[0:00]
Hey TV 25, we are ready to go.
[0:05]
Good afternoon everyone and welcome to
this specially scheduled Board of
[0:10]
Estimates bid opening
um on September 9th, 2026.
[0:16]
This is replacing the bid opening
originally scheduled for September 2nd,
[0:20]
2026. If folks will recall, we had some
building issues that required us to do a
[0:26]
lot of juggling of the morning board
meetings. So, today we are opening
[0:31]
one of the bids that was scheduled to be
opened on September 2nd. And there's yet
[0:37]
a story with that, and I'm going to
share that next. This is for Department
[0:40]
of General Services, and it is contract
PRJ or solicitation PRJ 000889,
[0:50]
Hartford Senior Renovation and Envelope
Upgrades.
[0:54]
This item was mistakenly announced by
our office for opening on August 19th,
[1:00]
2026.
And
[1:03]
technically, the bid was actually
supposed to be opened September 2nd, and
[1:07]
again that has been now been rescheduled
to today. So, if you feel like you've
[1:10]
heard this one a few times, you have.
And when we did announce this on August
[1:15]
19th, of course there were no bids
received because we had been given the
[1:19]
wrong date. So, we are correcting that
now, and this bid again is PRJ 000889,
[1:27]
Hartford Senior Renovation and Envelope
Upgrades.
[1:30]
And we have four bidders for this item.
And Arthur, you can start whenever
[1:35]
you're ready.
>> We have four bids. Um the first one is
[1:40]
Shryane Builders Inc.
[1:44]
» Thank you.
[1:51]
» They have a bid bond.
And the amount of this bid is
[1:56]
$2,997,000.
[2:04]
» Okay, that number was 2,997,000.
[2:12]
» Yes, and they also have a bid bond.
>> They have a bid bond and I think this
[2:21]
is behind the
cover sheet marked as clearly marked as
[2:27]
a duplicate.
I think So, I have one duplicate and you
[2:32]
have an original.
>> Yes.
[2:34]
» Okay, just making sure cuz I think a few
of these might not have been marked.
[2:38]
Okay, this is the duplicate.
[2:46]
» The next bidder on this side to Mr. Y-10
Turner
[2:50]
Contracting Company.
He has an original.
[3:01]
With a bid bond.
Let's see.
[3:10]
It's an original and a two.
[3:16]
Their price is $3,558,799.
558,799.
[3:21]
558,799.
799.
[3:29]
» Yes.
[3:38]
» Um, I don't see
duplicate on this one.
[3:43]
» This is the original right here.
>> I know you have the original.
[3:48]
But I don't see this one.
This says original.
[3:53]
And
this one's marked original, too.
[3:56]
Okay.
>> So, we have two originals.
[3:59]
» Yours definitely is marked, right?
It's in Oh, yeah, it's in the big book.
[4:04]
Okay, so technically, we have two
originals of this
[4:10]
bid, and I will take this opportunity to
remind everyone what that means. Um we
[4:16]
only retain in this office for public
view
[4:20]
bids that are clearly marked duplicates.
So, when we do not receive a clearly
[4:24]
marked duplicate, that means for this
particular bid, there will not be a copy
[4:28]
available in our office for public view.
Um all copies marked original and extra
[4:35]
duplicates are sent to the agency for
review.
[4:40]
So, I'm going to be handing this back to
you, Audrey, and I've marked our sheet
[4:46]
as zero dupes and two originals. And I
will run through this pricing again when
[4:50]
we get to the end of our
list of bidders.
[5:02]
» Next bid is
Siddall
[5:07]
Development LLC.
>> Yep.
[5:16]
» Okay, they have a
bid bond.
[5:21]
They have an original.
>> This is marked dupe.
[5:27]
Yep.
[5:33]
» The price on this one
is 3,999,
[5:40]
I'm sorry, 3,990,000
[5:46]
888
dollars.
[5:49]
» Okay, that number was 3,990,888.00.
[5:55]
» Correct.
[5:59]
» Okay.
>> Thank you.
[6:02]
» Mhm.
[6:11]
» And the last bid on this is Bentsky
Construction Company LLC.
[6:29]
Okay.
They have an uh Okay, is it duplicate?
[6:35]
They have an original.
[6:39]
» Thank you.
>> Just a bid bond.
[6:42]
With a bid bond.
[6:46]
It's an original bid bond.
>> They have the bond marked
[6:52]
» Let me see something.
>> duplicate.
[6:54]
» Right. Hold on. Let's see.
[7:02]
original.
Okay.
[7:09]
» Um
[7:14]
I see duplicate written on the bid bond,
but it they don't have it written
[7:20]
» on nothing else.
>> Yeah, let me
[7:23]
I'm double checking myself cuz I don't
make sure.
[7:28]
I don't see it written on
this Will you look at this for me?
[7:33]
Just to make sure.
I don't see it clearly written there. I
[7:37]
just see it written handwritten on the
bond.
[7:41]
» Okay.
[7:44]
» They just have the bond.
>> Yeah.
[7:47]
So, I I think I want to call this
two originals unless you see it and then
[7:54]
just not not seeing it.
But I I don't see any place
[8:00]
where it's clearly marked.
So, that um does mean also for this one,
[8:06]
Bentsky Construction, there is there are
two originals, no duplicates so that we
[8:11]
will not have a copy available in this
office for public view.
[8:15]
» And the price on this one is $3,420,000.
[8:26]
» What page did you see that on?
>> Right. Page 87.
[8:30]
» Thank you.
Yeah, I just didn't get to the page.
[8:34]
» think there's anything there.
>> Oh.
[8:37]
» Yeah.
>> Oh, there's no
[8:40]
there's no cop duplicate of the price in
here.
[8:44]
Page 87.
>> Right.
[8:48]
And I see that. I don't know why they
[8:51]
» So, we have all these pieces and the
book.
[8:55]
Let me
>> Ah.
[9:01]
Here's the original.
This is the original, too. So, it looks
[9:05]
like they have two originals.
>> Oh, yeah.
[9:08]
» I see.
>> And these these pieces of
[9:12]
this version of original, okay.
>> So, you want me to read that part again?
[9:16]
» Yeah, cuz I don't see a page to
reference in here to read it back.
[9:21]
I'm just checking myself, but I don't
This looks like um
[9:27]
the addendum.
>> It's right here.
[9:31]
Okay, so let's go
>> So, I
[9:33]
» Let's go back to this. This is Bentsky
Construction Company, LLC.
[9:39]
Yeah. That price, they have two
originals. They also have bid bonds.
[9:44]
The price is 3,420,000.
[9:50]
» Okay, that's 3,420,000.00.
[9:56]
» That's correct.
>> Thank you. And we're going to mark that
[10:02]
as two originals.
It's a little bundle there.
[10:08]
Okay. I'm going to read through that was
our final of four bidders and I'm going
[10:12]
to read through each of those bidders
again and reshare
[10:15]
the totals.
The bidders are as follows: Triunfo
[10:19]
Builders Incorporated for $2,997,000.
[10:24]
The Whiting-Turner Contracting Company
for $3,558,799.
[10:32]
Citadel Development Company Development
LLC for $3,990,888.
[10:40]
And Bensky Construction Company LLC for
$3,420,000.
[10:46]
» Correct.
>> And those were our four bidders for
[10:50]
Department of General Services
solicitation for PRJ000889
[10:56]
Hartford Senior Renovation and Envelope
Upgrades.
[11:00]
And that is our only bid that we are
opening today. Our next regularly
[11:03]
scheduled bid meeting is for
Audrey, I just forgot the
[11:09]
9/16. Thank you.
Our next regularly
