[0:02] Arouth.
[0:03] Just a little bit.
[0:04] Aye, flags,よろants.
[0:11] One nation under God, the individual, the liberty and justice for all.
[0:20] Over hold call, so you get everybody hear it,
[0:23] June, June, the vote pass, and it's, out of mission story,
[0:30] hey, something.
[0:32] What approval of the midst of previous meetings, the first one is the June 15th city council meeting.
[0:43] There, I'm approval of the June 15th council meeting minutes for.
[0:47] No second.
[0:48] Then move to the Senate for minutes to the June 15th.
[0:51] Council meeting falls in favor.
[0:54] Aye.
[0:56] Aye.
[0:57] Aye.
[0:57] I think the next thing up is budget workshops.
[1:03] Bear, I'm a third of all of the minutes
[1:05] for the July period, but it worked job moves.
[1:08] I'll stay.
[1:09] And moving safely to the fruit of budget workshops,
[1:11] and it's on what they July to their feet.
[1:14] I was very tired.
[1:15] Hi, thank you.
[1:18] I hope the approval of the seedlings agenda.
[1:23] Bear, I'm a third of all tonight.
[1:24] I'm going to move the agenda.
[1:31] I'm almost prepared.
[1:33] Bye.
[1:35] How about anybody going to be gone for ordinary vacationing?
[1:43] Vacation, vacation break.
[1:45] But in this Republic record,
[1:47] I want to position issues, reports from mayor and councilor.
[1:53] and sent it to Canada.
[1:56] It's made report ambulance report.
[1:59] I know it got on the ambulance.
[2:01] The Boulder ambulance service was dispatched over 80 calls,
[2:03] the second quarter, which is from April 1st, June 30th.
[2:07] 38 people were transported to the hospital.
[2:09] Well, the ambulance service was called by Saint-Piece
[2:11] for Mutual Aid, three times in their duration.
[2:15] So that's a bit of improvements.
[2:17] So they'd like to thank the ambulance for their meal in there.
[2:20] And then as a fiery board or
[2:27] public board report, the MSG is not here.
[2:32] The third report reports reports reports reports reports.
[2:40] The United States and Arab and U.S.
[2:43] to the military adjustments,
[2:45] the Sambinos rattle officer, and
[2:46] Klareson's for THU in.
[2:50] Go ahead.
[2:51] I'm going to pay a vote,
[2:52] because through Jim.
[2:53] Well, I'll say.
[2:55] That's been a move on Samin.
[2:57] We can send the agenda,
[2:59] and then questions.
[3:01] All of those are favorite.
[3:03] Aye.
[3:04] Thank you, and no,
[3:08] for the course,
[3:09] to know it's here from the
[3:13] house fees, Rose, Miss city of Boulder.
[3:15] Thank all of you for the for the July and the park.
[3:18] I'm very happy to see the crowd.
[3:21] All your hard works certainly paid off.
[3:23] This community is so special to us through
[3:25] S9, know how challenging the volunteer basis.
[3:28] Everything was perfect.
[3:29] Much thanks to each of you for making the
[3:31] poor sports special.
[3:36] So anyway, thank you, Rose, for what you did there.
[3:38] That was nice to have it done.
[3:40] And then L. Martinie, suffix,
[3:43] They're important things. Thanks to Dennis Scott and crew for another fine job
[3:46] airport. They get better every year.
[3:49] Hey, on area runway, hopefully great. Also, they have an additional spot for the helicopter
[3:52] traffic. That's what they're the land. They're tested.
[3:55] These are always appreciated by all those who use them again.
[3:58] Thanks for job. Well, not at all working here.
[4:01] Hey, thank Dennis and those people.
[4:05] Many reports. How about the planning board with Dana?
[4:11] But they didn't explain more to President.
[4:14] Our last meeting was scheduled for July 6th,
[4:17] so we did not have a forum and a member of President as a meeting.
[4:22] Right now, the board's authority is creating
[4:24] great planning opportunities to try to get the trail
[4:27] project moving forward, so we'll keep looking into
[4:30] what funding possibilities are out there and see what we can do
[4:34] to get our trails planning available on.
[4:37] There's interest in establishing a fall course
[4:39] we're using a $10,000 grant that's available through a reimagined rural program, and the
[4:46] representatives, uh, reimagined rural, will attend the next planning work meeting to discuss
[4:50] that potential. There's currently a public survey open for the city of Boulder's Group Policy,
[4:57] please visit the city's website to find the link and the survey closes August 8th. So tell
[5:02] everybody about it and the more info we have on the growth policy, the better our document will be.
[5:07] Um, I'm working on moving the zoning updates forward for mobile homes and RVs, so I'll
[5:13] probably be going to a club hearing here in the near future and then coming forward for you
[5:19] guys to get the zoning actually get up to me.
[5:21] So, and that's regular meeting, we'll be here one day, August 3rd, at 6.30.
[5:31] I'm going to make a street at programs that you'll get in there.
[5:36] The ones going to mean shoot program where the grant cycle has opened up, we have interest
[5:41] from one business on Main Street that would like to fight for the grant as well as the city of
[5:46] Boulder. We will be deciding which application we'll go through at the August Council meeting.
[5:53] The questions for Roaster.
[5:57] Hey, if you pay a whole business discussion information
[6:02] I'm renewing the contract for board Andrews for fire protection, what had you changed on this
[6:07] So it was oil and grooves attorney, just with some of the changes that Ed had made, wanted to change some wording.
[6:16] Specifically around negligence, just thought that there was a couple different wording choices that could be changed and Ed did reveal again and hurt them.
[6:25] So that's why it's back in front of the, just to view my changes.
[6:28] Okay,
[6:33] this was there on the approval of renewing the contract with Fort Andrews with Fire
[6:38] with Vescent.
[6:41] I'll second.
[6:42] I've been moving second, improved the contract with Fire Service, the Greenwood Boyd Andrews,
[6:49] there's any questions and do I warm this?
[6:51] Did he highlight the changes?
[6:53] Did you review?
[6:54] Um, I did.
[6:55] It was in a red line so you don't have the changes on there.
[6:59] It was honestly very minor just a few different
[7:01] worrying choices around the energy and section.
[7:06] I can provide you with those Trump
[7:07] in China, which would be like 10 tomorrow.
[7:10] That's fine.
[7:12] I was just making sure Brian, if I did, I did go do it too.
[7:16] All right.
[7:18] We're moving, second.
[7:19] All of us in favor.
[7:21] All right.
[7:27] Today, the business.
[7:30] Discussion and determination on adopting resolution 2026. That can create a capital through the fund, within the general fund, the city hall, rolling maintenance.
[7:41] So, this has gone before Mr. Goose as well. Just to review and make sure it looks good. This is in the event that we were not to receive a grant to make the improvements of city hall.
[7:54] So we could establish a funder where we could start
[7:56] putting some money away in the years,
[7:58] possible to save up for the solid proof and tear.
[8:16] You didn't want you to know that.
[8:17] Mr. Mayor, I've heard a little of the Dobby Resolution
[8:20] 20, just 26, but I should turn and create that little proof
[8:23] of the fund that the general funds are certainly all building
[8:26] meetings.
[8:28] Thank you.
[8:30] We'll be second,
[8:34] but the resolution number 2026-10.
[8:38] there's capital approved of fund for city hall and questions.
[8:44] How much money are you planning on putting it into there to start with? You discussed $20,000.
[8:49] I don't care about that number yet. We need to discuss it, but it's not like, oh, looking.
[8:54] I think the way this will work is if we don't get the grant and we go with this fund,
[8:59] it's if we have money to put in. Yeah. Okay. If we don't have any money, it'll be at zero.
[9:09] Okay, all right, I'm sorry, I'm just kidding.
[9:11] Oh, it's a favorite.
[9:13] Hi.
[9:15] Thank
[9:18] you.
[9:18] Did a discussion in turn,
[9:20] based on the 21 member of the Board of the Justice,
[9:26] Robert Buses said in the letter,
[9:31] I've lived more than four or five years.
[9:33] I'd like to take more active role in the community.
[9:38] You know, I'm just need more volunteer.
[9:43] Was this a matter of pulling up?
[9:45] It's a council.
[9:46] I don't know.
[9:46] Man, I don't have a privilege.
[9:48] appointing Mr. Robert Lewis to the Board of Adjustments.
[9:52] I'll second.
[9:53] They excluded the point that Robert Lewis for Board of Adjustments.
[9:59] I mean, questions.
[10:00] Well, this pleasure.
[10:01] It's hot, brother.
[10:04] I'm almost in favor.
[10:14] It's got to be determined based on adopting an official city animal.
[10:18] It's a suggestion, Dragonfly.
[10:25] I guess I'm just going to make a comment.
[10:28] It doesn't mind just a comment.
[10:31] And it's great that the art club comes up with an idea that my biggest
[10:36] white question is what happens when the gun club comes up and they want to
[10:40] get mascot and everybody else and then we can
[10:47] everybody see the input to come up
[10:49] with it.
[10:50] So I think that's a few people are around town just to get general feel.
[10:55] They all like the idea, but they would like to have public vote or not
[11:00] to the university for the public to put and comment
[11:02] if we were to go have half to come up with what that would be.
[11:08] And may I make comment?
[11:10] The art clubs assumption is that the first step is for the city
[11:15] to say, yes, we're interested in having a mascot.
[11:20] And then after that, then some process
[11:24] to determine what that would be, you know,
[11:27] serve a contest, whatever. So even though we would suggest a driving fly, that's totally
[11:37] just to get an idea out there, but it could be anything.
[11:43] So you would use the mascot as the further art project for the city mastery. Yeah. Yeah,
[11:51] that's with our clot of locks.
[11:54] The Mr. Mayor, I would move.
[11:56] Yes, Mr. Mayor.
[11:59] Mr. Mayor, I would move that the City Administrator
[12:03] and staff come up with a recommended procedure
[12:06] and process for adopted a mascot.
[12:11] And then we can vote on that process
[12:13] and decide how to move forward.
[12:19] Say that.
[12:21] No, motion.
[12:22] It was.
[12:23] It was a motion, yes.
[12:24] Okay.
[12:26] The motion is to let the city administrator and the staff come up with a process in order to come up with
[12:37] the mascot idea.
[12:40] Any more questions?
[12:44] That's not going to be a mosquito, is it?
[12:45] That's not going to be a mosquito, is it?
[12:48] It's not going to be a mosquito.
[12:50] Well, that was one of the things that we liked about driving the flies because they eat the
[12:54] He does.
[12:56] I was, I was, I was, I was, I grew
[13:03] into one of one of one of your motion.
[13:06] I'm pretty, I use this thing here.
[13:08] Yes, I.
[13:10] Thank you.
[13:12] But I'm ready.
[13:13] But last thing here's a audit report.
[13:16] I remember a city hall.
[13:17] And that's from last year.
[13:19] No, I was like a couple of several months.
[13:20] Go, but it's from fiscal year.
[13:24] 25 episodes.
[13:25] Okay.
[13:26] And that's available right here.
[13:27] I'm sorry, but what is part of my life?
[13:29] And it was a very good, we did a very good job.
[13:34] Okay.
[13:35] Oh, we went through that.
[13:37] Again, scheduled matters, okay, open public comment.
[13:47] Yeah, sure.
[13:48] Okay, but I have a question.
[13:51] There was an article, or there was something on KB,
[13:55] the news, not too long ago,
[13:59] about skateboarding in Montana.
[14:02] some guy that is into skateboarding. As they've been going around actually creating
[14:10] skateboarding. My channel is population-wise. They have more skateboard than any
[14:17] stake in the union and they really have a lot. I wonder how much the skateboard
[14:22] part is being used. I can use quite a bit. Isn't I always see kids out there?
[14:28] Okay. Yep. Cool.
[14:32] They were gone for a handy money.
[14:36] Anybody else? Open public comment.
[14:42] Hi. Sorry. Go ahead. No go for this.
[14:46] Okay. Thanks. We have a couple of EPA people who are online and we wanted to give a quick update
[14:50] about sampling efforts that we're going to do over in Alclarn. So I'll pass it to Rhymer.
[14:57] Hi. I'm Rhymer on a hand. I'm a side assessor in the injured.
[15:00] With EPA, down in Denver, we cover Montana and region A, just wanted to notify you guys that we are going to be doing some sampling in Elcorn later this summer.
[15:14] We've had with the locals at the town site back at their community meeting on July 11, and had a pretty good discussion with them, but would like to also include you.
[15:29] and notice and notify you as well.
[15:34] And I'm Brittany Lease.
[15:35] I'm also a site assessment manager working
[15:38] with Ryan on the site assessment effort.
[15:40] So I just wanted to say hi.
[15:42] And let you know who I am in case you guys have any questions
[15:45] or across my name with anything regardless to this.
[15:50] What are you looking for?
[15:54] We are looking at heavy metals
[15:57] from mind-waste in the town site where asking residents to sample residential yards,
[16:04] we previously looked at the mines in the area years ago,
[16:11] DQ assist to come and assist with this effort.
[16:16] Those are higher levels of something that we're not supposed to have or what's the
[16:27] So Elkorn Creek is a 303D impaired stream for heavy metals.
[16:33] Basically, we've looked at all the other surrounding mine sites and out of looking at the
[16:40] whole watershed as a whole, the last kind of remaining data point is the town site itself
[16:44] and the community there.
[16:49] So we're just trying to do our due diligence and check every box and make sure if when
[16:54] come to a decision on. What's next that we've looked at everything before we make a decision.
[17:04] What do you say about local Greek, what kind of stream do you classify this?
[17:09] It's a 303D impaired stream. It basically means that it's not supporting it. It's not meeting
[17:16] standards for metals and within the creek.
[17:21] And what dates, you expect this to take place?
[17:28] September 14th is kind of the pencil then day.
[17:31] We don't have an exact date yet, but that's kind of what I'm
[17:34] planning for that week of September 14th.
[17:38] Week of 14th?
[17:42] Anybody got any questions for them?
[17:47] What do you have questions?
[17:50] We always do.
[17:51] I still want to get out of the correct.
[17:52] So we thought it was all right.
[17:54] That's a little big case.
[17:56] We'll do it.
[17:57] Beth, you're our community involvement coordinator.
[18:00] Maybe if we do have the website.
[18:02] Maybe we can put that in the chat for to be available.
[18:05] We're going to have a website.
[18:06] We're sure.
[18:07] There are a couple of questions.
[18:08] You can come up on there.
[18:09] All of our names are listed.
[18:10] So you can reach out to us.
[18:11] We'll be opening questions.
[18:13] What's your website address?
[18:15] It is.
[18:16] But here, let me make sure I'm reading it right on like it's www.epi.gov and then I think
[18:21] it's slash mt slash l foreign dash mining district site.
[18:27] I want to make sure I did it right.
[18:28] I do think if you just do a quick Google search for the L chord mining district EPA, I think
[18:34] our website comes up on where the top end is that thing that I wrote out, apia.gov, mtl
[18:40] foreign dash, mining dash, district dash site.
[18:43] But I'll put it in the chat here as well.
[18:45] And I've been sent it to rows
[18:46] and maybe she can add it to the notes, sorry, rows.
[18:49] Because I just said it to me all this trivia to everyone.
[18:52] Yeah, that sounds perfect.
[18:53] Thank you.
[18:55] Are you guys, did you guys just test
[18:57] from the river or did you guys test
[18:59] from like surrounding mine tailings as well?
[19:04] In the previous investigations, we looked at surface water
[19:09] from the tributaries loaning into Alcoran Creek,
[19:12] Alcoran Creek itself, and sediment within the creek,
[19:16] along with soils from the mine sites.
[19:20] And so I know that you guys did the testing in 2017 to 2020.
[19:26] So when, why did it take so long to get to then now taking action in 2020,
[19:31] six?
[19:36] So I was in a conflict with the previous efforts.
[19:39] I've been new to this project and kind of just came in to and we've looked at the site before, and
[19:46] when I brought what we called an OSC and on scene coordinator to look at some of the sites,
[19:53] it was brought up that town site was kind of the last unknown
[19:58] data point for the whole watershed and to be
[20:01] comprehensive and efficient in our work we wanted to evaluate all potential areas.
[20:08] Thank you. Thank you. Thanks for giving us an update on that.
[20:14] You're welcome. Thanks for having us.
[20:17] You bet. Anybody else?
[20:21] Any other public comment?
[20:25] I have one.
[20:28] So I'm Colleen Miller. I'm one of the extension agents that serves Jefferson County.
[20:32] So I worked for MSU, our office is at a White Hall, but we serve both Madison and Jefferson County's.
[20:38] Our office is launching a local leadership program in September, and so we're just trying to get the word out.
[20:43] So I thank Rose for the opportunity to come in tonight and just talk about it a little bit, and also for her work in spreading the word and hanging out fires and bolder more recently.
[20:53] And just in a nutshell, we're looking for about 20 participants from both counties.
[20:59] It's a nine-month program, we'll meet one day a month, a full day, from September to May.
[21:05] And it's kind of three parts of this program we're looking to add leadership skills to your toolbox.
[21:12] So we've talked about conflict resolution, leadership styles, power dynamics,
[21:16] had a difficult conversations. We'll rotate where we physically meet in the two counties every month,
[21:23] so another element to the day will be either a community tour, farm, ranch, mine, something related
[21:30] to that community that we're in or in place of a tour will have a community panel on a particular
[21:36] topic that's relevant, land use, recreation, agrotorism, civility and politics is going to be one of
[21:43] topics in Virginia City and and then the third element is just the emphasis on applying those
[21:51] skills learned in the program to the community that you care about. So this is open to all
[21:55] Madison and Jefferson County residents or folks who work in those two counties if they don't
[22:00] if they don't live in them and we love just a diverse city of folks who apply and participate
[22:05] to get really different perspectives. So if any of you there or any of you know family friends, co-workers,
[22:12] We'd appreciate you spreading the word for this program.
[22:16] We're taking applications until this Friday, so the remainder of this week, it's been open for about six weeks.
[22:23] And we're just looking for different ways to get the word out.
[22:26] So, if anyone has questions, feel free.
[22:28] I know Rose has the...
[22:30] Um, link to the flyer and also to the application. You can also find it on our website. If you Google Madison Jefferson extension, can find it pretty easily. But yeah, thank you for just the opportunity to just chat about it for a minute.
[22:44] You.
[22:46] Any questions?
[22:49] Anybody else on open public comment?
[22:54] I just want to let everyone know that there's a 27-0 round-up Sunday.
[22:59] August 2nd at 1030.
[23:02] There's a player here if anyone's interested in attending that.
[23:06] Where?
[23:07] It's just a fun community activity.
[23:10] It's sponsored by a church, but there's a blasphemy thing, a muzzle loader, a space painting,
[23:15] height-eating, just kind of different activities for people to do.
[23:22] Rose, where did you say it?
[23:24] It's his in Helena.
[23:28] 624-year-old Raven Road, Helena, Montana.
[23:32] Some wholesome family fun.
[23:41] It's not the authorization to pay bills.
[23:44] Mr. Mayer, I'm making motion to pay in our bills.
[23:48] Electronic checks amount of about 36,590 dollars, 49 cents.
[23:54] Paper checks amount of 200 and 40 is a nine or five.
[24:00] 249 dollars.
[24:01] 49,487 dollars and six cents.
[24:05] That's the sheriff's contract.
[24:07] Second,
[24:12] we've been accepted to approve the authorization to pay the bills at the ACHs
[24:17] in the month of 36,519,049 cents and check amounts of 249,487 dollars in six cents.
[24:27] I'll always be ready.
[24:29] All right.
[24:30] All right.
[24:30] Thank you.
[24:33] Okay.
[24:35] Council will suggest us for the next meeting.
[24:39] thing out there. Hey, then I guess that's it, learn the media. Thank you. Thank
[24:47] everybody that's on Zoom there. Hi. Thank you, Roop. Yeah, thank you, later. Bye.
