Good morning. Let's get started.
[0:04]
» All right. Good morning, Mr. Chairman,
members of the board, everyone in the
[0:08]
room, and those watching on Charm TV.
The July 23rd, 2026 proceedings of the
[0:14]
Board of Liquor License Commissioners
for Baltimore City will now begin.
[0:18]
Please take this opportunity to turn off
or mute all electronic devices. Do not
[0:23]
be that person whose phone goes off in
the middle of your testimony. The board
[0:28]
is now in session. Sir.
>> Yes. Good morning everyone. We are going
[0:33]
to be releasing our new rules. Um the
draft is going to come out tomorrow. And
[0:39]
Deputy, can you go ahead and tell us
everything else concerning new rules?
[0:43]
» Absolutely. Um and so we will release it
tomorrow via email. If you're on our
[0:48]
distribution list, you'll get a copy of
it. It will also be on our uh website.
[0:54]
Uh you'll be able to access it also on
our Facebook page. If you haven't joined
[0:58]
our Facebook page, um this is a great
opportunity to do that. Um there will be
[1:03]
30 days of public comment. Um so if you
look at it and you think it's great or
[1:10]
you think it sucks, send us that that
feedback. Um if you have ideas on how to
[1:15]
retool some of the language, that would
be great, too. We have a variety of
[1:19]
things that are new. We have new
definitions, some new rules to uh make
[1:23]
sure that we're complying with the law,
etc. Uh when we send out the draft, we
[1:28]
will have a a quick and dirty synopsis
of and point you into the direction of
[1:33]
the things that are are new or that have
been adjusted. Um we will have a hearing
[1:39]
on September 10th in this room. Uh and
we're looking for, God willing, an
[1:45]
October 1st uh implementation date. If
you have any questions or concerns or
[1:51]
want to talk about the draft, feel free
to reach out to me. I'm I'm I'm happy to
[1:55]
have a have a conversation. I'll
probably talk to you more than you want
[1:58]
to.
>> Please jump in on the process. The
[2:01]
deputy executive secretary has been
working very hard on making the edits.
[2:05]
The whole staff has been. We've been
diving into some of the things that work
[2:10]
and some of the things that aren't
clear. We're making sure that everything
[2:14]
um is very very clear. And I know some
of the attorneys in the back um there
[2:19]
are a few definitions and and things
that are kind of iffy. We're we're
[2:23]
tightening up on everything. Um so we
would love to hear your comments and any
[2:28]
um suggestions throughout the process. I
know you'd love that, wouldn't you?
[2:31]
» I would absolutely 80th time, right?
[laughter]
[2:34]
But but we're we're doing great. Um I'm
I really want everybody to part
[2:38]
participate in this if you can. Okay.
>> Yeah. No, especially because the goal
[2:42]
here is to make sure that they are they
work.
[2:46]
» Yes.
>> Uh then everyone understands it.
[2:48]
Licenses, attorneys, and residents.
That's really the goal. So,
[2:53]
» yes.
>> All right. Now, now we move on. All
[2:56]
right.
>> First of all,
[2:57]
» yep.
>> I have a camera over here. Am I on a
[2:59]
Netflix um documentary?
>> It's for audio. Okay. We have a new
[3:04]
court reporter, so it's a little
different up here, but Okay. Go ahead.
[3:08]
» Be careful what you say. Uh all right.
If you are here for a particular case,
[3:13]
please make sure you've looked at the
docket that is on the exterior of this
[3:16]
room to make sure you are in fact
scheduled to be here today. If you're
[3:20]
not, don't stay. [laughter]
Um, and finally, uh, if you're coming up
[3:25]
to speak, uh, and, uh, make sure that
your lect turn at the lect turn your
[3:30]
light is green and that you are close to
the microphone so that we can capture
[3:35]
all of your testimony and the folks uh,
watching from home can hear. All right,
[3:39]
here we go. Case one. Jeffrey Msceri and
Nick Barbara Sunday Social Brunch LLC
[3:47]
trading as Sunday Social 2 East Well
Street, Sweet 116. application for a new
[3:53]
class B beer, wine, and liquor
restaurant license under the provisions
[3:57]
of alcoholic, beverages, and cannabis
article section 12-903C2
[4:02]
requiring $500,000 in capital investment
in restaurant fixtures and facilities,
[4:06]
51% of food sales and seating capacity
for a minimum of 75, but not more than
[4:12]
150 people. Requesting live
entertainment and outdoor table service.
[4:16]
Please come forward.
>> You please raise your right hand, both
[4:19]
of you, Miss Wman, please. They swear by
>> that is correct. I do.
[4:27]
» Yes. Can you please identify yourself?
>> Uh good morning everyone. My name is
[4:30]
Jeffrey Msc.
I'm CEO founder of Mscality Group and
[4:34]
I'm trading at Sunday Social Brunch DMV
DMV.
[4:37]
» Okay. Are you going to be the one that's
going to be testifying today?
[4:39]
» That is correct.
>> Okay. You want to tell us a little bit
[4:42]
about this application for this new
class B beer, wine, and liquor
[4:45]
restaurant license?
>> Um yes. So, um this will be our 13th
[4:49]
restaurant in the company. um second uh
hopefully second license in Baltimore
[4:53]
City. Uh I was I was in front of you
guys. I remember a few years ago for
[4:56]
Miss Toya's uh career house. So this is
our sister restaurant. So we're focusing
[5:00]
on um the breakfast side of uh things
now. We have a cafe that's open from
[5:04]
6:00 a.m. um that's not serving alcohol
until 10:00 a.m. when we focus on the
[5:09]
brunch side. We're ser serving breakfast
every day. And then um we're going to
[5:13]
dinner services as well. Um so again,
yeah. um uh still focus on the the good
[5:19]
food, good cuisine, um you know, nice
entertainment, cater to the
[5:22]
neighborhood, cater to the guests, um
that's surrounded, um in the building.
[5:26]
So, we have already have a good
relationship with the landlord who just
[5:29]
acquired the building. Um you know,
promotional stuff, you name it. Um have
[5:33]
a great management team in place. Nick
here, he's a executive team. Um, so we
[5:37]
kind of, you know, grew the company
through the hard work and blessing and
[5:40]
now we're just trying to, um, provide,
uh, more good food and service to
[5:44]
Baltimore City
>> and the capital investment.
[5:47]
» Yes. So, uh, we just, you know, um,
tenant improvements, upgrades, uh, we we
[5:52]
gutted it out, we remodeled it. Um, um,
we kept the the structure, but, uh, just
[5:57]
nice finishes, nice fixtures, you know,
we put, uh, a new bar top, a new, um,
[6:01]
bar fixtures, um, uh, new LED signs. Um
um we actually partnered with uh our
[6:08]
well-known chef too as well. So um yeah,
we just you know nice new booths, new
[6:12]
tables and chairs. Um
what else did we do?
[6:18]
» Yeah, new countertop for the cafe side.
So um yeah, just FFN. We did a lot of
[6:22]
upgrades to the building.
>> I see in here. So this says what?
[6:26]
671,36034.
Is that is that accurate?
[6:31]
» That is correct. Do you meet the minimum
requirement of 500,000 there? What about
[6:37]
the food sales versus alcohol sales?
>> We we we typically 8020 20 is a is a win
[6:43]
for us on the alcohol side. Uh but we
typically uh 80 85 with the food. Um
[6:48]
again, you know, have a nice cocktail
menu. We know the the rules and the laws
[6:52]
in terms of, you know, not overpouring,
not over serving. You know, the the
[6:56]
general manager, he's tip certified. Uh
Nick as well, they oversee that. So we,
[7:00]
you know, did well training. Um, my HR
has done training with them as well. So,
[7:04]
but, um, again, we focus on high quality
food and service, you know, families,
[7:08]
birthday parties, celebrations, um, you
name it. So, um, like I said, uh, at the
[7:14]
max it'll be 8020.
>> And the seating again,
[7:18]
» uh, I think we're, uh, in between 85 and
120.
[7:26]
» Anything else you want to tell us about?
>> Uh, no. I pretty uh summed it up, you
[7:30]
know. Um we've been doing training for
the last two, three weeks. We have all
[7:34]
our permits, everything completed, uh
traders license. We have our health
[7:37]
certificate, uh sales and use. Uh you
know, we went through the process, you
[7:41]
know, doing stuff the right way. Now,
we're just uh you know, this is the last
[7:44]
step. Hopefully, we can get this last um
checked off and uh get open to the
[7:49]
public and serve you guys some wonderful
uh food and uh coffee
[7:55]
» and coffee.
>> Yeah. Okay. Any [clears throat]
[7:58]
questions about the coffee or anything
else? Commissioner,
[8:00]
» one question. What is your hours of
operation?
[8:03]
» So, start soft open and we won't we
won't be we're only going to start with
[8:05]
dinner services first, but when we fully
open, we're going to open uh 6:00 a.m.
[8:09]
The coffee service, then the breakfast
side will open at 10:00 a.m. and we
[8:12]
won't go past 9:00 a.m. On the weekends,
we'll probably go to 11 latest.
[8:15]
» When's your soft opening?
>> Uh we're shooting for the first week in
[8:18]
August. We're going next week. Uh
[8:23]
» uh yeah, first week in August, I think
moving.
[8:26]
You want to have some gluten-free stuff?
>> Of course. [laughter]
[8:30]
» Pancakes?
>> Yeah. For sure.
[8:32]
» We have a huge huge menu. You trust me,
we got we always do big menus. You at
[8:37]
least 40 50 items on our menus only when
we do that.
[8:40]
» I didn't want to steal her thunder. I
know [laughter] she want that question.
[8:43]
» You know, I'm just, you know, I'm a I'm
a a breakfast and brunch lover, of
[8:48]
course, but um
>> a lot of folks don't do gluten-free, so
[8:52]
I I stay home and do it myself.
>> Yeah, we have some gluten-free. Yes.
[8:56]
» Okay.
>> I have no more questions.
[8:58]
» That's nice.
>> No more question. Mr. Chairman,
[9:00]
» thank you. Based on your application
materials, um the testimony that you
[9:05]
guys gave today and the exhibits that
you attached to your um application, I
[9:10]
vote to approve this application for a
new class B beer, wine, and liquor
[9:14]
restaurant license, and that is with
live entertainment and outdoor table
[9:19]
service.
>> I concur with the chairman. I vote to
[9:22]
approve this application for a new class
B beer, wine, and liquor restaurant
[9:27]
license with live entertainment and
outdoor table service.
[9:30]
» I am also in agreement. I vote to
approve the application for a new class
[9:35]
B beer, wine, and liquor restaurant
license with live entertainment and
[9:39]
outdoor table service.
>> Miss Russell,
[9:41]
» no. It is for the record.
>> Thank you and good luck to you.
[9:43]
» Thank you guys. Have a wonderful day.
Thank you. Good luck.
[9:46]
» Kate Maria Victoria Shotwell by Old

[9:54]
Chestnut Avenue. Application for a new
class B beer wine and liquor restaurant
[9:58]
license under the provisions of Alcohawk
Beverages and cannabis article section
[10:02]
12-63
C12 little I requiring $200,000 in
[10:07]
capital investment in restaurant
fixtures and facilities. 40% of food
[10:11]
sales and seating capacity for minimum
of 75 people requesting live
[10:15]
entertainment outdoor table service and
off- premises catering.
[10:19]
» Abraham Hurdle with the license sitting
sitting to my left. I think it's I think
[10:23]
it's Vali but I she would it is it's
okay. I just wanted to you know just
[10:28]
whatever advertising.
>> But I got your name right. Right.
[10:30]
» You did get my name right.
>> Oh no. Close.
[10:33]
» All right. I'm fired. See you.
[laughter]
[10:36]
» I have a lot of them.
This is an application for a new class B
[10:41]
license. This location has been
previously licensed, but it sat dormant
[10:44]
for a while and it has been I I have
found that when licenses sit dormant or
[10:51]
there's perhaps an exit that may not be
ideal, it's just easier to get a new
[10:55]
license as opposed to transfer. Any
number of tax issues or filings come up,
[10:59]
whether it's withholding tax or sales
tax being filed, personal property, any
[11:03]
number of issues come up. And in this
case, the location, I think the
[11:07]
requirement is they have to do 40% of
their sales in food. We anticipate it
[11:11]
being way above that. Not even 60. It's
probably going to be 80 to 90. Um, this
[11:17]
is a place where people will, I
anticipate, drink, you know, a not
[11:22]
insignificant amount, but food is going
to be the driver here. We do anticipate
[11:26]
the crowd because it is hammed in to be
it's it's a crowd that does have a drink
[11:30]
with their pizza. Um, but this is going
to be a restaurant first and a bar
[11:35]
second. Make no mistake. Um, my client's
got significant experience in industry.
[11:39]
I believe she's been running a different
pizza place for several years. Um, and
[11:45]
we just don't anticipate any issues.
She's aware that if she runs out of
[11:49]
Sambuka on a Friday that she has to wait
from the wholesaler, she can't go down
[11:54]
the street to a different place and add
a bottle from another retailer. She's
[11:58]
aware that she has to keep her
employment records. Uh my understanding
[12:01]
is anybody who will be handling alcohol
at the restaurant will be alcohol
[12:05]
awareness certified at some point in
time shortly after their opening. Um and
[12:10]
they're going to have a manager just in
case she's not around. But based on our
[12:13]
discussions, she is unfortunately
anticipating being there pretty much
[12:17]
seven days a week for the foreseeable
future. Um and then at some point maybe
[12:20]
getting a vacation and having that
experienced manager take over briefly.
[12:24]
We do have a letter of support um I
believe from the Hampton merchants. Um,
[12:28]
this case was previously scheduled maybe
about a month ago and was postponed at
[12:32]
the request. Um, I received a call from
Councilwoman Adet Ramos to postpone it
[12:36]
to meet with the two different community
groups in the area. We met on July 8th,
[12:40]
I believe, with one and on the 13th with
the other.
[12:43]
» Can I just interrupt you because this is
a really important part. Is your green
[12:47]
light on because we're getting a note
saying that it went out. Can you just
[12:51]
turn it off and turn it back on?
>> Just Yep.
[12:54]
» All right. And get a little bit closer.
I want to make sure people are hearing
[12:57]
» test better.
Um, so we met with the two different
[13:02]
community groups. One of the groups sent
over a letter of support about a week,
[13:05]
week and a half ago and it's my
understanding that the board may have
[13:08]
received a request from one of the
groups for us to have further meetings
[13:12]
this morning
>> and I did want to address that.
[13:15]
» My perview would be the board's policy
on evidence is that they have to have
[13:19]
three days notice. We typically need the
board needs to get documents the Friday
[13:23]
before and this came in at 9:45. which I
think is frankly pretty outrageous. We
[13:28]
met with them on the 20 on the 13th.
It's been 10 days. My understanding
[13:32]
there's been no followup from that
community group addressing any concerns
[13:36]
or questions or desires to do anything.
So, I have concerns that while we had 10
[13:42]
days to get something sorted out, they
waited till 9:45 this morning to send an
[13:47]
email out when we had previously gone
out of our way to postpone this. My
[13:50]
clients are paying rent at this
location. they've made significant
[13:53]
capital investment
to kick this out another month would be
[13:58]
effectively impossible at this point.
>> Let me address that initially though
[14:02]
because this was postponed once already.
Um and we did get the email requesting
[14:07]
another postponement. Um we are going to
go forward with the hearing today. Um I
[14:12]
do understand that was it two Mondays
ago that you guys met and tried to
[14:19]
» Correct. I believe it was the 13th.
Correct.
[14:22]
» Okay. and tried to work this out. Um, we
are going to go forward with a hearing
[14:25]
today and we're going to make a decision
today. I do encourage you and I want you
[14:29]
to address um whether or not continue
talks are going to happen between the
[14:35]
committee. And one of the main questions
I want you to address clearly on the
[14:39]
record is the hours of operation. Just I
know you said something, but make sure
[14:42]
that's clearly stated on the record.
>> Sure.
[14:46]
To be very clear, my clients and myself
were always committed to working with
[14:50]
any community group that has any concern
whether there's an MOU or not.
[14:54]
» Yes,
>> I'm someone who lives in the city and I
[14:56]
appreciate the fact that locations are
on occasion.
[15:01]
They're trying to do new things because
it's a business and sometimes that
[15:04]
requires changing things up and
sometimes that takes things kind of
[15:07]
outside the norm. Here, I don't think
that's going to be the case. This is on
[15:10]
the Avenue in Hampton. Um, and again,
the previous location, I believe, had
[15:15]
live entertainment and all of the
different things that that we're asking
[15:18]
[clears throat] for. That being said,
again, we're absolutely committed to
[15:20]
working with them to get to anou. I am
hesitant to have it be contingent
[15:25]
because all of a sudden, it becomes a
yes or a no that the community gets to
[15:28]
give. And the board's rules and the
state law does provide in certain
[15:32]
circumstances where anou is required.
And this isn't one of those areas where
[15:36]
we have to have anou. So, to make it
contingent, I think would be
[15:40]
contradictory to the law. again, happy
to commit to work with them. I've worked
[15:44]
with the council woman on any number of
matters and find her to be very
[15:47]
reasonable and easy to work with. She's
very responsive, which is always
[15:51]
appreciated and we will work with them.
We just need to get open as soon as
[15:56]
humanly possible is the issue.
>> Okay.
[15:58]
» Um, and if I may, my client has not been
sworn I think at the moment. So, I
[16:03]
haven't before I ask her the hours just
have to have her sworn.
[16:06]
» That's all please.
[16:12]
Miss Shwell, what are the planned
operational hours for the location?
[16:15]
» And state your full name so she can have
that.
[16:18]
» My full name is Kate Mariah Victoria
Shotwell. Uh, currently our plan is to
[16:23]
be closed on Monday. Tuesday through
Friday hours hours will be 4 to 9.
[16:29]
Saturday and Sunday 12 to 10 right now
is is what we're planning. We're not
[16:36]
planning to be open as a late night
venue whatsoever.
[16:41]
» Okay.
It's my request that the board grant
[16:45]
their hours to 11 despite what my client
has indicated not to change anything,
[16:49]
but just because as someone who
sometimes watches Monday night football
[16:53]
and sports, those events can tip beyond
that 9:00 and 10:00 timeline, and they
[16:58]
wouldn't want to be throwing people out
during the third quarter or something of
[17:00]
that nature. It also gives them a little
bit of flexibility, but again, our
[17:04]
anticipation is that these would be the
normal operational hours, 9 and 10, just
[17:08]
about every single day.
>> Okay.
[17:12]
» I I don't think we have to grant hours
on here unless there's anou. So, um,
[17:16]
» and we'll work with the community.
>> Work with the community. You guys figure
[17:18]
that out. We're going to stay out of
that, but I just want to make sure you
[17:21]
guys work.
>> All right. Anything else?
[17:26]
» Not at this time. If the board has any
questions, you'd be happy to address
[17:28]
them.
>> All right. I don't have any other
[17:29]
questions. questions.
>> Uh, one question. Um, will the owner be
[17:33]
uh, uh, certified um, alcohol serving?
Is that has that been completed?
[17:39]
» I believe you do have the alcohol
awareness already. Correct.
[17:42]
» Do you have the alcohol You have tips
training? Correct. Alcohol awareness.
[17:47]
» I I do.
>> We will.
[17:50]
» Yeah. My apologies. My client I think
has a requirement for the liquor board
[17:53]
will have to have alcohol awareness to
pick the license up.
[17:55]
» Who is that person?
>> Who's my business partner?
[17:57]
» Your business partner. Okay. Okay. And
what's your business partner's name?
[18:00]
» Mackenzie F Mackenzie Fowler.
>> And he's claiming It's okay. Um Oh,
[18:04]
yeah. Raise your right hand. Come on up.
>> Hello.
[18:09]
» Can you swear in please?
>> I'm sorry.
[18:13]
» Yes.
>> And you have alcohol awareness today,
[18:17]
correct?
>> Okay.
[18:19]
» Again, the plan is to have the lency of
course licensed um and trained. And
[18:23]
again, the goal is to have anybody,
bartenders or servers, also trained once
[18:27]
things are up and running. It's
something that I found in various places
[18:31]
tends to reduce underage service. We're
going to work on an alcohol service
[18:35]
policy. No vertical IDs, nothing of that
nature.
[18:38]
» Okay, that's great. Thank you.
>> Other questions?
[18:42]
» No, I don't have any questions.
>> I don't know that we're going to do it
[18:43]
in free pizza, but we'll work on it.
[snorts]
[18:45]
» We have [clears throat] the best gluten
free pizza.
[18:47]
» You do?
>> My apologies. My apologies.
[18:49]
» Oh, okay.
>> That is not exaggeration.
[18:53]
want to come and check it out now. You
you said the best.
[18:56]
» Yes, I have.
>> So,
[18:59]
we come from
>> Okay.
[19:03]
» what we have.
>> Awesome.
[19:06]
» Thank you guys. Well, based on the
application materials, the profer that
[19:11]
was made by council, the testimony that
was given, and the exhibits that we have
[19:14]
in the record, I vote to approve this
application for a new class B beer,
[19:17]
wine, and liquor restaurant license um
with live entertainment, outdoor table
[19:21]
service, and off- premises catering.
>> I agree with the chair. Um I vote to
[19:26]
approve this application for a new class
B beer, wine, and liquor restaurant
[19:31]
license with live entertainment, outdoor
table service, and off- premises
[19:36]
catering.
I also uh agreed to vote to approve the
[19:40]
application for a new class B uh beer,
wine, and liquor restaurant license with
[19:44]
live entertainment, outdoor table
service, and off- premise catering.
[19:48]
» Mr. President, for the record, board
exhibit one, letter of support from
[19:52]
Hampton Village Merchant Association
dated 71626.
[19:56]
» Keep talking to the community.
>> Thank you.
[19:58]
» Yeah,
>> Steven R. Danic and Roger Wesley Avery
[20:02]
Jr., Copen State University, trading as
physical education complex, 2500 West
[20:07]
North Avenue. Application for a new
class C beer and light wine license
[20:13]
under the provisions of alcoholic
beverages and carn beverages and
[20:17]
cannabis oracle section 12-63
C23 requiring alcoholic beverages to be
[20:23]
used during onampus events and an
executed at the greater mandaming
[20:28]
council uh requesting live
entertainment.
[20:32]
Good morning.
>> Good morning, Mr. Chairman and members
[20:35]
of the board. For the record, my name is
Linda Carter, and it is absolutely my
[20:38]
pleasure to be before you today in
connection with an application for a new
[20:44]
license for Coppen State University.
>> Yes. Go ahead.
[20:48]
» And I have with me the two applicants to
become lences, Roger Avery and Steven
[20:54]
Danick. And I also have somebody from
their their Department of Legislative
[20:59]
Affairs, just in case. Um,
>> are you going to profer the whole
[21:03]
» if with the board's permission?
>> Oh, yeah, that's perfect. Yes.
[21:06]
» Um,
I know as a condition of your issuing
[21:11]
this license, we have to have a signed
memorandum. I'm understanding with the
[21:17]
uh greater mandaban coordinating
council. We are in the process of
[21:21]
continuing to negotiate that with them.
We actually began this process to get a
[21:27]
license for Coppen about two years ago
and at that point in time the only
[21:32]
available license was an arena license.
Well, given the cost of that license,
[21:39]
which is in excess of $20,000 a year,
and the fact that our arena is small,
[21:47]
and um as the board knows, we've had in
the last couple of years we've had a
[21:51]
couple of events, the soldout events
have been the homecoming. One year we
[21:56]
had what $1,400 in sales and the other
year we had about $900 in sales. So
[22:02]
obviously buying an arena license is not
in the budget. Even this um with the
[22:08]
legislaturator's
gracious accommodation
[22:13]
um of the licensing fee, it's still a
number that's hard to justify, but we're
[22:19]
doing it anyway because quite frankly,
COPPA needs to be competitive on the
[22:24]
national scale. As I'm sure this board
knows, the availability to sell
[22:28]
alcoholic beverages at college sporting
events is becoming the norm.
[22:34]
Um,
we have, as I indicated, operated a
[22:39]
couple of events this last season under
special one-day licenses and a couple of
[22:43]
events the prior season. I'm pleased to
report there have been absolutely no
[22:48]
violations.
Um, Mr. Avery is an employee of Thompson
[22:54]
Hospitality which provides all the
concession
[22:57]
um concessions for the for the
university. He's been here for four
[23:03]
years. He was at Morgan State for what
15 years prior to that. uh he is
[23:09]
well-versed in the responsibility of
selling alcohol and perhaps more
[23:16]
importantly of making sure that the
people that are engaged in the sale of
[23:21]
alcohol are properly trained. [snorts]
Um he is alcohol awareness certified.
[23:26]
There will only be two places within the
arena where alcohol can be procured
[23:33]
and they will be manned by two
individuals.
[23:38]
Two to four. Thank you so much. Two to
four individuals all of whom will be
[23:43]
alcohol awareness certified. If I could
approach please.
[24:00]
» [clears throat]
[24:05]
» We are prepared to um we as I indicated
we will in fact negotiate and finalize
[24:13]
finish negotiations and finalize theou
with one diamond. Um and we will agree
[24:21]
to um they have asked us to agree to a
minimum price per drink which we will
[24:27]
agree to. Um just the board knows sales
will start no more than one hour prior
[24:34]
to the event and that's the time people
are allowed into the mic.
[24:38]
» I apologize that's at the time people
are allowed into the stadium or the
[24:42]
arena rather and they will end one hour
prior to the conclusion of the event.
[24:49]
No person will be permitted to purchase
more than two drinks at a time. And as I
[24:54]
indicated, there will only be two points
of sale in all events. In addition to um
[25:01]
Mr. Avery and his staff, there's also
security, both uh uniformed and not
[25:07]
uniformed, provided by Coppen. We
haven't had any problems at the two
[25:11]
soldout games. We really don't
anticipate having any problems at all.
[25:16]
We would profit for the board that all
of the information contained in the
[25:19]
application is true and correct and that
there have been no changes or
[25:23]
modifications there too. And we would
respectfully request the board to wave
[25:29]
the membership requirement of a club
license um which is in your discretion
[25:34]
but obviously this is a license issued
to the university. So there is no club
[25:39]
as such, but the license is statutoily
created by the legislature and we would
[25:44]
respectfully request that the license be
granted subject to the MLOU being filed
[25:49]
with this board. And Mr. Chairman,
members of the board, my witnesses are
[25:54]
all here for your questions if I can't
answer them.
[25:58]
» Okay. I guess my first question is you
said you've been talking to the Mand
[26:01]
Domen um coordinating council for a
while now. Um, is there a reason why an
[26:08]
agreement hasn't been formed yet? And is
there a um like a sticking point or is
[26:14]
it just you guys are
>> You want me to address
[26:18]
» the only sticking point and and when we
first met with them, we didn't have
[26:23]
experience in terms of how much revenue
would be generated by the sale of
[26:27]
alcohol. and the um [clears throat]
mandamin wanted us to agree to provide
[26:34]
them a certain dollar amount from the
sales. We explained to them a percentage
[26:39]
we can't do because that would be a
pecuniary interest which is not
[26:43]
permitted and then they've thrown out
some numbers. Well, those numbers
[26:47]
actually exceed the revenue that's being
generated from the
[26:51]
» they want to know the number
>> because they want some money.
[26:55]
» They want a percent.
>> They want a contribution. They want a
[26:58]
contribution.
>> Yes. So,
[27:02]
there is already money being given
through the university to the community
[27:07]
association. We're going to make sure
that they're aware of that and we
[27:11]
anticipate that we're going to be able
to resolve this.
[27:14]
» Okay. I'm concerned now though.
>> They they want a contribution to approve
[27:19]
theou.
[27:22]
» Yeah.
>> Yeah. We're gonna have to look into that
[27:27]
some. Okay.
Um
[27:35]
yeah. Um the membership requirement,
deputy executive secretary, um with the
[27:42]
new law that allows this to happen, is
that something that we have to wave or?
[27:47]
» Yeah. And so otherwise under a class C,
they can only sell to members. This
[27:52]
would be to open to the public. the the
law provides that you would um uh wave
[27:58]
any requirements that sales be can be
made to only members and gifts of
[28:03]
members. Yes, sir.
>> Okay. So,
[28:07]
when we do vote, that is something that
we're going to make sure that we say. Um
[28:10]
theou
[28:15]
should be
so that the community and our lens ees
[28:22]
are on the same page. Our main concern
is the safety of Baltimore city
[28:28]
citizens. We want to make sure that our
licenses are following all the rules and
[28:34]
regulations.
state, Baltimore City, all the other
[28:40]
agencies in the city, especially our
rules with the at the liquor board. Um,
[28:46]
we also want to make sure that the
community feels heard and that each
[28:51]
establishment is
um not just there in the community, but
[28:56]
also communicating with the community.
And each community is different in
[29:01]
Baltimore. Some places need to close at
10:00. Some need to close at 2 am. But
[29:05]
we want to make sure that it works for
everyone. We want to make sure the
[29:09]
licences make money and do good
business. And in this case, this is good
[29:15]
business for the university. This is
this can be another revenue source. We
[29:19]
don't want the MLUS
to be held and this I'm saying this as
[29:26]
chairman held over the heads of our
licences to get any type of revenue or
[29:33]
money. That's not what we're looking
for. That's not what we want. So, I want
[29:36]
to look into this once we finish. Okay.
Um and they're not here to to say their
[29:43]
side, but I'm just making clear my
vision and my point um on this. So, um,
[29:50]
» well, we certainly appreciate that, Mr.
Chairman, but as I indicated, I think
[29:54]
we're very close.
>> Okay.
[29:56]
» Um,
>> are we in that conversation in those
[29:58]
meetings? Are we sitting Where's Matt?
>> Is he in the hall?
[30:03]
» Oh, I'm sorry. You have been?
>> This has been going on for quite some
[30:08]
time. We We've been in a variety of
conversations, but I don't think
[30:11]
recently.
>> Okay. We'll have a conversation after
[30:14]
this on that. Um, but I I'm ready to
move forward with um the ruling. Any
[30:18]
questions, Commissioner?
>> No questions. Mr. Sham,
[30:21]
» I do have a question. I mean, you uh
counselor, um you stated you were going
[30:26]
to limit um the alcohol purchases to
just two drinks
[30:32]
um
>> per person or per transaction. And and
[30:38]
is that only for um
um
[30:44]
just the sales or are you doing that um
to make sure that no one is intoxicated?
[30:51]
» We're doing it to make sure that there
is no intoxication. Okay.
[30:55]
» We're also doing it to help to ensure
that drinks are not passed to people who
[31:00]
are underage. It makes it a lot easier
for the security to monitor two drinks
[31:06]
than it would a tray full of drinks.
>> Okay. Wonderful.
[31:11]
» Thank you.
>> You're more than welcome.
[31:13]
» Okay. Any other questions?
>> No questions. Okay.
[31:18]
» Thank you very much. Thank you, Mr.
Chairman. Thank you guys for appearing.
[31:22]
Based on the application materials, the
test the um profer that was given today
[31:27]
by council, exhibits that we had in the
file and the exhibits that were
[31:31]
introduced today. I vote to approve this
application for a new class C beer and
[31:37]
light wine license um with live
entertainment. also wave the membership
[31:44]
requirement as um required by law
and um this is subject to an exe
[31:52]
executed.
Um
[31:55]
but as I said stated earlier I'm going
to make sure that we're more involved in
[32:00]
that process to make sure that theou is
um executed and it's done the right way.
[32:07]
Okay.
>> Greatly appreciated, Mr. Chairman. Thank
[32:09]
you.
I concur with the chairman. I vote to
[32:11]
approve this application for a class C
beer wine light wine license with live
[32:18]
entertainment. Also weigh the right the
requirement that the customer must be a
[32:22]
member uh to get this license
>> subject to theou. Yeah.
[32:27]
» And also subject to theou.
>> I will also vote to approve uh the
[32:32]
application for a new class C beer and
light wine uh license with live
[32:37]
entertainment. I will wave the
membership requirement as uh stipulated
[32:42]
in the law and um your application is
subject to the executed.
[32:49]
» It says lightwe.
>> Yeah.
[32:52]
» Well, that's not a problem. We
[clears throat] promise. No fortified
[32:56]
wines.
>> The way it's written for wines as
[33:00]
opposed to
>> I like a good sherry.
[33:02]
» I you know and I like a good port. I
actually had that there's there are in
[33:07]
Prince George's County there are light
wine and wine licenses so it can get a
[33:11]
little confusing.
>> Yeah. Yeah. Miss Miss Russell for the
[33:15]
record for one floor plan two photos.
>> Good luck and I hope this helps the
[33:20]
university. Yeah. Thank you.
>> Thank you so much and we appreciate your
[33:22]
consideration today. Y'all have a great
and safe one.

[33:52]
» Good morning. Leanne Shrekenos with
Royston Muller McLean and Reed here on
[33:55]
behalf of the hotel and to my right is
>> Jeffrey Kulasaur.
[33:59]
» Thank you very much. Are you gonna
today?
[34:01]
» If I may.
>> Oh yes, go ahead.
[34:02]
» Thank you very much. We are here as a
result of receiverhip. The hotel was
[34:05]
went into under a receiver ship at the
order of the Baltimore City Circuit
[34:09]
Court and the license we are here
seeking out transfer of the license to
[34:13]
the receiver which is GF Hospitality
BHMD Associates LLC. Mr. Kolasar to my
[34:20]
right is the 50% member of that entity
and he is also the chief development
[34:24]
officer for GF hotels and resorts which
is a nationwide hotel ownership uh
[34:30]
management consulting company. They have
over 160 hotels in their portfolio. So
[34:34]
very well verssed in management of
hotels. Um Ms. Yeix is currently the
[34:39]
Baltimore city lency for the hotel now
and is staying on as the resident ly
[34:44]
through this trans transfer process. Um
the overall operation of the hotel is
[34:48]
not changing. There are 14 individuals
who are involved with the sale service
[34:52]
of alcohol at the hotel. All 14 of them
are tips certified. They have two bars
[34:57]
within the hotel and both have ID
scanners. They card every person who
[35:00]
orders alcohol within the hotel. Um we
are seeking the continuation of the
[35:05]
outdoor table service and live
entertainment. The live entertainment is
[35:08]
limited to 12 sessions a year of soft
rock and jazz. So it's once a month um
[35:14]
for the live entertainment. um 622 rooms
and again nothing's changing at the
[35:19]
hotel with respect to the transfer. So I
turn it over to the board for any
[35:22]
questions you might have.
>> So everything's going to remain the
[35:24]
same. It's just new ownership. No
changes to the hotel.
[35:27]
» No recent management man change in
general manager.
[35:31]
» Okay.
[35:34]
Any questions?
>> No questions. Mr. Chairman,
[35:36]
» no questions.
>> No questions. Okay. Based on application
[35:39]
materials, the proper made by council
exhibits that we have in the record. I
[35:43]
vote to approve this application to
transfer ownership of this class B beer,
[35:48]
wine, and liquor, hotel, motel license
with the continuation of live

>> I also vote to approve this application

entertainment and outdoor table service.
[36:17]
» Miss Ros, for the record,
>> thank you very much. Good luck.
[36:20]

street class A7 beer wine and liquor
license application to transfer
[36:39]
ownership requesting delivery of
alcoholic beverages. Abraham on behalf
[36:44]
of Susan Chung and Mr. McCormack for New
Generation Inc. Uh Miss Chung is
[36:48]
standing to my left. Mr. McCormack is
sick. That's what I was told this
[36:51]
morning and wasn't able to make it. This
is an inloation transfer of an A7
[36:55]
license. We don't really do a lot of A7s
here at the board. My understanding is
[36:59]
to get an A7 at some point it had to be
a BD7 and then the community and I think
[37:05]
a councilmatic bill had to be passed and
then it had to turn over to an A7. So in
[37:10]
theory the community is on board with
this or was at some point to get the
[37:14]
council person to make the change
previously. Um it is just a 7-day
[37:19]
package goods location. It is there's
nothing particularly crazy or different
[37:24]
or anything like that. Um, the place is
being reconstructed. We did send a board
[37:28]
the floor plan. We'll make sure that we
update that if there's anything that
[37:31]
deviates from the floor plan that was
sent in. I don't anticipate there will
[37:34]
be. Um, but right now it is just a bit
of an empty shell. More of a building in
[37:38]
white type of situation. Um, my client,
the license allows them to be open till
[37:44]
midnight, seven days a week. They're not
going to be open past 10. I think most
[37:47]
days it'll probably be 9. There's just
not a lot of benefit in that area to be
[37:52]
open very very late. Um there are a lot
of bars um right down there and they're
[37:58]
going to service most of the individuals
we anticipate and we don't want to deal
[38:01]
with issues where over service is a
concern and late at night I think you're
[38:05]
going to get a little more of a younger
crowd which we want to avoid as well.
[38:09]
Um, I talked to my client extensively
about the issues with ordering from
[38:13]
wholesalers because I know it's been a
big issue with different retailers kind
[38:18]
of getting their inventory from other
retailers and she's understanding that
[38:21]
that's not going to be something that
they're going to do under any
[38:23]
circumstance. I talked to her about
keeping make sure she keeps her purchase
[38:26]
records as well as employment records
for three years. Um, they're only going
[38:30]
to have two or three employees, Miss
Chong and a couple others. All of them
[38:34]
are going to be alcohol awareness
certified. It's very much just a
[38:38]
straightforward liquor store that's
going to be operating pretty normal
[38:41]
hours. The board has any questions, we'd
be happy to address them at this time.
[38:45]
» Okay. Now, I don't have any questions.
>> No questions for me.
[38:51]
» No questions for me.
>> No, no questions.
[38:54]
» Okay. Based on the application material,
the um profit that was made by council,
[38:59]
I vote to approve this application to
transfer ownership of this class A7
[39:03]
beer, wine, and liquor license with the
delivery of alcoholic beverages.
[39:07]
» Also vote to approve this application to

[39:49]
» I'll be happy to profer um
>> that' be great.
[39:51]
» This one's uh this one's kind of special
to me because I represented his father
[39:56]
for many many years and I think his
father even when I was on the board his
[40:00]
father was a lency. Um very friendly
person, very friendly family, knows a
[40:06]
lot of neighbors in the community. Um
and Mr. Chararma, the young Mr. Charman,
[40:11]
Neil Chararma kind of grew up helping
around the um store since he was young.
[40:18]
And in fact, he's been alcohol
management certified since 2023. I mean,
[40:24]
3 years before even coming into this
business on this license. Um he did
[40:29]
previously serve on a license um at uh
200 South Haven and that was more of a
[40:35]
family business. you don't mix BD7s and
B licenses, that kind of or you don't
[40:40]
have two BD7s, that kind of thing. That
said, he learned a lot from his father
[40:45]
about the business, work with
distributors, etc., etc. But one thing
[40:50]
his father came up short on was underage
sales. and his father did make several
[40:57]
underage sales over the years and were
and paid uh fines for it, including I
[41:02]
think the last time he was in here paid
over $4,000 in fines for a violation. Uh
[41:08]
Neil, and this is where his strong suit
is. As a young man, almost 26 years old.
[41:14]
U you know, we were talking. He says,
"Look, we're near Morgan State. You
[41:18]
know, I know the difference between a 24
year old and a 20-year-old. I'm 26, just
[41:23]
about to turn 26 years old. I and he and
they have one employee and the employee
[41:28]
is fantastic. He's well invested in the
business. He's not to my understanding
[41:32]
he's never been cited for underage sale.
It was it was Neil's father that was the
[41:37]
one doing the selling. Well, the father
um to his credit he retired and has
[41:42]
moved to India and [clears throat] um
and has uh basically passed the business
[41:47]
on to his uh only only child. And I feel
very comfortable and I that Neil is um
[41:56]
although he's young, he is very versed
in the rules and regulations of the
[42:01]
Baltimore City Liquor Board, very well
verssed in the neighborhood, knows so
[42:05]
many of the customers, and understands
the very serious penalties for
[42:10]
non-compliance in regard to sales to
minors. So I um I so far he's done great
[42:17]
managing the place in his dad's in his
dad's absence in India and he lives here
[42:22]
in the neighborhood. Um and I think this
is really an improvement for the
[42:28]
establishment. Thank you.
>> Thanks for addressing the past
[42:33]
violations and things that your client
needs to watch out for in the future
[42:37]
without us having to ask. Thank you.
>> I don't have any questions.
[42:41]
» No questions.
um what measures will be uh in place to
[42:46]
ensure that there will be um no minor
sales.
[42:50]
» Really the simplest one of all 100% ID
check. Okay.
[42:54]
» I mean you you do get to know your
customers but if you don't know your
[42:58]
customer on a firstname basis having
dealt with them and carded them multiple
[43:03]
times you just get ID. It's just that
simple. And unfortunately
[43:07]
that that simple task doesn't always get
done. Uh, it does with Neil and it does
[43:12]
with this generation. They're used to
getting called.
[43:15]
» But Mr. Sharma will not be um their
>> all working. You mean the elder Mr.
[43:21]
Chararma?
>> No.
[43:22]
» Oh, no. Neil is Neil is on premises um
40 hours a week. I mean, yeah. So, but
[43:28]
he's got one employee who's
>> and he's lucky because I hear from my
[43:32]
clients all the time that my employees
don't care anywhere near as much as I
[43:36]
care about the business. And you we all
understand that to a degree, but
[43:41]
apparently it's getting harder and
harder to find somebody who really
[43:45]
understands the gravity of some of these
things as well as a license he does. And
[43:49]
they have somebody who's really good at
what he does. And I I told him, you need
[43:53]
to keep him. You need to keep him at any
cost because it's not every day you can
[43:58]
find somebody who cares about your
business as much as you care about your
[44:01]
business.
>> Yes. Okay. This is important because
[44:05]
you're coming into the business. It's
you're same family. You know what's
[44:08]
going on from day one. You know the
violations. You know the issue in that
[44:12]
neighborhood. So if you come back before
us,
[44:16]
» you know, we've already talked about it.
Your attorney I know he's talked to you
[44:19]
about it numerous times. Yeah. So can't
say you didn't know. Yeah. I appreciate
[44:25]
that. Any other questions?
>> No questions.
[44:27]
» No questions. Chairman,
>> based on application materials proper
[44:31]
that was made by council, I vote to
approve this application to transfer
[44:34]
ownership of this class A beer, wine,
and liquor license.
[44:40]
» I concur with the chairman. I vote to
approve this application to transfer
[44:43]
ownership of this class A beer, wine,
and liquor license as well.
[44:48]
» I will vote to approve this application
to transfer ownership of the class A
[44:52]
beer, wine, and liquor license.
>> Good luck.
[44:56]
» Thank you.
>> Yeah, good luck.
[44:57]
» Thank you. Best wishes.
>> Thank you.

>> Good morning. Excuse me. Abraham F
[45:16]
ofonda Enterprises. To my left is Mr.
Singh. Um this is a repeat application.
[45:21]
This application was previously approved
about a year and a half ago. ultimately
[45:25]
for any number of reasons they weren't
able to complete the process. Mr. Singh
[45:29]
has been operating the location with
guidance from the current lency. Um
[45:34]
during that time he's very familiar with
the business. So doesn't just have
[45:38]
experience in the industry. He has
experience at this location for the last
[45:41]
year and a half. Um there was some
issues I believe with the use permits
[45:45]
and push bar doors, things of that
nature. All of that is in the process of
[45:48]
getting sorted out. So we filed the
application to come back and redo the
[45:52]
application. Um, this a BD7 license. I
think I represent two or three folks in
[45:58]
that immediate vicinity. I think this
location, Club International, a couple
[46:01]
of them. Um, all very good
establishments.
[46:05]
Mr. Zing is just dedicated to doing
everything the correct way. He orders
[46:09]
everything from a wholesaler. He keeps
all of his purchase records on property.
[46:12]
The board has any questions, we'd be
happy to take them at this time.
[46:16]
» Any questions?
>> No questions.
[46:18]
» No, I don't have any questions. Chair,
>> thank you. Um, based on application
[46:22]

I vote to approve this application
[46:25]

[46:30]
agreement to approve this application to

[47:16]
Baltimore 21224 for the applicant to my
right, Mr. Jamar Adams from May Profer.
[47:22]
» Yes, you.
>> Uh Mr. Adams is the um sole member of
[47:27]
Adams uh Neighborhood Sports Bar LLC. He
formed that himself. Um he's uh
[47:34]
investing um well, he purchased this
business for $125,000.
[47:39]
He invested uh $10,000 as a deposit of
his hard-earned money. Um he intends to
[47:46]
um run a sports tavern at this location.
Um he has a a lease for 28 months right
[47:53]
now. It's for $2,000 per month. He's
prepared
[47:57]
a very impressive um
business model which I wish I had a few
[48:03]
days ago. I'd like to um send this to
you uh eventually before this this
[48:08]
matter is transferred. Um he uh
addresses what his uh mission statement
[48:13]
is um his opportunity, what he's going
to invest. Uh he even talks about his
[48:19]
relations with the community. Mr. Adams
uh lives in the neighborhood. He um he's
[48:24]
familiar with most of the neighbors in
the neighborhood. In fact, many of them
[48:28]
have come to him while he's cleaning
this place up in anticipation of your
[48:31]
approval of this transfer.
um he and he has already been um
[48:37]
certified in alcohol awareness. In fact,
he has his sister, he's going to have um
[48:42]
it's going to be a family enterprise and
his sister has also been uh alcohol
[48:46]
awareness uh certified. Um and he tells
me that he's going to have anyone who
[48:51]
serves alcohol in this uh business uh
certified uh in alcohol awareness. He
[48:57]
also has uh intention of getting a
scanner to make sure that anyone comes
[49:02]
uh in there is is 21 years of age before
they get it served alcohol. Um Mr. Adams
[49:09]
is uh is self-employed. He's a um
licensed security uh officer and um he's
[49:17]
been doing that for 10 years and he's
worked in um various taverns and clubs.
[49:22]
So, he's very familiar with the type of
business that uh he's uh intending to
[49:27]
open here and um he's asking for your
approval for this transfer. You have any
[49:33]
questions? Please address them.

>> Yeah. Any any previous violation that
[49:57]
would have nothing to do with
>> I understand. But just so he knows like
[50:01]
» no happened in the past. [laughter]
>> He's very familiar with
[50:05]

>> what was that though?
[50:08]
» He could be sworn in.
>> Might need to be sworn.
[50:15]
» Yeah.
>> Okay. You got your testimony that you
[50:18]
just gave to the board.
>> Okay. Thank you.
[50:22]
» Yeah, we're good. Just I just wanted to
make sure that your client, you know,
[50:26]
knew that the past history.
>> Um, but sounds like he's engulfed in the
[50:32]
community and knows what the community
wants and needs and knows and and
[50:37]
inversed with what the rules and
regulations are to make sure that it
[50:39]
stays within the guidelines.
>> It's all addressed here in this
[50:42]
document. I can offer it to you, but
>> Okay.
[50:46]
» Would you like to? I mean, you don't
have to, but please,
[50:49]
» it's your choice.
>> Okay. Thank you,
[50:51]
» chairman, if I may.
>> Yes.
[50:53]
» Um, I'm looking at the uh floor plan
that was submitted with your application
[50:58]
and it's a little bare. I don't know if
it's just too light to see the copying
[51:02]
of it, but what is the actual floor
plan? Um, since it's
[51:08]
» it is you are going to have a tavern
talking the microphone
[51:12]
» here.
I'll be operating on the main level and
[51:16]
below is storage. That's like basement.
So, I'll be storing everything in it.
[51:21]
» What the commissioners?
>> But what I'm saying, are you going to
[51:24]
have seating inside of the building?
>> Oh, it's a cut rate and lounge. Yes,
[51:28]
ma'am.
>> Okay. How many seats?
[51:32]
» Maybe 13.
>> This is what you're talking about.
[51:34]
» Okay. Yeah. It's just very I mean
there's nothing here. So as as the
[51:40]
entrance of you come in packaged goods
and then maybe like 13 chairs.
[51:48]
» Okay. Tables and chairs or just
>> No, it's it's a long
[51:51]
» around a bar.
>> It's a long walk walkin bar.
[51:54]
» Maybe
>> maybe 12 chairs.
[51:57]
» That's says tavern on the
>> Yeah, but there's no diagram for me. I'm
[52:02]
just trying to get an idea. Right.
I want to, you know, he's a new business
[52:09]
owner. I want him to be successful. So,
I'm trying to understand the concept.
[52:17]
» And then I'm seeing open,
this is not you, but I see in the past
[52:24]
this location
open container issues also. So, just
[52:28]
make sure you keep an eye out for that.
Make sure that's not going to be an
[52:32]
issue. and just kind of hone in on that
because that may be something that the
[52:37]
community
>> Yeah.
[52:40]
» Will there be also um a security on
site?
[52:43]
» Yes.
>> Okay.
[52:44]
» And that's your business also, isn't it?
Security is your business. Yes.
[52:49]
» It's going to be well led. It's all
addressed in his um business model.
[52:54]
» Yeah. I'm glad you have this business
model executive summary right here.
[53:02]
» Thank you.
[53:07]

for a second.
[53:16]
» Bless you.
>> Thank you.
[53:30]
Awesome.
[53:44]
Thank you.
>> Thank you.
[53:59]
I like that a lot of new business owners
don't have business plans now. They
[54:05]
don't have executive summaries. They
don't have texts. They don't have
[54:08]
projections. They don't have any of
those things that all businesses should
[54:11]
have. So, I'm glad that you've
>> very
[54:14]
» taken these steps to make sure that you
have a well organized business. Um,
[54:20]
okay. If no more questions, we'll move
forward.
[54:25]
Based on the application materials
approate by council today and your
[54:29]
testimony and the exhibits that were
introduced, I vote to approve this
[54:32]
application to transfer ownership of
this class 87 beer, wine, and liquor

Mr. Tate's unable to be here today. They

[57:19]
application to transfer ownership with
continuation of live entertainment.
[57:22]
Abraham Hurle on behalf of spent the
night in Utah LLC. Uh training as 8
[57:26]
by10. Um filling in from Melvin Kadensky
here. I know that cross street and live
[57:32]
entertainment venues can be challenging
on occasion because it's a very busy
[57:35]
area. I had a chance to talk to the
gentleman in question for a little while
[57:39]
and one of the things that was
enlightening to me is they have a couple
[57:43]
of establishments that in my past I
actually had gone to. Um, one of their
[57:48]
establishments is a very popular live
entertainment venue outside of Philly
[57:52]
and Ardmore, um, called Brownies and
just a great place. And they have a lot
[57:57]
of establishments, I believe, that do
good work and live entertainment
[58:01]
something that they're used to handling.
So, it shouldn't be any challenges with
[58:04]
regards to noise control, crowd control.
This is an operation that they're
[58:08]
walking into where they'll be able to
handle it from day one and there's not
[58:12]
going to be much of a learning curve.
Um, again, live entertainment is a part
[58:16]
of their business model. They're
planning to be open till 2 am. I talked
[58:19]
to them about how 2 am is a sensitive
issue, and they indicated that most days
[58:23]
they anticipate closing much earlier.
Um, and that 2 a.m. is something that
[58:27]
they understand is that's when everyone
has to be outside the door and the place
[58:31]
is formally closed. People can't be
leaving it before at 2 a.m. They need to
[58:35]
be out. Um, we also talked about
ordering from wholesalers, keeping
[58:39]
employee records. um they plan to have
significant security presence whenever
[58:44]
they anticipate a large crowd. Some
nights it might be very quiet in which
[58:47]
case they might have one person at the
door. Other nights it may be kind of a
[58:51]
packed house at which point they'll have
three or four people if not more um
[58:54]
operating at the establishment. Um again
this is an experienced operator taking
[58:59]
over an establishment in a busy area and
they anticipate just doing good work. Um
[59:04]
if the board has any questions we'd be
happy to address them at this time. What
[59:07]
was this establishment?
[59:10]
» What was the name of the place prior?
>> The 8 by10.
[59:14]
» The 8 by10.

» Yeah,
I think Mr. Prieous is probably looking
[59:26]
for an opportunity to have his band come
over there. So, we'll see.
[59:31]
» Yeah,
>> they do a pretty good job
[59:35]
enhancement. a little bit different than
a regular bar in the area.
[59:39]
» I don't have any questions.
>> No questions.
[59:42]
» No questions.
>> Okay. Based on the application materials
[59:45]
made by council today, I vote to approve
this application transfer ownership of
[59:49]
this class BD7 beer, wine, and liquor

from the truth.
[1:00:52]
» Yes.
>> I see we have a application transfer
[1:00:57]
ownership.
You want to go and tell us about it?
[1:01:01]
» Yes, sir. Um,
>> sorry. I also brought copies um just in
[1:01:05]
case I wasn't sure if the email copies
of our they were. Okay. Awesome. So,
[1:01:11]
basically, we're requesting that the
board approves our application to
[1:01:15]
transfer ownership. Um the restaurant is
currently open and running um since
[1:01:22]
about December. We um Jose has his
certification for alcohol awareness.
[1:01:29]
We're in the process of getting all the
employees alcohol awareness training. Um
[1:01:33]
right now our policy is everybody gets
carded. Um we also understand the
[1:01:39]
importance of buying from a distributor.
We also understand the importance of
[1:01:44]
keeping the employee logs. Um either
myself or Jose are present in the
[1:01:49]
restaurant at least eight hours a day.
Currently we're open from 10:00 a.m.
[1:01:53]
till 1000 p.m. Um
we are very hands-on. Well, Jose and
[1:02:01]
myself are very hands-on in the
restaurant. Um and we understand the
[1:02:05]
importance of following all the rules
that are issued by Baltimore City um in
[1:02:10]
the liquor board and keeping the
community safe. Um Jose and myself are
[1:02:15]
both very well known in the community.
Um we reached out to the community. We
[1:02:19]
attempted to have a we announced a
hearing like a meeting for everybody to
[1:02:24]
be able to speak and put any input that
they had last Thursday actually. Um
[1:02:30]
nobody showed up but we are like I said
very well known in the community. The
[1:02:35]
community is on board. I don't have any
previous experience
[1:02:40]
with liquor license. Um, however, Jose
up until this year had ran a festival
[1:02:47]
and sometimes some years two festivals a
year um at that festival. It was also, I
[1:02:54]
believe, anywhere between 3,000 and
7,000 people in attendance. Um, beer was
[1:02:59]
sold at the festival and there was never
any incidents within Baltimore City or
[1:03:04]
at any of the festivals that he has
had.
[1:03:10]
» What's this film project?
the film project that was just um proof
[1:03:14]
of like how he is known in the
community. It was a film project that
[1:03:18]
they did I believe three years ago. Um
and it was basically just about the
[1:03:23]
businesses that he run that he ran and
how he came up like grew up in Mexico
[1:03:28]
and came here and developed many
different businesses and became the
[1:03:32]
person that he is.
>> Are you guys alcohol certified?
[1:03:37]
» Jose is. I am in the process of doing
that
[1:03:44]
» question.
>> No, this is wonderful.
[1:03:47]
» Yeah, it's good.
>> Good application.
[1:03:49]

application to transfer ownership.
[1:04:17]
» I will also vote to approve this
application to transfer ownership of

this uh beer and light wine license.

[1:04:52]
application to transfer ownership and
location of a class BD7 Beer, Wine,
[1:04:57]

[1:05:10]
» All right. Good afternoon, Steven W.
Fogleman.
[1:05:13]
» Good afternoon.
>> I know when you guys start moving, you
[1:05:16]
move fast. This train picks up steam.
Okay. Stephen W. Fogman on behalf of the
[1:05:20]
applicant. Um David Al Lima. David Al
Lima is um well known with families in
[1:05:26]
Baltimore City runs a very successful,
very delicious ice cream business. I
[1:05:33]
want to first give you his um
certificate of completion of his alcohol
[1:05:37]
management course because it's fresh
like his ice cream.
[1:05:42]
» Thank you.
[1:05:46]
and you're going to talk about the mix
of alcohol.
[1:05:50]
» So, this is this is um a bit of an
[clears throat] unusual request in the
[1:05:55]
sense that um Mr. Al Lima this is never
going to be a place where you can go in
[1:06:01]
and get pictures and watch the game.
This is not going to be your sports bar.
[1:06:05]
He's going to do nothing to alter the
familyfriendly
[1:06:10]
formula that's in place at the Chararyy.
Um he's beloved neighbor of Hampton. Um
[1:06:16]
however, he does have occasional private
events and off- premises catering um
[1:06:23]
whereby will have a party and for the
children and the adults would like an
[1:06:29]
adult milkshake occasionally. Um he will
not have a [snorts] by any means an
[1:06:37]
extensive selection of alcoholic
beverages on the premises and it will be
[1:06:42]
uh he doesn't
expect to and really going to kind of do
[1:06:49]
everything he can to limit the sale of
alcoholic beverages until the time is
[1:06:54]
right. Now he understands the rules that
there has to be service provided and
[1:07:01]
that you can't have carry out you know
and not have the ability to to serve on
[1:07:07]
premises. There will be no carry out
sales under this licenses although
[1:07:11]
permitted by law. Um is a complement
a supplement to the business he
[1:07:19]
currently maintains? I'm pretty excited
and the neighbors and you met with
[1:07:25]
Councilwoman Ramos I believe and you
know everybody understands that this is
[1:07:29]
a really limited because I think it is
such a beloved place that people get
[1:07:34]
nervous I'm going to change the whole
character. No, he's he's got a great
[1:07:39]
formula. He likes um what he's doing and
the way he's doing it. Now the one thing
[1:07:44]
that's important is that even when
alcoholic beverages are served um he
[1:07:49]
will make sure that they are alcohol
management certified and that they are
[1:07:52]
all of legal age to serve them any
products or making products
[1:07:58]
because there are as there are a lot of
restaurants there are folks under 18 who
[1:08:02]
are employed summertime selling ice
cream. So, we don't really see that
[1:08:08]
those employees mixing with the
alcoholic beverages portion of the
[1:08:14]
business plan.
>> I don't see the difference.
[1:08:23]
No. [laughter]
[1:08:27]
» Um, again, it's going to be so limited
uh to certain times, days, private
[1:08:34]
events that you really, in fact, you
won't even I mean, if you go in there,
[1:08:37]
if you take your children in there, if
you have children, Yeah. Um, you you
[1:08:41]
won't even know you. The only way you'll
know is because you know what a liquor
[1:08:44]
license looks like and you'll see your
signature on the back of the wall. But
[1:08:47]
otherwise, you would have no idea that
there's alcohol or beverages being
[1:08:51]
served in the establishment.
>> Question
[1:08:56]
still. [laughter]
[1:09:03]
» And no alcohol in the ice cream. Are you
>> okay? You know,
[1:09:08]
» put it in. It's all
>> talk to your attorney. Raise your right
[1:09:11]
hand.
>> Yeah. Go ahead and just go and raise
[1:09:12]
your right hand. I told you.
>> Please. You only swear to tell the truth
[1:09:15]
or the truth or nothing but the truth.
That'll be bad.
[1:09:18]
» Yeah.
>> State your name first.
[1:09:20]
» David Al Lima.
>> And go ahead.
[1:09:23]
» Uh it's all if we do a flavor that's
alcoholic, it's all cooked off the
[1:09:28]
alcohol. It's not actual alcohol in
because alcohol and ice cream melt.
[1:09:33]
» Yeah.
>> Okay. Just making sure.
[1:09:37]
» All right. Other questions?
>> Yeah. [clears throat] Based on the
[1:09:42]
amended application,
um the proper by council
[1:09:50]
was given to approve this amended
application
[1:09:56]
and location
[1:10:02]
located
[1:10:13]
with this chairman. I approve the
transfer of ownership of
[1:10:23]
presently located at 1111-
19 West 36th Street to 801 West 36th
[1:10:32]
Street outdoor table service and
offices.
[1:10:44]
Oh, so sorry I was not on
um this amended application. I will vote
[1:10:49]
to approve this amended application to
transfer ownership and location of a
[1:10:54]
class BD7
uh beer, wine, and liquor license
[1:10:58]
presently located at 1117 through 19
West 36th Street to 801 West 36th Street
[1:11:05]
requesting outdoor table service and
off-remise catering.
[1:11:10]
» Let's go for the record. 471 I'll call a
certification.
[1:11:15]
» All right. Thank you very much. Good
luck. Have a good one. All right.
[1:11:18]
» Hi Vora, Calvert Pub and Spirits LLC.
[clears throat] Excuse me. Trading as
[1:11:23]
Calvert Pub and Spirits 10 North Coward
Street number 102 class BD7 beer wine
[1:11:29]
and liquor license. Amended trans
amended application to transfer
[1:11:33]
ownership and location of a class BD7
beer, wine, liquor license presently
[1:11:38]
located at 1708 Fleet Street to 10 North
Calbert Street number 102.
[1:11:46]
» Good afternoon [clears throat]
>> on the dot on behalf of the applicant
[1:11:51]
and I ran out there because he went and
procured an extra 112 signatures in
[1:11:57]
support for me. And I want to make sure
he gets credit for that for all that
[1:12:00]
work.
>> Thank you. Um Stephen on behalf of the
[1:12:04]
applicant. This is um Mr. Hyron Bora. He
is the current manager of Calbertt
[1:12:11]
Corner Deli. I don't know if you've ever
been. It's a courthouse staple. He feeds
[1:12:15]
many of the deputies, many of the law
clerks. Um right Caddy Corner. Used to
[1:12:19]
be the 7-Eleven years ago. And uh I
think we're all familiar if you've ever
[1:12:24]
spent any time in Mitchell or you know
uh where I'm talking about.
[1:12:29]
» My law firm used to be in that building.
>> There you go. And as are um well over a
[1:12:34]
hundred residents in that building as
well. And they really um [snorts] lean
[1:12:39]
on Calbert Corner Deli for a lot of
their food items and obviously their
[1:12:45]
breakfast and lunch. Place closes at 5.
Now, they've got popular demand to stay
[1:12:51]
open a little later to be able to serve
some light dinner. Um, so they have the
[1:12:56]
space next door um that's under lease
and they were just going to simply
[1:13:02]
expand the deli and they thought it'd be
fun to put in maybe a little bar and
[1:13:05]
grill concept there. And the the
exciting part about this, I think, for
[1:13:11]
them as business owners so they can have
a life is they're going to hard close
[1:13:17]
everything no later than 9:00 p.m. 7
nights a week. This is not going to be
[1:13:22]
open till midnight, 2:00 a.m. Um, this
is something that really is for the
[1:13:27]
amenities, for the postwork crowd, and
for the residents in the building. I
[1:13:34]
have a petition, a couple of them, and
I'm looking for the one he gave me
[1:13:38]
today. But this is a lawyers don't do
math very well. But this petition, I'm
[1:13:44]
going to submit the original 113
signatures in support. And you'll see a
[1:13:48]
lot of them are residents of the
building.
[1:13:58]
So this picture right here, this this is
the corner
[1:14:02]
beside the alley. Is that where
[1:14:07]
» um Yeah. So sweet 101
is the
[1:14:13]
» Calvary Corner Deli to the right.
>> To the right.
[1:14:15]
» And this one is just to the left.
>> To the left of the main entrance.
[1:14:18]
» Correct. But it's a
>> windows used to be like right there. And
[1:14:21]
then yes, exactly. And so, as you can
see from the diagram, it's been
[1:14:25]
redesigned as a
>> Oh, yeah.
[1:14:27]
» little bar with seating um with sales
counter with some to-go um packaged
[1:14:33]
goods. And it'll have all the same menu,
all the same food as the Calorn Deli
[1:14:40]
that many of us have eaten lunch at. Um
like I say, he's precured an extra 112
[1:14:45]
signatures, and I'm going to dig them up
for you to get them in the record. But
[1:14:50]
we did try to contact and we we made
contact with downtown partnership but we
[1:14:54]
were never able to get a meeting
together. Um I am happy you know I know
[1:14:59]
from experience that if they have a
problem [laughter] they let us know and
[1:15:05]
the 9:00 closing quite frankly is
earlier than the closing that they ask
[1:15:11]
in all other cases um with
establishments down there. It's really
[1:15:17]
an early closing, but it's um they you
know they they don't want to be a late
[1:15:22]
night bar. They don't want to be a
nightclub. They they serve food and uh
[1:15:26]
they do a good job of it. So
they're clearly
[1:15:30]
» So what's up with theou with Downtown
Partnership?
[1:15:33]
» Yeah, we don't have one because we're
unable to meet, but I mean I I met with
[1:15:36]
I mean I reached out to Germaine I think
it's Germaine Jones with Downtown
[1:15:41]
Partnership. Um we'll keep reaching out.
They're um they're wonderful and but the
[1:15:46]
and the thing is these guys are such
good business neighbors and have such a
[1:15:49]
good track record that I have no doubts
that there'll be an issue what any issue
[1:15:54]
whatsoever especially with those closing
times. And look, they know they know
[1:15:58]
where they are. They're downtown. They
make sure that there's no loitering at
[1:16:02]
that corner. They are blessed because
they have so many law enforcement and
[1:16:06]
deputies and police officers who eat
there every day. So, it's one of the
[1:16:11]
safer places uh to hang out downtown and
and like I said, this they're going to
[1:16:16]
roll up when the streets roll up. So,
>> so is is the mandate I have a internal
[1:16:21]
question where the transfers also the
issuance has to be intended onou
[1:16:28]
downtown partnerships since the
transfer.
[1:16:30]
» No,
>> yeah, it's not a new license. So,
[1:16:33]
» just wanted to make sure that on the
>> No, but we um we'll continue to reach
[1:16:37]
out to them because we're we're just
excited. They're excited to expand their
[1:16:40]
footprint here in the city and they've
had nothing but positive interaction
[1:16:45]
with downtown partnership and with the
residents of the building. Residents of
[1:16:48]
building they might even kind of be owed
some amenities under their leases for
[1:16:53]
different abil you know on a snowy day
that kind of thing to have those. That's
[1:16:58]
what downtown living is all about is not
having to put your kalashes on to go
[1:17:03]
half a mile to get something. So
>> yeah, they're going to love it. All
[1:17:06]
right, any questions? No questions, Mr.
Chairman.
[1:17:10]
» No questions.
>> Okay. Based on your amended application,
[1:17:13]
the proper made by council today and
exhibits that we have here, um, which
[1:17:19]
include the petition in support, I vote
to approve this amended application to
[1:17:24]
transfer ownership and location of this
class
[1:17:27]
BD7 and liquor license presently located
at 1708 Fleet Street to 10 North Calvert
[1:17:35]
Street number 102. I concur with the
chairman and also based off the profit
[1:17:40]
made by council today. I vote to approve
this application to transfer ownership
[1:17:46]
and location of this class BD7 beer wine
and liquor license. I will also vote to
[1:17:51]
approve uh the amended application to
transfer ownership and um location of
[1:17:58]
class BD7 beer wine and liquor license
presently located at 1708 Fleet Street
[1:18:05]
210 North Cal Street um number 102
>> Miss Russell Z for the record board one
[1:18:14]
position of support.
>> Thank you very much.
[1:18:16]
» Thank you. Appreciate it.
>> All right. Thank you. Have a good day.
[1:18:19]
All right. Nice seeing you.
>> Final case [clears throat] of the day.
[1:18:22]
Shakria Lana Buckner, Eden Sports Bar
and Grill LLC, trading as Eden Sports
[1:18:28]
Bar, 404 East Baltimore Street.
Application to transfer ownership and
[1:18:34]
location of a class BD7 Beer, Wine,
Liquor License, presently located at 414
[1:18:40]
through 16 East Baltimore Street to 404
East Baltimore Street and requesting
[1:18:44]
live entertainment.
>> Good afternoon. Afternoon.
[1:18:47]
» Afternoon members of the board.
>> We were going to see you today.
[1:18:51]
» Thank you. Um, with me is Miss Shakira,
>> not Shakria.
[1:18:57]
» No, it was it was typed wrong on the
docket but typed correctly on the uh on
[1:19:02]
the application.
Um
[1:19:06]
uh this is an application for transfer
of ownership and location of the BD
[1:19:12]
class BD7 uh liquor beer wine and liquor
license from 416 East Baltimore Street
[1:19:18]
to 404 East Baltimore Street. Uh this is
not a at this current time and I don't
[1:19:26]
know if it's available or not a request
to move the adult entertainment.
[1:19:32]
Um,
>> thank you for making that clear.
[1:19:34]
» This is in a C5 zoning district and also
an adult entertainment overlay district.
[1:19:44]
So that
adult entertainment is a permitted use.
[1:19:48]
However, in the restrictions in the
zoning code, there's a provision that
[1:19:52]
says for a new location, it cannot be
within 300 ft of an existing adult
[1:19:58]
entertainment location. Um, or a
a place of worship for a school. So,
[1:20:06]
right now, we're just proceeding to
transfer the beer, wine, and liquor
[1:20:10]
license,
and we'll get back to you if it if it's
[1:20:14]
at all possible to um allow this as an
adult entertainment. This BD7 was used
[1:20:20]
as adult entertainment, so it is
grandfathered for purposes of the liquor
[1:20:25]
law, but zoning is still a requirement.
Uh the second thing about this
[1:20:31]
application is um Miss Buckner had put
in um on her drawing she just has first
[1:20:39]
floor and basement for storage. There
are actually four floors in that
[1:20:44]
building and they would like to request
that they be able to use all four
[1:20:49]
floors. Miss Wordenber, I'm not sure
whether that can be done at this time or
[1:20:54]
we'd have to do an expansion later.
Yeah, we'd have to do an expansion
[1:20:57]
because the application as is is what
was sent out to the community.
[1:21:00]
» Right. Understood. So, but we want to go
forward today. We want to get the
[1:21:05]
license on the wall. It's it's a license
that has been dormant for right up
[1:21:09]
against the 360 days. And so, that's why
we want to proceed today. Um, Miss
[1:21:17]
Buckner, it will be the full-time
operator and manager. Um she has prior
[1:21:24]
experience as uh dealing with the public
with alcoholic beverages um
[1:21:31]
in Eden Sports Bar um which is her
husband's um location. Uh so she has
[1:21:38]
experience she has not yet gotten her
her um alcohol awareness certificate. Um
[1:21:44]
she will be doing that for the purpose
of this place but she she does
[1:21:47]
understand uh the rules and regulations
not to sell to monitors not to stay open
[1:21:51]
after two and everything else and not
allow unlawful.
[1:21:56]
» So this is she's going to be the owner
operator%
[1:21:59]
» I know it's a familiar face.
>> Yeah, very familiar. [clears throat]
[1:22:02]
» Yeah,
it's the liquor board.
[1:22:05]
» Correct. Um she she plans for starters
well it might even be less if it's just
[1:22:12]
the first floor for now. She had she had
contemplated about 10 employees and um
[1:22:18]
security as necessary. Uh, the Senator
Ferguson bill may be implicated in this
[1:22:24]
location. I would also have to check
that. I kind of got brought in at the
[1:22:28]
tail end of this application, so I have
to
[1:22:31]
» I thought your name was on the
application or a variation of your name.
[1:22:34]
Yeah.
>> Yeah. I legally had my name changed to
[1:22:37]
previous, [laughter]
[1:22:41]
but um the Senator Ferguson bill that
says you have to close at 10 unless you
[1:22:47]
have a security plan uh approved by the
liquor board, then you can stay open to
[1:22:51]
two. As I understand it, it applies to
class A and
[1:22:56]
uh and BD7s. I'll double check that and
if if if we need a required security
[1:23:02]
plan, we will comply. So her
contemplated hours are from to start
[1:23:07]
would be from 7 in the evening till till
2 in 2 in the morning seven days a week.
[1:23:13]
She will be full-time. She will be
overseeing everything. She will
[1:23:16]
obviously have additional employees. Um
interesting note is that the the block
[1:23:23]
had always had one location that did not
have adult entertainment and that was
[1:23:27]
Midway and and they're no longer in
operation as I understand it. So, so, so
[1:23:34]
we're we're planning on being the new
Midway, the place you can go on on the
[1:23:38]
block that doesn't have adult
entertainment.
[1:23:41]
Um,
[1:23:45]
I think I've covered everything. They
are asking for live entertainment. They
[1:23:49]
plan on having possible live acts, DJ
karaoke. Um, the use permit has already
[1:23:55]
been put in. It's in the C5. It's a
permitted use. It does not require any
[1:23:59]
additional uh zoning approvals.
Um, did I cover everything? I think we
[1:24:05]
have it.
>> Okay. Any questions? Commissioners?
[1:24:09]
» No, I just
>> No hookah.
[1:24:15]
» You know, when we were preparing, I told
her,
[1:24:17]
» you need to
I'm not going to say it.
[1:24:21]
» You got to wait and see if the liquor
board asked me. Under the rules, can you
[1:24:24]
have hookah?
>> No.
[1:24:26]
» No hookah.
>> Okay. [laughter]
[1:24:29]
» No additional questions. Luca, no adult
entertainment. [snorts]
[1:24:34]
» Okay.
>> Right. Based on the profer that was made
[1:24:39]
by council, based on the application
that was submitted, evidence that we
[1:24:43]
have here today, I vote to approve this
application transfer ownership in
[1:24:46]
location of this class BD7 beer, wine,
and liquor license presently located at
[1:24:52]
414 through 16 East Baltimore Street to
404 East Baltimore Street. We also grant
[1:24:59]
live entertainment with this license. I
>> also want to approve this application
[1:25:03]
transfer ownership at this location of
this class BD7 beer, wine, and liquor
[1:25:08]
license with live entertainment as well.
I will vote to approve this application
[1:25:14]
uh to transfer ownership and location of
the class BD7 beer, wine, and liquor
[1:25:20]
license presently located at 14 I mean
414 through 16 East Baltimore Street to
[1:25:26]
44
East Baltimore Street and granting your
[1:25:31]
live entertainment.
>> And this is for the one floor only at
[1:25:34]
this time until we get
>> first floor basement for storage. That's
[1:25:37]
it. Absolutely. Thank you so much,
>> Miss Russell. Elizabeth for the record.
[1:25:40]
» Thank you very much.
>> Appreciate it. Good luck, guys.
[1:25:44]
» All right.
>> There being no further business for this
[1:25:46]
board, the board is in recess until
Thursday, August 6, 2026 at 10:30 a.m.
