» Uh so July 3rd, uh Chris Redburn with
the Redburn band. Uh we got a hold of

him yesterday. I spoke with them and
we'd like to do kind of a small venue
[3:09]
concert. I shouldn't say small, it's
going to be uh we're the last time he
[3:13]
played it was when Bug Shots was still
here. and he said that he was with
[3:16]
Saving Able and they pulled about 600
people into the city and just being at
[3:21]
the um
holiday weekend and everything, I
[3:25]
thought it'd be a good thing to do. Um
me and Megan um we spoke a little bit
[3:29]
more uh this morning about like kind of
a little bit more details. Like I said,
[3:33]
it's this is all brand new, so
everything's kind of out in the open
[3:36]
that we were going to charge like $5 to
get in. We're going to have the whole
[3:41]
sectioned off area on that um map that I
g kind of gave you guys. Um
[3:47]

that be kind of where we set the band.
We talked to um I'm sorry I don't

remember the gentleman's name uh that
owns the funeral home. Yeah, he gave us

uh permission to be able to use that and
the parking lot there. Um the orange uh

lines there would be where the fence
would be going. We'd have a few
[4:13]
different entrances. Uh obviously we
would have to have um security people
[4:18]
checking IDs and stuff like that,
especially if we're plan on bringing 600
[4:21]
people in there. Um I'd like to get some
form of security, you know, just kind of
[4:26]
make sure people aren't walking off
without call, stuff like that. Keep
[4:29]
everybody safe. Um
a few different entrances to be able to
[4:33]
get in with all checkpoints and stuff.
Uh the green lines right there. I talked
[4:37]
with uh Angiga and with Sky at uh
Stormy's there uh for additional parking
[4:44]
and they just they told me that they're
all good to go with it just as long as
[4:48]
their insurance companies allows it just
with the alcohol sales and stuff like
[4:51]
that. They don't want to be held liable
if somebody drives and gets hurt. Um
[4:56]
they know that uh we'll possibly have to
pull a um an insurance umbrella for that
[5:03]
for that day. uh to kind of keep us more
liable and just kind of keep everybody
[5:08]
covered just in case. Um
yeah, uh I want to also want to make
[5:15]
sure that you guys understand that uh we
will take responsibility on the cleanup
[5:19]
of all those places, especially on the
streets and everything. If anybody's
[5:23]
like parked on the street, uh we'll take
full responsibility on cleanup. Um
[5:30]
there's a couple other things that I
can't remember off the top of my head.

uh everything that I kind of wanted to
say. But if you guys have any questions

for me, I'll answer them to the best of
my ability, but like I did say like this

is like brand new and like we just uh
really want to be able to pull the

permits and uh make sure that we're Oh,
that was the other thing. Um we wanted

to do this at night. Uh obviously with
the noise ordinance, I believe that it

was it's 11 o'clock quiet hour. Uh we'd
be done by 11 o'clock and everything so

that way we're not making anybody mad.

able to walk on that with with safety
and everything that you guys own own

could talk with him about possibly that
kind of stuff as well and maybe trying
[9:14]
to facilitate a little bit more of that
so we're not congesting too much in
[9:18]
town. I don't know, like I said, I don't
know like the ins and outs of
[9:20]
everything. I'm, you know, I'm trying my
best here with the day's notice.

The the other recommendation I'd make
and I don't know if council would allow
[9:32]
it or we'd have to do it, but uh closing
off

uh Meno from US23
to
[9:41]
Michigan Avenue or a portion of it.
I guess I'd be in support of that. What

um you're talking about an evening type
concert, right? So you're not talking

about it be all day on the third, right?
It' be probably from 6:00 p.m.

barrels outside. We'll sell and do cash

to deal with liquor shots, people taking
shots and stuff like that. That's when

that's a cause for disaster in itself.
Um, and then, uh, before all this
[10:25]
happens to, um, I want to get make sure
that the whole staff is TAM certified,
[10:29]
which is techniques of alcohol
management, um, certified. It's one of
[10:32]
the certifications that all managers
basically have to have at a at a bar.

Um, and it just and it helps the more
people that have it in a restaurant, the
[10:41]
the smarter we are. So, I just want to
make sure that everybody that's going to
[10:44]
be serving or or not, make sure that
they're all TAM certified so that way we
[10:48]
can kind of call it make sure that we're
cutting people off and, you know, I just
[10:52]
I I want this to be more of a family
event. I know that Chris is more of a
[10:56]
rock band, so it's a little bit out
there, but uh I just, you know, I don't
[11:00]
want a bunch of swearing and stuff like
that. That's one big conversation that I
[11:03]
had.

Yeah, I think that would be a good idea
to close Meno at least the block or half
[11:12]
the half to the block there. Um,
let people freely cross

pedestrian wise to get their vehicles
and stuff. And if the IG is going to

participate parking, then they could use

exit out of that parking lot rather than
coming out on knock.

think that being open for service with

band and people and it's just going to

everything straight outside beer,

9.3 is our miscellaneous charges
increase
[26:29]
which has to do with um some of our DPW
[26:35]
uh type charges.

we've been at least 11 years 12 years
with the same rates on some water
[26:46]
services that they're not
big. We don't have a lot of emergency
[26:51]
turnoffs
with we don't have a lot of uh uh impact
[26:56]
fees or tap fees but we are lagging that
we have not increased them in in 11
[27:03]
years and
uh Levon was pretty proficient in going
[27:07]
through and saying we should be doing
something here and and I agreed. Um
[27:15]
our our regular uh turn on turn off fee
is $35. Emergency after hours. That's
[27:20]
the big one. We're only charging $55.
We roughly have cost us 150 bucks to
[27:26]
send the guys out for an emergency shut
off. So, we're we're getting behind on
[27:31]
that.

up there and the two of the other ones,
Dan, are there our water tap in fee and
[27:40]
our sewer tap in fee. Those aren't just

the they were supposed to be impact fees
on our system. Our system was put in
[27:51]
years ago to service a lot of different
people. And
[27:58]
the impact fees
they they the money goes into the water
[28:03]
funds to and the sewer funds, not just
what it cost to build years ago, but
[28:08]
when we have to maintain it and keep it
up. So, those are the impact fees. And
[28:13]
and the way we're set up now,
we're charging $2,400 for water, $1,800
[28:18]
for for sewer. If someone comes in
and wants to hook into water, we charge
[28:26]
them $2,400. If it comes out to 20 if
the if the labor the equipment charge,
[28:33]
the materials comes out to 23.99,
we've only made a dollar on it for our
[28:39]
impact fee. If it comes out over 2400,
we charge in the overage. So, we have
[28:44]
zero.

fee. I don't know what that one was for

plus the costs.

than what the original engineers

estimate was. Our M do grant will pay
for half of the project

resolution to
um approve the uh low bid and uh to move
[38:48]
forward with the project

Verizon just came with some major

upgrades on the water tower. What we
look at when they do upgrades on the
[42:12]
water tower is ask adding any more
weight to the water tower or anything
[42:19]
that's going to catch wind.
And uh like I said, uh Verizon did some
[42:25]
stuff last fall. AT&T came along. They
want to add a few things. They're taking
[42:31]
very few components off, but they want
to add more stuff, but they want to add
[42:35]
it. It's all in the pack here. They want
to add it in the tower, not on the top
[42:41]
of the water tower. At the top of the
water tower, we have a ring that they
[42:45]
can add stuff to because we don't want a
welding on the water tower, especially
[42:48]
the tank itself. So they want to place
uh these antennas
[42:56]
below the tank itself on the tower.
[43:03]
Heath did not feel it was going to be a
problem. They would have to weld some
[43:07]
brackets as long as the materials
prepared. They're welded, primed, and
[43:12]
painted again uh properly.
uh
[43:18]
I wanted more guarantees than that. So I
reached back out to uh Masttec which is
[43:25]
handling this for AT&T and I asked him
three questions. Uh the first one being
[43:30]
more of a guarantee that it's not going
to rust where they they weld onto the
[43:35]
tank. That was the first qu. The second
question was when Verizon updated the
[43:41]
tank,
they put more anchor bolts in. This is
[43:46]
on also on AT&T's proposal. I just want
to make sure that they know it's done or
[43:52]
is this additional bolts and this is the
first time that I've experienced where
[43:59]
they're adding more equipment and not
taking a lot of equipment off. So my
[44:04]
third question was at what point do we
charge more of a fee for adding more
[44:10]
equipment onto the tower? I have not
heard back from Masttec yet. So I'm
[44:15]
asking to uh table this until we hear
back from them.

below the water vessel on the support

and weight calculations. Um, what we

would do is we want to see what I want
to see what their guarantee is first and
[45:18]
then we'd reach out to Nelson Tank who
has done did the painting and the
[45:22]
repairs and the other stuff on our tank
and then get an idea what it cost them
[45:29]
to inspect and they would hire them as
their inspector and pass it on to Yes.
[45:33]
But we would do Nelson tank. when it
comes to structural integr Nelson last
[45:37]
time and Nelson said we'd be using this
company to do the weight evaluations
[45:43]
anyway. So we weren't there was no
benefit but when it comes to the
[45:46]
painting and the welding that would be
with Nelson. So
[45:52]
» yeah, just so we could get some kind of
independent third party evaluation so
[45:56]
they're not
>> That's what I was looking I wanted AT&T
[45:59]
to come back and say we'll pay for your
private third party. Yeah,

I'm not opposed to it, but there should
be some benefit to the city residents

and there should be some kind of
guarantee for the city residents that

it's not going to damage our
infrastructure.

raised anything that wasn't needed for

the future of the community. I just want
to bring that up because you know last

last month we uh we uh passed the uh uh
putting the millage on to renew the
[48:48]
mosquito millage. We were able

doing our job back and say you're just
going after the citizens. I I don't feel

that at all. I think like I said, we do
a great job.
