[23:50] Item number six, Barber County Health Department.

[23:54] » Okay. Um, so I'm here to give you a small update on the measles case. We

[24:01] stayed got just one measles case in the county. We sent away three more tests.

[24:06] All three came back negative. Uh we are continuing to vaccinate the state. Um

[24:13] because it is so contagious, pulled together um enough vaccine,

[24:19] we could basically vaccinate everyone in the county for MMRA

[24:25] um and we can do it for free. They granted a waiver to allow us to use

[24:29] state supply vaccine for anyone of any age as long as they don't have a church.

[24:34] So, um we were able to vaccinate probably close to 80 people in the

[24:38] county between the Barber County Health Department, the Randol County Health

[24:42] Department and the Miners. So um there was a small amount of confusion over the

[24:50] timeline of the original index patient who is the confirmed positive. So they

[24:57] they gave it a really long exposure window um the whole way until July the

[25:04] 25th. So

[25:08] you could potentially see symptoms up to 14 to 21 days from July the 25th. So

[25:15] that's right around August 15th. So um no clinics are reporting anything. The

[25:21] hospital hasn't reported anyone coming in with symptoms of measles. So so far

[25:27] so good. Um and um did you have any questions about that?

[25:36] We still very much encourage the public to get vaccinated or check your vaccine

[25:41] records. Tell people to call the health department if they're uncertain. Um we

[25:45] can check records and then advise people on what vaccine they might need. So that

[25:51] um and then if you're not vaccinated um just tell people to try to stay home.

[25:56] Don't go to large gatherings. Don't take a baby who can't be vaccinated under six

[26:01] months to a large gathering. that everybody else, you know, will be fine.

[26:06] Um, so that is our measles update. Thank you to OEM for all the the flood work.

[26:12] Thank you to the county commission hospital. Um, Myers Clinic was all very

[26:16] helpful in making sure people got vaccinated for hep and tetanus. Um, I do

[26:23] have a request, but I wasn't sure how to word this. I

[26:29] asked Burl, who is the county employee, to come over and help at the health

[26:34] department with a U door that was broken. So Burl's great. He fixes

[26:40] problems for us and then just sends me the bill and then I just pay to take

[26:45] care of things. Um, so he's going to start doing our snow plowing and he's

[26:51] gonna uh work on some of our landscaping, which brings me to the

[26:55] question, Burl really wants to rip out the landscaping in front of the health

[26:59] department and he thinks that if I can get the county commission to approve

[27:03] that, he can use your heavy equipment to come over and just haul it all out and

[27:09] then replace it with things that look a lot better.

[27:20] » you see a lot of hear a lot of snickers, huh?

[27:22] » Yeah. I don't know why it's funny. I mean, it seemed pretty reasonable to me.

[31:12] like, "The ugly tree was gone." And he's like, "Oh, that shrunk's terrible." And

[31:15] blah blah blah. Like, [laughter] okay, well, whatever you want to do,

[31:20] girl. I was like, I'll let you be the expert because I am not the expert. So,

[31:46] Department getting on that literally in a day's notice and it was amazing

[31:59] with flood clean. Yeah. >> All right. Item number seven, emergency

[32:05] operation OEM 911 EMS. Emergency operation communications.

[32:15] » Well, this says emergency operation communications is A. B is a truck bed

[32:21] enclosure and C is considered renewal CD.

[32:27] » I'll just do a quick report. you >> Jed stole my thunder with my last

[32:34] » We'll figure it out. >> As many of you know, uh on on Saturday

[32:38] the July 18th, Barber County, a severe thunderstorm flash flooding event in the

[32:44] northeastern portion of the county, one of the heaviest hit areas was the Ark

[32:48] community. Several people several people suffered water in their homes, driveways

[32:53] washed out and bridges damaged along with personal damages, infrastructure

[32:58] damages included do roadways, bridges, ditch lines, Chesnut Ridge PSD suffer

[33:03] damages to water distribution lines along with other issues. National

[33:08] Weather estimated between four and seven ines of total rainfall fell in that area

[33:13] within a threehour time frame. Just as infrastructure repairs and some

[33:18] recovery efforts were being conducted in the community, another storm system hit

[33:23] not only that area but across several counties in the state. On July 21st,

[33:29] another severe storm system came through the north central portion of West

[33:33] Virginia and caused devastating flooding across the area. High winds, flash

[33:37] flooding, and eventually river flooding all occurred in Weber County. More roads

[33:42] became flooded, ditch lines and driveways were washed away. Homes had

[33:46] water in them. Electricity was out. Phone lines were out along with other

[33:51] damages related to these storms. Several people were evacuated due to concerns

[33:56] about flooding along with several being unable to leave their residents until

[34:00] water had receded and the roadways were back open.

[34:04] Just for records, we have recording Tiger River in Philadelphia at 22.2 2

[34:13] on July 22nd at 9:30 a.m. It did not go back below action state which is 17 ft

[34:20] until July 22nd at 11:00 that night. Canon River at Hall

[34:30] 14.92 feet on July 22nd at 12:30 a.m. which is 10 ft higher than normal levels

[34:38] and did not recede back to normal levels until July 24th. Middle Fork River at

[34:43] Audre Park 13.77 ft on July 22nd at 4:30 in the morning.

[34:51] At that level, campsites or sorry at 11 ft campsites along the river are

[34:55] flooded. The low action stage did not occur until

[35:00] 22nd which is 8 ft on July 22nd at 1700 which is 510.

[35:07] Damage assessments were conducted locally with assistance from state and

[35:11] federal agencies. Calculations are still being conducted as we hope to give an

[35:15] update on whether this will be considered a declared disaster or not.

[35:19] Upshshire and Lewis County have received their declarations at the federal level

[35:23] as they suffered far worse damages to their areas. We continue to work with

[35:28] all of our partner community members and recovery efforts and understand that

[35:32] this will be a long process [clears throat] and also want to

[35:36] recognize everybody that we did at the top of the hour uh along with just

[35:40] countless of volunteers. Uh many of those were unseen, unknown. Um, and it

[35:46] just shows how resilient this community is. So, and also thanks to the

[35:51] commissioners and courthouse staff because, uh, I know I did throw a panic

[35:56] to the clerk's office, uh, that first thing that morning when National Weather

[36:00] Service said we could see up to 30 to 31 ft crest. Uh, so I did call Chassity and

[36:05] said, "You might want to get your pole books upstairs." So, um, because I know

[36:10] that's one of the first things that floods is this basement once things

[36:13] start coming up. So, um, but luckily it was just an exercise for her to see if

[36:18] it could be done. >> I'm sure it was a lot of exercise

[36:23] period. >> Elevator was tested that day.

[36:31] » All right. Again, thank you guys for all you did. I'm sure you had a couple long

[36:35] days there or one big long [clears throat]

[36:44] All right. What you want by?

[36:48] » Well, so uh a communications. Uh this event made us realize a lot of

[36:57] stuff that we lack as far as equipment. Um one of those is communications. When

[37:02] you're in the art area, there's no cell phone service. And when you're trying to

[37:06] coordinate dumpster being said, disaster recovery and relief and support

[37:12] assessments >> kind of sucks not having cell phone to

[37:14] be able to call people. So, uh, with this, it would allow us to be able to

[37:19] make Wi-Fi calling, eventually be able to take our radios to it.

[37:24] Be a good test to see does this solve a lot of our very easy communication for

[37:29] law enforcement. If this is a good scenario, you know, maybe we can roll it

[37:33] out to, you know, investment in the future to see if that would pick

[37:40] up what the hospital is to transpor

[37:59] to county who has this on all the cruisers in

[38:05] county and their OEM vehicles, they have the business. The big difference between

[38:08] the residential and the business is in the event of traffic comes with the

[38:14] Starlink. If everybody's on it, you might have to buffer, you might have to

[38:20] wait, your speeds might drop. You have the business platform, you have high

[38:23] priority, so you're above all those people. Your communication won't be

[38:26] affected if you've got that. The only difference with the two is the

[38:32] price you got. The hardware is $100 more and

[38:39] per month it was believe the same price except it was 50

[38:44] gigabytes opposed to 100 gigabytes in a month. Think back to the

[38:50] old days if you didn't have limited data on your cell phone. You 5 GB or 10

[38:54] gigabytes or whatever. And that's something that we'll monitor

[38:58] as we go just to see exactly how much we're using and we don't anticipate

[39:03] using it. It'll be like the backup. So if we don't have cell service and our

[39:08] system will be set up to be to search for that, but as long as we're in good

[39:13] coverage, we're going to be not utilizing that any of that 50 gig.

[39:18] The uh the idea with that is uh purch one for my one for truck and want to

[39:26] have a a pelican case where we can deploy we've got you know been you

[39:33] hearing fairgrounds there's internet fairgrounds now but we can use dish to

[39:38] broadcast the area we're going to set it up at the art

[39:42] community building to as people are coming in for donations get their

[39:46] information to the state

[39:51] Now you can also do that if your truck was set outside, right?
