]
others thank you um sir thank you can
you provide an example of a time that
[58:07]
you had to stand up for something that
you believe was right even when that
[58:11]
decision was
unpopular uh yes sir I think that would
[58:16]
be my entire County Commission
experience to be honest
[58:19]
with
so I mean there there there are numerous
[58:24]
times I I do think that that's to tra
you know if if I do firmly believe in in
[58:29]
certain things and certain aspects and
uh have talked to community members and
[58:33]
this is what they want um well then you
know you know by goly that's what I'm
[58:39]
going to do I'm just going to stand up
on it uh I'm I'm going to stand up and
[58:42]
I'm going to you know I I'll vote no if
I need to if I need to vote no um I have
[58:47]
no problem being on an island and
standing up for things that I believe
[58:51]
in uh and that I think are important so
I think one of the
[58:56]
uh biggest ones that stands out is
uh County Executive hutman had brought a
[59:03]
piece of legisl or piece of property to
the public welfare uh on the general
[59:10]
welfare um committee which I was on for
the County Commission and uh that
[59:16]
property wasn't owned by the county it
was still owned by a a private
[59:23]
individual um and the county in the
deals to Clos on it on a Friday however
[59:28]
this is a Monday morning meeting uh so
we or Monday afternoon meeting so we had
[59:34]
the meeting and they wanted to rezone
the property and uh and I just acally
[59:39]
stood up and said No in fact I was the
only one that was standing up and saying
[59:43]
no at the time uh because the county
didn't own it and that the person who
[59:47]
owned it at the time wasn't even
president for the meeting and didn't
[59:50]
request for the reason um I felt like
that was a uh very drastic and dangerous
[59:56]
approach for local government to to
rezone a piece of property that again
[1:00:01]
that they didn't own and that the owner
at the time hadn't even requested um so
[1:00:05]
we ended up tbling that and then later
after listening to all the citizens who
[1:00:10]
came to the meeting they they didn't
want that property reone to that um I
[1:00:14]
was the only County Commissioner who who
listened to those people they weren't
[1:00:18]
even in my district and uh voted no on
the matter thanks
[1:00:23]

and the way that you have served a TOA
in the past uh kind of leads me to my
[1:00:51]
next question or my first question
rather do you plan on running in
[1:00:54]
November for one of the yes sir yes sir
I do good deal short and sweet all right
[1:01:00]
and my second question is how are you
going to uh handle or what will you say
[1:01:05]
to a citizen who or ask you about uh
needing a service from the
[1:01:10]
city uh well again I think that's open
lines of communication and just being
[1:01:15]
open and honest with them you know
that's one of the things that I said
[1:01:17]
when I worked in the court system uh as
a county commissioner and still to this
[1:01:21]
day you can say uh is that uh it might
not be what you want to hear but but I'm
[1:01:26]
going to tell you the truth about it um
you know and if it's something that the
[1:01:30]
that the town can do to help out then
you know I firmly believe that we'll
[1:01:34]
help out uh if it's something that we're
not able to then I will go through the
[1:01:39]
steps and explain the process to them
why we're not able to do that um but
[1:01:43]
like I said anytime um anytime we're
able to help you know I just I I reflect
[1:01:49]
back what my grandfather once told me
when I was little you know if you have
[1:01:53]
the means and the ability then you have
the responsibil
[1:01:56]
um so there are times that we can uh
that maybe we can't do things as a as a
[1:02:01]
government entity but maybe we can do
things privately or set up through other
[1:02:04]
organizations that can help out and if
that's possible then that's what uh
[1:02:08]
that's what I firmly believe that we
do all right thank you that concludes my

tonight my first question is why are you
interested in serving on the board of
[1:02:36]
Mayor and
[1:02:39]
otman well I mean to be honest with you
I've always been interested in in
[1:02:44]
government and politics uh my entire
life uh like I said I think even going
[1:02:51]
back to the first opportunity why I
expressed interest in it was actually in
[1:02:54]
2016
um started digging and finding
[1:02:58]
information out and then ended up
running for office in
[1:03:01]
2018 um and so I just uh I don't know
it's it's just one of kind of one of
[1:03:07]
those things that uh I still in the like
Alman gen any you know you have the the
[1:03:12]
means and the ability then you have the
responsibility to do it and I feel like
[1:03:17]
I have the means and the ability to do
so um you know it's one of those things
[1:03:22]
too that I take pride in uh being a
remember you know being a deacon in my
[1:03:27]
church and again you know that term and
why I hold that so important to me is
[1:03:33]
because Deacon it's a thirst and that's
that's what you are you're there to
[1:03:36]
serve people your church and so I I
firmly believe that I can serve the
[1:03:40]
members of our community will thank you
my second question is in your opinion
[1:03:45]
what are the most pressing issues fac in
our community and how would you address
[1:03:50]
them uh
infrastructure it's uh it's
[1:03:53]
infrastructure I mean just that that is
infrastructure infrastructure
[1:03:58]
infrastructure uh and so I think we've
got a solid plan in our comprehensive
[1:04:02]
plan I think we've got in our strategic
plan and I think we just need to again
[1:04:07]
put that put that pedal down on the gas
and let's let start solving some issues
[1:04:11]
and start moving forward on um that's
really what it boils down to I I firmly
[1:04:16]
believe once we can fix that
infrastructure and and better get that
[1:04:20]
under hand and control um then then
we're going to be in a better seated
[1:04:24]
position than we are today

I believe I'm the last one uh as you
know we have for several months we have
[1:04:36]
been working on creating a budget for
our fiscal year
[1:04:40]
2025 and my question first question has
to do with uh budget experience so last
[1:04:47]
year the town had over $700,000 of
unexpected infrastructure
[1:04:52]
repairs this year we're also looking at
another over
[1:04:58]
$700,000 of infrastructure repairs and
replacement so considering that and like
[1:05:07]
everything else all of our costs to the
town have
[1:05:11]
risen when it comes to Staffing U almost
all departments would need more staff to
[1:05:18]
provide adequate Town
services and of course you have to
[1:05:22]
remember when you're talking about
employees and staff we are competing
[1:05:26]
with other municipalities around us and
that involves not only the recruitment
[1:05:32]
of employees but retaining and the
retention of our employees and the uh as
[1:05:38]
you said the infrastructure is only
going to continue to age and have stress
[1:05:43]
put upon it with all that being said how
would you go about creating uh the
[1:05:50]
budget for the town and what would you
do if it was determined that town
[1:05:55]
Revenue was is going to fall short of
the needed budget
[1:05:59]
amount well again I think we we look at
prioritizing you know what what is most
[1:06:06]
important uh down to the least important
um and you can start with uh kind of how
[1:06:12]
I do now my work um so most of you don't
know but you know I financial analyst by
[1:06:17]
trade now as well as doing strategic
planning and uh and data analytics um
[1:06:23]
so to me it's just you know meeting with
each department you establish what their
[1:06:28]
priorities are and and how much those
costs are going to be um then all of a
[1:06:33]
sudden you you break those down and we
list those as priorities for the town
[1:06:36]
what they and what the town feels like
um needs to be placed uh as a top
[1:06:41]
priority and start working on and
focusing and then you start calculating
[1:06:45]
what you can't afford and what you can't
uh if you can't afford it you know you
[1:06:48]
look at doing something for for future
years planning um if it's something that
[1:06:53]
uh that can wait of course you put it on
for future planning but you really stop
[1:06:57]
knocking out those top priorities uh as
much as humanly possible that's that's
[1:07:02]
kind of where I would analyze that and
how it go okay thank you a second
[1:07:07]
question has to do it it says our
Charter states that the Town
[1:07:12]
Administrator is responsible for the

um you know it's it's of course they
also have the ability to to contact
[1:07:49]
alans um but supervisors can't fix
problems and that's their top priority
[1:07:55]
they're top priority is to stand up and
specialize for their people that's what
[1:07:58]
they do as managers uh and so you know
if they're not aware of the problem then
[1:08:03]
they don't have the ability to fix it
now if it's an issue with that manager
[1:08:07]
or anything then we go up the chain and
we can go up to the next size person you
[1:08:11]
know we have HR people that are
available we have um and I put extra
[1:08:15]
duties and task on Miss Debbie but you
know Miss Debbie is wealth of knowledge
[1:08:19]
that this town has um that can go out
and and help and seek out you know if
[1:08:23]
it's something that Mark needs to be
aware of as a t of administrator we can
[1:08:26]
go to Mark's time administrator uh but
first and foremost we have to give those
[1:08:30]
supervisors the ability to to manage
that's what that's what you put them in
[1:08:34]
those positions
for all right well thank you very much

this is a a huge piece um and it is a
really hard hard thing to do and taxing

on the mind to think of these answers um
with all that being said though my first

question is uh what are your primary
goals and objectives if you're
[1:09:15]
appointed serve the
[1:09:19]
people that's
[1:09:23]
it okay and
um along those lines as well what what
[1:09:29]
are your shortterm and long-term goals
for the board and our community as a
[1:09:33]
whole and how do you plan to achieve
them uh well I mean the goals are simple
[1:09:39]
they're I just want to see the town do
the best job that it can do I want to
[1:09:43]
see the town put forth the best I I want
to see the town of AA as the as the best
[1:09:48]
municipality as I I think that it is and
I think that it can be for the you know
[1:09:52]
for tiffon County for West Tennessee for
all the Tennessee and then again of
[1:09:57]
course it's Southwest and then it's the
nation as whole I just want to see the
[1:10:01]
town of AA to
um to really be the tip of the spear you
[1:10:06]
know we're going to be we're going to Le
from the front and um you know it's it's
[1:10:12]
a that's that's just just that simple
that's where I wanted to see and that's
[1:10:15]
what I Inspire for this town to be in uh
I kind of go back to what Alman Harbor
[1:10:19]
said you know several months ago and he
said it repeatedly throughout the years
[1:10:23]
you know as uh prior service military
like I am I've had the ability to travel
[1:10:28]
all over the world and yet we choose a
TOA and we do that for several reasons
[1:10:33]
and so um I'm in love with this town uh
like I said we devote our time effort
[1:10:38]
energy and money into this town as a
family and that's what we uh it's what
[1:10:43]
we plan to continue to do I love the
town of AA and I just want to see it
[1:10:48]
again lead lead from the front we're
going to we're going to be the example
[1:10:51]
and and let everybody else uh learn from
us
[1:10:56]

people that wanted to be a candidate for

the position we randomized them with a
number generator on the internet and
[1:27:39]
that's the order and I believe you're
number four tonight so it was strictly a
[1:27:44]
random order um but uh I definitely want
to tell you thank you for considering um
[1:27:52]
taking you know time out of your
personal life to devote to Public
[1:27:56]
Service uh for the town that and of
itself says a lot about your character
[1:28:04]
um it is as I think most of the board
members up here would testify that it is
[1:28:09]
a thankless job a lot of the times you
will um be referred to on social media
[1:28:16]
as either ignorant or line in your
pockets for your own personal gain and
[1:28:22]
you can take it from there
so um just know what you're getting into
[1:28:28]
um we are going to be asking each person
on the board and we also have Alderman
[1:28:34]
ganini is virtual tonight and we're all
going to be asking you two questions a
[1:28:39]
piece uh we would ask that you would
limit your answers to around two minutes
[1:28:44]
we'll be timing you and when you get
close Miss Debbie over here will hold up
[1:28:49]

got about 15 seconds left and then if
[1:28:54]
you keep going just know that when you

totals that's fine if you want to go on

other uh as far as that you're going to

so when we do come up with that person

and take your place up here and so this

position this appointment will be filled
from when you get appointed June 11th

till the November election if you wish
to put your name in for to pull your
[1:30:37]
packet um to be on the ballot for the
November election that is something you
[1:30:42]
would have to
do in addition so um you do have a Bott

of water there on you and we've all got
our Waters up here so please feel free

a short introduction about yourself
we'll get started with the question my
[1:31:05]
name is Josh Joshua price Josh um I've
been in a TOA since
[1:31:11]
2019 uh I am in the Navy um which we I
discussed with Mr Warner here
[1:31:19]
um I will be retiring officially
retiring October 31th first my last day
[1:31:25]
of actual Navy uh Duty being August 9th
um
[1:31:33]
U I'm involved heavily in uh U Sports um
I'm I'm with the scouts I'm a scout
[1:31:39]
leader I was a cub master for two and a
half years there before my kids moved up
[1:31:44]
to the to the Scout level um and I I
were pretty involved there um so I got a
[1:31:52]
pretty big space in the community
between here and mford a lot of I
[1:31:57]
probably coach half the kids that have
played you Sports yeah between the two
[1:32:02]
so being yelled at by parents coaching
Youth Baseball is not
[1:32:06]
a an abnormal thing okay so yeah yeah
so um that's about
[1:32:15]
uh that's about as much I my career here
and you know okay so all right well
[1:32:22]
that's excellent uh again thank you so

board and also with the the youth there

said with the parents it'll be the same
[1:32:54]
if you're seated but anyway no matter
what happens no matter what happens
[1:32:59]
tonight I'd encourage you to run in
November or if you don't want to do that
[1:33:03]
offer up your yourself to the mayor to
to serve on a
[1:33:07]
committee um having that in mind that's
my first question do you plan on running
[1:33:12]
and for one of the seats in November I
do um I do intend on
[1:33:17]
running good good deal all right and
next how do you think you'll respond to
[1:33:22]
or what will your what will your ctions
be to a citizen who comes to you with a
[1:33:26]
concern um I guess it depends on how
they come to me with that concern if
[1:33:30]
it's a social media concern uh my
typical reaction is don't respond um uh
[1:33:38]
especially if it's a a public form um I
tend to just back off from it I don't
[1:33:46]
don't respond because I'm also very
easily suuck into arguments uh so on
[1:33:51]
social media well which is supp say it's
a concern about an overgrown grass or a
[1:33:55]
ditch or a
pothole um I think I'd probably just
[1:34:01]
prer to the appropriate source of
whatever the concern is so if it's a
[1:34:06]
code thing refer to code enforcement uh
if it's a HOA thing refering to the HOA
[1:34:14]
um well would would I would find the
correct source of information and give
[1:34:18]
them the correct
answer
[1:34:21]
and whether they like it or not that's
that's what they got accept or change so
[1:34:27]

seat um my first question is why are you
[1:34:46]
interested in serving on the board of
Mayor and hon um most most of my public
[1:34:52]
service I say that like coaching Scouts
getting involved in uh in almost
[1:34:59]
everything I get involved in um comes
down to the future of my kids and they
[1:35:05]
are the future of of me really and and
us so um if I can help mold that in any
[1:35:12]
way um that is that is a
motivation and this town is a lot like
[1:35:17]
my
hometown um and I I did put that in my
[1:35:21]
uh interest letter um my hometown is a
lot like this one even that surrounding
[1:35:26]
towns are it's it's very similar um I've
seen what this can turn into uh with the
[1:35:32]
growth and there's ways I think that
that can be managed
[1:35:37]
um
and and the answer isn't stunt the
[1:35:43]
growth like you you can't so it just
needs to be managed in a in
[1:35:49]
a you a a man it needs to be managed
correctly I guess so
[1:35:56]
okay all right and my second question is
in your opinion what are the most
[1:36:00]
pressing issues fac in our community and
how would you address them uh
[1:36:06]
infrastructure
[1:36:09]
um we
are just from my understanding um I
[1:36:14]
don't I haven't been to every one of
these board meetings I don't understand
[1:36:17]
our
utilities 100% but toen is not self-
[1:36:22]
sustaining we in other communities um so
I know that we there's been proposals
[1:36:29]
for
[1:36:32]
um like additions uh uh subdivisions to
go in here and they haven't happened and
[1:36:39]
I believe is
because utility issues
[1:36:44]
um so I think infrastructure is a big a
big issue here um and just from a parent
[1:36:50]
level another one is uh
I think a lot of a lot of just from a
[1:36:57]
personal perspective a lot of people
that came into this uh Community 10 five
[1:37:02]
10 years ago kind of expected the growth
um
[1:37:06]
to push for uh like we don't have a
middle
[1:37:10]
school I kind of expected a middle
school here by this point
[1:37:14]
but I don't know if we I really don't
know the numbers I don't think we have
[1:37:18]
enough kids for it you know so um I
think that's an expectation that some
[1:37:23]
lot L people have but we
don't thank
[1:37:28]
you all right and continuing to my left
we have Alman
[1:37:32]
rfer hi thank you for
coming my first question is how do you
[1:37:38]
plan to balance the interests of a TOA
with the Practical limitations of
[1:37:51]
governance I think a lot of that comes
down
[1:37:56]
to it comes out of taxes right
so if you if you want a service it has
[1:38:04]
to be paid for and we really do
have we're basically tied to the lowest
[1:38:12]
taxes in the county um and I don't I
people don't realize that
[1:38:19]
um
and yeah I think it it comes out of
[1:38:24]
taxes
that's okay about it and I think you
[1:38:28]
just need to explain that people need to
understand I think it needs to be maybe
[1:38:35]
communication you know in a way that
this is what we want this is what we
[1:38:39]
need and just transparency of the
numbers so okay thank you my second
[1:38:44]
question is how would you balance the
need for development and growth with
[1:38:48]
maintaining the character of our
community
[1:38:59]
that's a tough that's tough that's a
good
[1:39:02]
one this is what my community that I
grew up in uh struggle with because uh
[1:39:09]
the one big industry that moved in there
was kind of like the people that worked
[1:39:14]
there weren't desirable you know it was
a it's a is Forest River trailer
[1:39:19]
manufacturer is a company that moved in
there I did not know that and uh is
[1:39:23]
Dallas Oregon right so and so people the
type of people that work there you know
[1:39:27]
people start working there right out of
high school and the people that stay
[1:39:30]
there and raise their families that are
either those people um or they're the
[1:39:36]
people that work an hour away and it
turns into a bedroom community um so I
[1:39:43]
think the benefit we have in this town
and a little bias I guess is that we
[1:39:49]
have a lot of military retired military
and
[1:39:54]
um this place is
uh people want to move here when they
[1:40:01]
live on that base you know and
um I think keeping keeping up our with
[1:40:09]
our schools or good schools I think are
are key one of the key things in here
[1:40:19]
um but as far as keeping the small town
feel um
[1:40:26]
that's
organic uh like my hometown is grown
[1:40:30]
it's double in size right but it still
feels like a small town when you get
[1:40:34]
there so
um I think it comes down to like not
[1:40:41]
overcrowded you know managing the
space okay thank
[1:40:46]
you all right sir uh to my right aln

first question um is how would you
handle a disagreement with a fellow
[1:41:05]
board member conflict and or uh maybe
anual with a member of the
[1:41:13]
community well it hasn't be un Civ like
for one just number one you got to it's
[1:41:19]
it's got to be professional right so um
[1:41:26]
ideally it's it's going to be
a a lot of things are going to be
[1:41:31]
opinion but you can bring facts to a lot
of tables
[1:41:36]
um
and I do this I do this a lot um
[1:41:41]
especially when it comes
to uh project type stuff um you got what
[1:41:48]
people want and you got what people need
um and
[1:41:55]
I think it just comes down to
understanding each other's
[1:41:58]
expectations
[1:42:01]
so yeah I think you you got to feel out
each other's
[1:42:07]
expectations um can you provide an
example of a time when you had to stand
[1:42:12]
up for what you felt was the right thing
to do even when that decision was
[1:42:19]
unpopular yep uh I so early in my
career um I
[1:42:28]
had this kid was he was
18 U rarely in the military anymore do
[1:42:34]
you get a 18-year-old to come in um at a
boot camp I've had maybe two
[1:42:40]
um two since I've been in the Navy at
since two years so in 19 years about 2
[1:42:48]
18 uh but this uh this young sailor um
did driver's license
[1:42:56]
um he had one of his
uh Barracks roommate buddies they
[1:43:04]
weren't roommates but they lived in the
barracks uh left a bar went to a
[1:43:09]
7-Eleven and when he got to 7-Eleven
decided he was no good drift um called
[1:43:15]
him he walked over there he walked like
a mile to 7-Eleven to drive his car on
[1:43:22]
base got pulled over leaving cuz he
didn't have headlights on then he didn't
[1:43:25]
have a driver's license he got a $600
ticket um had to call our boss at the
[1:43:32]
time and then they sent him to C's Mas
which is like non-judicial punishment
[1:43:38]
judge and jur is the captain the co you
know stuff like that and I was the only
[1:43:43]
character witness that stood up for him
like he did the right thing he got you
[1:43:49]
know he got caught he should have called
us before
[1:43:53]
but you know he went to pick someone up
that should have been driv drunk you
[1:43:59]
know I by the book you know they both
should have been in trouble but he
[1:44:06]
shouldn't have he shouldn't have gone
down 100% for you know and he didn't he
[1:44:11]
ended up he end up walking away from
from
[1:44:15]

tonight um it's a very hard seat to be
sitting in um I've sat in that as long
[1:44:33]
as much asman Renfro has as well in the
last one so we know we know kind of
[1:44:37]
those feelings and and just the taxing
of motion there on the mind on trying to
[1:44:42]
think these questions um going into this
um what are your primary goals and
[1:44:47]
objectives if you're appointed
[1:45:17]
agendas I
guess the the purpose of getting this
[1:45:23]
isn't to to change anything but to help
manage
[1:45:32]
um how we how we govern I guess as as a
a town
[1:45:39]
um because I don't think any one person
makes a decision right but I've sat
[1:45:43]
through I've only been to two Town
meetings and um like the the last one uh
[1:45:53]
like I think uh if I would have been at
the one before or even read ahead on the
[1:46:00]
agenda I would have been able to fill in
that thing and speak on some of the um
[1:46:07]
on some of the issues that uh Alman jimy
or uh J spoke on with uh with the budget
[1:46:16]
and one of the big things is uh fees um
I don't I don't necessarily agree with
[1:46:24]
like I understand that taxes need to go
up and and prices need to go up and that
[1:46:31]
um the utility fees that were proposed
didn't even meet inflation like it was
[1:46:36]
you know um so that was fair but the the
penalties for getting your your water
[1:46:43]
turned off and having turn it back on
those some I think some of them might
[1:46:47]
have doubled there's at least $25 in
each one so it's expensive to be poor
[1:46:52]
sometimes right right so you know Bank
fees uh late fees turnning stuff off
[1:46:58]
turn it back on I don't see the purpose
and stuff like that you I'd like to be
[1:47:02]
able to speak on stuff like that good
okay um and kind of following along the
[1:47:08]
same lines here um what are your
shortterm and long-term goals for that
[1:47:13]
matter for the board and Community as a
whole and how do you plan to achieve
[1:47:18]
those uh I'd like to improve our
recreational or uh I'd like to help push
[1:47:25]
some Recreation um improvements uh like
with um Nancy L Walker Park I know
[1:47:33]
there's I know there's kids like I know
there's kids that would love to have
[1:47:38]
um more prevention around those ditches
balls go on those things uh our softball
[1:47:45]
fields can do some work
um uh what was was there two parts of
[1:47:50]
that what was the second part so it's
your short short term and long term and
[1:47:54]
how you achieve
them and how to just it'd be working
[1:48:00]
working here at this level and
[1:48:05]
um trying to
[1:48:10]
uh I guess impress the importance of
those things um because it's not just
[1:48:15]
our community that plays there you know
like at at a TOA it's not just our
[1:48:20]
community play there like we we are with
other communities in those in those
[1:48:26]
areas you know um like right now look at
Brighton used to be the the the mecca of
[1:48:34]
baseball in this area and now you can't
compete with mufford you know um on
[1:48:40]
baseball you you can't they're more
competitive in soccer um
[1:48:46]
they're uh they just I think their
program is better managed I think we can
[1:48:51]
do better
[1:48:55]
all right all right so I believe am I
the last one so thank you

okay all right Mr Price so um my
questions my first question has to do is
[1:49:08]
and and you've uh talked a little bit
about it so as you know the last few
[1:49:12]
months we've been working on budget for
our fiscal year
[1:49:16]
2025 and I just wanted to kind
of paint a word picture for you what you
[1:49:23]
would be up against and that's not the
right word what what facts you have to
[1:49:28]
consider when making that budget so last
year the town had over $700,000 of
[1:49:35]
unexpected infrastructure
repairs um this year we're also looking
[1:49:41]
at over
$700,000 and either we have a big a
[1:49:46]
bridge that needs to be replaced and
we've got several coverts that have to
[1:49:50]
be replaced so repairs and replac
of those um with that in mind and
[1:49:57]
considering that like everything else
and like everyone else all the cost of
[1:50:01]
the town have risen since Co
um almost all of our
[1:50:07]
departments need more staff to
adequately provide Town
[1:50:12]
Services um you mentioned parks for an
example um you always have to be in mind
[1:50:19]
that we're competing with the
municipalities around us and and in that
[1:50:24]
case I'm talking about not only
recruiting staff but retaining staff you
[1:50:29]
always have to keep that in mind uh
employee Recruitment and Retention and
[1:50:34]
again to go back to the infrastructure
uh it's only going to get older and it's
[1:50:39]
only going to be
stressed so with all that um you're
[1:50:44]
going into a budget season you have to
create a budget how would you go about
[1:50:50]
create creating a budget for the town
and what would you do if it was
[1:50:54]
determined the town's Revenue was going
to fall short of the needed budget
[1:51:01]
amount well I I think you guys
have have done it um well You' done what
[1:51:09]
I think I would have done um with the
the deficit from last year and
[1:51:17]
um I think it's just going up to 83
cents or 85
[1:51:21]
cents yeah um like so last year we
shorted you know and I
[1:51:26]
um and I I have some friends that live
from the base that live up here and
[1:51:33]
they've complained about taxes and what
they're complaining about you know
[1:51:37]
compared to Shelby County you know but
when you look at what we're paying and
[1:51:43]
what we're paying for
um I I think
[1:51:49]
that's that's the answer and then PRI
prioritization
[1:51:53]
you know
um sometimes things need to go on the
[1:51:56]
back bur what's wants and what's needs
so that's a I mean that's a meeting on
[1:52:02]
its own it's a whole another discussion
is what do we need what do we want you
[1:52:07]
know and what's older you know
so okay all right thank you sir my my
[1:52:16]
second question now I got my mic on my
second question uh so our town Charter
[1:52:23]
states that the Town Administrator is
responsible for the day-to-day
[1:52:28]
administration of the Town including
employee management and operations how
[1:52:34]
would you as an Alman handle a situation
where a town employee approaches you
[1:52:40]
directly with a concern or an
[1:52:45]
issue uh well I I
guess first thing I'd ask is who they
[1:52:52]
first person they talking
to
[1:52:55]
um so how we got into where you're
asking an alderman um who's not really
[1:53:01]
in your I'm not in your chain of
employment um so I guess I also don't
[1:53:07]
know what effect we would have
um on that issue uh if a town employee
[1:53:14]
came to me do I have an influence on the
Town
[1:53:19]
Administrator um other than a voice um
so I don't know the answer to that part
[1:53:25]
but
um but I would figure that out first and
[1:53:30]
then I would encourage them to go
through the right channels and if
[1:53:34]
they've already done that
[1:53:39]
um you'd have to manage who you're
talking to not
[1:53:44]
to I guess
um to keep their trust right so you
[1:53:50]
don't want someone that's coming to you
with a problem trust you so now how do
[1:53:54]
you manage um who's the next person to
talk to so okay yeah all right and I
[1:53:59]
think I guess it might be you it may be
and you know and I'm I'm like you first

might be a good thing might be a bad

think that if U the board members here

and Alderman G which is virtual uh they
would uh tell you that it is not most of
[2:02:18]
the time it is a thankless position you
will be called all sorts of names on
[2:02:23]
social media from ignorant to lining
your pockets for personal gain and
[2:02:30]
anything
else um so but we do appreciate uh you
[2:02:35]
being you being willing to serve uh the
way we're going to do it tonight each
[2:02:40]
and every one of us are going to ask you
two questions a piece we would ask that
[2:02:45]
you limit your answers to around two

the way to work let's say that you get

of that meeting the position you will

fill will be from June 11th when you are
appointed till the November election

uh if you want to put your name in pull
a packet and be on the ballot for the
[2:04:28]
November election you would need to do
that that is because this appointment is
[2:04:32]
strictly until that position is filled
by the voters yes sir uh you got some

my name is christii I uh I've lived here
Ina now for about four or five years I

uh retired from the Navy last June uh
picked TOA because aoka is is our
[2:05:12]
forever home uh we discovered this city
that uh was it met everything that we
[2:05:17]
liked we liked the community we like the
people here just a great wonderful place
[2:05:21]
to live
when I told my wife I was considering
[2:05:24]
this she looked at me she goes I thought
you were not going to do anything like
[2:05:27]
this for a while I said well I live here
and I need to contribute to the place I
[2:05:32]
live and I want to make it a better
place uh not for me but for everybody so
[2:05:36]
that's why I'm here all right thank you
very much

evening uh questions from Alderman

you for coming out tonight for being
[2:05:49]
willing to be in the hot seat uh my
first question for you is is uh how
[2:05:53]
would you handle uh a conflict a
disagreement between you and a fellow
[2:05:58]
board member uh and war between you and
and a TOA citizen I'll start with the
[2:06:03]
board member uh I believe that anytime
that the alderman uh get together and
[2:06:09]
sit uh we should have Frank
conversations we shouldn't be afraid to
[2:06:13]
tell the truth to each other in fact if
you can't tell the truth to each other
[2:06:17]
you probably shouldn't be sitting in
this room uh however there's a time and
[2:06:20]
a place for that uh it's important that
the voters and our residents of aoka see
[2:06:26]
a unified front so if you're going to
argue you probably want to argue in
[2:06:30]
private um if we come to a meeting we
make a decision we slap the table we
[2:06:35]
walk out that's the decision walking out
and then afterwards saying you know uh
[2:06:39]
we agreed but Chris really was a jerk
about it and it wasn't really a good
[2:06:43]
idea I don't think his ideas are any
good what is that I mean it shows a
[2:06:46]
fracture of leadership and you can't
have that so you have to stand together
[2:06:50]
once we slap the table that's the final
decision you keep it to yourself you can
[2:06:54]
come behind closed doors and argue at uh
having an argument with one of our
[2:06:58]
residents taxpayer here you got to be
respectful we work for them we serve the
[2:07:03]
the people of the TOA that's our job uh
you know so are we going to agree on
[2:07:07]
everything no but you can you can
disagree sometimes and and still walk
[2:07:13]
away feeling good about yourself and the
other one as well there's no reason to
[2:07:16]
get Petty or ugly about things and and
mayor to your point about uh being
[2:07:21]
called all sorts of hateful things you
know my time in the military I sat in
[2:07:25]
some pretty senior seats uh and and I
find that very often people will use us
[2:07:31]
as a a uh a lightning rod because
they're frustrated and sometimes they
[2:07:36]
just need to be heard and someone needs
to sit and listen to them and if you do
[2:07:40]
that very often you can walk away both
you and the people you're having
[2:07:43]
arguments with feeling pretty good about
each other thank
[2:07:48]
you uh my second question now that my
mic is on um can you give me an example
[2:07:54]
of a time um when you had to stand up
for what you believe was right even when
[2:07:59]
that decision was unpopular oh
absolutely I've I've done that a number
[2:08:02]
of times in my military career uh most
recently uh before I retired we were
[2:08:07]
working on a program for the Navy uh
that required in order to get promoted
[2:08:12]
you had to take a challenging position
somewhere else uh not very popular a lot
[2:08:16]
of people like to stay where they're
stationed and stay where they're at
[2:08:20]
however we we're at the point where we
had about 7 a half thousand uh senior
[2:08:26]
billets not getting filled and so my my
boss and I came to the decision that
[2:08:30]
this is what we need to do and we we
rolled that policy out it was not
[2:08:34]
popular however it made the military
stronger sometimes we have to make
[2:08:38]
unpopular decisions for the best for the
betterment of our community or our our
[2:08:43]

the seat my first question is um why are
[2:09:06]
you interested in serving on the board
of Mayor ottoman uh because I believe
[2:09:11]
that if you're going to live somewhere
you can be serving and and helping your
[2:09:15]
community um it just seems like a
natural progression in life that you
[2:09:20]
know you go from C you we're we're
servant leaders and it's our
[2:09:24]
responsibility if we're going to live in
a community to take care of it cultivate
[2:09:27]
it make it a stronger better place to
live and that's what I want to do is
[2:09:31]
help and and as I told the mayor uh you
know if I'm not selected for this that's
[2:09:36]
okay I'm still going to be working with
the idb I'm still going to come to the
[2:09:39]
town hall meetings I'm still going to
provide feedback uh to the city because
[2:09:43]
I love it here thank you my second
question is um in your opinion one of
[2:09:49]
the most pressing issues fac in our
community and also how would you address
[2:09:53]
them a deficit that's that's our biggest
problem is that we need Revenue tax re
[2:09:59]
we need Revenue uh and we have a we have
a we have a a need for more money and
[2:10:07]
and the question is how do you get there
from here I believe uh you know you see
[2:10:11]
construction slowing down on housing
right so we had a big boom of housing in
[2:10:15]
TOA and now it seems like they're
crossover street over Mumford so what do
[2:10:19]
we do um I think that's by providing
incentives for National businesses and
[2:10:26]
local businesses bring them into uh into
a Tok um you know you take a look at
[2:10:31]
some things and it'll be hard for some
local businesses to catch so how do we
[2:10:36]
raise generate tax revenue find
something that people are going to know
[2:10:39]
already uh that doesn't bring us down
but it's a national brand that we bring
[2:10:44]
in here uh of some of some retail or or
food or drink or whatever and use that
[2:10:51]
to raise money and through tax revenue
for the city uh tax cars cost money uh
[2:10:57]
parks cost money police cost money fire
departments cost money um believe me I
[2:11:03]
do not want to be the guy or the person
whose house is on fire and the fire
[2:11:07]
truck doesn't come fast enough because
it's broken I want to make sure that we
[2:11:11]
are completely funded in all of our
utilities um that kind of stuff you
[2:11:15]
can't go cheap on and it doesn't come
cheap thank you thanks Chris

[2:11:29]
how do you plan to balance the interest
of a TOA with the um excuse
[2:11:35]
me with the Practical limitations of
governance honest
[2:11:40]
conversation a lot of times you can you
know people get nervous and they get
[2:11:45]
excited when something new is coming in
I want to keep it the way a TOA is you
[2:11:49]
know city was established in 187 say we
got to keep it the way it was we can't
[2:11:54]
uh and so you sit down you have those
Frank conversations you lay it out for
[2:11:58]
people very simply and plainly hey this
is what we have this is what we need and
[2:12:03]
this is how we can get there and if you
tell tell the voters that uh I would
[2:12:07]
hope that they would understand and
sometimes they're not going to sometimes
[2:12:11]
you have to tell them look this is what
we have to do if we're going to have a
[2:12:14]
city that's safe if we're going to have
a city that can respond to emergencies
[2:12:18]
uh if we're going to have safe places to
drive we're going to have to raise money
[2:12:22]
and give people the options well we
could raise your taxes nobody wants to
[2:12:26]
do that or we could find other sources
of revenue for the town of AA and I
[2:12:31]
think there's a lot of opportunities we
could do here uh through tax incentives
[2:12:35]
through business incentives to get
people to come here okay thank you and
[2:12:40]
my second question is how would you
balance the need for development and
[2:12:44]
growth with maintaining the character of
our community that's a great question uh
[2:12:49]
you know you don't want to you want to
cheapen a TOA right I don't want to you
[2:12:54]
know talk down about our friends to the
south of Millington but it seems like
[2:12:57]
there's a lot of growth there and what
happens when everyone gets tired of all
[2:13:02]
this growth at once lots of growth
happening right now when it when it gets
[2:13:05]
old and don't worry we're going to go
back to the way Millington was back in
[2:13:08]
the 90s where you know every it was just
uh Walmart and all these other
[2:13:12]
businesses were closing I think you have
to do it carefully you don't flood the
[2:13:17]
place with we need 16 fast food
restaurants and 25 stor stores in aoka
[2:13:22]
by next month I don't think you do that
I think you do it slowly I think you do
[2:13:26]
it carefully and that's we're coming
into having National brands that people
[2:13:31]
understand and people already have that
mindset of oh okay I can go this place
[2:13:34]
I'll go here because I like that I've
I'll shop there that is how you get uh
[2:13:39]
you know your Tactical employment of
businesses all right thank you thanks

deal all right and second is if how are
you going to respond to or what will
[2:14:42]
will your actions be to a citizen who
comes to you with a concern by the city
[2:14:46]
service said well first I'm going to
listen uh I want to make sure that the
[2:14:51]
citizens have a chance to express what
their concern is I want to hear it I
[2:14:54]
want to make sure that I understand it
and repeat it back to them of okay this
[2:14:57]
is what you're saying is your problem
this is what we uh we have to do and
[2:15:01]
then before I said well this is what we
need to do probably need to come back
[2:15:05]
and talk to the Alman talk to the mayor
make sure that we have the mayor's
[2:15:08]
message uh before before I go talking on
my own that's important uh at the end of
[2:15:13]
the day we need to make sure that we are
keeping one message one team here it's
[2:15:18]
not a board of alterman individuals
Alderman and a mayor it's the city of
[2:15:23]
aoka so I would probably listen to the
person's concerns and bring it back to
[2:15:26]
the Alderman and the mayor and go from
there and and make sure that I get back
[2:15:31]
to that person in a town manner because
that's something that drives people
[2:15:34]
crazy is you listen to their problems
and they they think okay well this
[2:15:39]
person's listening and then they never
get back to you and it's got to be in a
[2:15:43]
timely manner can't be six months later
like hey Bob you remember 6 months ago
[2:15:46]
you told me that you had this leap C in
your backyard well well yeah yeah it
[2:15:52]
flooded my entire house okay sorry we we
can't help you we got to get back in a
[2:15:57]
timely minute you got to make sure those
conversations happen right away so
[2:16:00]
people know that you're listening and
know that you
[2:16:03]

your primary goals and objectives be

sure uh what are your primary goals and

objectives if you were appointed uh to
support the city of Atoka uh make it a
[2:17:14]
better place uh work with the other
alterman and the mayor and the rest of
[2:17:18]
the uh the town to make this the premier
place to live in Tennessee and let other
[2:17:24]
make sure that other people know it too
because I already know
[2:17:27]
that thank you for that and and kind of
going along those same lines um what
[2:17:33]
would your shortterm and long-term goals
be for the board and the community as a
[2:17:38]
whole and what would you do to achieve
them so short term uh get to know as
[2:17:43]
much about the city government as as
possible uh and be a contributing member
[2:17:47]
uh not just the guy who sits in the
corner and votes along with the team but
[2:17:51]
person who learns and understands what
what's going on here uh long-term um my
[2:17:58]
goal is to make sure that aoka is just
continues to be a great place to live
[2:18:03]
how do I do that uh coming and being
part of the community uh whether it's
[2:18:08]
being an alderman whether it's being on
the idb whether it's being a person who
[2:18:11]
comes to a flag raising ceremony uh
being just involved supporting the
[2:18:15]
community supporting local events that
that's just part of what you do it just
[2:18:22]
be there for others thanks sir thank

sir as you are aware we have been for
the last few months working on our
[2:18:32]
fiscal 2025 bu and I just wanted to kind
of paint a word picture for you um some
[2:18:41]
of the things that you have to consider
when you're coming up with that budget
[2:18:46]
and then I have a question about that at
the end so last year the town had over
[2:18:51]
$700,000 in unexpected
infrastructure
[2:18:56]
repairs this year we're also looking at
over
[2:19:01]
$700,000 of unexpected actually we have
a bridge that needs to be replaced and
[2:19:05]
then we have several culs that are in
need of replacement as
[2:19:10]
well uh like everyone
else all of our costs to the town have
[2:19:16]
risen like like everyone knows um we
need more staff in almost all of our
[2:19:23]
departments to continue to provide the
level of town service that our citizens
[2:19:29]
deserve um talking about staff and
employees you have to remember that
[2:19:34]
you're always competing with other
municipalities around us and that's
[2:19:38]
whether you're recruiting those
individuals or you're talking about the
[2:19:43]
retention and keeping and making sure
that the town of AA is a great place to
[2:19:49]
work um um as I said again the aoka
infrastructure is only going to continue
[2:19:55]
to age and have more stress put upon it
so these are just a few this not this is
[2:20:01]
not a comprehensive but with those
things in mind how would you go about
[2:20:06]
entering into and creating a budget for
the town and how would you what would
[2:20:13]
you do if it was determined that the
town's Revenue was going to fall short

well first first and foremost is you've

got to figure out what is the most
important things for you what is the
[2:20:28]
most important things for the uh for the
residents uh quality of life things
[2:20:32]
we're talking police we're talking fire
we're talking water we're talking sewage
[2:20:37]
uh those are the things that keep people
up at night uh I'd make sure that
[2:20:41]
they're funded I'd make sure that uh we
are doing everything in our power to
[2:20:46]
come up with ways that are uh cost cost
effective smart uh there's always ways
[2:20:55]
uh to sometimes do things as efficiently
uh that cost less certain things in life
[2:21:02]
though you shouldn't chinson uh police
fire water sewage for to name a couple
[2:21:10]
if we decide if it should come that uh
we have a deficit that we can't meet um
[2:21:18]
sometimes hard decisions have to be made
and it's not always popular but there
[2:21:23]
are some things that we would might have
to cut back on uh there's also you know
[2:21:28]
I don't know I have to talk to the
legality of it but you know getting
[2:21:33]
private funding for things uh public
private funding uh works very well uh in
[2:21:39]
certain areas I don't necessarily think
I want to start slapping a logo on the
[2:21:43]
side of everything in a TOA and turn
this into a NASCAR race but uh figuring
[2:21:47]
out ways that we can utilize our
resources outside of the community to
[2:21:52]
bring in resources to the
community um whether that's through
[2:21:58]
businesses or leveraging I couldn't
begin to tell you maybe figuring out
[2:22:04]
ways to bring people into a TOA that
don't cost us a lot of money take a look
[2:22:09]
for example white foot Farms right and
you see where they started with their
[2:22:13]
Farmers Market we could do something
like that over at the park we are
[2:22:16]
starting now we have our our uh our
Farmers Market over here we could do
[2:22:21]
that and get grow ours just as big thank
you all right thank you sir my second
[2:22:29]
question so so our uh our town Charter
states that the Town Administrator is
[2:22:35]
responsible for day-to-day
administration of the Town including
[2:22:39]
employee management and operations how
would you as an alderman handle a
[2:22:45]
situation where a town employee
approaches you directly with a concern
[2:22:51]
or an
issue oh again as I said earlier I would
[2:22:56]
listen to the uh the concern first and
foremost uh I would make sure that the
[2:23:01]
person is safe uh that it's not
something that's life-threatening or a
[2:23:06]
cause for any kind of harm to come to
the person uh and then after that then I
[2:23:12]
would go talk to Mark and then if not uh
if it was about him I don't come talk to
[2:23:17]
you uh you know it's one of those things
you don't want to start going around and
[2:23:21]
it's not that I we try to keep secrets
remember you anybody but when it's
[2:23:25]
something about a member of the Town
depending on how high not really
[2:23:30]
depending on how high just if it's
somebody in the town you want to keep it
[2:23:32]
a small circle right because people will
often convict you before you're found
[2:23:38]
guilty and you don't get to pull that
back so you want to keep small thing you
[2:23:43]
want to keep things if someone has a
complaint about somebody small into a
[2:23:46]
small circle and address it properly if
if it's founded then you know bring the
[2:23:51]
decision to you on what to do if it's
unfounded you sit down to the person who
[2:23:55]
made the complaint say look this is what
we did this is what we found out this is
[2:23:58]
what we've got we don't believe that
this is a cause for a serious complaint
[2:24:04]
uh but if you'd like to have five
minutes with the mayor we can do that
[2:24:08]
