[8:46] Yes That's fine.
[8:48] Motion carries an ordinance is passed for under finance
[8:50] as an ordinance of the village of Bensenville DuPage in Cook
[8:53] County Illinois, amending Section 8-7,
[8:55] DoorDash seven of the Bensenville village Code
[8:57] in regards to water and sewer rates.
[8:59] Is our motion to approve emotion of a second motion,
[9:03] Second, do we have any discussion?
[9:05] Yes we do.
[9:05] Good evening, Mr. President.
[9:06] And board of Trustees tonight staff
[9:09] will be presenting the findings of a comprehensive water rate
[9:12] study conducted by Baxter and Woodman
[9:15] This study was performed to ensure that the village's water
[9:17] utility rates remain fair.
[9:19] Sustained able and aligned with the true cost
[9:22] to providing reliable water service to the village's
[9:24] residents and businesses.
[9:26] Baxter and Woodman has carefully reviewed
[9:28] the village's water system operations infrastructure needs
[9:32] revenue requirements and projected costs
[9:34] to provide the village with a clear data driven picture
[9:37] of where its rates stand today and what adjustments
[9:40] may be needed to maintain the quality and reliability of water
[9:44] service.
[9:44] The community expects I will now turn the presentation over
[9:48] to Director Caracci, who will walk us through the study's
[9:51] findings Thank you, Lisa As you mentioned,
[9:55] this ordinance is looking at our water and sewer rates.
[9:57] This is something that we have to take
[9:59] very seriously each year.
[10:01] Typically, we are passing through our DuPage Water
[10:03] Commission rates, which is really
[10:06] just the purchase of water.
[10:07] What we're looking at today is a very comprehensive look
[10:10] at really what it's going to take
[10:11] to continue to use to move forward
[10:14] with a very aggressive capital improvement program.
[10:17] Federal mandates that are out there for our service line
[10:21] removal we are required to remove 567 lead service
[10:26] lines in the next ten years.
[10:28] We're trying to do that in the next five years.
[10:30] We don't want to see any Led in our service in our system.
[10:33] The cost of doing that is about $14 million.
[10:36] So we took extra women's rate study very seriously
[10:40] when we started looking at some of our rate
[10:42] increases They did a good job looking at our revenues
[10:45] looking at our expenses.
[10:46] We projected our capital improvement program out
[10:49] for the next 15, 20 years.
[10:51] Looking at trying to replace these
[10:53] Led service lines in conjunction with water mains as well.
[10:57] We can go a cheaper route make Swiss cheese out
[11:00] of our roadways, but that's not really
[11:01] what we want to do We want to replace the water
[11:04] mains and the services at the same time.
[11:06] Our center part of town is really
[11:07] where most of our service lines are.
[11:09] So we have a systematic approach over the next five years
[11:12] to really get rid of all 567 of these light service lines
[11:18] Our current rate structure I'm Cory.
[11:20] If you could go to the one attachment that
[11:23] said zero rate increases the second one second
[11:27] I believe no rate increase chart.
[11:30] This is really what our projections
[11:32] will look like if we don't raise rates in in 2029.
[11:35] That line that's up there, that green line across the board,
[11:38] that's our minimum reserve.
[11:39] That's what we need to make sure by our ordinances we keep
[11:42] it our fund balance for our water and sewer rates
[11:45] at our current rate with our capital improvement program
[11:48] with the increases in water, with everything
[11:49] that we try to do to keep good safe water at our infrastructure
[11:54] and in good shape we're going to run out of money in 2029
[11:57] and we're going to start dipping down very steeply
[11:59] in the next ten years after that So we
[12:03] looked at a couple of scenarios a typical scenario that most
[12:06] people first look at is a 5% increase across the board.
[12:09] So we can go to the next one 5% increase across the board
[12:14] is going to push out that line for a couple of years to 2031.
[12:18] We're still not looking good into the future.
[12:20] So what we really want to see is that blue line at the end
[12:24] or slightly increasing off of that green line.
[12:26] That means you're collecting the money
[12:28] that you need to service your water to do your capital
[12:30] improvements to buy your water.
[12:32] And again, this is also sanitary sewer
[12:34] to keep our wastewater treatment plant
[12:36] going to make sure our little stations are all functional.
[12:38] So again, we have a very aggressive capital,
[12:40] prudent program and even a 5% across the board.
[12:43] It's not going to work.
[12:44] So what we came up with.
[12:46] And in this proposed one is a 9.5% increase
[12:49] for the first year, nine and a half
[12:51] for the second year Seven and a half for years three and four
[12:55] and a 5% for year five.
[12:57] That gives you a chart that looks in the shape
[13:01] that you really want to see it.
[13:03] The only reason why we have all this money up front right now
[13:05] is because we've done a lot of work
[13:07] in the last five years paying for a lot of our water system,
[13:10] improving with Arpa grants, with other grants that we
[13:13] have with tiffs, with sSA is things of that nature.
[13:16] Those funding sauces are about to run out.
[13:19] The EPA does offer low interest loans for service line programs,
[13:24] but that's running out as well.
[13:25] We're getting indications that those may not
[13:27] be available to communities like ourselves.
[13:29] They're giving a lot of that money
[13:30] to the rural communities and central Illinois versus giving
[13:33] them to the big collar communities of Chicago
[13:36] So we can't assume we're going to get any low interest rate
[13:38] loans zero interest rate loans, principal forgiveness or even
[13:42] grants to work on some of these projects.
[13:44] So this is a worst case, a worst case scenario proposal that
[13:47] we're bringing forward for our water Sewer rate increases We
[13:51] really think that this is what we have to do to keep moving
[13:55] forward and to provide this water to our residents
[13:58] It's our staff's recommendation that's backed up by the data
[14:01] that Baxter and Woodland put together in their water
[14:03] and sewer rate study So again, that increase is only going
[14:07] to be in the volumetric increases that you
[14:10] for volumetric water usage So if you use 5,000 gallons,
[14:14] it's that part that's being increased.
[14:16] We're not increasing the fixed rates
[14:18] we're not increasing any of the debt service rates
[14:22] or anything like that.
[14:23] It's just if you use more water, your rates
[14:24] are going to increase more.
[14:26] OK We also included in here is a 3% increase
[14:30] on our industrial commercial users
[14:32] are our pretreatment program so that won't affect the residents
[14:36] but affect our businesses as well What
[14:41] does this mean to a typical resident
[14:43] for an average resident uses 5000 gallons of water a month
[14:48] and has a three quarter inch meter.
[14:50] It's about a $10 and 46 cent per month increase per year OK,
[14:53] so $125 for the entire year for a senior,
[14:58] it's a little less than that It's $6.28 per month.
[15:01] About $75 per year.
[15:03] So again, it's it's significant, but it's needed.
[15:06] And we wouldn't bring any damages to you
[15:08] if it wasn't critically needed to keep
[15:11] our system moving forward, keep it sustainable and keep it.
[15:15] Keep our projects going forward.
[15:17] Put it kind of in perspective.
[15:19] This rate structure, a gallon of water costs about 2.6 cents
[15:22] a gallon right now.
[15:24] Milk's going for $4 a gallon So if you want to look,
[15:27] I know you're not bathing in milk,
[15:29] but still kind of a little tidbit that I wanted to throw
[15:33] in there This will have automatic increases on January
[15:37] 1st of each year.
[15:38] So the first increase won't happen until January one of 27.
[15:41] But every January one, we will automatically increase it
[15:43] by the 9 and a half, seven 1/2.
[15:45] So we have five.
[15:46] So technically, we will decrease it
[15:48] after a while It's a decreasing increase, right?
[15:52] So it's kind of like rip the Band-Aid off now.
[15:54] Yeah But we kind of have to review sustaining our water
[15:58] sewer enterprise funds.
[16:00] So staff does recommend approval of this ordinance and these rate
[16:03] increases at this time opposed to Page County's rate increase
[16:07] to pages averaging between three and a half
[16:09] and 5% over the next four years.
[16:10] And that's not the only people we're paying for water, correct?
[16:13] Correct Who else are we paying for?
[16:15] I mean they're paying water to the city of Chicago.
[16:18] We're paying to pay.
[16:19] So that's who we pay to purchase the water that comes in.
[16:22] But we do all of our own treatment.
[16:24] So even comparing our water rates
[16:26] to other communities in the area,
[16:27] if they don't have a wastewater treatment plant,
[16:31] you're comparing apples with oranges, right?
[16:33] So elmhurst just raised their rates last year, 25%.
[16:37] So they are the highest rated for water.
[16:40] Sewer in our area So we did we do
[16:44] have some comparables up there.
[16:46] We were third.
[16:47] We're going to be second in the water rates for our surrounding
[16:51] communities.
[16:51] But again, we also have a good quantity of light service lines
[16:55] where some of these communities are less less service line
[16:58] and replace than we have.
[17:00] So that 5,000 5000 gallon is that an average?
[17:05] Is that average across the city?
[17:08] It's kind of a typical standard that most people
[17:10] use for a family of 3 or 4.
[17:12] OK.
[17:12] So and the removal of the bloodlines
[17:15] was an unfair unfunded mandate funded mandate.
[17:18] So it's on the backs of all the villages and towns And again,
[17:22] some communities are putting that cost on the residents
[17:25] But I mean, we have done a lot of water and sewer improvements
[17:30] over the last ten years, which included removing
[17:33] some light service lines.
[17:34] So to put the responsible city on those
[17:39] who still have them kind of isn't fair, because last year I
[17:41] might have removed somebody that would have had to pay it.
[17:43] This year.
[17:44] So we do believe that there should
[17:45] be spread across all the water users at a town
[17:49] When's the last time we we raised rates.
[17:52] We did our we do pass in the pass through in 2025.
[17:57] So that was just what they raised us.
[17:59] We just passed through the last time
[18:00] we did a significant rate increase
[18:02] like this We had a proposal from Baxter
[18:05] and they did it about seven years ago.
[18:07] We had a five year proposal, but we only increased the rates
[18:09] the First year.
[18:10] And I think it was a 5% increase at that time.
[18:12] OK.
[18:12] So we wanted to put that automatic renewal in her too,
[18:16] so that we won.
[18:16] We don't forget two, which is automatic
[18:18] and we don't have to come back and revisit us each year
[18:20] and approve it each year What's the senior i'm sorry, who's
[18:26] considered a 66 60, 60 I'm not asking the next question 62
[18:37] on September after the five the five year mark, after the 5%,
[18:43] is it look like will be I mean, is it
[18:45] projected to be okay that or is it look
[18:47] like another projection of increases
[18:48] after the five year mark?
[18:50] We'll do another sewer voters who
[18:51] are rate increase in year Four so that we can kind of get ahead
[18:54] of that game.
[18:54] That's kind of our plan as we try to do them every Four
[18:57] years when we have a five year increase, the rate that you see
[19:01] on your screen right now after the initial five years,
[19:04] it does have it just they pre-program 3% in there, which
[19:07] is just more of an inflationary increase
[19:10] But again, that that would all get
[19:11] looked at when we do the next water sewer rate study.
[19:14] Okay.
[19:14] And we do have the actual spreadsheet that we will own.
[19:17] They will hand it off to us and we can make tweaks to it.
[19:20] If we need to, to see how we're doing
[19:22] and if anything would change down the road Okay.
[19:24] But a pretty much all of our heavy lifting
[19:26] is going to be done in the first 4, 3 or 4 years.
[19:28] In the first five years, we have a very heavy C I figure
[19:31] the next five years to get this led out of the system
[19:33] So, so the majority of that will be taken care of within five
[19:36] years.
[19:37] Yeah.
[19:37] Everybody we will have no lead in our system
[19:39] and 2031 that is our goal.
[19:41] I guess Any other questions from the board ?
[19:46] please call the roll trustee.
[19:47] Carmona.
[19:48] Yes.
[19:49] Trustee Eltman Yes.
[19:51] Yes Yes.
[19:53] Yes Trustee Panicola.
[19:55] Yes.
[19:56] Motion carries ordinance passed on the finances of Orange.
[20:00] Answer the Village Board Bensenville the page Cook County
[20:03] Illinois amending 8-6- 18 DoorDash one of the Bensenville
[20:06] Village Code with regard to user and surcharge rates.
[20:09] Their motion to approve their motion
[20:10] to a second being a motion to second Lisa
[20:13] the discussion I'll take this one.
[20:15] Oh, okay.
[20:16] So this ordinance proposes amendments to our wastewater
[20:19] surcharge rates.
[20:21] These are for businesses that discharge very high strength
[20:25] wastewater It's more expensive to treat
[20:29] than a residential wastewater.
[20:30] We only have 14 businesses in town
[20:32] that actually qualify under this right now
[20:35] as we do our water sewer rate studies.
[20:37] We're also looking at our surcharge program
[20:39] as well this year we're actually removing one of our nutrients
[20:43] from our surcharge program, ammonia,
[20:45] but we're putting in its place.
[20:47] Phosphorus is just more of a concern to the environment
[20:49] at these days.
[20:51] I wouldn't be surprised On the road.
[20:52] We're looking at passing stuff like that.
[20:54] You hear about that stuff in the news at this point,
[20:57] but what we're looking at here is for those 14 businesses that
[21:01] are part of our surcharge program,
[21:03] we've set up new rates for body, which
[21:09] is biological, biochemical oxygen demand.
[21:11] It's just a something we can measure total suspended solids
[21:16] and total phosphorus.
[21:17] So it's a 3% increase that will happen also
[21:21] for the next five years.
[21:24] Questions from our board please call the roll Rusty Carmona.
[21:30] Yes.
[21:31] Tracey Eltman Yes.
[21:33] Trustee Franz yes.
[21:34] Trustee.
[21:35] Yes Trustee Panicola Yes Motion carries.
[21:39] Audience has passed Public Works Ordinance
[21:41] of the Village of Pennsville duPage in Cook County, Illinois.
[21:43] Proposing establishing of the Evergreen Street Special Service
[21:45] area in the village of Bensenville,
[21:47] Illinois Is there a motion to approve your motion
[21:49] to have a second?
[21:50] Second there being a motion.
[21:52] Second?
[21:52] Joel Discussion Yes.
[21:54] Thank you The proposed Evergreen Improvements Project
[21:57] includes Evergreen Street.
[21:58] This is from Jefferson to Green Street Park Street and Pine
[22:02] avenue.
[22:03] This is the Horseshoe.
[22:04] So the South of Green Tree.
[22:05] So that's the project location.
[22:06] We're talking about.
[22:08] We've identified repairs as a complete, again,
[22:10] industrial reconstruct for the roadway.
[22:11] Concrete roads, water main sewer,
[22:13] the whole thing that we've been doing
[22:15] in all of our industrial roadways,
[22:18] we have a plenary cost of this project that just over $12.6
[22:21] million.
[22:22] We currently have $4.2 million in STP surface transportation
[22:27] program funds that are obligated to the village through the f h A
[22:31] and do page mayors and managers We
[22:34] intend to support a good part of the remainder of the project.
[22:38] But as we have done with most of our other industrial roadways
[22:42] we are looking to the industrial property owners
[22:45] to have some skin in the game as well Typically we
[22:48] have requested that whatever is remaining, we split it 5050.
[22:52] We're not looking for that in this project.
[22:53] We're just looking for a $3 million
[22:55] commitment from the business owners.
[22:58] It would basically put the cost of the project at 4.2,
[23:02] three, five and STP funds 5.37 in village capital improvement
[23:07] funds and $3 million in an SSH.
[23:11] So what this ordinance is doing today
[23:12] is it's our intent to establish an sSA
[23:15] and to set some of the guidelines
[23:17] that we're looking at in this SSH.
[23:19] We won't collect more than $3 million.
[23:22] We won't have more than a 7% interest rate.
[23:27] And we won't charge the residents more than 20%
[23:29] of their tax bill.
[23:30] So those are the three kind of maximums that we're looking
[23:33] at as part of this ordinance This ordinance will establish
[23:36] a public hearing at our next board meeting on September 20th.
[23:40] I wrote it down somewhere our next board meeting is the 28th,
[23:47] and we'll talk about the project.
[23:49] We'll talk about the requirements.
[23:51] Appreciate it.
[23:51] Will start the clock ticking for their ability to fight the SSH
[23:57] or defeat the SSH.
[23:58] They would need 50% plus one of the property owners
[24:03] and elected voters in the area.
[24:06] There's currently 99 parcels that
[24:08] are contiguous to this project and i believe
[24:13] there are 42 registered voters.
[24:15] So it takes a lot to defeat.
[24:16] And I say but you know, again, this ordinance
[24:20] will establish our entire legal ground rules
[24:23] and identify that public hearing date staff will
[24:26] over the next couple of weeks.
[24:27] If this is approved, go ahead and do all of our notifications
[24:30] that are necessary, which will be some public notifications
[24:33] in the paper.
[24:34] We also have to send out invitations and information
[24:36] to every one of those 99 and 42 people
[24:39] that qualify for this SSH.
[24:42] Questions from our board please call the roll trustee.
[24:48] Carmona.
[24:49] Yes Trustee.
[24:51] Yes.
[24:52] Trustee Franz.
[24:53] Yes Trustee.
[24:54] Yes.
[24:55] Trustee panicola.
[24:56] Yes.
[24:57] Motion carries Ordinances passed seven on the public works
[25:00] is a resolution authorizing the execution of a construction
[25:02] contract for the Fenton security fence project.
[25:05] John Neary Construction Company corporate of Addison in the Not
[25:09] to exceed amount of $163,695.
[25:12] Is there a motion emotion of a second?
[25:14] Second being a motion a second?
[25:16] Joe We have discussion Yeah.
[25:17] So High School District 100 working with the village was
[25:20] able to secure $115,300 worth of an ice C great crossing safety
[25:26] grant We entered into a multiparty agreement,
[25:31] branch agreement with ICC dot and ourselves We did that
[25:37] because the village has the ability to go ahead and go
[25:39] through the grant process where the school districts
[25:41] don't necessarily have that ability to work through IdoT
[25:45] to get the grant money.
[25:47] So we're basically sponsoring this project
[25:49] for the school district.
[25:51] We have gone through the process so we've procured bids.
[25:55] We opened bids last week January construction did have the lowest
[25:59] bid in the amount of $163,695.
[26:03] This is $48,395 short of the grant.
[26:07] But we also entered into an IGA specifically with the school
[26:11] district, to identify that they are
[26:13] responsible for any cost overages
[26:15] they are responsible for the ongoing maintenance
[26:17] of the fence.
[26:18] So they have acknowledged that they will go ahead and pay that
[26:21] extra $48,000 to move forward with this project So at this
[26:25] point, the village would enter into a contract with January
[26:28] construction to put that fencing will pay the bills.
[26:30] We'll get reimbursed by the ICC as part of the grant
[26:35] and then the school will reimburse the remaining
[26:39] So staff does recommend approval of this contract with January
[26:42] questions from our board.
[26:43] So this is a fence The fence is going to go basically
[26:46] by the railroad fields so they won't be able to the kids won't
[26:50] be able to go walk.
[26:52] That's what it's intended to.
[26:53] That's going.
[26:54] Any other questions Please call the off trustee Carmona.
[26:59] Yes Trustee Eltman.
[27:01] Yes.
[27:01] Trustee Franz.
[27:02] Yes.
[27:03] Trustee Yes.
[27:04] Trustee.
[27:05] Panicola Yes.
[27:06] Motion carries a resolution has approved
[27:08] a resolution authorizing execution of purchase
[27:10] order with companies.
[27:11] Minerals America Inc for the purchase of 975 tons of bulk
[27:15] rock salt through the Paige County Joint Purchase program
[27:18] and the not exceed amount of $72,472.
[27:22] So a motion to approve your motion of a second.
[27:24] Second being a motion a second.
[27:26] I like talking about salt for winter in the middle of August
[27:29] But at the end of August, thank you
[27:31] for all the cool breezes coming through.
[27:32] No we've got to prepare.
[27:35] We're always prepared to go ahead.
[27:37] So our next two items are both our annual salt purchases
[27:41] for our winter operations.
[27:42] Last winter was a relatively heavy winter.
[27:44] We went through a lot of our salt inventory,
[27:46] so this year we plan to purchase from two different sources
[27:49] to the state's joint bid purchase and DuPage county's
[27:52] joint bid for purchase We're looking to increase
[27:55] our annual allotment.
[27:56] Typically, we've committed 500 tons
[27:58] to each of those programs We're looking
[27:59] to increase that to 750 tons.
[28:01] This year just to refill our dorm
[28:04] and have enough at the end of the year
[28:05] to fill it back up the first of all, contract in front of you
[28:09] as the DuPage County Joint Purchase
[28:12] it allows for 80% minimum purchase.
[28:14] So we are only obligated to buy 600 tons.
[28:16] But we do have the maximum of 130% which would be 975 tons.
[28:21] Should it be another heavy winter for us
[28:24] The cost under the DuPage county program is $74.33 per ton.
[28:28] It is with Compass Minerals America staff requesting
[28:32] approval at this point of the maximum quantity of 975 tons,
[28:36] which is a cost of $72,472.
[28:39] We don't need the salt. We don't buy the salt
[28:42] but we are obligated to buy that minimum of 600 tons.
[28:46] So those recommended questions from the board
[28:49] call our office trustee Carmona Yes.
[28:53] Trustee Eltman Yes Trustee Franz Yes.
[28:56] Trustee.
[28:57] Lomax Yes.
[28:58] Trustee.
[28:58] Panicola Yes.
[29:00] That's fine Motion carries.
[29:02] The resolution is approved Number nine
[29:05] Public Works Resolution authorizes an excuse
[29:07] to purchase order with Morton Salt
[29:09] Incorporated for the purchase of 900 tons of bulk rock salt
[29:12] through the state.
[29:13] Illinois Joint State of Illinois Joint Purchase Program.
[29:15] Not to exceed amount of $79,299.
[29:18] Is there a motion?
[29:19] Emotional.
[29:20] A second.
[29:20] Second.
[29:21] A motion to second discussion group.
[29:23] So the second one is the State of Illinois contract.
[29:25] This one allows for 80% minimum and only 120% maximum.
[29:28] So it's a 600 to 900 ton commitment Now,
[29:32] the cost in their program this year is $88.11 per ton.
[29:36] Working with Morton Salt So staff is again requesting
[29:40] approval of the maximum amount of 900 tons, which is $79,299.
[29:44] And one of the things we do when we have these two contracts
[29:47] is we will always maximize the minimum cost
[29:50] and minimize the maximum cost.
[29:52] So keep that in mind as we're ordering our salt,
[29:56] we hope to order the minimum on both.
[29:57] But if we have to go over the minimum,
[29:59] we will order the DuPage County Salt
[30:00] since that is a lower unit price for us
[30:03] Any questions from the board?
[30:05] Please call the roll trustee.
[30:07] Carmona Yes.
[30:09] Trustee Eltman.
[30:10] Yes.
[30:10] Trustee Franz Yes.
[30:12] Trustee Lomax.
[30:13] Yes Trustee Panicola.
[30:14] Yes Well, she cares.
[30:17] Resolution is approved.
[30:18] Ten Resolution authorizing execution of a contract with
[30:20] Railtrack for the design and installation of the replacement
[30:23] of the Wayside Horn system, which is w h s control system
[30:27] equipment at York Road grade crossing in the amount
[30:29] of $41,040.
[30:31] So our motion to approve your motion for a second motion
[30:35] second discussion.
[30:35] Jeff Yes.
[30:36] So in 2014 we established a quiet zone here in Bensenville.
[30:39] And the way we did that was we found a way to do this.
[30:43] We side phone system instead of doing quad gates to the quad
[30:46] GATE program, which would have also established a fly zone,
[30:48] was over $2 million investment for the way aside for and was
[30:51] more of a $350,000 investment.
[30:54] It's been working for us very well.
[30:56] It is 13 years old.
[30:58] We have been having some issues with some of the components.
[31:01] Unfortunately, the original person or company
[31:03] that we bought it from has gone out of business.
[31:05] We've sold off certain sections of their company,
[31:08] so nobody makes these replacement components anymore
[31:12] So we were able to locate a nother company that is doing
[31:14] a similar type of program.
[31:16] They are able to actually replace the guts of our wayside
[31:20] for in system all the electronic components that
[31:22] are within our cabinets.
[31:24] While maintaining and keeping the horn
[31:26] itself in and the lights and the warning
[31:27] signals and things like that.
[31:29] So we were able to find them.
[31:30] They are a sole source provider.
[31:33] There are company out of Nebraska, I believe,
[31:36] called Rio, something that go by rail tack.
[31:39] The cost to replace all of the electrical components is about
[31:42] 40 just over 41,000.
[31:44] They will do all of the initial design
[31:46] for installation the follow up, the testing and everything
[31:49] for it.
[31:50] We have been having some issues where our lights are blinking,
[31:53] lights, which warn the actual conductors of the train that
[31:57] is a acquire zone.
[31:58] Have been going around us.
[32:00] We found a way to kind of rig it together.
[32:02] So it's working right now but we want to get this ordered up
[32:05] and replace as soon as possible so we don't have
[32:07] to deal with this so much longer Questions from the board
[32:12] please call the roll.
[32:14] Rusty Carmona Yes yes.
[32:17] Trustee Fran Yes.
[32:18] Trustee Lomax yes.
[32:20] Trustee Panicola Yes Motion carries.
[32:22] Resolution is approved 11.
[32:24] A resolution authorizing execution of an agreement with
[32:27] Ali Ali GM Access Technologies lLC to remove and install new
[32:31] edge to doors and then not to exceed amount of $61,500.
[32:35] Is there a motion to approve We have
[32:37] a motion on the second, second motion the second,
[32:39] we have discussion.
[32:40] Yeah So the existing four sets of electronics store front doors
[32:43] at the edge, two were put in in 1998.
[32:45] They are operating questionably at times and have exceeded
[32:49] really their useful life So we're staff is recommending we
[32:52] move into replacing these doors with new ones along with all
[32:55] the new electrical components that will control them We did
[32:58] see proposals from four reliable door firms to replace the door
[33:01] systems and access technology has provided the least expensive
[33:04] proposal in the amount of $61,500.
[33:07] So staff don't recommend approval questions
[33:09] from the board, please call the roll Carmona Yes, Trustee.
[33:16] Yes.
[33:17] Trustee Fran Yes.
[33:18] Trustee.
[33:19] Yes Trustee Panicola.
[33:21] Yes.
[33:21] That's fine.
[33:22] Motion carries resolutions approved.
[33:23] 12 is resolution authorizing execution of agreement with
[33:26] Midwest Mechanical Services to remove and replace heating
[33:29] equipment at the Public works garage and not to exceed amount
[33:31] of $285,940.
[33:34] Is there a motion in motion for a second?
[33:36] Second being motion?
[33:37] Second, we have discussion if so, the one heater that we have
[33:40] right now that heats up the entire garage, not the offices,
[33:43] but the garage portion of public works is original
[33:45] to the building and is having some issues and we cannot buy
[33:49] parts for them anymore.
[33:50] So we are looking to replace that heating system with more
[33:54] of a system that has more redundancy and a little bit
[33:58] better replacement of some of the heating system.
[34:00] So we're looking at a new system that consist of three 400,000
[34:04] BTU units within the main garage and to 250,000 BTU BTU units
[34:09] within the mechanics portion of the garage All of these will be
[34:12] tied to our building automated system and they are all energy
[34:16] efficient units will provide us with some redundancy and better
[34:19] heat distribution for our garage staff.
[34:22] Software forces from three reliable mechanical firms
[34:24] to provide their upgrades.
[34:25] Midwest Mechanical provided the least expensive proposal
[34:28] in the amount of $285,940.
[34:31] So step does recommend approval questions from our board.
[34:34] Call the roll please.
[34:36] Trustee Carmona.
[34:37] Yes.
[34:38] Trustee Eltman Yes.
[34:40] Trustee Franz.
[34:41] Yes Trustee Lomax.
[34:42] Yes.
[34:43] Trustee panicola.
[34:44] Yes.
[34:44] That's fine. she cares.
[34:45] Resolution is approved 13 is a resolution authorizing
[34:49] the execution of a purchase order
[34:51] to energies energy inc for the purchase of installation
[34:55] of controllers.
[34:56] Monitoring probes and circuit integration
[34:59] at the village's wastewater treatment plant and not
[35:01] to exceed amount of $128,700.
[35:04] Is there a motion in motion of a second accompanying a motion
[35:07] Second Joe discussion?
[35:08] Yeah.
[35:08] So staff would like to implement these real time
[35:10] analyzers into our wastewater treatment process
[35:12] right now we do a lot of lab work
[35:14] and we tweak our chemical feed systems based on one point
[35:19] in time We have the ability now with our skeeter systems
[35:23] to actually start monitoring things in real time.
[35:26] So that we don't overdose our wastewater treatment
[35:28] We don't under dose it.
[35:29] So we can stay within compliance of our permit,
[35:31] but we can also not waste a lot of chemicals
[35:34] and overdosing things because of a certain point in time.
[35:36] So these, these analyzers will allow
[35:39] us to really run our plant in real time
[35:41] and make adjustments real time automatically with our school
[35:44] system We feel this is a really good investment to make.
[35:48] It will allow a lot more automation in the system
[35:50] and a lot more efficiency with our energy, with our chemicals
[35:55] and with our staffing as well So energetics
[35:58] is our state of provider provider for about 15 years.
[36:02] And they would be the sole source that would provide
[36:05] the equipment, the installation, the integration to make
[36:08] the system work So staff is a recommends approval of this
[36:14] and $28,700 contract questions from the board.
[36:18] Please call the roll.
[36:19] Christine Carmona Yes.
[36:22] Trustee Yes.
[36:24] Trustee franz Yes Yes.
[36:27] Trustee Panicola.
[36:28] Yes, that's fine.
[36:29] Well, she carries resolution is approved.
[36:31] We're going to move on to some presidential remarks using
[36:34] the park.
[36:34] Join us tomorrow night whether permitting it since we've been
[36:38] rained out four times for the simple band

[37:08] The Illinois Secretary of State's mobile driver's service
[37:10] unit is coming to Bensenville to make it easier for residents
[37:13] to access essential DMV services the mobile DMV
[37:17] and senior resource will be held on
[37:18] Thursday, September 17, from 10 a.m.
[37:20] to Two at the Heritage Center here in Village hall,
[37:23] said Electric.
[37:24] Yesterday I had the privilege of attending
[37:26] a ribbon cutting and another new business
[37:28] coming to the Village of Bensenville consolidated
[37:30] Electrical Distributors a nationwide company.
[37:34] They moved their office to a new 135,000 square foot facility.
[37:37] At 710, Foster they signed a 20 year lease and move
[37:41] their headquarters to Bensenville.
[37:42] We've had a lot of new businesses coming
[37:44] to Bensenville.
[37:45] And as both a resident and the mayor,
[37:47] it makes me proud that others see the value
[37:49] in investing and calling Bensenville their home as we do.
[37:52] That concludes my remarks.
[37:54] Do we have a village manager's report?
[37:56] I have no report, sir.
[37:57] You have a village attorney's report?
[37:58] I have never any unfinished business come
[38:00] before the board tonight.
[38:02] None.
[38:02] Any new business?
[38:04] None Is there a need for executive session
[38:06] There is no, sir.
[38:07] A motion to adjourn their motion to have a second.
[38:09] Second, please call the roll Carmona.
[38:12] Yes, Yes Mr. Franz.
[38:15] Yes Yes Yes.
[38:19] We are adjourned.
[38:20] Thank you.
[38:20] Ladies and gentlemen
