school
[4:18]
five and we will call this meeting of
the Barber County Commission to order
[4:27]
and we will start the pledge.
[4:32]
I pledge algiance to the flag of the
United States of America and to the
[4:38]
republic for which it stands. One nation
under God, indivisible, with liberty and
[4:45]
justice for all.
[4:58]
» [clears throat]
[5:06]
» It's really bad when my technology is
slower than me.
[5:11]
It's not saying much. Not saying much at
all. All right. [clears throat]
[5:20]
First item on the agenda, we have a
recognition.
[5:25]
Um after the the recent flooding uh
flash floods that we had in Barber
[5:29]
County, I wanted to recognize some
people or organizations and um
[5:33]
communities for everything that they
did. So um if anybody has anybody to add
[5:40]
this, please jump in. Uh, Bill and
Corey,
[5:45]
Philippine Beington Junior Fire
Departments, Barber County Ambulance
[5:49]
Authority, Barber County Health
Department, Ardan Community Center,
[5:53]
Mount Vernon United Methodist Church for
the temporary shelter, Barber County DO,
[5:59]
Barber County Sheriff's Department, Dave
and Meinda Strait for water donation.
[6:04]
Uh, our 911 dispatchers for all the call
volume that they took. uh Barber County,
[6:10]
Barbara Community Health, Broadus
Hospital, Arch Cole, Alagany Met for
[6:15]
dumpsters and all the residents of
Ardan, Boulder, and Banan River areas.
[6:21]
Um
[6:24]
it's pretty uh pretty amazing on on what
happened um and and the way everybody
[6:30]
come together and work as a team. So, I
appreciate everybody. Thank you.
[6:35]
» Yep. Wonderful job everybody.
And uh there is one name I want to add
[6:40]
to that. And um we do we had uh three
homes uh that were affected in Galloway
[6:48]
area that I wouldn't have known about,
but Pastor Roger Fleming from Mount
[6:53]
Vernon Baptist Church in Brown let us
know that and kind of led the charge on
[6:59]
getting those folks cleaned up down
there.
[7:03]
If I can also add here in their transit
at Barber County Board of Education, uh
[7:09]
» Oh, yeah.
>> They call at 3 in the morning when I
[7:12]
[snorts] was going to need some buses,
some major transportation. They didn't
[7:16]
hesitate to send me what I needed.
>> Absolutely.
[7:28]
It's a prime example of a community
coming together. And
[7:34]
as much as we hate those events, it's
always always nice to see that good
[7:39]
exists in the world.
[7:44]
» Sure.
>> Governor Patrick
[7:48]
West Virginia.
>> Oh, yeah. National Guard. Absolutely.
[7:56]
» [snorts]
[8:01]
» All right. Item number two, uh, approve
the minutes and corrections as
[8:06]
presented.
>> So, due to all of those emergency
[8:11]
meetings, we have actually several. So,
July 14th, July 17th, July 18th, July
[8:18]
23rd, 24th, and then August 7th. So,
will be managed and
[8:25]
» we have been a little busy lately.
>> I'll second that.
[8:30]
» We have a motion and a second to uh
approve all those minutes
[8:36]
and
a few corrections were made um during
[8:40]
that time. All those in favor signify by
saying I.
[8:44]
» I. Motion passes 30. Item number three,
exonerations,
[8:50]
uh, which we have and have been reviewed
and signed. Um, estate settlements.
[8:56]
» Yes,
we have Lori Anne Thompson, James
[9:02]
Wendell Recctor, Robert P. German or
German, I am not sure the pronunciation,
[9:09]
Linda K. Tenny, David Lee, Tenny, Vie
Olive Williams, Roger Childers, Wilbert
[9:17]
Dale Phillips.
[9:22]
All right,
I'll make a motion to approve the final
[9:26]
settlements as presented by our mid
county court.
[9:31]
» We have a motion and a second. All those
in favor signify by saying I. I. Motion
[9:37]
passes unanimously.
[9:54]
Now I'm behind my technology.
[10:12]
All right. Item number four.
Um,
[10:18]
» do we still need We've done that.
>> Yeah, we did that Friday.
[10:22]
» Yeah. [clears throat]
So item number four was um just for
[10:28]
clarity I item number four was to accept
the resignation of our county clerk Lori
[10:34]
Austin. That was done on Friday
and uh we did appoint a uh interim
[10:42]
county clerk and that is Pam Spencer who
is with us tonight.
[10:48]
Item number five, Barber County
Sheriff's Department consent to hire.
[10:52]
» Yeah. Um, one of the [clears throat]
securityities going to leave because he
[10:56]
took a job in Harrison County. So, we
put some
[11:01]
paperwork out to hire someone else.
[clears throat]
[11:04]
Chris Wilson used to work here as a
dispatcher. Um, he also worked for EMS
[11:09]
Fire
County EMS shared interest. So, we're
[11:13]
going to bring Chris in if you don't
mind starting tomorrow
[11:18]
and get him trained because he is
getting ready to go vacation
[11:23]
train as soon as possible.
>> I think that would be a a good hire. And
[11:28]
with that, I'll make a motion to approve
hire Chris Wilson for Corp Security. So,
[11:35]
we have motion second. All those in
favor signify by saying I.
[11:40]
» I. Motion passes 30.
Uh item number B, code 714-17A,
[11:48]
vacation for deputy sheriff.
>> Yeah, right now we carry 30 and uh
[11:54]
through the government procedures and
all that raising up to at least 60 if
[11:57]
you guys are willing to do it. And it's
not raising up to 60 for reference
[12:03]
vacation as much as it is bringing up to
60 for when you retire. You can use it
[12:07]
for insurance
is the main thing that we're looking at
[12:11]
versus trying to time vacation. Um, we
would obviously
[12:17]
allow us to do that's
full time for children.
[12:26]
So
my only question with that um is
[12:36]
and and
I don't know the answer
[12:41]
is would that create that much of a
liability for the commission?
[12:47]
» They would all be compensated absences.
So if you allow up the 60 days, if
[12:51]
someone were to separate
>> and they have 60 days, then that gets
[12:56]
paid out.
>> So we would have to retain a bucket of
[13:02]
funds,
>> right? So
[13:03]
» to cover an additional 30 days for every
employee shares
[13:09]
» and does that include tax department?
>> I think it's service
[13:16]
just specifically sheriff deputies.
Are we sure about that civil service?
[13:22]
» Yeah, it falls under civil service.
>> Okay.
[13:29]
» Cuz I believe it was drop down for only
deputy sheriff.
[13:34]
» That's how the code section leads to
vacations for deputy sheriff.
[13:43]
» Any discussion on this topic?
[13:51]
or any motion.
[14:02]
» So this is just a total of 60 days.
>> So currently they can carry so at the
[14:10]
end of December they can carry 30 days.
So this revision will allow a minimum of
[14:16]
45 and up to 60 days. So as they
accumulate their time based on their
[14:22]
years of service um December 31st, they
can carry forward either 45 to 60 days
[14:33]
» by [clears throat] state code of year.
>> Per calendar year.
[14:42]
Max of 60 days.
>> Max of 60. It doesn't It doesn't add a
[14:45]
60 on top of 60.
>> This year you do 60. Next year you do 60
[14:49]
and it's 120. That's not how it works,
>> right?
[14:52]
» But
this code will mandate that we go from
[14:56]
30 to 45 just so that everybody's clear
a minimum
[15:01]
» and uh will allow us to go up to 60. So
the the request is to go to 60 instead
[15:08]
of 45 which will be a 15 additional days
based on the minimum of this
[15:14]
legislation.
>> Right? So basically they they can choose
[15:19]
not to take 15 of their vacation days
but carry it forward.
[15:23]
» But if they're over 60 then they
>> lose
[15:27]
and
make scheduling easier.
[15:31]
» I get it. I schedule people to
[15:37]
my only reservation with doing this and
and
[15:43]
tell me your honest opinion.
Obviously, it's a high stress job.
[15:52]
Do you want
do you not want them to take vacation?
[15:58]
You you know what I'm saying? I mean,
they'll never take the days they have.
[16:03]
They'll never take the days they have
now. We Everybody a year turns in the
[16:06]
days they don't because you got think
what we start out with in January plus
[16:10]
the vacation acrew. The only thing
they're looking at right there is every
[16:14]
day that you go for vacation. You can
use your insurance after the retirement.
[16:20]
» And I get
>> that's where that's thrown in for. It's
[16:22]
not technically for the vacation days.
Get enough vacation days.
[16:27]
that fact two million but in our job we
need some time off but that was put in
[16:34]
carry the insurance longer versus taking
the vacation days so the guys probably
[16:39]
aren't going to use them because when
they get to retirement they got you know
[16:43]
two months right there they want you to
have insurance until they can find
[16:47]
something else that's the way I look at
it not that they're willing to take 60
[16:53]
days vacation here No, somebody decides
to do that. I can't stop.
[16:59]
» Well, my No, my concern is they're not
taking enough time off.
[17:03]
» Well, that's
not their time.
[17:08]
I've been doing this for a long time.
>> Right.
[17:12]
» A lot of them. Sorry. Go ahead. I think
you were going to say what I was getting
[17:15]
ready to. Go ahead.
>> They also get holidays, which is a 15
[17:20]
day. They get two of two two the first
three months and then one the rest of
[17:25]
the time out. So it's not like they
don't have any vacation days to take or
[17:31]
trying to save them all.
>> They have those two and half of them
[17:36]
don't even use those
>> either. They don't get more days. It's
[17:40]
just that they can carry over.
>> So generally um most fall under that
[17:46]
30-day threshold. There are a couple
that um end up losing a couple of days.
[17:51]
Um but generally they're all under the
30 days currently, right?
[17:58]
But
>> but at the end of the year we don't take
[18:01]
that many back.
>> No, not normally. Now maybe like Brad
[18:06]
and that do have some that are carried
over. It's usually the ones that carry
[18:13]
over the most. Now the younger officers
They don't earn as many Yes.
[18:19]
» per month. But
[18:28]
» that was my Sorry.
>> I mean,
[18:30]
» I don't want to not take vacation just
because they could keep
[18:35]
» Can you I don't know if you can do this.
Can you stipulate that they have to take
[18:38]
a certain amount of time off throughout
the year
[18:41]
» if you choose the 60 days?
>> I don't know if you can do that.
[18:46]
» [laughter]
>> I mean just to prevent like you know
[18:50]
working every day all day.
>> Yeah. I mean everybody needs time to
[18:53]
decompress.
[19:09]
» So it's it's rewarding longevity. Is
that correct?
[19:13]
I'm hearing it right.
because a young get anyway.
[19:19]
» And that's what I said. I think I know
that that in our profession you have to
[19:25]
take time off. You just have to cuz last
week's the first time I took a week off
[19:29]
and on 10th
and I could tell when I took that week
[19:35]
off
I was when I left. But I think that is
[19:39]
geared more toward guys like me who push
they can hold that insurance more than
[19:46]
what it's for. I think I think that's
what it's lobbyed for. I don't know that
[19:51]
for a fact, but I think that was more
lobby that if I keep my I don't do it,
[19:56]
but if my guys who are civil service
right now keep those days,
[20:01]
you know, you got some insurance. She
got a little paddle
[20:22]
because it's the best cover shift.
[20:38]
It's also
said
[20:47]
» really just so it's done by December.
>> So just I mean we would have to work it
[20:53]
into the budget. Correct. I mean
eventually it's going to have to be
[20:57]
» Yeah. If you get a a long-term
someone that has a lot of longevity but
[21:02]
has that 60 days, I mean that's a big
chunk of money. So it's
[21:08]
I mean we're already going to have be
required to add two weeks 15 days and
[21:14]
that's paid days. So it's two and a half
weeks of you know work time
[21:20]
» which you can also look at other
students anywhere near retire
[21:29]
we won't even probably be here
>> true but it still is a liability we have
[21:37]
to make sure we have covered in the back
>> and but the thing is
[21:44]
we have to I mean the 15 days is already
at so
[22:01]
Kim or Shaina would you happen to know
how much of a financial
[22:06]
liability that extra 15 days would be
based on the current
[22:12]
um number of employees times 15 days.
[22:20]
» Now, those are days. So, that will be a
12hour day,
[22:23]
» right?
>> I can figure that out.
[22:27]
» Yeah.
>> If you want to wait and do it on the
[22:31]
next meeting so I can figure do some I
could do the top one and the the middle
[22:36]
one and the lower one. package in front.
>> I think we ought to just You can, but
[22:42]
but in my head, I think we ought just do
the top because that's where they're
[22:46]
going to be when it gets used most
likely.
[22:49]
» Okay.
>> But but yeah, I think it's fair to
[22:52]
present all three. Okay.
>> But I want to look at it as making sure
[22:56]
we have the liability covered on the
top.
[23:00]
» Okay.
>> All right.
[23:03]
in the near future as I said
I won't get it
[23:08]
» right
>> 30 that's unfortunately
[23:12]
[laughter] so you'll have one person
anytime soon
[23:18]
[snorts]
[laughter]
[23:24]
all right with that I'll
make a motion that we table
[23:29]
5B code 7-14-
17A until we have further information.
[23:38]
» Okay. All those in favor of tableabling
that item signify by saying I. And that
[23:45]
that item will be tabled until the next
meeting pending information.
[23:50]
Item number six, Barber County Health
Department.
[23:54]
» Okay. Um, so I'm here to give you a
small update on the measles case. We
[24:01]
stayed got just one measles case in the
county. We sent away three more tests.
[24:06]
All three came back negative. Uh we are
continuing to vaccinate the state. Um
[24:13]
because it is so contagious, pulled
together um enough vaccine,
[24:19]
we could basically vaccinate everyone in
the county for MMRA
[24:25]
um and we can do it for free. They
granted a waiver to allow us to use
[24:29]
state supply vaccine for anyone of any
age as long as they don't have a church.
[24:34]
So, um we were able to vaccinate
probably close to 80 people in the
[24:38]
county between the Barber County Health
Department, the Randol County Health
[24:42]
Department and the Miners. So um there
was a small amount of confusion over the
[24:50]
timeline of the original index patient
who is the confirmed positive. So they
[24:57]
they gave it a really long exposure
window um the whole way until July the
[25:04]
25th.
So
[25:08]
you could potentially see symptoms up to
14 to 21 days from July the 25th. So
[25:15]
that's right around August 15th. So um
no clinics are reporting anything. The
[25:21]
hospital hasn't reported anyone coming
in with symptoms of measles. So so far
[25:27]
so good. Um and um
did you have any questions about that?
[25:36]
We still very much encourage the public
to get vaccinated or check your vaccine
[25:41]
records. Tell people to call the health
department if they're uncertain. Um we
[25:45]
can check records and then advise people
on what vaccine they might need. So that
[25:51]
um and then if you're not vaccinated um
just tell people to try to stay home.
[25:56]
Don't go to large gatherings. Don't take
a baby who can't be vaccinated under six
[26:01]
months to a large gathering. that
everybody else, you know, will be fine.
[26:06]
Um, so that is our measles update. Thank
you to OEM for all the the flood work.
[26:12]
Thank you to the county commission
hospital. Um, Myers Clinic was all very
[26:16]
helpful in making sure people got
vaccinated for hep and tetanus. Um, I do
[26:23]
have a request,
but I wasn't sure how to word this. I
[26:29]
asked Burl, who is the county employee,
to come over and help at the health
[26:34]
department with a U door that was
broken. So Burl's great. He fixes
[26:40]
problems for us and then just sends me
the bill and then I just pay to take
[26:45]
care of things. Um, so he's going to
start doing our snow plowing and he's
[26:51]
gonna uh work on some of our
landscaping, which brings me to the
[26:55]
question, Burl really wants to rip out
the landscaping in front of the health
[26:59]
department and he thinks that if I can
get the county commission to approve
[27:03]
that, he can use your heavy equipment to
come over and just haul it all out and
[27:09]
then replace it with things that look a
lot better.
[27:16]
something that you can't
[27:20]
» you see a lot of hear a lot of snickers,
huh?
[27:22]
» Yeah. I don't know why it's funny. I
mean, it seemed pretty reasonable to me.
[27:27]
[laughter]
>> Yeah.
[27:30]
» He's been really helpful.
[27:36]
» And he did fix my horn, [snorts] which
was helpful.
[27:43]
Um,
>> so she's fixing this on bro time or
[27:46]
time.
>> I'll just be I'll be ask I was trying to
[27:50]
figure out how to work. I'll help you
out there.
[27:52]
» Um, well
>> I think it's burl time.
[27:55]
» Yeah, I don't
I wouldn't have thought to ask him that
[28:00]
necessarily.
He just um
[28:05]
» for referral time then no he can't we
cannot supply county equipment to do
[28:09]
» okay
>> if he's getting paid to do it.
[28:11]
» Okay.
>> Right. Yeah. No.
[28:14]
» But if that project was during county
time
[28:18]
other helpers and that then it could be
accomplished that way.
[28:22]
» Yes. But
>> that's a discussion that we need to
[28:25]
have.
>> Yeah. [snorts and laughter]
[28:30]
» Yeah.
[28:36]
» [laughter]
>> Well, I mean,
[28:39]
» see who's
>> Okay.
[28:43]
Yeah, if we're going to do it
when he's here and we'll get some other
[28:48]
maybe community correction to help him
and
[28:51]
» get the escalator down or whatever, pull
him out. Yeah.
[28:55]
» Yeah. So
>> when he mentioned that to me um after he
[28:58]
fixed the door, that was kind of where
he was going like during, you know,
[29:03]
regular hours and community corrections
to help get that all squared away and
[29:08]
then
>> it'll be easier to maintain and and keep
[29:11]
up.
>> Yeah. And and I think that's reasonable.
[29:15]
» Um so all we need is you andor
>> Okay.
[29:19]
» to to tell us what the project looks
like.
[29:23]
» Okay. so that we can consider the
project as a county project and then we
[29:27]
can approve it that way.
>> Okay. All right.
[29:29]
» Or not.
>> I'll get something in ready.
[29:31]
» Yeah. That's great.
>> So get with him and see what the scope
[29:35]
of the project is and
>> how many hours, how many people, stuff
[29:39]
like that. Okay. All right. That's
great. And then um
[29:44]
» Oh, and then I just want everyone to
know we are going to be at the fair for
[29:47]
education day and senior day and day
like day is September the 26th. And um
[29:53]
and those back to that project.
>> Yeah.
[29:57]
» Those areas
that now have shrubs in them
[30:02]
» uh or
landscaping of some sorts.
[30:07]
» I would uh we if we could I don't know
what you're thinking or what he's
[30:12]
thinking, but put something permanent in
there like stone or the rubber mulch
[30:18]
that's made here in Barber County.
>> Okay. Um, you know, they've been giving
[30:23]
us some pretty good pricing on that. We
appreciate it. So, maybe that you can
[30:29]
get it in different colors and and that
that way it's something you don't have
[30:33]
to worry about upkeep and it still looks
nice.
[30:36]
» I agree because I I don't think about
landscaping. Yeah. I thought it was kind
[30:40]
of funny when the Lord brought about
that the people from the blessings box
[30:46]
came and pulled out that tree and I
heard through word of mouth that people
[30:50]
were really unhappy about that tree. So,
um they came and did that
[30:56]
and he's still not happy. I mean, Burl
was like, you know, I asked him about
[31:02]
the snow plowing because I'm paying a
lot for snow plowing and he's like if he
[31:06]
could do that cheaper. He's like, "And I
can take care of all this yard work and
[31:09]
all this stuff and out front." I was
like, "What do you mean out front?" He's
[31:12]
like, "The ugly tree was gone." And he's
like, "Oh, that shrunk's terrible." And
[31:15]
blah blah blah. Like, [laughter]
okay, well, whatever you want to do,
[31:20]
girl. I was like, I'll let you be the
expert because I am not the expert. So,
[31:24]
» no, I understand.
>> But I can I can suggest that.
[31:28]
» Yeah. Just And I think he agrees because
he doesn't think I'm dealing with this
[31:32]
man.
>> [laughter]
[31:36]
» That's our fishing surprise.
>> Yeah. Well, and thanks for all your help
[31:40]
with the measles and we appreciate the
Barbara and Randolph County Health
[31:46]
Department getting on that literally in
a day's notice and it was amazing
[31:50]
» how fast they came together.
>> It was so kudos to everyone that helped
[31:54]
with that during a flood cleanup.
>> Yeah. Right. Right. We weren't even done
[31:59]
with flood clean. Yeah.
>> All right. Item number seven, emergency
[32:05]
operation OEM 911 EMS. Emergency
operation communications.
[32:11]
» You want to do the report first or you
want to do what we want about first?
[32:15]
» Well, this says emergency operation
communications is A. B is a truck bed
[32:21]
enclosure and C is considered renewal
CD.
[32:27]
» I'll just do a quick report. you
>> Jed stole my thunder with my last
[32:31]
paragraph, but it's all right.
>> You do you.
[32:34]
» We'll figure it out.
>> As many of you know, uh on on Saturday
[32:38]
the July 18th, Barber County, a severe
thunderstorm flash flooding event in the
[32:44]
northeastern portion of the county, one
of the heaviest hit areas was the Ark
[32:48]
community. Several people several people
suffered water in their homes, driveways
[32:53]
washed out and bridges damaged along
with personal damages, infrastructure
[32:58]
damages included do roadways, bridges,
ditch lines, Chesnut Ridge PSD suffer
[33:03]
damages to water distribution lines
along with other issues. National
[33:08]
Weather estimated between four and seven
ines of total rainfall fell in that area
[33:13]
within a threehour time frame.
Just as infrastructure repairs and some
[33:18]
recovery efforts were being conducted in
the community, another storm system hit
[33:23]
not only that area but across several
counties in the state. On July 21st,
[33:29]
another severe storm system came through
the north central portion of West
[33:33]
Virginia and caused devastating flooding
across the area. High winds, flash
[33:37]
flooding, and eventually river flooding
all occurred in Weber County. More roads
[33:42]
became flooded, ditch lines and
driveways were washed away. Homes had
[33:46]
water in them. Electricity was out.
Phone lines were out along with other
[33:51]
damages related to these storms. Several
people were evacuated due to concerns
[33:56]
about flooding along with several being
unable to leave their residents until
[34:00]
water had receded and the roadways were
back open.
[34:04]
Just for records, we have recording
Tiger River in Philadelphia at 22.2 2
[34:13]
on July 22nd at 9:30 a.m. It did not go
back below action state which is 17 ft
[34:20]
until July 22nd at
11:00 that night. Canon River at Hall
[34:30]
14.92 feet on July 22nd at 12:30 a.m.
which is 10 ft higher than normal levels
[34:38]
and did not recede back to normal levels
until July 24th. Middle Fork River at
[34:43]
Audre Park 13.77
ft on July 22nd at 4:30 in the morning.
[34:51]
At that level, campsites or sorry at 11
ft campsites along the river are
[34:55]
flooded.
The low action stage did not occur until
[35:00]
22nd which is 8 ft on July 22nd at 1700
which is 510.
[35:07]
Damage assessments were conducted
locally with assistance from state and
[35:11]
federal agencies. Calculations are still
being conducted as we hope to give an
[35:15]
update on whether this will be
considered a declared disaster or not.
[35:19]
Upshshire and Lewis County have received
their declarations at the federal level
[35:23]
as they suffered far worse damages to
their areas. We continue to work with
[35:28]
all of our partner community members and
recovery efforts and understand that
[35:32]
this will be a long process
[clears throat] and also want to
[35:36]
recognize everybody that we did at the
top of the hour uh along with just
[35:40]
countless of volunteers. Uh many of
those were unseen, unknown. Um, and it
[35:46]
just shows how resilient this community
is. So, and also thanks to the
[35:51]
commissioners and courthouse staff
because, uh, I know I did throw a panic
[35:56]
to the clerk's office, uh, that first
thing that morning when National Weather
[36:00]
Service said we could see up to 30 to 31
ft crest. Uh, so I did call Chassity and
[36:05]
said, "You might want to get your pole
books upstairs." So, um, because I know
[36:10]
that's one of the first things that
floods is this basement once things
[36:13]
start coming up. So, um, but luckily it
was just an exercise for her to see if
[36:18]
it could be done.
>> I'm sure it was a lot of exercise
[36:23]
period.
>> Elevator was tested that day.
[36:31]
» All right. Again, thank you guys for all
you did. I'm sure you had a couple long
[36:35]
days there or one big long
[clears throat]
[36:44]
All right.
What you want by?
[36:48]
» Well, so uh a communications.
Uh this event made us realize a lot of
[36:57]
stuff that we lack as far as equipment.
Um one of those is communications. When
[37:02]
you're in the art area, there's no cell
phone service. And when you're trying to
[37:06]
coordinate dumpster being said, disaster
recovery and relief and support
[37:12]
assessments
>> kind of sucks not having cell phone to
[37:14]
be able to call people. So, uh, with
this, it would allow us to be able to
[37:19]
make Wi-Fi calling, eventually be able
to take our radios to it.
[37:24]
Be a good test to see does this solve a
lot of our very easy communication for
[37:29]
law enforcement. If this is a good
scenario, you know, maybe we can roll it
[37:33]
out to, you know, investment
in the future to see if that would pick
[37:40]
up what the hospital is to transpor
[37:59]
to county
who has this on all the cruisers in
[38:05]
county and their OEM vehicles, they have
the business. The big difference between
[38:08]
the residential and the business is in
the event of traffic comes with the
[38:14]
Starlink. If everybody's on it, you
might have to buffer, you might have to
[38:20]
wait, your speeds might drop. You have
the business platform, you have high
[38:23]
priority, so you're above all those
people. Your communication won't be
[38:26]
affected if you've got that.
The only difference with the two is the
[38:32]
price you got. The hardware is $100 more
and
[38:39]
per month it was
believe the same price except it was 50
[38:44]
gigabytes opposed to 100
gigabytes in a month. Think back to the
[38:50]
old days if you didn't have limited data
on your cell phone. You 5 GB or 10
[38:54]
gigabytes or whatever.
And that's something that we'll monitor
[38:58]
as we go just to see exactly how much
we're using and we don't anticipate
[39:03]
using it. It'll be like the backup. So
if we don't have cell service and our
[39:08]
system will be set up to be to search
for that, but as long as we're in good
[39:13]
coverage, we're going to be not
utilizing that any of that 50 gig.
[39:18]
The uh the idea with that is uh purch
one for my one for truck and want to
[39:26]
have a a pelican case where we can
deploy we've got you know been you
[39:33]
hearing fairgrounds there's internet
fairgrounds now but we can use dish to
[39:38]
broadcast the area
we're going to set it up at the art
[39:42]
community building to as people are
coming in for donations get their
[39:46]
information to the state
[39:51]
Now you can also do that if your truck
was set outside, right?
[39:55]
» Yes.
>> But I think we mounted to the trucks so
[39:59]
quickly somewhere,
>> right? I got
[40:02]
» Yeah.
>> Or if [snorts] you can't get there, then
[40:07]
you're on side.
>> Yes. Right.
[40:11]
» The answer will be nice.
>> Yeah.
[40:19]
» We got money for it.
>> Including the monthly we built
[40:23]
» for a while.
[clears throat]
[40:28]
As we continue to generate funds through
our perating process. Yes.
[40:32]
» So we got some clarification. Yeah. With
that foot plane funding. It doesn't have
[40:36]
to be tied strictly to flip planes.
there's a funding source we use for that
[40:40]
and even if it did I think we could tie
the Starlink subscription to the plan
[40:45]
because
it
[40:50]
» fund there's fair amount left to that
>> and we haven't got our fix we're due for
[40:56]
26
>> we still got
[41:01]
24
>> so 25er
[41:11]
And with that too, the communications
there's a
[41:18]
mount from Veros fans.
And that's actually a power supply for
[41:23]
the Sarlingtonish rubber grommet to
mount to the roof of the vehicle. And
[41:27]
this is like a weatherproof protective
magnetic enclosure that mounts to the
[41:32]
roof of the truck. That way you don't
have to worry about falling off for
[41:41]
We know they can take interstate wion
[41:46]
county.
[42:07]
Okay. So, we got all this together.
>> Yeah. Let's
[42:11]
» if you want to do the store
communications.
[42:14]
» So, you got the food bar that goes with
that, right? There's an install with
[42:18]
that.
>> Yeah, we do that.
[42:24]
The food bar is kind of two quarter.
is one because
[42:28]
» right
>> with the truck bed enclosure
[42:32]
the lights that are in the back get
moved to the back so there's some
[42:44]
» you want I don't have your recent star
like so right if you have the
[54:39]
just to re
>> well they've already moved the funds
[54:42]
because the date on this was August 6
and we didn't have a meeting for that
[54:47]
but he said it would be no problem just
I'll call him up and tell him
[54:52]
» the term how long we want to do it
basically it'll be okay
[54:58]
» what were you say
>> 26
[55:03]
Don't tie it up whole year.
>> Yeah. With that, I'll make a motion that
[55:06]
we approve the continuation of the Cedar
R CD uh for a term of 26 weeks at 3.44%.
[55:17]
» Second.
>> We have a motion and a second. All those
[55:20]
in favor signify by saying I.
>> I. Motion passes through.
[55:28]
» Anything else?
>> [laughter]
[55:35]
» I'll think later. I'll come back to it.
I'll figure it out.
[55:40]
» Yes. Thank you.
>> Oh, the
[55:44]
farthest thing out of it. So,
>> okay.
[55:50]
[clears throat]
[55:56]
[applause]
>> Just text it to me. I'll read it
[55:58]
tomorrow sometime.
>> I'll [laughter] read it.
[56:03]
» Yeah.
All right.
[56:06]
» I did have a question on our board
appointments.
[56:09]
» Yeah.
>> I forgot to ask for the health
[56:11]
department.
>> Yeah.
[56:17]
» Um we have uh we will have one
>> um and we can get that on the the next
[56:26]
meeting. U
>> the the one
[56:30]
other person that I had hoped has
>> decor
[56:53]
preservation check sheet for the
fairground scammers
[56:57]
Due to the size that project in my talk,
it's probably best that goes out to seal
[57:02]
bids.
I've been working on an invitation sheet
[57:06]
and a bid spec sheet.
Hoping to probably push that out
[57:10]
tomorrow or Wednesday to get the paper
probably tomorrow. We get the paper
[57:13]
before Wednesday.
[57:17]
I think
next week
[57:22]
probably more than likely a pre meeting
on August 26
[57:28]
that way we can walk there cameras do
the size of that project we're walk
[57:37]
» it'll be a required pre too just so that
I mean a company couldn't bid on it
[57:43]
without having that knowledge right
And we did put a deadline on
[57:49]
all the work. You know, it has to be
completed by December 31st of this year.
[57:54]
Otherwise, penalty scan that includes
holding a payment and stuff like that.
[57:58]
So, [snorts] I'll send that to you
tomorrow
[58:03]
afternoon,
but
[58:08]
I'll get that to you tomorrow and
hopefully we get some
[58:15]
All right.
[58:22]
Anything else
from the commissioners?
[58:29]
I don't have anything.
No.
[58:33]
Um,
[58:36]
there was another Valley Link meeting in
Junior yesterday.
[58:44]
Commissioner Richardson and I were in
attendance that I won't say that there
[58:49]
was a lot of new information. Would you
bomb anything?
[58:54]
» Yeah.
>> Um Dave Emerson had a good presentation
[59:00]
about the science
side. and uh he he made it very clear
[59:05]
that if we were banking on an endangered
species act to help manipulate this line
[59:13]
or shut it down,
that's probably not going to happen
[59:17]
because the term harm no longer means
um
[59:25]
what's the word I'm looking for? Destru
habitat destruction. that no longer
[59:30]
means harm in the endangered species
act. So therefore,
[59:35]
that's kind of how if it's not direct
harm to
[59:40]
those
living things that are on the ESA, then
[59:48]
it's not going to
be much of an art. So other other than
[59:53]
that, u
a whole lot of new information.
[1:00:01]
All right,
item number eight's public comment. And
[1:00:06]
really, other than Red,
everyone else is on the payroll. So,
[1:00:12]
you're the only public we have here
tonight, Brett.
[1:00:16]
» Well, [clears throat] I was just gonna
add a few things.
[1:00:21]
» Oh,
>> no, you're good. Go ahead.
[1:00:24]
» Okay. Um, your office emergency man.
Everybody did a great job on the
[1:00:29]
Starling County to it. Took out all the
dead zones. They added in the county.
[1:00:35]
Once they got everything on board, they
went out, tested where they had their
[1:00:40]
dead zones, took care of it. Um
we I was over in Louis County uh when
[1:00:50]
they were setting up shut down the city
with search and everything and uh this
[1:00:55]
guy rolled up and he was official
[1:01:04]
units for Starling. He offered it to
Lewis County. They had theirs right
[1:01:08]
there. So they said talk to Sheriff
Kaufman
[1:01:12]
Steve
[1:01:15]
and upure and they took him up on it. So
if we have certain county
[1:01:22]
issues of large village floods like
that, you can if you need it, give them
[1:01:29]
a call.
[1:01:32]
They'll do it.
[1:01:37]
Um
[1:01:41]
already over
[1:01:47]
that came out also today
[1:01:57]
threshold that brings up other issues
to help
[1:02:04]
you can't you can't get to the threshold
without
[1:02:08]
discuss all different groups
but there were you know a lot of things
[1:02:16]
that did just a quick what happened over
there that showed up was uh they had all
[1:02:23]
operational
versus flooded Walmart and shopping at
[1:02:28]
two feet
they also had a possible freshwater
[1:02:34]
and that was going to possibly fail.
They were able to get National Guard
[1:02:39]
govern
[1:02:45]
and also your your vehicle fuel fuel
since Walmart
[1:02:52]
they working with sheets. So important
sheets
[1:02:58]
to basically increase delivery of fuel.
So
[1:03:03]
fuel
flood water contaminated wells situation
[1:03:10]
clean
water
[1:03:15]
and just some small stuff like zones
exit also auction for people.
[1:03:23]
So there's some small things that come
out of debrief of all these locations,
[1:03:29]
but
one of the things I just realized I was
[1:03:33]
talking to Julie
of flood
[1:03:40]
that you know a lot of folks were
but they were cut off like y
[1:03:49]
and what happens is sadly People told
me, you know, I don't have one day
[1:03:55]
folks. And so we were talking about
pitching to somehow tell everybody 72
[1:04:02]
hours. And she said, we had a protocol
72 on you and it's 72 hours of food and
[1:04:07]
water because they went in and searched
less than, you know, they're knocking
[1:04:12]
all the doors. So they might get to 24,
they might get to 48. Still, it's one of
[1:04:17]
these things where it's better to have
them prepared if they can.
[1:04:22]
some of these young kids.
[1:04:31]
» So, it's just things like this
[1:04:35]
that'll that'll be coming out.
But
[1:04:42]
another another thing that we're also
seeing is like Kaiser,
[1:04:47]
we have a lot of debris
that's flushing down. creating a backup.
[1:04:53]
If the Kaiser had not filled up their
freshwater tanks
[1:04:58]
and that thing backed up into the water
system, they've been calling National
[1:05:04]
Guard and
so [cough]
[1:05:08]
we're finding out little things that
that are very important for these guys
[1:05:14]
to do their job.
So,
[1:05:18]
we lost two people but you know
[1:05:24]
down 37 minutes.
[1:05:29]
So, but as we hear things, we'll be
letting y'all know Cory and Dylan are
[1:05:36]
great about keeping me up.
[1:05:40]
So,
here as well,
[1:05:49]
we'll get better. All
[1:05:52]
right. Thank you. [clears throat] Do we
have anyone on the phone?
[1:06:02]
» Hey, this is Dar
>> Oh, okay.
[1:06:08]
» Hey, can [clears throat] you hear me?
>> Yeah.
[1:06:12]
» Yeah. Sorry I couldn't make it. Uh we
got the new angel inspect this afternoon
[1:06:17]
from the radio shop and uh the state's
coming in tomorrow to inspect three
[1:06:21]
ambulances. One of them is the new guy.
So uh we were trying to get him ready
[1:06:25]
and also finish up payroll. So wasn't
able to make it down to the courthouse,
[1:06:29]
but uh it's kind of what's new with us.
We've been helping with some football
[1:06:33]
stuff, cover to practice this weekend.
And uh I think that's all I got.
[1:06:39]
» All right. Thank you very much, Aaron.
Just keep up the good work.
[1:06:45]
Bring that ambulance by. Let me see it
before you put patient or bring it with
[1:06:50]
a patient in the back. Maybe. [laughter]
[snorts]
[1:06:55]
Yes, sir.
>> No, I'm just joking. You don't have to
[1:06:59]
do that. [cough and laughter]
It It belongs to the county to take care
[1:07:03]
of the people. That's what's most
important. I'll see it, I'm sure.
[1:07:10]
All right. Anyone else on the phone?
[1:07:17]
All right. Hearing none. Item number
nine, setting of the next regular
[1:07:21]
meeting.
[1:07:24]
» When will that be? Next Friday.
>> August 21st.
[1:07:29]
Friday, August the 21st at 9:00 a.m.
[1:07:38]
And with that, I'll make a motion to
adjourn.
[1:07:41]
» Second.
>> We have a motion to second. All those in
[1:07:44]
favor signify by saying I. I.
>> I. Motion passes 30. We are jerk.
[1:07:52]
[clears throat]
[1:07:54]
Thank
