[36:39] to look into that and we're going to table that until until the 9:23 meeting.

[36:46] So we'll come back and uh work on the radio project bid on September 23rd.

[36:53] We've got a few um employee positions open. The applications have been

[36:59] extended to this Friday, September 11th. Hopefully start interview process after

[37:04] that and be able to bring that before the court at our nine September 23rd

[37:09] meeting. So we still have the horse trails maintenance position part-time

[37:13] full-time dispatch position and full-time finance officer position.

[37:19] So, we can need to keep continuing to share those on Facebook. One thing that

[37:23] I emailed everybody that we found out after last week's announcement of the

[37:27] Bracken County News um closing immediately. You know, a lot of the

[37:32] announcements, ordinances, and different things we've always put in the

[37:37] Bracken County News we're going to have to either uh place in ledger independent

[37:43] if required by law. Um others we can share via social media. And I think

[37:49] we've, you know, we've done a good job on that so far. That's something that

[37:52] we'll have to continue to to help out with as far as individual physical court

[37:57] members and judge executive when we get a new page set up.

[39:50] Commerce, they are going to start updating and having the public send in

[45:11] approve the recreational trails program. So what this is is through Buffalo Trace

[45:16] Area Development District. um they've make applications yearly with the

[45:22] department for local government and that is a is also from the federal highway

[45:28] administration uh funding. So DLG puts in the grant

[45:33] applications to the Federal Highway Administration that we've applied for um

[45:40] at the industrial park at the head of the horse trails bathroom restroom

[45:43] facilities. We've applied for these for a number of

[45:46] years. The amount that we would like to apply for this year is $250,000,

[45:53] whereas 80% of that would be funded and 20% would be uh in the county's

[46:00] projected cost through inind and um other funding.

[46:09] It looks like in the past we had first applied for 50,000 maybe eight or 10

[46:14] years ago and then 200,000 at our last time. This year we'd like to ask for

[46:18] 250,000. And if we could, we could have a motion

[47:51] court and the public to let them know about the membership opportunities as

[47:55] well as what we as the fiscal court, you know, pay on behalf of Bracken County

[48:00] citizens annually. So Kevin, thank you for coming.

[48:03] » No problem. Thanks for having me here. And like I said, I'm a membership

[48:06] manager with ARVAC, but I'll just let everyone know I I will be your point of

[48:11] contact for the time being, but there's a thanks area right now. So, I I'm down

[48:16] here as often as I can to to cover. I know I've talked to Heather previously

[48:20] and some of you this morning and uh there's some sounds like there's some

[48:24] questions or maybe seeking some clarification on what coverage citizens

[48:30] of the county actually have for the what we call a municipal site plan that is

[48:34] provided by the county. So I'll offer a little clarification on that and if you

[48:39] have specific questions I can answer that and I know there's I think a desire

[48:43] to get some information out to the public to let them know exactly what

[48:47] coverage they have. So [clears throat] through that municipal site plan that

[48:51] you guys have in place, residents of Bracken County have area coverage while

[48:56] in Bracken County or if they're picked up in Mason County as well. So and what

[49:02] the membership does is if you're flown by air or any of our providers, which

[49:08] here would be ARVAC, but across our entire footprint across the country,

[49:12] there are several different providers that that are owned by air Medicare

[49:16] network. So, but for here locally, it's it's air evac. So, if they're flown by

[49:21] us, they they do not receive a bill. There's no cost for the flight. So,

[49:26] that's the benefit of being a member. And that covers not only the member, but

[49:30] well, like in this instance, if you live in Bracket County, you're covered,

[49:34] period. But like on a regular membership, if you just bought a

[49:36] membership, that covers everyone that lives in your home regardless of

[49:41] relationship status. So if someone lives in your home and you're a member, you're

[49:45] covered. [clears throat] So I think what some people may be confused about and

[49:50] where there's seems to be some desire for clarification is for your residents

[49:56] to know that if it don't happen in Bracken County, they're not picked up in

[50:00] Mason, they they aren't covered. So there's an option for them to upgrade

[50:05] to, for lack of a better term, full coverage where you're covered throughout

[50:09] our entire footprint. air Medicare network which we're in 39 states we have

[50:17] 320 bases and right around 400 aircraft and that's

[50:22] if you look at a map I can show you a map I think did I provided Heather with

[50:26] a copy of the map there's it's real heavy in the southsoutheast

[50:30] as the further you go west there there's less bases but [clears throat] you get

[50:35] you get out in there there's a some fixed wing aircraft stuff in addition to

[50:39] the helicopter coverage that we have everywhere else,

[50:43] but we're also in Alaska and Hawaii. So, if someone upgrades to that full

[50:48] membership and it's at a discounted rate because they have the membership that

[50:53] you guys have provided them. So, like it's $55 for a resident to upgrade to

[50:58] full coverage and and that covers them and everyone lives in their home. And

[51:03] then for a senior, which is 60 and over, for them to upgrade to that full

[51:07] coverage is $45. That's for a year is what that does. So, do you guys have any

[51:14] questions on that? Because that seems from my understanding to be the biggest

[51:19] point that people are seeking clarification on.

[51:22] » Explain the fly you home. >> What what because there's a lot of

[51:27] people that travel that don't realize this,

[51:29] » right? Okay. So the fly you home there there's two different versions of fly

[51:33] you home and currently you have a plan in place for the for your county

[51:38] employees um where they can get the standard emergent membership as well as

[51:45] fly you home I've sent overwork for the fly you home international that that

[51:51] plan is not in place but that's judge that' be something for you guys to

[51:55] discuss it's by signing that agreement for the Fly You Home International. All

[52:00] that's saying is now that can be offered to your county employees. So, I'm going

[52:06] to get off the topic of the residents right now and talk about the county

[52:11] employees and and what's offered to them. So, currently the county employees

[52:15] are offered the ability to upgrade to the full emergent coverage and the fly

[52:19] you home domestic which covers the lower 48. The the other one I just spoke about

[52:24] is the Fly You Home International that is not currently offered to county

[52:28] employees. So, how fly you home works is if you're traveling at least 150 air

[52:34] miles from where you live and you become hospitalized for whatever reason and

[52:40] you're going to need to continue your hospital care, you as the member can

[52:44] initiate the flight whereas on an e flight that's going to be initiated by a

[52:48] first responder, you know, police, fire, EMS, hospital

[52:52] staff, something like that. So, as a fly you home member, you can initiate the

[52:56] flight and you will be flown. A lot of people like

[53:00] they're going to fly me home, drop me off at home. No, it's just

[53:05] unless you've got a hospital in your yard and a landing strip. No. So, um the

[53:11] way the fly you home works is if you're going to need to continue your hospital

[53:14] care and you're medically stable to fly, you can initiate the flight where you

[53:19] will be flown to and taken to the nearest hospital where you live that can

[53:25] provide the level of care you need. So whatever the issue may be, whatever that

[53:30] whatever hospital is closest to where you live that can provide the care you

[53:34] need for while you're in the hospital is where you'll be transported to. And

[53:39] obviously the benefit of that is good for many reasons because you know

[53:43] mentally you you recover better if you're closer to where you live or your

[53:47] family. I mean so all all that makes sense.

[53:52] But the distinction between the two plans, the domestic and the

[53:55] international is the domestic fly you home covers the lower 48 and the fly you

[54:01] home international covers Alaska and Hawaii as well as as the rest of the

[54:06] lower 48 and then internationally as well. So if it's a place where

[54:11] [clears throat] you can safely be if you take a trip to

[54:15] Iran right now, we're probably going to come get you. [laughter]

[54:18] Hey, people asking that because for some reason,

[54:20] » so for the international plan, if we had employees that were wanting to have

[54:25] that, we just need to sign a document to allow that to be offered to that

[54:30] individual person, >> right? And it would work the same way as

[54:34] the current emergent that we just talked about earlier. If someone wants that,

[54:38] they can opt into it for the payroll deduct as a county employee. Now, and

[54:41] all this can be offered to, you know, residents of the county as well, but

[54:45] that's outside of the the business that that you have in place for the county

[54:49] employees. So all that agreement does is just initiates that hey that can be

[54:53] offered to the employees for them to opt in or opt out of. And for the fly you

[54:58] home it wasn't like this before. So I think you may be the only one on the fly

[55:03] you home. You're not going to lose it. But

[55:07] » I'm on the fly you home as a resident of the county.

[55:12] » Well >> I I I just called and got it. So, it's

[55:16] not like I bought it. I bought it off on my own because a lot of people don't

[55:21] realize that if you like to cruise or something like that, they put you off in

[55:25] a port, >> right?

[55:26] » You're going to have to try to find a way home. Correct. For that.

[55:29] » Yeah. So, so you bought it as an individual. So, so for the county

[55:34] business plan, it would require that at least three people sign up for for that

[55:40] discounted pricing to go in effect. And to her point there, but the cruise is a

[55:45] good example because And this is something that people don't like to talk

[55:48] about, but unfortunately people do pass away on vacation. I mean it affect life.

[55:52] It happens. So the other thing that fly you home does is it'll also transport

[55:58] mortal mortal remains and and that's actually a much bigger headache than

[56:02] what people realize. If that unfortunate event happens, it's quite

[56:06] [clears throat] a headache to figure out how to get your loved ones.

[56:10] » Do we need three employees for the national

[56:14] » accommodation? just three fly you home either version. So you can have two uh

[56:20] lower 48 to one international and be good to go just as long as there's

[56:24] three. >> So that do we currently have a business

[56:26] plan for the lower 48? >> Yes, that was that was one of the things

[56:31] because I I know with the change that just happened. I sent that stuff over

[56:34] last week and that's what >> do we have enough members registered for

[56:37] it currently? >> There was one the change requiring three

[56:44] is something that went into effect after you guys had the plan. So,

[56:48] » okay, we we'll definitely look into applying to where that would be eligible

[56:52] for all employees, >> right? And and as well as

[56:58] I know we talked about the payroll deduct for for the county employees and

[57:02] that would be a one-time deduction in October and the invoice would would

[57:06] occur in November. But when you start looking at some of that, when you're

[57:10] looking at, you know, someone could get up to a 10-year plan whether it be e fly

[57:14] you home. So, if you have an employee that

[57:18] just doesn't want to take it out of their check or or they decide they want

[57:21] to do a 10-year combo plan and their check doesn't cover cover that, they

[57:26] have the ability to to self-pay. The employee can do that, can self-pay,

[57:31] and it would just happen in October, the same time as your payroll deductions

[57:35] due, and they could cover you. They'll still get the the business discount just

[57:41] as if they did the payroll deduct, but they can

[57:44] directly. >> Okay.

[57:47] » One other thing that you know they've asked about and we've asked your all's

[57:51] representatives that have been here in the past, they have come to a couple

[57:54] events annually to set up for the public. um might not be a good

[57:59] opportunity moving into fall andor winter, but I think it's something that

[58:03] we would definitely want to entertain for next year would be to have your

[58:07] representatives with a table set up at two or three events around the county so

[58:13] that our residents do know that and even more so now with our lack of a local

[58:18] county newspaper um for advertising. I think it's we we

[58:23] try to promote it but it's >> most people are also on a 4 hour news

[58:28] cycle. So, >> right,

[58:29] » we uh we'd like to see that next year if possible.

[58:32] » Yep. And like I said, I until I tell you otherwise, I'll be your point of

[58:36] contact. So, once there is someone that's covering this area full time,

[58:41] then obviously I'll I'll make you aware of that. But just for any questions like

[58:45] that, if you got an event coming up, let me know. And then one thing I did think

[58:48] of that I can I can work on getting something together to send out to county

[58:53] residents would be if if you guys think this would work is some type of mailer

[58:58] just letting county residents know, hey, the county has provided you with this

[59:02] benefit, which is awesome because not a lot of places do that, but letting them

[59:06] know that for $55 a year they can, you know, upgrade to the entire, you know,

[59:13] full emerging coverage. So we we can do something like that to to get out to

[59:17] residents and I know I've talked to to Penny over at EMS, talk to her about

[59:22] that. You know, people can utilize, you know, I'm sure they have a Facebook page

[59:26] or you got a county Facebook page, so you can you can put stuff out about that

[59:30] if you want to at your own leisure would be perfectly fine.

[59:34] » I think I've heard this before, but how many counties offer this to their

[59:37] citizens in Kentucky? Do you know? >> I I do not know. I can find that out for

[59:41] you. >> When I was on the phone with the person

[59:45] before you whether if this is 100% true or not. He told me there were only three

[59:49] counties in the state of Kentucky that offered that to their residents.

[59:53] » I was I was thinking four to eight. >> Yeah, I'd say it's not very many. And

[59:58] it's we don't really do a lot of them anymore because it does create a little

[1:00:02] bit of confusion because I think a lot of people what we're talking about

[1:00:06] probably think, hey, the county bought that for me. I've got it no matter where

[1:00:09] I'm at. And they they probably don't realize that it's, you know, specific to

[1:00:14] to where we're at. just getting some information out there

[1:00:18] so people are informed on what they've got and so they can make a decision on,

[1:00:23] you know, how they want to protect themselves financially. So the more

[1:00:28] information you have, the better. >> Absolutely.

[1:00:31] » Agreed. >> And add that to the fly you home that if

[1:00:35] it's international, they also will fly a family member home

[1:00:41] with you. Yeah. >> So you're not by yourself

[1:00:43] » and One thing I didn't say to there's two ways that those fly you home flights

[1:00:48] occur. One would be on one of our aircraft which is for best way to

[1:00:53] describe it's like a flying ICU basically or depending on your condition

[1:00:58] it could occur on a commercial flight with medical staff. So th those are the

[1:01:04] two two ways that those flights occur depending on obviously they're going to

[1:01:08] evaluate the situation what the medical needs are and determine which which way

[1:01:13] is the appropriate way to get you where you need to go.

[1:01:50] I were talking about, you know, in these rural areas and like I I spent my career

[1:01:55] as a police officer in southern Indiana and rural counties and, you know, our

[1:02:00] hospital, for lack of a better term, was a bad band-aid center. You know what I

[1:02:03] mean? So, we I worked with Arvac on a daily basis. I mean, we we flew people

[1:02:07] out sometimes multiple times a day. So, I'm very very familiar with with why

[1:02:12] it's important and it it's, you know, it's lifechanging, you know, it is

[1:02:16] having that service available to you.

[1:02:34] want to read a fiscal court order that was uh that we all voted for unanimously

[1:02:40] and approved in January of 2023. Just to read the compliance with KRS

[1:02:47] compliance with KRS67.711 deputy county judge executive and office

[1:02:52] personnel. Uh the deputy county judge executive may

[1:02:56] exercise all administrative powers, duties and responsibilities of that

[1:02:59] office. The except that the deputy county judge

[1:03:04] executive shall not act for the county judge executive as a member or presiding

[1:03:08] officer of the fiscal court. Um, I've spoken with former judge

[1:03:13] executive Earl Bush, and Earl has agreed to serve uncompensated

[1:06:40] » Uh, something that I had sent the fiscal court members and I'd like to make uh

[1:06:44] public this morning is a great announcement and nomination for Bracken

[1:06:48] County. The Kentucky Master and Commissioner Association for the last 15

[1:06:53] 14 or 15 years, they have created a fundraiser, what they call their KMCA

[1:06:59] shoe drive. And at the uh late winter spring conference every year they accept

[1:07:05] donations of cash checks and new tennis shoes for students all across the state.

[1:07:14] Um Chris Cumins and I eight years ago you really got involved with this and

[1:07:20] started supporting them and our fiscal court members now through this term when

[1:07:24] they go to the conferences they have as well. We have um they they choose in a

[1:07:29] like a quadrant AC across Kentucky four different areas and I think Fleming

[1:07:34] County has been the closest that was awarded in the past and I got a call

[1:07:40] about a month or six weeks ago that the KMCA nominating committee had nominated

[1:07:46] and awarded the 2026 Kentucky Master Commissioner Association

[1:07:51] shoe drive to Augusta Independent and Bracken County schools.

[1:07:56] Um it's an awesome it'll be an awesome moment for these students, the schools,

[1:08:02] the staff, administrators, um our members here. So on Tuesday, September

[1:08:09] 20 29th at 10:30 at Taylor Elementary, uh the KMCA executive director and his

[1:08:16] staff and other officials from across the state will join us, whoever wants to

[1:08:20] come from the the fiscal court and Bracken County employees. Uh Augusta

[1:08:26] Independent Schools will come out as well. There will be over 750 pairs of

[1:08:31] new shoes uh donated to the Frisk programs at Bracken County and Augusta

[1:08:37] schools and they have they released a press they

[1:08:42] have a press release that they emailed to us this week. I'm working with the

[1:08:46] Ledger Independent to get that in the newspaper the next week or two. And I

[1:08:51] would really like to see everybody there if possible at 10:30 on Tuesday,

[1:08:55] September 29th.

[1:09:04] I guess looking at the agenda, I didn't see that the record of the road transfer

[1:09:08] was at the bottom, so I included that earlier.

[1:09:12] Um, other business, just would like everybody to uh take a moment this

[1:09:16] Friday, 25th anniversary of 911. I don't believe that our our schools

[1:09:22] don't have any um special programs right now, but keep that in your thoughts. I

[1:09:28] don't remember if it was 8:27 or 917, but sometime early on Friday, taking a

[1:09:34] moment to remember them. Anything else bring before the court

[1:09:39] this morning? Yes, sir.

[1:11:53] We've had we've had our current exactly what they want you to hear.

[1:12:26] through the great there are other venders who capable of

[1:12:31] doing the same thing. However, they may or may not.

[1:13:36] different vendors, you have different operating systems, you know, Motorola,

[1:13:40] Kinwood, the I mean, going back to our last

[1:13:46] meeting when I and most of us realized and thought there's no way this is

[1:13:51] apples to apples. We didn't have a $96,000 bid and a $48,000 bid for the

[1:13:56] same specs that were supposed to be followed

[1:14:00] and weren't. Therefore, we tabled it last meeting

[1:14:06] because we did not believe that it was correct and it was not correct.

[1:14:10] But that bid process is how it's supposed to be handled. You know

[1:14:17] » who wrote specs up on the last one. Was it a vendor?

[1:14:20] » I I don't know that. But the reason I want to table it today is mainly due to

[1:14:25] to Beth not being here to to give us and Mark could certainly handle the same

[1:14:30] thing, but Mark's not been in the middle of this radio situation

[1:14:34] um for years and it you know it is a three four year ongoing process and we

[1:14:41] don't want to just throw another 8090,000

[1:14:46] on a quarter million dollar upgrade that we fortunately enough were able to to a

[1:14:52] few years ago. But we've got, you know, we

[1:14:57] if if there's so many issues that it had that it just seems like it's not it's

[1:15:02] nothing that's going to change tomorrow, even though we've gone through this. I

[1:15:07] mean, we're ongoing now about three or four months into this portion of it. Um,

[1:15:11] you know, now we got Troy telling us that we don't need to do this possibly

[1:15:16] at all through the situ through the path that we're going right now.

[1:15:22] But, you know, I think the specs and everything that were followed to where

[1:15:28] we put the bid out last month and all the process that led up to it were what

[1:15:34] was asked. And you know, there were only two two

[1:15:39] vendors that that bid on it. That's it. It's it's not it's no different than

[1:15:46] just what we said at our last meeting. If he eaten asphalt or HG Maze or Meo,

[1:15:51] all three of them have the single responsibility to follow that by the how

[1:15:56] it was laid out in the specs. >> Can Can we find out who wrote the specs
