[9:25] Good evening. Fire prevention week. October 5th through 11th of 2026. Whereas the Village of Bolingbrook is committed to ensuring the safety and security of all those living in and visiting our Village.

[9:52] And whereas fire remains a serious public safety concern both locally and nationally, and the presence of lithium-ion batteries in many household devices introduces unique fire risks. Whereas most of the electronics used in homes daily, including smartphones, tablets, laptops, power tools, e-bikes, e-scooters and toys are powered by lithium-ion batteries, which, if misused, damaged, or improperly charged, can overheat, start a fire and explode.

[10:27] Whereas the National Fire Protection Association, NFPA reports an increase in battery-related fires, underscoring the need for public education on the safe use of lithium-ion batteries. And Whereas residents should follow three key calls to action: buy only listed products, charge batteries safely, and recycle them responsibly to prevent battery-related fires.

[10:59] Whereas lithium-ion batteries store a large amount of energy in a small space and improper use such as overcharging, using off-brand chargers without safety certification or exposing batteries to damage can result in fire and explosion. Whereas the proper disposal and recycling of lithium-ion batteries helps prevent environmental hazards and reduce fire risks in the home and community.

[11:26] Whereas the Village of Bolingbrook first responders are dedicated to reducing the occurrence of fires through prevention, safety, education, and community outreach. Whereas the 2026 Fire Prevention Week theme "Charge Into Fire Safety- Lithium-Ion Batteries in your Home" serves to remind us the importance of using charging and recycling lithium-ion batteries safely to reduce the risk of fires in homes and communities. [14:01] Whereas the Friends of Fountaindale Library have supported the mission of Fountaindale Public Library District for 45 years. And whereas the Friends of Fountain Dale library raised funds to provide resources for programming equipment, support for reading programs, and special events throughout the year.

[14:23] Whereas the work of the Friends continually highlights that our library is the hub of the community, providing opportunities for all to engage in the joy of lifelong learning and connecting with the thoughts and ideas of others.

[14:47] Whereas the friends make reading accessible to the community by gifting free books as prizes in the library’s reading programs, whereas the Friends host two successful book sales per year and provide affordable books to the community by running the Nook and the Bookseller. [16:39] Our Bolingbrook Deputy Chief, Bolingbrook Fire Department Deputy Chief Brian Gaston, in successfully completing the National Fire Academy’s Executive Fire Officer Program. How many of those exist? 176 in Illinois. 176. It’s a rigorous two-year professional development program, focuses on leadership, organizational effectiveness, and the complex challenges facing today’s fire and emergency services.

[17:11] Your achievement reflects your continued commitment to professional growth, leadership, and outstanding service to the Bolingbrook Fire Department and our community. We are extremely proud of your accomplishment and hopefully you’ll continue. And I’m sure there’s more classes that you’re going to find and more more degrees that you’re going to want to earn. June 2026 Motor Fuel Tax- $268,389.77 a 2.4% decrease from one year ago. July 2026 Motor Fuel Tax- $287,250.51, a 1.3% increase from one year ago.

[19:38] June 2026 State Administrative Fee- $42,591.09. Next we have items on our Consent Agenda. What that means is items that are similar. We put them all together to have the Board vote on them at one time, instead of going through them for each individual item. Um, with its vote. Before we proceed.

[20:05] Trustees, is there anything that you would like removed from the Consent Agenda? No. All right. Resolution (26R-116) Approving the Proposal of American Veterans Solutions, LLC for replacement tree planting. Forestry Division removes approximately 300 to 500 trees annually due to age and disease.

[20:42] Proposal includes supply of 300 trees, labor, mulch, initial watering and one- year warranty with final turf restoration. The total cost is not to exceed $133,500,00. Which is $65,500.00 below the budgeted amount of $200,000.00. This has been reviewed and recommended for approval by Public Services and Development Committee. Resolution (26R-117) Authorizing the Purchase of Bulk Road Salt through the State of Illinois Joint Purchase Master Contract.

[21:16] Lucas, I don’t like talking about salts. I need it. Boy, it's used. Road salt is used for snow and ice removal. State solicited for bids. Morton Salt offered the best price at $88.68 per ton.

[21:46] Village is required to order 100% of 4200 tons, and can purchase up to 120% of that same price per ton for the same price per ton. Total cost is not to exceed, if we utilize 120% or 5,040 tons at at $446,947.20 which is $46,947.20. at $446,947.20 which is $46,947.20. Right over the budgeted amount of $400,000.00. So we’re over budget by close to $47,000.00, if we utilize 120%. That's not gonna happen, right, Lucas? LUCAS RICKELMAN: Correct. MAYOR BASTA: Good. Thank you.

[22:23] LUCAS RICKELMAN: 119%. This has been reviewed and approved by Public Services and Development Committee. Next Resolution (26R-118) Approving a Master License Agreement for Fiber Optic Installation with Ripple Fiber Illinois, LLC. Ripple Fiber provides fiber optic infrastructure for internet and phone service. Master License Agreement regulates the installation and maintenance of infrastructure in the Village right-of-way.

[22:51] This has been reviewed and recommended for approval by Public Services and Development Committee. Resolution (26R-119) Approving Change Order #1 to Builders Paving LLC Agreement for Annual Streets Resurfacing. Builders Paving was approved on 6/16/26 as the lowest bidder for annual street resurfacing at $4,845,482.00.

[23:24] Additional streets in the Bolingbrook Golf Club were added due to the low price. Total cost of Change Order #1 is not to exceed an additional $1,300,000.00. This was something that was going to be in next year’s paving contract, but because of the low cost, we were able to get it into this year’s. Reviewed and recommended for approval by Public Services and Development Committee.

[23:49] Resolution (26R-120) Authorizing the Purchase of OpenGov Software Subscription for 2026 through 2027. OpenGov software is used for permitting and licensing. The contract period will go from 10/15/26 to 10/14/27. Total cost is not to exceed $85,605.52, which is $14,394.48 under the budgeted amount of $100,000.00.

[24:28] This has been reviewed and recommended for approval by the Finance Committee. Resolution (26R-121) Authorizing the Purchase of Office 365 Subscriptions through NobleTec, LLC. NobleTec is a Microsoft Cloud Solution Provider. Office 365 provides office apps, cloud storage, collaboration tools, and features. Total cost for the year not to exceed $55,438.76, which is $34.60 under the budgeted amount of $55,473.36.

[25:13] This has been reviewed and recommended for approval by the Finance Committee. Resolution (26R-122) Approving the Proposal of Technology Gateway for Low Voltage Data Cable at the Bolingbrook Golf Club Practice Facility. The low voltage/data cabling will enable the golf simulator at the Bolingbrook Golf Club practice facility. The cost is not to exceed $82,318.81, which is $7,681.19 under the budgeted amount of $90,000.00.

[25:49] This has been reviewed and recommended for approval by Public Services and Development Committee. Resolution (26R-123) Approving the Payments to Axon Enterprise for Law Enforcement Hardware, Software and Services for the remaining contract term. The Village previously authorized a five-year contract with Axon, but only authorized payment for the first contractual year.

[26:15] Contract price for year 2026, 2027, 2028 and 2029 is 6,500... six thousand fifty... Sorry, $656,291.59 per year. Um, this is for all the body worn cameras, the dash cams, the interview rooms, all of these, uh, the recording license, tasers. Axon I found out today, by the way, is the only company that bundles everything.

[26:57] So if you move away from Axon, you can get the stuff, but it would be from different companies. So by bundling this everything together, we were able to save. Five year cost is... [OFF CAMERA} 300... Total five years savings $387,611.36. So approximately 12%. Reviewed and approved recommended for approval by Public Services and Development Committee.

[27:34] Now we move on to Ordinances. (26-030), Amending Certain Sections of Chapter 10 Buildings and Construction of the Code of Ordinances of the Village of Bolingbrook to Update and Modify Building Code Regulations, Electrical Regulations and Swimming Pool and Spa Regulations. Updates Village Codes to incorporate the 2024 versions of the International Building Code.

[28:07] International Residential Code, International Mechanical Code, International Fuel Gas Code, International Swimming Pool and Spa Code, and International Existing Building Codes. Updates the Village Electrical Code to the 2023 National Fire Protection Association National Electric Code, and includes Village-specific amendments. This has been reviewed and approved by Public Services and Development Committee.

[28:38] Ordinance (26-031) Approving a Special Use Permit for a Planned Development with Variances, A Final Development Plan, and a Final Plat of Subdivision on the Northeast Corner of Reagan Boulevard and Naperville Road. This grants a special use permit for a 24 unit age-restricted single- family community with variances to minimum lot size and measurements, bulk requirements, and design standards.

[29:07] The ordinance also approves the final plat of subdivision and final development plans. This has been reviewed and recommended for approval by the Planning Commission. Next, Ordinance (26-032) Approving a Special Use Permit for the Museum located at 639 East Boughton Road, Suite 160. (Bolingbrook Arts Museum.) This is at The Promenade.

[29:34] This grants a special use permit to operate a museum in the B-2 zoning district. Bolingbrook Arts Museum is an arts-centric organization offering educational, cultural, and community programs for all ages and holds a collection of over 1000 pieces of historic, contemporary, and local artists. If you have not been to the Bolingbrook Arts Museum, it’s definitely worth going out.

[30:03] And I believe they have activities, right, Lucas? LUCAS RICKELMAN: A lot of the activities around us and center around free classes for kids. MAYOR BASTA: Love it. We have young artists. I tried my hand at art yesterday. It didn’t work out very well. At least I could say I tried.

[30:20] This has been reviewed and recommended for approval by the Plan Commission. Next, Ordinance (26-033) Approving a Special Use Permit for a Commercial School (Tutoring Center) located at 562 West Boughton Rd. (Al-Issra Seminary) Grants a special use permit to operate a commercial school in the B-2 zoning district.

[30:48] Al-Issra Seminary provides educational services to individuals 16 years of age and older who are pursuing an online seminary education and studies. Provides a broad range of courses, including general education, language instruction, personal development, leadership courses, and religious studies. This has been reviewed and recommended for approval by our Plan Commission.

[31:18] Ordinance (26-034) Approving a Special Use Permit for a Day Care at 400 North Schmidt Road, Suite 100 and 102. Yogi (Yoshi) Bear Academy. This has been a long time in the works. Thank you for being here. OFF CAMERA: Thank you. Grants a special use permit to operate a day care in the B-2 zoning district. Yogi (Yoshi) Bear Academy would provide daycare services for up to 24 children with up to four employees from 6 a.m.

Um, Saturday, October 12 at 12 noon is the kickoff. And this is the Pink Walk. And the whole purpose behind this is to raise funds for cancer.

[33:04] Uh, folks who are dealing with cancer, trying to beat it. Folks who have survived it, trying to continue treatment. And the greatest thing about this is that all the funds raised stay in the local community. So, um, and they’re going to have merchandise available.

[33:27] And 100% of the sales are going to go directly to the funds raised for the event. So I think all of us, unfortunately, know either someone who, well, fortunately, knows someone who has dealt with it and survived and also know folks who have dealt with cancer and not survived. So it’s a great cause. And the better.

[33:44] You know, the best part about it is all the funds are local. Advantage Chevrolet, if you’re not familiar, is on the south west frontage road. So along I-55 and um, you can look up more information at their website. Uh, I think it’s Advantage Chevrolet BB or just look up Google or search Advantage Chevrolet in Bolingbrook.

[34:09] And I talked to the team recently and they’re really excited about hosting this event. And uh, hopefully many people can come out and participate in it. That’s it. Thank you. [37:46] Their fundraising event will be on October 7 from 5 pm to 9 pm, and that is held at Star Cinema Grill at the Promenade, um on October 10, The Bolingbrook Art Museum is having their annual gala this year. It is in town at the Holiday Inn in Bolingbrook from 6 to 10 p.m.

[38:06] all of these organizations are great, but they’re only as great as the people who support them. So please make an effort to. Whether you’re a business owner or family community member, other non-profit organization. We all need to support each other.

[38:27] Uh, especially as the holidays are coming around, you’re going to see more and more people that need help, need support. And we know that our community will step up.
