[17:37] reviewed the the audit which was done by KPMG

[17:54] pretty pretty close to every the last three or four years. So 160 million
[17:59] budget with I think we're 250,000 in deficit. That's pretty good for that
[18:05] size, no budget.
[18:09] Uh, next AMO, as far as council, county's council, they've got three. Uh,
[18:14] one is the ready program. The ready program is basically bringing in we said
[18:20] the healthcare workers and that it's funding for that getting them set
[18:26] up from outside the country and elsewhere sort of things. Then we have
[18:32] IESO which looks after the infrastructure
[18:36] of Ontario and of course we want more power here, more gas etc. And the third
[18:42] one is homelessness. again looking for funding on that. That's the three
[18:46] counties at once. Um yeah, so next is the South I believe
[18:56] Nation and yeah conservation authority and Reno Valley conservation authority
[19:01] marijuans. So for seven days in Riddle Valley in their uh provinces come down
[19:07] and set the number of board members for the new board and the township or the
[19:15] lead rental gets one and they base it on population but
[19:21] what the board was saying the way they're setting it up they don't think
[19:25] it's quite fair. they always take at least rental would get two based on
[19:28] population 66,000 they're only going to get one
[19:32] whereas Smith Falls with 4,000 gets one there's one place with only 400 so they
[19:37] get one because if you're less than 5% you guaranteed one and you got so city
[19:42] of Ottawa gets four with South Nation Rio Valley and
[19:47] Mississippi Granville had eight so now we're down to one so uh representation's
[19:54] really being cut back So, um, that's something maybe council wants to talk
[19:59] about at the next meeting. You've got up until the late September 10th to put in

[20:13] Rio St. Lawrence Association. So, Glenn McDonald's taking over her spot. Allison

[23:35] somebody from Toronto or anything like that. We want somebody locally. So we've
[23:37] uh selected five uh electricians that will be the RFP will go out to. Based on
[23:43] the rain, it looks like we'll probably be installing probably September, early
[23:46] October if I get them in before the the winter comes. So

[25:41] municipalities are getting this in front of their council this month just so we
[25:44] can be compliant. So uh it's a thorough report that the attachment commander

[27:01] bylaw is up where am I here? Bylaw is up 51% and our fire inspections are up 44%.
[27:10] Um so uh you know we've been very busy unfortunately. And um but we're we're
[27:16] going we're doing well. And uh one thing I'd like to two things I'd like to call
[27:20] out is that number one, our response times have gone down dramatically this
[27:25] year. Um almost by 2 minutes um which is amazing. And then the second thing is
[27:32] our fire department, Augusta Fire Department, has recently met the
[27:37] regulation, the Ontario firefighter certification regulation. Um so all of
[27:42] our firefighters meet that regulation extensions have been within the last
[27:46] three years. So, we are 100% in compliance with that and we're very
[27:50] proud to say we're, you know, probably one of
[27:53] one of a few departments in leads in Granville that have done that so far and
[27:57] uh um we're proud of that. >> No, that's

[29:56] » all right thank you your worship council first I'd like to thank our arent bylaw
[30:00] and fire inspector sabon himself and Ashley did a a lot of work on these
[30:04] bylaws and policies. Um in a nutshell um we've had a lot of com concerns
[30:11] complaints brought to to from residents about parking in a number of locations.
[30:17] So in our research we found we had a parking bylaw. However, it's not it's
[30:21] enforceable but there's no way we can force people to uh pay the fines. if
[30:28] they didn't want to pay them, they wouldn't have to. So, the only way to
[30:31] properly do a proper parking bylaw is to use what's called administrative
[30:36] monetary penalties. Many many municipalities are switching to that.
[30:39] The province is asking municipalities to switch to it because it takes the uh um
[30:47] weight off of the provincial fences courts and um actually helps our
[30:52] residents. Um, our residents won't see anything at well, they'll see a new
[30:57] style ticket. The ones that unfortunately do get tickets would see a
[30:59] new style tickets. And just, you know, to let you know, we haven't given out a
[31:03] ticket since I became in charge of bylaw because we knew we couldn't, right?
[31:08] There was a big process. So, um, but um, residents will see a different style of
[31:14] ticket and instead of having to if they wanted to appeal the real the two big
[31:18] differences are if they wanted to appeal, they would have to go to the PA
[31:20] court in Brockful, right? they might just take a day off for it, spend a
[31:24] whole day at court, right? If it got saw that day, then it might get pushed
[31:28] forward, might not. Um, the new process is we would have a screener and our
[31:33] suggestion is that would be the clerk and we're estimating it might it would
[31:37] take less than an hour per each one to appeal and then if they don't if
[31:41] residents don't like that, it gets to go to a hearing officer. All right? Then
[31:44] the hearing officer is final. The second thing is is that our residents wouldn't
[31:48] have to pay what's called a victim search charge anymore. So when you get a
[31:51] POA court or POA ticket you have to pay a victim search charge it's it's 30 or
[31:56] $35 I think is the minimum and then it's based on the amount of the fine it keeps
[32:00] creeping up so our residents wouldn't have to pay that anymore. So, in a
[32:04] nutshell, if we want to have a parking bylaw that we can enforce, we have to go
[32:09] down this AMPs road, administrative monetary penalties. Um, all the policies
[32:13] you see in this package, and I realize it's quite long and lengthy. Um, are
[32:18] mandated by the province in the act, right? So, we had to make those. Um, we
[32:23] did send the bylaw to our solicitor. Um, I believe Shane, our CIO, and her clerk
[32:27] were involved in that uh that meeting and everything was
[32:32] okayed by the the solicitors. So, I guess at that point, I'll I'll take any
[32:37] questions unless you can think of anything, Chad. If I may ask Chad to

[33:10] for other tickets, right? So it would all go all be the same and it all be
[33:15] treated the same, right? They still have the same appeal rights, you know, so it
[33:19] doesn't it doesn't affect the residents at all. faculty it works in their

[33:52] that's what we couldn't get before why we just didn't bother writing tickets

[37:37] United Counties and Leads and Grimble that
[37:40] forecast of allocations and land needs assessment as detailed in the the draft
[37:46] growth management strategy acceptable and reasonable as they relate to the
[37:50] township of Augusta. 50 m whining. So we move the motion. So counc second the

[38:01] » Thank you your worship. Um so this is coming to council um from the counties.
[38:06] Um as know the mayor is aware uh the the counties has been involved in doing um a
[38:11] growth management strategy for the entire counties. It's part of their
[38:15] upcoming official plan review. Um they as part of that process they did strike
[38:20] a technical advisory committee. Um they they sought out data from local
[38:24] municipalities. They did consultation with stakeholders and and held some
[38:27] public consultation sessions. Uh one of those held here in our township. Um so
[38:34] on July 8th county's planning advisory committee um has directed that the draft
[38:38] that Hson has prepared uh be sent out to local municipalities um for some general
[38:44] consensus. um they're looking for those comments back by September 4th. So just
[38:49] generally um the consultants um are looking at population projections to
[38:53] kind of determine what we need for growth in our planning documents,
[38:57] whether we need to do adjustments to our settlement areas, boundaries, that kind
[39:00] of thing. Um so the consultants utilized a high growth scenario for the
[39:04] population projections. Um so what it means for Augusta is u it appears that
[39:08] we do have a sufficient area in our existing settlement areas that we don't
[39:12] need to so like Maynard North Augusta Alawquin uh we don't need to expand
[39:16] those areas um we've got enough vacant lots and inventory and area in those
[39:22] settlement areas that is part of this process we don't need to expand the only
[39:25] municipality in the county that does need to expand the settlement areas is
[39:28] North Brenville they're obviously experiencing very high growth um but
[39:33] what this land strategy um excuse me what that the growing management uh
[39:36] study did come out with a recommendation which is favorable for the township is
[39:40] that it is recommending that our uh land use strategy areas. So the properties
[39:45] immediately abuing Prescott um that are currently rural settlements are are
[39:49] being uh rec being recommended to be redesated as urban settlements. Um so
[39:55] that's going to allow us to implement our land uh use strategy um hook up
[40:00] municipal servicing and have a higher density residential in that area. Um so
[40:05] staff have presented the growth management strategy to the um council
[40:10] just they're just the county is just looking for some general concurrence um
[40:14] uh with the policy um that's been um so we need to get comments back to them by
[40:18] September 4th.
[40:22] » I I watched this come clearly and I was really disappointing. Um,
[40:30] it's another I got all say, um, the study was done. There was countless
[40:38] meetings and the townships level and other towns and everything else. Uh, the
[40:45] public had input. Uh the planners all had input
[40:50] and the mayors can't say they didn't know about it, but when it came up to
[40:56] the planning committee uh county's council,
[41:01] they just where did you get these numbers from? You know, and it's the
[41:05] same thing with the AA a thing.
[41:10] We were so lucky to have Melissa kind of walked us through us here, walked me
[41:14] through it, too. >> [clears throat]
[41:16] » But again, attending those meetings, everybody could ask us questions, they
[41:20] need it. But now we have eight or nine mayors that say, "I don't know about
[41:23] this. Where did this come from?" And it's so frustrating. I I just
[41:29] [clears throat] I just lose it. And then they see a little bit of my eyes,
[41:34] jealousy. Um, North Grenell, I think, has 19, forgive me on the uh the exact,
[41:40] but I think North Grenell had about 19% growth. Now remember this is from from
[41:46] now to >> 201
[41:50] » 51. Okay. And of course they said it's not enough.
[41:56] That's fine. They don't think it's enough. Rockville had I think about 13
[42:01] or 14%. they are kind of landlocked unless they
[42:05] but again they can go up you know with apartment buildings and everything else
[42:12] and us we were the next highest of 11%. And you get other townships they're
[42:21] saying what's going on ours is only 4% 5%.
[42:26] To me you should have asked the questions at your own level but they
[42:30] didn't. So it's very frustrating. So they pushed it back to all the
[42:36] townships to review and I I again I just shake my head the
[42:44] amount of meetings we had over this and everything else.
[42:48] Personally I'm very happy with 11% growth. I think our planner is happy
[42:53] with that. that allows us to to do what we have to do and councils have to
[42:58] manage the growth man our growth in their own townships but
[43:03] just the way again I I feel sorry for the county's planning department uh they
[43:09] did everything right
[43:14] anyway speak any more than that I probably should now but anyway so um
[43:21] any counselors you got anything to
[43:26] » [clears throat] >> I read through the report pretty lengthy
[43:29] but I remember the last road management study they had custo township at less
[43:34] than 1% road so this one here is a lot more accurate I think and
[43:39] obviously north's going to get as long as people are coming from Ottawa north
[43:43] end but there's no industry there's no nothing else drives north except people
[43:47] coming from Ottawa and that's just because of 416
[43:54] I had a quick chat with the mayor of North Granville and she says, "Well,
[43:57] where are you getting all your your people come homes from Brockville?"
[44:02] I looked at her and said, "No, that's going to be north."
[44:08] Whoa. So, our growth is not going to come from
[44:12] Brockport. That's going to be from North or
[44:16] Toronto, Montreal, Toronto. A lot of our growth is people the older
[44:23] residents I don't like the way capital changing and they're moving ahead.

[44:34] that supported her and I I think it's I don't I think it's good to go. Yes.

[44:45] information that you get back is the intent then council county council will

[44:55] I continue seeing studies and studies from the county perspective being held
[44:58] up and it prevents us from doing work that we need to do from a local level.
[45:02] So I'm just curious on kind of where things are moving forward from there.

[1:00:41] a case or a charge that municipality charged someone further along being too
[1:00:47] long and he successfully defended that by saying it was a just a minute.
[1:00:57] He successfully defended that on its constitutional rights. It was Ruck
[1:01:01] versus the city of Missaga that uh the rules went too far. The court recognized
[1:01:07] that the person's choice to maintain a naturalized garden can form a personal
[1:01:11] expression protected by the Canadian Charter of Rights and Freedoms. So, we
[1:01:15] just have to be careful and I do agree that we don't want to rush this. You
[1:01:19] know, involve our solicitors to make sure they're good with that and you
[1:01:22] know, we can we can definitely go there, but we're part the way there. Like I
[1:01:25] said, I do have a draft. So, >> yeah.

[1:02:36] homes that are owned and lived in by the owner. Right? If they're rented there's
[1:02:40] the residential tendencies act but they're lived in by the owner. There
[1:02:44] isn't that there. That's where pro where municipalities get into doing property
[1:02:48] standards bylaws, not just clean yards bylaws, right? Because probably stands
[1:02:52] by then gets more into the buildings themselves
[1:02:56] like the homelessness but you know you go the police they can't touch them.

[1:08:39] collective bargaining team and that staff be directed to incorporate the
[1:08:43] changes identified for memorandum settlement in a renewed collective
[1:08:48] agreement with the chairman on April 2025 to March 31st 2028. Councelor Ba
