[3:11] needs of our local community. Uncommon Grounds has become become a center of

[3:16] resource, care, and a family pillar within Alo's community whose mission is

[3:20] to spread the gospel and help fellow community members overcome many

[3:23] difficult situations. Uncommon Grounds has become a refuge for

[3:28] hope in Beaver County under the leadership of Church Army directors John

[3:31] Stanley, Herb Ba Bailey, and now Adriana Williams. Now therefore be proclaimed by

[3:36] the board of commissioners of the county of Beaver, a fourth class county in the

[3:40] laws of Pennsylvania that the board of commissioners congratulates on the 25th

[6:26] that John Stanley, her Bailey, and now you under your guidance have done in

[6:38] » No, no, we're just super excited. It's amazing to follow in the footsteps, of

[6:44] course, of John Stanley and Herb. And John's vision was for the cafe, the

[6:49] ministry to be run by somebody from Aloquipa. And so, to be like kind of

[6:53] like a fulfillment of like his vision is amazing. And now moving into our next

[6:57] chapter, um we're becoming our own nonprofit um separated from our larger

[7:01] organization. So that just kind of opens up the door for us even the more to be

[7:05] able to kind of play in the big field with some things um you know that we've

[7:11] kind of been held back from before. So we're really really excited.

[7:34] with Lake Township? I just wanted to um just thank the commissioners for the

[7:39] invocation that you have set as a precedence in this in these meetings and

[7:44] by bringing the Holy Spirit into the community and God into the government

[7:49] and um we are one nation under God and I think you know we've had conversations

[7:54] in the past pertaining to various different

[7:58] differences. And one of the things that I have really emphasized is that you are

[8:03] the leaders of of the county. And while we understand the jurisdiction is not

[8:08] over local zoning, we do look to you as our leaders. And one of the things that

[8:14] New Swiggley Township has brought into their supervisor meetings um at my

[8:21] request was invitation and I took that from your meetings. And so that was met

[8:27] with resistance from some of the supervisors on the board and it went

[8:30] through a solicitor review and it was found that under this constitution they

[8:36] could not not have prayer in the meetings. And so when we look at things

[8:41] when we look to you for these things as the leaders of our county of our

[8:45] municipalities and we see good things happen I want to just commend you on

[8:50] that and say thank you for that. um that also comes with things like the

[8:58] Sunshine Act and open meetings and sensitive subjects like NDAs. And so I

[9:05] have a packet of um a proposed anti-NDA transparency ordinance. Now, um this has

[9:14] been presented to the board of commissioners in Indiana County. I have

[9:18] not modified this in any way, but I would like to just present it to you in

[9:23] the raw form that I've reviewed it to have your solicitors look this over and

[9:27] take it into consideration. Um, the executive order from Shapiro

[9:32] does not correlate into local and county municipalities. The NDA transparency is

[9:39] for state level only. And so that would be state agencies like the D

[9:46] um and other agencies that are staterun not signing NDAs. But we would ask that

[9:52] you also make that same commitment and that same pledge to an anti-NDA

[9:57] ordinance as a county um board of commissioners. And you know

[10:04] we see resolutions go through on a numerous basis. There's a also a draft

[10:09] model ordinance in there for um data centers

[10:13] » that you could perhaps make recommendations to municipalities if

[10:18] they ask for zoning updates um as was state, you know, requested

[10:24] through the PAS conference, the super uh supervisor association

[10:30] for townships, the PASS um and asking municipalities to update their zoning

[10:37] ordinances. So, there is a data center draft model ordinance in there as well.

[10:41] You'll see >> I think you I'm speaking on on my end

[10:45] and uh in 12 in 11 years I think I've been sitting in this seed in this room.

[10:51] The only NDA that I've signed on behalf of the county as a commissioner is for

[10:55] the casino and Big Beaver. So, I'm I'm just so we I don't think we've seen as

[11:00] much municipality. So obviously we want them to to review this and bring it to

[11:04] us and let us know. But I think that's the only NDA that I've signed as a

[11:08] commissioner that came across. But I understand

[11:10] » and that language is in there, right? Like it's a transparent. So if you have

[11:13] signed something in the past that there was a 72-hour disclosure that you

[11:17] published that yes, that was presented, right? And so we understand that under

[11:20] the right to know, you know, and and it calls out different laws and codes and

[11:24] you know, and I did not write this. I'm not and I'm going to be I left it in raw

[11:27] form so you can see exactly where >> you know this is coming from but we do

[11:31] look at other counties across the state and we talked about countywide impact

[11:37] study and Lana has that request for proposal out to have something like that

[11:42] done. Let's model the good things that these other communities are doing and

[11:47] and see how we can incorporate that into Beaver County. And I we sent or I know I

[11:51] sent the Lakawana one over to Dan to review to see what we could do on our

[11:56] end. >> Okay. Okay. So I appreciate that that's

[11:58] still on the radar. >> Yeah, it is. But yeah, so I not that I

[12:01] was trying to make I >> contrary to popular perception. We're

[12:05] usually the last ones to know when they are coming in. I mean I'm serious.

[12:10] » And that may be fine and that may be true. But if we see your pledge to

[12:15] signing these, then we can go to our local supervisors and our local council

[12:19] and say our commissioners have committed to signing an anti-NDA or the

[12:24] transparency of if an NDA is signed that you're notified within 72 hours. And so

[12:31] just take that into consideration. Thank you.

[12:38] » Hi, my name is Brian St with the reclaim project. So, this is the first time I've

[12:41] attended one of these meetings, so I forgive my ignorance, but uh we've been

[12:44] working with Cindy Book and Tom Kaminsky about a proposal to take down homes. Um

[12:49] I'm sorry, blighted abandoned homes in Deer County. Um so, I'm not sure the

[12:53] protocol. Um so, again, are we going to be able to address the proposal that we

[12:59] uh submitted today or do we need to uh go through another channel to have that

[13:04] um voted on? >> Yeah. Typically, Brian, they bring that

[13:07] proposal to us. >> Okay. uh for signing off. They they have

[13:11] to to uh examine uh the funds. I assume it's act 152 funds that that Distler

[13:18] and community development have worked to create a pool of funds for that.

[13:22] » If it meets the requirements uh that they have set out for that light removal

[13:27] process, then it should be approved and should be should come to us for kind of

[13:31] a final check through a a resolution. Yeah, I was talking with H to um pretty

[13:37] extensive um conversations. So, he told me that he had submitted everything. So,

[13:40] I'm just not sure what the protocol was. So,

[13:47] is saying, you see on the the agenda these various resolutions uh each

[13:51] meeting, different departments throughout the county will submit

[13:55] documentation for the commissioners to prove approve those. generally generally

[14:00] those all run through the law department to put together to get before the

[14:03] commissioners. Um we will check and see but if you leave your name um I'll talk

[14:08] with you afterwards and we can let you know. Um there is a little bit of a lag

[14:12] time sometimes because these meetings are only held twice a month uh if

[14:15] something's submitted it may take a couple weeks to get actually on the

[14:18] agenda but we'll look in our office to see if we have something queued up for

[14:21] the meeting later this month and I can reach back out to you let you know

[14:26] might if it comes so Gar we discussed these these were discussed yesterday

[14:32] normally they're discussed the day before if you know somebody is here when

[14:36] it does get if it gets put onto our agenda if Tom and that staff I think

[14:44] no last time this came across you know it was a two-1 vote um I spoke

[14:50] I don't want to say passionately but I spoke it would be more beneficial to use

[14:54] act 152 funds to tear down more houses than less houses because the cost that

[14:58] you guys are tearing houses down were almost were double if not triple what it

[15:02] would cost us to tear the house down if we ran all our for it. So I think you

[15:07] know when it gets put onto the agenda it always get put on. I think one of the

[15:11] things we have somebody from the reclaim project to come here and say this is

[15:14] what we've done with the money we've got previously. This is how much we've

[15:17] reclaimed. Uh, you know, I I don't know if you have that off the top of your

[15:21] head, but you know, I know you guys had a site down the lifestyle by driven by

[15:24] it multiple times and it's weeds. There's no nothing there to reclaim.

[15:28] » So, I think it's something like I don't know what you're requesting this time. I

[15:32] don't know how many houses are proposed for that. You know, we're going I'm

[15:35] going to do the due diligence to say, okay, you're asking for 200,000, but

[15:38] you're going to tear 10 houses down. If community development put those 10

[15:42] houses out, it be out and only cost us $80,000 to tear down. So what's more

[15:46] beneficial to the communities and these are getting torn down. So I would just

[15:49] you know if you when it when it's submitted I'm sure Tom will let you know

[15:52] it's on the agenda but maybe try and come that Wednesday to discuss you know

[15:56] what those funds are being used for. >> Okay. Sure.
