horrible storm. Um you know, everyone,

every single burough employee,

everyone did an amazing job. It was, you
[3:21]
know, truly a disaster and everyone came
[3:25]
came together to clean that up. Um,

report from the mayor. Um, Jeff's not

here. Um, report from the police chief.

for not being here tonight. He had a,

uh, emergency this afternoon to take

care of. So,

he apologizes for that. Um I was unable

to send the weekly report out last week

uh due to the storm and not having
[3:54]
power. That report will be sent last
[3:56]
week's and then uh this week's together
[3:59]
uh tomorrow. I'm leaving for vacation
[4:01]
Friday. So everything will be out
[4:03]
tomorrow.

wanted to thank everybody for the
[4:11]
cooperation we had uh that storm. I
[4:15]
can't say enough. um fire department. Uh

Lou was running around like crazy.

Generator, I mean it was if you weren't
[4:23]
out there, you really don't know the uh
[4:26]
what we had to go through. Um but you
[4:29]
know, everybody worked together. There
[4:31]
was no issues. My guys came in early,
[4:33]
stayed late. Um I want to thank them for
[4:36]
that. Mayor was out.

But it was nice to see us all work
[4:41]
together. Um
[4:43]
Sherry, Caitlyn, everybody was Nice to
[4:46]
see and thanks for the help for us.

The police department was not immune to
[4:53]
the power outage that day. We were
[4:55]
completely in the dark and literally
[4:57]
working by candle light in our office.

Um I along with the mayor decided to go
[5:04]
and see if we can get a generator
[5:05]
somewhere so we at least be able to use
[5:07]
our computers and function. Um we
[5:09]
stopped at Sunb Belt. It was very
[5:11]
cooperative with us and helped us out.
[5:13]
gave us a big light pole that we could
[5:14]
run some power off of for a few days.
[5:17]
Um, but that being said, you know, in
[5:22]
disasters like that, our station and the
[5:24]
fire department would be ground zero for
[5:27]
the burrow if if anything's needed. Um,
[5:32]
it's crazy and I never thought of it in
[5:34]
in 26 years here. We need to be able to
[5:37]
power up the police department when that
[5:39]
happens. Um, I know with the new station
[5:42]
going along. I don't know if something
[5:44]
could be thrown into that or if we can
[5:45]
do it separately that I have to formally
[5:47]
ask council for us to buy a generator
[5:49]
for our police department. Um because we
[5:52]
have to be able to work and and support
[5:54]
the citizens and in that. So we were it
[5:58]
was a very it was eye opening um you
[6:01]
know Chief Mccertie said we were able to
[6:03]
use North Huntington in an emergency um
[6:06]
but you know we need to be able to
[6:08]
support ourselves and the citizens with
[6:10]
that. So, um, moving forward, I'll talk
[6:13]
with Sherry and we'll come up with
[6:15]
something and give it to council before
[6:17]
and see what we can do with that.

Lastly, um, the chiefs of police
[6:22]
meeting, um, West Point County chiefs of
[6:24]
police meeting was yesterday. Um, the
[6:26]
district attorney's office got money,
[6:29]
um, in for a second round of LPRs, the
[6:32]
license plate reader cameras. Um we
[6:35]
weren't in the first round of it because
[6:37]
a lot of bigger departments, Ross
[6:39]
Traver, North Huntington, things of that
[6:41]
nature, they um got got that first
[6:44]
dispersement. But we are on the list for
[6:46]
the second round u being considered.
[6:50]
We're not locked into anything. Um
[6:52]
they're not the flock cameras that's c
[6:54]
that causing all the problems. Now
[6:56]
they're strictly license plate readers
[6:58]
used to read license plates to solve
[7:00]
crimes and investigations.
[7:03]
looking at who's driving. There's no
[7:05]
face rec recognition, anything um like
[7:08]
that. So, if we are approved um through
[7:12]
the DA's office, I would come then and
[7:15]
formally bring it to council and say
[7:16]
this is where they are. This is what you
[7:18]
know, from what I'm being told, there is
[7:20]
no cost for the camera itself. There's
[7:22]
no cost for installation. They also play
[7:24]
pay the first year of it. I'll find out
[7:27]
a cost after that, what it would be for
[7:29]
us to maintain them after that. But I
[7:32]
just wanted to throw that out there so
[7:34]
everyone knows that that could be coming
[7:35]
down the line if you know DA's road says
[7:39]
that you know our intersections are
[7:41]
approved. I did that at Greensburg. They
[7:43]
have two um there. So after the first
[7:47]
year there are annual subscriptions. You
[7:50]
have to pay for the electricity, you
[7:53]
have to pay for the cell service because
[7:55]
they're cellbased, and then you also
[7:57]
have to pay for the subscription to be a
[7:59]
part of that system,

we put them in I think it was two years
[8:04]
ago when that first round came through,

but I think it's probably in the

neighborhood of one to $2,000 a year for

you're looking for a person you'll see

oh it was McKisport and then they were
[9:01]
in White Oak and 10 minutes ago they
[9:03]
were you know Elizabeth and then you
[9:06]
notify you know the other agencies and
[9:09]
put the warrant out. It's it's helpful.

homicide last year because of the LPRs
[9:17]
that they would have never in talking to
[9:19]
their chief would have been very hard

for them to solve without the help of

that. So they usually put in one or two

cameras that are like directional and
[9:28]
then like an omni camera like a fish
[9:30]
lens. So they'll they'll design it out
[9:33]
and everything. And the intersections I
[9:35]
was asking for was third in Maine and
[9:37]
then Fairwood at 30. So

mean, for a massive amount of people,

can't say that they I mean,

to have that liability or do that or get

a generator.

when um the last incident he reached out

to multiple churches and they said no um

the fire hall does have a generator it

it's only a full station generator it
[11:04]
takes care of basically our garage doors
[11:07]
couple lights and radios um what we
[11:10]
found out we didn't we didn't have no
[11:12]
internet so all Our call calls are
[11:15]
internet based so we have radios listen
[11:18]
to

phone we were charging from our cars.

phones, there was we weren't going to be

able to communicate and we were out

helping public works, you know? So,

station, but even if we could, you know,

this could be our command center if we

get one down here.

even though our car came back on, you

apparently they have backup where their

shoot, I was off for about 30 hours.

all worked hard. So, I'm very proud of

Monday I met with our general liability
[15:34]
insurance. Um,

there is a rider that I'm going to be
[15:38]
looking at that we currently don't have.

professional liability insurance on

Since then, I prepared two resolutions

for the agenda today for the grant

approvals. Uh we did schedule another

planning commission meeting. That will

be on Monday, September. It's 28th or
[18:39]
29th, whatever that last Monday of the
[18:40]
month is.

be here at 6 pm. It's uh what you would

call minor subdivision. It's a lot line
[18:50]
revision. Essentially, one lot line is
[18:53]
going to be moving a few feet over um

from one property to another to
[18:58]
accommodate a storm water facility that
[19:01]
was installed on the wrong side of the
[19:02]
property line. So, pretty minor one. We
[19:06]
got the notice in the paper today. So,
[19:09]
we're in compliance with the
[19:10]
municipalities planning code. Uh lastly,
[19:14]
uh today I reviewed a petition for free
[19:17]
and clear sale on 707 Short Street
[19:20]
property. Uh that's the property where
[19:23]
there's a hoarding incident. The woman
[19:24]
is currently serving I think up to six
[19:26]
years in prison. Um it's been unoccupied
[19:30]
for over a year since we condemned it
[19:33]
and
[19:35]
was going to go fix or clean it out.
[19:37]
Never ended up happening.
[19:39]
So I did receive from the bankruptcy
[19:41]
court a petition allowing free and clear
[19:44]
sale. We do have a substantial amount of
[19:48]
back sewage.
[19:51]
» It's sewage and garbage is what we mean.

» Yeah, we do have some leans on the
[19:55]
property. It's a few thousand dollar,
[19:57]
but there's no realistic way for this
[20:00]
property to otherwise get back on the
[20:01]
tax roll and get at least a chance of
[20:06]
getting back some of the money through
[20:07]
the bankruptcy court. The free and clear
[20:10]
sale offer was $45,000
[20:14]

we'll just say $45,000.

Any of the free and clear sales you see
[20:19]
at the county it's just for taxes if
[20:21]
that. So a lot of the time free and
[20:23]
clear sales are for fees which are $900
[20:26]
because someone has to come demolish the

property or there's
[20:31]
in this case since it's only been vacant
[20:33]
for about a year. the sale does go
[20:36]
through, it can likely be saved and
[20:37]
rehabilitated and there's a chance that
[20:40]
we get some money out of bankruptcy
[20:41]
court. So, um I have a call in with I
[20:45]
don't practice bankruptcy law. I do have
[20:48]
a call in with a friend who does just to
[20:49]
see what the likelihood of the merits of
[20:51]
this are. Um, but unless I hear some
[20:54]
opposition from anyone here on the
[20:56]
board, I wasn't going to oppose it
[20:58]
because I truly think it's probably the
[21:00]
best way to get it back on and saved
[21:03]
instead of demolished being, you know,
[21:06]
an empty tooth essentially.
