[1:46]
Liz?
Ma'am?
[1:49]
» Um Pat Holcher had sent his report
earlier. As we stated, there's not
[1:55]
really much of
really anything super active. Um there
[2:00]
was a policy provided by an air draft
policy provided by the fire department.
[2:05]
But other than that, um
I guess just it was not included in a
[2:09]
report, but just so the council is
aware, we are set um for a
[2:16]
an arraignment in Barnegat Municipal
Court on September 24th.
[2:22]
That was not But if there's anything
else that you guys did have questions
[2:25]
about, I'm happy to
>> That was for the dog issue?
[2:28]
» It is a dog uh citation.
>> Okay.
[2:31]
» Or dog-related citation.
>> Okay.
[2:34]
Uh cool.
Any questions?
[2:38]
» Is there anything else we need to do for
the bridal trail?
[2:42]
Vacation vacation Okay.
>> I think we just need to vote on it now
[2:47]
is the last thing, right? This needs to
be included on the next agenda.
[2:50]
» Yes.
>> So cool. Any any other questions,
[2:55]
comments, concerns from council?
>> No.
[2:57]
» All right. Moving right along. Ray?
>> Mr. Mayor. I'm here.
[3:02]
» Hello.
>> Hello.
[3:04]
» Uh not a lot going on. So we're working
on a um
[3:09]
facility plan for the water meter grant
um that Candy and Dustin have been
[3:16]
working on. So we should have that in
the next couple of weeks at least for
[3:20]
Dustin's input, so that'll help move
that grant along with the state to get
[3:23]
some money to uh replace a lot of the
aging water meters.
[3:28]
Um
[3:31]
that was
And then we're adapting the roads
[3:35]
improvement project to include some
potential asphalt improvements and just
[3:39]
working with Dustin to make sure we
capture everything, and that's
[3:44]
all I have.
>> Cool.
[3:47]
I like it.
>> Ray?
[3:48]
» Yeah, you're welcome.
>> And I didn't spend any money.
[3:55]
» Uh all right. Any any questions for Ray?
No? All right, moving right along.
[4:01]
Uh Chief Sheridan, sir.
>> Hopefully you guys have my report. Um
[4:06]
the only other things to highlight that
maybe aren't in there, I met today with
[4:09]
uh retired Judge Christensen, who was
the gentleman that created the diversion
[4:13]
program for the DA's office.
Work through the program we're looking
[4:18]
at doing
um is very feasible, doable. He gave me
[4:21]
some agencies to reach out to that
already have them developed where the PD
[4:25]
runs it, so it actually never goes into
the court system.
[4:29]
There are some requirements we have for
our bookkeeping, so that's a positive
[4:32]
thing. We can actually
bring that in the barn and so if we have
[4:37]
young folks that end up there, they do
it all here, not in Casper.
[4:40]
» Cool.
>> So it will save some some aspects there
[4:43]
and keep it a community uh program.
Um I did talk to Dustin briefly. I'm
[4:48]
getting
more
[4:51]
complaints coming to me than anything
else, and a lot of it is tit for tat
[4:55]
from neighbors.
Um it to help alleviate some of it has
[4:59]
to do with parking.
Um we do have some town codes such as 15
[5:04]
ft from a fire hydrant. I would like to
see us, and I talked to Dustin about it,
[5:08]
um red striping 15 ft either side of
those, so there's some visual for people
[5:12]
to see
cuz it's really hard to judge distance,
[5:15]
and maybe yellow painting the corner of
the curb curbs on the corner.
[5:19]
» Okay.
>> There's a distance to give them a visual
[5:21]
to help it easier for them to
understand, "Hey, I'm okay where I am."
[5:25]
No guesswork, and maybe eliminate some
of these calls that we're getting.
[5:29]
» Okay.
>> Um and help help the community
[5:31]
understand, "Hey, okay, yeah, I can't
park there."
[5:34]
Um
We were talking about prioritizing the
[5:36]
fire hydrants and the curbs that
probably wait till next summer when we
[5:39]
have our summer help.
>> Right. Yeah, I
[5:42]
That's probably a good idea.
I would think I would Just out of
[5:45]
curiosity, how do you do that, Dustin?
How would you paint the curb?
[5:48]
» We we have a little a little tool that
does it.
[5:51]
It's a the red spray can and it's a
little walk behind thing that would be a
[5:55]
new painting truck and spray.
>> [laughter]
[5:59]
» Yeah, we don't have to use the big paint
truck to price me.
[6:02]
» Bargain bargain order. Bargain price of
of $90,000, right?
[6:10]
» Yeah, we we do have a tool that can do
that that can
[6:13]
It's
Yeah.
[6:16]
» Yeah, I approve this message.
>> [clears throat]
[6:21]
» Shall it be?
>> I think it's going to be Chris has
[6:24]
started our new
person to start handling some of this
[6:27]
code enforcement stuff. So we
start to get folks to realize
[6:33]
somebody's paying attention and
hopefully see what we've seen with the
[6:35]
the other stuff law enforcement's done
and people take care of their stuff on
[6:38]
their own and they get to go. Have a
nice day and
[6:41]
not actually have to take enforcement
action. So and that's seems to be the
[6:45]
trend with some of these recent
properties. So it's a good thing.
[6:48]
» Good. Yeah, I'm yeah, she was she was
pretty impressive in her interview. I I
[6:51]
really liked her. So I think she's I
think she's Yeah, that was just what I
[6:55]
was going to say. She's got the right
personality for it. So
[6:59]
Cool.
>> That's it.
[7:01]
» That's it? Anything anything?
All right.
[7:06]
Anything else for Chief Sheridan?
>> No.
[7:08]
» No? All right. Well, we're moving right
along.
[7:13]
Chief Bush, you're up, man.
>> Um you guys have my report. I just want
[7:17]
to reiterate the wild land stuff that I
have very good people doing very good
[7:22]
things. Um so
our season we've been very
[7:28]
It's been a very good season. We our
equipment's made $270,000.
[7:32]
But so people understand the dozers made
$151,000
[7:37]
of that and some change.
It is still out. It's in Texas on a
[7:42]
14-day assignment and they are
re-upping. One guy's coming home, we're
[7:46]
taking another person out for at least
another 14. Keep our fingers crossed.
[7:51]
If not 21.
And then we still have a brush truck out
[7:55]
in South Dakota.
On the reservation there.
[8:01]
Right on.
Right on. Yeah, it's that's good news
[8:05]
cuz what's
Sunny Sunny when he came up with plan
[8:09]
was
[8:11]
It was a bold plan.
But it sounded
[8:16]
reasonable.
Very good plan. So it was a good it's
[8:20]
paying off. We're we're hoping that
we'll have that dozer paid off within
[8:23]
the first year of since taking
ownership, purchase, whatever you want
[8:27]
to call it. So
with the funds that we make from the
[8:31]
wildland fires. So
Anyway.
[8:34]
Excellent. Any other anything else?
Just plugging along.
[8:42]
Any any questions for
chief?
[8:45]
No? All right. Well, that was easy.
We're We're rolling right along. You
[8:48]
staying excited, Mike?
[8:51]
» [laughter]
[8:53]
» Dustin, you're you're up, man.
>> Mr. Mayor and Council, you have my
[8:58]
report. I don't really have anything to
add to it. So I'll entertain any
[9:01]
questions if you have any.
>> Nothing nothing spectacular happening.
[9:06]
Um it's pretty pretty quiet couple of
weeks, huh?
[9:10]
Other than the normal stuff, you know.
>> Love Love's has been a big part of our
[9:14]
last couple weeks, but they're now
they're active. The water meters are
[9:18]
installed.
Their fire hydrants are active and
[9:22]
so the our part with them is done and
complete.
[9:26]
» Cool.
>> They're now an active customer.
[9:30]
» Awesome.
I'm excited
[9:34]
about the prospects there. That's
[9:38]
Good uh good to have competition. Let's
put it that way. Anyway. Um
[9:43]
Any uh any
>> [laughter]
[9:44]
» questions for Dustin?
>> I have one. Um and this is just because
[9:49]
I want to know. Uh
So, the weight room's going to be closed
[9:52]
every day between 1:00 and 2:00. Is that
like for the unforeseeable future or is
[9:57]
there
>> Yeah, we we've kind of set that up cuz
[10:00]
we
the staff was having
[10:03]
They were having a hard time.
Anyway, they they reportedly were having
[10:07]
a hard time fully cleaning it because
they they couldn't find a time when
[10:11]
nobody was in there. They didn't want to
disturb people working out. So, after
[10:15]
talking to the mayor and and Callie and
whatnot, we determined 1 hour per day
[10:21]
we'll close it so that they can go in a
dedicated scheduled cleaning hour. Mop
[10:26]
the floor, just a deep cleaning every
day.
[10:29]
And it seems to be helping. I mean, it
it's open from 4:00 a.m. to 10:00 p.m.
[10:33]
every day.
So, it gets a lot of use.
[10:36]
I didn't think 1 hour during the actual
working hours that the staff are here.
[10:42]
Thought that would probably be the best
option so we can dedicate an hour to
[10:46]
cleaning it every day.
>> Yep.
[10:48]
» Yeah. I don't
>> That was kind of That was our plan.
[10:51]
And 1:00 to 2:00 seemed to be the least
active hour
[10:56]
of that.
And uh so That's going to work for
[10:59]
everybody.
>> [snorts]
[11:01]
» Cool.
>> Any Any other
[11:06]
Anything else for Dustin?
>> The fire hydrant on the corner of Howard
[11:08]
and Harvey, is that Is it close to homes
and stuff? Trai- cuz I know where houses
[11:14]
are.
>> You know where the Family Dollar
[11:16]
» Yeah.
>> It is farther down that gravel road
[11:19]
right at the T before you enter that
trailer court.
[11:22]
» And there's Is there another hyd- I'm
just thinking if there's fires or
[11:25]
something down there. Is there another
hydrant close by?
[11:27]
» Oh, there are other hydrants within that
vicinity. So.
[11:30]
» [clears throat]
[11:32]
» That's it.
>> Your question.
[11:34]
» Any Anything
>> No.
[11:37]
» All right. You're off the hook, man.
Anything, T-Bob?
[11:42]
» Do you have any questions?
>> No.
[11:45]
» We're rolling right along, man.
>> [laughter]
[11:48]
» All right, we'll open up for petitions
and public comment.
[11:52]
If anyone has any public comment or
petitions?
[11:57]
» [laughter]
>> What's next?
[12:01]
» Uh any petitions public comments? Going
once, going twice.
[12:06]
Sold.
Man, I don't know, Tim. You you better
[12:11]
make it brief cuz you might get lynched.
>> And um
[12:15]
the MPO meeting we just had, it's I love
being on that board cuz you get to know
[12:20]
like why they're so far behind on the
interstate and Poplar Street and
[12:24]
everything else. They just the
contractors can't find people to work.
[12:28]
So, that's why everything's delayed.
The Salt Creek quarter study is almost
[12:33]
done. It's out for public comment right
now. I think it's about to wrap up.
[12:37]
I am trying my best with the MPO. I'm
actually the chair of the board for it,
[12:42]
which is
cool cuz I get to visit with them a lot
[12:44]
more than usual, but
I kind of hung out for a little while
[12:48]
after this last one and talked to the
the gentleman from the DOT about that
[12:53]
bridge
because with the Loves going in and
[12:55]
stuff, trying to see
what the schedule is of it
[13:01]
to be replaced if ever. They said it's
it's quite a ways out, but he's going to
[13:05]
look at that a little more closely
because of the traffic studies that have
[13:08]
been done because of Loves
to see if that's going to be something
[13:13]
that they got to move up sooner than
later to be able to lengthen the bridge
[13:17]
and widen it so that for truck traffic
getting underneath there.
[13:20]
The reason I bring that up is that
uh I've put in a request with the trails
[13:27]
system that runs all through Casper,
Mills, and Evansville and over to tie it
[13:31]
into Bar Nunn.
To figure out a way to get a
[13:35]
What do they call that? A
Not a pedestrian walkway, but it's like
[13:39]
the off-highway walkway. What's it
called?
[13:41]
» Multimodal.
>> Multimodal
[13:43]
walkway. I just call it a off
off-highway sidewalk.
[13:48]
I want to figure out a way for them to
connect Bar Nunn to Casper.
[13:52]
There's no way and and one just to get
down Salt Creek so kids and people can
[13:56]
get to Dollar Store safely and Loaf 'N
Jug safely cuz Love's is going to open
[14:01]
and every kid out here, Steve, on an
e-bike and everything else is going to
[14:05]
be cruising down Salt Creek trying to
get to it.
[14:08]
So, it's not going to happen overnight,
but they have put it in their their uh
[14:13]
trails program, they said, to figure out
how to tie that in. It's going to get
[14:17]
integrated into that Salt Creek Corridor
study.
[14:21]
And then with the DOT, that would give
pedestrian egress underneath Salt Creek
[14:26]
or underneath the interstate that way.
And then there's a North Poplar one
[14:30]
that's happening because of that turning
lane that they're going to need
[14:33]
pedestrian safe
foot traffic there, too, and everywhere.
[14:37]
So,
really hoping that, you know, not within
[14:40]
the next decade, but a lot sooner than
that, um there will eventually be some
[14:45]
sort of walkway connecting Bar Nunn all
the way up by the event center into
[14:48]
Casper.
So, that kids have a way to get in and
[14:52]
out of town a little bit, too, and we're
not quite as an island out here if you
[14:55]
don't have a car.
So,
[14:59]
the rest of it, Poplar Street, they're
doing something on it. The interstate,
[15:02]
something's happening on it. But, I just
like the stuff we're doing out here for
[15:06]
it. So.
>> Cool.
[15:08]
» See you Monday.
>> No roundabouts, by the way.
[15:10]
» It is
You know, are
[15:12]
are they behind considerably on I-25?
>> Couple months.
[15:16]
» I was going to say, it looks slow.
>> they were hoping to start maybe paving
[15:20]
maybe laying at laying concrete by
September maybe.
[15:25]
He said they're like a couple months
behind. It's it's
[15:29]
» slow compared to the other sections.
>> Yep. Said there was an extended period
[15:33]
of time where nothing was happening cuz
the contract the company they hired to
[15:37]
do it could not get anybody to work.
[15:42]
As we all saw as we drive that stretch
and no one's doing anything.
[15:47]
So yeah.
But the proposal I'm hoping goes forward
[15:51]
for this Salt Creek and and then
you know, they're helping with grant
[15:56]
writing and everything with it too is a
turning lane from Antelope up.
[16:01]
So it's kind of like Salt Creek is the
rest of the way.
[16:04]
So there's no roundabouts or anything
but there would be a you know, a
[16:07]
three-lane all the way from Antelope all
the way up so that
[16:10]
you know, motor power KOA everywhere
along there people can have a turning
[16:14]
lane so.
I won't drag it out anymore Mike. I
[16:19]
think that's about it.
>> Cool.
[16:23]
Indeed we are. Well, I only got one more
thing.
[16:26]
I'm just kidding Mike.
[16:29]
Psych.
Um I would entertain a motion to
[16:32]
adjourn.
>> Move.
[16:34]
» So moved.
>> Second.
[16:36]
» Motion and second. Any further
discussion?
[16:39]
Hearing none, all those in favor?
Any opposed?
