[1:14] You give me one chance. >> All right. Got 7 p.m. Tuesday, May 5th,
[1:17] 2026. We'll call to order a regular city council meeting the city of Algra. We'll
[1:22] start with our pledge of allegiance.
[1:26] I pledge allegiance to the flag of the United States of America and to the
[1:31] republic for which it stands. One nation under God, indivisible, with liberty and
[1:37] justice for all.
[1:42] » I have a roll call, please. >> John Sanford here.
[1:45] » John Papovich here. >> Dan Hinrich here. Joe War.
[1:48] » Jane Barber. Okay. >> We have all members with acceptance of
[1:52] Jane tonight. um our minutes from our previous regular
[1:58] city council meeting April 7th, 2026. And we also had our special city council
[2:02] meeting on April 16th, 2026. I think we can do one motion to accept those
[2:07] minutes. >> We have a motion and support. All in
[2:12] favor? I opposed. Motion carried.
[2:18] Uh next item on our agenda is setting our agenda. So we'll entertain a motion
[2:22] to accept the agenda. >> I'll make that motion with the
[2:26] correction correction of the 9 second by 9.49.
[2:32] » Okay, >> we have support. Okay, we have a motion
[2:36] and support. All those in favor? >> I opposed.
[2:41] Motion carried. And moving on then to item number six on
[2:46] our agenda, citizens comments.
[2:50] We have Colton here for 41 representing 41 wants to talk to us about a little
[2:55] project they're planning for Fourth of July weekend. Go ahead, Colton.
[2:58] » Uh so July 3rd, uh Chris Redburn with the Redburn band. Uh we got a hold of
[3:03] him yesterday. I spoke with them and we'd like to do kind of a small venue
[3:09] concert. I shouldn't say small, it's going to be uh we're the last time he
[3:13] played it was when Bug Shots was still here. and he said that he was with
[3:16] Saving Able and they pulled about 600 people into the city and just being at
[3:21] the um holiday weekend and everything, I
[3:25] thought it'd be a good thing to do. Um me and Megan um we spoke a little bit
[3:29] more uh this morning about like kind of a little bit more details. Like I said,
[3:33] it's this is all brand new, so everything's kind of out in the open
[3:36] that we were going to charge like $5 to get in. We're going to have the whole
[3:41] sectioned off area on that um map that I g kind of gave you guys. Um
[3:47] » the little uh yellow box there right at the top corner or top left corner. Uh
[3:54] that be kind of where we set the band. We talked to um I'm sorry I don't
[3:58] remember the gentleman's name uh that owns the funeral home. Yeah, he gave us
[4:03] uh permission to be able to use that and the parking lot there. Um the orange uh
[4:09] lines there would be where the fence would be going. We'd have a few
[4:13] different entrances. Uh obviously we would have to have um security people
[4:18] checking IDs and stuff like that, especially if we're plan on bringing 600
[4:21] people in there. Um I'd like to get some form of security, you know, just kind of
[4:26] make sure people aren't walking off without call, stuff like that. Keep
[4:29] everybody safe. Um a few different entrances to be able to
[4:33] get in with all checkpoints and stuff. Uh the green lines right there. I talked
[4:37] with uh Angiga and with Sky at uh Stormy's there uh for additional parking
[4:44] and they just they told me that they're all good to go with it just as long as
[4:48] their insurance companies allows it just with the alcohol sales and stuff like
[4:51] that. They don't want to be held liable if somebody drives and gets hurt. Um
[4:56] they know that uh we'll possibly have to pull a um an insurance umbrella for that
[5:03] for that day. uh to kind of keep us more liable and just kind of keep everybody
[5:08] covered just in case. Um yeah, uh I want to also want to make
[5:15] sure that you guys understand that uh we will take responsibility on the cleanup
[5:19] of all those places, especially on the streets and everything. If anybody's
[5:23] like parked on the street, uh we'll take full responsibility on cleanup. Um
[5:30] there's a couple other things that I can't remember off the top of my head.
[5:33] uh everything that I kind of wanted to say. But if you guys have any questions
[5:36] for me, I'll answer them to the best of my ability, but like I did say like this
[5:40] is like brand new and like we just uh really want to be able to pull the
[5:43] permits and uh make sure that we're Oh, that was the other thing. Um we wanted
[5:48] to do this at night. Uh obviously with the noise ordinance, I believe that it
[5:52] was it's 11 o'clock quiet hour. Uh we'd be done by 11 o'clock and everything so
[5:57] that way we're not making anybody mad. Um, and yeah, so if you guys have any
[6:02] questions for me, I'll try to answer them with the best of my ability.
[6:06] » The last time they were here was at the alley. Sean had them here.
[6:09] » Okay. >> Where was it, Joe?
[6:12] » At the alley >> when Sean was running that as a venue.
[6:16] » Wasn't that mug shots? I thought that was the name of the I thought that was
[6:18] the name of the alley. >> Yeah,
[6:20] » I thought that was the name of the alley, but yeah. Okay. Yeah.
[6:24] Well, one thing, uh, but I don't know, uh, where, um, Mission Electric Control
[6:31] is going to be with it. Uh, I they will probably ask us for a resolution. So,
[6:36] you making a presentation tonight is great. One thing I would recommend is
[6:40] completely closing off any entrance to US23.
[6:46] Um, >> oh, I
[6:48] » you know, you're showing on your drawing that you have, you know, your driveways
[6:51] open. If you don't need your driveways, I would completely close that off so
[6:54] nobody could stumble, walk out, come in through US23. That's just a
[6:59] recommendation. >> Pedestrian pedestrian walkway.
[7:02] » That makes sense. And like I said, it was just a quick drawing.
[7:05] » Yeah. >> Processes, you know,
[7:07] » but yeah, that makes complete sense. Um, one other thing I'm so sorry. um the old
[7:13] liquor store that's there. Megan has mentioned that she would like to try and
[7:16] get that ripped down and cleaned up before the concert on the 3rd of July.
[7:21] Um if that does happen, I would assume that we would probably want to move the
[7:26] band to probably right up against the building there where that blue dot is.
[7:31] Um and face out. Um, just that's a big if because I know that that's a that's a
[7:38] that's a project and so getting that cleaned up and be able to people to be
[7:41] able to walk on that with with safety and everything that you guys own own
[7:46] that building now of course. Yeah. >> Yeah. You needed asbestous abatement on
[7:51] that that >> take a while.
[7:53] » Yeah. You're two months out. It would be pushing it to even get that paper taken
[7:58] care of. >> Okay. I'll tell Megan that I like I no
[8:03] idea on all the the inning outs and all the the red tape that I would be very in
[8:09] support of that but it's just it it takes time to go through all the red
[8:13] tape right >> yeah
[8:18] I guess do you think that's an I guess overflow parking do you think that's
[8:22] enough parking with those two locations that's the big thing that stands out to
[8:26] me you're talking about several hundred people
[8:28] » just in Megan's uh Megan cousin as well.
[8:33] » Yeah. So, I think so. You know, uh they said they did 600 people, but that was
[8:39] with a bigger band than they were. Um I would assume that we're probably going
[8:44] to do match that with the size of IG's parking lot. Um
[8:50] and then uh oh, we also talked about doing possibly shuttles uh from the
[8:56] hotels as well. uh whoever stay at the hotel getting uh shuttles. Chris Redburn
[9:01] said that he has a 24 fashioner bus that we could use. I know um
[9:06] oh my gosh, Dan over at Big Ben Campground. I was going to see if I
[9:10] could talk with him about possibly that kind of stuff as well and maybe trying
[9:14] to facilitate a little bit more of that so we're not congesting too much in
[9:18] town. I don't know, like I said, I don't know like the ins and outs of
[9:20] everything. I'm, you know, I'm trying my best here with the day's notice.
[9:27] The the other recommendation I'd make and I don't know if council would allow
[9:32] it or we'd have to do it, but uh closing off
[9:36] uh Meno from US23 to
[9:41] Michigan Avenue or a portion of it. I guess I'd be in support of that. What
[9:47] um you're talking about an evening type concert, right? So you're not talking
[9:51] about it be all day on the third, right? It' be probably from 6:00 p.m.
[9:55] » Yeah. I was thinking like, you know, kind of people start showing up around
[9:58] 5, six o'clock because we're going to be open throughout the day.
[10:02] » And uh the thought process is I I told Megan yesterday, I'm not dealing with
[10:07] liquor. I said beer, wine, selzers, that kind of thing in burger in uh beer
[10:12] barrels outside. We'll sell and do cash only kind of thing. Um I just don't want
[10:17] to deal with liquor shots, people taking shots and stuff like that. That's when
[10:20] that's a cause for disaster in itself. Um, and then, uh, before all this
[10:25] happens to, um, I want to get make sure that the whole staff is TAM certified,
[10:29] which is techniques of alcohol management, um, certified. It's one of
[10:32] the certifications that all managers basically have to have at a at a bar.
[10:37] Um, and it just and it helps the more people that have it in a restaurant, the
[10:41] the smarter we are. So, I just want to make sure that everybody that's going to
[10:44] be serving or or not, make sure that they're all TAM certified so that way we
[10:48] can kind of call it make sure that we're cutting people off and, you know, I just
[10:52] I I want this to be more of a family event. I know that Chris is more of a
[10:56] rock band, so it's a little bit out there, but uh I just, you know, I don't
[11:00] want a bunch of swearing and stuff like that. That's one big conversation that I
[11:03] had.
[11:07] Yeah, I think that would be a good idea to close Meno at least the block or half
[11:12] the half to the block there. Um, let people freely cross
[11:19] pedestrian wise to get their vehicles and stuff. And if the IG is going to
[11:23] participate parking, then they could use the Michigan Avenue
[11:27] exit out of that parking lot rather than coming out on knock.
[11:32] I think that would be much safer of event. Yeah, there no business that'd be
[11:37] affected. Um, you know, we talked to uh Laura Sassy Scissor and uh what's going
[11:44] on in that building? And >> you had conversation with Laura?
[11:48] » I I haven't I don't know Laura and it was I just started doing this today. I
[11:53] spoke with the two of them and then I was like, "Oh, shoot. I should probably
[11:55] do that, too." So, that was kind of on my agenda for tomorrow.
[11:58] » Yeah. She's going to be dead right. >> Yeah. Yeah.
[12:05] Maybe you could have a specific area set up for crossing to that parking lot if
[12:10] » you definitely could, you know, like restaurant.
[12:12] » Yeah. >> Oh, with some of the fishing tournaments
[12:17] you guys have had crossing guards to help people get across, right?
[12:22] » Yes. Yeah. >> That's just
[12:26] remember this is Friday. I know it's going to be as busy as it gets probably
[12:30] right about that time. So >> yeah, I would be a little concerned of
[12:34] anything happen on US 23. >> I think like I say keeping people if you
[12:40] can with some barriers behind the sidewalk, right? You know that probably
[12:44] be about as good as it's going to get,
[12:48] right? having a barrier between the roadway and
[12:53] your people or you know some physical separation
[12:57] be a good idea.
[13:02] What kind of action would it take from us to facilitate this other than closing
[13:07] that street? >> Um are there any permits involved that
[13:13] we need to sign off on or anything like that? I tried to find something on a
[13:16] special event uh permit and we don't really have anything. We have two
[13:22] residents that are near and and uh the uh the assisted living facility. Um the
[13:30] two residents I'd be concerned and making sure that they know what's going
[13:33] on. At least let's hear their opinion on it.
[13:38] » And that's something I can get with Colton to do.
[13:43] I'd like to at least like I said hear their concern.
[13:49] » They go right in the backyard there. And then
[13:53] » would anyone live in the old Distler um flower shop there?
[13:58] » No. That's a company. >> What?
[14:03] » Hills barber shop. >> Okay. Whatever generation you're from,
[14:06] right? I I still call Von Hill. I know. I do too. At times. Yeah.
[14:16] Um, you know, they're going to have this.
[14:21] Have you talked to the people on Michigan Avenue that live right by us?
[14:24] » That's what he just said. >> Yeah.
[14:27] » Oh, I gently live right there now.
[14:32] » You said you have talked to him. >> I have not.
[14:34] » Oh, okay. >> This is all kind of on my agenda
[14:37] tomorrow. >> All right. To make sure that I go and
[14:39] kind of talk with everybody. I just didn't know. Like I said, this is first
[14:42] time kind of going about setting something like this up in a smaller
[14:46] town. So, like going around like I just I don't know the ins and outs. Um I, you
[14:50] know, I definitely want to let everybody know what's going on. You know, if the
[14:53] you know, obviously the uh the two neighbors right behind us. Uh I know one
[14:58] of them is a little bit newer. I I haven't met any of them yet, but you
[15:01] know, offering them something, you know, just to you know, keep peace. You know,
[15:06] definitely don't want to, you know, snip on anybody's
[15:08] » free meals for two months or something like that.
[15:11] meals for two lunch. >> Yeah, there we go.
[15:17] » Catering right out of out of their over that fence right there. There you go.
[15:26] » Any other discussion or anything want to bring up
[15:31] proposal or something ready for us to act on next meeting then? Is that the
[15:35] thought? >> Um, really we got to see what the state
[15:38] does to it. I mean, if he pulls together then we would just might have to get
[15:44] together have something next meeting. Yeah. But I don't think we need to put
[15:48] together a public hearing. >> We don't do that after the resolution
[15:51] for temporary like for like these other events like car show for example. We
[15:57] don't >> street closing.
[15:59] » Yeah. with street closing and I don't know if uh with the area they're
[16:03] covering if I don't know what the liquid control commission is going to ask for
[16:08] like sometimes they ask for a resolution that we they extend or change their
[16:12] liquor permit
[16:17] » outside sales and stuff through
[16:22] because the July meeting regular meeting is not until
[16:34] Yeah, let us definitely support the project.
[16:40] » It's recorded. It's >> bring a proposal next meeting for you
[16:43] guys. Let you know what I got with Lick Commission and everything. Um, do I need
[16:49] it? Would I need to contact the uh the internet police about the road? I that
[16:55] one I don't understand. >> Oh, that would be that would be city
[16:58] then we'd run our police department there.
[17:00] » Yeah. >> Okay.
[17:02] » So just think of what's going on.
[17:07] » Yeah. D at least three or four days ahead so he can have proper
[17:13] » especially the liquor control commission needs some kind.
[17:16] » That's a pretty standard form. Uh basically what they're just going to
[17:19] tell me like I was saying is it's got to be fenced in. I have to make sure that
[17:23] uh we have security making sure that people aren't walking in and out of the
[17:27] area. Um it it's actually quite simple to do
[17:31] that. Uh I know for the USPG or Yeah, that's what
[17:38] we had to do. Yeah, it was basically just because it's
[17:43] all on our property and we're not doing it throughout the city. So, we're don't
[17:47] we don't have to worry about that. We just have to make sure that our
[17:49] insurance lines extend to the parking lots and then the fence around the area
[17:55] that people will be consuming alcohol is basically really what they're going to
[17:59] tell me. And then just whatever the I think it's like a $75 fee is really all
[18:04] it is and just how and then the date the duration that they're going to ask for.
[18:08] So every everyone is going to be contained to this orange area that you
[18:12] got there. Okay. Then the IG is just parking, right?
[18:22] get scrubby to let them park. >> I'm sure all
[18:26] I mean they pretty much all the strong businesses would be support of that.
[18:30] » Yeah, >> they won't want you to pay 10 bucks or
[18:33] something for parking in their lot. >> That's kind of what I was thinking. If
[18:36] they want to like by all means like that that's literally what I was thinking. If
[18:39] they want to charge parking by all means like I have no issue like we would have
[18:43] no issue with that. they start their parking lot and like you know I can't
[18:46] really tell what to do but I would hope that they would try to profit a little
[18:50] bit off that. Um you know with bees you know I would with bees I I think that as
[18:56] much as she can get out there and put in a couple signages for the breakfast for
[19:00] the following day for 4th of July. I think that that'll bring in a lot with
[19:04] them. And then um I know like if IGA wants to do like popcorn and stuff for
[19:10] so for people to bring over because we had the conversation that I just don't
[19:14] think that being open for service with 600 people is a wise decision because
[19:21] I'm a group. I'm not um and yeah I think that the inside is
[19:26] just going to kind of be like for the band and people and it's just going to
[19:29] be outside event. We're just going to do everything straight outside beer,
[19:33] liquor, and you know, we'll have wristbands for people over 21. U and I
[19:39] just want to make sure this is as safe as possible. This is a small town. You
[19:42] know, this isn't this isn't Bay City like I'm used to because you know, I
[19:45] used to work like the wine walk down there. This isn't that. And I don't want
[19:48] it to be that. You know, I want this to be
[19:50] » more like I said, family oriented and just, you know, right for the town. So,
[19:58] great. Thanks. Look forward to uh June some
[20:02] more information. >> Is it the I'm assum it's first Monday of
[20:05] uh >> Tuesday.
[20:12] » One thing we should put on our agenda is when the next meeting is looks like the
[20:16] second. >> Yeah, we didn't change it or nothing.
[20:24] » Excellent. >> All right.
[20:27] » Thanks, Holden. Um, any assistance, comments, round one. We got round two
[20:32] coming up later if you stick around for the whole feature here.
[20:37] » Okay, moving on then to number seven on our
[20:42] agenda, our city police chief report.
[20:49] Not with us this evening. know he had a prior engagement
[20:54] and uh in front of you you see his report of what's happening which is the
[20:59] same again nothing uh it's a good thing nothing exciting which is great
[21:05] » your our full-time officer is uh on Main
[21:10] Street right now so I don't know if he's been catching anybody but the sign Oh
[21:16] yeah All
[21:21] right. Have any comments for our chief? Then we can
[21:31] All right. Uh then old business. Don't have any old
[21:36] business tonight. Our agenda, so we'll move on to new business. First item is
[21:41] 9.1. Internet County foreclosure list. The proposure list is in your packet.
[21:48] There are six properties under there. Six. One, two, three, four, five
[21:55] properties. >> So, we've got three boat slips.
[21:58] » Three boat slips. >> We're probably not interested in any,
[22:01] right? >> We're not interested in anything.
[22:02] » Mayor's Mayor's boat slip. No. >> Okay. Sleepy Oaks.
[22:08] Obviously, we're not interested in that either, right? And then what is South
[22:11] Mason? Is that an actual >> the vacant? It's the vacant property is
[22:15] 3 and a half acres that's funny shaped that surrounds Pioneer Village.
[22:21] » Oh, okay. >> It's kind of extends out to US23 with a
[22:25] finger. It's got a section behind Per Village. It's got a small section on
[22:31] Main Street and then little tab going out to main guy that bought the big
[22:38] property, you know, by like the lumber yard and stuff like that. I wonder if
[22:41] he'd be interested in that. You know, I don't know if Steve
[22:47] » Yeah. >> And it is in the old uh or Scott. I
[22:51] mean, it'd be nice if Scott just consolidated it. All right.
[22:54] » He would be the he would be the one you think would do the most uh good, but I'm
[22:59] sure when he sees the sign up, he'll not interested in any of them that I can
[23:05] see. So, we just need a motion that we're not interested. Let the county
[23:09] proceed and send them to auction.
[23:15] We have a motion and support. All those in favor? I
[23:19] » opposed. Motion carried. We're turning down our
[23:23] interest in those properties. Okay. Item 9.2 on our agenda is um our
[23:31] property assessing. Looks like we have a contract renewal.
[23:36] This would be a renewal with um Brandon, right? So,
[23:45] » yeah. I don't know. Uh I guess
[23:50] what is this I guess compared price-wise to what we he's just been doing in uh
[23:55] Yeah, he's been very fair, you know, cost of living increases and um does a
[24:01] great job for us. I mean, he's here that the residents can talk to him and uh
[24:06] he's available and conscientious and um recommendation is just give another
[24:12] three-year contract. Uh even is over the three years it's uh um cost of living or
[24:18] 5% which which is less over the next uh three years.
[24:25] » Um does he want to update any of these typos in here?
[24:28] » No, those are the contract after contract. Oh,
[24:34] » it says uh 90 days but then 60 in parentheses. So I
[24:41] think you take the value in parenthesis.
[24:47] » Yes.
[24:52] » Yeah, he's got that on the computer. I can mention it.
[24:56] » It's another one. I think it's shitty stand this year. Oh,
[25:01] » we need to adopt this with corrections.
[25:09] » Any discussion on our city assessor agreement?
[25:23] I think so.
[25:28] I mean, he'd been our assessor now for a while, but it seems to be working good
[25:32] with five years. Yeah, >> five or six years. Just him, right? As
[25:36] Sunrise or >> just just him? He he may have off and
[25:41] on. He does have a an office assist or somebody to track down. I don't think
[25:47] his he had someone for a while, his sister for a while, but I don't think
[25:50] she's working with him. >> But it's been sunrise. It's been for
[25:55] » It's been branded. Yeah. He changed his name a couple years ago.
[26:01] » We'll entertain a motion to um
[26:06] accept this contract with the minor corrections.
[26:11] » I'll make that motion. >> Okay.
[26:13] » We have motion and support. All those in favor?
[26:17] » I opposed. Motion carried. Next item on our agenda
[26:23] 9.3 is our miscellaneous charges increase
[26:29] which has to do with um some of our DPW
[26:35] uh type charges. >> Right. We've uh uh
[26:40] we've been at least 11 years 12 years with the same rates on some water
[26:46] services that they're not big. We don't have a lot of emergency
[26:51] turnoffs with we don't have a lot of uh uh impact
[26:56] fees or tap fees but we are lagging that we have not increased them in in 11
[27:03] years and uh Levon was pretty proficient in going
[27:07] through and saying we should be doing something here and and I agreed. Um
[27:15] our our regular uh turn on turn off fee is $35. Emergency after hours. That's
[27:20] the big one. We're only charging $55. We roughly have cost us 150 bucks to
[27:26] send the guys out for an emergency shut off. So, we're we're getting behind on
[27:31] that. >> To cover your wages or something. Is
[27:33] that what you had in mind? Or >> Well, we want to I did a recommendation
[27:36] up there and the two of the other ones, Dan, are there our water tap in fee and
[27:40] our sewer tap in fee. Those aren't just the costs of tapping in. And those are
[27:45] the they were supposed to be impact fees on our system. Our system was put in
[27:51] years ago to service a lot of different people. And
[27:58] the impact fees they they the money goes into the water
[28:03] funds to and the sewer funds, not just what it cost to build years ago, but
[28:08] when we have to maintain it and keep it up. So, those are the impact fees. And
[28:13] and the way we're set up now, we're charging $2,400 for water, $1,800
[28:18] for for sewer. If someone comes in and wants to hook into water, we charge
[28:26] them $2,400. If it comes out to 20 if the if the labor the equipment charge,
[28:33] the materials comes out to 23.99, we've only made a dollar on it for our
[28:39] impact fee. If it comes out over 2400, we charge in the overage. So, we have
[28:44] zero. >> We do charge them an overage
[28:46] » if it if it costs more than 2400. Like they might have to uh order underneath
[28:51] the road or something of that sort. Um so on these fees,
[28:58] uh had it on my notes. What I'm recommending
[29:04] is we take our regular water turn off from $35 to $50.
[29:09] our emergency turn off from 55 to 150 which will cover our costs of our DPW
[29:16] going out. I want to keep our water and sewer tap
[29:21] fees the same but we would add on our labor equipment
[29:28] materials or supplies to tap in. So, we would be able to put that $2400 or that
[29:34] $1,800 depending water sewer into our water and sewer fund.
[29:39] » Yeah. You don't have any idea how much the extra equipment is or nothing?
[29:46] » That's going to vary on where they can tap in and what supplies
[29:52] they supply. I know. I know that's a real loose answer, but I don't know.
[29:56] Levon, you might be able to give a better example of what kind of bills
[29:59] we've have in there. >> Well, it seems like the 24 and 18 if
[30:03] it's on the the right side of the road, that covers all of our costs. They do
[30:09] abore, it's always an additional cost. So
[30:13] you're probably talking 4,800 for water tap and 3,600 for
[30:19] » Yeah, >> what you're saying?
[30:23] » That would just be if the board then you'd add on extra amount of dollars and
[30:27] » Yeah. Well, that seems fair. >> We don't have many vacant lots left.
[30:32] » No, that don't have water and sewer. >> Uh and uh that don't have water that
[30:37] aren't hooked up. And uh um you know the cost the cost of having this service you
[30:44] know what it cost to put in a well and septic right now is outrageous also.
[30:49] » But this is some place that we have if we would have been slowly
[30:54] having the increments on it. It would be you know been different and also the
[30:58] water and government that's a onetime charge that's once they paid it's there
[31:02] » forever.
[31:06] There's nothing wrong with what you're, you know, what you're proposing. Just
[31:09] long as we're being fair to, we're fair. We're not trying to gouge people is what
[31:13] I'm getting at. Yeah. Nothing wrong with that.
[31:19] We're not talking about a huge increase right now. It's not like we're tripling
[31:22] or doubling. So, >> doubling.
[31:25] » What's that? >> You're doubling
[31:27] » with with the extra >> We could be.
[31:30] » We could be. >> Depends. It depends on the situation. If
[31:33] it's boring, it's your getting sort of tripling,
[31:36] » right? >> Yeah. It'll still be boring because you
[31:39] still have your initial cost plus your boring costs.
[31:42] » Plus the $2,400 fee. >> You still have that cost on top of the
[31:46] 24, >> right? $2,400 just flat fee, which goes
[31:51] for what? >> It goes to our fund to maintain our
[31:56] equipment and theoretically what it costs to build the equipment.
[32:02] also what our sewer fees are supposed to be doing,
[32:06] » right? Struggle with the additional cost for
[32:10] building in the city. Building a new house in the city were adding to making
[32:16] that more expensive. I'm sort of struggling this whole
[32:21] process
[32:27] as it uh maybe making people not want to come into the cities. It's just another
[32:31] click of referencing. >> Yeah, just and it's not going to be
[32:34] deciding factor for them. They're either going to want to come or they're not.
[32:38] It's just another in the negative column. I
[32:44] just struggling with that. My head is all
[32:48] just verbalizing it. >> Yeah,
[32:52] I definitely get the, you know, labor equipment supplies that you have.
[32:56] » Right. Right. >> Yeah. Absolutely. Absolutely. like you
[32:59] say that you're saying like the tap fee itself that that goes into the fund,
[33:03] right? That's what you're >> Yeah, the base we're already doing in
[33:06] our monthly buildings is supposed to be supposed to include enough to cover
[33:12] um depreciation and cost of repair and maintenance and stuff in our monthly
[33:17] fees. We try to structure that around that. Um and to do one or two or three
[33:23] tap tap how many taps a year did they do? I would say if we did three was a
[33:27] lot. >> We've had years we've had zero.
[33:31] » So it's it's such a small amount as far as grand
[33:38] scheme of our funds. >> It is but the theory when you theory is
[33:42] when you build a plant you build it for x number of places,
[33:47] » right? And I and so as people are coming into
[33:53] town, they have the or building they the
[33:58] benefit to hooking in is you have to help pay for the system
[34:02] » that you have >> and that's what this is that's an impact
[34:06] fee >> or a tap in fee
[34:08] » is to help pay for the existing system. >> Do you have any idea like what other
[34:13] communities are fees are? I know it didn't
[34:16] » all over the board. John, um we we are going to be on the higher end on this.
[34:21] Uh not by much. Um Tawas does a fee plus costs on top of that. Uh Standish
[34:30] um they have a flat fee. Uh Tawas
[34:36] um is a flat fee. Um I'm sorry. They're they're flat fee, 1,400 for water and
[34:43] 1,400 for sewer. Uh sewer has a $600 uh house has a $1,400 flat fee plus a
[34:54] $600 and I think it's a debt reduction fee. I don't know what that one was for
[34:58] plus the costs. >> So, like I said, we're we're we are on
[35:02] the higher end uh by a few hundred bucks, but not outrageous. The debt
[35:06] reduction would be like you were saying to pay for the existing system
[35:12] being into that bond or whatever payment but you know
[35:17] » I know that >> revisit this every year either you know
[35:19] they've gone 11 years without >> beach has got a nominal fee don't they
[35:25] » I don't even take that into consideration they got a real problem
[35:30] off the charts fees.
[35:32] » Yeah.
[35:38] » So, you're looking for a motion to have um 2400 Well, the 5150 and I think those
[35:44] are no-brainers. Um but the 2400 plus cost is what it
[35:51] amounts to and 1,800 plus cost >> is the resolution and this would be
[35:58] effective for Starting in 2027
[36:14] motion then we want to do more discussion.
[36:26] » Oh do it. I'll do it. I'll make a motion that we increase the
[36:33] regular turn on off rate to the 50 emergency after hours to 150 water tap
[36:39] in fee to 2400 as a
[36:44] 2400 plus cost and sewer tap fee at 1,800 plus
[36:52] those are cost as passed on um actual costs.
[37:00] If we hire them
[37:05] support we have a motion and support. All those in favor I
[37:12] » opposed. Motion carried. Moving on to item 9.4
[37:17] four um which is accepting the bid for the M DOT grant for the
[37:25] paving of East and West Michigan, Albert Street, Water Street and Sageno Street,
[37:31] Sageno Street that neighborhood street water street
[37:39] and >> yeah, you got it. Uh we uh went over
[37:46] bids on the ting. We had three uh three different um companies uh submit
[37:55] bids and for the project uh
[38:01] and
[38:05] paving company which better here is uh bowling paving uh was a low bidder.
[38:14] Uh the bids did come in quite a bit less than what the original engineers
[38:20] estimate was. Our M do grant will pay for half of the project
[38:28] and uh half the project uh the grant would be for
[38:33] $164,333.
[38:37] And we have our resolution. We have well it's kind of a two-part the uh
[38:41] resolution to um approve the uh low bid and uh to move
[38:48] forward with the project
[38:53] » boundaries for clarification again please
[38:55] » of what's being paid. >> Yes. Michigan Avenue from
[39:00] uh West Street all the way through past 23 down to the river,
[39:06] Water Street up to
[39:11] Sagena or Water Street and then Sagena Street back to US 23.
[39:17] » So Water Street from 23 to Sagena. Not going to
[39:22] » Michigan. Water street the whole thing. Water street the whole thing. I was
[39:26] getting I was trying to draw my map here. Sagenov. Okay. Uh up by that end
[39:30] and then uh >> Oh, the Sagen off from US 23 to Water
[39:34] Street. >> Yep. Then Ala Street.
[39:36] » And so the only thing on this side of US 23
[39:41] would be Michigan Avenue. >> Yeah. Because Franny and that's all been
[39:45] done back in last what five years probably.
[39:49] » Couple years back there. Yeah. That is that block of Sagos.
[39:55] That was last done 30 32 years ago.
[40:02] Is this a over code or a >> It's going to be
[40:10] in your curb.
[40:13] » Yeah, there's other projects going in. you know, there's a uh and there is some
[40:19] uh curb work, gutter work uh going on that
[40:23] is including a grant. What is not including the grant is we still have
[40:28] valves that we have to replace on Michigan Avenue
[40:31] where we still have some spots where the bolts rusted out and we had leaks. Those
[40:36] are not part of the grant, but they will be done and ready for the paving
[40:45] » and paving this fall. This year 27 wants to do it pretty quick. It might be done
[40:52] here. I It sounds like it it may start shortly after Memorial Day weekend.
[40:59] » You're talking about the sag on top of but then you said Boland are going to
[41:02] » Boland were bought out bought out by that company.
[41:05] » Oh, okay. I wondered why Bowen wasn't they've been doing all our they've been
[41:09] doing all our work for >> Yeah. Okay.
[41:11] » Yeah. A purchased Bowens at the end of last year. I think it was
[41:17] » M September 3rd on Minact.
[41:28] I'll make a motion that we adopt this resolution regarding the paving project
[41:33] as post support.
[41:37] » So we have a motion and support. Is this a roll call for resolution or no?
[41:41] » I can do one. Dan >> war.
[41:45] » Yes. >> John Papovich. Yes.
[41:47] » John Sanford. >> Yes.
[41:53] » Okay. Moving on from 9.4 to 9.5 then. um which is our AT&T water tower upgrades.
[42:03] » Uh we just had some major not we uh Verizon just came with some major
[42:09] upgrades on the water tower. What we look at when they do upgrades on the
[42:12] water tower is ask adding any more weight to the water tower or anything
[42:19] that's going to catch wind. And uh like I said, uh Verizon did some
[42:25] stuff last fall. AT&T came along. They want to add a few things. They're taking
[42:31] very few components off, but they want to add more stuff, but they want to add
[42:35] it. It's all in the pack here. They want to add it in the tower, not on the top
[42:41] of the water tower. At the top of the water tower, we have a ring that they
[42:45] can add stuff to because we don't want a welding on the water tower, especially
[42:48] the tank itself. So they want to place uh these antennas
[42:56] below the tank itself on the tower.
[43:03] Heath did not feel it was going to be a problem. They would have to weld some
[43:07] brackets as long as the materials prepared. They're welded, primed, and
[43:12] painted again uh properly. uh
[43:18] I wanted more guarantees than that. So I reached back out to uh Masttec which is
[43:25] handling this for AT&T and I asked him three questions. Uh the first one being
[43:30] more of a guarantee that it's not going to rust where they they weld onto the
[43:35] tank. That was the first qu. The second question was when Verizon updated the
[43:41] tank, they put more anchor bolts in. This is
[43:46] on also on AT&T's proposal. I just want to make sure that they know it's done or
[43:52] is this additional bolts and this is the first time that I've experienced where
[43:59] they're adding more equipment and not taking a lot of equipment off. So my
[44:04] third question was at what point do we charge more of a fee for adding more
[44:10] equipment onto the tower? I have not heard back from Masttec yet. So I'm
[44:15] asking to uh table this until we hear back from them.
[44:20] » This is they're proposing to do this below the water vessel on the support
[44:24] column >> sheet A3. Joe got that.
[44:28] » So they're less money.
[44:31] » Yeah. a couple years ago.
[44:35] » Um, so they're going to the support column, not to the actual water vessel.
[44:39] » Correct. >> Um, do can we
[44:43] should we entertain a independent
[44:47] structural engineer to evaluate this and add it to A&'s the cost of that to
[44:54] AT&T's cost? We did that with Verizon. We approached them and
[45:01] uh they came back as with their uh their engineering company.
[45:08] Um on and and that was more of weight and weight calculations. Um, what we
[45:14] would do is we want to see what I want to see what their guarantee is first and
[45:18] then we'd reach out to Nelson Tank who has done did the painting and the
[45:22] repairs and the other stuff on our tank and then get an idea what it cost them
[45:29] to inspect and they would hire them as their inspector and pass it on to Yes.
[45:33] But we would do Nelson tank. when it comes to structural integr Nelson last
[45:37] time and Nelson said we'd be using this company to do the weight evaluations
[45:43] anyway. So we weren't there was no benefit but when it comes to the
[45:46] painting and the welding that would be with Nelson. So
[45:52] » yeah, just so we could get some kind of independent third party evaluation so
[45:56] they're not >> That's what I was looking I wanted AT&T
[45:59] to come back and say we'll pay for your private third party. Yeah,
[46:07] I'm not opposed to it, but there should be some benefit to the city residents
[46:11] and there should be some kind of guarantee for the city residents that
[46:16] it's not going to damage our infrastructure.
[46:19] » Correct. We have the
[46:23] call on top river
[46:29] equipment. I >> This down here is not And we don't we
[46:34] don't want the support column to the tank 12 years from now that that tank to
[46:40] have structural integrity issues because of what they do to it. Just my
[46:45] » um >> yeah, that's why I said table it. I I
[46:48] recommend table until we get more information.
[46:50] » I would totally agree. And also if they're going to add a bunch more
[46:54] equipment like that, then we should re-evaluate like you said their
[46:58] multi-use trees. There's got to be some benefit to the city.
[47:03] Yeah, the previous uh things that have been happen has been updating equipped,
[47:08] you know, taking a antenna down, putting a new modern one
[47:13] up, whatever. >> This looks like it's going to add a lot
[47:17] of burden to that tower. And I I we just need to do our due diligence on
[47:22] it. Again, I would 100% agree that table.
[47:31] Okay. motion then go
[47:34] » uh were you looking for some kind of a motion on them to take
[47:38] » oh they they were looking for option >> would they ask us to present at the
[47:42] meeting and I haven't got an answer back from so I figured this might light the
[47:46] fire under getting an answer >> then I would
[47:50] » if we table it >> I'll make a motion that we table it
[47:52] until we get more information from AT&T including guarantees and of both damage
[47:59] to the tower and structural integrity of the installation.
[48:06] We have motion and support. All those in favor? I I
[48:12] motion carried. All right, we're moving on then from new
[48:16] business to our city manager report. Um,
[48:22] one thing I want to back up a little bit on on Joe, we talked about the
[48:26] miscellaneous charge increase. I just want to throw out that I really think
[48:30] this board has done a great job in their due diligence to keep the cost of our
[48:35] residents down. I don't think we've raised anything that wasn't needed for
[48:40] the future of the community. I just want to bring that up because you know last
[48:43] last month we uh we uh passed the uh uh putting the millage on to renew the
[48:48] mosquito millage. We were able >> reduce that accord. So I think we're
[48:54] doing our job back and say you're just going after the citizens. I I don't feel
[48:58] that at all. I think like I said, we do a great job.
[49:01] » Uh I just my my problem with that was I don't want to
[49:05] hand confess with cost against promoting more construction in town. You know,
[49:12] that was >> right. Yeah, understandable.
[49:16] Flip side too. We're keeping our water and sewer costs down.
[49:19] » Uh some of the lowest we are the lowest in the area. So, we we work hard at all
[49:25] that uh South Court Housing, we're getting close. Um wow, that is taking a
[49:30] long time, longer than I should, but uh real close. Hopefully, the next uh
[49:37] the next time I talk about this with the council, we're having an open house.
[49:43] Uh campground expansion, little going on the the the sites themselves. The cabins
[49:49] have been delivered. They're in. They look nice. Uh the electrical inside
[49:53] those cabins is complete. The park manager Chris, he's working on
[49:58] finishing the inside, putting the bathrooms, the little kitchenets,
[50:02] flooring and stuff in. So, uh Memorial Day is going to be a stretch to have
[50:07] them open, but they'll be into June to have those open.
[50:11] Ball fields, another one that's finally coming along. Fences going up.
[50:16] Thanks to Dan has worked hard on the storage accessory building. Uh, I think
[50:21] that's all set to go, isn't it, Dan? We got
[50:23] » Yeah, we got some uh tables coming for inside tomorrow. Supposed to be here
[50:26] from Bernard's. And uh that's pretty well it. Oh. Oh, I want to know when I
[50:33] can get that fridge.
[50:39] » I got to pick it up. It's in my city right now. I I can get it soon.
[50:43] » If you can do it. >> Yeah, I know. Talk to the boss.
[50:52] But they're uh they will be playing ball this year on the fields. If you haven't
[50:56] driven by them, they look they look >> they look fantastic. I was noticing all
[51:00] the new fencing and stuff like >> Yeah, looks real nice. uh our TIFFA
[51:05] grants. Uh we w we awarded uh Art Tiff uh property improvement grants
[51:13] total of $56,577
[51:16] to seven businesses in town. Another project I think is great. another
[51:22] program. I want to thank the TIFFA board for uh for approving that, doing the
[51:27] work on it, and coming up with it again making our community look forward and it
[51:32] look uh great moving forward for our businesses. Uh
[51:38] with grants I want to bring up today is give local day with barrier community
[51:43] foundation
[51:46] May 5th. Uh get a donation in. I don't know if it's 11 or midnight. Uh today
[51:50] you go online to Berry Community Foundation. There are four organizations
[51:55] in Arinatac County. Scroll down, you find those four. You can donate, give
[52:00] them a card. Anything from couple bucks to
[52:05] couple hundred helps. Uh all comes back to our community. Two of them are their
[52:09] Jennings Foundations for the historical society and for the uh uh um animal uh
[52:18] control. Uh the depot has one and also the internet historical site itself has
[52:25] one. So uh give local. Along with that internet community funds golf outing who
[52:30] they've been very generous to us on donations and grants. Their outing is
[52:35] May 15th. You can get together a golf team. That'd be cool to golf out to
[52:39] View. Memorial Day parade
[52:43] is May 24th. This is the 250th anniversary of our
[52:49] country. We'd like to have a great parade and um
[52:54] I guess I got his happy Mother's Day coming up. So all the mothers out there
[53:09] questions or comments for Dale.
[53:15] Okay, we'll uh move on then to item 11 on our agenda. Comments round
[53:22] two. Any citizens comments in round two.
[53:31] You're going to have to wait till June comments again.
[53:36] » All right, mayor comments 11.2. Um just uh glad to see all these projects coming
[53:42] coming to a close here hopefully soon. Right. They'll have all have a new list
[53:46] uh in front of them >> hopefully in a couple months here.
[53:49] Right. >> Starting September list.
[53:55] » Looking forward to summer obviously. I see our banners are all up it looks
[53:59] like. So starting to look great. >> Yeah.
[54:02] » Yeah. >> Yeah. Our 250th anniversary banner.
[54:06] » Oh, that's right. >> Coming in. They should be here first of
[54:09] next week. >> Okay.
[54:11] Right. That's all I had for this evening.
[54:15] Moving on to 113. Council members John
[54:22] say
[54:26] they knew under the sun. >> Did you go to a county meeting?
[54:28] » I didn't go to uh last Tuesday. My by u company.
[54:37] » You don't have to have an excuse. You just didn't go.
[54:40] Well, I won't I don't norm normally in the summer I wouldn't go because I play
[54:44] a Tuesday league. >> I could have gone except at a house full
[54:48] of people. You know that is >> okay. You got to take care of your
[54:51] relatives, John. >> I see that.
[55:01] » Thanks, John. Joe
[55:07] on what a job the city crew is doing. Um yeah, and as you can see by the list of
