[0:50]
Thank you, Ms. Wilma, have a roll call.
[0:52]
Sure. Ms. Avelas.
[0:56]
Here. Ms. Green. Here. Ms. Joyce. Here. Mr. Lamont.
[1:04]
Here. Ms. Perry. Here. Ms. Rollhaus. Here. Ms. Wilson.
[1:12]
Here. I see her. Thank you. Vice President Heller.
[1:16]
President. President Dutley. Here. The blue field board of education will adjourn into a closed meeting to discuss the items which fall between the inception of the open meeting policy and permits the boards to have private discussions. Since it deals with the specific exceptions contained in JSA,
[1:33]
10, 4, 4, Colt, excuse me, dashboard, semicolons, specifically personnel, employment matters affecting
[1:41]
a specific perspective or current employees. May I have a motion to adjourn into executive
[1:46]
session? Motion. Second. All in favor? Thank you everyone. See you at 7.30.
[1:55]
Good evening, everyone. Thank you for your patience. As we've returned to our
[1:59]
regularly scheduled board meeting, we will begin with the hearing of the public. This is the first
[2:04]
hearing and there should be a maximum of 45 minutes for public comment. Each speaker is limited
[2:10]
to three minutes. When you come to the podium and make your comment, please state your name and hit
[2:16]
the face or the apple and your address and you can make your comment.
[2:23]
Any take us?
[2:27]
No? Okay. We will
[2:30]
move on, I will close this first here in the public and move right into our superintendent's report.
[2:38]
Sorry, I'm juggling multiple devices here.
[2:43]
Okay, welcome, everyone.
[2:46]
I am very excited to report that we had an extremely successful opening of schools.
[2:52]
We were able to kick off the year.
[2:55]
We had a very exciting convocation, which all staff participated in.
[3:00]
We had a guest speaker, Dr. Fernando Nadech, that I mentioned at the last board meeting.
[3:05]
He was fantastic, really set the bar high for us, heading into the school year.
[3:10]
We enjoyed a great breakfast that was provided by the B.A., so thank you to the B.A. for
[3:14]
that.
[3:15]
Then following day, we welcome kids back, proud to say that the cabinet, myself, my directors,
[3:21]
Vicky and myself, we made it to every building.
[3:24]
So we had all 11 buildings that we visited, the energy was unbelievable.
[3:29]
kids were excited. Teachers were happy. It was a real really good start to the school year.
[3:36]
Today we kicked off our full days, so I'm sure everyone's very tired, but very, very happy to
[3:41]
report that we had a great opening. Social media feeds have been wonderful from the schools
[3:47]
from our district account that Dr. Jen Corey manages. So please, if you don't get a chance
[3:52]
and I know having an eighth grader and a third grader myself, how is school fine? That's all you get.
[3:56]
Check out social media, you're able to put some context to what your children are experiencing on a daily basis and really get some insight.
[4:04]
Not only into the schools, but a lot of personal accounts with classrooms and things like that, so take a look and you'll be able to see some of the great things that are going on.
[4:13]
Happy to report that the new internet enabled device policy is going as well as can be expected for 6,400 kids.
[4:23]
The students have been great, they've been compliant. Obviously a few reminders are needed with anything that's new and any sort of change.
[4:31]
But we're doing really well with that and we were able to witness that firsthand and getting around to the schools.
[4:38]
Fallsports, I just was at the Girl Soccer Game this afternoon.
[4:42]
Fallsports has kicked off, we're in full tilt already.
[4:45]
We're meeting a lot of success on our fields and our gymnasiums and on the track fields.
[4:50]
So congrats and hopefully a safe and healthy and successful fall season for all of our
[4:55]
student athletes.
[4:57]
The last thing I have is just a back to school night reminder.
[5:00]
I know, first, second week of school and we're already reminding you, but I do encourage
[5:05]
families to head out to back to school nights.
[5:08]
The schools put in a ton of work.
[5:10]
The principals, the staff.
[5:12]
It's a really enjoyable night.
[5:14]
The educational staff puts in a lot of work and
[5:16]
making sure that parents have what they need for their children.
[5:21]
So you will see this.
[5:22]
We already put it out on social media,
[5:24]
but the ECC's back to school night is September 16th.
[5:29]
All the elementary are September 17th.
[5:32]
the middle school is October 1st and the high school is September 24th. We really tried not to
[5:40]
overlap because you may have children in different levels. So each one is going to be separate.
[5:47]
The only consistency is all elementaries will be on the 17th of September. So please if you can make it,
[5:53]
please head out to your child school and attend back to school light. And with that, that is it for me,
[6:00]
Thank you so much and just the same reminder and reference to the information that is being held
[6:09]
coming out on your virtual backpacks. As Superintendent Flora said we have had a successful
[6:15]
first week and now opening for the second week of school. I do want to keep your awareness
[6:21]
up on all of the events that are happening around town for our school district, our students.
[6:28]
There's so many that I can't even keep up with them, so just be on the lookout for your virtual
[6:32]
backpack.
[6:33]
I know also you're getting tons and tons of documents to sign, whether it's from the nurse,
[6:40]
whether it's from the lunch, but just continue to check those book bags and power schools
[6:44]
to ensure that all those documents are signed and sent back to your teachers.
[6:50]
Other than that, I will close the President report and move on to the hearing of some
[6:55]
sorry, the approval of the minutes. This will be the approval of the minutes for
[7:03]
executive session of August 18, agenda 6B and the both approval of the minutes for our
[7:10]
regularly meetings agenda 6A and executive session on August 18, 2026. May I have a motion for that
[7:18]
move up motion. May have a second.
[7:21]
Second.
[7:23]
Don't want to try it again.
[7:27]
Second.
[7:28]
Miss Perry.
[7:30]
Any discussion about the approval of the minutes?
[7:35]
All right, Ms. Goldman, I have a roll call, please.
[7:38]
Mr. Villas, abstain.
[7:42]
Ms. Green? Yes.
[7:44]
Ms. Joyce? Yes. Mr. Lamont? Yes.
[7:48]
Ms. Perry? Yes. Ms. Rojas? Yes. Ms. Wilson?
[7:58]
Yes. Thank you.
[7:59]
Vice President Heller? Yes. President Dutley? Yes. Thank you.
[8:05]
Moving on to our agenda for curriculum and instruction, Ms. Perry, I believe that is you.
[8:11]
You are correct.
[8:15]
Before I start my report, I just wanted to congratulate Superintendent Flores on his first official week back at school as a new superintendent.
[8:29]
It's been fun, kind of like every time there's a new leadership change, you get to see, you know, the new leader's voice and unique personality they bring to things and it's been fun kind of seeing on social media and in a various communications that have gone out just kind of like things are a little bit different.
[8:48]
And now it's somebody new and I have spoke with Jen about just like the the social media has been really amazing a lot of ramping up of things I'm seeing from the schools and from the district side so congratulations I knew I made a big time when the girl soccer captains were posing for a picture outside the high school and they invited me in I didn't think they knew who I was and then the caption was like super intent of I was I was like I made a big time because I don't my goodness
[9:17]
You're on your way to the selfie.
[9:22]
Yes.
[9:24]
Okay.
[9:25]
And so I will move on to the curriculum committee meeting that occurred.
[9:29]
Thursday, September 3rd at 430 p.m.
[9:33]
via Google Meet and in myself and Jen Corey were present.
[9:38]
I think Carrie joined later after I had already gotten off the call.
[9:42]
But we discussed the school of computing internship.
[9:48]
This is a memorandum of agreement between Montclair State University and Bloomfield High School,
[9:54]
which will allow college students to complete a one semester unpaid internship with the IT team.
[10:02]
So Jen and I discussed a lot about the mutual benefits of this program as both as a learning
[10:07]
experience for the students and also learning experience for the IT team because obviously
[10:12]
young students are always coming with fresh ideas and knowledge that we could also learn from.
[10:18]
So it was an exciting new program. We also discussed the MOU with St. Peter's University
[10:23]
and Bluefield Schools for student teaching. So this will bring us a batch of new student teachers
[10:28]
to our classroom in the schools and it's always good. I think my son currently has a student
[10:35]
teacher in his classroom, and he was all excited to see her just a new face in the building,
[10:40]
so it's great to have extra hands in the schools and be able to have these type of programs.
[10:46]
And then the last thing we discussed is the NJSLA scores. These will be delayed until December.
[10:52]
I believe the DOE is just going through some calibration on there and because there was a new format
[10:58]
with the testing and so that is not going to be coming out as usual and so no official communication
[11:07]
from the DOE has been released in terms of like two parents but parents should be getting
[11:14]
a notification from our director of student achievement soon just letting people know that
[11:21]
is happening and just giving updates about the testing calendar.
[11:27]
And so in the meantime, while we're waiting for those scores,
[11:30]
we still do have plenty of screeners and assessment data
[11:33]
from all of our in-house testing that will be able to give us
[11:36]
what we need to be able to place the students appropriately.
[11:40]
And that is all that we discussed.
[11:44]
So with that, I will move items A through F.
[11:54]
Second, is there any discussion?
[12:00]
Ms. Guo, may I have a roll call please?
[12:02]
Mr. Villas?
[12:04]
Yes.
[12:05]
Ms. Green?
[12:06]
Yes.
[12:07]
Ms. Joyce?
[12:08]
Yes.
[12:09]
Mr. Lamont?
[12:10]
Yes.
[12:11]
Ms. Perry?
[12:12]
Yes.
[12:13]
Ms. Rojas?
[12:15]
Yes.
[12:16]
Ms. Wilson?
[12:19]
Thank you.
[12:20]
Vice President Heller?
[12:22]
Yes, but I have seen an item be.
[12:27]
Okay, President Dottley.
[12:32]
Yes.
[12:32]
Thank you.
[12:33]
Move on to finance and facilities.
[12:38]
Ms. Viviana Rulaz.
[12:43]
Thank you, President Dottley.
[12:45]
So on Wednesday, September 2nd,
[12:47]
we met through Google Meet.
[12:51]
Myself, Mr. Heller, Mr. Lamont.
[12:54]
President Dottley, Ms. Hannah and Ms. Guo.
[12:58]
Ms. Hannah provided the following facility project updates.
[13:01]
Group Dell HBAC project, we are pleased to report that the cooling system started in time for school opening and the contractors are wrapping up the project.
[13:14]
Demors Boiler and HBAC UB installation near to completion, shelving and Boiler installation
[13:21]
are ongoing, OGOPU, HBAC is 90% done, Franklin and Furbule for review windows, installation
[13:30]
is completed and shade installation schedule for next week, for Franklin and the 28th for Furbule.
[13:42]
and Ms. Guo discuss the following resolutions with the committee,
[13:48]
the approval of the position of the funds for the 27 federal ESEA program,
[13:56]
a partition of Title I funds will be used to cover the salaries for certain interventionist
[14:03]
and a portion of Title II funds will be used to cover 50% of the salaries for math and ELA coaches.
[14:10]
and the approval of Berkeley HVAC project chart change order number three to cover the
[14:18]
cause of in court for unforeseen conditions, not included in the bit specification.
[14:25]
Ms. Wall also shared that with the committee that allowance adjustments request for the
[14:31]
BC project at Oakview, school to pay for four circuit breakers for condensing units for a total
[14:41]
approximate of $5,300. This project has a total allowance of $446,000. We anticipate having approximately
[14:56]
$420,000.
[15:00]
Members remaining at the completion of the project to go back to the Capitol Reserve for future projects.
[15:06]
That's amazing. Thank you, Ms. Guo.
[15:10]
Thank you.
[15:11]
And with that, I would love to move items A through J.
[15:18]
Is there a second?
[15:22]
Any discussion?
[15:24]
Yes, Mr. Heller.
[15:25]
Thank you, President Dudley.
[15:27]
Thank you, Ms. Rohas, for the report, and I think we should really point out that it's
[15:35]
amazing that we have a report of an anticipated change to the cost of a project resulting
[15:44]
in $420,000 that will allow us to undertake other projects that's after our meeting
[15:53]
weeks ago where we actually formalized another change in a reduction of $203,000 of expenditures
[16:02]
that allows us to address unforeseen conditions that allows us to address things that weren't
[16:09]
originally in the scope such as windows that are not necessarily easily visible but do have
[16:18]
impact on the aesthetics of the building. So I'm really happy to see that for all of the
[16:27]
rebitting that we have to do on some of these projects that they're actually turning out
[16:33]
to be less costly than we expect it originally.
[16:39]
I mean we have the discussion. I just want to say also thank you to all the support that
[16:45]
well, they've given us, but for the contracts that we have, we're doing with the buildings
[16:51]
and getting especially some of our schools specifically, fair view with their windows and
[16:59]
Franklin, we really thought that we weren't going to be able to move forward to the first
[17:04]
day of school and not only did we, we were able to get them done earlier. So I want to say thank you
[17:08]
to the Finance and Facilities team as well as the contractors, we were able to make that happen
[17:14]
and clean up before the first day of school. That's coming from in March. If there are any issues,
[17:20]
please make sure that you are reaching out to us so that we can make Ms. Quill and her team available.
[17:27]
That way we can ensure that everyone is safe in our buildings and outside and around our buildings.
[17:33]
Can I? Can I? Whoa. That's loud now. Yeah, whatever you want. I think it's better.
[17:36]
Go right ahead. Scared me. It's like, oh, talking to myself.
[17:41]
I mean, I need to make, just to add to that, really want to thank everyone, because if
[17:48]
you've ever had construction in your own home, it's inconvenient, it takes longer, there
[17:53]
may be costs that go in the right direction or the wrong direction, so really, thank you
[17:58]
to the community for understanding we've gone through it at a number of our schools.
[18:03]
Just want to remind everyone it's for the better, right?
[18:05]
going to have full HVAC, window replacement. If you've taken a drive around town and you've
[18:12]
seen what the buildings look like and if you had the chance to be in some of these schools
[18:15]
that are newly implemented with air, it is a life changer. It is unbelievable not to mention
[18:20]
the aesthetics of the outside building. You have the older buildings with the brand new windows
[18:25]
and it's really popping. So thank you for everyone's patience. The custodial staff was nothing
[18:30]
sort of amazing. When Vicki and I did our walkthroughs, we said in a couple of schools like,
[18:36]
I don't know how we're going to open effectively and like magic. It was unbelievable. Parents
[18:42]
in the community for being understanding and maybe in communion, maybe in a walkway,
[18:46]
maybe somewhere, but understand the greater good, your kids are going to be in a better environment
[18:50]
for that. And obviously this staff who has to have tremendous patience, their room maybe overturned.
[18:57]
another day may look different because they're putting in new events and things and you're
[19:01]
trying to teach and instruct and they've been nothing short of amazing so everyone I think
[19:06]
understands the bigger picture which is the long goal is to have fully Tracy and window replacements
[19:12]
for all but having the patience to get there and being understanding is much appreciated from
[19:17]
our end on behalf of the board. So thank you.
[19:25]
Let me do the one that says the
[19:31]
Yes, Ms. Green. Yes. Ms. Joyce. Yes. Mr. Lamont. Yes. Ms. Perry. Yes. Ms. Rojas. Yes. Ms. Wilson.
[19:46]
Vice President Heller. Yes. President Dudley. Yes. It is not.
[19:53]
Moving on to personnel and management, and that would be Ms. Scrain, our sixth-scree chair.
[20:00]
For Demerus, thank you.
[20:02]
For Demerus, thank you.
[20:05]
So the Personnel Committee met on September 3rd, 12 p.m. via Google Meet.
[20:15]
In attendance was myself, Ms. Avelas, Ms. Wilson and Dr. Pearce, and so we started off.
[20:21]
We kicked off the meeting with the Admin Retreat and New Teacher Orientation.
[20:26]
Dr. Pierce review the activities that took place the week before school open for administrators
[20:32]
and new teachers, which included state mandated trainings, which are trainings that must be done
[20:39]
every single year for both groups as well as introductions to teacher introductions to districts
[20:47]
staff for the new employees.
[20:51]
The new teacher group was already energized and appeared
[20:53]
to be an excellent addition to our district faculty.
[20:58]
We then moved into new reporting responsibilities.
[21:02]
The group discussed the somewhat confusing nature
[21:08]
of this new reporting for non-public students
[21:11]
in light of new requirements for the 27, 28 school year.
[21:16]
And the effect on personnel wasn't really clear, but may require adding duties to existing personnel or even adding staff somewhat down the line.
[21:27]
And so, new requirements come out from, we know the Department of Education and so, we just have to wait and see as we get closer to the date to see exactly what the responsibilities and the requirements are for non-public.
[21:46]
students. Then we moved into staffing status. We just wanted to mention that the district was
[21:52]
able to fill the vast majority of its openings prior to the start of the school year, including
[21:58]
leave of absences. One position is yet to be filled for a late resignation, and the teacher remains
[22:07]
in class here, while the search is conducted for a replacement. Also, we had our draft of current
[22:15]
that vacancies as well as personnel board drafts, and then we just had an additional item we
[22:22]
wanted to discuss,
[22:25]
which I've been advocating.
[22:28]
Thank you, Dr. Pierce.
[22:30]
It's not quite what I asked for, but I think it's actually a good addition. So report cards and potentially other other documents are now available in the parent portal for all grades.
[22:44]
But Kate of five students will still have report cards emailed this year, but all parents will have access to download every port.
[22:52]
report cards from the portal any time after they are posted so after when we get to six
[22:58]
great and beyond report cards and that emailed out similar to Kate a five but with the addition
[23:05]
to power school parents can now download a PDF version of the report card which is really amazing
[23:12]
so thank you so much and with that I would like to move that concluded our meeting and I would
[23:19]
to move agenda items 9a through 9ol. Second discussion. I just want to say not a huge one,
[23:33]
but congratulations to the D-shad, like you have advocated for that for the top of the report
[23:40]
cards in phara school for at least two to three years and it's always been something that has been
[23:48]
at the top of your reader, and you continue to know at it.
[23:51]
Not just for yourself or other parents, for the convenience of ensuring that they have access
[23:56]
to their children's grades, and it seems like something small, but something small that
[24:02]
can affect our entire district, is actually a huge one.
[24:05]
So I just want to say thank you and congratulations to, for heading that up for not just me,
[24:11]
not just you or people on the board, but our entire district and our parent and community.
[24:16]
so thank you again. Anyone else have a discussion?
[24:22]
What's the hell that?
[24:25]
Just remember that the district code for power school is Frank Frank David Thomas F. F. D. T.
[24:33]
And if you expect to receive your K through five report card via email, you have to make sure your email is actually up to date and power school.
[24:42]
Yes.
[24:44]
I can't stress that enough.
[24:47]
I see Dr. Pierce given us the double thumbs up because all too many times parents assume
[24:54]
that everything is correct and up to power in power school and maybe a life event or something
[25:00]
changed and all of a sudden you're not receiving important notifications.
[25:05]
So if you do anything, do a quick check on power school, make sure your information is updated,
[25:09]
make sure a number or numerical number is in off on your phone number, your email, you know,
[25:16]
the periods in the right place because all too many times we'll get a complaint that we're not
[25:21]
receiving information, then we look behind the curtain and something is just a minor error or
[25:26]
mistake and that's why. So do check your power school settings, do check that your information is correct.
[25:32]
It is vital to get the information.
[25:38]
Roll call, Ms. Well?
[25:41]
Mr. Villas?
[25:42]
Yes.
[25:43]
Ms. Green?
[25:44]
Yes.
[25:45]
Ms. Joyce?
[25:46]
Yes.
[25:47]
Mr. Lamont?
[25:48]
Yes.
[25:48]
Ms. Perry?
[25:50]
Ms. Rollhouse?
[25:52]
Yes.
[25:53]
Ms. Wilson?
[25:56]
Vice President Heller?
[25:58]
Yes.
[25:58]
But I have staying on item L and congratulations to the two members of our staff who got degree changes this time around.
[26:08]
President Duffman.
[26:12]
Moving on to agenda item number 10 policies and regulations, resolve that the Bloomfield Board
[26:17]
of Education upon recommendation of the superintendent and the superintendent's schools
[26:22]
approving adopt upon the second reading of the following policies.
[26:27]
Policy 2, 4, 3, 1, 8, 5, 5, 5, 5, 5.
[26:32]
It's varsity letters and inter-scalastic extra-corriculum activities and policy number 5, 5, 5, 1, 5,
[26:39]
student use of internet-enabled devices.
[26:42]
Motion to a full second read of policies.
[26:46]
Second, second.
[26:48]
Any discussion?
[26:50]
Ms. Quill, can I get a roll call please?
[26:52]
Ms. Avilleis?
[26:54]
Yes. Ms. Green?
[26:55]
Yes.
[26:57]
Ms. Joyce?
[26:58]
Yes.
[26:59]
Ms. Lamont?
[27:00]
Yes.
[27:00]
Ms. Perry?
[27:01]
Yes, Miss Rojas. Yes. Miss Wilson.
[27:08]
Vice President Heller. Yes. President Dudley. Yes.
[27:14]
We'll move on to the second hearing of the public. For this second hearing of the public,
[27:19]
there again should be a maximum of 45 minutes for public comment. Each speaker is limited to three minutes.
[27:26]
And this portion is dedicated to non agenda items only.
[27:29]
Do we have any takers for the second hearing of the public?
[27:37]
Thank you.
[27:37]
I will close the second hearing and move down to agenda item number 12, which would be updates
[27:44]
for delegate at Hock Committee reports.
[27:47]
Mr. Haller.
[27:49]
Thank you, President.
[27:50]
Dudley, just a reminder, the townwide shredding event will take place on September 19th
[27:55]
at Plasky Park.
[27:57]
that's on Mount Vernon Avenue,
[28:00]
and they will collect reusable bags that get donated
[28:05]
to Tony's kitchen and the Manofood Distribution here in town.
[28:11]
Oh, it's from 9 to 12.
[28:13]
Bring your Bloomfield ID.
[28:15]
We only take Bloomfield recycling.
[28:22]
Anyone else?
[28:29]
Michelle Hath?
[28:30]
Thank you, President Dunley.
[28:32]
I just wanted to mention that this month we celebrate his manic heritage month that goes from September 15 to October 15.
[28:43]
Many people don't know why we celebrated.
[28:46]
We celebrate his manic heritage to honor the history and cultural contributions of people of Spanish roots, like Spain,
[28:54]
Mexico, the Caribbean, Central, and South America, and they chose September 15 through October
[29:01]
15 because five countries got their independence on September 15.
[29:11]
They got their independence the same day, but because there were no cars during that time,
[29:17]
There was a horseman going with a lantern and some countries celebrate
[29:24]
school like the lantern lighting. I know they do it in Costa Rica because one of my family members
[29:30]
is throwing a party of that soon. And countries like Costa Rica, Salvador Guatemala, Hondura,
[29:37]
Nicaragua, Mexico, and also Chile, celebrate their independence on September 15 through the 18th.
[29:46]
And we have Hispanic heritage and other heritage months because Black History Month,
[29:54]
Black Heritage Month. That's the reason why we're able to celebrate those heritage in this country.
[30:00]
No, I just wanted to share that. Thank you, Mr. Roberts.
[30:04]
Can't wait to celebrate, so I'll always go. Just a few updates of September 27, the back-to-school
[30:15]
will be at, it will be a back-to-school celebration for our LGBTQ pride community.
[30:22]
we have worked with them within the last year, actually last two years and it has been an amazing
[30:31]
process working with them in our schools within our community and they will be doing their annual
[30:37]
back to school event on the 27th and I believe it's at Riceville, I believe. Yeah, I believe it's at
[30:48]
It's been a pleasure working with the group, working with parents, advocating and they have
[30:55]
definitely brought real change in our school district and again, we're going to long
[30:59]
side then to make it happen. It has been our honor. It has definitely started off as a
[31:04]
post-slope place, but we got there and we're going to continue to move forward with them. So I look forward
[31:09]
to also being a part of that celebration and that ceremony on the 27th along with everyone else
[31:16]
that has sponsored the event.
[31:18]
In addition, I do want to thank Chief Richie, as well as the Bloomfield Police for helping
[31:25]
us this week with our opening of school as well as last week.
[31:30]
So this is the first year that I had to do drop off at the high school.
[31:34]
I know the middle school was always crazy, elementary, it's so much going on in the morning
[31:40]
and our school district between the hours of 7 30 and 9. I will tell you between the Carson
[31:47]
Guards and our town police department we are really really grateful for the support that
[31:54]
they give us during the morning as well as in the afternoon so I just wanted to say thank
[31:59]
you for that. And next we have, unless there's any other discussion, a German.
[32:07]
real quick reminder I guess there is something else
[32:11]
Joe there is no school September 11th
[32:14]
episode so do there wasn't any school
[32:16]

[32:19]
so this Friday there will be no school and
[32:21]
observance of the holiday
[32:23]
um I'll
[32:26]
let you know I think it's off
[32:28]

[32:31]
