[7:07] presenting us for us to approve any other maintenance outside of the super

[14:36] bares the Fairfield Road planning study Rudy all right yeah on Thursday May 2nd

[14:42] I attended the Fairfield Road planning environmental linkages study stakeholder

[14:47] environmental uh involvement group uh meeting held in conjunction with the

[14:51] Lake County Department of Transportation uh this meeting looked at the

[14:55] intersections between Oakwood Drive and rake Beach throughout onon 6 in wakanda

[15:00] the meeting lasted roughly two hours and uh concerning topics of theal crashes

[15:05] and safety pedestrian and cyclist Mobility traffic and environmental

[15:09] impacts on Fairfield Road uh participants included several local

[15:14] Villages and stakeholders incling Round Lake BR Lake Beach Avon Township and

[15:18] Fremont Township uh the Fairfield Road planning and environmental linkages

[15:23] study is still in the early stages of planning over the next two years the

[15:27] group will continue to meet with local state stakeholders and the public to

[15:30] understand the issues affecting commuters and residents uh Lake County

[15:35] Department of Transportation plans to use such information to present several

[15:39] alternatives for improvements along the Fairfield grad Corridor which will

[15:43] hopefully be ready for public evaluation by fall of

[15:46] 2024 uh so thank you Michelle for bringing this project to my attention

[15:50] and if anyone is interested in learning more about the study or like to provide

[15:54] feedback to Lake County there will be a public open house this Thursday from 7:

[15:59] to 9:00 p.m. at the Round Lake Area Park District located at 814 Hart Road Round

[16:04] Lake Illinois exhibits will be set up and staff from Lake County will be there

[16:08] to answer any questions so have you feel the overall meeting land I felt like the

[16:14] meeting red uh shed a light on some of the issues especially uh by the railroad

[16:20] tracks over at Fairfield in Round Lake uh where especially in a Long Lake Drive

[16:26] where there's continual backups of people trying to turn turn from Long

[16:29] Lake on the Fairfield and people turn it over by the Light over there uh that is

[16:34] consistently as people brought up one of the most dangerous areas but also some

[16:38] of the most congested was near 120 and 60 where as we know if we've ever come

[16:43] on from Gilmer up to field trying to get past 60 it's always backed up um and

[16:49] it's a a huge inconvenience for traffic times yeah during traffic during rush

[16:56] hour yeah um so I not as bad as hanesville and

[17:03] 120 that's constant that's all day it is all day yeah yeah um but certainly fair

[17:08] and the other thing with Fairfield row that people pointed out is that there's

[17:11] no sidewalks for the mass majority of it near Round Lake Beach the sidewalks that

[17:17] are really there aren't up to Ada standards so there's you know curbs with

[17:22] no ramps so there's a lot of issues for accessibility for people without cars or

[17:27] who are just trying to ride a bike to connect to one of the local parks or

[17:30] Trails we have so um if you have concerns or issues with Fairfield Road

[17:36] go there Ry Park District uh this Thursday

[17:41] 7 happy

[17:47] that to do that and represent our interest because of course we know we

[17:53] I'm going I also did bring up with Lake

[17:57] County U our project for ners Road and uh continuing you know Communications

[18:04] between Avon Township and M count so and I like that the bike trail was

[18:09] considered in some of your stuff and what you learned yes that was it's right

[18:15] up your alley it's right up your alley and you

[18:19] know so that I got the email I'm like I'm F Ry yeah because you would be able

[18:25] to not only understand it but be able to bring back the information to us

[19:18] wood shifts in and making it where we have seniors or anybody who's doing the

[19:24] garden they're to be able to fit it's going to be a little bit more of a of a

[19:28] beautific to add to the township especially we

[19:32] have a lot of seniors that do programs here they could just go right out the

[19:36] door they could be able to sit on the tabl they can sit on the the chairs they

[19:40] can sit under the shade with the umbrellas and just kind of appreciate um

[19:45] our backyard that we have so staying for the next project I was hoping that I was

[19:49] going to be here because I wanted um and to be able to tell you guys what is

[19:53] doing but we'll wait on that ex yeah we have had so many um projects done not

[20:00] just with the E Scouts but with all these other organizations and youth that

[20:04] it's not possible the township $ Dollar for the most part maybe like a little

[20:08] bit of Maintenance um and that is increased the value of the township not

[20:14] only with you know Al question to the tables all that but the atmosphere when

[20:22] people are able to come to the township and use our facilities so that's kind

[20:27] of um any other questionss if not we'll have to wait on what you do it if not

[20:38] res we do that so anyways um I'm not sure how often you guys read the

[20:43] perspective magazine but there's always training and this is an upcoming

[20:49] training for the trustees and there's also training in

[20:53] November where you get to go to Springfield and he giv me other

[21:00] Township not just FR fees but supervisors

[21:05] and iway um Commissioners and just be more a part of what's going on because

[21:12] our Township we're we're we're little we live in this little world of how to of

[21:17] government works but if we go down if we go to these events we're going to be

[21:21] able to meet with people and get better ideas and get ourselves more educated so

[21:26] if you guys are able to go to the conference or you are able to go to one

[21:30] of these um trainings and also there's a lot of online training that you could

[21:35] sign up for um let us know you'll be reimbursed so there's no feed for you to

[21:40] do it some of the webinars you can watch at your own Leisure it'll just make us a

[21:46] little bit more educated um and also one part is learning what all the other

[21:50] townships are doing so I um highly suggest that you look into um getting

[21:55] trained or going on some of the webinars I I just want to highlight get um we all

[22:02] get all of us get emails all the time townships on you know you have to just

[22:09] rely on the magazine um but when you see something from the townships regarding

[22:14] training I know all of us get tons of emails every day but um they're worth

[22:20] looking at and seeing if you want participate because a lot of them are um

[22:25] electronically based not in person so consider and if you haven't been on to

[22:31] the toi website it's another great place for you to get your questions answered

[22:36] or talk to um someone in t toi

[22:42] too the toi conference in November if you haven't been highly recommend um the

[22:48] stuff you can learn from other townships and some of what they're doing is just

[22:51] it's incredible you can see some of the stuff that they do downstate that's

[22:55] really out of scope because we have all these fire protection districts and

[22:59] Library districts everywhere you can see how you know involved townships are in

[23:03] everyday life down there um it's it's it really is amazing and it's just a great

[23:08] time to be get the network and Megan presents down there sometimes

[23:16] so is always there always there but you then you get

[23:22] picked and choose what you want to do so I went to um training outside of my

[23:27] supervis role so I get a better understanding of what the clerk does

[23:32] what the trustees do I actually went training um for the weekend with the

[23:37] highway department last year because technically I'm in charge of the highway

[23:42] department which is kind of crazy if you think about it because it's not my

[23:45] expertise but the way the law is um now Bob has to go to me and ask me for um

[23:53] decisions to be made but being able to spend the weekend uh you know things may

[23:58] make a lot more sense you meet more people uh so yeah Highway super

[24:04] supervisor training I think um and it was good I I learned a little more about

[24:10] what Bob does and Bob does a lot so thank you when Bob goes on vacation got

[24:16] you to look over for really

[24:22] relx about me spending a day with your employees and you helping to see how you

[24:31] guys do the roads and just spending the day to see really what the highway

[25:38] resolution authorizing display of the lgbtq pride flag at AB

[26:16] Brown Lake Beach this has been actually a great new tradition that this board

[26:26] in the last three years I heard from countless residents within the township

[26:31] that's actually grateful that this has been happening great tradition showing

[26:35] that we're welcoming everyone into the community here they don't feel

[26:40] alone this has been also a great tradition that's been happening with

[26:44] many other local municipalities in the county including the County Board and as

[26:48] far as I'm aware of within the last three years of this town I have not

[26:52] heard of anyone making any formal complaints or making any threats of a

[26:56] lawsuit about what this this Township has been doing it's my hope that this

[27:01] board will consider instead of displaying it for the weekend of a

[27:05] certain weekend that would be displayed throughout the entire month of June as

[27:09] it has been from the county courthouse along with many other municipalities and

[27:13] we can join that list of showing that Avon Township is welcome towards

[27:17] everyone thank you thank

[27:21] you so since um I read the resolution there's just so many questions and

[27:27] things to to think about of where this takes us and that said I'm going to say

[27:34] I support the lb I know skids is a little nervous but um the community

[27:42] um lb GG lb gqg Community I'm sorry um and I really admire the dedication and

[27:51] the fortitude and Industry you know and all the things that have changed in the

[27:57] last what haven't been over 10 years um and I support us flying the

[28:02] flags so I'm not here to um but I have some issues that I just want to make

[28:09] sure that we think about and we commit to forward that um there's a lot to

[28:15] unpack in this decision and and it and because I do think it's different for

[28:21] the month rather than the weekend if that's what we're um that's what we're

[28:26] voting on um and one one of the things that I just thought about is how sad it

[28:31] is that you have that a community has to ask for this and it has to have it to

[28:39] feel that they're going to enjoy the freedoms and Liberties other Americans

[28:44] enjoy so I I feel that but I feel that for many communities and on whether is

[28:51] historically uh marginalized communities in in aan Township and and that's where

[28:57] my concerns Li just what are we going to do next and how are we going to what are

[29:02] our procedures and policies going to be for situation like this I mean already

[29:08] tonight something was brought up and there's probably more than

[29:13] 12 communities that might want are to you and they're using I I read something

[29:20] about government speech that they're using we're using Avan Township for

[29:25] government speech to to express an opinion and and so we want to be fair

[29:31] about it and Equitable about it and so I feel

[29:37] that voting yes should go with a commitment um to move forward and really

[29:44] get this buttoned up on how we're going to handle this and how we're going to do

[29:48] it because um we want to be fair Equitable and protect ourselves were

[29:55] kind of the things that I thought about so and I I looked at the resolution and

[30:01] the um last thing it does say dedicated to

[30:06] meeting the needs of everyone in our community that this was one of your

[30:10] warehouses especially those who have been marginally under served so I

[30:14] thought okay we're going to use this resolution as something that we believe

[30:20] in that we have to really believe in it that's that's my two cents

[30:28] thank you so citizen

[30:33] question citizen here is there blowback on this stuff on the flag being thrown

[30:39] any blowback I've had a com I've had a

[30:42] combination I've had a combination of people very supportive and some people

[30:47] questioning while why we're flying the

[30:51] flag it's more because it's government it's government speech it's you know um

[30:56] it's up to the town up to the Villages but it's actually up to us as a board to

[31:03] decide okay py I can address some of your questions maybe before you were um

[31:09] on the board I think it was you on the board we adopted a policy

[31:15] about about a flagline and and I can also send you a memo that I wrote to the

[31:19] board there was um a Supreme Court case that came out last year out of Boston at

[31:25] Boston I'd like to see it but I did read I have a copy me Cas was called

[31:32] for um so significant case because a differentiate between what is government

[31:38] speech and what is a public forum and so by the boarding what flags fly we're

[31:43] keeping it as Government speech which is allowed it to be more narrow kered um

[31:48] it's if anyone can come and just fly a flag whenever they want that it becomes

[31:52] a public form and then for example if someone just came and blew a flag then

[31:58] we have to allow that the township would essentially give up the right to monitor

[32:02] which flags are flown and would have to allow anyone who wanted to fly a flag to

[32:06] do so even if it was for example like the KKK so by having in place a policy

[32:11] and by asking that for example you you ask at at the beginning of the meeting

[32:15] if we could have I I think you want like a p FL to fly we could do that we would

[32:20] just consider it our our um next meeting that could be a request and then that

[32:25] could fly if if the board chose to approve that I think the hard part is

[32:29] deciding so we have the juneth too and I think that's already approved

[32:34] in the that only gets a weekend that only gets a certain amount of time with

[32:39] that's the federal and state holiday um and then how do we put the flags up

[32:45] which flag has priority over over another one is it do we do we keep the

[32:53] pride flag for 30 days above the juneth or just June

[32:59] for that weekend gets switched there's a lot of concerns when you start putting

[33:04] one above the other um it's just a lot for us to think about where we don't

[33:10] have a policy in place you know with that and if we we move forward with this

[33:16] one again it's things we have to think about because things that are important

[33:20] to us somebody else may have that strong of a belief and passion because whatever

[33:27] is going on in their life and their family's life or their

[33:31] community and there is a flag they might feel

[33:37] that it's it's their right to come here and ask us to put up the flag and then

[33:43] we're going to have to make that decision and we're going to have to go

[33:46] to somebody and say we're sorry we do not support

[33:53] your whatever it it might be and that's something that we have to look at um you

[33:59] know in in the future that come up at the next meeting or of time and I think

[34:04] if I recall a lot of this was addressed last year when we talked about jth where

[34:08] state of Illinois has already provided guidance on how they're handling it

[34:12] that's been sort of where we've taken guidance from the juneth flag was one of

[34:15] those particular things that's how that discussion Point came up um the pride

[34:20] flag the lgbtq flag is also one of those items that the state has been very clear

[34:25] on and they actually have it quoted in their statute yeah so when we're looking

[34:29] at those things we can use the state as a guideline that's a very clear and

[34:33] simple one yes it we have the policy set up for pretty

[34:38] much all as long as it's state you know okay then we're okay with buying it and

[34:44] I think to address you know du's comment earlier that um every Memorial day since

[34:48] I've been serving here the P flag has been raised the flag has been treated to

[34:53] half staff until noon and then raised the rest of the way for veteran State p

[34:57] flag again has been has been flowing on our flag poll so um' been very conscious

[35:03] of honoring our loss and a commemorative commemorative flag Falls within the flag

[35:08] code itself from the United States so I think that's not even a question there's

[35:13] a like a list of four flags that are acceptable I thought that we had address

[35:17] that as well had SE I don't even know if that's an item the Board needs to do

[35:21] other than to say go bu a FL

[35:27] we've had all because myol with public education

[35:33] I've seen this crumble and fall and glad that we haven't had any crumbles and

[35:37] Falls but we need to protect oursel and policy is the way to do that and that's

[35:42] why we need to make sure I think you just need to get Pat a copy of all yeah

[35:52] questions of people and no one told me they was already a poliy and I and I

[35:57] feel feel like it would have been nice actually to get the resolution before

[40:04] removed and it gets a Cen tested so has to get tested if they don't have if they

[40:08] don't have the backup paperwork to show it they don't have the documentation to

[40:12] show it you know according to the the previous uh Highway commissioner few a

[40:17] few back it was done and it was removed uh correctly and and the the uh

[40:24] contaminant so was haed out everything was done appropriately except for the

[40:28] followup documentation so since there isn't any they they request it so we

[40:33] have to prove to them that it was

[40:39] done the ep the EPA hired 5500 people right
