One on a personal note, on behalf of my family, I want to say thank you for the love, support and words of encouragement that you have shown our family over the past month, as our youngest child has been in the hospital and has had multiple surgeries.

of removing parking places along our Cola and in front of our campus that it would create quite a hardship up on the church and those we serve in this community.

And the realization set quite quickly last week after we hosted a town hall that we've never

said thank you to the county for allowing us to park in this county parking lot.

And we are quite appreciative because it serves a great purpose and we thank you for that.

Third and finally for the support and willingness to work with us and providing a sidewalk

from the county parking lot to the edge of Magnolia Street, which will serve a great purpose

for those who are in wheelchairs and walkers trying to gain access to our campus and for those

community members who need access to our food pantry.

sign any documents to give this contract full effect. And I don't know if Constable Browner, you

want to say anything. I think you indicated this is just a renewal of an existing contract.

Yes, we've been contract in Lexus, then and out for, I guess, close to four years.

that we continue to do it, and we provide the service to them because they're paying for

the brun of it, and it's been really good, they enjoy it, and we've really had no complaints,

This has been a good endeavor that we've ventured into a couple of years ago, and I appreciate

you guys for staying in behind us and helping us get that out there for them.

First thing I want to start off with is there was a transition at the county auditor position.

We came in in our interim field work when Connie was still in place and that ran smooth as always.
[23:13]
In our interim field work, that's where we go all around the county.
[23:17]
Talk to a lot of different people walk through transactions at various departments and all that went good.
[23:22]
There was nothing to report as it relates to that.

We came in for our year-end audit procedures, which typically occurred in January, and that's when Casey was in her role, and I will say that the auditor's office, and everyone else around the county that we interacted with, there was no, it was business as usual as it relates to us as the external auditors for the county.

big kudos to the auditor's office and others around the county, with that transition, can be difficult when the auditor comes in through weeks after the previous county auditor retired.

So, very, you know, very positive things to say as it relates to that.

In the audit report that you'll have in front of you, there's three letters within this audit report that were issuing.

The first letter is our opinion letter on the financial statements.

That opinion letter we're issuing is an unmodified opinion that's a clean opinion that tells the readers of the financial statements that what they read after that opinion letters materially and factually correct.

The second letter that we're reporting on near the back of the report is our report on internal control over financial reporting.
[24:42]
Within this letter, this is a letter that we're required to issue.

When we go out in our interim field work, we're gathering information that could affect
[24:52]
the audit procedures that we design when we come back in January.

It's a base approach that we utilize to perform the audit.

We're not offering an opinion on the effectiveness of the internal controls in place for the county,

but what we do is if we identify any deficiencies in those internal controls, we would report
[25:15]
those within that letter, happy to report that we did not identify any deficiencies in internal
[25:21]
control that rose to the level to be included within that letter. The third letter we're issuing
[25:28]
is our opinion over compliance related to major federal and state programs. We identified three major
[25:36]
federal programs, the first being the Coronavirus Relief Fund.

The second is the Highway Planning and Construction Program.
[25:45]
And then the third is one of the CDVG programs that Nancy's office handles.
[25:52]
The one state program we identified was the juvenile justice probation funds.
[25:59]
Within with those four programs identified, we issued an unmodified opinion, so that's a
[26:04]
opinion on compliance. Also included within that letter is any internal control related
[26:11]
item similar to the financial reporting that we identified in relation to those major programs.
[26:17]
We did not identify any control issues over compliance as well, so that is a clean letter
[26:22]
that we're issuing.

The makeup of the report this year, there were no new accounting standards
[26:29]
that were issued in the fiscal year under audit that would have any differing presentation
[26:37]
or accounting in respect to the report that we issued last year.
[26:45]
So everything in this report is comparative from that stand.

There's a wealth of information as you all know in here and a lot of that information
[26:56]
is to achieve the certificate of achievement from the GFOA, which the county has done continually
[27:05]
and received it last year and were confident that the county will receive that again this year.

Two things of note within this audit report is on Exitet 3, which is the Fund Financial
[27:18]
Statements. The one thing I wanted to point out was the ending, audited, unassigned fund
[27:24]
balance was approximately 110 million.
[27:27]
Now, that is the fund balance that the county has that's not restricted or committed
[27:33]
for any purposes.
[27:36]
Then the second item to point out now that the toll road authority, which we audit the
[27:41]

Just one update here on, we had our annual statewide adopted beach beach cleanup this last weekend.

And just some statistics from that.
[40:10]
We actually, for our county alone, we had 233 volunteers, which does not include
[40:17]
corporations that showed up, such as Chevron Phillips and BASF and Dow, those oftentimes
[40:22]
go straight to their area of the beach.
[40:24]
So we don't have those recorded.
[40:25]
Those are just the ones that we had sign up in advance.
[40:28]
So it was probably closer to 4,500 volunteers that we had.
[40:33]
And the trash that was recorded just in a few hours that we had, just on Brzoria County
[40:38]
beaches, was 2,600 pounds of trash that was removed.
[40:42]
It was more than that, again, that was just what was logged in from the groups that we signed up.
[40:47]
If you've been to the beach frequently, you understand where we are with that.
[40:52]
We could have a beach crew every day, do a beach, adopt a beach, every weekend, and still not keep up with what washers are sure.

And what gets left behind from people who visit.
[41:04]
I know I make these comments every time it's a standing.

people can bring plastic bags full of all kinds of crap and they can't take their crap back with them.

They just leave it on the beach and it just...

Now, our crews, our probationers that we use, we get it cleaned up once it gets dirty.

It's just the trying to prevent it from getting that as this kind of where we are, which is good.

That's better than always running to catch up, but we have folks that are there.

We've made some changes in how we do that.

Hopefully we won't be where we were last year, last year, if you were recall, with a visitation

that we had during the COVID height, we were at seven dumpsters, not the small dumpsters,

but the roll-off, large dumpsters, and we were emptying those twice a week full of trash
[41:57]
that we would find.

That's everything from tent poles to innumerable, unmentionable plastic.

Just some statewide statistics here, and this is then I'll be done, in the 34 years that the state of Texas, on all of our 330 plus coastline miles,

there have been 11,057 miles of beach cleaned, 552,788 volunteers that have participated in adoptive beach, and 9,732 tons of trash that have been picked up.

So this is something that the State has been doing for years.

We've been participating in every single year that they've had it and a really good turn out

again this year in spite of the weather that was threatening of rain.
