[7:44]
it is also diligently get
[7:48]
thank you councillor Dhillon you're coming through loud and clear
[10:58]
test yeah
[11:10]
as we need for this to start
[11:13]
this is setting the stage
[12:33]
members of council we're just sorting out a technical issue
[12:37]
... but we are ready to start
[12:41]
as we begin today's meeting we'd like to acknowledge that
[12:43]
we are gathered here today on the Treaty Territory the
[12:46]
Mississaugas of the Credit First Nations before them the traditional
[12:48]
territory the Hodas the Huron and Wendat we also acknowledge
[12:52]
the many First Nations Métis Inuit and other global indigenous
[12:55]
people they now call Brampton their home we are honored
[12:57]
to live work and enjoy this land before we start
[13:00]
today's meeting I asked we remember those within our community
[13:03]
who have passed or suffering from COVID nineteen and also
[13:06]
to reflect ... on our various community frontline workers health
[13:11]
care providers and first responders who sacrifice so much for
[13:15]
our community and join our moment of reflection I think
[13:19]
you would be
[13:20]
important add to also reflect on the tremendous loss that
[13:24]
we saw this week ... and Alice Dr ... subdivision
[13:29]
we're three brothers brothers perished in a residential a fire
[13:34]
brigade I just wanna ignore Lynch
[13:39]
how difficult that is not only for the family but
[13:42]
our first responders who did everything we one firefighter risked
[13:46]
his own life trying to ... save these children ...
[13:50]
but certainly no words ... adequately describe this loss and
[13:54]
if we could certainly
[13:57]
during this moment of reflection remember them and this tragedy
[14:01]
for the family and ... thank you ... cancer Williams
[14:05]
Ann Fortini who wrote door knocking on fire prevention last
[14:09]
night trying to make sure no other tragedy like this
[14:13]
doesn't happen again ... I know cancer Fortini has helped
[14:17]
the family with lodging arrangements as well but
[14:22]
you know just as a as a parent to makes
[14:24]
you go number
[14:26]
please all rise for the singing of our national anthem
[14:28]
to be followed by a moment of personal reflection click
[15:36]
we
[16:41]
thank you
[16:48]
welcome to our regular council meeting January twenty six twenty
[16:51]
twenty two we will begin with a meeting with the
[16:53]
city for calling the role for attendance at these meetings
[16:58]
good morning members of council I will call your name
[17:00]
please indicate your presence in today's meeting councilor Dillon
[17:06]
president thank you councillor Singh
[17:13]
brother thank you councillor Fortini
[17:16]
good morning I'm here thank you counsel Williams
[17:20]
good morning I'm here thank you counsel Maduro's
[17:23]
I hear thank you councillor Bowman
[17:26]
present thank you counsel policy
[17:30]
good morning thank you councillor Willhans
[17:34]
thank you cancer center
[17:38]
president thank you councillor Santos
[17:41]
hello good morning thank you and Mayor Brown is present
[17:44]
all eleven members of present Mr Mayor we're now on
[17:47]
item to approve the agenda does any member wish to
[17:50]
add a business item to today's meeting
[17:53]
if so please user chat function at adding to the
[17:57]
speakers list
[17:59]
in
[18:00]
in the clerk is keeping the chart listings we don't
[18:03]
have a chat list ...
[18:05]
councillor Willhans
[18:08]
thank you through you Mayor I'm wondering if it would
[18:10]
be and then those of council that we can bring
[18:13]
forward the ...
[18:14]
reconsideration motion regarding the four thirteen ... my reasoning behind
[18:19]
it is in light of the current amount spent by
[18:22]
the provincial government to move forward with the meeting before
[18:25]
with a series of waters which I wish and
[18:29]
so we can bring that forward and then
[18:31]
I understand there's no debate about it it's just a
[18:33]
simple ... talk to reconsider it last Peter that time
[18:37]
to start with that we ask for a recorded vote
[18:39]
on that and then if it passes Peter perhaps you
[18:42]
can explain briefly on the procedure bylaws the next steps
[18:45]
with regards to the reconsideration of the passes or doesn't
[18:47]
pass
[18:49]
so the first step would be reconsideration ... to the
[18:52]
court we do that right now
[18:54]
through through you Mr Mayor I I suggest we complete
[18:56]
the approval of the agenda and then if this council
[18:58]
will answer suggesting bring it forward I guess the suggestion
[19:01]
is where bring forward immediately after approve the agenda that
[19:04]
that could be considered
[19:06]
so after the approval of the agenda motion carries ...
[19:09]
then we can deal with whether it has emissions yes
[19:12]
okay
[19:13]
okay are there any other additions to the agenda or
[19:16]
doing cancer Dhillon
[19:21]
so I'd like to add a
[19:24]
in camera item
[19:29]
I don't know if you have the therefore if you
[19:31]
Peter I think ... legal was also ... working on
[19:36]
this
[19:37]
through you Mr Mayor ... yes so if I understand
[19:40]
there's a land use matter ... that would be identified
[19:43]
as proposed item nineteen point twelve ... proposed by cancer
[19:46]
Dillon open session meeting exception under section two thirty nine
[19:49]
to Ian after the municipal act litigation potential litigation including
[19:52]
matters before administrative tribunals affecting the municipality or local board
[19:56]
and advice that is subject to solicitor client privilege including
[19:59]
communications necessary for that purpose
[20:06]
councillor Medeiros
[20:10]
I can't meters
[20:15]
thank you Mr mayor of that city clerk election request
[20:18]
... that change of order regarding the in camera items
[20:22]
... I believe ... so the nineteen point nine in
[20:27]
nineteen point and if we can reverse the order the
[20:31]
rather deal with nineteen point ten before nineteen point ninety
[20:36]
through you Mr Mayor that's noted for a part of
[20:39]
the approval of the agenda motion certainly
[20:41]
thank you
[20:42]
cancer Fortini cancer Fortini
[20:46]
yes thank you Mr Mayor but Peter I did send
[20:49]
the request and are both ... one was in camera
[20:52]
bottle cap catwalk Storebrand and the other one was about
[20:56]
the Brampton you and I'll see on the agenda
[20:59]
I did talk to legal
[21:01]
... he was some confusion or maybe she can we
[21:05]
just added to the next council meeting
[21:07]
since the age of this whole
[21:10]
so through you Mr Mayor there's there's two options the
[21:12]
the process and it's going to number members for filing
[21:15]
new business at a city council meeting for which the
[21:17]
city council meeting is a notice of motion in accordance
[21:20]
with the procedure bylaw ... and if that does not
[21:23]
occur in that has to be filed by Tuesday at
[21:25]
four thirty the week preceding the meeting if that does
[21:28]
not occur and as we've experienced members of council are
[21:31]
or welcome to propose new business as is occurring now
[21:34]
and it is subject to council approval by two thirds
[21:36]
vote so you there's two options councillor you can proposed
[21:40]
to add new business now ... subject to the two
[21:42]
thirds vote or you can ... ... proposed to add
[21:46]
it the new business to the February ninth ... council
[21:49]
meeting which is the next meeting is the agendas close
[21:51]
for the next Wednesday's committee of council meeting ... by
[21:55]
a notice of motion that would have to be filed
[21:56]
by next Tuesday at four thirty
[21:59]
yeah and that I'm fine without them I did spend
[22:02]
everything get on the way before so that's where the
[22:04]
confusion is that I did talk to legal so everything
[22:06]
was all of the procedures so since it was already
[22:09]
done I just wanna make sure it's on the to
[22:11]
the next agenda for February ninth so through you Mr
[22:14]
Merrill work with your office council because we will require
[22:16]
if you wish to go to the February ninth city
[22:19]
council meeting it will require a notice of motion to
[22:21]
be properly filed so there is something on the agenda
[22:23]
for members to have notice of of what the item
[22:25]
is about but I can work with your office on
[22:27]
that
[22:29]
okay well I I thought I did send that and
[22:30]
that's all they will set them that's fine I'll send
[22:33]
another one thank you
[22:37]
councillor question cancer plushie
[22:41]
thank you Mr Mayor so I'm having a little bit
[22:43]
of difficulty supporting any additions to the agenda and I
[22:47]
think cancer Fortini for ... removing the application that he
[22:52]
feels he will give properly put in place to the
[22:55]
next council meeting ...
[22:58]
I think additions that this council has has normally done
[23:03]
has been done in the past can maybe not so
[23:07]
much as council which gratified
[23:10]
and since ... you Mr Mayor through through you to
[23:15]
cancer Dillon I don't know anything about your in camera
[23:18]
added item ... if if if stop prosecutors added I
[23:23]
would have liked to have heard back and yet since
[23:26]
I didn't hear that I can't support adding an addition
[23:30]
specifically in camera to council if there's an opportunity to
[23:35]
add it I would support that community if that was
[23:38]
an opportunity but if it's time sensitive maybe you can
[23:41]
elaborate or if ... and email can be sent out
[23:45]
by staff or something to the effect ... but Intel
[23:48]
then I I just can't support in addition specifically to
[23:52]
in camera
[23:55]
thank you Mr Mayor
[23:56]
embarrassed by Mr misspelled to doing yes
[24:00]
yes ... it staff staff is asking for this is
[24:02]
time sensitive as well
[24:08]
to to cancer Palleschi
[24:13]
thank you councillor Dhillon Mr Mayor tree you can I
[24:16]
get a staff response please
[24:21]
Megyn Singh I can speak to this yes
[24:26]
this is ... through the chair this is a land
[24:29]
use planning matter which ...
[24:32]
it is the subject of litigation and there is a
[24:35]
development that happened on this matter ... very very recently
[24:41]
as in within the last couple of days ... and
[24:45]
this is something which I think will benefit council to
[24:48]
consider it will give direction to staff and how to
[24:50]
proceed on this matter
[24:53]
and and and as I said it is ... it
[24:57]
this development just occurred and ... it is very time
[25:00]
sensitive and the decision has to be made ... very
[25:03]
quickly
[25:10]
I think is ridiculous I don't think Mr
[25:14]
okay
[25:17]
councillor or something councillor some
[25:23]
thank you very much Mayor I've just asked council's indulgence
[25:28]
... with regards to a briefing notes that was sent
[25:31]
out ... yesterday ... to all members of council regarding
[25:35]
the Rogers relocation ... Mr Clark is it possible for
[25:39]
us to include that
[25:41]
... as ... as part of today's agenda and the
[25:46]
record
[25:48]
through you Mr Mayor yes it is possible and if
[25:50]
you're proposing to add that briefing note it would be
[25:52]
added under the planning ... and economic development section as
[25:56]
item ten point four point one and subject to it
[25:59]
being approved it will be included in the revised agenda
[26:01]
will be published later this morning
[26:03]
thank
[26:07]
okay so Mr Mayor that looks like a concludes one
[26:11]
and I was also going to see ... suggest that
[26:13]
to the court that we refer item nineteen point five
[26:17]
to committee of council next week
[26:25]
okay
[26:26]
and ... Mr Mayor don't seek out I see cancer
[26:29]
Singh councillor Singh
[26:31]
nobody them good actually thank
[26:36]
so Mr Mayor I'll just ... summarize for committee's benefit
[26:39]
for the vote on the changes to the agenda and
[26:42]
I also just wish to note that ... item seven
[26:45]
point four on today's agenda is ... delegation from Rogers
[26:48]
communication in regard to their correspondence fourteen point three ...
[26:51]
in a request for a council resolution endorsement on a
[26:54]
minister zoning order there are three delegations that are included
[26:58]
on the revised agenda we did receive this morning a
[27:00]
fourth delegation from Sylvia Roberts so that would be a
[27:03]
force delegation just a note for item seven point four
[27:07]
on today's agenda so in summary the items proposed for
[27:11]
the approval of the agenda is subject to the following
[27:15]
any forward noticeable reconsideration notice of motion fifteen point one
[27:18]
to be considered immediately after approval of the agenda motion
[27:22]
and record a vote is requested on that reconsideration motion
[27:26]
a proposed addition of nineteen point twelve from cancer Dillon
[27:29]
and that's for the open meeting exceptions under section two
[27:31]
thirty nine PM asks of the municipal act litigation and
[27:35]
solicitor client privilege ... counselor Madeiros has requested change of
[27:39]
order for the in camera ... portion of the agenda
[27:42]
... to ... proceed with item nineteen point ten before
[27:46]
nineteen point nine ... and just as we've added twelve
[27:52]
through councillor for Sunday's request a briefing note from economic
[27:55]
development that will be added to the agenda as ten
[27:57]
point four point one and finally ... the Mayor has
[28:00]
requested that item nineteen point five on the closed agenda
[28:03]
be referred to committee of council closed session next week
[28:06]
and I believe those are all the changes proposed
[28:11]
okay so we have the approval the gender moved by
[28:15]
a councillor Mr Mayor yes I support yes cancer Fortini
[28:19]
yeah I like to move I can't find the number
[28:21]
for the brand our program walls but also for the
[28:24]
next our committee okay so brown
[28:31]
can can certainly in there which I'm not sure if
[28:34]
you can explain to the court
[28:36]
yeah it was a report of a dark brown walls
[28:38]
noise walls and trying to find that I canceled our
[28:41]
honor which numbers are also ... if you move to
[28:44]
the next committee my my apologies thank you cancer so
[28:47]
... that is referred item it's identified as thirteen point
[28:50]
three on today's agenda it was on the committee agenda
[28:53]
last week with some technical issues because there were some
[28:56]
associated video delegations that we couldn't play back so those
[28:59]
delegations there are three of them listed under item seven
[29:02]
point three and the report thirteen point three is on
[29:06]
the agenda so are you proposing to refer all of
[29:08]
that to committee next week
[29:10]
longhaul sorry Mr our work it's our work or brown
[29:14]
wall noise walls is a reporter for Garbrandt so three
[29:19]
through you Mr Mayor I I'm not familiar with that
[29:22]
report on today's agenda perhaps staff can elaborate
[29:27]
okay also the leverage legally I will throw thank you
[29:34]
what my mistake okay okay thank you have seventeen we
[29:37]
have a motion to approve the agenda moved by councillor
[29:40]
Singh and seconded by councillor ... Williams they Jennifer the
[29:45]
council meeting January twenty six twenty twenty to be approved
[29:48]
as amended
[29:53]
instead of seeking recordable for this item I'll ask is
[29:55]
anyone opposed to this motion otherwise your vote will count
[29:57]
in the formative is there any one opposed
[30:00]
hearing none the motion carries this takes us to tackle
[30:04]
declarations of interest on the municipal conflict of interest act
[30:07]
as any member have a declaration of pecuniary interest under
[30:10]
the Municipal conflict of interest act for any matter to
[30:12]
be considered on today's agenda
[30:16]
seeing none the clerk will so note for the meeting
[30:18]
minutes so Mr Mayor yes with the approval of the
[30:20]
agenda there was the very the order to to bring
[30:23]
forward and deal with reconsideration motion fifteen point one which
[30:26]
would be the appropriate time now okay so ... as
[30:30]
councillor Willhans ... specified we've already considered ... the four
[30:35]
thirteen issue ... and so to reconsider it there have
[30:38]
to be a vote to reconsider ... so the clerk
[30:42]
will conduct ... that vote to see whether there is
[30:45]
enough support to reconsider the four thirteen issue
[30:53]
Mr mayor members of council recorded vote has been requested
[30:56]
on the motion to reconsider council's previous decision on this
[30:59]
matter all in favor of reconsideration please indicate councillor Dylan
[31:05]
hello that's a no councillor Singh
[31:09]
no it's a no councillor Fortini
[31:14]
well it's a no counselor Williams
[31:17]
no
[31:18]
that's a no councillor Madeiros
[31:21]
hello
[31:24]
sorry can somebody else can you clear was I don't
[31:26]
know no no thank you councillor Bowman
[31:31]
yes it's a yes councillor Palleschi
[31:35]
yes that's a yes councillor Willhans
[31:39]
yes it's a yes council presenting
[31:43]
yes yes councillor Santos
[31:46]
yes that's a yes Mayor Brown no
[31:50]
it's a note
[31:52]
the required two thirds has not been achieved the vote
[31:55]
is five in favor six opposed
[32:00]
okay can you previously
[32:03]
as I'm sure the delegates and people that are this
[32:05]
morning
[32:06]
through you Mr Mayor ... yes very briefly we did
[32:09]
receive in the clerk's office ... well over a dozen
[32:11]
delegation requests on this item as well as correspondence but
[32:16]
all of that was contingent on council making a decision
[32:18]
to reconsider those matters so those are that have joined
[32:20]
the meeting in the ... in the event that council
[32:23]
did reconsider the matter you're welcome to stay to watch
[32:26]
but there will be no delegations or correspondence that has
[32:29]
been submitted considered by council at this meeting on this
[32:31]
matter thank you
[32:37]
okay so this takes us to
[32:40]
the minutes we're now ready to move to the next
[32:42]
item for a public business on today's council agenda item
[32:44]
four minutes we have the following council minutes before us
[32:47]

[32:50]
one minute city council special meeting December eighth twenty twenty
[32:53]

[33:00]
the minutes if so please use the chat function Dr
[33:02]
name to the speakers list
[33:06]
I don't see any
[33:09]
I have a motion moved by a councillor Passante and
[33:13]
seconded by councillor Fortini to approve the minutes as published
[33:16]
is there anyone opposed to this motion otherwise your vote
[33:18]
will count in the formative
[33:21]
hearing no objections the motion carries this takes us to
[33:24]
the consent motion process I'll repeat Vicente item that is
[33:28]
subject to the consent motion to and any member me
[33:30]
verbally identify the item to be held for debate during
[33:33]
the meeting any item not held for debate will be

[47:49]
on the importance of block health and wellness it acknowledges
[47:52]
the legacy of black scholars in medical practitioners in western
[47:56]
medicine and other ways of knowing throughout the African diaspora
[48:01]
since the arrival of Matthew de Costa a navigator and
[48:05]
interpreter whose presence in Canada dates back to the sixteen
[48:08]
hundreds many Canadians were not aware of the fact that
[48:10]
block individuals or once a slave in the territory that
[48:14]
is now Canada or how old those far as Leibman
[48:17]
helped to lay the foundation for the diversity inclusive society
[48:20]
that Canada's today the highlighted knows the numerous contributions of
[48:24]
the black community have given too great the landscape of
[48:27]
Canadian society in nineteen seventy six former city council declared
[48:31]
February is black history month national recognition occurred on December
[48:35]
fourteenth nineteen ninety five which when the house of Commons
[48:39]
unanimously agreed to a motion presented by the honorable Jean
[48:43]
Augustine to recognize February as black history month in the
[48:47]
city of Brampton the monthlong celebration encourages us to honor
[48:50]
the significant role the black community both past and present
[48:53]
a played in shaping the multicultural of that of Brampton
[48:56]
and its values and I know we're going to have
[48:58]
a great program in February and thank you to council
[49:01]
Williams who's always volunteer time to make this program a
[49:05]
success
[49:07]
the national day of remembrance of the Quebec City mosque
[49:11]
attack and action against Islamophobia this January twenty ninth candidate
[49:15]
as a countrywoman the federally designated national day of remembrance
[49:20]
of the Quebec City mosque attack Act and action against
[49:23]
Islamophobia
[49:25]
provinces cities and community organizations across the country have been
[49:29]
marking this day since two thousand seventeen when the Islamic
[49:32]
cultural centre of Quebec City was subject to a tragic
[49:34]
hateful and Islamophobic crime generate twenty ninth as the date
[49:39]
where the Muslims in Quebec and the rest of Quebec
[49:41]
will forever more but generate twenty ninth also represents a
[49:44]
day of hope a date or we can come together
[49:47]
for a better future for Canadians of all backgrounds for
[49:50]
a candidate that is free from Islamophobia hate City Council
[49:54]
condemns Islamophobia as it does all other forms of racism
[49:58]
hate Islamophobia and bigotry and reaffirms hatred has no place
[50:02]
in the city of Brampton the city of Brampton clock
[50:05]
tower will be lit green and fight city hall
[50:07]
at half mast to honor the memory of those who
[50:10]
passed in the Quebec City mosque attack and show solidarity
[50:14]
the hateful and despicable acts of violence have no place
[50:17]
in our communities today we as residents of Brampton resolved
[50:21]
to build the foundation for change in promoting a more
[50:24]
inclusive and equitable country for all
[50:27]
and today in the council chamber I am wearing the
[50:30]
green square as remembrance of January twenty ninth and I
[50:33]
would note the staff members who are present ... in
[50:38]
the room are all also wearing the green square ...
[50:42]
and if members of council would like a copy of
[50:46]
the green square we have some in my office ...
[50:48]
if you want to
[50:50]
post on social media a year remembrance of this horrendous
[50:55]
act of hate where innocent lives where ... taken ...
[51:02]
from us than just on a on a more personal
[51:04]
note in twenty nineteen we attended FCM in Quebec City
[51:10]
and it was during the month of Ramadan and members
[51:14]
of our council who attended FCM all went to visit
[51:18]
that masters and as an act of solidarity ... ...
[51:23]
we fasted ... and broke fast with the leadership of
[51:27]
that conduct most that was
[51:29]
attacked
[51:31]
and we broke our fast together we talked about that
[51:34]
incident and as we toured the the masjid and they
[51:38]
were still reminisce of bold
[51:42]
marks in damage to ... that masjid and the reason
[51:48]
for the green square campaign is the floor at that
[51:51]
manages the carpet is green
[51:55]
even though it was soaked in blood that day
[52:01]
the fact is something that can happen our country's just
[52:03]
horrified that people could be killed based on their faith
[52:07]
is ...
[52:10]
an attack on our fundamental values of religious freedom and
[52:14]
Brampton will join cities across the country as we remember
[52:18]
... and do everything we can recommit to do everything
[52:21]
we can to create an environment where hate and violence
[52:25]
like this is not possible in our country
[52:29]
that completes or proclamations this takes is the public delegations
[52:35]
the proposed amendment to the more by licensing bylaw
[52:39]
I want the clerk if there's anyone who has requested
[52:41]
to delegate to council on the proposed by law amendment
[52:44]
through you Mr Mayor there are no delegations bus for
[52:46]
this item okay so council we can deal with it
[52:48]
implementing this bylaw in agenda order when we consider the
[52:50]
bylaw section later in
[52:54]
this takes us to seven point to a delegation from
[52:57]
rose one Mohammed
[53:01]
the National Council of Canadian Muslims and possibly must offer
[53:04]
Farouk item fifteen point two notice of motion from councillor
[53:08]
Santos twenty twenty two into Islamophobia resolution we also before
[53:14]

[53:17]
and deal with after the delegation will now proceed to
[53:20]
the delegation welcome is welcome result Riz one Muhammad from
[53:26]
in CCM
[53:29]
good morning everyone and greetings of peace my name is
[53:32]
rose one hundred and I'm with the National Council of
[53:34]
Canadian most of the NCC am I doing today to
[53:37]
speak in favor of the city of Brampton endorsing the
[53:40]
motion fifteen point two two addresses on the phobia at
[53:42]
the board of the federation of Canadian municipalities the FCM
[53:46]
we thank regional council Rowena Santos from moving this motion
[53:49]
and mayor Patrick Brown for seconding the motion the sad
[53:53]
truth is everyone that after the Quebec City mosque attack
[53:56]
five years ago on January twenty ninth twenty seventeen violent
[53:59]
attacks on Muslims did not stop in fact more Muslims
[54:03]
have been killed in targeted hate attacks in Canada and
[54:06]
any other G. seven country in the past five to
[54:08]
six years because of Islamophobia
[54:12]
this fact is in the air outside of London was
[54:13]
a monster just a few months ago on June eighth
[54:16]
twenty twenty one when thousands of Londoners and Canadians Nelson
[54:20]
Mandelson gathered in the aftermath of the terror attack that
[54:23]
took the lives of four members of the canvassing community
[54:26]
in a shocking act of Islamophobic violence thousands of people
[54:31]
had gathered that day came together to express their solidarity
[54:35]
rate understated gather to stand together as representatives of the
[54:40]
London most a mosque called for more than words from
[54:42]
the politicians in attendance
[54:45]
politicians from across Canada then made statements condemning Islamophobia and
[54:49]
calling to action to date we recognize that the City
[54:53]
of Brampton led by Mayor Patrick Brown and all of
[54:55]
council here at taken historic strides forward in addressing Islamophobia
[55:00]
from being the first major city in Canada to endorse
[55:03]
all of the NCC Ms municipal recommendations to address the
[55:06]
formal phobia that came out of the national summit in
[55:08]
response to the London attack you're calling on mayors of
[55:12]
big cities and to stand up for human rights and
[55:15]
religious freedom by supporting the legal challenge to build twenty
[55:19]
one in Quebec
[55:20]
two appointing we need to share this Canada's First most
[55:23]
some woman as its integrity commissioner to today's proclamations regarding
[55:28]
February is black history month and January twenty ninth is
[55:31]
the national day of remembrance of the Quebec City mosque
[55:34]
attack and action against Islamophobia in light of this leadership
[55:37]
mayor and council and in light of regional council arena
[55:40]
Santos is a leadership role on the FCM new equity
[55:42]
anti racism task force established in twenty twenty one we
[55:46]
feel that at the city of Brampton is the ideal
[55:49]
member of the federation of Canadian municipalities to bring forward
[55:52]
a resolution to address Islamophobia if this resolution is carried
[55:56]
by the FCM it will encourage municipal governments across Canada
[56:00]
to follow Brampton's example it takes specific action to address
[56:04]
Islamophobia thank you for your consideration
[56:10]
after the delegation if anyone else has questions are welcome
[56:13]
to add their name to the chat box councillor Santos
[56:18]
thank you so much thank you ... is one for
[56:20]
coming to to delegate and for your work in advocating
[56:24]
for ... the motion today and that I will ask
[56:28]
that meeting also bring forward for consideration at this time
[56:32]
... you know when not in twenty nineteen when we
[56:36]
were at FCM and in things are really timely right
[56:40]
now because it is the anniversary of that tragic incident
[56:44]
... councillor resenting myself the mayor councillor Gillian ... we
[56:48]
went to visit the combustion at in income back in
[56:54]
the impact on me at that time especially children FCM
[56:57]
conference ... was quite was quite shocking ... the the
[57:03]
the bullets in the wall at the masjid were still
[57:05]
there ... and we saw it and we saw how
[57:08]
deeply impacted the community what and so that the timing
[57:13]
on bringing this motion before work and having Brampton out
[57:17]
bring it forward I'm I'm really honored to do so
[57:20]
as a board member FCM and also as co chair
[57:23]
of the anti racism an equity committee I will share
[57:27]
that I've spoken to a number of members across the
[57:30]
country FCM and there is a lot of support for
[57:34]
this certainly the anti racism and equity committee ... is
[57:38]
also in support of this and so I encourage ...
[57:42]
... members of council to to show their support as
[57:45]
we advocate on behalf of the country ... on anti
[57:49]
Islamophobia so thank you very much for this one and
[57:52]
... when the time comes I will ask for a
[57:54]
recorded vote
[57:58]
okay I don't see any other speakers to this ...
[58:01]
but I would just add my own comment that Brampton
[58:05]
is a mosaic of other faiths I in an attack
[58:10]
on any one faith is an attack on all of
[58:12]
us we stand together in our Brampton family you know
[58:16]
many people have
[58:18]
to come to Canada because they've left lands where they're
[58:21]
persecuted based on their faith
[58:24]
part of
[58:26]
part of the design of Canada the dream of Canada
[58:29]
is that inclusive country that is an example for others
[58:33]
that beacon of freedom is that we do have religious
[58:36]
freedom
[58:37]
and we can't ignore the fact that we have seen
[58:40]
acts of violence and hate against Muslim Canadians that are
[58:43]
despicable abhorrent and against our core values as a country
[58:47]
that protects people's ability to proper practice their faith
[58:51]
as I've said many times the
[58:53]
part of duty of candour doesn't matter who you love
[58:55]
where you're born the color of your skin what god
[58:57]
you worship that everyone has equal opportunities in this country
[59:00]
with drive and determination
[59:04]
and what we've seen in London
[59:06]
in Quebec City and is re and more recently in
[59:09]
Edmonton
[59:12]
are a step backwards in terms of our efforts to
[59:15]
build that inclusive and nation and so if FCM can
[59:19]
be part of the conversation
[59:22]
trying to protect
[59:24]
the right to worship in peace free from intimidation and
[59:29]
violence then we should use every tool we can't
[59:32]
because Brampton is a country where multi Brampton is a
[59:36]
city for multi culturalism works Brampton is a city that
[59:39]
is a mosaic of faith we're proud of our neighbors
[59:42]
of divergent backgrounds and so I think it's perfectly appropriate
[59:45]
for us to continue to stand up for religious freedom
[59:48]
and I commend councillor Santos for leading the charge on
[59:52]
this at FCM my I imagine you'll find a lot
[59:55]
of support at the FCM board ... for this and
[59:58]
may I suggest councillor Santos that we have all of
[1:00:01]
council second your motion
[1:00:04]
thank you Mayor Brown I've read that definitely support that
[1:00:07]
and I would also ask that we make sure that
[1:00:10]
this was forwarded to you the FCM ... as as
[1:00:14]
soon as if it passes thank you
[1:00:23]
okay
[1:00:25]
a recorded vote
[1:00:27]
two three somewhere perhaps we should just take a vote
[1:00:29]
first on to receive the delegation and then we can
[1:00:31]
proceed with the notice moto I don't mean recordable Chrissy
[1:00:33]
the delegation ... anyone opposed to receiving the delegation
[1:00:38]
hearing none they're delegations received now recorded vote on the
[1:00:41]
motion
[1:00:42]
recorded votes can request a notice of motion fifteen point
[1:00:45]
two published with the agenda ... ... members in favor
[1:00:48]
please indicate councillor Dillon
[1:00:54]
yes yes councillor Singh
[1:00:58]
yes councillor Fortini
[1:01:01]
yes councillor Williams
[1:01:04]
yes councillor Medeiros
[1:01:07]
yes councillor Bowman
[1:01:09]
yeah councillor Palleschi
[1:01:14]
councillor Willhans
[1:01:16]
yes councillor Passante yes councillor Santos yes Mayor Brown yes
[1:01:24]
the motion carries unanimously eleven to zero
[1:01:31]
okay
[1:01:32]
thank you
[1:01:34]
was one
[1:01:38]
this takes us to
[1:01:41]
73 is that correct
[1:01:44]
Williams parkway noise wall public art we have
[1:01:49]
this item was referred from last week's committee of Council
[1:01:51]
as we had technical issues plain to video delegation submitted
[1:01:54]
today we have two video delegations plus the third delegation
[1:01:57]
from John could result I'll ask the court to play
[1:01:59]
the video delegations first
[1:02:03]
through you Mr Mayor so yes we have ... to
[1:02:05]
video delegations and then a delegation from John countries all
[1:02:08]
of ... so we're gonna play the first video delegation
[1:02:16]
so how many rooms parkway and the infamous noise wall
[1:02:19]
was behind
[1:02:21]
it's not pretty and the people who travel on this
[1:02:25]
major arterial roads like myself have to look at this
[1:02:29]
store every single day
[1:02:31]
I think there's an opportunity here though there's an opportunity
[1:02:34]
to turn this into something beautiful
[1:02:39]
the Brampton arts and culture scene for a while
[1:02:42]
they started an organization dedicated to impose our city
[1:02:47]
make enough to pay the Brampton 24 is incessant
[1:02:52]
by the way was example of the community coming together
[1:02:56]
to serve their aspirations
[1:02:58]
vibrant music city a city that Brampton deserves to be
[1:03:03]
his aspirations there is public arts
[1:03:07]
international plan
[1:03:09]
the face in our city's history details
[1:03:13]
municipal funding
[1:03:15]
it's a new position I can't understand that
[1:03:20]
of creative talents
[1:03:22]
good understands that public or the Senate to investigate just
[1:03:26]
as there is no mention for its inclusion of city
[1:03:29]
example of the value for public art witnesses in Brampton
[1:03:33]
spattered apartment station which has a beautiful
[1:03:39]
it provides relief to the building and character to the
[1:03:43]
neighborhood
[1:03:44]
and same thing that I can something similar can happen
[1:03:48]
to this man
[1:03:50]
now
[1:03:51]
is the benefit of
[1:03:53]
there is talk about this is fantastic
[1:03:57]
this public accessible to anyone and everyone regardless of race
[1:04:02]
gender socioeconomic status ability
[1:04:06]
it gives us an opportunity
[1:04:09]
to celebrate ourselves the senator said history is one of
[1:04:13]
the youngest and most diverse cities in the country this
[1:04:17]
has a deep history which bedrooms passing by this is
[1:04:22]
an opportunity to share that story
[1:04:26]
good projects SO give us an opportunity for civic engagements
[1:04:30]
this is going to get there so the opinions and
[1:04:32]
thoughts about what they want in a piece of art
[1:04:35]
that's supposed to represent them
[1:04:39]
it is a city that they matter
[1:04:42]
that we care about them
[1:04:44]
opportunities to stay at home and to stay in the
[1:04:47]
city instead of having to leave the city to pursue
[1:04:49]
their artistic career aspirations S. where every communities have benefited
[1:04:54]
from Branson Otis more than Brampton
[1:04:58]
I went renting compared to other cities has been wonderful
[1:05:04]
arts is behind
[1:05:06]
as it currently stands Brampton minimally provides funding the public
[1:05:11]
on an ad hoc basis
[1:05:13]
the culture master plan details where is that transaction sustainable
[1:05:17]
finance public art
[1:05:19]
after activating section thirty seven which means that as the
[1:05:22]
city grows so this is the
[1:05:25]
to stick with
[1:05:27]
we have to be on the same page about this
[1:05:30]
because even on the same page about something like this
[1:05:33]
on the same page for the future of our city
[1:05:35]
with respect to the aspirations in the Brampton twenty
[1:05:39]
in the kitchen master plan
[1:05:41]
not on the same page about this that means that
[1:05:45]
those efforts in those two documents I'm going to waste
[1:05:50]
I'm excited about the possibility the public and the small
[1:05:54]
community is excited about public up in this world disincentives
[1:05:58]
seven a public open as well and I would city
[1:06:00]
council SO excited about public art on this
[1:06:09]
through you Mr mayor members of council we have a
[1:06:10]
second video delegation from Lisa Stokes and we're just going
[1:06:14]
to get that ready to play right now
[1:06:28]
good morning I'm Lisa Stokes and I would like to
[1:06:31]
see Brampton promote and support public art
[1:06:35]
imagined Williams parkway with a noise wall painted like this
[1:06:39]
small on finch Avenue in Toronto
[1:06:55]
public heard can be used to beautify and make our
[1:06:58]
under passes more inviting
[1:07:02]
imagine to be a role like this on Queen Street
[1:07:05]
by the four corners library branch
[1:07:12]
or like this on main street by the bus terminal
[1:07:28]
public art can also be used to share our history
[1:07:31]
like these murals in Islington Village Thorold colbern and Milverton
[1:07:41]
Brampton has done something like this in BBM lane in
[1:07:44]
downtown Brampton
[1:07:59]
public art can also be used to beautify otherwise ugly
[1:08:02]
places like parking lots as seen in these pictures in
[1:08:06]
Toronto and Kitchener
[1:08:11]
we've done that with our George street parking lot in
[1:08:14]
downtown Brampton
[1:08:22]
municipalities can create a sense of place in locations that
[1:08:26]
the public might otherwise feel unsafe in and avoid
[1:08:31]
these pictures are under palace park in Toronto
[1:08:37]
Brampton could connect artists with businesses who are interested in
[1:08:41]
doing creative advertising
[1:08:58]
... can be used to create beauty on walls that
[1:09:01]
are otherwise boring around slightly
[1:09:05]
as seen in these pictures Singh Goderich G. and on
[1:09:08]
Manitoulin island
[1:09:17]
or can be used on transit systems to make underpasses
[1:09:21]
feel more inviting
[1:09:24]
we have so many places along our trail system where
[1:09:27]
we could create art like this
[1:09:34]
public art can be used to add color and whimsy
[1:09:37]
an otherwise drab places
[1:09:53]
it can be used to beautify roads and calm traffic
[1:10:00]
imagine painting the Truman street bridge like this
[1:10:09]
look at how Brampton transforms this disused highway bridge into
[1:10:14]
a beautiful piece of active transportation infrastructure
[1:10:27]
let's get artists and the city of Brampton together to
[1:10:31]
make Brampton beautiful place using public art
[1:10:41]
... mayor Brown members of council are third delegations from
[1:10:44]
John countries all and artist we do see somebody in
[1:10:48]
the attendee list identified only as John we're just gonna
[1:10:50]
meet that person just verify the first John catches ola
[1:10:53]
... John is that you
[1:10:56]
yes okay good good morning ... we're just gonna bring
[1:10:58]
you into the meeting as a panelist and then you
[1:11:01]
can proceed now you have up to five minutes to
[1:11:03]
address council
[1:11:05]
well the first of all good morning everyone this time
[1:11:09]
to shine in Brampton and I
[1:11:11]
but I'm hoping that is the needs of that that
[1:11:15]
we are in a life that and that ... we
[1:11:18]
are up the side of a great year I had
[1:11:21]
a great innovation thinking and our city
[1:11:25]
I'm here on my behalf of behalf of boundary thirty
[1:11:28]
five and under happen your Brampton as well ... I'm
[1:11:32]
here because that they be speaker before I did it
[1:11:36]
for me the said to better well ... our city
[1:11:40]
needs attention in a big way ... we need to
[1:11:45]
change our direction on how we think about art and
[1:11:48]
who you know will parkway is an example it's unfortunate
[1:11:52]
that it is a structure that is better residents it
[1:11:56]
should not happen it should not be that way but
[1:11:59]
it is and it's a disgrace and not only because
[1:12:02]
it is a disgrace in its design there's a disgrace
[1:12:05]
because it's so recent we should not have done that
[1:12:10]
yes we learning ... need some money to fix it
[1:12:13]
but we have to fix it because while the under
[1:12:17]
possum page featured justifiable was there for a hundred years
[1:12:22]
there's a justification because that's where with that the times
[1:12:27]
but that's what you're like that that is just being
[1:12:30]
done in the last three or four years it is
[1:12:32]
an investment to the city it is that's why I
[1:12:35]
put priority on that one because it's a different situation
[1:12:39]
is a situation that we should not hot however we
[1:12:43]
do need to do what it needed to do to
[1:12:45]
fix that because that is the most embarrassing situation that
[1:12:50]
we created ... how could be done are you would
[1:12:55]
expect when you know not disagreeing with an artist with
[1:12:58]
the knowledge of the city building at the city needs
[1:13:03]
to put together a bit landscape our rules of separate
[1:13:09]
parts and a book arts everywhere in the city what
[1:13:13]
I hope with that we achieve this morning ... it's
[1:13:17]
one the bigger issue and that is that the we
[1:13:20]
played you to put a considerable and I would budgets
[1:13:27]
... to find it the arts in our city either
[1:13:31]
we
[1:13:32]
or we die
[1:13:35]
arts and culture is an element of life in every
[1:13:38]
city where the eighth largest city in the country we
[1:13:42]
have to do our part
[1:13:45]
to keep ourselves above the criticism ... the negative image
[1:13:50]
I do appreciate a way investment in our city considerable
[1:13:54]
investment registered investment she and and ... investments that is
[1:14:00]
designed for ... it should be quite cities over Westminster
[1:14:05]
goes through first class cities those are the choices we
[1:14:08]
can have a lot of nonprofit the house line up
[1:14:11]
our city we don't have a lot of the of
[1:14:14]
the the people come and take advantage of putting a
[1:14:18]
structures in our city as we did for the last
[1:14:20]
forty years and care less about what this city is
[1:14:24]
gonna look like twenty years from now I spent my
[1:14:27]
four years of raising this issue what is that we
[1:14:31]
want to be in twenty years from now
[1:14:35]
and I'll tell you that art
[1:14:38]
any culture beautification is such an integral part of its
[1:14:43]
successful city do not treated as a luxury it's not
[1:14:47]
a luxury it's a necessity that you need to address
[1:14:52]
so your children or anybody who own a house anybody
[1:14:56]
who lives in the city needs prestige
[1:15:00]
the product and we need to keep the children here
[1:15:04]
not because of the level they need to through the
[1:15:07]
wall somewhere else but because they choose to be here
[1:15:11]
and because the professionals the best in the world choose
[1:15:14]
to build a career in our city not to goal
[1:15:18]
I do not been accepted any other ...
[1:15:25]
if you're in a country
[1:15:32]
did they say I'm I'm next if it's six months
[1:15:35]
ago to be eighty years old and I spend my
[1:15:38]
last fifty
[1:15:40]
saying the same thing this is not for me but
[1:15:44]
for you and your children
[1:15:46]
something about and start with fixing this wall to make
[1:15:51]
it a problem US all right and yes we can
[1:15:55]
fix our problems and let's do it thank you very
[1:15:58]
much
[1:16:01]
thank you John and Mister Merrett council that concludes the
[1:16:03]
delegations on this item so we have a lengthy list
[1:16:06]
of speakers I have cancer Santos followed by council for
[1:16:09]
TV then cancer Williams plushie are Madeiros and St so
[1:16:15]
councillor Santos your first
[1:16:19]
thank you so much and through you Mr chairman I
[1:16:23]
just wanna say thank you to John which was the
[1:16:26]
lead to Vijay ... as well as to the same
[1:16:29]
person meeting their delegations I am the council representative for
[1:16:35]
SCN Arts in in Brampton and that when I saw
[1:16:40]
this particular project come up it was that I thought
[1:16:44]
is a huge opportunity to really advocate and push for
[1:16:48]
support for public art in our city and I have
[1:16:51]
some questions for staff staff in that regards ... but
[1:16:54]
first I just want to congratulate the community were at
[1:16:58]
such a high level of engagement on the survey ...
[1:17:01]
that what is that brought forward and I know that
[1:17:04]
there was that you know that that the votes were
[1:17:07]
tight but the reality is that the popular vote on
[1:17:10]
this survey was for public art and into artists in
[1:17:15]
the city and its you those those kids in the
[1:17:18]
city who quite frankly you know we spend hundreds of
[1:17:21]
millions of dollars on sports and sports ... I had
[1:17:26]
a parent who said to me ... you know read
[1:17:29]
when I go around the CDA see baseball diamonds and
[1:17:33]
sports fields and cricket fields but my son is not
[1:17:37]
interested in sports my son is interested in the arts
[1:17:41]
and and this project on Williams parkway is an opportunity
[1:17:45]
to cultivate and inspire young people across the city I'm
[1:17:50]
an artist across the city public art in courts matters
[1:17:55]
to the city of Brampton and that and so I
[1:17:58]
have ... at eight o'clock from time the struggle and
[1:18:01]
I do have questions for the delegate as well but
[1:18:04]
struggle was beaten your artist you depend on your at
[1:18:08]
Brampton fire station twenty eleven and she wanted me to
[1:18:12]
share this court with everybody because you can join us
[1:18:14]
today she said we're starting to see more public art
[1:18:17]
on buildings road
[1:18:18]
it's construction hoarding and the value it brings to a
[1:18:21]
community art does not just paint a pretty picture it
[1:18:25]
also captures an audience creates discussion and stimulate imagination and
[1:18:30]
we know that from the activity on social media from
[1:18:33]
all the artists and residents with respect to the articles
[1:18:36]
that came out on this matter as well as disturbing
[1:18:39]
comments Brighton that they've been neighbourhoods imagery tells a story
[1:18:42]
and stories engage people to each other all ages and
[1:18:47]
colors if you look at the social media posts the
[1:18:49]
majority of them say that this wall is I believe
[1:18:52]
and we need to do something and we have an
[1:18:53]
opportunity to really change that we've got going walk into
[1:18:57]
a master piece of art that brings people together and
[1:19:01]
creates a sense of belonging I'm gonna ask a quick
[1:19:05]
quick question to staff at the moment because there's a
[1:19:08]
lot of conversation right now about finding
[1:19:11]
and and I guess that through you Mr chair connect
[1:19:14]
is it because I'm going to ask questions to staff
[1:19:16]
can also bring the report forward as well so we
[1:19:19]
can discuss it in conjunction
[1:19:24]
I'll take that as a yes
[1:19:27]
so the question to staff and is that ... you
[1:19:31]
know why is it that opportunities like the Brampton fire
[1:19:35]
station and the and the Williams parkway wall why is
[1:19:39]
it that it's such a good opportunity in terms of
[1:19:43]
public art do we even have a budget to support
[1:19:47]
public art at this time and that question I guess
[1:19:49]
is to Kelly
[1:19:55]
the morning through the chair thank you for your question
[1:19:57]
councillor Santos right now the public our program at the
[1:20:00]
city does not have an annual operating budget so we've
[1:20:03]
been really lucky to have successful partnerships with Brampton fire
[1:20:07]
with our integrated downtown and team to do recent temporary
[1:20:12]
public art projects ... it's important for us to have
[1:20:15]
partnerships with operating departments across the city that have capital
[1:20:19]
budget and are interested in making investments in arts and
[1:20:23]
culture it helps to amplify the minutes that we've made
[1:20:26]
in the culture master plan ... by partnering with these
[1:20:29]
departments and and being able to find these projects that
[1:20:33]
we wouldn't otherwise be able to do
[1:20:36]
the TV so so that Williams parkway wall itself ...
[1:20:41]
the money is already allocated in budget is that correct
[1:20:46]
as part of the capital project of the wall
[1:20:50]
through the chair I believe public works would have to
[1:20:53]
confirm that that is my understanding
[1:20:55]
okay great through the chair it sucked him because like
[1:20:58]
acting Director of capital works and I want to confirm
[1:21:01]
yes we do have three hundred thousand it was included
[1:21:03]
in the budget to accommodate the artwork on the wall
[1:21:08]
okay thank you and so ... this is not a
[1:21:10]
budget amendment but as her what staff have responded to
[1:21:15]
we do not have any budget specifically for public art
[1:21:19]
and I've been bringing up this point now for a
[1:21:21]
few months related to asking various departments to please consider
[1:21:26]
integrating public are into your capital projects because we don't
[1:21:29]
have a budget for public art yet and so the
[1:21:32]
Williams parkway wall and threatening that entire conversation and now
[1:21:36]
through this survey and popular support and on going ...
[1:21:40]
buzz around it is an opportunity to do just that
[1:21:44]
... I'm going to ask a question to delegate John
[1:21:48]
country so a lot ... how do you feel about
[1:21:52]
it as an artist and and and you're quite frankly
[1:21:55]
many of your buildings all of your buildings are work
[1:21:58]
of art as well how do you feel about the
[1:22:01]
opportunity to have public art ... tell a story about
[1:22:07]
Brampton's ... on on on the Williams parkway wall what
[1:22:11]
are you thinking about it
[1:22:16]
then
[1:22:18]
yes we can
[1:22:24]
yes it to me
[1:22:27]
as a as an artist
[1:22:30]
and as a building because it is confusing my life
[1:22:33]
is a little bit confusing I don't know how to
[1:22:34]
identify myself one or the other ... I work as
[1:22:38]
an artist or my life or whatever I do it
[1:22:40]
is the building what is it ... is ... ...
[1:22:44]
reserve ... this speaking I always talk about arts and
[1:22:50]
even portion of arts in building the city ... D.
[1:22:56]
I think that I always raise it was ... we
[1:23:00]
have the models of cities ... in Europe for example
[1:23:04]
that they don't have also all Wales they don't have
[1:23:07]
the gold mines they don't have a what do they
[1:23:10]
have is that what the artist in the last two
[1:23:12]
thousand years ago last to them
[1:23:15]
and that's a good way the economy of the end
[1:23:17]
user ... Rome or Paris or that's those city leave
[1:23:22]
off we cannot ignore the effect us arts and culture
[1:23:28]
in the success will city please I don't know I
[1:23:31]
will I'm gonna do I did before or ... my
[1:23:35]
entire life ... I continue to do and and may
[1:23:39]
sound that I preach but it is something that I
[1:23:42]
deeply feel for our city how did you get to
[1:23:46]
myself does it make my kids leave here they didn't
[1:23:48]
go anywhere ... it's hard to keep them here trust
[1:23:52]
me and unless we put our head in the sand
[1:23:55]
and not listen to our kids they wanna leave because
[1:24:00]
there is a ... something about them not selling proud
[1:24:04]
of their city we must address that because of that
[1:24:10]
US seems simple and they're not enough but is it
[1:24:14]
is so deeply connected with the economy of the city
[1:24:18]
of the future we need to do everything that we
[1:24:22]
can
[1:24:24]
and now emerging culture to give them encouragement that we
[1:24:28]
are changing our city and our we're changing our thinking
[1:24:32]
I was thinking is that we are the eighth largest
[1:24:35]
city in this country let's rise to that level let's
[1:24:41]
let's don't treated this thinks other effort in all just
[1:24:44]
just it's just something we can do without we can't
[1:24:47]
do without the citizens of Brampton they want
[1:24:51]
this will be done trust to be leaving here I
[1:24:56]
think two people follow and then appreciate what I said
[1:25:00]
what I did in my fifty years here ... if
[1:25:04]
there is a necessity and necessity bigger than you think
[1:25:08]
we're losing billions of dollars in our own bodies why
[1:25:13]
should somebody else be bragging about the price in their
[1:25:16]
house in Markham is the higher the Brampton or Mississauga
[1:25:19]
Brampton and it's it's it all and they should Mike
[1:25:22]
you've done because you know ... brown to us only
[1:25:26]
as Brampton let's let's change this for the sake of
[1:25:30]
our children and we've got to start with this we
[1:25:32]
go to start with saying look what we have where
[1:25:35]
will you have we have a parks that brown is
[1:25:39]
lucky we have with the basic needs here we have
[1:25:42]
a open field we have parks we have been supporting
[1:25:46]
infrastructures would we don't have a certain culture and and
[1:25:51]
the beautification of our city but it's a necessary special
[1:25:54]
into downtown downtown is not mine is not yours it's
[1:26:00]
seven hundred and fifty thousand people that live in this
[1:26:02]
city they need to their front room this is their
[1:26:06]
place where they brag about about the city the downtown
[1:26:11]
needs to be kept as it as the most important
[1:26:14]
parts of our city it did not turn because love
[1:26:18]
I have that I can show you every option on
[1:26:20]
on on on the ... Google where they call it
[1:26:26]
colors downtown as a lamb I have to sleep overnight
[1:26:30]
because I spend forty years but the downtown meant and
[1:26:33]
now I feel that they call it's a slam
[1:26:36]
please
[1:26:40]
we don't thank you so much down in the chair
[1:26:43]
and my beach you councillors you've been ... you know
[1:26:46]
you know many of us we all know who you
[1:26:48]
are and speaking on behalf of that new Brampton as
[1:26:51]
well and you know what what would your advice be
[1:26:55]
or what would your feedback and comments beats you two
[1:26:58]
councillors into folks who are wanting ... option one or
[1:27:03]
to leave the noise wall as it is and not
[1:27:07]
what you need
[1:27:08]
they will need to be fixed that for the reason
[1:27:11]
I said before is because it's an example of modern
[1:27:15]
thinking Brampton could not look back this has to be
[1:27:19]
fixed because we should have done better and I don't
[1:27:22]
want more people to see it this is about is
[1:27:25]
let's fix it before the world uses an example of
[1:27:29]
what not to do but let's fix it it's not
[1:27:32]
just public art he told the two sides I went
[1:27:35]
up and down with his bike ways three times yesterday
[1:27:38]
to convince myself of what what could be done I
[1:27:41]
couldn't I couldn't I have some experience in and ...
[1:27:45]
dated of those things I can I can help with
[1:27:48]
the ideas but it is a combination of public arts
[1:27:51]
in new commercial landscaping specific the trees that they have
[1:27:55]
a foster growth and covered the same needs in some
[1:27:58]
parts a little bit of changing the color of the
[1:28:01]
top panel of the the top of the miles of
[1:28:06]
of things so ... less let's say get together with
[1:28:11]
somebody to discuss it we can we can fix that
[1:28:14]
and we need to fix and not because
[1:28:16]
you know it's just the R. two just it's needs
[1:28:19]
to be fixed to fix our image would be under
[1:28:23]
because under the under the railroad the downtown Brampton on
[1:28:27]
Queen Street is it's a shame it's a shame that
[1:28:31]
all those years we can't we can't not we can
[1:28:34]
not even put some pants a little on those walls
[1:28:37]
the underpass we need to fix those things in order
[1:28:42]
to fix ourselves to think
[1:28:45]
thank you so much time and that I have a
[1:28:47]
couple of questions now to you to staff because don
[1:28:51]
brought up a couple of really good points ... one
[1:28:54]
was about comparing at you know cities around the world
[1:28:58]
who don't have ... you know colder don't have ...
[1:29:02]
natural resources per se but what they do have like
[1:29:05]
in in in Rome or is is art and ending
[1:29:10]
vested in art and and people come and visit them
[1:29:12]
because of the art and so question to Kelly and
[1:29:15]
just a reminder for folks in addition to the fact
[1:29:18]
that we have no public art budget at the city
[1:29:20]
of Brampton and these capital works projects ... opportunity to
[1:29:24]
actually find public art but compared to other municipalities where
[1:29:28]
it is the city stand when it comes to funding
[1:29:31]
arts and culture
[1:29:36]
through the chair following the approval of the culture master
[1:29:40]
plan in twenty eighteen staff were directed to look at
[1:29:44]
the capital investment per capita
[1:29:47]
close your investment in twenty nineteen which came in at
[1:29:50]
sixteen dollars and fifty eight cents per capita
[1:29:54]
when compared to relatives municipalities the average was twenty four
[1:29:58]
dollars once I thought about not ridge of seven dollars
[1:30:01]
hello and in twenty nineteen looking at the investments that
[1:30:05]
were made in twenty seventeen to twenty eighteen
[1:30:09]
thank you so much Kelly and this is why when
[1:30:12]
opportunities like this or the fire station or more integrated
[1:30:16]
approaches to putting a public art and incorporating an artist
[1:30:21]
who live in Brampton as part of what the city
[1:30:24]
does is so important until we actually fix that formula
[1:30:28]
because we are trying our very best to push and
[1:30:31]
catch up now my next question is now to I
[1:30:34]
guess make parks and future public works ... the delegates
[1:30:38]
at Mr John could just a lack that talked about
[1:30:41]
urban landscaping and that you know planning for urban landscaping
[1:30:46]
and trees and I understand that there will be an
[1:30:49]
update to council coming in the future about you know
[1:30:53]
locations for where that urban landscaping and trees might be
[1:30:56]
located around the wall could you provide some comment on
[1:30:59]
that just for John
[1:31:03]
thank you hello Sir good morning through the chair ...
[1:31:06]
yes as part of the ... ... the road ...
[1:31:10]
project ... there are there will be ... urban landscaping
[1:31:14]
changes there will be additions for ... active transportation they'll
[1:31:18]
be ... ... more amenity spaces identified through that through
[1:31:23]
that project ... for the entirely length of the project
[1:31:27]
which will ... definitely ... enhance of the art project
[1:31:32]
... that is being proposed as part of this report
[1:31:38]
thank you very much make any and I realize I'm
[1:31:41]
you know there this has brought about tremendous engagement from
[1:31:46]
the community I know that the residents in wards one
[1:31:50]
in five those who are taking their the left along
[1:31:53]
the wall want to see something happen I know that
[1:31:56]
they were furious when it started to get installed in
[1:32:00]
in early twenty nineteen they were some of the first
[1:32:02]
complaints that council Vincenti and I caught when we first
[1:32:06]
got elected on to on to council ... and while
[1:32:10]
it was a decision that was made in the previous
[1:32:12]
term we do have an opportunity to to to change
[1:32:17]
that decision and to create something beautiful as her what
[1:32:21]
the delegates have here today that being said I would
[1:32:25]
... like to take into consideration that there will be
[1:32:28]
an update related to urban landscaping and trees ... there
[1:32:33]
is any indication it right now on on what should
[1:32:36]
be on those walls it's that kind of artist reach
[1:32:39]
out to proceed a as well as myself directly with
[1:32:43]
various ideas Karens have reached out ... and so what
[1:32:47]
I think would be the most a measured approach and
[1:32:50]
I know I've spoken to cancer Williams about this as
[1:32:53]
well ... and perhaps that she might be wanting to
[1:32:58]
second that this motion but I would like to refer
[1:33:02]
the report to staff
[1:33:05]
and in that referred to staff ... I'm wondering if
[1:33:08]
you could please report back to council with more current
[1:33:12]
with the plan related to the five kilometer stretch that
[1:33:16]
identifies locations of urban landscape as for what might parks
[1:33:20]
has described but also locations and themes related to public
[1:33:26]
art and timelines for implementation so that's a referral back
[1:33:31]
to staff to report back to council with the plan
[1:33:35]
for the five kilometer stretch that identifies locations for urban
[1:33:39]
landscape and that public art and potential themes and timeline
[1:33:45]
for implementation and that's my refer a motion ... thank
[1:33:49]
you very much
[1:33:54]
okay
[1:33:56]
so there is the referral motion and now we're speaking
[1:33:58]
refer a motion next up on the list is
[1:34:02]
14 councillor Fortini
[1:34:05]
thank you Mr Mayor ... ... speaking to the referral
[1:34:09]
also suggest the same thing ... who are going through
[1:34:12]
she said well you know that and ... you know
[1:34:15]
this is something that the old archer told jurors really
[1:34:18]
... an engine driver also and I do agree on
[1:34:21]
that
[1:34:23]
just to talk to Kelly we have a budget for
[1:34:25]
the arts in the past
[1:34:31]
through the chair
[1:34:33]
... Fortini are you specifically asking about a budget for
[1:34:36]
public ... yeah we had one in the past
[1:34:40]
we've had to ... budgets that have been assigned specifically
[1:34:44]
to project based budgets capital project based budgets but we
[1:34:47]
have not to my knowledge had an annual operating budget
[1:34:51]
to support public art yeah so my question is why
[1:34:55]
we ... talk about this the our budget to bring
[1:34:58]
the budget for the arts and culture
[1:35:01]
there was never mentioned so my other thing is I
[1:35:04]
don't want to the walls and look at our you
[1:35:07]
know my efforts to stop this you know when these
[1:35:10]
walls are being put up
[1:35:12]
and we had all these complaints we got a close
[1:35:14]
up look at the time just like we stop William
[1:35:17]
parkway but we carried on nobody complained about
[1:35:21]
the other thing is when we do these arts are
[1:35:23]
we doing the whole wall we're just going certain areas
[1:35:26]
like parks are Jenna yes one is on the line
[1:35:34]
through the chair it said Tim because lack speaking with
[1:35:37]
the urban art we were looking at approximately three kilometers
[1:35:41]
of the total five kilometer length of wall focused mainly
[1:35:44]
around intersections in areas where we can't put landscaping in
[1:35:48]
for some of the street aways are areas where there
[1:35:50]
are additional space will be putting additional landscaping which will
[1:35:54]
buffer the existing wall but we want to focus at
[1:35:57]
the intersections and areas we can't put landscaping
[1:36:01]
yeah and so you know we started off with residents
[1:36:04]
complaining on the way that they like this color on
[1:36:07]
the wall we got it arcs ... I do support
[1:36:11]
our artists and I do believe that you know we
[1:36:14]
have these bridges and other areas these are but you
[1:36:17]
know ... one of W. think Lisa Shelby's like structures
[1:36:21]
and they're great but if you go on to wrongful
[1:36:23]
Wilson Avenue between Cuban doctors a bridge there beautiful thank
[1:36:28]
our goal Lawrence before California another one rather needing college
[1:36:32]
and my worry is but when they did these things
[1:36:35]
your amazing now you will partner it's also pretty paper
[1:36:38]
the kids kids are kids and we're gonna be going
[1:36:41]
around maintenance excellent I do believe these bridges or stop
[1:36:45]
should be ... we want to do it remember we
[1:36:48]
should we should address the budget for the art in
[1:36:52]
the last two years we never talk about the arts
[1:36:55]
and bring a bunch of the site and when this
[1:36:57]
role came up with the color was good the way
[1:36:59]
we stop William parkway we go stop the color we
[1:37:03]
came up with different panels up when we talk about
[1:37:07]
it all right so you know we servicing your community
[1:37:11]
and myself and council Charmaine Williams we heard a lot
[1:37:15]
of seniors complain enough to spend the money on those
[1:37:17]
walls do the arts somewhere else this thing somewhere else
[1:37:20]
and we've been getting a lot of calls if you
[1:37:23]
look at the actually the pulls up it's kind of
[1:37:26]
tight so it's kind of hard to say yes or
[1:37:28]
no are you know to support but I believe this
[1:37:31]
or anything to do with our children to budget we
[1:37:34]
always put money struggle for the arts in the past
[1:37:37]
I know what about it was a lot of money
[1:37:39]
for him and this is what you hear we can
[1:37:40]
even talk about arts whatsoever you know really shocking thank
[1:37:44]
you all these washer but stop them when they start
[1:37:47]
when choosing one up because falcons I'm going to talk
[1:37:50]
about so I'd like to report back and ... see
[1:37:53]
what certain areas in Brampton like the bridge and off
[1:37:55]
we want to do thank you for the support the
[1:37:57]
arts I will support to continue spending more money on
[1:38:00]
the walls are when we got the ball to the
[1:38:03]
looks like St Wilson and a lot of people in
[1:38:06]
my area single spend the money and a lot of
[1:38:08]
seniors are saying that we can support more seniors and
[1:38:11]
other areas are there COVID now it's very very hard
[1:38:15]
to spend money just on these walls there even though
[1:38:18]
there are different colour my area we stopped at noon
[1:38:21]
there is the walls
[1:38:23]
so we'll so there are police they have these walls
[1:38:25]
were supposed to be for some areas so I cannot
[1:38:28]
support the wall part but I will support bring a
[1:38:31]
report back for the arts people offering where the bridges
[1:38:34]
are another reason Brampton ... I I will support that
[1:38:38]
I'm not supporting the walls so thank you
[1:38:43]
councillor canceling this
[1:38:46]
thank you through you Mayor ... thank you to all
[1:38:49]
the delegations ... John it's always great to hear you
[1:38:52]
speak passionately about our city and ... I agree with
[1:38:56]
many of their sentiments ... I do have some questions
[1:39:00]
... to staff ... about the report I'm
[1:39:05]
when when you did the survey did the survey inform
[1:39:09]
residents of the cost to put on the wall
[1:39:16]
through the chair it's such in close like I don't
[1:39:18]
believe the costs were indicated as part of the survey
[1:39:22]
it was more looking at the different options to to
[1:39:25]
look at how with a work commute the work to
[1:39:27]
be done
[1:39:28]
okay so residents don't actually know ... what we have
[1:39:32]
that could be allocated how much that would cost the
[1:39:36]
cost of hiring a ... arms like the organization to
[1:39:41]
... consult and help us decide which artists and and
[1:39:45]
how they are going to put on the wall so
[1:39:47]
they actually don't know the cost of this art so
[1:39:52]
N. and I hear now that it's five Columbus that
[1:39:56]
are being proposed for the wall that would be painted
[1:40:00]
how long is the wall
[1:40:02]
how many kilometers is that
[1:40:04]
through the chair the actual laws five point five kilometers
[1:40:07]
an
[1:40:07]
thanks and we're looking at putting the urban art in
[1:40:10]
approximately three kilometers of the wall focus mainly on areas
[1:40:15]
where it's closer to intersections where people would be moving
[1:40:18]
slower or there's limited area for landscaping for approximately two
[1:40:22]
and a half kilometers we anticipate there'll be sufficient landscaping
[1:40:26]
to blend the wall in in those areas and focusing
[1:40:29]
more on the areas where landscaping isn't possible
[1:40:33]
he still three kilometers up the wall ... with ...
[1:40:38]
and we are proposing three hundred thousand or three commenters
[1:40:43]
is that correct
[1:40:45]
yes that's a based on the estimate working with the
[1:40:47]
arts group
[1:40:48]
and we can tailor that a little bit pending on
[1:40:51]
how the prices commend we can shorten a little bit
[1:40:53]
or extend a little bit too
[1:40:56]
so one hundred thousand per kilometer okay so I am
[1:41:01]
you know I I love the concept of art I
[1:41:04]
love art I'm a whole I'm a huge supporter of
[1:41:07]
art I'm I'm just curious about this blog do we
[1:41:10]
have any other won't like this with this type of
[1:41:14]
... that surface or anything do we have any other
[1:41:17]
world with the coloring the staining do you have any
[1:41:20]
other one the city for us to know what this
[1:41:23]
will look like in another five years do we have
[1:41:26]
a benchmark
[1:41:29]
through the chair there are other noise walls in the
[1:41:31]
city that are done with the similar material ... navy
[1:41:34]
aged quite well ... I don't have an exact
[1:41:38]
location I can send you some of them after and
[1:41:40]
if you want to take a look but they've age
[1:41:42]
well and haven't deteriorated too much talking to the supplier
[1:41:46]
the color of the wall will fade over time so
[1:41:49]
the current light blue will lighten up a little bit
[1:41:51]
... or other work that needs need to be touched
[1:41:54]
up typically in about fifteen year time period mmhm okay
[1:41:58]
seeing so can you and is it possible to go
[1:42:01]
to that live in the report that says ... the
[1:42:05]
breakdown of how people voted
[1:42:08]
through you Mr Mayor will bring up the report from
[1:42:11]
a terribly
[1:42:16]
is that is that a councillor yeah that's it that's
[1:42:19]
it so
[1:42:21]
you thank you Charlotte and so when you look at
[1:42:23]
the numbers right I have ... how many people
[1:42:27]
chose other options
[1:42:31]
I'm I see yes seven hundred and eight people who
[1:42:34]
did the survey did say that they like the I.
[1:42:37]
concept of art on the wall however I can't help
[1:42:40]
but want to acknowledge all of those who did not
[1:42:43]
actually choose art many of those people who did not
[1:42:47]
choose ... it comes up to one thousand five hundred
[1:42:51]
and ninety eight people
[1:42:54]
so that's one thousand five hundred ninety eight people who
[1:42:56]
actually did not choose to have art on the wall
[1:43:00]
for whatever reason you know they had different options there
[1:43:03]
was staining it but they did not actually choose to
[1:43:07]
have our
[1:43:09]
and I I wonder if that has a lot to
[1:43:11]
do with the residents who have been so frustrated with
[1:43:14]
the wall in the first place and nine I noticed
[1:43:17]
that many of my residents who had a lot of
[1:43:20]
trees cut down in order to put this wall up
[1:43:24]
they they're hurt by that the fact that we lost
[1:43:27]
so much of our ... tree canopy and ... have
[1:43:32]
been stuck with this well what I've heard from many
[1:43:34]
of my residents and I've been talking to them and
[1:43:38]
one resident who is an artist and he said I
[1:43:40]
love art and he said is I it is my
[1:43:44]
passion but I do not and I cannot see more
[1:43:48]
our money being spent on this wall that has been
[1:43:51]
such a frustrating point it's time to move on and
[1:43:55]
so I I do respect the art community and you
[1:44:00]
know I I like I said I love art I
[1:44:02]
also want to acknowledge that leases ... excellent presentation had
[1:44:07]
a number of different beautiful areas that had are on
[1:44:11]
different surfaces and so I really would like us to
[1:44:16]
respect that there are a lot of people one thousand
[1:44:20]
five hundred ninety eight people who did not choose are
[1:44:23]
and
[1:44:25]
... if I could get the motion back on the
[1:44:27]
floor there
[1:44:31]
if it's possible I just have an amendment to it
[1:44:34]
...
[1:44:36]
I would like to amend ... or stray cattle the
[1:44:40]
plan for the five kilometers from the wall and end
[1:44:43]
chain and make an amendment for the three hundred thousand
[1:44:46]
to be used for other areas in the city ...
[1:44:50]
I would really like for staff to come back and
[1:44:52]
let us know what other areas would be appropriate that
[1:44:55]
we use the ... of the
[1:44:59]
what is to find out what areas we can put
[1:45:02]
the art on but if we can strike out the
[1:45:04]
plan for the five hundred dollar noise wall I want
[1:45:07]
to respect the people are said do not spend any
[1:45:09]
more money on that wall and amend it for ...
[1:45:13]
the three hundred thousand to be used for other areas
[1:45:16]
for areas in the city that would be appropriate for
[1:45:19]
... art
[1:45:23]
thank you so much
[1:45:27]
through the chair Kelso Williams I just want to clarify
[1:45:29]
actually the guy looked at the survey and the costs
[1:45:32]
were included in the survey
[1:45:35]
so we had the cost of approximately three hundred thousand
[1:45:37]
or three hundred fifty thousand to complete the work as
[1:45:40]
part of the survey well that's good thank you for
[1:45:43]
clarifying that it's really good that our residents to know
[1:45:45]
what they're getting into two and ... you know I
[1:45:49]
still think we there's one thousand five hundred ninety people
[1:45:52]
that still didn't use the ark and people are are
[1:45:55]
really wanting us to move on and ... but I
[1:45:59]
still want to see art in our community so I
[1:46:02]
I have an amendment for the three hundred thousand to
[1:46:06]
be used for ... art installations and other areas of
[1:46:09]
Brampton and that the plan for the five corners be
[1:46:12]
struck out the motion that's my man thank you
[1:46:17]
border I don't take that as the friendly what I
[1:46:20]
would take as a friendly is some
[1:46:24]
the that motion as is but ... but also adds
[1:46:29]
so and locations for urban landscape entries Public right potential
[1:46:34]
themes and timelines for implementation and that staff bring forward
[1:46:41]
other ideas ... related to public art installation in Brampton
[1:46:47]
so this is also in line with the delegations as
[1:46:51]
well as what ... John could use a lot had
[1:46:54]
presented and is advocating for and this is just the
[1:46:59]
beginning as an opportunity for the weather Santos you can
[1:47:02]
councillor Singh ... yeah the card is and buys me
[1:47:06]
restrained so I don't want us to debate ... whether
[1:47:10]
it's from they're not you can simply state that it's
[1:47:12]
not really through three missed Mr Mayor so just to
[1:47:14]
clarify this is a debate on the noise wall and
[1:47:17]
the use of public art on the noise wall not
[1:47:19]
for public art in other locations if there's a broader
[1:47:21]
discussion of public are generally that should be added as
[1:47:24]
a new business item and either this meeting with a
[1:47:26]
two thirds vote or a future meeting in terms of
[1:47:29]
volume social
[1:47:31]
sorry go ahead council but maybe in the middle of
[1:47:33]
the displaced internally in terms of cancer Williams proposed motion
[1:47:38]
the motion moved by councillor Santos is a referral motion
[1:47:40]
so we're in the middle of a referral debate I
[1:47:43]
I I am trying to understand councillor Williams amendment I
[1:47:47]
don't think it's germane to the referral because the referral
[1:47:50]
is not saying to spend the money it's saying for
[1:47:52]
staff to go back and look at something report back
[1:47:54]
to council has not made a decision on the money
[1:47:57]
so ... the motion from cancer Williams maybe you're a
[1:48:00]
proper motion introduced sure the referral not Kerry
[1:48:05]
okay thank you for the clarification so then I will
[1:48:07]
leave that motion as is that thank you very much
[1:48:17]
three three Mr Mayor at that done Jason did you
[1:48:19]
wanna yeah I just wanted to ask for the chair
[1:48:22]
... just a reminder to councillors that ... recently ...
[1:48:27]
the approved of a public our strategy in that's in
[1:48:30]
development and going to come forward and it would consider
[1:48:34]
... things like the other opportunities being referenced ... just
[1:48:39]
... just as a reminder thank you
[1:48:48]
okay
[1:48:50]
so next up then is to the discounts will install
[1:48:53]
the floor cancel Williams
[1:48:55]
I finish thank you I've just see that my amendment
[1:48:59]
is strike out it would be a new motion in
[1:49:02]
consideration should be are the motion outside correct so it's
[1:49:07]
it's another motion on the floor the card could please
[1:49:11]
clarify through you Mr Mayor if the referral motion does
[1:49:14]
not Kerry then it could be a motion that's introduced
[1:49:17]
in regards to the report ... if the refer a
[1:49:20]
motion does Kerry than ... that motion is is ...
[1:49:23]
the matters dealt with it's been referred and ... that
[1:49:26]
motion is is redundant
[1:49:29]
okay ... because they do want to see us explore
[1:49:33]
our have that budget allocation of that amount would be
[1:49:37]
used for public art so ... I guess we'll I
[1:49:42]
would have to re introduce that afterwards or ...
[1:49:46]
unless it was also a referral referral back to staff
[1:49:50]
... so that we can identify other areas for our
[1:49:54]
installation ... with the budget at our location
[1:50:04]
through 3
[1:50:05]
three and why I would suggest that ... depending on
[1:50:08]
the outcome of the refer a motion ... the refer
[1:50:10]
a motion is referring the entire matter ... which include
[1:50:13]
staff reference that there is within the budget for this
[1:50:16]
noise wall three hundred thousand dollars so council has not
[1:50:19]
made a decision on what to do with that so
[1:50:22]
if the matter was referred back to staff for further
[1:50:24]
consideration presumably that'll be one of the matter is that
[1:50:26]
would be considered when the report comes back and council
[1:50:28]
makes a decision at that time I see okay I
[1:50:32]
will yield and just sat let others ... speak their
[1:50:36]
their opinions thank you very much councillor question
[1:50:43]
thank you Mr Mayor so I'll try and be brief
[1:50:46]
because I think everybody's on this and I have struggled
[1:50:48]
with ... with this one if we can go back
[1:50:50]
to the survey and councillor Willhans Williams brought up a
[1:50:54]
good point ... and that's one way to look at
[1:50:57]
the survey survey the other way to look at the
[1:51:00]
survey is there was any majority of people that want
[1:51:04]
to change as opposed to leaving the noise wall the
[1:51:07]
way it is so and that's the two ways that
[1:51:10]
I kind of looked at practice survey unfortunately I think
[1:51:14]
and I've heard from residents that they felt the survey
[1:51:18]
was a little bit confusing ... providing too many choices
[1:51:22]
and I think we we do this to ourselves in
[1:51:25]
and I think we should really look at the way
[1:51:27]
with that we that we put surveys ... to to
[1:51:31]
residents they may there needs to be some kind of
[1:51:34]
simplicity so the surveys that we put out so that
[1:51:37]
there isn't any questions on
[1:51:40]
which way it's going
[1:51:42]
I was also little ... disturbed by the first delegations
[1:51:47]
our criticism of our of council's lack of funding for
[1:51:52]
the arts and although there is a little bit of
[1:51:56]
truth to to those comments ... we also provide him
[1:52:01]
and his organization I believe staff can correct me if
[1:52:04]
I'm wrong a little over five hundred thousand dollars is
[1:52:08]
that correct
[1:52:19]
I believe it was three our little over three hundred
[1:52:21]
thousand last year in the budget it's five hundred thousand
[1:52:24]
this year
[1:52:30]
through the chair if you're referring to that the OP
[1:52:33]
a new operating budget for the arts agency yes three
[1:52:36]
seventy two and twenty twenty one and then council approved
[1:52:41]
an increase in twenty twenty two for just over five
[1:52:45]
hundred thousand dollars for annual operating budget so I think
[1:52:49]
it's unfortunate that nobody has recognize the fact that you
[1:52:52]
know we have ... we have almost doubled the the
[1:52:55]
funding going into the arts but I'm I'm I could
[1:52:58]
be the first one to say that it's still not
[1:53:01]
enough in ten and I'll say that but the the
[1:53:05]
fact is that we went from a little over three
[1:53:07]
thousand to five hundred thousand dollars in the year so
[1:53:11]
I think that this council has clearly sent arts is
[1:53:14]
important to us ... we recognize that we put a
[1:53:17]
lot of money into other activities in the city of
[1:53:20]
Brampton he sports ... but art is is a priority
[1:53:24]
and you know councillor Santos so huge ... ... proponent
[1:53:28]
notes of the arts and are I think other councillors
[1:53:31]
have have always stated that ... they enjoy our whether
[1:53:35]
their artistic or not I stated that I'm not artistic
[1:53:38]
at all but yet I enjoy the arts ... and
[1:53:41]
I think that we there are other ways that we
[1:53:44]
should be looking at ... things like this if we're
[1:53:47]
gonna take art seriously in the city of Brampton then
[1:53:50]
we should look at it like we're like we're building
[1:53:53]
an asset we should go through the phases of
[1:53:58]
what we do here in the city of Brampton design
[1:54:01]
phase ... at the construction phase that in the consultation
[1:54:05]
phase and all those in between we don't expect anybody
[1:54:10]
in the arts community to do anything for free we
[1:54:13]
don't expect anybody to do anything ... for free there
[1:54:18]
is ... ... we have we have a lot of
[1:54:21]
volunteers that that do some great work in the city
[1:54:24]
of Brampton but this is something that we need to
[1:54:28]
start looking at ... Lake we look at everything else
[1:54:31]
in the city of Brampton and ... so I I
[1:54:35]
I support the referral ...
[1:54:38]
should be able to come back and provide an opportunity
[1:54:43]
for people to to look at some kind of design
[1:54:48]
... in in what we're what we're trying to essentially
[1:54:52]
do and let me say again because I've said it
[1:54:55]
before I like the wall I've always liked the wall
[1:54:59]
I like the feeling that it gives me when I'm
[1:55:01]
driving the Carmen affected it was supposed to supposed to
[1:55:05]
give motorists I get that when I'm driving the wall
[1:55:09]
but I also know that it's not complete and it
[1:55:13]
hasn't been completed as to yeah there is still landscaping
[1:55:16]
trees and potential for public art ... is one of
[1:55:22]
those other opportunities that can make this world better than
[1:55:26]
what I think it it is today it's an unfinished
[1:55:31]
product so for anybody looking at this wall now to
[1:55:34]
say oh well that's that's a good it's not dark
[1:55:37]
it's not complete and it's unfortunate that it's not completely
[1:55:41]
we're having this debate with an unfinished product but
[1:55:46]
it is what it is and that's what we're here
[1:55:47]
for so I think that this referral clearly sets out
[1:55:52]
what this is it provides opportunity for members of council
[1:55:56]
to see what this ... what the finished product could
[1:56:01]
look like and ... I know there's some there's some
[1:56:05]
funding opportunities ... there are also funding opportunities and other
[1:56:10]
levels of government that we could potentially be tapping into
[1:56:14]
as well for this if we're going to start taking
[1:56:18]
art seriously in the city of Brampton and I think
[1:56:21]
that's that's kind of a step in that direction to
[1:56:23]
our to bring something that like so many passionate artists
[1:56:29]
stated here today ... that could be so thank you
[1:56:33]
Mr Mayor I'm happy to support this referral if you
[1:56:36]
don't have a second ... all seconded ... and I
[1:56:40]
look forward to seeing this come back in and what
[1:56:44]
this potentially could look like in its complete form okay
[1:56:48]
leave a Jason Tammy one respond to the
[1:56:52]
the experience ... the chair councillor just want to ...
[1:56:56]
with respect to the the designs references I kind of
[1:56:59]
understand what you're getting at seeing ... to see see
[1:57:02]
what something would look like before we proceed ... just
[1:57:06]
wanted to kind of explain with that the fire ...
[1:57:09]
the fire doors for instance we had stops at third
[1:57:12]
party assisting coordinating the local artist and coordinating that work
[1:57:18]
and so I would you would just note that it
[1:57:20]
will be difficult to come back ... without ... six
[1:57:25]
some expenditure of funds and so I would suggest for
[1:57:28]
perhaps a referral for a design concept to be developed
[1:57:31]
in back to council for consideration using some of that
[1:57:34]
three hundred K. ... because we'll have to
[1:57:38]
consult with an artist and get some designs developed it's
[1:57:41]
that's not done in house ... and so there would
[1:57:44]
be some expense to that in advance of coming back
[1:57:48]
and I just want to be mindful of that I
[1:57:49]
don't have an exact number right now but if it
[1:57:51]
was part of that three hundred we could get that
[1:57:54]
done
[1:57:55]
thank you Jason and and that's exactly what I'm talking
[1:57:58]
about there's we don't ask anybody else to do anything
[1:58:01]
for free we don't ask consultants to consult for free
[1:58:04]
we don't have to diners to design for free so
[1:58:07]
if there needs to be some funding going to going
[1:58:10]
towards a design of this to work for us to
[1:58:13]
be able to look at ... the opportunities then yes
[1:58:16]
I support that but keep in mind we also provide
[1:58:21]
over five hundred thousand dollars to a seat at that
[1:58:24]
could play a role in this as well
[1:58:28]
so I'm sure you can you know the worker magic
[1:58:31]
and and without with the cedar and and some of
[1:58:34]
the funds that are currently at your disposal come back
[1:58:39]
with some kind of design
[1:58:41]
the council can get behind thank you Mr
[1:58:45]
somebody put some of Europe's
[1:58:49]
thank you Mr Mayor ... I will say that I
[1:58:52]
I agreed with with all the sentiments from cancer plushie
[1:58:56]
and you didn't agree to look away so ... I
[1:58:58]
got to recognize that was really wild hello ... the
[1:59:02]
only thing I don't see it reflected in the motion
[1:59:06]
in the referral so ... I'm going to yield ...
[1:59:10]
to ... I guess the next speaker ... and ...
[1:59:14]
here my colleagues because ... in terms of you know
[1:59:17]
what we're looking out there there's a lot of conversations
[1:59:20]
on this and and and and just in principle on
[1:59:23]
the delegations and thank you to all the delegations ...
[1:59:25]
I know Lisa Stokes was very passionate about it she
[1:59:28]
presented a a great video ... and and different ...
[1:59:32]
ideas and and also ... ... John certainly is ...
[1:59:36]
fuller of our right to community and ... have the
[1:59:39]
option to speak with the mollusca full days regarding other
[1:59:42]
beautification across the city the only thing I would say
[1:59:45]
not to jump away from this specific subject we talk
[1:59:48]
about public art you know certainly when we think of
[1:59:51]
start connecting the dots of all our decisions that we
[1:59:53]
make regarding budget allocations ... regarding ... you know expenses
[1:59:58]
when we look at what we've done in the budget
[2:00:00]
at the same time ... we want new you know
[2:00:03]
investing public garden in specifically in these type of projects
[2:00:07]
... you know I I think that you know we'd
[2:00:09]
be naive to suggest that some of our our decisions
[2:00:12]
that don't come to bite us after we need you
[2:00:15]
know comes to these all products we don't have a
[2:00:18]
an empty sort of war chest or we can spend
[2:00:20]
all the money we want so we can you know
[2:00:22]
do one thing and and make these decisions because they're
[2:00:25]
all interconnected so when we allow salary increases I know
[2:00:28]
we're going to discuss that later when we lost salary
[2:00:31]
increases to go out of whack or when we allow
[2:00:34]
certain budget decisions and I know I'm going up intention
[2:00:37]
of going up the subject so I will refrain from
[2:00:39]
there these have these type of impacts in in specifically
[2:00:42]
when we dealt with ... our budget but I will
[2:00:47]
... ... certainly ...
[2:00:48]
... ... listen to my colleagues but I I do
[2:00:51]
think the beautification of the city is a must so
[2:00:54]
I don't like to limit the conversation to this wall
[2:00:57]
... and ... because I see all of us across
[2:01:01]
the city and all our wards ... we do ...
[2:01:03]
have been for our capital that we would like to
[2:01:06]
provide a public art ... ... and ... really ...
[2:01:11]
as the comments of the member tell the story ...
[2:01:14]
and maybe tell the story of those specific words so
[2:01:17]
... I will yield ... and a lot of other
[2:01:20]
speakers to come on thank you very much
[2:01:26]
okay next up is councillor Singh
[2:01:36]
councillor Singh
[2:01:38]
thank you and ... you know it's been all robots
[2:01:42]
the conversation and ... you know initially ... you know
[2:01:45]
I did also share some concerns but ... you know
[2:01:50]
having spoken to some of the arts members and and
[2:01:52]
people from the arts community ... what I found with
[2:01:56]
this initiative which I appreciated ... I find it's very
[2:02:00]
artist driven so what I'm a little bit nervous about
[2:02:04]
... changing ... the vision or the or the scope
[2:02:07]
of ... you know looking at other areas when I've
[2:02:11]
had a lot of conversation and and they pertain to
[2:02:13]
beautifying the noise wall you can part of the tool
[2:02:16]
... for that ... beautification ... and I appreciate ...
[2:02:20]
you know the cross section of artists with some key
[2:02:23]
young artists older older artists local artists ... different disciplines
[2:02:29]
everybody is ... from arts community seems to be ...
[2:02:33]
back to this initiative so ... that's you know Gwyneth
[2:02:38]
Park Street driven driven by the community I think ...
[2:02:41]
with support to be a little bit ... sensitive ...
[2:02:44]
to ... what what the committee is trying to accomplish
[2:02:48]
... what I also appreciate about ... this motion in
[2:02:52]
particular ... is that ... there seems to be some
[2:02:56]
synergies between ... ... this a referral and also ...
[2:03:04]
the report coming back from ... Mike parks that urban
[2:03:08]
landscape and and if there's opportunities especially ... for cost
[2:03:13]
savings in that notes then ... Jeez ... sharing of
[2:03:16]
staff resources ... on top of that we know ...
[2:03:20]
exceed ... at has a has a three staff I
[2:03:23]
believe at this point ... I think we can come
[2:03:26]
up with a cost effective way to get this done
[2:03:29]
... I think by stopping in now ... what eliminate
[2:03:32]
that possibility but I think it because all these things
[2:03:35]
are lining up with the urban landscape from Mike parks
[2:03:38]
by
[2:03:38]
image ... we have to see that we have the
[2:03:40]
artistic gauge ... I think we got a road map
[2:03:44]
that will find its ... cost effective and if it's
[2:03:47]
not when I come back and we can make the
[2:03:48]
decision accordingly but ... I think to stop a referral
[2:03:52]
motion at this point is ... premature ... because there's
[2:03:56]
so many aspects that are coming together ... that we
[2:03:58]
can probably get this done ... so I would say
[2:04:02]
let's get staff to go back ... you know ...
[2:04:05]
you know ... come up with the road map ...
[2:04:08]
we have all these things happening and and ... silos
[2:04:12]
bring it all together and ... you know let's get
[2:04:14]
the landscaping aligned with the public art and and ...
[2:04:18]
you know who's doing a great job at death I
[2:04:20]
think the opportunity is now and ... best way referring
[2:04:24]
and I'll be supporting this referral thank you
[2:04:33]
okay next up is councillor Willhans
[2:04:38]
thank you through you ... Mr Mayor ... I just
[2:04:42]
wanna go on record I'm not a big fan of
[2:04:44]
painting that wall but I'm certainly not against public art
[2:04:48]
of the deal was one thing that didn't work and
[2:04:50]
I know that my sparks group in other councils have
[2:04:53]
alluded to this but ... you know we'll be looking
[2:04:55]
at the different types of plantings landscaping along there but
[2:04:59]
I want to make sure that ... it's just refer
[2:05:02]
let's go back when it comes to the urban landscaping
[2:05:04]
we're looking at planting along the wall not on the
[2:05:06]
corners not in front with trees and those around all
[2:05:09]
important to the beautify I think we're doubling up the
[2:05:11]
amount of trees along what was Park which is when
[2:05:13]
I widening it now and I would also look at
[2:05:16]
a collaboration effort between the arm our public schools are
[2:05:20]
Catholic schools the school boards in general as well as
[2:05:23]
the TRCA and CVC the CVC is affected by this
[2:05:26]
water not but ... we get those groups involved as
[2:05:29]
well with the students to look at him to work
[2:05:32]
with our city the plan along that wall we've got
[2:05:35]
a good examples I don't want to I don't have
[2:05:37]
them here with me but I got examples of other
[2:05:39]
cities in Canada in North America and Europe
[2:05:42]
I did plantings Virginia creeper Austin ivy English ivy different
[2:05:47]
types of ...
[2:05:50]
plants that grow someone's the average some some of the
[2:05:52]
state like you wanted this will stay green all winter
[2:05:54]
so I want us to explore that aspect of it
[2:05:56]
as well because to plan for junior creeper Boston ivy
[2:05:59]
along that wall that would feel stretch of wall climber
[2:06:02]
along in less than five years ... I've got it
[2:06:04]
on my own house it gives a beautiful call fall
[2:06:06]
color it's it's it's gorgeous and can you imagine if
[2:06:10]
it's a clever everyone effort with our schools can you
[2:06:12]
imagine an elementary school student or maybe perhaps a grade
[2:06:16]
twelve students interested in fundamental studies looking at that wall
[2:06:19]
in four years time saying I was part of that
[2:06:22]
I was part of that wall beautifying that wall with
[2:06:24]
green use natural landscaping I'm not against public art I
[2:06:27]
just don't think public arts a good spot along a
[2:06:30]
noise wall like that
[2:06:32]
... with public art is you have one person's interpretation
[2:06:36]
of it another person doesn't like that public art well
[2:06:38]
then you've got more complaints lately if they if you
[2:06:40]
just left the wall along but I do like the
[2:06:43]
idea of public garden certain spaces I'm not control control
[2:06:47]
probably longer than anybody here ... he's a good artist
[2:06:50]
he is passionate about the art hi Lisa Stokes does
[2:06:53]
a great job of providing safe examples of all of
[2:06:56]
the community the first presentation was was rather I rather
[2:06:59]
enjoyed it because it was the Rick Mercer report on
[2:07:01]
regular services rental I appreciate the environment the presentation from
[2:07:06]
from the delegates I appreciate that as well I appreciate
[2:07:09]
counsel's Santos the need for public art but I think
[2:07:13]
maybe ... at this time I mean I don't hate
[2:07:16]
before also to deal with things but I think maybe
[2:07:18]
perhaps I will support the referral but I want staff
[2:07:21]
to understand that part of that urban landscaping isn't just
[2:07:25]
our typical urban landscaping is looking outside the box and
[2:07:29]
I challenge anybody to challenge me on it because I
[2:07:31]
think I'm a little bit of a gardener Mr Mayor
[2:07:34]
sense so let's work together so you can beautify that
[2:07:37]
stretch so I thought my comments and thank you very
[2:07:40]
much Mr
[2:07:43]
okay thank you councillor Willhans next up is kind of
[2:07:45]
service on the
[2:07:46]
thank you very much Marianne I want to first and
[2:07:49]
foremost thank god the delegations who came forward today to
[2:07:53]
present us with their ask in their vision for ...
[2:07:57]
what is possible with respect to a place like this
[2:08:01]
with the wall ... I ... really appreciate it very
[2:08:06]
concise and well prepared statements and ... the encouragement that
[2:08:12]
the delegates have provided to council today and this discussion
[2:08:16]
has been ... I think very productive ... not just
[2:08:20]
in respect to the Williams parkway wall ... but also
[2:08:24]
to what it is that we would like to see
[2:08:27]
in other places across the city I know when my
[2:08:29]
discussions with public works staff they are listening to this
[2:08:34]
conversation very carefully and ... I know that they're getting
[2:08:39]
everyone's ideas and looking to ... meet all of our
[2:08:43]
expectations and ... there are so many opportunities across the
[2:08:48]
city of Brampton where public arts can enhance the public
[2:08:53]
realm and ... beautify the city and provide a way
[2:08:57]
for us to ...
[2:09:00]
make expression through public art a real assets
[2:09:05]
for the city of Brampton and for the enjoyment of
[2:09:08]
the residents are here ... great ideas by all members
[2:09:12]
of council you know as combining Public cards ... with
[2:09:17]
the planting of ... appropriate trees and shrubs I I
[2:09:20]
think is absolutely ...
[2:09:24]
on points it's it's it's it can be so beautiful
[2:09:28]
and I just want to share with ... members of
[2:09:32]
the public and members of council today ... my own
[2:09:35]
personal experience living in downtown Brampton
[2:09:38]
in very close proximity to gauge Park
[2:09:42]
where ... throughout the holiday season and this winter we
[2:09:48]
have had a very beautiful ... winter lights display that
[2:09:53]
has been ongoing and it's up every night
[2:09:56]
and let me tell you about the crowds of people
[2:10:01]
coming to downtown nightly to experience
[2:10:07]
winter lights which is essentially a display of public art
[2:10:11]
and enjoy the space take photos Miller banks and and
[2:10:17]
just in general enjoy living in Brampton as as I
[2:10:21]
like to say and so ... I want to support
[2:10:26]
the referral ... and I think that some
[2:10:30]
it's important that we realize that you know this council
[2:10:36]
in this term of council both cancer centers and I
[2:10:38]
it's a local area councillors we had many conversations with
[2:10:42]
staff immediately after taking office and it was made very
[2:10:46]
clear to us that we could not
[2:10:49]
reverse ... the the construction of the wall as as
[2:10:54]
had been planned by staff and so I think that
[2:10:58]
we are ... if I could won't expression for Mayor
[2:11:01]
Brown trying to make lemonade out of lemons ... but
[2:11:05]
there is an incredible opportunity and this can truly be
[2:11:07]
fantastic and ... we don't once ... Williams parkway the
[2:11:11]
blue wall to be the example of ... of what
[2:11:16]
it is that we do two ... junctures oldest points
[2:11:20]
that we want this to be ... another way that
[2:11:23]
we demonstrate what is best and how we are supporting
[2:11:27]
the arts community here in the city of Brampton people
[2:11:31]
will love it and I think that if we take
[2:11:34]
this as one example and duplicated across other parts of
[2:11:38]
the city as we have on the Franceschini bridge as
[2:11:42]
we have in other ways ... I think that ...
[2:11:46]
we can demonstrate as a council that we are behind
[2:11:49]
the public art at the arts community and that's how
[2:11:52]
we are very interested in beautifying the city so I'll
[2:11:55]
just leave it at that and say that ... public
[2:11:58]
works is ready to to make this happen and ...
[2:12:02]
there are so many opportunities and I think we should
[2:12:04]
support thank you
[2:12:09]
councillor
[2:12:11]
hi Bowman
[2:12:13]
thank you very much through you Mr chair ... I
[2:12:16]
fully agree with the art ... however in saying I
[2:12:21]
fully agree with the art ...
[2:12:24]
maybe maybe ... I'm a little bit jealous that ...
[2:12:27]
all the art is going to be along this one
[2:12:29]
stretch of road I'd like to see public art everywhere
[2:12:32]
in the city I mean I can I can just
[2:12:35]
picture pocket memorial arena for example which is which is
[2:12:39]
the charcoal gray flak plaster ... with you know it
[2:12:44]
eighty eight mural of of sports there to take part
[2:12:48]
or renew sports for example to take part in this
[2:12:50]
city ... and that's that's where I'm coming from on
[2:12:55]
this ... I believe there's all sorts of art there's
[2:13:00]
you know it doesn't I I I'm not sure what
[2:13:03]
we're public art I'm just not sure about the word
[2:13:06]
public I just like art you could have
[2:13:10]
very very artistic world gardens that that our people do
[2:13:14]
a great job of here in the city you can
[2:13:18]
have those along the wall you could have as councillors
[2:13:20]
... Whillans suggested the various types of ivy the cover
[2:13:25]
the top of the wall and ... like you know
[2:13:28]
like I guess the older Boston baseball field when we
[2:13:33]
park which looks tremendous ... you could have
[2:13:38]
for example of it you know the the the shaped
[2:13:41]
trees or that the district portions that can all be
[2:13:44]
included in and I want that all looked out along
[2:13:48]
this section of ... Williams parkway because as I mentioned
[2:13:53]
... if we're gonna spend three hundred thousand dollars on
[2:13:56]
art ... I would much rather prefer to see it
[2:14:01]
all over the city every every ward gets public art
[2:14:06]
that's what that's what we need in the city and
[2:14:08]
I think Mr Carter solo alluded to that as well
[2:14:12]
that that needs to be everywhere in the city and
[2:14:15]
I would hate to think that we're just looking at
[2:14:17]
putting art on one little stretch of road that we
[2:14:21]
have a noise wall there now in this conflict less
[2:14:23]
she so rightly suggested which is unfinished you know when
[2:14:27]
we put trees and shrubs and bushes and and fluorocarbons
[2:14:31]
in there it's gonna look totally different so ... I'm
[2:14:35]
happy to support this going back for a referral
[2:14:40]
... but I wanna make it clear when it does
[2:14:43]
come back that we need to be looking at art
[2:14:46]
everywhere so you know what that means that ... we
[2:14:50]
we limit a budget for specific artwork back area and
[2:14:55]
and spread the spread the wealth as we might want
[2:14:57]
to say to other areas of the city I'm all
[2:15:00]
in favor of that as well but you know there's
[2:15:02]
there's two things that we should be considering here as
[2:15:05]
well and and doc will come back in this report
[2:15:09]
I'm hoping and the ideas that in other areas ...
[2:15:13]
some jurisdictions have considered art at intersections as distractions for
[2:15:19]
drivers ... and and so I want to hear from
[2:15:23]
our traffic's staff whether that's an issue ... councillor Willhans
[2:15:28]
touched on a very good issue as well and that
[2:15:32]
is you know if we're if we're going to public
[2:15:35]
art you know what I need gas when that
[2:15:39]
the wall went up somebody considered that as as as
[2:15:43]
art as well and we've got a bunch of people
[2:15:45]
who don't like it and that's the problem that ...
[2:15:48]
Arts in the eye of the beholder and I don't
[2:15:51]
want to be putting up something there that that other
[2:15:53]
people are gonna say we should just left it the
[2:15:55]
way it was so there's a lot of things we
[2:15:57]
need to consider and finally I I can't remember whether
[2:16:01]
councillor Willhans touched on this or not but the more
[2:16:05]
greenery the more shrubbery the more trees we have on
[2:16:09]
that stretch of the more greenhouse gas we're gonna be
[2:16:14]
absorbing and and converting and when you've got that many
[2:16:17]
cars on that stretch of highway I think that is
[2:16:20]
an important consideration especially since we declared a climate emergency
[2:16:25]
so I'm happy to support this and see it come
[2:16:28]
back ... but again I would prefer to see art
[2:16:33]
everywhere throughout the city not just on one stretch of
[2:16:36]
highway thanks
[2:16:38]
okay councillor Willhans
[2:16:42]
yes there are councillor Bowman touched on a lot of
[2:16:45]
... what I wanted to just add initial comment about
[2:16:47]
the ... production reveals that Mrs along that wall but
[2:16:51]
also ... one thing we have to factor in the
[2:16:53]
current when the wall was ... was constructed we made
[2:16:56]
there was a lot of ... greenhouse gases that were
[2:16:58]
needed in the production of that wall so they're adding
[2:17:01]
greenery adding shrubbery and adding things along that wall I
[2:17:04]
wonder if up bikes parts guys could work with ...
[2:17:09]
our environmental guys to sort of come up with that
[2:17:11]
analysis or data maybe just just
[2:17:15]
approximate on what the landscaping can do to help mitigate
[2:17:20]
the greenhouse gas emissions that were created when that wall
[2:17:23]
was actually constructed that be interesting to see as well
[2:17:26]
... for for for the future as well ... we
[2:17:28]
got further projects like this thank you
[2:17:33]
okay next up is a councillor Santos no I can't
[2:17:36]
service so council Williams
[2:17:39]
yes thank you ... great debate on this ... I
[2:17:42]
think it's excellent to hear so many different opinions on
[2:17:46]
... how all members of council feel about the art
[2:17:48]
I've heard are many say that art needs to be
[2:17:52]
and other areas of the city and I agree one
[2:17:55]
hundred percent that we need to have are represented throughout
[2:17:58]
our city ... but I don't hear a lot of
[2:18:01]
people say support for public art on this wall ...
[2:18:05]
it's so I wonder if we can straight out the
[2:18:08]
word public art and if that's not considered a friendly
[2:18:12]
then we vote on the were public art separately ...
[2:18:16]
so that's my one armed request I just wanted to
[2:18:20]
ask though if we do ... except the referral for
[2:18:26]
... landscape trees public art another potential themes will be
[2:18:31]
art ... company be hired to develop the concept for
[2:18:35]
the public art when that report comes back
[2:18:44]
sorry closer through the chair will will what
[2:18:50]
we'll be looking at our consultants to provide the concept
[2:18:54]
for the public art on this wall if we accept
[2:18:57]
the referral ... if it passes today
[2:19:02]
it's unlikely that the consultant would develop better ... but
[2:19:05]
they would be able to ... it would either be
[2:19:08]
culture staff or ... or steps to be we've used
[2:19:12]
a few different times on a on a number of
[2:19:14]
projects to assist in ...
[2:19:17]
with the the getting the artists developing of that that
[2:19:21]
parameters of the of the works and then at getting
[2:19:25]
some design I would also note I mean it's three
[2:19:27]
clomid hers of art Hey
[2:19:30]
I think we were or it could have been and
[2:19:32]
so what we were thinking was that there'd be the
[2:19:35]
potential for multiple artists here not one one artist specifically
[2:19:40]
doing three three climate or support so there there could
[2:19:44]
be multiple opportunities available through that it also if Kelly's
[2:19:48]
available ... and I just want to ...
[2:19:52]
if if if there's thoughts around changing the public art
[2:19:56]
terminology I just think it may be valuable to have
[2:19:59]
a comment from her just as it pertains to the
[2:20:02]
strategy being developed in a no ... there's there's some
[2:20:06]
differentiation between kind of street level activation formal public art
[2:20:11]
and some different things so if you could just speak
[2:20:13]
to that if I could pass that
[2:20:15]
thank you
[2:20:18]
through the chair I think that ... in this case
[2:20:21]
when we're talking about a large scale mural along the
[2:20:24]
noise wall that public art is the appropriate terminology in
[2:20:28]
other cases we to talk about time place making or
[2:20:31]
temporary works of art but I am your project of
[2:20:34]
this size and scale public artists the appropriate terminology
[2:20:40]
okay thank you for that clarification ... I do I'd
[2:20:43]
still request that the word public art be removed because
[2:20:48]
I really do here many councillors saying ... I'm not
[2:20:52]
they're not in favor of public art on this noise
[2:20:54]
wall and I think that is in line with ...
[2:20:57]
how many people how people feel about ... Public aren't
[2:21:02]
even through the survey so that is my amendment and
[2:21:06]
if it's on guess not taken as a friendly then
[2:21:08]
we'd have to vote on that separately thank you
[2:21:13]
okay so we have a request for a recorded vote
[2:21:16]
I'd go to the clerk in the order in which
[2:21:17]
you do the vote through you Mr Mayor to members
[2:21:19]
of council the first vote would be ...
[2:21:23]
... also just will deal with this matter first and
[2:21:25]
then we'll go back and deal with receipt of the
[2:21:26]
delegations of the first ... vote is on the proposed
[2:21:29]
amendment from cancer Williams to amend the refer a motion
[2:21:32]
from cancer Santos to remove the word public art
[2:21:36]
all in favor of the counselor Williams amendment and we
[2:21:40]
do require a second or for that amendment my apologies
[2:21:43]
we do the service what we're seeing is the second
[2:21:47]
or thank you so all in favor of the cancer
[2:21:51]
Williams amendment please indicate councillor Dylan
[2:21:55]
yes that's a yes councillor Singh
[2:21:59]
no no cancer Fortini
[2:22:02]
yes yes councillor Williams
[2:22:06]
yes yes cancel Madeiros
[2:22:09]
yes yes councillor Bowman
[2:22:12]
yes yes councillor Palleschi
[2:22:21]
councillor Palleschi
[2:22:26]
welcome back to counsel Willhans
[2:22:29]
yes
[2:22:30]
can service on to
[2:22:33]
nope
[2:22:34]
councillor Santos
[2:22:39]
no
[2:22:40]
cancel Palleschi
[2:22:43]
yes yes Mayor Brown I know no
[2:22:49]
the the motion carries
[2:22:52]
7 to 4
[2:22:56]
so the amendment carries the next vote is on the
[2:22:58]
councillor ... Santos is referral motion ... with the word
[2:23:03]
public art removed
[2:23:05]

[2:25:18]
correspondence fourteen point four on today's agenda from Todd let's
[2:25:22]
see ... Brampton border trade in John kenapa less vice
[2:25:25]
president Caledon violence dated January twenty fifth
[2:25:29]
I welcome John followed by Kerry Susie and rec
[2:25:35]
good morning mayor Brown and councillors thank you for the
[2:25:38]
opportunity to speak to you today ... I want to
[2:25:42]
start by saying that we're living in relation transformational times
[2:25:47]
COVID nineteen has accelerated changes in the way ... we
[2:25:51]
work up by decades of this council meeting which is
[2:25:55]
a combination of in person and virtual is certainly an
[2:25:58]
example of that
[2:25:59]
... the types of work that we do in our
[2:26:01]
office is in the future will change significantly ... which
[2:26:05]
will also change the type of work place that we
[2:26:08]
need ... the demand for technology employees is exploding the
[2:26:14]
battle to attract and retain the brightest and the best
[2:26:18]
will increasingly be more and more intense we believe Brampton
[2:26:22]
has been and will continue to be a good place
[2:26:26]
to recruit these employers
[2:26:29]
our workplace demographics are rapidly changing as well to predominately
[2:26:33]
Milan millennials and Gen sees many of whom don't have
[2:26:37]
a car and many of whom don't even have a
[2:26:39]
driver's license that's the need for connectivity to higher order
[2:26:43]
transit is impaired
[2:26:46]
the criticality of a modern workplace which enables new ways
[2:26:49]
of working connected to higher order public transit conveniently located
[2:26:55]
to local amenities and build sustainable missteps systemically is critical
[2:27:00]
to attracting and retaining talent it is critical for the
[2:27:04]
future success of Rogers
[2:27:08]
... existing office at eighty two hundred Dixie some of
[2:27:11]
whom are some of the it the councillors in attendance
[2:27:14]
today have had the opportunity to tour is actually a
[2:27:18]
repurposed factory
[2:27:21]
... it will not route meet Rogers requirements in the
[2:27:24]
long term
[2:27:26]
the site itself is under utilized so Rogers is proposing
[2:27:31]
to move our campus to a state of the art
[2:27:34]
facility in downtown Brampton adjacent to the Brampton go station
[2:27:39]
on lands currently owned by Metrolinx
[2:27:42]
this would result in thousands of high paying technology jobs
[2:27:47]
being retained in Brampton
[2:27:49]
it would result in the investment of at least a
[2:27:52]
hundred million dollars this site along the Brampton Toronto Waterloo
[2:27:58]
innovation corridor significantly expands Rogers transit accessible employee catchment area
[2:28:07]
securing this site is essential to Roger's ability to make
[2:28:11]
a long term investment in a new Brampton campus
[2:28:16]
at the same time we'd like to revitalize our eighty
[2:28:19]
two hundred sixty site by adding residential uses along Dixie
[2:28:23]
road while preserving a valuable employment note for the majority
[2:28:27]
of the site
[2:28:30]
Rogers is seeking Brampton City council support to request to
[2:28:34]
ministers owning orders that will enable Rogers to usher in
[2:28:38]
a new era of investment in Brampton
[2:28:42]
on the Brampton go lance Rogers is seeking permission that
[2:28:46]
would enable a campus with a minimum of two hundred
[2:28:49]
thousand square feet of office and retail uses with space
[2:28:54]
for additional office or residential uses uses that would be
[2:28:58]
accommodated basis we also seek your support for the sale
[2:29:03]
of the downside downtown site to Rogers symbol Cheney a
[2:29:07]
sleep Rogers is also seeking a ministers so in order
[2:29:12]
for the lands we will be vacating at eighty two
[2:29:14]
hundred Dixie road that would permit up to one point
[2:29:17]
two million square feet of industrial warehouse uses and up
[2:29:21]
to twenty five acres of residential development along Dixie road
[2:29:26]
to be built out in a mix of residential towers
[2:29:29]
and stacked townhomes
[2:29:32]
in summary this is a transformational time for Brampton and
[2:29:36]
for Rogers you are making great strides in the revitalization
[2:29:42]
of your downtown watchers would like to participate in and
[2:29:46]
to be a catalyst to accelerate this positive change we
[2:29:50]
appreciate your support and your partnership thank you again for
[2:29:54]
the opportunity to speak to you today
[2:29:59]
thank you John the next donations Kerry Percival chair of
[2:30:02]
the downtown Brampton BIA and Susie got from the exact
[2:30:04]
of director of the downtown Brampton BIA please person
[2:30:12]
good
[2:30:13]
I am it's got for here and I just wanted
[2:30:16]
to start by saying that she'll carry personal unfortunately had
[2:30:22]
to go to another meeting so I'm going to start
[2:30:24]
with her and she wanted me to read ... the
[2:30:27]
delegation if you wanna make this morning I think you
[2:30:30]
Mayor Brown and council members
[2:30:32]
I apologize for not being able to speak directly with
[2:30:35]
you we have the downtown Brampton BIA are very excited
[2:30:38]
to see Rodgers Rodgers item on today's agenda this is
[2:30:42]
an incredible opportunity for our city a major corporation like
[2:30:46]
Rogers that has been committed to Brampton in our community
[2:30:49]
for many years wants to continue this relationship with mass
[2:30:53]
investment in our people and community we will see an
[2:30:56]
increase in jobs and economic growth specifically for our downtown
[2:31:00]
core
[2:31:01]
at the downtown Brampton BIA fully supports our council to
[2:31:05]
request an MCO from the province for this project again
[2:31:09]
this is to an incredible opportunity and very exciting times
[2:31:12]
for Brampton and I'm not and I'm just gonna follow
[2:31:16]
with killings words I did want to say I was
[2:31:18]
really excited when I was reading over the weekend the
[2:31:22]
board packed beyond the council package and so I want
[2:31:25]
to say that yeah this is huge huge news for
[2:31:30]
downtown Brampton and ... it's a huge huge opportunity we
[2:31:34]
know that bringing Rodgers to downtown Brampton ... will create
[2:31:39]
more jobs and specifically in the tech field and and
[2:31:43]
more careers in the downtown core and ... as well
[2:31:47]
as building more commercial office space in downtown and that
[2:31:51]
will enable the whole city of Brampton to be more
[2:31:53]
competitive across the GTA with regards to commercial inventory and
[2:31:58]
commercial space so we're really excited about yes we know
[2:32:03]
this is going to spur more investment and economic growth
[2:32:08]
to downtown Brampton this is this is our time so
[2:32:12]
... for the record just I wanted to publicly say
[2:32:15]
we fully support this request and ... we ask that
[2:32:19]
the city council prioritize this incredible opportunity thank you
[2:32:25]
thank you Susie the next elevation is Rick Evans executive
[2:32:27]
member of new Brampton please go ahead Rick
[2:32:32]
thank you Peter
[2:32:35]
brown councillors
[2:32:37]
city staff told delegates at most notably those representing Rogers
[2:32:43]
present today
[2:32:45]
I speak with a voice representing nearly four thousand supporters
[2:32:49]
of an ad hoc nonpartisan group only referred to as
[2:32:53]
the draft
[2:32:55]
our membership the city brought with individuals from all over
[2:33:00]
lots of this committee
[2:33:02]
some are developers property owners planners engineers
[2:33:08]
others such as I or simply long term residents of
[2:33:11]
the city
[2:33:13]
but we all out of vested interest in the development
[2:33:18]
of Brampton
[2:33:19]
and we all are focused on the betterment of our
[2:33:23]
community
[2:33:25]
it is with excitement
[2:33:29]
but the executive board of your Brampton endorse the proposal
[2:33:33]
would Rogers has shared with the downtown campus and the
[2:33:37]
redeployment other Dixie road lance
[2:33:40]
a brand new state of the art sustainable transit oriented
[2:33:44]
mixed use development with as much as five hundred thousand
[2:33:47]
square feet of commercial space
[2:33:50]
we cannot imagine
[2:33:52]
... project good night to revitalize ation of our city
[2:33:56]
court
[2:33:58]
the possibilities are immense
[2:34:04]
enhance
[2:34:06]
water level transit
[2:34:08]
a transit hub
[2:34:11]
I can go on for hours
[2:34:14]
with the transit hub the technical employment and the redevelopment
[2:34:18]
of the Dixie road lands not to be forgotten
[2:34:22]
the corporate commitment demonstrated by Rogers to our community
[2:34:26]
is immensely welcome
[2:34:30]
their proposal aligns so well with our twenty forty vision
[2:34:33]
of city building it cannot put screens for our support
[2:34:37]
and we knew Brampton fully support and encourage our council
[2:34:43]
to request the elms those from the province as discussed
[2:34:48]
thank you for giving me the opportunity to share the
[2:34:50]
excitement that I house for
[2:34:54]
what Mr Mel the husband's playing to us
[2:34:57]
and up it is most welcome
[2:35:02]
thank you our record next up is Sylvia Roberts
[2:35:05]
a Brampton
[2:35:09]
can
[2:35:11]
we can
[2:35:12]
all right hello council by name is Sylvia Roberts we
[2:35:16]
have a three regarding the Ms that is like the
[2:35:18]
scene and incredibly tempting offer is a couple things that
[2:35:22]
council should also consider if the player committee of council
[2:35:26]
meeting council give the thumbs up to the downtown transit
[2:35:29]
hub T. pap to the best of my knowledge the
[2:35:31]
lands Rogers has proposed building a new campus on happens
[2:35:35]
to be part of that and is one of the
[2:35:36]
more likely parcel candidates the current bus terminal building does
[2:35:41]
need to be torn down to make room for the
[2:35:43]
third tracked increasing go service the downtown Mount Pleasant even
[2:35:47]
if the city were to select the current state the
[2:35:50]
side of the current bus terminal for the new bus
[2:35:52]
terminal there's still the matter of needing to relocate the
[2:35:55]
bus the current customer least temporarily in order to demolish
[2:35:59]
and rebuild that structure the parking lot immediately next to
[2:36:06]
transparent does represent a fairly good location for a temporary
[2:36:10]
thing
[2:36:12]
consideration at least for feeling of the development once it
[2:36:15]
is resolved the issue ... that the issue of a
[2:36:19]
computer intentionally competing need for personal question the city also
[2:36:22]
needs to turn to transportation planning the heck of a
[2:36:25]
lot of people have posted a worker
[2:36:28]
are they going to get better Mr members often the
[2:36:31]
parking study the city garages have capacity for adding another
[2:36:35]
seven hundred cars on a daily basis this is a
[2:36:38]
plan for how to accommodate the transportation demand for three
[2:36:41]
thousand people to get the downtown Brampton and because city
[2:36:44]
once the downtown spending money women hybrid work don't help
[2:36:48]
for the city's proposed goals ...
[2:36:52]
except for Mississauga that probably coming on the main street
[2:36:55]
south which is a little bit of an issue as
[2:36:57]
the city is recently reduced capacity on that road this
[2:37:02]
evening to explore alternatives to increase that and doesn't
[2:37:05]
... the person the public representing Rogers has noted a
[2:37:10]
lot of the people take transit and so implementing bus
[2:37:14]
lanes on base main street is probably the most effective
[2:37:17]
way to improve our capacity on main street south city
[2:37:22]
may also wish to accelerate the implementation on queen street
[2:37:26]
east and of value it bus lanes on main street
[2:37:30]
north because most of the city does why north of
[2:37:34]
downtown
[2:37:35]
I would the plans purpose land the city will meet
[2:37:38]
at a number of buses to accommodate increased P. transportation
[2:37:41]
demand the downtown Ms auto potentially offers the opportunity for
[2:37:46]
mutual and by the city in Rogers and nothing that
[2:37:49]
I previously mentioned precludes the items that are from going
[2:37:51]
forward they're just things to be mindful of as as
[2:37:54]
it goes forward
[2:37:56]
much like Rogers has the benefit of the largest park
[2:38:00]
eighty eighty two hundred Dixie is functionally obsolescent for Rogers
[2:38:04]
and no longer serves the needs the Brampton transit's Clark
[2:38:07]
best maintenance and storage facility it is also getting thirty
[2:38:11]
two is relatively small capacity inability to accommodate articulated buses
[2:38:15]
and unknown capacity for electrification in the largest and is
[2:38:19]
there for the Dixie said they proposed an industrial space
[2:38:23]
is probably a suitable site in space or putting in
[2:38:27]
a new transit maintenance starts was only to replace the
[2:38:30]
clerk one which would allow for better economies of scale
[2:38:33]
in terms operations would definitely allow articulated buses
[2:38:38]
and if and you could easily plans for electrification from
[2:38:43]
the start because of its location on Dixie between queen
[2:38:46]
and steals queen we are very much working diligently on
[2:38:50]
to get the Queen Street B. R. two done as
[2:38:52]
soon as possible Instagram is also working towards that goal
[2:38:56]
so having the bus terminal that can actually supply the
[2:38:59]
articulated buses for those routes so close to it is
[2:39:03]
my vantage from operational point of view
[2:39:06]
there is a potential savings on non revenue hours because
[2:39:10]
it does actually take time to drive buses from this
[2:39:14]
site at a secure and transparent down to steals ...
[2:39:20]
a number of places have co located ... past the
[2:39:22]
Saudis and housing in September with electrification the buses will
[2:39:27]
also be
[2:39:29]
much more quiet and more compatible with that ... potentially
[2:39:33]
using that industrial the proposed industrial space for a maintenance
[2:39:38]
and storage facility is a similar you some point around
[2:39:42]
and as represents the potential opportunity for both the city
[2:39:46]
and Rogers to mutually when on this separate Ms that
[2:39:49]
I'll
[2:39:51]
unlike the highway fifty cents because it's in the urban
[2:39:54]
core and the city would need would not need anywhere
[2:39:57]
near as much parking because it already has decent transit
[2:40:02]
service to anticipate moving to twenty four seven service this
[2:40:06]
would late Mississaugas previously done with twenty four seven service
[2:40:11]
for twenty four hours service and don't region has also
[2:40:14]
moved towards is has implemented a twenty four seven service
[2:40:19]
mmhm
[2:40:21]
this kind of site would actually be very good for
[2:40:23]
supplying those vehicles are thank you that's my delegation
[2:40:28]
okay we will now go to questions of the
[2:40:32]
delegations and first off we have ... councillor the Sunday
[2:40:37]
thank you Mr Mayor just before review we begin those
[2:40:39]
just to remind council that we also have the added
[2:40:41]
briefing note from staff that's identified as ten point four
[2:40:44]
point one that was added to the agenda Rebecca that's
[2:40:47]
economic development regional so there's a question for a clear
[2:40:50]
Burnett and her team ... feel free to ask that
[2:40:52]
as well
[2:40:56]
councillor Sunday
[2:40:58]
thank you very much this matter are first of all
[2:41:00]
wanna thank ... Rogers and John Mallory for coming here
[2:41:03]
today with this ... incredible opportunity for the city of
[2:41:06]
Brampton I wanna thank ... the delegations ... who spoke
[2:41:10]
... in favor of this proposal and ... thank you
[2:41:15]
for your continued support and ... valid suggestions ... for
[2:41:21]
all of us ... I'm not going to spend too
[2:41:24]
much time right now ... speaking to this I would
[2:41:27]
much rather give the opportunity for our economic development team
[2:41:33]
and director clear Barnett's ... to speak to us about
[2:41:38]
... the economic
[2:41:40]
implications of this proposal for the city of Brampton and
[2:41:45]
provide us with ... ... ruble
[2:41:49]
... direction up the a briefing note that we all
[2:41:52]
received late yesterday from them so that's it on to
[2:41:58]
you through you chair to clear
[2:42:03]
councillor and thank you for the question and the opportunity
[2:42:06]
to speak about this investment or potential investment the economic
[2:42:10]
development office in Fuzi artistically supports and recommends this relocation
[2:42:16]
to downtown Brampton it really demonstrates a significant investment from
[2:42:21]
an economic development perspective to downtown and also an incredible
[2:42:25]
impact for innovation district
[2:42:28]
through this development Brampton would retain a critical employer in
[2:42:33]
our tech sector one of the largest employers and our
[2:42:36]
tech sector as you heard from the delegation they are
[2:42:40]
employing thousands of people around three thousand people in their
[2:42:44]
Brampton facility currently we know many of those are residents
[2:42:48]
of Brampton
[2:42:49]
and so this ... development would help maintain and retain
[2:42:53]
retain many of those high paying tech jobs in our
[2:42:57]
city
[2:42:59]
Rogers would also become the anchor business in our innovation
[2:43:02]
district which is really critical for the next stage of
[2:43:06]
the development of our innovation district we have been looking
[2:43:11]
internationally to try and recruit ... an ad tech company
[2:43:15]
to become an B. R. anchor tenant having Rogers a
[2:43:19]
Canadian company B. R. tenant just makes it even more
[2:43:22]
impossible for us
[2:43:24]
the new Rogers presence downtown would also attract employees and
[2:43:28]
talent from outside Brampton ... and really solidify our place
[2:43:33]
within Canada's innovation corner and I think John Mel B.
[2:43:36]
also mentioned the incredible location branch in being right in
[2:43:40]
the center of the innovation quarter Canada's innovation corner this
[2:43:44]
really really illustrates the importance of that geographic position and
[2:43:48]
orientation district
[2:43:51]
in economic development we measure the impact of an investment
[2:43:54]
through jobs created jobs retained and the company's capital expenditure
[2:43:59]
and by all of those traditional measurements this is an
[2:44:02]
incredibly impactful investments I will say that also in economics
[2:44:07]
about we don't count as an investment win intelligible is
[2:44:11]
finalized signed and announced it as the downtown site really
[2:44:15]
is the only one in our city being considered at
[2:44:17]
this time I hope that we do show our support
[2:44:20]
for the plans and certainly from an economic development perspective
[2:44:24]
we enthusiastically support the plans thank you very much
[2:44:29]
thank you very much ... clear and I think I
[2:44:32]
will now yield to ... remainder members of council who
[2:44:36]
are on the speakers list and I'll reserve my comments
[2:44:39]
for later thank
[2:44:41]
okay thank you councillor something next up is ... councillor
[2:44:46]
Dhillon
[2:44:51]
six hours ago yes well thank you so much ...
[2:44:55]
I just wanna just ...
[2:44:59]
... thank god ... a job coming in today and
[2:45:03]
see what thank Rogers is well actually ...
[2:45:07]
work at Rogers my brother worked out well I had
[2:45:10]
two brothers who worked at what is that ...
[2:45:12]
enter campuses well ... it way back in the order
[2:45:16]
... well that the leader of six point is when
[2:45:20]
you guys moved in and ... my brother was there
[2:45:24]
at the time ... seven metric early ...
[2:45:27]
my department that I was working and we moved in
[2:45:30]
from Scarborough ... two Brampton and I know a number
[2:45:34]
of all employees who were from Scarborough ... will probably
[2:45:39]
by ...
[2:45:41]
the experience of some of the most so
[2:45:44]
all star will be probably the most proud of their
[2:45:48]
... where they live well I've ever met but this
[2:45:51]
one a majority of them the majority but ... a
[2:45:55]
large number of them I move to Brampton and ...
[2:45:58]
you know they have the a lot of good to
[2:46:00]
say about the city ... which I guess the word
[2:46:04]
to similar story and
[2:46:07]
... the Rogers campus was home well Sir granting campus
[2:46:10]
was it was a great campus ... you know they
[2:46:14]
they gave so many jobs to so many people in
[2:46:16]
Branson and the ... just the economically was such a
[2:46:21]
a bigger player also the City
[2:46:26]
so just charged a couple questions for you
[2:46:31]
I guess it might be repeatable but hope they're you
[2:46:33]
know they're not but ...
[2:46:36]
you guys are asking for the M. zero four the
[2:46:39]
actual Dixie location ... AA and
[2:46:44]
you know what what discussions have you had in terms
[2:46:46]
of getting the ... the lands in
[2:46:50]
and ... in the downtown Brampton like what will surely
[2:46:54]
in the residents of Brampton gets that you'll
[2:46:57]
you know you're well
[2:46:59]
you guys will receive these lands will problems
[2:47:04]
thank you for the questions councillor done so in terms
[2:47:07]
of the the the lands we have had very preliminary
[2:47:12]
discussions with the Metrolinx certainly this part of Brampton ...
[2:47:17]
we feel would be ... very very important ... in
[2:47:21]
order for us to secure that that property so that's
[2:47:25]
that that's the that's what part of the part of
[2:47:28]
the resolution that we're asking for today that that Brampton
[2:47:31]
support the provincial government ... would sell those ... the
[2:47:36]
sell that property to us ... and I'm sorry can
[2:47:39]
you repeat the question on the eighty two hundred sixty
[2:47:42]
property
[2:47:43]
so you've got to be Ms at all on the
[2:47:45]
on the Dixie property is that correct yes that's correct
[2:47:49]
yeah ... but if that would be Ms if the
[2:47:52]
Ms at all was to be conditional on ... what
[2:47:57]
the request from the Brampton the city in the Ms
[2:48:01]
it'll be ...
[2:48:03]
a conditional on that ... you know we get some
[2:48:06]
certainty that ... the lands will be provided to you
[2:48:10]
are you okay with that is that what you're is
[2:48:12]
that what you're requesting as well
[2:48:14]
yes I mean on the bottom line is Rogers wants
[2:48:17]
to relocate our office downtown Brampton and stuff ... that's
[2:48:22]
it it's it's a place that works for us ...
[2:48:25]
it's a place that we believe will continue to be
[2:48:27]
a great location to recruit ... ... technology employees and
[2:48:33]
... and on that basis ... that's why we want
[2:48:37]
to invest well over a hundred millions of dollars in
[2:48:41]
that in that location
[2:48:44]
and I appreciate that and ... justice trying to speak
[2:48:47]
with us much ... biases I can Rogers is a
[2:48:51]
phenomenal ... organization ... you had a great time when
[2:48:57]
I worked there again the family members their friends ...
[2:49:00]
workers well and ...
[2:49:02]
... just the culture back to ... is ... within
[2:49:06]
the Rogers itself ... I think there could be ...
[2:49:12]
in addition to have this new building it in ...
[2:49:15]
in downtown Brampton we've got to come to fruition and
[2:49:19]
... as you mentioned ... the times are changing a
[2:49:23]
we have a a younger population that's ... ... extremely
[2:49:28]
innovative and ... ... you know
[2:49:33]
amazing ideas and ... I think you know everybody's in
[2:49:37]
the innovation corridor I would be ...
[2:49:41]
asset in addition and so quickly but I can definitely
[2:49:44]
support this practice again ... do we just need a
[2:49:47]
little bit more ...
[2:49:49]
certainty and they're a little bit more ... medication from
[2:49:53]
products so that this is gonna happen and ... but
[2:49:56]
to really excited at the opportunity thank you
[2:50:00]
thank you councillor Dhillon
[2:50:03]
councillor Singh councillor Singh
[2:50:06]
thank you thank you John for ... coming in to
[2:50:09]
make your delegation thank you to all the delegations for
[2:50:12]
providing your input ... it's an extremely exciting opportunity ...
[2:50:19]
... read through that and settled up look at some
[2:50:22]
of the concept plan ... and ... you know it'll
[2:50:26]
I think it'll have a huge impact for Brampton ...
[2:50:29]
I just wanna
[2:50:31]
yeah you know it's not for today but I just
[2:50:33]
want to put it down for the minutes to flake
[2:50:35]
... for you for the future ... building on what
[2:50:38]
Sylvia was saying I hope ... through this partnership in
[2:50:41]
working together ... what we could to have Roger support
[2:50:45]
it and I I hope ... advocate for some of
[2:50:49]
our ... transportation projects because the benefit you as well
[2:50:52]
and also we were talk about Queen Street B. R.
[2:50:55]
T. L. R. T. ... you know hopefully if everything
[2:50:59]
goes through ... hope that count of you as a
[2:51:02]
partner to help advocate for those of you see it'll
[2:51:04]
help your employees tremendously ... as well ... secondly as
[2:51:09]
a guest I know they're just concept plans but I
[2:51:11]
just wanted to also ... bring up the point that
[2:51:15]
... I saw the ... some of the high level
[2:51:17]
of warehouse ... designs ... something that's been happening in
[2:51:21]
my area it's the warehouses with some office space as
[2:51:24]
well something to consider as well ... because ... warehouses
[2:51:28]
tend to have a little bit lower the job of
[2:51:30]
the with office space in there as well and ...
[2:51:33]
it helps up those numbers and bring sort of a
[2:51:35]
different type of job ... as well ... which we
[2:51:38]
always appreciate with office space ... those are just some
[2:51:42]
comments I want to make outside of that ... thank
[2:51:44]
you for this proposal and ... look forward to supporting
[2:51:48]
it thank you
[2:51:50]
thank you councillor Singh yes certainly ... ... transportation was
[2:51:54]
transferred up transportation projects ... Brampton BRT at the extension
[2:51:59]
of the Hurontario LRT ... we see as very very
[2:52:03]
important so you absolutely will have our support
[2:52:08]
okay thank you
[2:52:10]
okay next was council Bowman
[2:52:14]
thank you through you Mr chair thanks very much for
[2:52:16]
coming in John sounds like ... understanding proposal actually ...
[2:52:21]
as a as a guy who was born and raised
[2:52:22]
here Brampton I know how important it was when Rogers
[2:52:25]
took over Nortel you know what
[2:52:29]
a large piece of land that ... the city was
[2:52:31]
really unsure about at that point but ... you made
[2:52:34]
it very successful they are on
[2:52:37]
I'm just wondering if anybody from planning can walk me
[2:52:41]
through because you're playing for two Ms adults correct
[2:52:48]
but rest yeah I just like planning to explain how
[2:52:53]
how the city can agreed or names at all when
[2:52:57]
when they don't own the land how does that how
[2:53:00]
does that work and and how does that go through
[2:53:02]
is there anyone from planning could explain that through the
[2:53:05]
chair it Sir Richard we have ... we have on
[2:53:08]
a person who's been really ... heading up the unsettled
[2:53:12]
... work to date on the line as well and
[2:53:15]
you can speak to that but the key here is
[2:53:17]
that
[2:53:19]
the 2 ends of those are not
[2:53:22]
jointly
[2:53:24]
like coach went together thirst their separate land use applications
[2:53:28]
...
[2:53:30]
yeah Allen can certainly speak to speak to the
[2:53:37]
through the chair in response to the question councillor Bowman
[2:53:41]
that alone persons here so it would work with respect
[2:53:44]
to the zoning matters and and rezoning applications that's us
[2:53:47]
city stuff typically to receive that many of that we
[2:53:51]
we walk through and similarly here with that with Ms
[2:53:54]
that ... requests no there is a there there isn't
[2:53:58]
actually a a need for the the particular owner of
[2:54:01]
the property to be the other the instigator of the
[2:54:06]
any rezoning application your through to us through through the
[2:54:08]
city and and likewise in the end zone over cost
[2:54:13]
so in this case here with the downtown property in
[2:54:15]
particular that were speaking to yeah we we understand that
[2:54:18]
yes Metrolinx is sticker or of the property no there
[2:54:21]
are arrangements that are being worked on now to ...
[2:54:24]
towards a sale ... stucco the lands really this is
[2:54:28]
what what is being walked towards but ... notwithstanding the
[2:54:32]
fact that of Metrolinx themselves happens put forward a and
[2:54:36]
I'm sort of a request that is not the audit
[2:54:39]
that's not a necessity okay I have been hands in
[2:54:43]
advance of the minister himself working towards ... and Ms
[2:54:47]
auto a lot of really for for the site really
[2:54:50]
nor would it be necessary for for council to we
[2:54:54]
have a request your through to yourselves in other from
[2:54:58]
from the current property owner in that respect either so
[2:55:01]
just to speak to it at all a little further
[2:55:03]
there are instances where ... the city of Brampton might
[2:55:07]
very well want to see a lands rezoned ... for
[2:55:11]
the common good of the city notwithstanding the fact that
[2:55:14]
the ... Groner hasn't put forth request and so they're
[2:55:18]
throughout the process to be had there and we can
[2:55:21]
embark upon that and we have in the past but
[2:55:24]
topic here with this Ms ... request a really coming
[2:55:27]
forward Rogers knowing that to a land deal has to
[2:55:32]
occur there's nothing that certainly with us from a from
[2:55:37]
the post a staff report that necessitates having that request
[2:55:41]
be with us from the current land or
[2:55:44]
with a clear spice things for you councillor Bowman and
[2:55:48]
the rest council
[2:55:50]
yeah
[2:55:51]
and I just to follow up on that so
[2:55:56]
what are the what are the risks in presenting the
[2:56:00]
Ms that all without Metrolinx which is the land owner
[2:56:06]
agreeing to change the zoning of their property are are
[2:56:12]
are we running follow of any planning guidelines or
[2:56:18]
I just don't understand it I know councillor Medeiros and
[2:56:22]
cancer Fortini are the the planning guys here but I
[2:56:25]
just don't under I still don't get how
[2:56:29]
somebody can apply for a rezoning of someone else's land
[2:56:36]
is this open for I don't
[2:56:38]
you know in any case is open for Metrolinx at
[2:56:42]
some point to say no we don't want to rezone
[2:56:45]
the land is like what are we setting ourselves up
[2:56:47]
for here through the chair it's and Richard about ninety
[2:56:50]
and we've also got Bob jerking on the line the
[2:56:52]
city is undertaking a comprehensive zoning bylaw update which really
[2:56:57]
means that the city is working ... ... changing land
[2:57:01]
use ... ... ... missions throughout the city so not
[2:57:06]
necessarily having to have the specific land owner
[2:57:09]
be part of the day they'll be part of the
[2:57:11]
process in the sense of the to the open public
[2:57:13]
process but
[2:57:15]
the city is going for with the comprehensive zoning bylaw
[2:57:18]
update on end and that's that's
[2:57:22]
but certainly
[2:57:23]
you know that's certainly what ... what the city is
[2:57:26]
up to and then and then I think maybe Bob
[2:57:29]
you can perhaps speak to how that approached us and
[2:57:33]
yeah it the commissioner for if I could be helpful
[2:57:36]
here I I did get a call from Phil Verster
[2:57:38]
Metrolinx to express his support ... for this ... project
[2:57:43]
with with Rogers ... ... if that's ... helpful cancer
[2:57:47]
Bowman
[2:57:49]
that's problems tomorrow they can write a letter of support
[2:57:52]
for this and does well
[2:57:55]
... I believe they're doing that to the minister's office
[2:57:57]
... to be supportive of this opportunity with Rogers because
[2:58:00]
it's within their interest of ... of what a what
[2:58:05]
they like to see on their lands ... in so
[2:58:08]
maybe we could ... ask for a copy of ...
[2:58:12]
whatever correspondence they have sent the minister's office
[2:58:16]
yeah I would appreciate that because I just wanna make
[2:58:18]
sure all our ducks are in a line here because
[2:58:20]
again we're we're going ahead with the numbers at all
[2:58:23]
we're not having any public consultations on this ... and
[2:58:27]
and you know they're there I I eat I just
[2:58:30]
want to avoid the backlash that that could be had
[2:58:35]
when things like this happen there's no question I want
[2:58:38]
Roger downtown no question at all ... but I don't
[2:58:42]
wanna have to jump through any hoops and and go
[2:58:45]
through all sorts of extra steps that we didn't anticipate
[2:58:49]
before we said yes to these ... settles so I
[2:58:51]
I hope that's understood
[2:58:54]
Mr Mayor perhaps I can just your of elaborate on
[2:58:56]
what it mentioned before just to help respond to cancer
[2:59:00]
Bowman here of further to what is mentioned before cancer
[2:59:03]
Bowman the minister and really through all staff's conversations with
[2:59:07]
the staff from the minister's office we understand that they
[2:59:11]
work staff in the M. M. H. mistreatment this call
[2:59:15]
person housing they they work very closely with the other
[2:59:18]
ministry groups obviously and we come to understand the current
[2:59:22]
level of detail as relates to the issues that the
[2:59:25]
other ministries are putting forward so here with respect to
[2:59:28]
the Metrolinx and having an understanding from them ... the
[2:59:32]
local to support such a week we understand that yes
[2:59:34]
that we're gonna be following up in a very detailed
[2:59:37]
way up towards the receiving all of the comments and
[2:59:41]
really that
[2:59:42]
the minister of municipal affairs you would really want to
[2:59:44]
have that inherent in advance of with him pulling the
[2:59:48]
trigger on an action and and the middle here on
[2:59:51]
the site and the disapproval of about as well I
[2:59:55]
wouldn't foresee any issues with your changing of the zoning
[3:00:00]
on Metrolinx is site you know even if it was
[3:00:03]
that they were intent on per perhaps retaining this site
[3:00:07]
for purposes but as owning change wouldn't hamper their ability
[3:00:11]
to develop on that site you know given there are
[3:00:14]
other with the crown status and some of the zoning
[3:00:17]
changes on their sites doesn't
[3:00:20]
it's hindered their ability to develop as the C. fits
[3:00:24]
on on the property as well
[3:00:26]
thank you
[3:00:27]
okay thanks very much looking forward to it
[3:00:30]
okay next up is councillor Dhillon
[3:00:39]
it's just a neighbor
[3:00:42]
okay councillor Willhans
[3:00:46]
thank you through you Mayor constable actually asked the most
[3:00:49]
questions I just wanna thank John for coming into a
[3:00:53]
new standard Jody parks who worked with US left and
[3:00:56]
actually it's kind of ironic she's gone to battling says
[3:00:59]
there's just change your condition strategic engagement so I guess
[3:01:04]
it's kind of a win win for Brampton so I'm
[3:01:06]
Jody in the area we're having lunch is coming to
[3:01:08]
our town council thanks very much for coming in
[3:01:12]
thank you counsel thank you ours are my
[3:01:18]
how many question ... now that we've exhausted the list
[3:01:22]
I just want to see thank you ... this is
[3:01:25]
incredible news for our city it's not every day that
[3:01:27]
you have a hundred million dollar investment in your downtown
[3:01:32]
and everything economic development is talking to this talked about
[3:01:35]
over the last two years is creating a space for
[3:01:38]
high tech jobs the future in our downtown this is
[3:01:42]
one of Canada's largest most successful tech companies ... these
[3:01:47]
thousands of employees are gonna need local restaurants and shops
[3:01:52]
nearby it's gonna have a spin off across the downtown
[3:01:56]
so I can't understate ... how significant this is it's
[3:02:01]
transformative for downtown it's ... we've got a tough going
[3:02:05]
to downtown Indy and we're working on a number of
[3:02:08]
key projects that are going to change the face of
[3:02:10]
our downtown will this project itself
[3:02:14]
is is going to have a huge a huge benefit
[3:02:18]
and I know there's excitement in in our downtowns I
[3:02:21]
want to say thank you ... to to to to
[3:02:25]
John ... it'll only a question I'd have for you
[3:02:29]
today
[3:02:31]
is on
[3:02:33]
how would you see Roger is working with other potential
[3:02:37]
synergies in our ... in our community in the downtown
[3:02:42]
no knowing some of the projects that are ongoing for
[3:02:44]
example I know Mohammed lashed me at Ryerson is looking
[3:02:48]
at a med school potentially the downtown ... we've got
[3:02:52]
a significant activity ... in our start up a hub
[3:02:57]
... in in the downtown ... how how was Rogers
[3:03:01]
historically ... interrelated and and worked with with other like
[3:03:06]
minded ... projects and and it will be opportunities for
[3:03:11]
that type of a collaboration with with with Rogers
[3:03:16]
yeah well certainly I mean that's part of the attraction
[3:03:19]
for downtown Brampton some of the work that has already
[3:03:22]
been done the with your innovation district ... in terms
[3:03:28]
of Ryerson ... there were school of management is named
[3:03:32]
after our founder and Rogers has a close relationship with
[3:03:36]
... with Ryerson so ... we see this is sort
[3:03:42]
of bring a center of gravity which will attract more
[3:03:45]
and more innovation companies to come to downtown Brampton ...
[3:03:49]
we think it'll be ... ... very vibrant place for
[3:03:54]
our work place an arm up for our for our
[3:03:56]
employees ... and we look forward to collaborating with ...
[3:04:02]
Ryerson and with ... with the city of Brampton and
[3:04:07]
any new ... and a new company that would choose
[3:04:11]
to locate in in downtown correct
[3:04:16]
well John that is music to my ears those words
[3:04:18]
that are gonna stick with me a center of gravity
[3:04:21]
that will bring other investment ... we're talking about one
[3:04:25]
of Canada's iconic companies saying that they see our downtown
[3:04:29]
as a potential center of gravity to bring more investment
[3:04:32]
... that they can help be a catalyst for so
[3:04:36]
as I said in this is ... incredible news thank
[3:04:40]
you for your friendship to the city of Brampton your
[3:04:43]
commitment to the city of Brampton and this is ...
[3:04:46]
... very special day for our community ...
[3:04:51]
there's one more question and then we can receive the
[3:04:53]
delegations and go to the motion councillor Santos
[3:04:57]
thank you so much and through you Mr Mayor ...
[3:05:00]
thank you John for coming in today and for again
[3:05:03]
this exciting news I obviously share the excitement and sentiments
[3:05:07]
from colleagues and expects from me around just now ...
[3:05:11]
you know folks from downtown Brampton the businesses my phone
[3:05:15]
is going to be in because everyone is is incredibly
[3:05:18]
excited and supportive so thank you for taking the time
[3:05:22]
and I look forward to seeing this happen in our
[3:05:24]
downtown core as one of the local councillors ... that
[3:05:28]
that Rogers is that considered to be located at thank
[3:05:31]
you
[3:05:33]
thank you councillor Santos much appreciated okay ... soul motion
[3:05:37]
to receive the delegations ... ... moved by councillor Santos
[3:05:42]
seconded by council Madero's anyone ... opposed to receive the
[3:05:45]
delegations hearing none the delegations are receiving hours moved to
[3:05:52]
the so Mr Mayor the next vote would be on
[3:05:55]
receiving the correspondence fourteen point three and fourteen okay moved
[3:05:58]
by councillor ... Sante second by council Bowman to receive
[3:06:02]
the correspondence
[3:06:09]
so all downtown councillors are
[3:06:12]
referenced in the movers and second is
[3:06:16]
anyone opposed receiving the correspondence
[3:06:21]
sorry councillor Santos
[3:06:24]
... may I suggest ... Mayor Brown that now would
[3:06:26]
be a good opportunity for us to bring forward a
[3:06:29]
motion that I believe staff have worked on
[3:06:32]
and considered as part of the correspondence
[3:06:35]
through you Mr Mayor ... yes it's it's appropriate actually
[3:06:38]
suggest first we finish the vote on the receiving the
[3:06:40]
correspondence and then we also have a motion to receive
[3:06:43]
the briefing of ten point four point one then move
[3:06:45]
to the motion introduction thank you Peter so anyone opposed
[3:06:48]
to ... receiving the correspondence Kerry none the correspondence is
[3:06:53]
received now we need a similar motion for the staff
[3:06:58]
report
[3:06:59]
but if you don't
[3:07:04]
okay received the briefing note from economic development moved by
[3:07:07]
council Passante secular cancer Dillon
[3:07:13]
in the proposed receiving the briefing note
[3:07:17]
hearing none the motion carries now this takes us to
[3:07:20]
the main
[3:07:22]
... at zero our motion and I'm gonna suggest for
[3:07:25]
this given the significance of it that we have on
[3:07:29]
the I'd be happy to move it in the fall
[3:07:30]
of council could seconded
[3:07:37]
and get the car pull up that motion
[3:07:40]
this will bring on the screen momentarily
[3:07:44]
is a rather lengthy motion
[3:07:54]
Charlotte I believe it is with ... seven point two
[3:07:58]
seven point four
[3:08:03]
there we go to scroll down a bit
[3:08:07]
... there we go that's the start of the motion
[3:08:09]
...
[3:08:11]
so this motion I understand could prepared by ... planning
[3:08:14]
staff and
[3:08:16]
it's moved by the mayor seconded by all members of
[3:08:18]
council it is as I said I like the motion
[3:08:21]
...
[3:08:22]
I don't know if if if it needs to be
[3:08:24]
read into the record of any members request that I
[3:08:26]
believe it's been emailed to all members of council in
[3:08:28]
this on our updated Jan it's not on the updated
[3:08:31]
Jan okay because I have been used
[3:08:38]
maybe just crawl slowly serve one of a chance to
[3:08:40]

[3:10:03]

[3:11:25]
for example ... that means more and ... the committee
[3:11:29]
rebuilt committee will be scheduled for the first week of

[3:11:36]
it identified items of interest ... that we would ever

[3:11:42]
next play
[3:11:45]

[3:12:18]
he didn't wish to move forward with the implementation
[3:12:21]
I would note that if the reading off but I
[3:12:23]

[3:15:12]
we can move towards the front of the next 5
[3:15:16]
the next fifty five outlined other developments occurring at the
[3:15:19]
provincial level for council to learn
[3:15:22]
of these public to note the divisional funding announced by
[3:15:25]
the provincial government during it Jose Clement last week that
[3:15:29]
includes the municipality to modernize and accelerate growth of for
[3:15:33]
managing and approving of the application
[3:15:37]
the next slide please
[3:15:40]
but also like to highlight in response to the committee
[3:15:43]
of interest last week with the recent changes made to
[3:15:45]
Ontario he lives in protest
[3:15:48]
never component mainly parallel parking three point turn and roadside
[3:15:52]
stop being Templar moved from the G. like G. life
[3:15:56]
and protecting to allow for the province to address the
[3:15:59]
backlog of ten as a result of COVID nineteen
[3:16:02]
it's changes being
[3:16:04]
the book of by the province of the remaining part
[3:16:07]
of the G. to license protest will be in effect
[3:16:09]
at least ... from March thirty first may be extended
[3:16:14]
if enough of their
[3:16:16]
it change with our provincial announcement ... late last year
[3:16:21]
that required drive replacement ... driver's license with the license
[3:16:24]
plate particularly ... be renewed by February twenty eight and
[3:16:28]
the number of life and folders until December thirty first
[3:16:32]
of the year
[3:16:34]
I think yesterday the current the government announced the creation
[3:16:37]
of a nearly ... entitled fields Craven care a new
[3:16:40]
crown agency that would will promote market trade and job
[3:16:44]
related training and curriculum standards
[3:16:49]
we can report on the next slide please
[3:16:54]
I would be under federal development of financing it at
[3:16:57]
the federal and provincial levels met to discuss a range
[3:17:00]
of items including taxation coordination in continued collaboration to combat
[3:17:05]
COVID nineteen
[3:17:07]
forty million dollars with the now for the federal government
[3:17:09]
to further address misinformation about COVID nineteen and baxeen
[3:17:14]
and also a of noted a memorandum of understanding with
[3:17:17]
briefly fine with the national centre for truth and reconciliation
[3:17:21]
outlining how and when Canada with characterful documents related to
[3:17:25]
the residential school the timing for relief the document will
[3:17:29]
be set by the national centre for truth and reconciliation
[3:17:33]
... although the federal government retains the question on January
[3:17:37]
thirty first
[3:17:38]
hello the is a quick run down because I got
[3:17:40]
my really think presentation and I'm happy to take any
[3:17:43]
questions ... couple may have
[3:17:46]
okay thank you have a blade I don't see any
[3:17:49]
... questions so a motion to receive the presentation moved
[3:17:54]
by councilmember Sante and seconded by councillor Fortini anyone opposed
[3:17:58]
to this motion hearing none the motion carries
[3:18:02]
this takes us to COVID nineteen a murder C. report
[3:18:07]
from the only update this week is that we are
[3:18:10]
preparing for the re opening ... it is scheduled for
[3:18:14]
January thirty first I'm told by ... our commissioner that
[3:18:18]
our rec centers and everything will be ready to go
[3:18:20]
on January thirty first it was been a tough month
[3:18:23]
with the lockdown and I want to thank members of
[3:18:26]
council who have all stepped up to help us showcase
[3:18:30]
the wonderful outdoor amenities that we have in the city
[3:18:33]
and distract from the help the share some great videos
[3:18:36]
... across ... the city on outdoor amenities and maybe
[3:18:40]
folks didn't know about so it was ... and enter
[3:18:44]
interesting exercise ... where
[3:18:47]
we were ... going on the two position because the
[3:18:51]
... Park with cancer Fortini and Williams ... ... to
[3:18:54]
bargaining with a counselor Palevsky Santos and the Sante ...
[3:19:00]
I even took Theodoro for the first time to do
[3:19:03]
tobogganing as ... a hill that ... cancer Palleschi I
[3:19:06]
showed me a snow showing with councillor ... Bowman and
[3:19:10]
... Maduro's ... going to an ice skating rink with
[3:19:14]
councillor Singh and councillor Willhans that tells me that we're
[3:19:18]
gonna find the V. across country as ski spot still
[3:19:21]
the promoter I know cancer Dillon is a look at
[3:19:23]
it and ideas well so everyone has stepped up to
[3:19:26]
help showcase outdoor amenities which are great for mental health
[3:19:29]
and physical health ... I should also note we hit
[3:19:34]
a milestone in peel region we're now and over ninety
[3:19:36]
percent vaccinated over twelve and we're gonna keep on going
[3:19:40]
but that's a number that much of the world would
[3:19:43]
die ... envy ... and I should also add we're
[3:19:48]
going to be watching more doses after dark number that
[3:19:52]
all night session the doctor loaded ... last year well
[3:19:56]
he's about to start another one it'll be an early
[3:19:58]
... February and I also want to think ...
[3:20:04]
councillor thank members of council who have set an example
[3:20:07]
I believe it's
[3:20:07]
now official that everyone has declared their vaccination status and
[3:20:11]
we have a council that is fully vaccinated and setting
[3:20:15]
an example for the city that we believe in science
[3:20:18]
and protecting our community so that's a quick COVID nineteen
[3:20:23]
... update I see there's a question from councillor Willhans
[3:20:30]
yes
[3:20:32]
Mr Mayor I'd stepped away and I didn't catch the
[3:20:34]
end of lands presentation but I wanted to just reiterate
[3:20:37]
the fact that this council didn't reconsider the motion I
[3:20:41]
want to I'm wondering if staff can work with plain
[3:20:45]
I work with them as well to send ... firm
[3:20:48]
stance on the Boulevard through each ice back to the
[3:20:51]
province has a little taken back by the media recess
[3:20:54]
often brag meet us to carry on he and his
[3:20:57]
stance on pushing the highway forward and not not entertain
[3:21:01]
the thought of our ... Public Works what what that
[3:21:04]
could be made like a letter sent from a public
[3:21:07]
relations to the province the heart that our stance is
[3:21:10]
still the Boulevard
[3:21:12]
coming through thank you councillor Willhans ... let me see
[3:21:16]
... that I'd be happy to ... write a letter
[3:21:20]
with the help of government relations to that effect ...
[3:21:22]
she think we should give up on the Boulevard yet
[3:21:25]
I had a conversation with problem it's a Korea ...
[3:21:29]
I built that the letter I did that article in
[3:21:32]
the guardian and he said those were old ... quotes
[3:21:35]
that he hadn't spoken to the guardian in a in
[3:21:37]
a month ... and ... that ... ... he would
[3:21:42]
always help us a push a Brampton idea and he
[3:21:46]
said ... he's not say never he just saying they're
[3:21:48]
saying no right now ... in Seoul where we will
[3:21:51]
continue to push and be relentless like we have another
[3:21:54]
issues I continue to believe that the urban Boulevard is
[3:21:58]
that the best approach and I would absolutely agree with
[3:22:02]
your request to ... ... write a letter and aggressively
[3:22:06]
pursue that
[3:22:09]
I council
[3:22:12]
thank you through you Mayor ... I'm not finished yet
[3:22:14]
if you don't mind ... it's great single government relations
[3:22:18]
but I'd like to have a staff of input staff
[3:22:20]
from our planning for our planning process he did a
[3:22:24]
lot of work this area I think there input should
[3:22:28]
be great not just a letter coming to my public
[3:22:30]
relations not for sure
[3:22:32]
I think that so that would be as soon actually
[3:22:37]
are you are you guys anything else council's
[3:22:43]
thanks
[3:22:44]
thanks for that suggestion I councillor Santos
[3:22:49]
thank you and through you Mr Mayor it was that
[3:22:53]
fun to bargaining down major oaks and that colliding with
[3:22:57]
that my work counter dissenting the other day and certainly
[3:23:02]
... you know I think that we've all been doing
[3:23:04]
a good job of promoting and pivot thing to outdoor
[3:23:08]
activities in the winter in Brampton that being said that
[3:23:11]
I just wanted to that extent thanks and appreciation to
[3:23:17]
the parks and recreation team and staff at the city
[3:23:20]
who continued to pave it and it just ... and
[3:23:24]
create sat you know new innovative programs activities for residents
[3:23:28]
... on such short notice and they accommodated to ...
[3:23:33]
you know it's seamless transition during really difficult times not
[3:23:36]
just over the past month at the throughout the entire
[3:23:40]
pandemics so big shout out on the team for your
[3:23:43]
tremendous work thanks Mr Mayor
[3:23:47]
thank you for a reason I'm I meant to say
[3:23:48]
that councillor Santos the parks and rec staff and it
[3:23:51]
had been phenomenal during this ... a lockdown and have
[3:23:55]
really ... as helped us enhance ... outdoor amenities impossibilities
[3:24:00]
I think I probably ... gave Meriah
[3:24:03]
at gray hair a few times suggesting different ideas but
[3:24:07]
... I wanna thank them for their ... indulgence from
[3:24:10]
everything from clearing trails in the midst of a snow
[3:24:13]
storm to a trying to remove snow off soccer fields
[3:24:16]
to ... new ... ice skating amenities they've been fantastic
[3:24:21]
... showed for parks and rec staff they are phenomenal
[3:24:24]
...
[3:24:25]
thank you ... I don't see any other questions for
[3:24:28]
our corporate update so motion moved by councillor Santos second
[3:24:31]
by councillor Willhans to receive the COVID nineteen emergency report
[3:24:38]
anyone opposed hearing none of the motion carries
[3:24:43]
now I believe ... to the court everything is in
[3:24:47]
consent until
[3:24:49]
the next item is ten point three point one point
[3:24:51]
three one yeah councillor Bowman
[3:24:55]
thank you very much through you Mr Merrill try to
[3:24:57]
be very brief on this ... thank you very much
[3:25:00]
thank you for putting this together ... I just want
[3:25:03]
to talk about some of the numbers on your for
[3:25:05]
the critical attraction and these are only six months members
[3:25:08]
right hello how long will it be before we get
[3:25:11]
the final numbers for the year
[3:25:15]
through the chair this is Stephanie Ortiz the atmospheric senior
[3:25:19]
adviser to the compensation on behalf of yeah
[3:25:23]
we expect the final numbers for twenty twenty one to
[3:25:26]
be released within the next item bunkers
[3:25:29]
and just to provide a preliminary update ... we do
[3:25:33]
expect the total number of employees that have been approved
[3:25:37]
business case to land around twenty or twenty one which
[3:25:40]
is similar to the twenty eighteen nineteen and twenty twenty
[3:25:44]
okay then that's that's where we sit right now right
[3:25:47]
total incidents of twenty
[3:25:52]
I see sixteen approved critical business cases so far correct
[3:25:56]
correct
[3:25:57]
okay in
[3:25:59]
nine point one percent just through the first six months
[3:26:02]
do you have an idea if that's gonna increase or
[3:26:06]
not or critical traction number of employees in the next
[3:26:09]
six months
[3:26:10]
... the chair ... I believe there was only one
[3:26:13]
additional critical attraction
[3:26:16]
for the second half of the year
[3:26:19]
there was a lot of activity in the first six
[3:26:21]
months did drop significantly ... in the last six months
[3:26:25]
to a year
[3:26:26]
okay this was so that'll put us up around ten
[3:26:29]
percent of all the eligible employees received a critical attraction
[3:26:35]
... I don't want to call a bonus but appear
[3:26:40]
through the chair it gets completed as the number of
[3:26:44]
employees who were hired about midpoint
[3:26:47]
new hires in that
[3:26:49]
so eight it will increase ... that number slightly but
[3:26:53]
it shouldn't be a significant increase I I believe it'll
[3:26:56]
still be below are closer to nine percent
[3:26:59]
okay ... does this is this just money it's not
[3:27:04]
benefits it's it's just whatever Hey
[3:27:10]
okay so the number that struck me in the reason
[3:27:14]
I wanted to hold this was that the city is
[3:27:16]
on track to exceed the average they've had for the
[3:27:19]
past three years by about forty five percent and that's
[3:27:23]
that's during the COVID years well is that
[3:27:26]
at eight can you explain to me why we had
[3:27:29]
that many ... that would put us such a such
[3:27:32]
a far way ahead of the previous three years through
[3:27:36]
the chair yes so based on just the activity from
[3:27:39]
January to June we did have ... a higher than
[3:27:43]
usual ... incidences for that six month period but that
[3:27:48]
was definitely offsets in the last six months so that
[3:27:52]
the total amount will be around twenty or twenty one
[3:27:54]
for the full year and that's very much in line
[3:27:57]
with the average from twenty eighteen to twenty twenty so
[3:28:01]
since the inception of this program
[3:28:04]
okay interest final question is do we do we have
[3:28:08]
Saturday we keep stats on the number of critical attraction
[3:28:13]
that we tried to keep and walks
[3:28:16]
we we have been tracking the thought that ... something
[3:28:19]
that we need to review our
[3:28:23]
I think I don't have it right off the top
[3:28:25]
of my head here by ten we we do monitor
[3:28:27]
to see the effectiveness of those ads ... of you
[3:28:31]
think that the people I talk to because
[3:28:34]
okay I was just wondering if we had numbers of
[3:28:37]
of people actually laughed because ... the the critical traction
[3:28:42]
was not attractive enough for the
[3:28:45]
so I guess we'll I guess we'll see those numbers
[3:28:47]
another time okay thanks so much
[3:28:50]
okay thank you councillor
[3:28:54]
Bowman councillor the jurors
[3:29:00]
thank you through you Mayor and and I will the
[3:29:02]
one that says I think ... chargeable one touch on
[3:29:04]
some of the points and we're gonna be getting a
[3:29:06]
more complete information because I I I always have that
[3:29:10]
in the issue around the critical traction aspect and ...
[3:29:14]
again ... ... I got appropriate and stuff that you
[3:29:17]
know what ... that that that idea that that it's
[3:29:21]
very critical through positions ... maybe based on expertise or
[3:29:25]
someone I just hopefully that we're not applying this term
[3:29:28]
in a broad manner that it is a really skills
[3:29:31]
specific and ... it's always relative on in terms of
[3:29:35]
the view what's critical or not but ... it is
[3:29:39]
concerning that there's been a ... an upward trend in
[3:29:43]
the concern that the way ... let's say that ...
[3:29:48]
... these ... a promotion and additional salary increases are
[3:29:54]
are given and I hope that they're not given in
[3:29:56]
the like manner that there is scrutiny there is ...
[3:29:59]
considerable discussion and there's trucks and balances us all like
[3:30:02]
my council will not wait for a more fulsome report
[3:30:04]
to come forward thank you
[3:30:09]
okay thank you counsel here so ... I have a
[3:30:11]
motion to receive his salary ministration policy similar into reporting
[3:30:15]
moved by council Bowman second by council euros anyone opposed
[3:30:19]
to this motion
[3:30:21]
another motion carried
[3:30:23]
now this takes us everything else is in consent all
[3:30:25]
the way until
[3:30:33]
for district council second thirteen point four and that's the
[3:30:38]
only other item before we have in camera correct
[3:30:43]
yes five referred matters and okay okay so ... I
[3:30:48]
think we can do this item and then break for
[3:30:51]
lunch and returned ... in in camera I don't want
[3:30:55]
probably wondering ... what time we're going to take a
[3:30:57]
lunch break so over to you councillor Santos
[3:31:05]
thank you so much ... and through you ... Mr
[3:31:09]
Clark ... I think I I just have some questions
[3:31:14]
in regards to the warehouses property as a whole I
[3:31:17]
know that during the budget discussion ... and in particularly
[3:31:23]
with respect to the amended our budget ... to
[3:31:29]
eight four D. at barn restoration out of reserve fund
[3:31:34]
for there were other questions that were coming out of
[3:31:38]
that discussion which I think are still unclear and I
[3:31:41]
answered so I am I'm looking for more complete information
[3:31:46]
regarding the property itself since it's located in ward one
[3:31:50]
and since those discussions I've been and receiving questions from
[3:31:54]
from residents but also non profit organizations ... seeking clarity
[3:31:59]
and that I don't know for sure if staff were
[3:32:02]
able to answer all these questions I think what I
[3:32:06]
might be looking for is ... you know a more
[3:32:09]
... complete information report related just to the prepared house
[3:32:16]
property as a whole I'm so for example just say
[3:32:20]
you know questions to staff to do we know if
[3:32:23]
the the entire property is designated just for heritage
[3:32:36]
sure through to cancer Santos we need to have your
[3:32:40]
key online Republican support and just took quite some information
[3:32:45]
relating to the heritage planning matters on the site
[3:33:01]
it's a three Mr it seems like Bob you perhaps
[3:33:03]
isn't with us at this point in time notwithstanding because
[3:33:06]
being noted in the participants walk one hundred if there
[3:33:09]
if there is any stuff that's close to the the
[3:33:11]
heritage matters here that's a second comments off on on
[3:33:14]
the
[3:33:16]
because they have I I do have some other questions
[3:33:18]
but perhaps you could add that to the list ...
[3:33:21]
for staff to get back to some clarity ... as
[3:33:24]
well about how big the parcel of land is itself
[3:33:29]
... and whether or not only heritage buildings or structures
[3:33:34]
can be put on that site ... and that and
[3:33:39]
then my next question is just in general so we
[3:33:42]
found out that the partnership agreement which ... I know
[3:33:47]
that the city's enter negotiations right now which principle very
[3:33:50]
house so I won't I will try my best not
[3:33:53]
to you and talk about the negotiation but what was
[3:33:58]
public was that the agreement ... has not been updated
[3:34:04]
in about twenty years I just want I just want
[3:34:07]
you to be to get clarification on that because there's
[3:34:10]
back and forth this too when it was updated when
[3:34:13]
it wasn't so
[3:34:14]
when when was that last updated
[3:34:21]
councillor Santos out through the chair it's a style ...
[3:34:24]
to my knowledge the last terms of reference that was
[3:34:26]
in front of council for approval and that we have
[3:34:29]
been following is a two thousand and two terms of
[3:34:32]
reference
[3:34:35]
okay so for twenty years there wasn't an agreement that
[3:34:38]
... back to you the property again
[3:34:42]
how many projects during those 20 years have happened
[3:34:50]
like whether that's new buildings or I know there's a
[3:34:54]
giggling the budget it said that there was a conceivable
[3:34:57]
as well as the Pendergast log cabin ... are those
[3:35:01]
the only two projects or were there other things that
[3:35:03]
happened during the twenty years that that the partnership agreement
[3:35:07]
was not updated
[3:35:21]
yeah it means Barbara pardon me Sir it's very apologize
[3:35:24]
council through the chair ... we we can we can
[3:35:28]
provide a list two ... what's happened on the site
[3:35:32]
over the last twenty years as it relates to city
[3:35:35]
involvement don't have that available right now however we can
[3:35:39]
provide that so ... if if that's fine with us
[3:35:43]
we can send that information directly over to you
[3:35:47]
yeah it if you can report that back to to
[3:35:49]
council because I'd like to you know also get folks
[3:35:53]
residents and and whomever we're asking these questions ... some
[3:35:58]
clarity as well so you can add that to to
[3:36:02]
the list of questions for clarification on this particular topic
[3:36:06]
to come back to council when you have it I'm
[3:36:11]
my other question is is the
[3:36:14]
and this is not part of the negotiations for the
[3:36:17]
updated agreement after twenty years but during the twenty years
[3:36:21]
without that agreement do we know if if there were
[3:36:24]
any financial audited statements that risks that are available are
[3:36:29]
submitted because I checked the website I can't find any
[3:36:32]
audited statements
[3:36:46]
through the chair it's my parks again don't
[3:36:50]
I honestly don't know that ... we have that information
[3:36:53]
but ... let us look into that we can provide
[3:36:56]
that information back to you okay thank you Mike and
[3:36:59]
then I guess as we're talking about finances ... about
[3:37:05]
about this property ...
[3:37:08]
I'd like I know they were questioned about how how
[3:37:12]
some of the projects were paid for and I know
[3:37:15]
that the house burned it is currently budgeted ... for
[3:37:20]
up to two million or sorry for up to one
[3:37:22]
million dollars over the next two years ... and that's
[3:37:27]
two capital reserve number four ... but is it do
[3:37:32]
we know where the money came from for the other
[3:37:36]
... projects that were initiated on that property in the
[3:37:41]
past thank you is there a specific line item that
[3:37:46]
says standard has log cabin or gazebo how did we
[3:37:51]
come up with the it just a little spending on
[3:37:54]
those projects ... you know over the past few years
[3:38:08]
hi again closer it's ... it's my park here I
[3:38:11]
would I would defer that question to ... hopefully someone
[3:38:15]
that might be on the call from finance that can
[3:38:17]
maybe provide a high level response that
[3:38:26]
okay I cannot censor
[3:38:32]
yeah it's okay I mean they
[3:38:34]
yep go head
[3:38:36]
yeah through the chair council's ... mark marketers ... so
[3:38:40]
the report projects approved ... throughout the years and I
[3:38:45]
believe they were ... tax base funded so reserve for
[3:38:48]
as well but through Mike's efforts in putting together a
[3:38:52]
chronology of what's happened over the last twenty years we
[3:38:54]
can identify the projects that supported that and the funding
[3:38:59]
sources as part of that report by
[3:39:03]
thank you and I think perhaps what would be ideal
[3:39:05]
is also to take a look ... just so that
[3:39:09]
for we have transparency and that you know ... Cleary
[3:39:15]
... with respect to what's been going on with this
[3:39:17]
property because one point three million dollars according to the
[3:39:20]
conversation in the budget has already been spent up to
[3:39:24]
date on on the property to include those various projects
[3:39:28]
that I had mentioned ... and and it would be
[3:39:32]
great to get clarification on on you know
[3:39:37]
how how those decisions came to be like if if
[3:39:41]
all of these projects where the initiative of one organization
[3:39:47]
that ... we don't even know if they submitted audited
[3:39:51]
financial statements ... I'm also curious if we could find
[3:39:55]
out how much revenue ... is generated from that particular
[3:40:01]
property itself ... in addition to the other questions like
[3:40:05]
whether or not it's only designated heritage to be on
[3:40:08]
track ... yeah because I think they're they're just a
[3:40:12]
lot of
[3:40:14]
... questions about the property and and and I appreciate
[3:40:19]
that you know the majority of the of the vote
[3:40:23]
was in favour to two painful or the at the
[3:40:28]
barn reconstruction ... but I think that there are still
[3:40:33]
some unclear answers related to what's been going on of
[3:40:38]
the property as a whole especially you know concerning that
[3:40:42]
for twenty years they haven't had an updated terms of
[3:40:45]
reference or agreement so so in terms of transparency and
[3:40:49]
accountability center I think I think we all went to
[3:40:53]
the public ... some clarity and information on what how
[3:40:57]
decisions have been made how many has been spent read
[3:41:00]
these initiatives came from it's set for in the past
[3:41:03]
I'm certainly getting it from residents in ward one and
[3:41:07]
and some nonprofit organizing shoes quite frankly who have to
[3:41:11]
go through a really vigorous pro status in order to
[3:41:15]
access funds like me we just went through an entire
[3:41:18]
debate about public art for example and how underfunded it
[3:41:22]
is ... and I know that through advanced Brampton find
[3:41:26]
many these nonprofit organizations have to it's a requirement to
[3:41:29]
submit audited statements ... and it's concerning that in this
[3:41:34]
particular case we don't even have a report yet in
[3:41:38]
terms of how that the million dollars is going to
[3:41:41]
be spent ... and and we don't even have a
[3:41:44]
an agreement ... and yet the million dollars is past
[3:41:49]
so so I just have one answer questions and and
[3:41:51]
if staff can please come back with with a more
[3:41:54]
wholesome TransCanada port on the property itself that would be
[3:42:00]
greatly appreciated thank you
[3:42:04]
thank you councillor Santos next up is cancer Whillans
[3:42:13]
cancel
[3:42:15]
Madeiros before me considers you in this item
[3:42:22]
I believe is the previous item
[3:42:25]
well I have an after concert Santos
[3:42:30]
councilman Joe so you item or the previous one
[3:42:36]
thank you okay council Hollins
[3:42:40]
... since the report coming back I would like to
[3:42:43]
see also that report from our building designed to
[3:42:46]
when we came up with the numbers was it based
[3:42:48]
on a putting a rec center I like the building
[3:42:51]
today because I know one of the building code I
[3:42:53]
just wanna get clarification if the bar is not being
[3:42:56]
used for occupancy ... there's totally there's a totally different
[3:43:01]
set of building codes that are used obviously you've got
[3:43:04]
to make it safe but the whole inside of the
[3:43:06]
barn was not to be used for events as suggested
[3:43:10]
by ... I think some members of staff it was
[3:43:13]
not to be used for people who actually go through
[3:43:15]
it it's more of a viewing area for the artifacts
[3:43:17]
that are
[3:43:20]
... and ... yeah I think that's the only concern
[3:43:23]
I would like to have I'm glad it's coming back
[3:43:25]
because I still clarifications as well and I believe that
[3:43:28]
the Blair house
[3:43:33]
a lot of early stalls portfolio around twenty sixteen twenty
[3:43:38]
seventeen we started to go up when we moved case
[3:43:40]
from our sculpture and I think it one under community
[3:43:44]
services and I think at that time the only thing
[3:43:46]
that we were funding when you were a stationary bike
[3:43:49]
... and things like that to the need and I
[3:43:52]
think the budget was very high so as I'm concerned
[3:43:56]
... as far as I know it between the two
[3:43:58]
they're they they put back into the into the potatoes
[3:44:02]
but I'm you know I could be wrong about that
[3:44:04]
there will be a report thank you
[3:44:14]
5 councillor Bowman
[3:44:18]
thank you very much for you Mister chair of them
[3:44:20]
we certainly seem to have a preoccupation with the open
[3:44:23]
house but that's fine ... Kelly what if I can
[3:44:27]
ask what's the yearly budget for a principal there helps
[3:44:35]
I cancel Bowman through the chair ... there isn't an
[3:44:38]
annual operating budget for the friends of Americans I believe
[3:44:42]
there is a operating budgets for the facility itself
[3:44:47]
I was details well you don't have those can you
[3:44:49]
bring those back if you if you can next time
[3:44:54]
through the check out so we can ensure that's included
[3:44:56]
in the list of details here okay
[3:45:00]
Kelly Wallace the gotcha one of the one of the
[3:45:02]
major issues we faced over the past twenty years with
[3:45:05]
the with us
[3:45:15]
I thank all the moment through that the chair to
[3:45:18]
my knowledge there hasn't been ... major issues faced with
[3:45:22]
their friends of Robert house we've been operating through the
[3:45:25]
terms of reference from two thousand and two and we
[3:45:29]
have been recently attracted by council to update that within
[3:45:32]
you memorandum of understanding an operating agreement for the property
[3:45:37]
so I can't speak to any ... concerns directly okay
[3:45:41]
in in the in on all in favor of the
[3:45:42]
actual you know I've been working with them over the
[3:45:45]
past number of years to try and get agreement hammered
[3:45:48]
out as well so ... I did I just wondered
[3:45:51]
because it just seems that this is such a critical
[3:45:53]
issue that you know for a for twenty years we
[3:45:57]
haven't had any major issues up with an agreement that's
[3:46:00]
been in place since two thousand two so I just
[3:46:03]
wanna make that clear and thanks thanks Kelly Mike Mike
[3:46:07]
parks
[3:46:11]
you still there like
[3:46:13]
through the chair I am councillor thanks who owns the
[3:46:17]
house
[3:46:22]
great question ... all the city the city so the
[3:46:27]
city assets so how do we done anything to alter
[3:46:31]
any of our city facilities over the past twenty years
[3:46:35]
in any other city facility that you can think of
[3:46:38]
you know something wasn't replaced
[3:46:42]
... through the chair certainly counselor ... we do have
[3:46:45]
a fairly robust ... maintenance ... plan for all our
[3:46:49]
facilities
[3:46:50]
okay so for example ... the gazebo at the warehouse
[3:46:55]
which was which was mentioned previously ... if someone from
[3:46:59]
city staff went and saw that it was unsafe would
[3:47:02]
would that be deemed to have to be replaced
[3:47:06]
through the chair yes okay
[3:47:09]
no that's it that's all I wanted only to report
[3:47:11]
comes back to Mike thanks thanks very much
[3:47:17]
Mr Mayor okay thank you councillor Bowman that's up Wisconsin
[3:47:20]
Fortini
[3:47:23]
thank you Mr Mayor think killed Whillans arts of the
[3:47:26]
best some of my questions we just want to plus
[3:47:28]
one more when we purchased as part
[3:47:40]
councillor Fortini through the chair it's Mike parks ... as
[3:47:43]
I recall it wasn't a purchase it was actually donated
[3:47:47]
to the the city by the friends of a warehouse
[3:47:51]
so we support the sister virtual have it stored and
[3:47:55]
taken
[3:47:58]
through the chair yes we ... we have it stored
[3:48:01]
at one of our yard facilities ...
[3:48:04]
... in the west end of the city of Santa
[3:48:07]
would ... Park we are yes so we supported to
[3:48:11]
get started keep it stored at all and we keep
[3:48:13]
going back and forth on this part yeah anyway always
[3:48:17]
for the report to come back so thank you so
[3:48:19]
much
[3:48:22]
okay
[3:48:25]
councillor Santos wrote a comment and the council plus you
[3:48:28]
call the question okay so there's no question because there's
[3:48:30]
no motion right three three research there is no motion
[3:48:34]
there's some request that they've made from individual members that
[3:48:36]
I presume staff for ... taking down but there's been
[3:48:39]
no motion introduced
[3:48:41]
okay then I would like to that M. and I'm
[3:48:44]
wondering if it is clear enough based on the debate
[3:48:46]
and discussion in terms of what information we are all
[3:48:50]
looking for so just back to you I guess that
[3:48:53]
might parks as well as Marc Madeiros and Kelly who
[3:48:56]
were response finding two different questions if I moved a
[3:49:00]
motion that a report ... regarding the apple fared house
[3:49:06]
property based on this discussion and questions from councillors today
[3:49:11]
be brought forward back to council ... and I'm wondering
[3:49:16]
if we could have that information ... within the next
[3:49:20]
month perhaps ... if that's a possibility I put that
[3:49:24]
out to you to Mike and Kelly as well as
[3:49:27]
mark and and perhaps that the whole team if based
[3:49:31]
on the discussion you have enough information to come back
[3:49:35]
with that what council is looking for
[3:49:40]
through the chair ... it's my party and and I'm
[3:49:44]
not to speak on behalf of mark and Kelly ...
[3:49:47]
but I think that that's doable ... I think ...
[3:49:50]
getting that direction from here today ... to have a
[3:49:54]
report brought back ... will be helpful and then ...
[3:49:59]
the team can get together and work or no preparing
[3:50:02]
that report and having it back to our committee Council
[3:50:08]
okay perfect thank you so much stopping for that that
[3:50:12]
motion and perhaps Alaska ... I don't know whoever wants
[3:50:15]
to second it sounded like cancer Bowman and cancer Fortini
[3:50:19]
work and cancer Williams were in favor of getting this
[3:50:22]
report back
[3:50:24]
I can second
[3:50:26]
okay councillor thank you to my partner okay councillor Bowman
[3:50:33]
thank you very much for a second time
[3:50:36]
but you know I'm not gonna support this motion only
[3:50:39]
because what are we comparing this to this is a
[3:50:43]
city owned assets so when we bring back a report
[3:50:46]
on how much it costs to to mow the grass
[3:50:50]
or or to ... you know to replace a gazebo
[3:50:53]
for example because that's been brought up what are we
[3:50:56]
comparing that to are we comparing it to every other
[3:50:59]
single park that we or or ... recreation center that
[3:51:03]
we own as a city why are we overlooking the
[3:51:07]
fact that this is a city owned assets and that
[3:51:10]
this has to be regarded the same way every other
[3:51:13]
city asset is regarded so I I'm not gonna support
[3:51:17]
this these answers can come back to us or or
[3:51:21]
individually or as a group but I'm not gonna support
[3:51:24]
sending stop away to come back with another report on
[3:51:27]
the city asset when we've got nothing to compare it
[3:51:29]
to in terms of all our other city assets across
[3:51:33]
the across the city thanks
[3:51:37]
okay councillor Fortini
[3:51:41]
okay if it kills a woman spoke for me thank
[3:51:43]
you
[3:51:44]
I was gonna say the same thing
[3:51:49]
I cancel Santos and cancer Santos I I would say
[3:51:52]
that I think staff person back they can get that
[3:51:54]
information to you may not need to be in the
[3:51:56]
form of a motion any councillor is eligible to ask
[3:52:00]
questions and get that type of information ... on their
[3:52:03]
on their okay
[3:52:05]
okay thank you very much ... so so if if
[3:52:08]
I can ask just as direction to staff and to
[3:52:10]
bring forward at a report on the property please that
[3:52:14]
would be greatly appreciated ... I guess if that's clear
[3:52:17]
then there is no motion that's required thanks for that
[3:52:20]
clarification Mister chair and look forward to receiving that information
[3:52:24]
okay that takes us to our correspondence
[3:52:29]
we've dealt with that with every restaurant Mayor sorry Mr
[3:52:33]
Mayor I'm on the board yes just regarding
[3:52:36]
so that there's been ... and I asked for a
[3:52:40]
report I councillors press there and ... opposition to a
[3:52:45]
report we haven't voted on it and a member can't
[3:52:48]
just ask for a report back to council when there
[3:52:51]
hasn't been a motion so the member can get all
[3:52:53]
the information to them like you rightly said ... they
[3:52:56]
can write the stock what do not report has been
[3:52:58]
requested to council maybe the city clerk advised ... you
[3:53:03]
know as far as I know there's no motion for
[3:53:05]
report back to council
[3:53:08]
the report back I can get that information directly from
[3:53:10]
stop as the member asking for the report back and
[3:53:13]
get that information from staff directly yes that's what I
[3:53:17]
was saying is there any member of council can get
[3:53:19]
that information on their own it does it does need
[3:53:22]
to be in the form of a a motion requesting
[3:53:24]
a report
[3:53:25]
but just to be clear we're not asking for any
[3:53:27]
report to come back to council no motions but no
[3:53:30]
motion's been task before in the report correct individual councillors
[3:53:34]
can get the information they need correct and all the
[3:53:38]
clerk there for that
[3:53:40]
through you Mr Mayor there is no motion placed ...
[3:53:43]
there are things that are referred to as council information
[3:53:46]
requested a member may make a comment that triggers a
[3:53:48]
request and staff we provide that information directly back to
[3:53:50]
the member of council if direction is being given direction
[3:53:54]
needs to be given in the form of a motion
[3:53:56]
my advice is and based on what I'm hearing is
[3:53:58]
there's been no motion introduced at this time so it's
[3:54:00]
just a request for information that would then ... would
[3:54:03]
be and ... staff would act identified that information provided
[3:54:06]
back to the councillors
[3:54:08]
I see the CEO just wants to speak on this
[3:54:12]
great thank you Mayor so staff is coming back with
[3:54:15]
the information related to this item generally speaking ... has
[3:54:19]
been referencing some questions with respect to any partnership agreement
[3:54:23]
... we've been hearing plenty of questions so our intention
[3:54:25]
is to be clear in terms of managing expectations we
[3:54:27]
do need to come back to council to report on
[3:54:30]
this matter and our intentions to answer as many or
[3:54:33]
all of the questions as possible within that so the
[3:54:36]
council's fully formed within their decision making framework ... we
[3:54:39]
don't need a a resolution of council ... for direction
[3:54:43]
on a report that we would need a motion of
[3:54:46]
council direction that mobilizes resources so we're satisfied our intention
[3:54:50]
and on previous direction from council already is to in
[3:54:54]
fact come back I just want to manage expectations of
[3:54:56]
this group not to be surprised when there is an
[3:54:59]
agenda item we're providing this information and and ... on
[3:55:02]
to go to council partnership agreements including some of the
[3:55:05]
ancillary questions that have been ask around it
[3:55:09]
accounts Madeiros does that answer your question
[3:55:14]
yep okay okay moving on to the close this ticket
[3:55:19]
all the way to
[3:55:22]
referred matters list
[3:55:24]
are there
[3:55:26]
are there any members of questions
[3:55:30]
seeing none public question period there's a fifteen minute limit
[3:55:33]
on questions and the public is entitled to ask any
[3:55:36]
questions for decisions made today are there any questions
[3:55:40]
through you Mr Mayor I do not see any questions
[3:55:42]
for today's meeting agenda this takes us to bylaws ...
[3:55:46]
to give effect to council decisions made at this meeting
[3:55:48]
I have a motion moved by councillor Madeiros the second
[3:55:51]
by council plus you to approve the bylaws is there
[3:55:53]
anyone opposed to this motion the wiser vote will count
[3:55:55]
in the affirmative this is for bylaws one twenty twenty
[3:55:58]
two to twenty three twenty twenty two
[3:56:01]
is there any objections
[3:56:04]
hearing none the motion carries
[3:56:08]

[3:57:16]
in identifiable individual including municipal or local board employees and
[3:57:20]

[3:57:51]
advice that is subject to solicitor client privilege including communications
[3:57:54]
necessary for that purpose
[3:58:00]
okay
[3:58:03]
mmhm ... as a motion moved by counseling's Williams moved
[3:58:07]
to close session anyone opposed hearing none the motion carries
[3:58:12]
that would be a good time for a lunch break
[3:58:14]
it is one twenty one so I'm gonna ask if
[3:58:18]
we could have a half an hour break and return
[3:58:20]
back at one fifty one close in close session
[3:58:28]
recessed
[3:57:38]
present
[3:57:40]
and just looking through the list
[3:57:43]
I see
[3:57:33]
I see at the moment
[3:57:35]
so we have 5 members present I see councillor Bowman
[3:57:40]
okay
[3:57:46]
transparently Norman
[3:57:49]
I will for a public session in your company please
[3:57:51]
close session business as a result of our close session
[3:57:54]
today was report the following hi and to the first
[3:57:59]
we dealt with the items
[3:58:01]
through you Mr chair of I'll do a run through
[3:58:04]
of the items we have a nineteen point six which
[3:58:07]
was a position ... position plan procedure criteria or instruction
[3:58:11]
to be applied to any negotiations carried on or to
[3:58:13]
be carried on by or on behalf of the municipality
[3:58:15]
or local board that matter was considering close session direction
[3:58:18]
was the information was receiving direction was given item nineteen
[3:58:22]
point seven litigation potential litigation including matters before administrative tribunals
[3:58:26]
affecting the municipality or local board and advice of the
[3:58:28]
subject solicitor client privilege including communications necessary for that purpose
[3:58:33]
that matter was considered in close session information was received
[3:58:36]
and direction was given
[3:58:39]
item 19.9
[3:58:42]
... personal matter of an identifiable individual including municipal or
[3:58:46]
local board employees and a position plan procedure criteria or
[3:58:49]
instruction to be applied to any negotiations carried on or
[3:58:51]
to be carried on by or on behalf of the
[3:58:53]
municipality or local board
[3:58:55]
for that matter was considered no direction was given item
[3:58:58]
nineteen point ten a personal matter about nineteen viable individual
[3:59:01]
income including municipal or local board employees and labor relations
[3:59:05]
aren't going to go she Asians that matter was considered
[3:59:07]
a no direction was given ... item nineteen eleven which
[3:59:11]
is a position plan procedure criteria or instruction to be
[3:59:14]
applied to any negotiations carried on or to be carried
[3:59:16]
on by or on behalf of the municipality or local
[3:59:18]
board that matter was not considered and closed session and
[3:59:22]
finally nineteen point twelve ... which is litigation potential litigation
[3:59:26]
this is the added item including matters before administrative tribunals
[3:59:30]
affecting the municipality or local board and advice that is
[3:59:33]
subject to solicitor client privilege including communications necessary for that
[3:59:36]
purpose ... information was receiving closed session and direction was
[3:59:40]
given okay our next item of business is I'm twenty
[3:59:43]
the confirming bylaw I have a motion moved by a
[3:59:45]
councillor Santos and seconded by councillor Singh to approve the
[3:59:49]
current bylaw took from the proceedings and decisions from this
[3:59:51]
meeting is anyone opposed to this motion otherwise your vote
[3:59:54]
will count in the Fuhrman of
[3:59:57]
hearing none there are no objections the motion carries our
[4:00:00]
last item of business is item twenty one adjournment council's
[4:00:03]
next scheduled to meet Wednesday February ninth twenty twenty to
[4:00:06]
nine thirty AM and and then Mr Mayor sorry I
[4:00:09]
just want to confirm I do have quorum present I
[4:00:11]
don't know if I have it right now I see
[4:00:12]
councillor I see yourself as a councillor Singh councillor Palleschi
[4:00:18]
tell serviceontario
[4:00:21]
councillor Santos
[4:00:24]
councillor Bowman was the six member I don't see him
[4:00:26]
present at the moment
[4:00:28]
okay so we can't do German the ... week we
[4:00:31]
cannot proceed until we we have quorum
[4:00:34]
so all right item twenty one very dealt with all
[4:00:38]
the way up until twenty one so if we don't
[4:00:41]
turn does that make a difference
[4:00:43]
... no so the procedure bylaw we kick in which
[4:00:46]
says that ... if we if we've lost corn we
[4:00:48]
have thirty minutes to achieve quorum we don't achieve for
[4:00:51]
like thirty minutes and then the meeting ends they're all
[4:00:54]
the decisions up to that point are ... confirmed and
[4:00:57]
in fact confirming bylaw ... carried as I understand this
[4:01:01]
I understood we had a quorum present when that occurred
[4:01:04]
and then anything that's not dealt with which there is
[4:01:06]
no other business would carry over to the next meeting
[4:01:08]
so theoretically if we don't achieve corpsman in ... thirty
[4:01:12]
minutes then ... the meeting will turn on an adequate
[4:01:17]
the solicitor automatically the
[4:01:22]
the procedural rule should be to wait until we achieve
[4:01:24]
quark as we should and the meeting properly but ...
[4:01:28]
I don't know councillor Bowman has a
[4:01:31]
connection issue
[4:03:00]
... ... be adjourned by virtue that there be no
[4:03:02]
one there
[4:03:04]
so I'm gonna ask all the members of council to
[4:03:05]
sign off and that way we achieve adjournment
[4:03:12]
it was no one yeah I would say for instance
[4:03:14]
the form three stuff ... and then solution that's your
[4:03:18]
decision I think I think man that's automatically change okay
[4:03:21]
correction
[4:03:26]
I believe we have to hang out for half okay
[4:03:28]
you're right you're right this is the consent I forgot
[4:03:31]
my guitar so I can't play for anyone sorry
[4:03:37]
so
[4:03:46]
all
[4:04:08]
I had 30 minutes starting at 407
[4:21:44]
it's time repair
[4:21:48]
I can support you know hi notice that our four
[4:21:50]
oh seven so we have to wait to four thirty
[4:21:53]
seven that's thirty minutes ... for thirty seven
[4:21:58]
is the 0 starter
[4:22:02]
yes
[4:22:04]
I think the CEO could probably aren't Smith's all stop
[4:22:08]
right stop don't have to stay on for the next
[4:22:10]
ten minutes
[4:22:12]
so for you Peter sorry
[4:28:53]
form
[4:28:55]
it's four oh seven it is four thirty five there's
[4:28:57]
two minutes left and then at thirty minutes ... were
[4:29:01]
automatically injured
[4:29:08]
the for your own interests the next scheduled meeting is
[4:29:10]
February ninth twenty twenty two at nine thirty AM and
[4:29:12]
after that March second at nine thirty AM
[4:29:20]
members of council just as we are ... it's it's
[4:29:23]
likely that we will not achieve quorum within thirty minutes
[4:29:26]
... I'm just gonna note for the record the members
[4:29:28]
that are present so we have Mayor Brown ... we
[4:29:31]
have councillor Alessi
[4:29:36]
we have
[4:29:38]
Ken serviceontario
[4:29:42]
councillor Santos
[4:29:45]
and councillor Singh
[4:29:55]
and that is based on their ... connection to the
[4:29:58]
webex ... virtual meeting platform
[4:30:13]
okay 437
[4:30:15]
so the meeting is automatically Germany lost quorum at four
[4:30:18]
oh seven after we but when we attempted to pass
[4:30:21]
the German item twenty one
[4:30:25]
okay thank you
