[9:03] honorable board. My name is Alan Robinson. I am the Deputy Director for

[9:06] Department of Public Works here to discuss uh this uh WC1413RR

[9:12] Lake Montebello and Montebello Wash Water Lake Dredging. With me today, I

[9:16] have one of our chief engineers who will actually go through the presentation to

[9:19] give you a little bit more technical breakdown as to what we are looking to

[9:22] accomplish through this project. With me today, I have Mr. Blake Suka who will be

[9:26] stepping up to the podium.

[9:32] Good morning, honorable board. Uh thank you for the introduction, Deputy

[9:35] Director. Uh my name's Blake Suka. I'm the deputy chief engineer for the

[9:38] Department of Public Works. I'll keep this pretty brief. I won't go through

[9:41] the full presentation because the protester isn't here. Um in sum in

[9:45] summary, we received three bids for this construction project. When we first

[9:50] received those three bids, the second highest and the highest were deemed

[9:54] non-compliant for their MBE and WBE participation goals. Uh we

[9:59] collaboratively reviewed all of the bids with the SMBAND D office. And after a

[10:05] second evaluation, we deemed that all three bidders were compliant with their

[10:10] SMBAND D goals. The original protest was because

[10:15] uh the lowest bidder disagreed with the fact that they were not compliant. So,

[10:18] we re-reviewed it. We corrected that. And uh our decision is strictly based on

[10:23] lowest bid. >> Okay.

[10:31] » I guess um with all of this being close proximity to um

[10:37] the elementary school and Mervo, um has there been communication with

[10:44] families and you know, the just to ensure the safety there?

[10:55] local council people. We've designed the project in a specific way that will

[10:59] allow the walking loop to be open for the entire duration of construction. Um

[11:05] as we move towards the actual start of construction, we will continue to engage

[11:09] with the with the communities uh to make sure

[11:11] everybody's aware with with the operation.
