[8:19] So, I'm here to present the uh first quarter of the new fiscal year for the

[8:26] uh town of Bonacord. Um, this time I did switch it up a little bit. I did more

[8:31] dedicated Bonicore stats. So, it actually represents a more uh detailed

[8:36] environment as to what's going on in Bonicord

[8:39] than in what we did in the past. Sometimes we did more of Sturgeon County

[8:42] look. >> Uh, but just a quarter at the glance. Uh

[8:46] for this quarter we actually had some an error is 60 police files for the bon

[8:50] court addresses in quarter 1. uh we had a overall total reduction in criminal

[8:56] code year after year 32% and for the reduction reduction in property offenses

[9:02] year-over-year is 33 uh% reduction

[9:08] through the community served we go uh into town of Warville Alexander First

[9:12] Nation town of Gibbons Sturgeon County town of Bon Court and town town of Lau

[9:16] and that is continuous 247 poling for a personnel [clears throat]

[9:21] breakdown we We have one staff sergeant which is currently vacant. Um, staff

[9:25] sergeant McDonald has officially retired as of the beginning of August. Um, one

[9:29] sergeant. We have five corporals, 19 constipals and that's including the SRO

[9:34] position. We have four uh public service employees, four town of Morville

[9:39] full-time employees, five town of Morville casual and one reserve as

[9:44] console and he is uh currently actually retired himself. Uh, we currently had

[9:49] console Valentine. He transferred out uh this past week. He's going to Redard

[9:52] Detachment. Uh like I mentioned before, Staff McGungle has now officially

[9:57] retired. We currently have four members who are off duty sick. Uh one member

[10:02] just came back uh to graduate return to work and we have one leave without one

[10:07] member on uh parental and she'll be taking uh going on another LWP for 5

[10:13] years to do uh care and nurturing for her family.

[10:17] for the policy priorities. Uh you guys are probably well aware uh of these but

[10:22] uh we had selected crime reduction and that's uh overall to reduce autotheft

[10:27] break and enter domestic assaults and assaults committed by youths. We found

[10:31] the previous uh fiscal year we realized that domestic assault was still uh

[10:35] increasing and it see it deemed to be a pretty severe um

[10:41] u um just it's severe in in our area and we want to actually try to uh bring

[10:49] better awareness um and obviously uh charge those that are uh committing

[10:55] those those crimes and also the assaults committed by youth. We found that in the

[11:00] schools uh our youth crimes were actually going up slightly. Our second

[11:05] priority was traffic safety and that uh was to reduce the collisions resulting

[11:10] in injuries and fatalities last year. Weather is related uh whether it was

[11:14] weather related or not. We did see an increase in our uh injury collisions as

[11:19] well as our fatal collisions. Uh so we're going to obviously try to manage

[11:23] that uh for this upcoming fiscal year. Our police visibility. So increased

[11:27] visible police presence and positive community contact. And our fourth

[11:31] priority for the fiscal year is First Nations policing and overall uh crime

[11:35] reduction on Alexander First Nation. For the crime reduction like I said is

[11:40] to reduce uh reduction autotheft uh breakers, domestic assaults and assaults

[11:45] committed by use. Uh the three initiatives that we did um are taking

[11:50] place is targeted GIS investigations. So that is ongoing targeted investigation

[11:54] into property crime, notable break-in enters and vehicle thefts across the

[11:58] detachment area. Our prolific offender management is uh documented offender

[12:03] checks with priority on property crime offenders and we're seeking uh 12 of

[12:07] those checks. Um and for uh the other initiative is partner in school

[12:12] engagement. So we're going to work with family community services, the Jessica

[12:16] Martell Foundation and local schools on domestic violence and youth uh crimes.

[12:24] for the priority two traffic safety are we have four uh we actually just have

[12:29] sorry the two initiatives one is a joint traffic project so quarterly projects

[12:33] with the Alberta sheriff's municipal enforcement and military police as well

[12:36] as during county enforcement as well and so far uh for that uh we have uh two

[12:42] joint traffic uh projects have been completed with the county municipal

[12:46] enforcement and we were targeted uh speed and distracted driving and the

[12:51] public safety. The other initiative is the public safe driving messaging. Uh so

[12:56] uh I'm putting out monthly traffic priorities with a minimum of one public

[13:01] bulletin issued each quarter. And so far in quarter one actually issued two ra

[13:05] bulletins issued. Um one was dealing with the summer child road safety and

[13:10] graduation safety for the town of Warrenville.

[13:16] the police visibility in action. Um we had 107 uh for quarter one positive

[13:23] tickets issued. Um we also had coffee with a cop. We had sessions held at

[13:27] Caloo Hall and the Mayo Hall during that quarter. Uh I provided uh several

[13:32] municipal council updates. Uh that was to search county given Bonic Court and

[13:36] Lal councils. Um we're starting back the weekly activities uh summaries for on

[13:43] the raid program uh in notifications going out and that uh made my commanders

[13:48] aware that we want to uh pro promote uh better awareness for things going on in

[13:54] in everyone's community. uh and obviously the monthly updates to

[13:57] municipalities. uh the R Sturgeon rural crime crime

[14:02] watch. Uh we I've attended a few of the crime watch board meetings and again

[14:07] like I said positive ticketing program 107 tickets have been issued

[14:12] for the safe communities collaboration um that's working with the um surgeon

[14:18] county um and that's through touchpoint meetings coffee with a cop rural crime

[14:23] watch monthly huddle meetings uh the party program which was done in April

[14:32] And priority four is the First Nations policing. Um long-term proactive

[14:38] investigations is going to be initiative and regular communications. Um so far

[14:43] for the progress of Q1, we've had long-term investigation concluded. Uh

[14:47] there was a search warrant executed and charges laid on residents flagged by the

[14:51] community of Alexander First Nation. uh we provide uh monthly updates uh to

[14:57] Alexander First Nation throughout the quarter in regards to what is being uh

[15:01] taken place on their reserve and that also encompasses weekly updates. So

[15:06] every week on Monday I actually send out a weekly update as to what we've done on

[15:11] on the reserve. So for the crime statistics for the

[15:16] Bonic Court, [snorts] uh total uh we had was 60 files for Bonic Court. Uh 19 of

[15:23] them were criminal code offenses uh compared to 36 [clears throat] the

[15:27] previous uh year. Uh so that's down actually 47%

[15:32] of criminal code offenses. Uh personal offenses, uh we've gone down to nine

[15:36] compared to 10. Property offenses, we had gone down to nine compared to 17 in

[15:42] the first quarter of the previous year. Again, that's 47% change. Depth of motor

[15:47] vehicle, we had one. We had zero break and enters for the uh Q1. Frauds

[15:52] remained the same at four. Uh the mental health and well-being, which we do see

[15:57] an increase majority of the time. Uh we actually had six only for uh quarter 1.

[16:02] Uh so that's a reduction of 40% compared to the year-over-year from the previous

[16:06] fiscal year. And traffic collisions, we had nine compared to eight.

[16:14] What we see is uh some trend drivers uh for the property crime. You see a

[16:19] reduction of 47%. Uh there were like I said there were no breaking energy

[16:23] record in bon court this quarter against uh two the year before. Uh no possession

[16:27] stolen property files either uh against sport from the previous year. Um and

[16:32] mischief and theft files also were down across this quarter. the mental health

[16:36] and well-being. Uh there was two mental health uh act files and two well-being

[16:42] checks and two sudden deaths. Uh down from seven mental health ax files and

[16:47] two missing persons from a year prior. Uh no ARPACT or mobile crisis team

[16:52] operates in the response area. But when we do have the ability, we do reach out

[16:57] to u there's uh ARPAC team at Sherwood Park as well as uh Spruce Grove. So, uh,

[17:03] that consists of one member and one actual mental health nurse. And when we

[17:08] can't necessarily determine or it's out of our scope of the mental health act,

[17:13] uh, we do make those referrals and they come in um when they have their time and

[17:18] ability to do some checks on some individuals.

[17:21] » Are there any plans in the future for more than that or back to

[17:25] » at this time? No. Um and then the other trend driver we

[17:30] saw just plus two for the [clears throat] traffic and bylaws. Uh

[17:32] so only two uh categories up year-over-year and that's was nine

[17:37] traffic files and and five bylaw files. Uh the bylaw calls that we were uh

[17:43] received were noise, nuisance and property standard complaints.

[17:50] And like I said earlier, the the town of Bonet Court for Calls for Service, there

[17:54] was 60. Uh the previous quarter in Q4 was 68. Uh from a year ago for the same

[18:00] quarter 1, we had 91. So we have seen a reduction of 34.1

[18:05] uh calls alone. Um for quarter 1 and hopefully moving throughout the year, we

[18:11] see that reduction as well.

[18:15] Some notable quarter 1 files for Bonacort. Uh on April 5th, there was an

[18:20] investment fraud. There's a $32,000 loss. So a Bonacord resident reported

[18:24] losing $32,000 to a fraudulent crypto offering, then paying a further $6,000

[18:30] to a second company that promised to recover the funds. No suspect could be

[18:34] identified and the complainant declined to proceed. Uh that was referred to the

[18:38] anti-fraud center. On April 17th, uh there was a child welfare report with a

[18:43] firearms check. Bonacord school principal reported a student disclosed

[18:47] that a firearm was stored unsecured at a relative's home. The members attended

[18:51] the residence the same day and confirmed no firearm was present. Uh family

[18:55] services and school were updated. On May 12th, there was a domestic assault with

[19:00] a weapon. Uh charges laid. Members responded to a domestic dispute dispute

[19:04] at Bonicord residence where the complaintant was struck in the face with

[19:06] an object causing minor injury. An arrest was made at scene and the accused

[19:11] released on undertaking. Victim services was accepted and the charge was

[19:14] subsequently withdrawn at court. May 31st that the motorcycle was

[19:20] recovered the same day. A motorcycle was reported stolen overnight from a bon

[19:23] court address. It was uh recovered later the same day by Port Saskatchewan RCMP

[19:28] following a flight from police in that jurisdiction with [clears throat] minor

[19:31] damage. Uh no suspect was identified but the owner was updated.

[19:38] On April 29th, uh sudden death corners act members assisted EMS with sudden

[19:43] death at a Bonic Court residence. Uh it would it was deemed to be noncriminal

[19:48] and uh the medical examiner order an autopsy and arranged transport and next

[19:52] to him was notified mental health act. On May 18th, a family

[19:58] member reported that a Bonor resident was suicidal and had access or access to

[20:02] a means of self harm. Members attended spoke to the person, arranged transport

[20:05] to the hospital with family member, nor pack mobile crisis team operates in the

[20:09] area, so they were not able to attend to assist.

[20:13] On June 12th, uh there was a fraud attempt. Uh resident reported repeated

[20:17] calls from a person claiming to be uh to represent a telecommunications provider.

[20:22] Members uh provided prevention advice on securing that account and replacing the

[20:26] SIM and referred the matter to the anti-fraud center as well. No money or

[20:30] property was exchanged. And on June 28th, there was license plate theft.

[20:34] Reds reported that the license plate had been removed from the vehicle, parked at

[20:37] the Bonic Court address, and replaced with a different plate. The replacement

[20:41] plate was arranged through registries, and then substituted plate was flagged.

[20:46] Uh no suspect was identified in that as well.

[20:52] And looking ahead for uh quarter two, um again, we're going to be working with

[20:56] our safe communities partnerships, the real crime

[21:00] uh property um joint traffic operations in town and in the county. Uh we have

[21:06] fraud awareness campaign that we're trying to um get going here and

[21:11] hopefully we'll have that up and running and that's more or less just like kind

[21:14] of onware online awareness. um prolific offender checks that's

[21:18] continuing our positive ticket knowing that school is back. Uh and conserv

[21:24] SRO uh he's primarily looking after that because he's in the schools most of his

[21:29] time. Uh Highway 28 traffic safety uh highway 28 is uh we find we have a lot

[21:35] of collisions in that area. So, we're going to be working um partnerships with

[21:40] sheriffs probably on that highway, especially 28 and 28A knowing that data

[21:45] center and that traffic will be increasing soon. Um and then uh the next

[21:50] one we'll be kind of focusing on again is that mental health command and trying

[21:55] to get uh that awareness helped as well.

[22:04] fraud awareness campaign that you guys are looking at um bringing out does that

[22:09] kind of have [clears throat] some sort of handout for the seniors. I know a lot

[22:11] of them there was something that was done for the jewel box but I hear a lot

[22:16] of seniors talking about the and I get the calls as well with the

[22:19] telecommunication especially if you don't know the information of how to

[22:23] make sure it's your actual cell phone company calling kind of thing. Are we

[22:27] going to be doing something like a handout or anything like that?

[22:29] » At this point in time it's only going to be like presentations. So, we're going

[22:32] to try to set up presentations. Um, I know we looked at getting some handouts

[22:38] early on. Um, but that was kind of uh shot down just based off of costs at at

[22:42] this moment. Uh, but that is something I kind of re we could look at again and

[22:46] see because it would be nice for them to actually have not only are we presenting

[22:50] and having something in front of them, but just take home and that way they

[22:53] could actually refer to it uh later on if they ever have to.

[23:16] our own Facebook. Uh so there'd be like a little bulletin to prepare for the

[23:19] rave as well as then presentations when we do go [clears throat] to um some

[23:24] seniors or or just with the municipalities in that we speak with to

[23:28] actually set set up. Okay. Uh my other question was was about um uh the schools

[23:34] are now into session. Um are you guys going to be doing more patrolling in

[23:40] town, whatever? Like catching >> trying to Yeah, that's the goal, right?

[23:45] And I already had a discussion with with my members uh knowing school's back. Uh

[23:49] again, there's still nice weather, so there's a lot of children with ebikes

[23:53] and their e- scooters out. And that alone is in itself a problem. Um, so

[23:59] we're trying to just make sure that everyone's safe, whether it's the

[24:01] motorists or actually the children, that maybe not be looking both ways before

[24:06] they start crossing or anything like that. Um, but yeah, I know like I've

[24:11] already uh told them like I want to have a little bit more visibility. I know

[24:14] we're short on manpower, but that's no excuse for us not to be out in some of

[24:18] those schools school zones. >> Fair enough.

[24:32] coming up at the end of the month about fraud but rooted in wellness.

[24:48] more information the better. And I was just curious why you would become

[24:52] involved in a bylaw complaint about noise or something. Are you backing up

[24:56] the bylaw officer or >> No, there's sometimes individuals just

[25:00] don't know proper numbers to call and then we just get the 911 call saying hey

[25:04] the noise complaint or it depends on I don't know exactly um what hours of day

[25:10] it was. It was like later on they we mostly it's not just Bonacord

[25:14] most municipalities if it's dealing with some of those matters they do contact us

[25:19] anyways. >> Okay. I was just curious I I thought

[25:22] you'd be focusing on those hardc and we do right at the same time there's no

[25:26] call too small that now obviously if if there are ways that we could redirect.

[25:32] So like in for town involvement, uh we know that we could actually redirect

[25:35] some of those municipal bylaws to them, right? But if it's on a Friday or

[25:40] Saturday night at 1 in the morning and they have a concern about something,

[25:43] whether it's property line or noise, whatever it may be, uh they usually are

[25:47] calling calling us to kind of deal with it.

[29:16] Next 10.1 Go East Edmonton request for letter of support.

[29:22] I can assist with that, Mr. Mayor. So, as we're probably all aware, Go East of

[29:28] Edmonton is a nonprofit tourism and marketing organization that's been

[29:32] serving our area for many years, of which we are members. uh they're asking

[29:37] for a letter of support to secure status as a designated marketing organization

[29:43] uh or DMO for our region. And the reason is although they've been a DMO for uh

[29:48] tourism and marketing for many years, the province recently passed the uh

[29:55] [clears throat and cough] new traveler protection and destination

[29:59] development act. And now they need to reapply to be a DMO through Alberta

[30:05] Sport and Tourism. And they need to have uh their applications in by the end of

[30:09] the month. They're asking for council to provide a letter of support for their

[30:13] application uh no later than September the 25th if council wishes to

[30:18] participate. >> Okay. Thank you. Does anybody have a

[30:25] » Uh Mayor Holton. Thank you. Through to council and to

[30:29] the town manager. I'm confused exactly what this I'm not arguing with the

[30:36] letter of support, but this [clears throat] um

[30:40] whatever this new law was. What exactly does that do? Doesn't that involve a tax

[30:46] somehow? Well, I'm not aware that it involves a

[30:50] tax, but the the government of Alberta introduced the legislation to help

[30:54] protect travelers from hidden or misleading fees and also provide

[31:00] destinations with the tools to help drive tourism and economic developments.

[31:04] At least that was the intent of it and it came into effect in July.

[31:10] » Okay. So, there's no money involved in this.

[31:13] » Yeah. It it establishes a framework for the governance admin and administration

[31:18] of designated marketing fees allowing eligible businesses to collect fees from

[31:23] consumers. So uh as you as you're probably aware, Go East of Edmonton is

[31:29] one of those organizations and they do collect a fee from their members and

[31:33] they want to be very much uh in compliance with the new legislation and

[31:38] in order to do so they want to get their DMO designation through the new act.

[31:43] Okay. So, they would want fees from the town [clears throat] because we belong

[31:48] to that organization. But if you're a tourist and you're going

[31:52] to visit the train station in can't remember where it is

[31:57] [clears throat] now, Vergerville or whatever,

[32:00] » you don't need it's there's no extra tax that they collect from you at that

[32:04] destination. >> Yeah. I don't I don't know about any

[32:06] extra costs at the train station, but I can tell you that go east of Edmonton's

[32:10] history is that we pay to be members and they produce free tourism materials

[32:15] available to me. [clears throat] >> Okay. All right. Thank you. I I just

[32:18] when that came in this spring, I never ever did understand exactly what it

[32:23] meant. [clears throat] >> Back in the day, you know, 20 years ago,

[32:26] they were called Kina Country and you could get these little color brochures

[32:57] big booklets in all the different local businesses and then they have their

[33:00] yearly game that comes up where every town gets a sticker of some type to

[33:05] improve the tourism of those communities. You go around all of

[33:09] Alberta and you collect these stickers and enter to win prizes and different

[33:12] things like that. So yeah, it's it's a great program. I see a lot of people

[33:17] that travel from near and far to collect these stickers throughout the summer and

[33:22] complete these things. So, yeah, I'm I've always been a big fan of this

[33:25] program. [clears throat] >> Yeah.

[33:30] » So, assuming that we go ahead with this, are we going to use the

[33:34] uh the letter that they give us and just put our name in there?

[33:38] » Well, it'll save me some brain power, but [laughter]
