the day. It's a good thing our bylaw is
first. Doesn't matter. We can't enforce
[0:07]
our parking by. [laughter]
Why do you need bylaws? You can't
[0:10]
enforce them.
>> Hey, good evening and welcome to the
[0:15]
council meeting tonight in Augusta
Township. It's uh Monday, August 10th,
[0:20]
2026.
I'll now call the meeting to order.
[0:24]
First, we'll have our land
acknowledgement statement. I'll ask
[0:27]
Councelor Bowman to please stand.
>> Augusta Township acknowledges that we
[0:31]
live and work on ancestral territories
of the indigenous people. The township
[0:36]
recognizes all indigenous people and
honor their past, present, and future.
[0:40]
The township values and respects the
cultural, heritage, and relationship to
[0:45]
the land.
>> Thank you. Uh next, I just want to make
[0:49]
a mention that Councelor Pay is on the
video there. He's off in a business trip
[0:54]
somewhere. We don't know where, but
anyway, he's attending by video tonight.
[0:58]
So, um, also, uh, attendance, uh, I was
supposed to make an appearance at the
[1:05]
McBth, uh, presentation at the Mainland
Tower. Unfortunately, it poured rain and
[1:11]
they canled it. And of course, the next
showing was tonight. Well, I can't make
[1:16]
that either. So anyway, I'll uh I'll try
to get there to see the uh the uh
[1:22]
entertainment and uh I heard a few of
you have gone already. So uh anyway,
[1:28]
let's let's hope it carries on for next
year, too. So there's been good
[1:32]
responses, 70 to 100 people showing up
for the night uh night appearance. So
[1:38]
that's great.
Uh, next I just want to commend u the
[1:43]
nice gardens we have out here and the
two ladies. I mentioned it last time too
[1:48]
with the two ladies that are looking
after it. Thumbs up doing great doing a
[1:52]
great job. And of course, one of our is
the butterfly garden on the uh south
[1:57]
side, but the other one is is basically
just the same. Well, sort of the same
[2:03]
thing, the help of the the birds and
butterflies and pollinators.
[2:10]
Anyways, I don't know the names of all
the flowers and I'm not going to try.
[2:14]
So, all righty. That's all I have for
mayor's remarks. So, next we have
[2:21]
approval of the agenda. I'll read the
motion. Be resolved. The council agenda
[2:26]
for August 10, 2026 be adopted.
Councelor Pink, will you move the
[2:30]
motion?
[2:33]
» I will.
Councelor Henry, will you second the
[2:37]
motion?
>> I will. Okay, I'll call the question.
[2:40]
All in favor? Carried. Thank you.
Next, we have disclosure of interest and
[2:46]
nature thereof. Does any member of
council wish to disclose any preary
[2:50]
interest and nature thereof?
[2:55]
I see nothing.
Next, we have approval of minutes the
[3:00]
previous meeting and first was the
public meeting on July 13, 2026. I'll
[3:06]
read the motion. be resolved. The
council approved the minutes of the July
[3:10]
13, 2026 council public meeting as
disturbed all members. Councelor Henry,
[3:16]
will you move the motion?
>> I will.
[3:17]
» Deputy Mayor Wan, we second the motion.
>> I will.
[3:20]
» Any discussion?
[3:24]
Okay, I see nothing. I'll call the
question. All in favor? Period. Thank
[3:29]
you.
6.2 regular council meeting July 13,
[3:34]
2026. I'll read the motion be resolved.
The council approved minutes of the July
[3:39]
13, 2026 council meeting is disturbed.
All members, councelor P, will you move
[3:44]
the motion?
>> I will.
[3:48]
» Councelor Henry, will you second a
motion?
[3:50]
» I will.
>> Any discussion?
[3:54]
Okay, I see nothing. I'll call the
question. All in favor? Carried. Thank
[3:58]
you.
>> Does any member have any business
[4:01]
arising from the regular council
minutes?
[4:05]
Yeah, I see nothing.
Okay, delegations and presentations and
[4:11]
tonight now the clerk has advised me
that
[4:16]
this may take a while. We may hold it
after at the end of our meeting which
[4:21]
only be a couple hours. So really I got
to listen to my clerk [laughter]
[4:27]
but oh heck with it. We'll do it now.
Okay.
[4:32]
So, we [clears throat] are very
fortunate tonight to have the Donville
[4:36]
aces with us and uh the coaches,
parents, I imagine, and uh so I don't
[4:43]
know how we want to work this, but we
have certificates and everything else
[4:47]
for you. First of all, we're very we're
proud of you. Um and I I'll let I'll let
[4:53]
counselor PA say a few words because
he's from Dunville and he lives in Dong.
[4:58]
» Yeah. Well, you know, big
congratulations. I wish I could be there
[5:01]
with you guys today. I'm actually on
holidays uh up north at the the cottage.
[5:05]
So, I came into town to do this meeting.
Uh but, you know, it's been great
[5:10]
watching you guys every all season uh
you know, filling the the parking lots
[5:13]
and and getting people out to the ball
diamond and it's uh it's great to see
[5:17]
great baseball coming out of Donville.
So, congratulations to all of you.
[5:22]
Good.
>> Great. And any other counselors?
[5:24]
» Yeah, a lot of congratulations, guys.
And G, it's a great and maybe someday
[5:29]
we'll see you in Blue Jays uniform.
Congratulations
[5:33]
everybody. Job well done.
>> Yes. Great work kids. It's nice to see
[5:38]
everybody playing baseball.
>> Okay. I don't know how I don't really
[5:42]
want the captains to come up first or
give them technology.
[6:01]
» All right.
>> Coaches got coaches.
[6:03]
» Well, yeah.
>> Flips the coin for you. It's the kids.
[6:07]
So we have U9 down bill asis U1 I
believe and U13.
[6:14]
Yeah, I got it right. Okay.
So uh councelor you want to help me out
[6:19]
first of all you nine
and councelor Baldman councelor Henry
[6:31]
and
let's call up you want to call up the
[6:35]
roof. Okay, you first
[6:40]

[laughter]
[7:15]
» you can't.
[7:20]
» All right.
>> I'd like to present a certificate to you
[7:25]
guys off work. And uh we also have some
uh treats for you.
[7:30]
» Okay.
>> Want to come up and accept this?
[7:35]
» Go on, buddy.
and
[7:44]
» we'll get you stand in the center.
>> I'll take these.
[7:51]
» Make sure you get those back though.
[7:57]
» All right. Smile over this way.
>> You right over here. Smile. Smile. Look
[8:02]
at me. Oh, yeah.
>> There you go. [clears throat]
[8:06]
» Thank you.
[8:17]
» [laughter]
>> Everybody's going off the gasul.
[8:31]
for this.
[8:42]
» Okay, don't go away. Uh, just go over
there for a bit. We'll get to you.
[8:48]
» The 11s.
[8:53]
» [laughter]
[8:55]
» There you go.
[9:07]
» Semi
[9:25]
So I have the youth and on behalf of
[9:31]
that you
[9:42]
get
scooch Smile.
[9:50]
Adrian,
>> you going to get ice cream?
[9:54]
» Thank you.
>> You are
[9:59]
hang.
[10:02]
» Okay.
>> There you go. I like it. I like it.
[10:07]
[laughter]
[10:15]
» [laughter]
[10:34]
» Okay.
[10:55]
He's going to take the picture.
[11:02]
Congratulations.
[11:21]
» Hey, we'll get a group picture. I don't
know how you want to go outside
[11:25]
front of the building. In front of those
flower beds [laughter]
[11:29]
outside, guys. Let's get a good picture
of y'all. Congratulations.
[11:38]
[laughter]
[11:52]
Congratulations.
[11:55]
twice.
Good job.
[12:00]
» We'll run the council meeting while
you're
[12:03]
[laughter]
[12:07]
» move for a German. [laughter]
[12:26]
» [laughter]
[12:31]
[clears throat]
[12:36]
» I'm just a free ice cream dairy bar.
>> Oh yeah. Yeah, that was nice of them to
[12:42]
do that.
[12:46]
camera.
[12:52]
» This is her clothing and they'll get
there just as a lady's ready to close
[12:56]
the ice cream.
>> Yeah. [laughter]
[12:58]
» Watch all these people.
>> And then she'll run out of ice cream.
[13:12]
» Yeah. My niece was on that U14 soccer
team that won out of Brockfield.
[13:18]
» Okay.
>> So, Zoe,
[13:21]
my greatness.
[13:33]
At least it's not raining to get a
picture.
[13:37]
» Not yet.
>> Not yet. Yeah, we're supposed to be
[13:39]
getting storms.
aggressive.
[13:50]
» Some companies are happy this year.
[laughter]
[13:55]
» Yeah.
[14:00]
» Yeah.
[14:39]
department.
[14:56]
The CEO forgot to come take pictures.
>> [laughter]
[15:10]
» You could have taken.
>> Oh, I heard council was funny.
[15:15]
[laughter]
[15:25]
» You didn't make it, Hendrickk. Oh.
I'm only seven hours away. I tried.
[15:33]
[laughter]
I hear we've got better weather though.
[15:39]
» The picture tape.
[15:43]
» Wanted to say thanks very much.
>> Sort of familiar with what it takes to
[15:47]
run the facility. The facilities are
very well done. I appreciate it very
[15:51]
much.
>> Thanks. Take care.
[15:54]
» Oh, that's always left.
[15:59]
Just like any other place, you got to
take a look.
[16:00]
» Yeah, every row you want.
>> Thanks for coming in, guys.
[16:07]
That
>> was great. Turned out very well. Thank
[16:09]
you very much, everybody.
>> Thank you, uh, Councelor P, for all
[16:13]
that, by the way, and the clerk.
[16:21]
Okay, next we have course
and petitions and 9.1 Augusta Fire
[16:28]
Rescue Association fee waver request.
Item 9.1 is a request from the Augusta
[16:35]
Fire Rescue Association to wave their
lottery license fee. I read the motion
[16:40]
be resolved that council approve the
lottery license fee waiver request from
[16:44]
the Augusta Fire Rescue Association
support of the enhancement of
[16:48]
operational capabilities to benefit the
community. Council Henry, will you move
[16:53]
the motion?
>> I will.
[16:54]
» Deputy Mayor Wens, you second the
motion.
[16:56]
» I will.
>> Discussion.
[17:01]
Uh,
Chief, do you want to speak to that or
[17:05]
is it
>> um I think it's pretty straightforward.
[17:08]
It's our normal job we do every year to
uh for our association to raise uh money
[17:12]
for the association and for uh
equipment. So
[17:16]
» Okay.
>> Okay. No questions. I'll call the vote.
[17:20]
All in favor.
Thank you.
[17:26]
Do we have committee reports? And first
of all is counties.
[17:31]
Uh okay. Let's see what I got here. All
I had was a county's council. Uh we
[17:37]
reviewed the the audit which was done by
KPMG
[17:41]
uh for 2025. We passed that. Um I think
we passed it. We're doing it tomorrow
[17:46]
morning. I can't remember. Anyway, um
so wasn't any issues and
[17:54]
pretty pretty close to every the last
three or four years. So 160 million
[17:59]
budget with I think we're 250,000 in
deficit. That's pretty good for that
[18:05]
size, no budget.
[18:09]
Uh, next AMO, as far as council,
county's council, they've got three. Uh,
[18:14]
one is the ready program. The ready
program is basically bringing in we said
[18:20]
the healthcare workers and that
it's funding for that getting them set
[18:26]
up from outside the country and
elsewhere sort of things. Then we have
[18:32]
IESO which looks after the
infrastructure
[18:36]
of Ontario and of course we want more
power here, more gas etc. And the third
[18:42]
one is homelessness. again looking for
funding on that. That's the three
[18:46]
counties at once.
Um yeah, so next is the South I believe
[18:56]
Nation and yeah conservation authority
and Reno Valley conservation authority
[19:01]
marijuans. So for seven days in Riddle
Valley in their uh provinces come down
[19:07]
and set the number of board members for
the new board and the township or the
[19:15]
lead rental gets one and they base it on
population but
[19:21]
what the board was saying the way
they're setting it up they don't think
[19:25]
it's quite fair. they always take at
least rental would get two based on
[19:28]
population
66,000 they're only going to get one
[19:32]
whereas Smith Falls with 4,000 gets one
there's one place with only 400 so they
[19:37]
get one because if you're less than 5%
you guaranteed one and you got so city
[19:42]
of Ottawa gets four
with South Nation Rio Valley and
[19:47]
Mississippi Granville had eight so now
we're down to one so uh representation's
[19:54]
really being cut back So, um, that's
something maybe council wants to talk
[19:59]
about at the next meeting. You've got up
until the late September 10th to put in
[20:04]
put in slow
[20:08]
casting Robertson. She's going to be the
new CEO for the new conservation, the
[20:13]
Rio St. Lawrence Association. So, Glenn
McDonald's taking over her spot. Allison
[20:19]
McDonald took the job for 20 East. So
there's the pat they have an intern
[20:24]
there too and some patient stay the
same. Carlo still but he's helping out
[20:30]
with raisin and with
[20:35]
any questions
clear as day all the changes. It's going
[20:39]
to take about a couple of years just to
kind of work through it for everybody.
[20:43]
Uh, I do have a question and I I forward
you the email too because I didn't
[20:48]
really know. Uh, we've had flooding
along Branch Road and that too. Does
[20:53]
South Nation responsible to to prevent
that? Which I didn't think they were.
[20:58]
That's Rio Valley.
>> Okay. West Temple Creek. That's what I
[21:02]
live on. And that's Rio Valley. But
they they do have to stay in the dam at
[21:08]
Oxford Mills. But I mean, you can't
flood downstream to till to upleate
[21:14]
upstream. We had at at our farm, we had
5 and a half inches of rain in 24 hours.
[21:19]
And there's nothing you can do about
that. It's the same amount of rain they
[21:23]
had in Lton at that time. They had this
disaster there. So, luckily, we always
[21:28]
just had a few flooded areas, but I
mean, it could have been a lot worse.
[21:32]
» No, it's it's happening all over.
Unfortunately in Ontario, Ottawa,
[21:35]
London, you know, just the amount of
rain so fast, the the infrastructure
[21:40]
just can't take it. You know, um they
say, yeah, it's a storm once every 200
[21:45]
years. But those storms are getting more
frequent. So anyhow, there is temple. It
[21:52]
was confirmed last week that it was a
tornado that touch
[22:00]
the old bridge in Bulmer. talked about.
Anyway, it's uh doing a great job.
[22:06]
[laughter]
[22:08]
Actually, I do want to commend you on
that, John. Good job on that.
[22:12]
» Thank you.
[22:17]
» Okay. Uh recreation committees. Does any
counselor have any updates on the
[22:21]
recreation committees?
>> Yes, councelor Henry.
[22:24]
» So, your worship, we had a short meeting
last week just to start planning our
[22:27]
event for Mayor for on September 19th.
We haven't set uh time for sure, but
[22:33]
I'll cancel when we have another meeting
if set all the times.
[22:37]
» Okay, good. Anyone else? Deputy mayor.
>> Yeah, North Augusta has the meeting
[22:42]
tonight. So, after this meeting, they'll
be going to the North meeting and uh I
[22:45]
guess they'll they'll probably want an
update on lights and the ramp.
[22:50]
» Okay. I see they did start to work on
it. Uh yeah, they dug the great big hole
[22:55]
and then we had all that rain. Oh, I
don't know. [laughter]
[22:58]
» Yeah, there's an email that was sent out
in regards to the ramp. There is a
[23:01]
drainage issue that we uncovered there.
So, John is working with Kathleen
[23:06]
sometime this week just to get a camera
to see what the pipe is, whether it's
[23:10]
it's an old clay pipe, I believe.
>> It's an old clay. Yep.
[23:13]
» Yeah. So, we just want to make sure
before we do any other work that it's
[23:16]
still active and what it's actually
doing. So, um Kathleen did send an email
[23:21]
out to the the committee today on that
to let them know. And then in regards to
[23:25]
the lights, um we are done. I have the
draft RP done. We are going to be doing
[23:29]
an invite. Uh what we want to do is get
local uh companies. We don't want to get
[23:35]
somebody from Toronto or anything like
that. We want somebody locally. So we've
[23:37]
uh selected five uh electricians that
will be the RFP will go out to. Based on
[23:43]
the rain, it looks like we'll probably
be installing probably September, early
[23:46]
October if I get them in before the the
winter comes. So
[23:53]
Dave Anything else?
[23:58]
Okay. Um, sorry if I missed you on
councelor P. Just all around there.
[24:05]
Um,
>> I will.
[24:08]
» Okay. Library board. Nothing.
[24:14]
» And planning advisory committee. Deputy
mayor. Okay. And our last planning
[24:18]
advisory committee, uh, we had a fairly
full agenda. Um we hashed over a couple
[24:24]
of uh zoning bylaw amendments and uh we
feel that we've come up with uh
[24:31]
supporting staff's recommendation. The
that's the best that we can do and best
[24:35]
to to uh make it fair for the residents
that live in those areas.
[24:40]
Okay,
questions. All right. Next, we have uh
[24:47]
staff reports 11.1 staff report 75-2026
Grenville County OP Detachment Annual
[24:53]
Report June 30th, 2026. And I read the
motion be resolved the council receive
[24:58]
and accept the 2025 Granville County OP
detachment ending report as attached to
[25:04]
report 75-2
2026. Deputy Mayor Wines, you move the
[25:10]
motion. So move. Councelor Henry, you
second a motion.
[25:13]
» I will.
>> I'm gonna have the CA say a few words
[25:16]
about it. Thank you, Mayor Council. So,
this is a requirement under the CPSA
[25:21]
uh under section 68 that there is
supposed to be a annual report that's
[25:26]
done by the uh detachment commander. Uh
this is supposed to be received by June
[25:30]
30th. We just received it uh probably
two weeks ago. Um so, this will be going
[25:36]
to the uh police detachment board
meeting in September. Uh but the three
[25:41]
municipalities are getting this in front
of their council this month just so we
[25:44]
can be compliant. So uh it's a thorough
report that the attachment commander
[25:48]
puts together. So if there's any
questions I'm more happy to bring it
[25:51]
back to the commander.
Okay. Any questions?
[26:00]
Okay. Uh next we have sorry question.
>> Oh yes sorry. Thank you. Uh, I'll call
[26:08]
the question. All in favor, thank you.
[26:14]
Next, we have staff report getting ahead
of myself.
[26:21]
» No, I'm good. Staff report 76-2026
protective services semian annual
[26:27]
report. I'll read the motion be
resolved. The council receive protective
[26:30]
services department semi annual activity
report as outlined in staff report
[26:35]
76-2026
for information. Councelor Henry move
[26:39]
the motion.
>> I will.
[26:40]
» Councelor Bowman,
>> will you second the motion?
[26:42]
» I will.
>> And I'll have the manager of protective
[26:45]
service to speak to the report.
>> Thank you, Mayor and Council. Um just uh
[26:50]
the semiannual report in in a nutshell,
it shows that we're um extremely busy.
[26:55]
Our fire or our emergency responses are
up 15%. Our uh
[27:01]
bylaw is up where am I here? Bylaw is up
51% and our fire inspections are up 44%.
[27:10]
Um so uh you know we've been very busy
unfortunately. And um but we're we're
[27:16]
going we're doing well. And uh one thing
I'd like to two things I'd like to call
[27:20]
out is that number one, our response
times have gone down dramatically this
[27:25]
year. Um almost by 2 minutes um which is
amazing. And then the second thing is
[27:32]
our fire department, Augusta Fire
Department, has recently met the
[27:37]
regulation, the Ontario firefighter
certification regulation. Um so all of
[27:42]
our firefighters meet that regulation
extensions have been within the last
[27:46]
three years. So, we are 100% in
compliance with that and we're very
[27:50]
proud to say we're, you know, probably
one of
[27:53]
one of a few departments in leads in
Granville that have done that so far and
[27:57]
uh um we're proud of that.
>> No, that's
[28:04]
question.
>> Yeah, I would say that's a big thanks to
[28:07]
you, Rob, and uh keep saying on top of
that and making sure that your
[28:10]
firefighters kind of credited. Good job.
>> Thank you. But I think uh myself the the
[28:16]
credit goes to the firefighters. They're
the ones that are put in the two or 30
[28:20]
hundred hours in training to to get
there. But thank you.
[28:24]
» Yes. Oh, sorry. Counc.
[clears throat]
[28:27]
» Uh Rob, again, uh you know, another
great report. Uh it just goes to show
[28:32]
the the great work that you and your
crew do. Uh also kudos to you guys and
[28:37]
of course the neighboring departments
that came out to help out yet again uh
[28:41]
recently at the fire in Robok. Uh you
know thankfully nobody was seriously
[28:47]
hurt and uh you know we're lucky to have
such great uh great neighbors that are
[28:52]
willing to come out and and help us out
and uh you know in the weather that
[28:56]
we've had this summer it's uh it's
always challenging. You hope it doesn't
[28:59]
happen but you guys always rise to the
occasion. So thanks again for everything
[29:02]
you guys do.
Thank you.
[29:06]
» Thanks, Council P.
No, Chief Angler work. So, thank you
[29:11]
very much leadership there. So, I'll
call the question. All in favor? Car.
[29:18]
Thank you.
Uh 11.3 staff report 77-2026
[29:23]
administrative monetary penalty systems
other words brackets amps. I'll read the
[29:29]
motion. Be resolved. the council receive
staff report 77-2026
[29:33]
for information and that staff be
directed to bring back the draft bylaws
[29:38]
and policies attached to staff report
77-2026
[29:42]
for final deliberation and consideration
deputy mayor w you move the motion p you
[29:48]
second the motion
>> I do
[29:52]
» and I'll have
chief speak on that again please
[29:56]
» all right thank you your worship council
first I'd like to thank our arent bylaw
[30:00]
and fire inspector sabon himself and
Ashley did a a lot of work on these
[30:04]
bylaws and policies. Um in a nutshell um
we've had a lot of com concerns
[30:11]
complaints brought to to from residents
about parking in a number of locations.
[30:17]
So in our research we found we had a
parking bylaw. However, it's not it's
[30:21]
enforceable but there's no way we can
force people to uh pay the fines. if
[30:28]
they didn't want to pay them, they
wouldn't have to. So, the only way to
[30:31]
properly do a proper parking bylaw is to
use what's called administrative
[30:36]
monetary penalties. Many many
municipalities are switching to that.
[30:39]
The province is asking municipalities to
switch to it because it takes the uh um
[30:47]
weight off of the provincial fences
courts and um actually helps our
[30:52]
residents. Um, our residents won't see
anything at well, they'll see a new
[30:57]
style ticket. The ones that
unfortunately do get tickets would see a
[30:59]
new style tickets. And just, you know,
to let you know, we haven't given out a
[31:03]
ticket since I became in charge of bylaw
because we knew we couldn't, right?
[31:08]
There was a big process. So, um, but um,
residents will see a different style of
[31:14]
ticket and instead of having to if they
wanted to appeal the real the two big
[31:18]
differences are if they wanted to
appeal, they would have to go to the PA
[31:20]
court in Brockful, right? they might
just take a day off for it, spend a
[31:24]
whole day at court, right? If it got saw
that day, then it might get pushed
[31:28]
forward, might not. Um, the new process
is we would have a screener and our
[31:33]
suggestion is that would be the clerk
and we're estimating it might it would
[31:37]
take less than an hour per each one to
appeal and then if they don't if
[31:41]
residents don't like that, it gets to go
to a hearing officer. All right? Then
[31:44]
the hearing officer is final. The second
thing is is that our residents wouldn't
[31:48]
have to pay what's called a victim
search charge anymore. So when you get a
[31:51]
POA court or POA ticket you have to pay
a victim search charge it's it's 30 or
[31:56]
$35 I think is the minimum and then it's
based on the amount of the fine it keeps
[32:00]
creeping up so our residents wouldn't
have to pay that anymore. So, in a
[32:04]
nutshell, if we want to have a parking
bylaw that we can enforce, we have to go
[32:09]
down this AMPs road, administrative
monetary penalties. Um, all the policies
[32:13]
you see in this package, and I realize
it's quite long and lengthy. Um, are
[32:18]
mandated by the province in the act,
right? So, we had to make those. Um, we
[32:23]
did send the bylaw to our solicitor. Um,
I believe Shane, our CIO, and her clerk
[32:27]
were involved in that uh that meeting
and everything was
[32:32]
okayed by the the solicitors. So, I
guess at that point, I'll I'll take any
[32:37]
questions unless you can think of
anything, Chad. If I may ask Chad to
[32:40]
chime in, you know,
>> I'll take any questions if if you have
[32:44]
any questions.
>> Question,
[32:48]
but it's just makes common sense.
>> Yeah.
[32:52]
One one other thing I will say this is
part one. Part one is getting AMP's the
[32:57]
AMP's bylaw passed and the parking
passed and then the next one is
[33:02]
switching our other bylaws over and then
they would be the same because it really
[33:06]
doesn't make sense to have one process
for parking tickets and then one process
[33:10]
for other tickets, right? So it would
all go all be the same and it all be
[33:15]
treated the same, right? They still have
the same appeal rights, you know, so it
[33:19]
doesn't it doesn't affect the residents
at all. faculty it works in their
[33:22]
benefit.
>> Yeah. And
[33:24]
» Yeah.
>> Yeah. If they don't want to pay the they
[33:27]
don't pay the ticket, it just goes on
their taxes then.
[33:30]
» Okay.
>> Yeah.
[33:32]
But the other part is uh deputy mayor is
that we now we have the ability one of
[33:37]
the things is with with aerys it's
called the software we have would would
[33:42]
have access to once we get this all
passed is is uh it allows us to get the
[33:47]
data from their plates um so that we
know their addresses and stuff like that
[33:52]
that's what we couldn't get before why
we just didn't bother writing tickets
[33:55]
because we didn't have that
[34:00]
» okay So, I'm a little bit confused.
>> Sure.
[34:03]
» Good. Right after you said parking.
>> Um,
[34:07]
so what I see here on the our package,
we got X number of pages and about amps
[34:15]
and the different uh departments, the
policy number, etc. You're saying that
[34:20]
all only has to do with parking.
>> Correct. So when it comes down, for
[34:24]
example, to short-term rentals and we
want to lay a fine there,
[34:30]
we have to do everything here again.
>> Nope. Three worship. So we only have to
[34:34]
pass the amps bylaw and policies once.
>> Okay. That's
[34:38]
» But you don't need you don't need to do
amps to do all the other bylaws, but you
[34:44]
have to have amps to do parking. That's
why we're doing it in two phases. This
[34:48]
is the first phase. If you want to do
parking, we have to pass the amps bylaw,
[34:52]
right? Now, the next phase or next part
will be, okay, now that we have AMPs and
[34:57]
we're using it for parking, we can now
use it for our K9 bylaw or short-term
[35:02]
rental or whatever, but all the policies
in that stay the same. So, we don't have
[35:06]
to go through the whole thing. All we'd
have to do is bring those individual
[35:08]
bylaws back and basically change a
couple paragraphs in it with some and
[35:13]
add the fines to the AMPs bylaw and it
uh should be pretty painless. And that
[35:19]
work would fall under
bylaw or clerk's department
[35:24]
» for making the bylaws
>> each. Yeah,
[35:27]
» they're doing the That would be That
would be ours. The bylaw.
[35:30]
» So each one
>> Yeah.
[35:36]
» No, I I I love it. I think it's great. I
think we don't have a hammer. We've been
[35:40]
complaining about that for the last five
years, you know. Well, fine. Well, you
[35:46]
can't or he's not going to pay. You
know, this gives a me to anyway. So,
[35:51]
that's what I'm glad
one more thing. You know, I always like
[35:55]
to talk um [laughter]
is the building code, the fire code are
[36:01]
have adopted amps and we now have
permission from the province to do fines
[36:08]
for the fire code and the building code
through amps as well. And they're
[36:13]
working on and maybe Melissa would know
more but they're working on planning.
[36:16]
Like one of the concerns with planning
all the time is if you ever want to do
[36:20]
any enforce much you have to go to
court,
[36:23]
» right? So for smaller things you smaller
items you could use amps.
[36:30]
» Well it's a start. I guess nothing's
really simple I guess anyway.
[36:35]
» Uh the only one thing I'll add is there
is a lot to digest for council. So, I
[36:40]
would stress to council is is take a
look at it all if you've got questions
[36:44]
or need clarification, reach out to Chad
or Robert, myself or or the clerk. Uh
[36:50]
and certainly we'll be happy to provide
clarification and then we'll look at
[36:54]
bringing kind of a final draft to
council on September 14th for approval.
[36:57]
So, uh if there's any questions in the
meantime, please reach out to us.
[37:01]
» I think it's great.
>> Okay. Uh [clears throat]
[37:08]
uh call question. All in favor?
[37:14]
» Next we have local employee staff report
78-2026 United counties of leads and
[37:19]
Grimble draft growth management study.
Uh read the motion be resolved. The
[37:24]
council receive the draft growth
management strategy prepared by Anderson
[37:28]
Consulting Incorporated dated June 2026
and that staff be directed to advise the
[37:37]
United Counties and Leads and Grimble
that
[37:40]
forecast of allocations and land needs
assessment as detailed in the the draft
[37:46]
growth management strategy acceptable
and reasonable as they relate to the
[37:50]
township of Augusta. 50 m whining. So we
move the motion. So counc second the
[37:56]
motion and I'll have Melissa say a few
words about that.
[38:01]
» Thank you your worship. Um so this is
coming to council um from the counties.
[38:06]
Um as know the mayor is aware uh the the
counties has been involved in doing um a
[38:11]
growth management strategy for the
entire counties. It's part of their
[38:15]
upcoming official plan review. Um they
as part of that process they did strike
[38:20]
a technical advisory committee. Um they
they sought out data from local
[38:24]
municipalities. They did consultation
with stakeholders and and held some
[38:27]
public consultation sessions. Uh one of
those held here in our township. Um so
[38:34]
on July 8th county's planning advisory
committee um has directed that the draft
[38:38]
that Hson has prepared uh be sent out to
local municipalities um for some general
[38:44]
consensus. um they're looking for those
comments back by September 4th. So just
[38:49]
generally um the consultants um are
looking at population projections to
[38:53]
kind of determine what we need for
growth in our planning documents,
[38:57]
whether we need to do adjustments to our
settlement areas, boundaries, that kind
[39:00]
of thing. Um so the consultants utilized
a high growth scenario for the
[39:04]
population projections. Um so what it
means for Augusta is u it appears that
[39:08]
we do have a sufficient area in our
existing settlement areas that we don't
[39:12]
need to so like Maynard North Augusta
Alawquin uh we don't need to expand
[39:16]
those areas um we've got enough vacant
lots and inventory and area in those
[39:22]
settlement areas that is part of this
process we don't need to expand the only
[39:25]
municipality in the county that does
need to expand the settlement areas is
[39:28]
North Brenville they're obviously
experiencing very high growth um but
[39:33]
what this land strategy um excuse me
what that the growing management uh
[39:36]
study did come out with a recommendation
which is favorable for the township is
[39:40]
that it is recommending that our uh land
use strategy areas. So the properties
[39:45]
immediately abuing Prescott um that are
currently rural settlements are are
[39:49]
being uh rec being recommended to be
redesated as urban settlements. Um so
[39:55]
that's going to allow us to implement
our land uh use strategy um hook up
[40:00]
municipal servicing and have a higher
density residential in that area. Um so
[40:05]
staff have presented the growth
management strategy to the um council
[40:10]
just they're just the county is just
looking for some general concurrence um
[40:14]
uh with the policy um that's been um so
we need to get comments back to them by
[40:18]
September 4th.
[40:22]
» I I watched this come clearly and I was
really disappointing. Um,
[40:30]
it's another I got all say, um, the
study was done. There was countless
[40:38]
meetings and the townships level and
other towns and everything else. Uh, the
[40:45]
public had input. Uh the planners all
had input
[40:50]
and the mayors can't say they didn't
know about it, but when it came up to
[40:56]
the planning committee uh county's
council,
[41:01]
they just where did you get these
numbers from? You know, and it's the
[41:05]
same thing with the AA a
thing.
[41:10]
We were so lucky to have Melissa kind of
walked us through us here, walked me
[41:14]
through it, too.
>> [clears throat]
[41:16]
» But again, attending those meetings,
everybody could ask us questions, they
[41:20]
need it. But now we have eight or nine
mayors that say, "I don't know about
[41:23]
this. Where did this come from?" And
it's so frustrating. I I just
[41:29]
[clears throat] I just lose it. And then
they see a little bit of my eyes,
[41:34]
jealousy. Um, North Grenell, I think,
has 19, forgive me on the uh the exact,
[41:40]
but I think North Grenell had about 19%
growth. Now remember this is from from
[41:46]
now to
>> 201
[41:50]
» 51. Okay. And of course they said it's
not enough.
[41:56]
That's fine. They don't think it's
enough. Rockville had I think about 13
[42:01]
or 14%.
they are kind of landlocked unless they
[42:05]
but again they can go up you know with
apartment buildings and everything else
[42:12]
and us we were the next highest of 11%.
And you get other townships they're
[42:21]
saying what's going on ours is only 4%
5%.
[42:26]
To me you should have asked the
questions at your own level but they
[42:30]
didn't. So it's very frustrating.
So they pushed it back to all the
[42:36]
townships to review and
I I again I just shake my head the
[42:44]
amount of meetings we had over this and
everything else.
[42:48]
Personally I'm very happy with 11%
growth. I think our planner is happy
[42:53]
with that. that allows us to to do what
we have to do and councils have to
[42:58]
manage the growth man our growth in
their own townships but
[43:03]
just the way again I I feel sorry for
the county's planning department uh they
[43:09]
did everything right
[43:14]
anyway speak any more than that I
probably should now but anyway so um
[43:21]
any counselors you got anything to
[43:26]
» [clears throat]
>> I read through the report pretty lengthy
[43:29]
but I remember the last road management
study they had custo township at less
[43:34]
than 1% road so this one here is a lot
more accurate I think and
[43:39]
obviously north's going to get as long
as people are coming from Ottawa north
[43:43]
end but there's no industry there's no
nothing else drives north except people
[43:47]
coming from Ottawa and that's just
because of 416
[43:54]
I had a quick chat with the mayor of
North Granville and she says, "Well,
[43:57]
where are you getting all your your
people come homes from Brockville?"
[44:02]
I looked at her and said, "No,
that's going to be north."
[44:08]
Whoa.
So, our growth is not going to come from
[44:12]
Brockport.
That's going to be from North or
[44:16]
Toronto, Montreal, Toronto.
A lot of our growth is people the older
[44:23]
residents I don't like the way capital
changing and they're moving ahead.
[44:29]
» So anyway, um
I think Melissa Fran did a great job on
[44:34]
that supported her and I I think it's I
don't I think it's good to go. Yes.
[44:41]
» Just a just a question from a CEO
perspective. the intent of the
[44:45]
information that you get back is the
intent then council county council will
[44:49]
make a decision based on the feedback or
just because I from from my perspective
[44:55]
I continue seeing studies and studies
from the county perspective being held
[44:58]
up and it prevents us from doing work
that we need to do from a local level.
[45:02]
So I'm just curious on kind of where
things are moving forward from there.
[45:06]
» My
I know what's going to happen with this.
[45:11]
they've given us till September 10th 6
whatever for feedback from the
[45:15]
townships.
I don't think they'll get feedback from
[45:18]
the townships or very limited feedback
and it will come back to the planning
[45:23]
committee again uh to the counties and
face the same old music. That's what I
[45:29]
think will happen.
>> I'll sit there and shake my head, but
[45:36]
I I don't know how you get around that.
>> No, no, exactly. But it holds up us
[45:40]
doing some of the exercises that we're
trying to do. Right. Exactly.
[45:44]
» It holds up everybody.
>> Right. Exactly.
[45:47]
» Um
I just don't know. I I
[45:54]
better not say anything.
There's election on the on the horizon.
[45:59]
That's all I
>> Okay. Um counselors, you happy with
[46:05]
this? I think staff is happy with it. So
Melissa, will we send back to them and
[46:12]
say we're
>> Yes, through your worship. Yes. So we'll
[46:16]
the resolution and the staff report will
go to to counties count uh uh the
[46:20]
planning advisory committee through the
through the manager um to let them know
[46:24]
that that we we are in agreement with
>> Yeah.
[46:27]
» From from Augusta's perspective,
>> we follow the process that counties laid
[46:31]
out and we're well informed blah blah
blah. Yeah. you know anyway
[46:38]
it's just okay thank you very much
question all in favor
[46:46]
they'll fire me from counties but I
don't think
[46:50]
certainly
[46:54]
all right uh next 11.5 staff report
79-2026
[46:59]
zoning bylaw amendment
Z-1-26
[47:04]
6 9147 County Road 6. I'll read the
motion.
[47:11]
Result. The council supports the
recommendation of the planning advisor
[47:15]

relation to a zoning bylaw amendment
[47:21]
application Z-126
[47:26]
with the addition of 60-day time limit
to be imposed on the completion of noise
[47:31]
assessment as follows. One, township
bylaw enforcement providing an opinion
[47:37]
regarding compliance with noise bylaw
3704-2024.
[47:42]
Should township bylaw enforcement deem
the noise to the outside the noise
[47:46]
perimeters of the noise bylaw, the
applicant shall undertake a supportive
[47:50]
noise study which will inform any
fencing requirements
[47:55]
60-day limit from August 10, 2026 be
imposed on the completion of the noise
[48:00]
assessment. two to be a subject of to
site plan control applicable to the
[48:07]
contractor's equipment storage
establishment use only. Note, there is a
[48:12]
$790

[48:17]
register the site plan agreement on
title which would be at the applicant's
[48:21]
expense expense.
Three, additional provisions prohibiting
[48:27]

[48:31]

[48:37]
Requiring limited open storage as

[48:43]
Requiring privacy fencing along both

[48:49]
draft bylaw.
requiring four on-site commercial
[48:53]
related parking spaces limited to in the
rear yard and signage limitations as
[49:00]
detailed in the draft bylaw. Councelor
K, will you move the motion?
[49:06]
» I will.
>> Deputy Mayor Wins, will you second the
[49:10]
motion? I will. And again, please. Uh so
through your worship so this um so
[49:17]
planning advisory committee met on July
29th um just the reason for that was
[49:22]
they received um a letter um from the
agent on this application Mr. Libby
[49:28]
attendance uh on June 17 uh uh council
directed that on July at the last
[49:33]
council meeting that that that letter be
referred back to the planning advisory
[49:36]
committee. Um the letter was in
objecting to the the initial
[49:40]
recommendations made by the planning
committee on the zoning amendment. Um,
[49:43]
council also asked that a staff report
be prepared uh to the planning advisory
[49:47]
committee on the recommended conditions
on this resoning application. Um, so the
[49:53]
uh so PAC met um and and made a
recommendation on the resoning
[49:58]
application which is um basically what
uh the mayor read this evening. Um so
[50:04]
after the the plan advisory committee
we've received a further letter on July
[50:08]
31st um addressed to council. the the
letter indicates that the property owner
[50:12]
intends to withdraw the reszoning
application if the recommendations
[50:16]
related to the noise assessment and the
site plan are required. Um so cancel
[50:21]
concurrence from for the pack
recommendation is is being requested. Um
[50:25]
staff are also suggesting that there is
an imposition of 60-day time limit on
[50:30]
the noise assessment uh just so this
file doesn't remain open indefinitely.
[50:35]
Um and um the the recommendation has
been presented um as per tax
[50:41]

addition of a 60-day time period
[50:46]

>> Okay.
[50:50]
Uh before I ask the comments questions,
just want to say refer to the applicant.
[50:54]
Refer to the applicant. Okay. Uh

[51:04]
Okay, I'll call the question. All in

councelor P will you move the motion
[51:44]
» I will cow will you second the motion
>> I will ask Melissa to speak on this
[51:51]
Uh thank you worship. Uh so this seance
application was also before the planning
[51:56]
advisory committee at their meeting on
July 29th. Uh the application is to
[52:01]
sever just under 30 acres. Vacant lot um
and retained lands will be about 21
[52:06]
acres. Um the severance uh is a result
of an inverted merger. Lands that were
[52:11]
held in the same title ownership
inadvertently merged on title. Um so it
[52:16]
did need to to be able to separate the
lands again. it does need to go through
[52:20]
the severance process. Um, so there's
three conditions that PAC has
[52:24]
recommended that are being presented to
council tonight to support the
[52:28]
application.
>> Comments, questions.
[52:34]
» Okay. Call question. All in favor?

[55:37]
» Deputy Mayor Wines Wets, will you second
a motion? Well, comments, questions.
[55:45]
Okay. Question. All in favor? Carriers.
[55:51]
New
item 14-1. There's a recommendation from
[55:56]
Deputy May to direct staff to bring back
a report of draft clean yards by I'll
[56:03]
read the motion. We resolve the staff be
directed to bring back a report of draft
[56:08]
clean yards by
Deputy Mayor Wens moves the motion. You
[56:15]
need a secondary to begin discussion. So
I need a second.
[56:19]
Councelor Henry.
[56:23]
Okay. and Deputy Mayor Wins can speak to
the motion.
[56:27]
» Yes. So, this has been brought up
numerous times from different residents
[56:32]
and uh council has looked at it, but
some of the bylaw that they tried to
[56:36]
bring forward to council were so
ownorous that they were just shut down.
[56:40]
So we're looking at one that is just
kind of maybe baby steps to call it
[56:45]
whatever just a yards by that other
places have that some of our residents
[56:50]
if somebody is not following the garbage
and stuff like this which is unhealthy
[56:54]
that we have a recourse to uh address it
right now we don't
[57:00]
» any other comments.
[57:04]
Yes,
>> I feel we need something, but I I think
[57:06]
this is something that we need to take
our time at doing and make sure, you
[57:10]
know, we get it as close to being right
as possible. There's always going to be
[57:13]
changes. Um, but I just think it's
something that we need to make sure what
[57:17]
we're prepared for.
>> Okay. Any other comments?
[57:24]
Okay. Do you want to set any parameters
for staff? For example, do you want to
[57:30]
is there specific things or see?
>> I know, but I'm asking you guys first.
[57:37]
» Not. Yes.
>> Worship. Well, some of the complaints
[57:40]
that I've gotten in the past are like
people with pools that have been not
[57:44]
used or can't be used and not cutting
their lawn, just poisonous weeds,
[57:51]
garbage in their yards is the most
recent one.
[57:54]
» Okay. Good.
>> Yeah. For me, I think um for me, I think
[57:58]
if it's something that is dangerous,
unhealthy, that kind of stuff, I think
[58:04]
that's something that we should try and
help regulate somehow.
[58:10]
» Anything else? Did you have your hand
up, council babe, or no?
[58:16]
Uh yeah, just uh I mean I think overall
I guess the comments that that I hear
[58:23]
and I think we all do is general
cleanliness, you know, I mean garbage on
[58:29]
properties,
um you know, not being dealt with, as
[58:33]
Tanya said, the uh pools that can't be
used, that kind of thing, right? So I
[58:38]
think it's I agree with councelor Bowman
in the sense that this is something that
[58:42]
needs to be done right. I think we do
need something in place. Um, but we
[58:48]
can't rush it either because if you rush
it, then you run into a problem where
[58:51]
it's not saw through. We also have to
think, I believe, obviously I wasn't on
[58:55]
council when this first came up, but I
believe the uh the farmers of the
[58:59]
community uh pushed back on it the last
time. And so, we want to make sure that
[59:05]
that they're considered as well because
they have uh, you know, different needs
[59:08]
and requirements than the average Joe.
So, I think it's it's needed. We just
[59:13]
got to take our time and make sure it's
done right.
[59:16]
» Okay. Thank you.
>> Okay. See you.
[59:20]
» Uh, no, that's fine. Mayor, I was
actually going to mention the same thing
[59:23]
you did. It was about getting some
clarification on what council wanted to
[59:26]
see in the bylaw. We can make this bylaw
very restrictive or we can make this
[59:30]
bylaw less restrictive. So, getting some
direction on what you want to see in
[59:35]
there is certainly what we need. I know
Rob's um done a lot of work behind the
[59:40]
scenes on it. Maybe
to speak to it at all. Chief,
[59:46]
» um, thank you, worship. Um, just quickly
because, you know, I wasn't asked for a
[59:50]
report. I do have some notes. Um, I I do
have a draft because I've been asked by
[59:55]
different counselors over the last few
years to start working on it. So, I do
[59:59]
have a draft and it's I do not believe
it's, you know, anything like the one
[1:00:04]
that was brought up like 20 years ago.
So we're not nothing of because we have
[1:00:08]
to make sure we differentiate between
clean yards bylaws and property
[1:00:11]
standards bylaws. Property standards
bylaws are about the home stuff like
[1:00:16]
that. The colors of the door stuff, you
know, I can get to that. Clean yard is
[1:00:19]
about the yard, garbage, you know,
whatever. So I think that's one thing we
[1:00:23]
have to differentiate. And then the
other one is I think council and I'll do
[1:00:26]
it in I'll say it in the report when it
comes back is we have to be extremely
[1:00:30]
careful with lawns and um stuff on
people's lawns. The courts have thrown
[1:00:37]
out just recently and a couple months
ago in Missaga, uh the courts threw out
[1:00:41]
a case or a charge that municipality
charged someone further along being too
[1:00:47]
long and he successfully defended that
by saying it was a just a minute.
[1:00:57]
He successfully defended that on its
constitutional rights. It was Ruck
[1:01:01]
versus the city of Missaga that uh the
rules went too far. The court recognized
[1:01:07]
that the person's choice to maintain a
naturalized garden can form a personal
[1:01:11]
expression protected by the Canadian
Charter of Rights and Freedoms. So, we
[1:01:15]
just have to be careful and I do agree
that we don't want to rush this. You
[1:01:19]
know, involve our solicitors to make
sure they're good with that and you
[1:01:22]
know, we can we can definitely go there,
but we're part the way there. Like I
[1:01:25]
said, I do have a draft. So,
>> yeah.
[1:01:30]
So to add to a little bit to the safety
issue, there are houses that have been
[1:01:34]
noticeably not being able to live in as
well. Maybe there's mental health issues
[1:01:39]
and stuff like that, but is there
something that could go into that bylaw
[1:01:42]
about those houses?
>> I don't
[1:01:47]
I don't know, but I guess what I'm
trying to say is I'm not an expert on
[1:01:52]
it. That's really Yeah, I don't know.
>> I just That's a tricky one. Yeah, I know
[1:01:59]
what you're getting.
>> Yeah.
[1:02:00]
» Yes.
[clears throat]
[1:02:03]
» Okay. So, where there is what's called a
for rental properties, we have our
[1:02:07]
rental property standards bylaw, which
is probably going to come to council
[1:02:10]
here shortly to repeal. Uh because we
have uh the entire government has a
[1:02:14]
rental tenencies act, rental property
tenencies act, and it has a whole bunch
[1:02:19]
of um items that houses must meet,
right, if they're going to be rented. So
[1:02:25]
really our rental property standards act
bylaw was just duplication and and
[1:02:30]
giving more work but there is nothing
for other than the building code uh for
[1:02:36]
homes that are owned and lived in by the
owner. Right? If they're rented there's
[1:02:40]
the residential tendencies act but
they're lived in by the owner. There
[1:02:44]
isn't that there. That's where pro where
municipalities get into doing property
[1:02:48]
standards bylaws, not just clean yards
bylaws, right? Because probably stands
[1:02:52]
by then gets more into the buildings
themselves
[1:02:56]
like the homelessness but you know
you go the police they can't touch them.
[1:03:04]
You go to MTO they can't touch them.
They go to counties the city.
[1:03:10]
So unless they all join forces the only
way do it getting them to do that it's
[1:03:15]
like pulling teeth.
[1:03:19]
Yeah. Anyway, so I'll call the question.
There's no other comments.
[1:03:26]
All in favor?
[1:03:30]
Staff, you have direction?
[1:03:37]
» Okay. Announcements. Does anybody have
announcements? By the way, after our
[1:03:42]
closed meeting, because we do have a
closed meeting, I'd like to talk about
[1:03:45]
the logistics for the AEL conference
coming up. So don't run away, please.
[1:03:52]
Um,
[1:03:56]
so announcements.
[1:04:03]
Okay.
[1:04:08]
Questions on the agenda for the public.
So what? Well,
[1:04:14]
» yeah, I figured
[clears throat]
[1:04:17]
» I know you got a job to do.
>> Oh, I'm not even that that'll be the
[1:04:21]
last one.
>> Okay.
[1:04:22]
» I've got a question about that that fine
system that you want to implement. Is
[1:04:26]
there a public meeting on that?
>> Uh chief or
[1:04:31]
» sure can uh there's not legally. We do
they do not have to have one, but
[1:04:36]
there's nothing says that we can't. That
would be up to council's wishes.
[1:04:42]
The [clears throat] other thing I I
would also say is that the whole point
[1:04:45]
of bringing the draft amps bylaw was
these are public meetings. So, it's out
[1:04:50]
there for a month for residents to
review, provide comments to council,
[1:04:54]
» uh, to to come to come back as well.
>> So, maybe it's publicized. It's
[1:05:00]
publicizing the agenda, but it's not
publicized to publicly
[1:05:06]
stuff like that or maybe
[1:05:12]
» Yeah. Okay. Uh second thing the the the
reason I I'm questioning this is is the
[1:05:18]
appeal that that the public loses.
If if you decide to make an inside
[1:05:27]
appeal I would suggest that you may get
with people of the public not people of
[1:05:33]
the staff. So to make it neutral.
>> Sorry. Can I add to that?
[1:05:38]
» Well the hearing officer is not a member
of staff. It's outside agency. So they
[1:05:42]
have no ties to the township women
whatsoever. A neutral guardian.
[1:05:46]
» That's what we need to be informed of if
[1:05:52]
» well yeah we'll have to do some thinking
on that.
[1:05:55]
» I I can I can just say the act is quite
clear that you have a screening officer
[1:05:59]
and then you have a hearing officer.
Almost all municipalities make the
[1:06:03]
hearing officer an outside third party.
Whether it be a retired judge, a retired
[1:06:07]
police officer, retired lawyer, it's an
outside third party. So absolutely I
[1:06:11]
100% hear you.
>> Yeah, that's important. It's good to
[1:06:13]
have the information. Yes.
>> Uh for the yard bylaw,
[1:06:20]
I work in multiple municipality. A
safeard bylaw is a lot easier to to
[1:06:27]
absorb than a cleanard bylaw. if you see
the difference.
[1:06:34]
Okay.
>> And my third point is uh we're going to
[1:06:38]
withdraw the application.
>> Okay. Well, I'll need that in writing.
[1:06:43]
» Okay. I I'll send it to you in writing,
but we're going to redraw the
[1:06:46]
application. We'll go through uh
uh litigation instead. Okay.
[1:06:54]
» Thank you very much for your time. So,
um anybody else? Oh,
[1:07:00]
okay.
No press, I believe. Okay. So, we have a
[1:07:05]
close meeting. Um,
[1:07:10]
so the motion be resolved with council
meeting at close session at let's say
[1:07:15]
6:20 p.m.
discuss matters pertaining to approval
[1:07:22]
of the previous close session minutes
June 22nd, 2026. Matters under section
[1:07:27]
239
brackets 2 bracket C. A proposed
[1:07:31]
appending acquisition disposition of
land by a municipal or local board.
[1:07:36]
Matters under section 239 brackets 2
brackets D labor relations and matters
[1:07:41]
under section 239 brackets 2K. A
position of apply for any negotiations
[1:07:46]
carried out by the municipality.
Councelor Bowman, we move the motion.
[1:07:51]
» I will.
>> Councelor Henry, you second the motion.
[1:07:53]
» I will.
>> Okay. All I'll call the vote. All in
[1:07:55]
favor? Car. Thank you.
See you in 8 minutes.
[1:08:03]

approved the close session minutes under
[1:08:07]
