[9:34] to provide the village with a clear data driven picture

[9:37] of where its rates stand today and what adjustments

[9:40] may be needed to maintain the quality and reliability of water

[9:44] The community expects I will now turn the presentation over

[9:48] to Director Caracci, who will walk us through the study's

[9:51] findings Thank you, Lisa As you mentioned,

[9:55] this ordinance is looking at our water and sewer rates.

[9:57] This is something that we have to take

[9:59] very seriously each year.

[10:01] Typically, we are passing through our DuPage Water

[10:03] Commission rates, which is really

[10:06] just the purchase of water.

[10:07] What we're looking at today is a very comprehensive look

[10:10] at really what it's going to take

[10:11] to continue to use to move forward

[10:14] with a very aggressive capital improvement program.

[10:17] Federal mandates that are out there for our service line

[10:21] removal we are required to remove 567 lead service

[10:26] lines in the next ten years.

[10:28] We're trying to do that in the next five years.

[10:30] We don't want to see any Led in our service in our system.

[10:33] The cost of doing that is about $14 million.

[10:36] So we took extra women's rate study very seriously

[10:40] when we started looking at some of our rate

[10:42] increases They did a good job looking at our revenues

[10:45] looking at our expenses.

[10:46] We projected our capital improvement program out

[10:49] for the next 15, 20 years.

[10:51] Looking at trying to replace these

[10:53] Led service lines in conjunction with water mains as well.

[10:57] We can go a cheaper route make Swiss cheese out

[11:00] of our roadways, but that's not really

[11:01] what we want to do We want to replace the water

[11:04] mains and the services at the same time.

[11:06] Our center part of town is really

[11:07] where most of our service lines are.

[11:09] So we have a systematic approach over the next five years

[11:12] to really get rid of all 567 of these light service lines

[11:18] Our current rate structure I'm Cory.

[11:20] If you could go to the one attachment that

[11:23] said zero rate increases the second one second

[11:27] I believe no rate increase chart.

[11:30] This is really what our projections

[11:32] will look like if we don't raise rates in in 2029.

[11:35] That line that's up there, that green line across the board,

[11:38] that's our minimum reserve.

[11:39] That's what we need to make sure by our ordinances we keep

[11:42] it our fund balance for our water and sewer rates

[11:45] at our current rate with our capital improvement program

[11:48] with the increases in water, with everything

[11:49] that we try to do to keep good safe water at our infrastructure

[11:54] and in good shape we're going to run out of money in 2029

[11:57] and we're going to start dipping down very steeply

[11:59] in the next ten years after that So we

[12:03] looked at a couple of scenarios a typical scenario that most

[12:06] people first look at is a 5% increase across the board.

[12:09] So we can go to the next one 5% increase across the board

[12:14] is going to push out that line for a couple of years to 2031.

[12:18] We're still not looking good into the future.

[12:20] So what we really want to see is that blue line at the end

[12:24] or slightly increasing off of that green line.

[12:26] That means you're collecting the money

[12:28] that you need to service your water to do your capital

[12:30] improvements to buy your water.

[12:32] And again, this is also sanitary sewer

[12:34] to keep our wastewater treatment plant

[12:36] going to make sure our little stations are all functional.

[12:38] So again, we have a very aggressive capital,

[12:40] prudent program and even a 5% across the board.

[12:43] It's not going to work.

[12:44] So what we came up with.

[12:46] And in this proposed one is a 9.5% increase

[12:49] for the first year, nine and a half

[12:51] for the second year Seven and a half for years three and four

[12:55] and a 5% for year five.

[12:57] That gives you a chart that looks in the shape

[13:01] that you really want to see it.

[13:03] The only reason why we have all this money up front right now

[13:05] is because we've done a lot of work

[13:07] in the last five years paying for a lot of our water system,

[13:10] improving with Arpa grants, with other grants that we

[13:13] have with tiffs, with sSA is things of that nature.

[13:16] Those funding sauces are about to run out.

[13:19] The EPA does offer low interest loans for service line programs,

[13:24] but that's running out as well.

[13:25] We're getting indications that those may not

[13:27] be available to communities like ourselves.

[13:29] They're giving a lot of that money

[13:30] to the rural communities and central Illinois versus giving

[13:33] them to the big collar communities of Chicago

[13:36] So we can't assume we're going to get any low interest rate

[13:38] loans zero interest rate loans, principal forgiveness or even

[13:42] grants to work on some of these projects.

[13:44] So this is a worst case, a worst case scenario proposal that

[13:47] we're bringing forward for our water Sewer rate increases We

[13:51] really think that this is what we have to do to keep moving

[13:55] forward and to provide this water to our residents

[13:58] It's our staff's recommendation that's backed up by the data

[14:01] that Baxter and Woodland put together in their water

[14:03] and sewer rate study So again, that increase is only going

[14:07] to be in the volumetric increases that you

[14:10] for volumetric water usage So if you use 5,000 gallons,

[14:14] it's that part that's being increased.

[14:16] We're not increasing the fixed rates

[14:18] we're not increasing any of the debt service rates

[14:22] or anything like that.

[14:23] It's just if you use more water, your rates

[14:24] are going to increase more.

[14:26] OK We also included in here is a 3% increase

[14:30] on our industrial commercial users

[14:32] are our pretreatment program so that won't affect the residents

[14:36] but affect our businesses as well What

[14:41] does this mean to a typical resident

[14:43] for an average resident uses 5000 gallons of water a month

[14:48] and has a three quarter inch meter.

[14:50] It's about a $10 and 46 cent per month increase per year OK,

[14:53] so $125 for the entire year for a senior,

[14:58] it's a little less than that It's $6.28 per month.

[15:01] About $75 per year.

[15:03] So again, it's it's significant, but it's needed.

[15:06] And we wouldn't bring any damages to you

[15:08] if it wasn't critically needed to keep

[15:11] our system moving forward, keep it sustainable and keep it.

[15:15] Keep our projects going forward.

[15:17] Put it kind of in perspective.

[15:19] This rate structure, a gallon of water costs about 2.6 cents

[15:22] a gallon right now.

[15:24] Milk's going for $4 a gallon So if you want to look,

[15:27] I know you're not bathing in milk,

[15:29] but still kind of a little tidbit that I wanted to throw

[15:33] in there This will have automatic increases on January

[15:37] 1st of each year.

[15:38] So the first increase won't happen until January one of 27.

[15:41] But every January one, we will automatically increase it

[15:43] by the 9 and a half, seven 1/2.

[15:45] So we have five.

[15:46] So technically, we will decrease it

[15:48] after a while It's a decreasing increase, right?

[15:52] So it's kind of like rip the Band-Aid off now.

[15:54] Yeah But we kind of have to review sustaining our water

[15:58] sewer enterprise funds.

[16:00] So staff does recommend approval of this ordinance and these rate

[16:03] increases at this time opposed to Page County's rate increase

[16:07] to pages averaging between three and a half

[16:09] and 5% over the next four years.

[16:10] And that's not the only people we're paying for water, correct?

[16:15] I mean they're paying water to the city of Chicago.

[16:18] We're paying to pay.

[16:19] So that's who we pay to purchase the water that comes in.

[16:22] But we do all of our own treatment.

[16:24] So even comparing our water rates

[16:26] to other communities in the area,

[16:27] if they don't have a wastewater treatment plant,

[16:31] you're comparing apples with oranges, right?

[16:33] So elmhurst just raised their rates last year, 25%.

[16:37] So they are the highest rated for water.

[16:40] Sewer in our area So we did we do

[16:44] have some comparables up there.

[16:46] We were third.

[16:47] We're going to be second in the water rates for our surrounding

[16:51] communities.

[16:51] But again, we also have a good quantity of light service lines

[16:55] where some of these communities are less less service line

[16:58] and replace than we have.

[17:00] So that 5,000 5000 gallon is that an average?

[17:08] It's kind of a typical standard that most people

[17:10] use for a family of 3 or 4.

[17:39] who still have them kind of isn't fair, because last year I

[17:41] might have removed somebody that would have had to pay it.

[17:44] So we do believe that there should

[17:45] be spread across all the water users at a town

[17:49] When's the last time we we raised rates.

[17:52] We did our we do pass in the pass through in 2025.

[17:57] So that was just what they raised us.

[22:48] have requested that whatever is remaining, we split it 5050.

[22:53] We're just looking for a $3 million

[22:55] commitment from the business owners.

[22:58] It would basically put the cost of the project at 4.2,

[31:30] They are a sole source provider.

[31:33] There are company out of Nebraska, I believe,

[31:36] called Rio, something that go by rail tack.

[31:39] The cost to replace all of the electrical components is about

[31:42] 40 just over 41,000.

[31:46] for installation the follow up, the testing and everything

[31:50] We have been having some issues where our lights are blinking,

[35:50] and a lot more efficiency with our energy, with our chemicals

[35:55] and with our staffing as well So energetics
