[41:24] ... and also he's been created at creating innovation solutions
[41:29] for the Canadian water and wastewater industry since moving to

[41:36] a regular contributor and volunteer here at the city of
[41:39] Brampton he volunteers with the CCTV group as well as
[41:43] bank Brampton and the peel district school board and he

[41:51] country and I think it's fantastic that Brampton residents like
[41:55] yourself who contribute so much to our local ... community
[41:59] but also throughout the entire country are being recognized for

[43:58] months costly disease where to stay costly disease Katie is
[44:02] the leading cause of heart disease in children under five
[44:04] early diagnosis as a matter of life or death and
[44:07] lifelong coronary distress the window for diagnosis is a mere
[44:11] ten days when I'm diagnosed and untreated this heart wrenching
[44:14] disease leads to long term complications corner artery aneurysms may
[44:19] ultimately result in heart attacks congestive heart failure or sudden
[44:22] death
[44:23] Hawksley five hundred fifty Canadian children under the age of
[44:25] five will be affected by the Klasky disease annually and
[44:29] approximately twenty five percent of the children were developed permitted
[44:31] her damage costs could disease Canada's only Canadian national charity
[44:36] working to prevent comes of course the disease as strives
[44:39] to be on the forefront of quantity disease issues by
[44:42] collaborating with families affected by the disease a medical professional's
[44:46] Palleschi disease awareness day will be recognized through various activities
[44:50] which are aimed at increasing awareness of Kolasky disease among

[46:49] community peel crime stoppers will continue to engage the public
[46:53] through announcements on various media channels in collaboration with stakeholders
[46:56] in the community tell Crimestoppers aims to raise awareness about
[47:00] the program across Brampton community among concerns that is a
[47:03] wish to help keep their community safe for and I

[47:27] about honoring the vast contributions the black people of meeting
[47:31] continue to make in all sectors of society it's about
[47:34] celebrating resilience innovation determination to work towards a more inclusive
[47:38] and diverse Canada Canada in which everyone has the opportunity
[47:42] ... to
[47:44] flourish
[47:46] the twenty twenty two theme for black history month focuses
[47:49] on the importance of block health and wellness it acknowledges
[47:52] the legacy of black scholars in medical practitioners in western
[47:56] medicine and other ways of knowing throughout the African diaspora
[48:01] since the arrival of Matthew de Costa a navigator and
[48:05] interpreter whose presence in Canada dates back to the sixteen
[48:08] hundreds many Canadians were not aware of the fact that

[49:11] attack and action against Islamophobia this January twenty ninth candidate
[49:15] as a countrywoman the federally designated national day of remembrance
[49:20] of the Quebec City mosque attack Act and action against

[49:25] provinces cities and community organizations across the country have been
[49:29] marking this day since two thousand seventeen when the Islamic
[49:32] cultural centre of Quebec City was subject to a tragic
[49:34] hateful and Islamophobic crime generate twenty ninth as the date

[49:41] will forever more but generate twenty ninth also represents a

[51:14] of our council who attended FCM all went to visit
[51:18] that masters and as an act of solidarity ... ...

[51:27] that conduct most that was
[51:29] attacked
[51:31] and we broke our fast together we talked about that
[51:34] incident and as we toured the the masjid and they
[51:38] were still reminisce of bold
[51:42] marks in damage to ... that masjid and the reason
[51:48] for the green square campaign is the floor at that
[51:51] manages the carpet is green
[51:55] even though it was soaked in blood that day
[52:01] the fact is something that can happen our country's just
[52:03] horrified that people could be killed based on their faith

[52:10] an attack on our fundamental values of religious freedom and
[52:14] Brampton will join cities across the country as we remember
[52:18] ... and do everything we can recommit to do everything
[52:21] we can to create an environment where hate and violence
[52:25] like this is not possible in our country

[53:37] speak in favor of the city of Brampton endorsing the
[53:40] motion fifteen point two two addresses on the phobia at
[53:42] the board of the federation of Canadian municipalities the FCM
[53:46] we thank regional council Rowena Santos from moving this motion
[53:49] and mayor Patrick Brown for seconding the motion the sad
[53:53] truth is everyone that after the Quebec City mosque attack
[53:56] five years ago on January twenty ninth twenty seventeen violent
[53:59] attacks on Muslims did not stop in fact more Muslims
[54:03] have been killed in targeted hate attacks in Canada and
[54:06] any other G. seven country in the past five to
[54:08] six years because of Islamophobia
[54:12] this fact is in the air outside of London was
[54:13] a monster just a few months ago on June eighth
[54:16] twenty twenty one when thousands of Londoners and Canadians Nelson
[54:20] Mandelson gathered in the aftermath of the terror attack that
[54:23] took the lives of four members of the canvassing community
[54:26] in a shocking act of Islamophobic violence thousands of people
[54:31] had gathered that day came together to express their solidarity
[54:35] rate understated gather to stand together as representatives of the
[54:40] London most a mosque called for more than words from
[54:42] the politicians in attendance
[54:45] politicians from across Canada then made statements condemning Islamophobia and
[54:49] calling to action to date we recognize that the City
[54:53] of Brampton led by Mayor Patrick Brown and all of
[54:55] council here at taken historic strides forward in addressing Islamophobia
[55:00] from being the first major city in Canada to endorse
[55:03] all of the NCC Ms municipal recommendations to address the
[55:06] formal phobia that came out of the national summit in
[55:08] response to the London attack you're calling on mayors of
[55:12] big cities and to stand up for human rights and
[55:15] religious freedom by supporting the legal challenge to build twenty
[55:19] one in Quebec
[55:20] two appointing we need to share this Canada's First most
[55:23] some woman as its integrity commissioner to today's proclamations regarding
[55:28] February is black history month and January twenty ninth is
[55:31] the national day of remembrance of the Quebec City mosque
[55:34] attack and action against Islamophobia in light of this leadership
[55:37] mayor and council and in light of regional council arena
[55:40] Santos is a leadership role on the FCM new equity
[55:42] anti racism task force established in twenty twenty one we
[55:46] feel that at the city of Brampton is the ideal
[55:49] member of the federation of Canadian municipalities to bring forward
[55:52] a resolution to address Islamophobia if this resolution is carried
[55:56] by the FCM it will encourage municipal governments across Canada
[56:00] to follow Brampton's example it takes specific action to address
[56:04] Islamophobia thank you for your consideration

[56:57] conference ... was quite was quite shocking ... the the
[57:03] the bullets in the wall at the masjid were still
[57:05] there ... and we saw it and we saw how
[57:08] deeply impacted the community what and so that the timing
[57:13] on bringing this motion before work and having Brampton out
[57:17] bring it forward I'm I'm really honored to do so
[57:20] as a board member FCM and also as co chair
[57:23] of the anti racism an equity committee I will share
[57:27] that I've spoken to a number of members across the
[57:30] country FCM and there is a lot of support for
[57:34] this certainly the anti racism and equity committee ... is
[57:38] also in support of this and so I encourage ...
[57:42] ... members of council to to show their support as
[57:45] we advocate on behalf of the country ... on anti
[57:49] Islamophobia so thank you very much for this one and

[58:37] and we can't ignore the fact that we have seen
[58:40] acts of violence and hate against Muslim Canadians that are
[58:43] despicable abhorrent and against our core values as a country
[58:47] that protects people's ability to proper practice their faith
[58:51] as I've said many times the
[58:53] part of duty of candour doesn't matter who you love
[58:55] where you're born the color of your skin what god
[58:57] you worship that everyone has equal opportunities in this country
[59:00] with drive and determination
[59:04] and what we've seen in London
[59:06] in Quebec City and is re and more recently in
[59:09] Edmonton
[59:12] are a step backwards in terms of our efforts to
[59:15] build that inclusive and nation and so if FCM can
[59:19] be part of the conversation
[59:22] trying to protect
[59:24] the right to worship in peace free from intimidation and
[59:29] violence then we should use every tool we can't
[59:32] because Brampton is a country where multi Brampton is a
[59:36] city for multi culturalism works Brampton is a city that
[59:39] is a mosaic of faith we're proud of our neighbors
[59:42] of divergent backgrounds and so I think it's perfectly appropriate
[59:45] for us to continue to stand up for religious freedom
[59:48] and I commend councillor Santos for leading the charge on
[59:52] this at FCM my I imagine you'll find a lot
[59:55] of support at the FCM board ... for this and

[1:02:56] to serve their aspirations
[1:02:58] vibrant music city a city that Brampton deserves to be
[1:03:03] his aspirations there is public arts
[1:03:07] international plan
[1:03:09] the face in our city's history details
[1:03:13] municipal funding
[1:03:15] it's a new position I can't understand that
[1:03:20] of creative talents
[1:03:22] good understands that public or the Senate to investigate just
[1:03:26] as there is no mention for its inclusion of city
[1:03:29] example of the value for public art witnesses in Brampton
[1:03:33] spattered apartment station which has a beautiful
[1:03:39] it provides relief to the building and character to the
[1:03:43] neighborhood
[1:03:44] and same thing that I can something similar can happen
[1:03:48] to this man

[1:03:51] is the benefit of
[1:03:53] there is talk about this is fantastic
[1:03:57] this public accessible to anyone and everyone regardless of race

[1:04:13] the youngest and most diverse cities in the country this
[1:04:17] has a deep history which bedrooms passing by this is
[1:04:22] an opportunity to share that story
[1:04:26] good projects SO give us an opportunity for civic engagements
[1:04:30] this is going to get there so the opinions and
[1:04:32] thoughts about what they want in a piece of art
[1:04:35] that's supposed to represent them
[1:04:39] it is a city that they matter

[1:04:44] opportunities to stay at home and to stay in the
[1:04:47] city instead of having to leave the city to pursue
[1:04:49] their artistic career aspirations S. where every communities have benefited
[1:04:54] from Branson Otis more than Brampton
[1:04:58] I went renting compared to other cities has been wonderful
[1:05:04] arts is behind
[1:05:06] as it currently stands Brampton minimally provides funding the public
[1:05:11] on an ad hoc basis
[1:05:13] the culture master plan details where is that transaction sustainable
[1:05:17] finance public art

[1:07:59] public art can also be used to beautify otherwise ugly
[1:08:02] places like parking lots as seen in these pictures in
[1:08:06] Toronto and Kitchener
[1:08:11] we've done that with our George street parking lot in
[1:08:14] downtown Brampton
[1:08:22] municipalities can create a sense of place in locations that
[1:08:26] the public might otherwise feel unsafe in and avoid
[1:08:31] these pictures are under palace park in Toronto
[1:08:37] Brampton could connect artists with businesses who are interested in
[1:08:41] doing creative advertising
[1:08:58] ... can be used to create beauty on walls that
[1:09:01] are otherwise boring around slightly
[1:09:05] as seen in these pictures Singh Goderich G. and on
[1:09:08] Manitoulin island
[1:09:17] or can be used on transit systems to make underpasses
[1:09:21] feel more inviting
[1:09:24] we have so many places along our trail system where

[1:11:21] a great innovation thinking and our city

[1:11:40] needs attention in a big way ... we need to

[1:12:17] possum page featured justifiable was there for a hundred years

[1:14:11] our city we don't have a lot of the of
[1:14:14] the the people come and take advantage of putting a
[1:14:18] structures in our city as we did for the last
[1:14:20] forty years and care less about what this city is
[1:14:24] gonna look like twenty years from now I spent my
[1:14:27] four years of raising this issue what is that we
[1:14:31] want to be in twenty years from now
[1:14:35] and I'll tell you that art
[1:14:38] any culture beautification is such an integral part of its
[1:14:43] successful city do not treated as a luxury it's not
[1:14:47] a luxury it's a necessity that you need to address
[1:14:52] so your children or anybody who own a house anybody
[1:14:56] who lives in the city needs prestige
[1:15:00] the product and we need to keep the children here
[1:15:04] not because of the level they need to through the
[1:15:07] wall somewhere else but because they choose to be here
[1:15:11] and because the professionals the best in the world choose
[1:15:14] to build a career in our city not to goal

[1:16:35] SCN Arts in in Brampton and that when I saw
[1:16:40] this particular project come up it was that I thought
[1:16:44] is a huge opportunity to really advocate and push for
[1:16:48] support for public art in our city and I have
[1:16:51] some questions for staff staff in that regards ... but
[1:16:54] first I just want to congratulate the community were at
[1:16:58] such a high level of engagement on the survey ...
[1:17:01] that what is that brought forward and I know that
[1:17:04] there was that you know that that the votes were
[1:17:07] tight but the reality is that the popular vote on
[1:17:10] this survey was for public art and into artists in
[1:17:15] the city and its you those those kids in the
[1:17:18] city who quite frankly you know we spend hundreds of
[1:17:21] millions of dollars on sports and sports ... I had
[1:17:26] a parent who said to me ... you know read
[1:17:29] when I go around the CDA see baseball diamonds and
[1:17:33] sports fields and cricket fields but my son is not
[1:17:37] interested in sports my son is interested in the arts
[1:17:41] and and this project on Williams parkway is an opportunity
[1:17:45] to cultivate and inspire young people across the city I'm
[1:17:50] an artist across the city public art in courts matters
[1:17:55] to the city of Brampton and that and so I
[1:17:58] have ... at eight o'clock from time the struggle and
[1:18:01] I do have questions for the delegate as well but
[1:18:04] struggle was beaten your artist you depend on your at
[1:18:08] Brampton fire station twenty eleven and she wanted me to
[1:18:12] share this court with everybody because you can join us
[1:18:14] today she said we're starting to see more public art
[1:18:17] on buildings road
[1:18:18] it's construction hoarding and the value it brings to a
[1:18:21] community art does not just paint a pretty picture it
[1:18:25] also captures an audience creates discussion and stimulate imagination and
[1:18:30] we know that from the activity on social media from
[1:18:33] all the artists and residents with respect to the articles
[1:18:36] that came out on this matter as well as disturbing
[1:18:39] comments Brighton that they've been neighbourhoods imagery tells a story
[1:18:42] and stories engage people to each other all ages and
[1:18:47] colors if you look at the social media posts the
[1:18:49] majority of them say that this wall is I believe
[1:18:52] and we need to do something and we have an
[1:18:53] opportunity to really change that we've got going walk into
[1:18:57] a master piece of art that brings people together and
[1:19:01] creates a sense of belonging I'm gonna ask a quick
[1:19:05] quick question to staff at the moment because there's a
[1:19:08] lot of conversation right now about finding
[1:19:11] and and I guess that through you Mr chair connect
[1:19:14] is it because I'm going to ask questions to staff
[1:19:16] can also bring the report forward as well so we
[1:19:19] can discuss it in conjunction
[1:19:24] I'll take that as a yes
[1:19:27] so the question to staff and is that ... you
[1:19:31] know why is it that opportunities like the Brampton fire
[1:19:35] station and the and the Williams parkway wall why is
[1:19:39] it that it's such a good opportunity in terms of
[1:19:43] public art do we even have a budget to support
[1:19:47] public art at this time and that question I guess
[1:19:49] is to Kelly
[1:19:55] the morning through the chair thank you for your question
[1:19:57] councillor Santos right now the public our program at the
[1:20:00] city does not have an annual operating budget so we've
[1:20:03] been really lucky to have successful partnerships with Brampton fire
[1:20:07] with our integrated downtown and team to do recent temporary
[1:20:12] public art projects ... it's important for us to have
[1:20:15] partnerships with operating departments across the city that have capital
[1:20:19] budget and are interested in making investments in arts and
[1:20:23] culture it helps to amplify the minutes that we've made
[1:20:26] in the culture master plan ... by partnering with these
[1:20:29] departments and and being able to find these projects that
[1:20:33] we wouldn't otherwise be able to do
[1:20:36] the TV so so that Williams parkway wall itself ...
[1:20:41] the money is already allocated in budget is that correct
[1:20:46] as part of the capital project of the wall
[1:20:50] through the chair I believe public works would have to
[1:20:53] confirm that that is my understanding
[1:20:55] okay great through the chair it sucked him because like
[1:20:58] acting Director of capital works and I want to confirm
[1:21:01] yes we do have three hundred thousand it was included
[1:21:03] in the budget to accommodate the artwork on the wall

[1:21:32] Williams parkway wall and threatening that entire conversation and now
[1:21:36] through this survey and popular support and on going ...
[1:21:40] buzz around it is an opportunity to do just that
[1:21:44] ... I'm going to ask a question to delegate John
[1:21:48] country so a lot ... how do you feel about
[1:21:52] it as an artist and and and you're quite frankly
[1:21:55] many of your buildings all of your buildings are work
[1:21:58] of art as well how do you feel about the
[1:22:01] opportunity to have public art ... tell a story about
[1:22:07] Brampton's ... on on on the Williams parkway wall what
[1:22:11] are you thinking about it

[1:22:30] and as a building because it is confusing my life

[1:22:50] even portion of arts in building the city ... D.

[1:23:00] have the models of cities ... in Europe for example
[1:23:04] that they don't have also all Wales they don't have
[1:23:07] the gold mines they don't have a what do they
[1:23:10] have is that what the artist in the last two
[1:23:12] thousand years ago last to them
[1:23:15] and that's a good way the economy of the end
[1:23:17] user ... Rome or Paris or that's those city leave
[1:23:22] off we cannot ignore the effect us arts and culture
[1:23:28] in the success will city please I don't know I

[1:24:14] is so deeply connected with the economy of the city
[1:24:18] of the future we need to do everything that we
[1:24:22] can
[1:24:24] and now emerging culture to give them encouragement that we
[1:24:28] are changing our city and our we're changing our thinking
[1:24:32] I was thinking is that we are the eighth largest
[1:24:35] city in this country let's rise to that level let's
[1:24:41] let's don't treated this thinks other effort in all just
[1:24:44] just it's just something we can do without we can't
[1:24:47] do without the citizens of Brampton they want
[1:24:51] this will be done trust to be leaving here I
[1:24:56] think two people follow and then appreciate what I said

[1:25:08] we're losing billions of dollars in our own bodies why
[1:25:13] should somebody else be bragging about the price in their
[1:25:16] house in Markham is the higher the Brampton or Mississauga
[1:25:19] Brampton and it's it's it all and they should Mike
[1:25:22] you've done because you know ... brown to us only
[1:25:26] as Brampton let's let's change this for the sake of
[1:25:30] our children and we've got to start with this we
[1:25:32] go to start with saying look what we have where
[1:25:35] will you have we have a parks that brown is
[1:25:39] lucky we have with the basic needs here we have
[1:25:42] a open field we have parks we have been supporting
[1:25:46] infrastructures would we don't have a certain culture and and
[1:25:51] the beautification of our city but it's a necessary special
[1:25:54] into downtown downtown is not mine is not yours it's
[1:26:00] seven hundred and fifty thousand people that live in this
[1:26:02] city they need to their front room this is their
[1:26:06] place where they brag about about the city the downtown
[1:26:11] needs to be kept as it as the most important
[1:26:14] parts of our city it did not turn because love

[1:26:20] on on on the ... Google where they call it
[1:26:26] colors downtown as a lamb I have to sleep overnight
[1:26:30] because I spend forty years but the downtown meant and
[1:26:33] now I feel that they call it's a slam

[1:27:08] they will need to be fixed that for the reason

[1:27:15] thinking Brampton could not look back this has to be
[1:27:19] fixed because we should have done better and I don't
[1:27:22] want more people to see it this is about is

[1:27:32] just public art he told the two sides I went
[1:27:35] up and down with his bike ways three times yesterday

[1:28:06] of things so ... less let's say get together with
[1:28:11] somebody to discuss it we can we can fix that

[1:28:23] because under the under the railroad the downtown Brampton on
[1:28:27] Queen Street is it's a shame it's a shame that

[1:29:36] through the chair following the approval of the culture master
[1:29:40] plan in twenty eighteen staff were directed to look at
[1:29:44] the capital investment per capita
[1:29:47] close your investment in twenty nineteen which came in at
[1:29:50] sixteen dollars and fifty eight cents per capita
[1:29:54] when compared to relatives municipalities the average was twenty four
[1:29:58] dollars once I thought about not ridge of seven dollars
[1:30:01] hello and in twenty nineteen looking at the investments that
[1:30:05] were made in twenty seventeen to twenty eighteen

[1:30:12] opportunities like this or the fire station or more integrated

[1:30:21] who live in Brampton as part of what the city
[1:30:24] does is so important until we actually fix that formula

[1:30:34] guess make parks and future public works ... the delegates
[1:30:38] at Mr John could just a lack that talked about
[1:30:41] urban landscaping and that you know planning for urban landscaping

[1:30:49] update to council coming in the future about you know
[1:30:53] locations for where that urban landscaping and trees might be
[1:30:56] located around the wall could you provide some comment on

[1:32:12] term we do have an opportunity to to to change
[1:32:17] that decision and to create something beautiful as her what
[1:32:21] the delegates have here today that being said I would
[1:32:25] ... like to take into consideration that there will be
[1:32:28] an update related to urban landscaping and trees ... there
[1:32:33] is any indication it right now on on what should
[1:32:36] be on those walls it's that kind of artist reach
[1:32:39] out to proceed a as well as myself directly with
[1:32:43] various ideas Karens have reached out ... and so what
[1:32:47] I think would be the most a measured approach and
[1:32:50] I know I've spoken to cancer Williams about this as
[1:32:53] well ... and perhaps that she might be wanting to

[1:36:11] our artists and I do believe that you know we
[1:36:14] have these bridges and other areas these are but you

[1:36:23] Wilson Avenue between Cuban doctors a bridge there beautiful thank

[1:37:34] always put money struggle for the arts in the past
[1:37:37] I know what about it was a lot of money

[1:38:25] were supposed to be for some areas so I cannot

[1:39:05] when when you did the survey did the survey inform
[1:39:09] residents of the cost to put on the wall
[1:39:16] through the chair it's such in close like I don't
[1:39:18] believe the costs were indicated as part of the survey
[1:39:22] it was more looking at the different options to to
[1:39:25] look at how with a work commute the work to
[1:39:27] be done
[1:39:28] okay so residents don't actually know ... what we have
[1:39:32] that could be allocated how much that would cost the
[1:39:36] cost of hiring a ... arms like the organization to
[1:39:41] ... consult and help us decide which artists and and
[1:39:45] how they are going to put on the wall so
[1:39:47] they actually don't know the cost of this art so
[1:39:52] N. and I hear now that it's five Columbus that
[1:39:56] are being proposed for the wall that would be painted
[1:40:00] how long is the wall
[1:40:02] how many kilometers is that
[1:40:04] through the chair the actual laws five point five kilometers
[1:40:07] thanks and we're looking at putting the urban art in
[1:40:10] approximately three kilometers of the wall focus mainly on areas
[1:40:15] where it's closer to intersections where people would be moving
[1:40:18] slower or there's limited area for landscaping for approximately two
[1:40:22] and a half kilometers we anticipate there'll be sufficient landscaping
[1:40:26] to blend the wall in in those areas and focusing
[1:40:29] more on the areas where landscaping isn't possible
[1:40:33] he still three kilometers up the wall ... with ...
[1:40:38] and we are proposing three hundred thousand or three commenters
[1:40:43] is that correct
[1:40:45] yes that's a based on the estimate working with the
[1:40:47] arts group
[1:40:48] and we can tailor that a little bit pending on
[1:40:51] how the prices commend we can shorten a little bit
[1:40:53] or extend a little bit too
[1:40:56] so one hundred thousand per kilometer okay so I am
[1:41:01] you know I I love the concept of art I
[1:41:04] love art I'm a whole I'm a huge supporter of
[1:41:07] art I'm I'm just curious about this blog do we
[1:41:10] have any other won't like this with this type of
[1:41:14] ... that surface or anything do we have any other
[1:41:17] world with the coloring the staining do you have any
[1:41:20] other one the city for us to know what this
[1:41:23] will look like in another five years do we have
[1:41:26] a benchmark
[1:41:29] through the chair there are other noise walls in the
[1:41:31] city that are done with the similar material ... navy
[1:41:34] aged quite well ... I don't have an exact
[1:41:38] location I can send you some of them after and
[1:41:40] if you want to take a look but they've age
[1:41:42] well and haven't deteriorated too much talking to the supplier
[1:41:46] the color of the wall will fade over time so
[1:41:49] the current light blue will lighten up a little bit
[1:41:51] ... or other work that needs need to be touched
[1:41:54] up typically in about fifteen year time period mmhm okay
[1:41:58] seeing so can you and is it possible to go
[1:42:01] to that live in the report that says ... the
[1:42:05] breakdown of how people voted
[1:42:08] through you Mr Mayor will bring up the report from

[1:42:16] is that is that a councillor yeah that's it that's

[1:42:23] the numbers right I have ... how many people
[1:42:27] chose other options
[1:42:31] I'm I see yes seven hundred and eight people who
[1:42:34] did the survey did say that they like the I.
[1:42:37] concept of art on the wall however I can't help
[1:42:40] but want to acknowledge all of those who did not
[1:42:43] actually choose art many of those people who did not
[1:42:47] choose ... it comes up to one thousand five hundred
[1:42:51] and ninety eight people
[1:42:54] so that's one thousand five hundred ninety eight people who
[1:42:56] actually did not choose to have art on the wall
[1:43:00] for whatever reason you know they had different options there
[1:43:03] was staining it but they did not actually choose to
[1:43:07] have our
[1:43:09] and I I wonder if that has a lot to
[1:43:11] do with the residents who have been so frustrated with
[1:43:14] the wall in the first place and nine I noticed
[1:43:17] that many of my residents who had a lot of
[1:43:20] trees cut down in order to put this wall up
[1:43:24] they they're hurt by that the fact that we lost
[1:43:27] so much of our ... tree canopy and ... have
[1:43:32] been stuck with this well what I've heard from many
[1:43:34] of my residents and I've been talking to them and
[1:43:38] one resident who is an artist and he said I
[1:43:40] love art and he said is I it is my
[1:43:44] passion but I do not and I cannot see more
[1:43:48] our money being spent on this wall that has been
[1:43:51] such a frustrating point it's time to move on and
[1:43:55] so I I do respect the art community and you
[1:44:00] know I I like I said I love art I
[1:44:02] also want to acknowledge that leases ... excellent presentation had
[1:44:07] a number of different beautiful areas that had are on
[1:44:11] different surfaces and so I really would like us to
[1:44:16] respect that there are a lot of people one thousand
[1:44:20] five hundred ninety eight people who did not choose are
[1:44:23] and
[1:44:25] ... if I could get the motion back on the
[1:44:27] floor there
[1:44:31] if it's possible I just have an amendment to it
[1:44:34] ...

[1:44:40] plan for the five kilometers from the wall and end

[1:45:55] really wanting us to move on and ... but I
[1:45:59] still want to see art in our community so I
[1:46:02] I have an amendment for the three hundred thousand to
[1:46:06] be used for ... art installations and other areas of
[1:46:09] Brampton and that the plan for the five corners be
[1:46:12] struck out the motion that's my man thank you
[1:46:17] border I don't take that as the friendly what I
[1:46:20] would take as a friendly is some
[1:46:24] the that motion as is but ... but also adds
[1:46:29] so and locations for urban landscape entries Public right potential
[1:46:34] themes and timelines for implementation and that staff bring forward
[1:46:41] other ideas ... related to public art installation in Brampton
[1:46:47] so this is also in line with the delegations as
[1:46:51] well as what ... John could use a lot had
[1:46:54] presented and is advocating for and this is just the
[1:46:59] beginning as an opportunity for the weather Santos you can
[1:47:02] councillor Singh ... yeah the card is and buys me
[1:47:06] restrained so I don't want us to debate ... whether
[1:47:10] it's from they're not you can simply state that it's
[1:47:12] not really through three missed Mr Mayor so just to
[1:47:14] clarify this is a debate on the noise wall and
[1:47:17] the use of public art on the noise wall not
[1:47:19] for public art in other locations if there's a broader
[1:47:21] discussion of public are generally that should be added as
[1:47:24] a new business item and either this meeting with a
[1:47:26] two thirds vote or a future meeting in terms of
[1:47:29] volume social

[1:47:33] the displaced internally in terms of cancer Williams proposed motion
[1:47:38] the motion moved by councillor Santos is a referral motion
[1:47:40] so we're in the middle of a referral debate I

[1:47:47] don't think it's germane to the referral because the referral
[1:47:50] is not saying to spend the money it's saying for
[1:47:52] staff to go back and look at something report back
[1:47:54] to council has not made a decision on the money

[1:48:00] proper motion introduced sure the referral not Kerry

[1:50:46] because I think everybody's on this and I have struggled
[1:50:48] with ... with this one if we can go back
[1:50:50] to the survey and councillor Willhans Williams brought up a
[1:50:54] good point ... and that's one way to look at
[1:50:57] the survey survey the other way to look at the
[1:51:00] survey is there was any majority of people that want
[1:51:04] to change as opposed to leaving the noise wall the
[1:51:07] way it is so and that's the two ways that
[1:51:10] I kind of looked at practice survey unfortunately I think
[1:51:14] and I've heard from residents that they felt the survey
[1:51:18] was a little bit confusing ... providing too many choices
[1:51:22] and I think we we do this to ourselves in
[1:51:25] and I think we should really look at the way
[1:51:27] with that we that we put surveys ... to to
[1:51:31] residents they may there needs to be some kind of
[1:51:34] simplicity so the surveys that we put out so that
[1:51:37] there isn't any questions on
[1:51:40] which way it's going
[1:51:42] I was also little ... disturbed by the first delegations
[1:51:47] our criticism of our of council's lack of funding for
[1:51:52] the arts and although there is a little bit of
[1:51:56] truth to to those comments ... we also provide him
[1:52:01] and his organization I believe staff can correct me if
[1:52:04] I'm wrong a little over five hundred thousand dollars is
[1:52:08] that correct
[1:52:19] I believe it was three our little over three hundred
[1:52:21] thousand last year in the budget it's five hundred thousand
[1:52:24] this year
[1:52:30] through the chair if you're referring to that the OP
[1:52:33] a new operating budget for the arts agency yes three
[1:52:36] seventy two and twenty twenty one and then council approved
[1:52:41] an increase in twenty twenty two for just over five
[1:52:45] hundred thousand dollars for annual operating budget so I think
[1:52:49] it's unfortunate that nobody has recognize the fact that you
[1:52:52] know we have ... we have almost doubled the the
[1:52:55] funding going into the arts but I'm I'm I could
[1:52:58] be the first one to say that it's still not
[1:53:01] enough in ten and I'll say that but the the
[1:53:05] fact is that we went from a little over three
[1:53:07] thousand to five hundred thousand dollars in the year so
[1:53:11] I think that this council has clearly sent arts is
[1:53:14] important to us ... we recognize that we put a
[1:53:17] lot of money into other activities in the city of
[1:53:20] Brampton he sports ... but art is is a priority
[1:53:24] and you know councillor Santos so huge ... ... proponent
[1:53:28] notes of the arts and are I think other councillors
[1:53:31] have have always stated that ... they enjoy our whether
[1:53:35] their artistic or not I stated that I'm not artistic
[1:53:38] at all but yet I enjoy the arts ... and
[1:53:41] I think that we there are other ways that we
[1:53:44] should be looking at ... things like this if we're
[1:53:47] gonna take art seriously in the city of Brampton then
[1:53:50] we should look at it like we're like we're building
[1:53:53] an asset we should go through the phases of
[1:53:58] what we do here in the city of Brampton design
[1:54:01] phase ... at the construction phase that in the consultation
[1:54:05] phase and all those in between we don't expect anybody
[1:54:10] in the arts community to do anything for free we
[1:54:13] don't expect anybody to do anything ... for free there
[1:54:18] is ... ... we have we have a lot of
[1:54:21] volunteers that that do some great work in the city
[1:54:24] of Brampton but this is something that we need to
[1:54:28] start looking at ... Lake we look at everything else
[1:54:31] in the city of Brampton and ... so I I
[1:54:35] I support the referral ...
[1:54:38] should be able to come back and provide an opportunity
[1:54:43] for people to to look at some kind of design
[1:54:48] ... in in what we're what we're trying to essentially
[1:54:52] do and let me say again because I've said it
[1:54:55] before I like the wall I've always liked the wall
[1:54:59] I like the feeling that it gives me when I'm
[1:55:01] driving the Carmen affected it was supposed to supposed to
[1:55:05] give motorists I get that when I'm driving the wall
[1:55:09] but I also know that it's not complete and it
[1:55:13] hasn't been completed as to yeah there is still landscaping
[1:55:16] trees and potential for public art ... is one of
[1:55:22] those other opportunities that can make this world better than
[1:55:26] what I think it it is today it's an unfinished
[1:55:31] product so for anybody looking at this wall now to
[1:55:34] say oh well that's that's a good it's not dark
[1:55:37] it's not complete and it's unfortunate that it's not completely
[1:55:41] we're having this debate with an unfinished product but
[1:55:46] it is what it is and that's what we're here
[1:55:47] for so I think that this referral clearly sets out
[1:55:52] what this is it provides opportunity for members of council
[1:55:56] to see what this ... what the finished product could
[1:56:01] look like and ... I know there's some there's some
[1:56:05] funding opportunities ... there are also funding opportunities and other
[1:56:10] levels of government that we could potentially be tapping into
[1:56:14] as well for this if we're going to start taking
[1:56:18] art seriously in the city of Brampton and I think
[1:56:21] that's that's kind of a step in that direction to
[1:56:23] our to bring something that like so many passionate artists
[1:56:29] stated here today ... that could be so thank you
[1:56:33] Mr Mayor I'm happy to support this referral if you
[1:56:36] don't have a second ... all seconded ... and I
[1:56:40] look forward to seeing this come back in and what
[1:56:44] this potentially could look like in its complete form okay

[1:57:28] perhaps a referral for a design concept to be developed
[1:57:31] in back to council for consideration using some of that
[1:57:34] three hundred K. ... because we'll have to
[1:57:38] consult with an artist and get some designs developed it's
[1:57:41] that's not done in house ... and so there would
[1:57:44] be some expense to that in advance of coming back
[1:57:48] and I just want to be mindful of that I
[1:57:49] don't have an exact number right now but if it
[1:57:51] was part of that three hundred we could get that
[1:57:54] done

[1:58:34] the funds that are currently at your disposal come back
[1:58:39] with some kind of design

[1:58:52] I agreed with with all the sentiments from cancer plushie
[1:58:56] and you didn't agree to look away so ... I
[1:58:58] got to recognize that was really wild hello ... the
[1:59:02] only thing I don't see it reflected in the motion
[1:59:06] in the referral so ... I'm going to yield ...

[1:59:42] beautification across the city the only thing I would say
[1:59:45] not to jump away from this specific subject we talk
[1:59:48] about public art you know certainly when we think of
[1:59:51] start connecting the dots of all our decisions that we
[1:59:53] make regarding budget allocations ... regarding ... you know expenses
[1:59:58] when we look at what we've done in the budget
[2:00:00] at the same time ... we want new you know
[2:00:03] investing public garden in specifically in these type of projects
[2:00:07] ... you know I I think that you know we'd
[2:00:09] be naive to suggest that some of our our decisions
[2:00:12] that don't come to bite us after we need you
[2:00:15] know comes to these all products we don't have a
[2:00:18] an empty sort of war chest or we can spend
[2:00:20] all the money we want so we can you know
[2:00:22] do one thing and and make these decisions because they're
[2:00:25] all interconnected so when we allow salary increases I know
[2:00:28] we're going to discuss that later when we lost salary
[2:00:31] increases to go out of whack or when we allow
[2:00:34] certain budget decisions and I know I'm going up intention
[2:00:37] of going up the subject so I will refrain from
[2:00:39] there these have these type of impacts in in specifically
[2:00:42] when we dealt with ... our budget but I will
[2:00:47] ... ... certainly ...
[2:00:48] ... ... listen to my colleagues but I I do
[2:00:51] think the beautification of the city is a must so
[2:00:54] I don't like to limit the conversation to this wall
[2:00:57] ... and ... because I see all of us across
[2:01:01] the city and all our wards ... we do ...
[2:01:03] have been for our capital that we would like to
[2:01:06] provide a public art ... ... and ... really ...
[2:01:11] as the comments of the member tell the story ...
[2:01:14] and maybe tell the story of those specific words so

[2:01:52] people from the arts community ... what I found with
[2:01:56] this initiative which I appreciated ... I find it's very
[2:02:00] artist driven so what I'm a little bit nervous about
[2:02:04] ... changing ... the vision or the or the scope
[2:02:07] of ... you know looking at other areas when I've
[2:02:11] had a lot of conversation and and they pertain to
[2:02:13] beautifying the noise wall you can part of the tool
[2:02:16] ... for that ... beautification ... and I appreciate ...
[2:02:20] you know the cross section of artists with some key
[2:02:23] young artists older older artists local artists ... different disciplines
[2:02:29] everybody is ... from arts community seems to be ...
[2:02:33] back to this initiative so ... that's you know Gwyneth
[2:02:38] Park Street driven driven by the community I think ...
[2:02:41] with support to be a little bit ... sensitive ...
[2:02:44] to ... what what the committee is trying to accomplish
[2:02:48] ... what I also appreciate about ... this motion in
[2:02:52] particular ... is that ... there seems to be some
[2:02:56] synergies between ... ... this a referral and also ...
[2:03:04] the report coming back from ... Mike parks that urban
[2:03:08] landscape and and if there's opportunities especially ... for cost
[2:03:13] savings in that notes then ... Jeez ... sharing of
[2:03:16] staff resources ... on top of that we know ...
[2:03:20] exceed ... at has a has a three staff I
[2:03:23] believe at this point ... I think we can come
[2:03:26] up with a cost effective way to get this done
[2:03:29] ... I think by stopping in now ... what eliminate
[2:03:32] that possibility but I think it because all these things
[2:03:35] are lining up with the urban landscape from Mike parks
[2:03:38] image ... we have to see that we have the
[2:03:40] artistic gauge ... I think we got a road map
[2:03:44] that will find its ... cost effective and if it's
[2:03:47] not when I come back and we can make the
[2:03:48] decision accordingly but ... I think to stop a referral
[2:03:52] motion at this point is ... premature ... because there's
[2:03:56] so many aspects that are coming together ... that we
[2:03:58] can probably get this done ... so I would say
[2:04:02] let's get staff to go back ... you know ...
[2:04:05] you know ... come up with the road map ...
[2:04:08] we have all these things happening and and ... silos
[2:04:12] bring it all together and ... you know let's get
[2:04:14] the landscaping aligned with the public art and and ...

[2:04:42] wanna go on record I'm not a big fan of
[2:04:44] painting that wall but I'm certainly not against public art
[2:04:48] of the deal was one thing that didn't work and
[2:04:50] I know that my sparks group in other councils have
[2:04:53] alluded to this but ... you know we'll be looking
[2:04:55] at the different types of plantings landscaping along there but
[2:04:59] I want to make sure that ... it's just refer
[2:05:02] let's go back when it comes to the urban landscaping
[2:05:04] we're looking at planting along the wall not on the
[2:05:06] corners not in front with trees and those around all
[2:05:09] important to the beautify I think we're doubling up the
[2:05:11] amount of trees along what was Park which is when
[2:05:13] I widening it now and I would also look at
[2:05:16] a collaboration effort between the arm our public schools are
[2:05:20] Catholic schools the school boards in general as well as
[2:05:23] the TRCA and CVC the CVC is affected by this
[2:05:26] water not but ... we get those groups involved as
[2:05:29] well with the students to look at him to work
[2:05:32] with our city the plan along that wall we've got
[2:05:35] a good examples I don't want to I don't have
[2:05:37] them here with me but I got examples of other
[2:05:39] cities in Canada in North America and Europe
[2:05:42] I did plantings Virginia creeper Austin ivy English ivy different

[2:06:12] imagine an elementary school student or maybe perhaps a grade
[2:06:16] twelve students interested in fundamental studies looking at that wall
[2:06:19] in four years time saying I was part of that
[2:06:22] I was part of that wall beautifying that wall with
[2:06:24] green use natural landscaping I'm not against public art I
[2:06:27] just don't think public arts a good spot along a
[2:06:30] noise wall like that
[2:06:32] ... with public art is you have one person's interpretation
[2:06:36] of it another person doesn't like that public art well
[2:06:38] then you've got more complaints lately if they if you
[2:06:40] just left the wall along but I do like the
[2:06:43] idea of public garden certain spaces I'm not control control
[2:06:47] probably longer than anybody here ... he's a good artist
[2:06:50] he is passionate about the art hi Lisa Stokes does
[2:06:53] a great job of providing safe examples of all of
[2:06:56] the community the first presentation was was rather I rather
[2:06:59] enjoyed it because it was the Rick Mercer report on
[2:07:01] regular services rental I appreciate the environment the presentation from
[2:07:06] from the delegates I appreciate that as well I appreciate
[2:07:09] counsel's Santos the need for public art but I think
[2:07:13] maybe ... at this time I mean I don't hate
[2:07:16] before also to deal with things but I think maybe
[2:07:18] perhaps I will support the referral but I want staff
[2:07:21] to understand that part of that urban landscaping isn't just
[2:07:25] our typical urban landscaping is looking outside the box and
[2:07:29] I challenge anybody to challenge me on it because I
[2:07:31] think I'm a little bit of a gardener Mr Mayor
[2:07:34] sense so let's work together so you can beautify that
[2:07:37] stretch so I thought my comments and thank you very

[2:07:49] foremost thank god the delegations who came forward today to
[2:07:53] present us with their ask in their vision for ...
[2:07:57] what is possible with respect to a place like this
[2:08:01] with the wall ... I ... really appreciate it very
[2:08:06] concise and well prepared statements and ... the encouragement that
[2:08:12] the delegates have provided to council today and this discussion
[2:08:16] has been ... I think very productive ... not just
[2:08:20] in respect to the Williams parkway wall ... but also
[2:08:24] to what it is that we would like to see
[2:08:27] in other places across the city I know when my
[2:08:29] discussions with public works staff they are listening to this
[2:08:34] conversation very carefully and ... I know that they're getting
[2:08:39] everyone's ideas and looking to ... meet all of our
[2:08:43] expectations and ... there are so many opportunities across the
[2:08:48] city of Brampton where public arts can enhance the public
[2:08:53] realm and ... beautify the city and provide a way
[2:08:57] for us to ...
[2:09:00] make expression through public art a real assets
[2:09:05] for the city of Brampton and for the enjoyment of
[2:09:08] the residents are here ... great ideas by all members
[2:09:12] of council you know as combining Public cards ... with
[2:09:17] the planting of ... appropriate trees and shrubs I I
[2:09:20] think is absolutely ...
[2:09:24] on points it's it's it's it can be so beautiful
[2:09:28] and I just want to share with ... members of
[2:09:32] the public and members of council today ... my own
[2:09:35] personal experience living in downtown Brampton
[2:09:38] in very close proximity to gauge Park
[2:09:42] where ... throughout the holiday season and this winter we
[2:09:48] have had a very beautiful ... winter lights display that
[2:09:53] has been ongoing and it's up every night
[2:09:56] and let me tell you about the crowds of people
[2:10:01] coming to downtown nightly to experience
[2:10:07] winter lights which is essentially a display of public art
[2:10:11] and enjoy the space take photos Miller banks and and
[2:10:17] just in general enjoy living in Brampton as as I
[2:10:21] like to say and so ... I want to support
[2:10:26] the referral ... and I think that some
[2:10:30] it's important that we realize that you know this council
[2:10:36] in this term of council both cancer centers and I
[2:10:38] it's a local area councillors we had many conversations with
[2:10:42] staff immediately after taking office and it was made very
[2:10:46] clear to us that we could not
[2:10:49] reverse ... the the construction of the wall as as
[2:10:54] had been planned by staff and so I think that
[2:10:58] we are ... if I could won't expression for Mayor
[2:11:01] Brown trying to make lemonade out of lemons ... but
[2:11:05] there is an incredible opportunity and this can truly be
[2:11:07] fantastic and ... we don't once ... Williams parkway the
[2:11:11] blue wall to be the example of ... of what
[2:11:16] it is that we do two ... junctures oldest points
[2:11:20] that we want this to be ... another way that
[2:11:23] we demonstrate what is best and how we are supporting
[2:11:27] the arts community here in the city of Brampton people
[2:11:31] will love it and I think that if we take
[2:11:34] this as one example and duplicated across other parts of
[2:11:38] the city as we have on the Franceschini bridge as
[2:11:42] we have in other ways ... I think that ...
[2:11:46] we can demonstrate as a council that we are behind
[2:11:49] the public art at the arts community and that's how
[2:11:52] we are very interested in beautifying the city so I'll
[2:11:55] just leave it at that and say that ... public
[2:11:58] works is ready to to make this happen and ...
[2:12:02] there are so many opportunities and I think we should
[2:12:04] support thank you

[2:12:16] fully agree with the art ... however in saying I

[2:12:29] stretch of road I'd like to see public art everywhere
[2:12:32] in the city I mean I can I can just
[2:12:35] picture pocket memorial arena for example which is which is
[2:12:39] the charcoal gray flak plaster ... with you know it
[2:12:44] eighty eight mural of of sports there to take part
[2:12:48] or renew sports for example to take part in this
[2:12:50] city ... and that's that's where I'm coming from on
[2:12:55] this ... I believe there's all sorts of art there's
[2:13:00] you know it doesn't I I I'm not sure what
[2:13:03] we're public art I'm just not sure about the word
[2:13:06] public I just like art you could have
[2:13:10] very very artistic world gardens that that our people do
[2:13:14] a great job of here in the city you can
[2:13:18] have those along the wall you could have as councillors
[2:13:20] ... Whillans suggested the various types of ivy the cover
[2:13:25] the top of the wall and ... like you know
[2:13:28] like I guess the older Boston baseball field when we
[2:13:33] park which looks tremendous ... you could have
[2:13:38] for example of it you know the the the shaped
[2:13:41] trees or that the district portions that can all be
[2:13:44] included in and I want that all looked out along
[2:13:48] this section of ... Williams parkway because as I mentioned
[2:13:53] ... if we're gonna spend three hundred thousand dollars on
[2:13:56] art ... I would much rather prefer to see it
[2:14:01] all over the city every every ward gets public art
[2:14:06] that's what that's what we need in the city and
[2:14:08] I think Mr Carter solo alluded to that as well
[2:14:12] that that needs to be everywhere in the city and
[2:14:15] I would hate to think that we're just looking at
[2:14:17] putting art on one little stretch of road that we
[2:14:21] have a noise wall there now in this conflict less
[2:14:23] she so rightly suggested which is unfinished you know when
[2:14:27] we put trees and shrubs and bushes and and fluorocarbons
[2:14:31] in there it's gonna look totally different so ... I'm
[2:14:35] happy to support this going back for a referral
[2:14:40] ... but I wanna make it clear when it does
[2:14:43] come back that we need to be looking at art
[2:14:46] everywhere so you know what that means that ... we
[2:14:50] we limit a budget for specific artwork back area and
[2:14:55] and spread the spread the wealth as we might want
[2:14:57] to say to other areas of the city I'm all
[2:15:00] in favor of that as well but you know there's
[2:15:02] there's two things that we should be considering here as
[2:15:05] well and and doc will come back in this report
[2:15:09] I'm hoping and the ideas that in other areas ...
[2:15:13] some jurisdictions have considered art at intersections as distractions for
[2:15:19] drivers ... and and so I want to hear from
[2:15:23] our traffic's staff whether that's an issue ... councillor Willhans
[2:15:28] touched on a very good issue as well and that
[2:15:32] is you know if we're if we're going to public
[2:15:35] art you know what I need gas when that
[2:15:39] the wall went up somebody considered that as as as
[2:15:43] art as well and we've got a bunch of people
[2:15:45] who don't like it and that's the problem that ...
[2:15:48] Arts in the eye of the beholder and I don't
[2:15:51] want to be putting up something there that that other
[2:15:53] people are gonna say we should just left it the
[2:15:55] way it was so there's a lot of things we
[2:15:57] need to consider and finally I I can't remember whether
[2:16:01] councillor Willhans touched on this or not but the more
[2:16:05] greenery the more shrubbery the more trees we have on
[2:16:09] that stretch of the more greenhouse gas we're gonna be
[2:16:14] absorbing and and converting and when you've got that many
[2:16:17] cars on that stretch of highway I think that is
[2:16:20] an important consideration especially since we declared a climate emergency
[2:16:25] so I'm happy to support this and see it come
[2:16:28] back ... but again I would prefer to see art
[2:16:33] everywhere throughout the city not just on one stretch of
[2:16:36] highway thanks

[2:16:47] the ... production reveals that Mrs along that wall but
[2:16:51] also ... one thing we have to factor in the
[2:16:53] current when the wall was ... was constructed we made
[2:16:56] there was a lot of ... greenhouse gases that were
[2:16:58] needed in the production of that wall so they're adding
[2:17:01] greenery adding shrubbery and adding things along that wall I
[2:17:04] wonder if up bikes parts guys could work with ...
[2:17:09] our environmental guys to sort of come up with that
[2:17:11] analysis or data maybe just just
[2:17:15] approximate on what the landscaping can do to help mitigate
[2:17:20] the greenhouse gas emissions that were created when that wall
[2:17:23] was actually constructed that be interesting to see as well
[2:17:26] ... for for for the future as well ... we
[2:17:28] got further projects like this thank you

[2:17:42] think it's excellent to hear so many different opinions on
[2:17:46] ... how all members of council feel about the art
[2:17:48] I've heard are many say that art needs to be
[2:17:52] and other areas of the city and I agree one
[2:17:55] hundred percent that we need to have are represented throughout
[2:17:58] our city ... but I don't hear a lot of
[2:18:01] people say support for public art on this wall ...
[2:18:05] it's so I wonder if we can straight out the
[2:18:08] word public art and if that's not considered a friendly
[2:18:12] then we vote on the were public art separately ...
[2:18:16] so that's my one armed request I just wanted to
[2:18:20] ask though if we do ... except the referral for
[2:18:26] ... landscape trees public art another potential themes will be
[2:18:31] art ... company be hired to develop the concept for
[2:18:35] the public art when that report comes back
[2:18:44] sorry closer through the chair will will what
[2:18:50] we'll be looking at our consultants to provide the concept
[2:18:54] for the public art on this wall if we accept
[2:18:57] the referral ... if it passes today
[2:19:02] it's unlikely that the consultant would develop better ... but
[2:19:05] they would be able to ... it would either be
[2:19:08] culture staff or ... or steps to be we've used
[2:19:12] a few different times on a on a number of
[2:19:14] projects to assist in ...
[2:19:17] with the the getting the artists developing of that that
[2:19:21] parameters of the of the works and then at getting
[2:19:25] some design I would also note I mean it's three
[2:19:27] clomid hers of art Hey
[2:19:30] I think we were or it could have been and
[2:19:32] so what we were thinking was that there'd be the
[2:19:35] potential for multiple artists here not one one artist specifically
[2:19:40] doing three three climate or support so there there could
[2:19:44] be multiple opportunities available through that it also if Kelly's

[2:19:52] if if if there's thoughts around changing the public art
[2:19:56] terminology I just think it may be valuable to have
[2:19:59] a comment from her just as it pertains to the

[2:20:06] differentiation between kind of street level activation formal public art
[2:20:11] and some different things so if you could just speak
[2:20:13] to that if I could pass that

[2:25:42] start by saying that we're living in relation transformational times
[2:25:47] COVID nineteen has accelerated changes in the way ... we
[2:25:51] work up by decades of this council meeting which is
[2:25:55] a combination of in person and virtual is certainly an
[2:25:58] example of that
[2:25:59] ... the types of work that we do in our
[2:26:01] office is in the future will change significantly ... which
[2:26:05] will also change the type of work place that we
[2:26:08] need ... the demand for technology employees is exploding the
[2:26:14] battle to attract and retain the brightest and the best
[2:26:18] will increasingly be more and more intense we believe Brampton
[2:26:22] has been and will continue to be a good place
[2:26:26] to recruit these employers
[2:26:29] our workplace demographics are rapidly changing as well to predominately
[2:26:33] Milan millennials and Gen sees many of whom don't have
[2:26:37] a car and many of whom don't even have a
[2:26:39] driver's license that's the need for connectivity to higher order
[2:26:43] transit is impaired
[2:26:46] the criticality of a modern workplace which enables new ways
[2:26:49] of working connected to higher order public transit conveniently located
[2:26:55] to local amenities and build sustainable missteps systemically is critical
[2:27:00] to attracting and retaining talent it is critical for the
[2:27:04] future success of Rogers
[2:27:08] ... existing office at eighty two hundred Dixie some of
[2:27:11] whom are some of the it the councillors in attendance
[2:27:14] today have had the opportunity to tour is actually a
[2:27:18] repurposed factory
[2:27:21] ... it will not route meet Rogers requirements in the
[2:27:24] long term
[2:27:26] the site itself is under utilized so Rogers is proposing
[2:27:31] to move our campus to a state of the art
[2:27:34] facility in downtown Brampton adjacent to the Brampton go station
[2:27:39] on lands currently owned by Metrolinx
[2:27:42] this would result in thousands of high paying technology jobs
[2:27:47] being retained in Brampton
[2:27:49] it would result in the investment of at least a
[2:27:52] hundred million dollars this site along the Brampton Toronto Waterloo
[2:27:58] innovation corridor significantly expands Rogers transit accessible employee catchment area
[2:28:07] securing this site is essential to Roger's ability to make
[2:28:11] a long term investment in a new Brampton campus
[2:28:16] at the same time we'd like to revitalize our eighty
[2:28:19] two hundred sixty site by adding residential uses along Dixie
[2:28:23] road while preserving a valuable employment note for the majority
[2:28:27] of the site
[2:28:30] Rogers is seeking Brampton City council support to request to
[2:28:34] ministers owning orders that will enable Rogers to usher in
[2:28:38] a new era of investment in Brampton
[2:28:42] on the Brampton go lance Rogers is seeking permission that
[2:28:46] would enable a campus with a minimum of two hundred
[2:28:49] thousand square feet of office and retail uses with space
[2:28:54] for additional office or residential uses uses that would be
[2:28:58] accommodated basis we also seek your support for the sale
[2:29:03] of the downside downtown site to Rogers symbol Cheney a
[2:29:07] sleep Rogers is also seeking a ministers so in order
[2:29:12] for the lands we will be vacating at eighty two
[2:29:14] hundred Dixie road that would permit up to one point
[2:29:17] two million square feet of industrial warehouse uses and up
[2:29:21] to twenty five acres of residential development along Dixie road
[2:29:26] to be built out in a mix of residential towers
[2:29:29] and stacked townhomes
[2:29:32] in summary this is a transformational time for Brampton and
[2:29:36] for Rogers you are making great strides in the revitalization
[2:29:42] of your downtown watchers would like to participate in and
[2:29:46] to be a catalyst to accelerate this positive change we

[2:30:53] investment in our people and community we will see an
[2:30:56] increase in jobs and economic growth specifically for our downtown
[2:31:00] core
[2:31:01] at the downtown Brampton BIA fully supports our council to
[2:31:05] request an MCO from the province for this project again
[2:31:09] this is to an incredible opportunity and very exciting times
[2:31:12] for Brampton and I'm not and I'm just gonna follow
[2:31:16] with killings words I did want to say I was
[2:31:18] really excited when I was reading over the weekend the
[2:31:22] board packed beyond the council package and so I want
[2:31:25] to say that yeah this is huge huge news for
[2:31:30] downtown Brampton and ... it's a huge huge opportunity we
[2:31:34] know that bringing Rodgers to downtown Brampton ... will create
[2:31:39] more jobs and specifically in the tech field and and
[2:31:43] more careers in the downtown core and ... as well
[2:31:47] as building more commercial office space in downtown and that
[2:31:51] will enable the whole city of Brampton to be more
[2:31:53] competitive across the GTA with regards to commercial inventory and
[2:31:58] commercial space so we're really excited about yes we know
[2:32:03] this is going to spur more investment and economic growth
[2:32:08] to downtown Brampton this is this is our time so
[2:32:12] ... for the record just I wanted to publicly say
[2:32:15] we fully support this request and ... we ask that
[2:32:19] the city council prioritize this incredible opportunity thank you

[2:33:18] of Brampton
[2:33:19] and we all are focused on the betterment of our

[2:33:29] but the executive board of your Brampton endorse the proposal
[2:33:33] would Rogers has shared with the downtown campus and the
[2:33:37] redeployment other Dixie road lance
[2:33:40] a brand new state of the art sustainable transit oriented

[2:34:22] the corporate commitment demonstrated by Rogers to our community
[2:34:26] is immensely welcome
[2:34:30] their proposal aligns so well with our twenty forty vision
[2:34:33] of city building it cannot put screens for our support
[2:34:37] and we knew Brampton fully support and encourage our council
[2:34:43] to request the elms those from the province as discussed
[2:34:48] thank you for giving me the opportunity to share the
[2:34:50] excitement that I house for
[2:34:54] what Mr Mel the husband's playing to us
[2:34:57] and up it is most welcome

[2:35:12] all right hello council by name is Sylvia Roberts we
[2:35:16] have a three regarding the Ms that is like the
[2:35:18] scene and incredibly tempting offer is a couple things that
[2:35:22] council should also consider if the player committee of council
[2:35:26] meeting council give the thumbs up to the downtown transit
[2:35:29] hub T. pap to the best of my knowledge the
[2:35:31] lands Rogers has proposed building a new campus on happens
[2:35:35] to be part of that and is one of the
[2:35:36] more likely parcel candidates the current bus terminal building does
[2:35:41] need to be torn down to make room for the
[2:35:43] third tracked increasing go service the downtown Mount Pleasant even
[2:35:47] if the city were to select the current state the
[2:35:50] side of the current bus terminal for the new bus
[2:35:52] terminal there's still the matter of needing to relocate the
[2:35:55] bus the current customer least temporarily in order to demolish
[2:35:59] and rebuild that structure the parking lot immediately next to
[2:36:06] transparent does represent a fairly good location for a temporary
[2:36:10] thing
[2:36:12] consideration at least for feeling of the development once it
[2:36:15] is resolved the issue ... that the issue of a
[2:36:19] computer intentionally competing need for personal question the city also
[2:36:22] needs to turn to transportation planning the heck of a
[2:36:25] lot of people have posted a worker
[2:36:28] are they going to get better Mr members often the
[2:36:31] parking study the city garages have capacity for adding another
[2:36:35] seven hundred cars on a daily basis this is a
[2:36:38] plan for how to accommodate the transportation demand for three
[2:36:41] thousand people to get the downtown Brampton and because city
[2:36:44] once the downtown spending money women hybrid work don't help
[2:36:48] for the city's proposed goals ...
[2:36:52] except for Mississauga that probably coming on the main street
[2:36:55] south which is a little bit of an issue as
[2:36:57] the city is recently reduced capacity on that road this
[2:37:02] evening to explore alternatives to increase that and doesn't
[2:37:05] ... the person the public representing Rogers has noted a
[2:37:10] lot of the people take transit and so implementing bus
[2:37:14] lanes on base main street is probably the most effective
[2:37:17] way to improve our capacity on main street south city
[2:37:22] may also wish to accelerate the implementation on queen street
[2:37:26] east and of value it bus lanes on main street
[2:37:30] north because most of the city does why north of
[2:37:34] downtown
[2:37:35] I would the plans purpose land the city will meet
[2:37:38] at a number of buses to accommodate increased P. transportation
[2:37:41] demand the downtown Ms auto potentially offers the opportunity for
[2:37:46] mutual and by the city in Rogers and nothing that
[2:37:49] I previously mentioned precludes the items that are from going
[2:37:51] forward they're just things to be mindful of as as
[2:37:54] it goes forward
[2:37:56] much like Rogers has the benefit of the largest park
[2:38:00] eighty eighty two hundred Dixie is functionally obsolescent for Rogers
[2:38:04] and no longer serves the needs the Brampton transit's Clark
[2:38:07] best maintenance and storage facility it is also getting thirty
[2:38:11] two is relatively small capacity inability to accommodate articulated buses
[2:38:15] and unknown capacity for electrification in the largest and is
[2:38:19] there for the Dixie said they proposed an industrial space
[2:38:23] is probably a suitable site in space or putting in
[2:38:27] a new transit maintenance starts was only to replace the
[2:38:30] clerk one which would allow for better economies of scale
[2:38:33] in terms operations would definitely allow articulated buses
[2:38:38] and if and you could easily plans for electrification from
[2:38:43] the start because of its location on Dixie between queen
[2:38:46] and steals queen we are very much working diligently on
[2:38:50] to get the Queen Street B. R. two done as
[2:38:52] soon as possible Instagram is also working towards that goal
[2:38:56] so having the bus terminal that can actually supply the
[2:38:59] articulated buses for those routes so close to it is
[2:39:03] my vantage from operational point of view
[2:39:06] there is a potential savings on non revenue hours because
[2:39:10] it does actually take time to drive buses from this
[2:39:14] site at a secure and transparent down to steals ...
[2:39:20] a number of places have co located ... past the
[2:39:22] Saudis and housing in September with electrification the buses will
[2:39:27] also be
[2:39:29] much more quiet and more compatible with that ... potentially
[2:39:33] using that industrial the proposed industrial space for a maintenance
[2:39:38] and storage facility is a similar you some point around
[2:39:42] and as represents the potential opportunity for both the city
[2:39:46] and Rogers to mutually when on this separate Ms that
[2:39:49] I'll
[2:39:51] unlike the highway fifty cents because it's in the urban
[2:39:54] core and the city would need would not need anywhere
[2:39:57] near as much parking because it already has decent transit
[2:40:02] service to anticipate moving to twenty four seven service this
[2:40:06] would late Mississaugas previously done with twenty four seven service
[2:40:11] for twenty four hours service and don't region has also
[2:40:14] moved towards is has implemented a twenty four seven service
[2:40:19] mmhm
[2:40:21] this kind of site would actually be very good for
[2:40:23] supplying those vehicles are thank you that's my delegation

[2:41:40] implications of this proposal for the city of Brampton and
[2:41:45] provide us with ... ... ruble
[2:41:49] ... direction up the a briefing note that we all
[2:41:52] received late yesterday from them so that's it on to

[2:42:03] councillor and thank you for the question and the opportunity
[2:42:06] to speak about this investment or potential investment the economic
[2:42:10] development office in Fuzi artistically supports and recommends this relocation
[2:42:16] to downtown Brampton it really demonstrates a significant investment from
[2:42:21] an economic development perspective to downtown and also an incredible
[2:42:25] impact for innovation district
[2:42:28] through this development Brampton would retain a critical employer in
[2:42:33] our tech sector one of the largest employers and our
[2:42:36] tech sector as you heard from the delegation they are
[2:42:40] employing thousands of people around three thousand people in their
[2:42:44] Brampton facility currently we know many of those are residents
[2:42:48] of Brampton
[2:42:49] and so this ... development would help maintain and retain
[2:42:53] retain many of those high paying tech jobs in our
[2:42:57] city
[2:42:59] Rogers would also become the anchor business in our innovation
[2:43:02] district which is really critical for the next stage of
[2:43:06] the development of our innovation district we have been looking
[2:43:11] internationally to try and recruit ... an ad tech company
[2:43:15] to become an B. R. anchor tenant having Rogers a
[2:43:19] Canadian company B. R. tenant just makes it even more
[2:43:22] impossible for us
[2:43:24] the new Rogers presence downtown would also attract employees and
[2:43:28] talent from outside Brampton ... and really solidify our place
[2:43:33] within Canada's innovation corner and I think John Mel B.
[2:43:36] also mentioned the incredible location branch in being right in
[2:43:40] the center of the innovation quarter Canada's innovation corner this
[2:43:44] really really illustrates the importance of that geographic position and
[2:43:48] orientation district
[2:43:51] in economic development we measure the impact of an investment
[2:43:54] through jobs created jobs retained and the company's capital expenditure
[2:43:59] and by all of those traditional measurements this is an
[2:44:02] incredibly impactful investments I will say that also in economics
[2:44:07] about we don't count as an investment win intelligible is
[2:44:11] finalized signed and announced it as the downtown site really
[2:44:15] is the only one in our city being considered at
[2:44:17] this time I hope that we do show our support
[2:44:20] for the plans and certainly from an economic development perspective
[2:44:24] we enthusiastically support the plans thank you very much

[2:45:55] large number of them I move to Brampton and ...

[2:46:00] say about the city ... which I guess the word
[2:46:04] to similar story and
[2:46:07] ... the Rogers campus was home well Sir granting campus
[2:46:10] was it was a great campus ... you know they
[2:46:14] they gave so many jobs to so many people in
[2:46:16] Branson and the ... just the economically was such a
[2:46:21] a bigger player also the City
[2:46:26] so just charged a couple questions for you
[2:46:31] I guess it might be repeatable but hope they're you
[2:46:33] know they're not but ...
[2:46:36] you guys are asking for the M. zero four the
[2:46:39] actual Dixie location ... AA and
[2:46:44] you know what what discussions have you had in terms
[2:46:46] of getting the ... the lands in
[2:46:50] and ... in the downtown Brampton like what will surely
[2:46:54] in the residents of Brampton gets that you'll
[2:46:57] you know you're well
[2:46:59] you guys will receive these lands will problems

[2:47:07] of the the the lands we have had very preliminary
[2:47:12] discussions with the Metrolinx certainly this part of Brampton ...
[2:47:17] we feel would be ... very very important ... in
[2:47:21] order for us to secure that that property so that's
[2:47:25] that that's the that's what part of the part of
[2:47:28] the resolution that we're asking for today that that Brampton
[2:47:31] support the provincial government ... would sell those ... the
[2:47:36] sell that property to us ... and I'm sorry can
[2:47:39] you repeat the question on the eighty two hundred sixty
[2:47:42] property
[2:47:43] so you've got to be Ms at all on the
[2:47:45] on the Dixie property is that correct yes that's correct
[2:47:49] yeah ... but if that would be Ms if the
[2:47:52] Ms at all was to be conditional on ... what
[2:47:57] the request from the Brampton the city in the Ms
[2:48:01] it'll be ...
[2:48:03] a conditional on that ... you know we get some
[2:48:06] certainty that ... the lands will be provided to you

[2:48:14] yes I mean on the bottom line is Rogers wants
[2:48:17] to relocate our office downtown Brampton and stuff ... that's
[2:48:22] it it's it's a place that works for us ...
[2:48:25] it's a place that we believe will continue to be
[2:48:27] a great location to recruit ... ... technology employees and
[2:48:33] ... and on that basis ... that's why we want
[2:48:37] to invest well over a hundred millions of dollars in
[2:48:41] that in that location
[2:48:44] and I appreciate that and ... justice trying to speak
[2:48:47] with us much ... biases I can Rogers is a
[2:48:51] phenomenal ... organization ... you had a great time when
[2:48:57] I worked there again the family members their friends ...
[2:49:00] workers well and ...
[2:49:02] ... just the culture back to ... is ... within
[2:49:06] the Rogers itself ... I think there could be ...
[2:49:12] in addition to have this new building it in ...
[2:49:15] in downtown Brampton we've got to come to fruition and
[2:49:19] ... as you mentioned ... the times are changing a
[2:49:23] we have a a younger population that's ... ... extremely
[2:49:28] innovative and ... ... you know
[2:49:33] amazing ideas and ... I think you know everybody's in
[2:49:37] the innovation corridor I would be ...
[2:49:41] asset in addition and so quickly but I can definitely
[2:49:44] support this practice again ... do we just need a
[2:49:47] little bit more ...
[2:49:49] certainty and they're a little bit more ... medication from
[2:49:53] products so that this is gonna happen and ... but
[2:49:56] to really excited at the opportunity thank you

[2:51:02] partner to help advocate for those of you see it'll
[2:51:04] help your employees tremendously ... as well ... secondly as
[2:51:09] a guest I know they're just concept plans but I

[2:51:17] of warehouse ... designs ... something that's been happening in
[2:51:21] my area it's the warehouses with some office space as

[2:52:34] it very successful they are on
[2:52:37] I'm just wondering if anybody from planning can walk me
[2:52:41] through because you're playing for two Ms adults correct
[2:52:48] but rest yeah I just like planning to explain how
[2:52:53] how the city can agreed or names at all when
[2:52:57] when they don't own the land how does that how
[2:53:00] does that work and and how does that go through
[2:53:02] is there anyone from planning could explain that through the

[2:53:08] a person who's been really ... heading up the unsettled

[2:54:06] any rezoning application your through to us through through the
[2:54:08] city and and likewise in the end zone over cost
[2:54:13] so in this case here with the downtown property in
[2:54:15] particular that were speaking to yeah we we understand that
[2:54:18] yes Metrolinx is sticker or of the property no there
[2:54:21] are arrangements that are being worked on now to ...
[2:54:24] towards a sale ... stucco the lands really this is
[2:54:28] what what is being walked towards but ... notwithstanding the
[2:54:32] fact that of Metrolinx themselves happens put forward a and
[2:54:36] I'm sort of a request that is not the audit
[2:54:39] that's not a necessity okay I have been hands in
[2:54:43] advance of the minister himself working towards ... and Ms
[2:54:47] auto a lot of really for for the site really
[2:54:50] nor would it be necessary for for council to we
[2:54:54] have a request your through to yourselves in other from
[2:54:58] from the current property owner in that respect either so
[2:55:01] just to speak to it at all a little further
[2:55:03] there are instances where ... the city of Brampton might
[2:55:07] very well want to see a lands rezoned ... for
[2:55:11] the common good of the city notwithstanding the fact that
[2:55:14] the ... Groner hasn't put forth request and so they're
[2:55:18] throughout the process to be had there and we can
[2:55:21] embark upon that and we have in the past but
[2:55:24] topic here with this Ms ... request a really coming
[2:55:27] forward Rogers knowing that to a land deal has to
[2:55:32] occur there's nothing that certainly with us from a from
[2:55:37] the post a staff report that necessitates having that request
[2:55:41] be with us from the current land or
[2:55:44] with a clear spice things for you councillor Bowman and
[2:55:48] the rest council
[2:55:50] yeah
[2:55:51] and I just to follow up on that so
[2:55:56] what are the what are the risks in presenting the
[2:56:00] Ms that all without Metrolinx which is the land owner
[2:56:06] agreeing to change the zoning of their property are are
[2:56:12] are we running follow of any planning guidelines or
[2:56:18] I just don't understand it I know councillor Medeiros and
[2:56:22] cancer Fortini are the the planning guys here but I
[2:56:25] just don't under I still don't get how
[2:56:29] somebody can apply for a rezoning of someone else's land
[2:56:36] is this open for I don't
[2:56:38] you know in any case is open for Metrolinx at
[2:56:42] some point to say no we don't want to rezone
[2:56:45] the land is like what are we setting ourselves up
[2:56:47] for here through the chair it's and Richard about ninety
[2:56:50] and we've also got Bob jerking on the line the
[2:56:52] city is undertaking a comprehensive zoning bylaw update which really
[2:56:57] means that the city is working ... ... changing land
[2:57:01] use ... ... ... missions throughout the city so not
[2:57:06] necessarily having to have the specific land owner
[2:57:09] be part of the day they'll be part of the
[2:57:11] process in the sense of the to the open public
[2:57:13] process but
[2:57:15] the city is going for with the comprehensive zoning bylaw
[2:57:18] update on end and that's that's
[2:57:22] but certainly
[2:57:23] you know that's certainly what ... what the city is
[2:57:26] up to and then and then I think maybe Bob
[2:57:29] you can perhaps speak to how that approached us and
[2:57:33] yeah it the commissioner for if I could be helpful

[2:57:38] Metrolinx to express his support ... for this ... project
[2:57:43] with with Rogers ... ... if that's ... helpful cancer

[2:57:49] that's problems tomorrow they can write a letter of support

[2:57:55] ... I believe they're doing that to the minister's office
[2:57:57] ... to be supportive of this opportunity with Rogers because

[2:58:05] they like to see on their lands ... in so
[2:58:08] maybe we could ... ask for a copy of ...
[2:58:12] whatever correspondence they have sent the minister's office
[2:58:16] yeah I would appreciate that because I just wanna make
[2:58:18] sure all our ducks are in a line here because
[2:58:20] again we're we're going ahead with the numbers at all
[2:58:23] we're not having any public consultations on this ... and
[2:58:27] and you know they're there I I eat I just
[2:58:30] want to avoid the backlash that that could be had
[2:58:35] when things like this happen there's no question I want
[2:58:38] Roger downtown no question at all ... but I don't
[2:58:42] wanna have to jump through any hoops and and go
[2:58:45] through all sorts of extra steps that we didn't anticipate
[2:58:49] before we said yes to these ... settles so I
[2:58:51] I hope that's understood

[2:58:56] what it mentioned before just to help respond to cancer

[2:59:07] the staff from the minister's office we understand that they
[2:59:11] work staff in the M. M. H. mistreatment this call
[2:59:15] person housing they they work very closely with the other
[2:59:18] ministry groups obviously and we come to understand the current
[2:59:22] level of detail as relates to the issues that the
[2:59:25] other ministries are putting forward so here with respect to
[2:59:28] the Metrolinx and having an understanding from them ... the
[2:59:32] local to support such a week we understand that yes
[2:59:34] that we're gonna be following up in a very detailed
[2:59:37] way up towards the receiving all of the comments and
[2:59:41] really that
[2:59:42] the minister of municipal affairs you would really want to
[2:59:44] have that inherent in advance of with him pulling the
[2:59:48] trigger on an action and and the middle here on
[2:59:51] the site and the disapproval of about as well I
[2:59:55] wouldn't foresee any issues with your changing of the zoning
[3:00:00] on Metrolinx is site you know even if it was
[3:00:03] that they were intent on per perhaps retaining this site
[3:00:07] for purposes but as owning change wouldn't hamper their ability
[3:00:11] to develop on that site you know given there are
[3:00:14] other with the crown status and some of the zoning
[3:00:17] changes on their sites doesn't
[3:00:20] it's hindered their ability to develop as the C. fits
[3:00:24] on on the property as well

[3:02:18] and I know there's excitement in in our downtowns I

[3:40:57] decisions have been made how many has been spent read
