It's 902. Welcome to our July 13th Court meeting. Let the record reflect that all members of the court are present with the exception of Commissioner Kaye.
[2:41]
And if you would please stand as Commissioner Payne leads us in our invocation and our pledges.
[2:49]
Please pray with me. Father and heaven, we thank you for the many blessings you have given us. We're especially thankful for the blessing of living in this great country and our county.
[2:58]
Lord, we are also grateful for our first responders.
[3:02]
Please protect them as they serve and protect us.
[3:06]
Lord, we ask you to protect our military.
[3:08]
Many women, as they proudly serve our great country,
[3:11]
we ask you to bring them home safely to their families.
[3:14]
We also ask you to bless our county employees and their families.
[3:18]
Please be with and comfort the K family and their time of need.
[3:22]
God bless our nation, our state, and Missouri County.
[3:25]
These blessings we ask you to your name, amen.
[3:31]
I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands.
[3:38]
One nation under God, indivisible with liberty and justice for all.
[3:44]
Honored the Texas flag, pledge allegiance to the Texas.
[3:49]
One state under God, one and in others.
[3:57]
Thank you, commissioner.
[4:01]
The agenda item four is approval of minutes from our budget workshop meeting on June 21st
[4:08]
and our court meeting on June 22nd to have a motion.
[4:13]
Motion to approve.
[4:15]
Second.
[4:16]
Motion from Commissioner Linder, second from Commissioner Feinney,
[4:19]
Discussion.
[4:20]
Hearing that all in favor say aye.
[4:23]
Opposed.
[4:23]
Motion carries public appearances.
[4:25]
is lacyd waving by sign up for public appearances.
[4:28]
All right.
[4:29]
That brings us to proclamations and resolutions.
[4:32]
And we do have one this morning.
[4:44]
Resort accounting has local practitioners
[4:46]
of Fallon Gong, a spiritual discipline founded in 1992,
[4:51]
that have flourished through its spiritual and moral teachings,
[4:55]
meditation and exercise.
[4:56]
This practice is based upon the universal principles
[4:59]
of truthfulness, compassion, and forbearance.
[5:03]
And whereas Missouri County Falun Gong constituents have requested the county to acknowledge
[5:08]
the importance of speaking on their behalf and bringing awareness and education to
[5:14]
Missouri County citizens regarding non-consenting organ harvesting and risk of traveling
[5:19]
to China for organ transplantation.
[5:23]
And whereas China's Constitution guarantees basic rights, including freedom of speech, association,
[5:28]
demonstration in religion where practitioners should be free to follow their practices, including
[5:35]
the right to practice Falun Gong. And we're as due to the persecution of Falun Gong practitioners
[5:41]
in China, many practitioners have died in custody from torture abuse and neglect. It is additionally
[5:49]
said that members routinely received the longest sentences and the worst treatment, including
[5:55]
torture for their beliefs.
[5:57]
And whereas the Oregon Transportation System in China does not comply with the World Health
[6:03]
Organization's requirement of transparency and traceability in Oregon procurement pathways.
[6:10]
And whereas a report by Freedom House concluded that there is credible evidence suggesting
[6:14]
in the early 2000s, Falun Gong detainees were killed for their organs on a large scale.
[6:20]
The United Nations Committee against torture and the special report corps on torture have expressed concern over allegations of organ harvesting from Falun Gong prisoners.
[6:32]
Additionally, these agencies have called on China to increase transparency and traceability within its organ transplantation system.
[6:41]
They further request that investigations be conducted for abuse crimes, and those responsible be held accountable for their actions.
[6:49]
And whereas the killing of religious are political prisoners for any purpose, including for the purpose of selling organs for transplantation,
[6:58]
is an egregious and intolerable violation of the fundamental right to life,
[7:03]
and practice of involuntary prisoner organ harvesting should immediately end.
[7:09]
And whereas in June 2021, the Texas legislature unanimously passed Senate concurrent resolution 3,
[7:15]
condemning China's practice of involuntary organ harvesting, and also encouraging the medical
[7:22]
community to educate Texans about the risk of traveling to China for organ transplants to help
[7:29]
prevent Texas residents from unwittingly becoming involved in murder, and in the form of forced
[7:35]
organ harvesting from prisoners of conscience. Now, therefore, the Commissioner's Court of Missouri
[7:40]
County hereby stands with the Texas Legislature's Resolution 3 and expresses solidarity with
[7:46]
followed-gong practitioners for their dedication to those who have lost lives, freedoms,
[7:52]
and other rights for adhering to their beliefs and practices while promoting awareness.
[7:57]
Approved this 13th day of July 2021 to have a motion.
[8:01]
So I'll second.
[8:02]
I've got a motion for a Commissioner Adams, Commissioner from second from Commissioner
[8:06]
I'm not paying any discussion.
[8:09]
Hearing that, all in favor say aye.
[8:12]
Opposed?
[8:13]
Motion carries.
[8:14]
I think we have.
[8:14]
So y'all here, y'all would like to take the picture.
[9:35]
Ladies and gentlemen, my name is Howard Saw.
[9:40]
I'm the coordinator for Southern USA.
[9:44]
Fallen Dafa Association.
[9:46]
It is my pleasure to be here today to receive this honorable proclamation I would like to
[9:57]
take this opportunity to say thank you to all of you and I really appreciate it.
[10:07]
Following on is an ancient Chinese
[10:11]
literature discipline.
[10:15]
It consists of moral teachings,
[10:21]
five sets
[10:22]
four.
[10:24]
I'm sorry, five sets of soft movements,
[10:28]
including meditation.
[10:31]
It is a unique and effective way to improve
[10:37]
You are health and energy levels.
[10:42]
Falling on your speed and security in China, as we know, due to the following three reasons.
[10:51]
First, the number of falling-grompactitipers exceed the total number of Chinese communists.
[11:01]
This make communist leaders fearful of losing control of the people.
[11:13]
Second, following going on, it's based on truth, compassion and tolerance.
[11:19]
These principles are incompatible with communist-assist ideology.
[11:32]
Third, communist officers use persecution of Falun Gong as a tool for their political
[11:43]
advancements. By now, there are more than 100 million people practicing
[11:53]
Falun Gong in over 100 countries and the regions. Thank you for your attention and
[12:05]
Also, I appreciate your support for Fallen Gong. Thank you.
[12:16]
I also have a short speech.
[12:18]
I'm Sarah Guo, a parent and resident, since 2004.
[12:22]
I'd like to speak on behalf of all Fallen Gong practitioners in the country.
[12:27]
I work in the Houston Medical Center for over 20 years
[12:30]
and I talk to many health professionals including transplant doctors.
[12:34]
And some of those doctors indeed had patients with gone to China for questionable transplant surgeries.
[12:42]
So this tells us that people in this area and using, holding our country, may indeed face the risk of becoming an accomplice to this crime of force organ harvesting annoyingly.
[12:53]
So we have Ms. Rebecca Chen here. She is also a parent resident, but a few years back when she was in China.
[13:02]
she was throwing into jail and torture there for just practicing this
[13:06]
file implementation and now she really enjoys the freedom here and goes
[13:11]
all out to tell people about the persecution and force organ harvesting and she
[13:15]
has a little small gift.
[13:21]
The small gift to show her appreciation is a hand made
[13:25]
lotus flower made by her team of volunteers and Rebecca has been telling people
[13:32]
about the post-cusing son of the Chinese conflict.
[13:35]
Ever since she got here in Houston, every week,
[13:37]
non-stop before they closed, done.
[13:42]
And now she's in the parks, in public areas,
[13:45]
you might see her.
[13:46]
If you see her just drop job by and say hi
[13:49]
and sign her signature forms, and she would really appreciate.
[13:52]
And we have a lot of practitioners
[13:53]
like Rebecca, who escaped from China
[13:56]
and who really it's very hard to think about.
[13:58]
Their experience is back here, you know,
[14:02]
psychological stress for their family relatives, so the persecution of
[14:07]
Falun Gong is real, and so awareness is the first step to work change, and now
[14:17]
with this resolution I believe the county has taken a step further, so we
[14:22]
really applaud your decision to take a righteous stand against killing for
[14:28]
in China. You're making a statement for those who don't have a voice there. And you're
[14:37]
also protecting our local residents from becoming involved in this horrible crime against humanity.
[14:44]
So we really appreciate that. Thank you so much. And you make us really proud to be the resident of the
[14:58]
several meetings ago.
[15:00]
And spoke before us and brought this to our attention. So we very much appreciate that. So thank you. Thank you for being here.
[15:13]
All right. That brings us to our next item, which is our consent agenda. Is there any member of the court that would like to pull any item for separate discussion?
[15:24]
There
[15:27]
you know, and I'll entertain a motion.
[15:30]
Some of the second motion from Commissioner Fein, Section from Commissioner Linda, any discussion?
[15:36]
Here, and I'll at favor say aye.
[15:38]
Opposed?
[15:39]
Motion carries.
[15:49]
The forces to our discussion agenda.
[15:52]
Agenda item 701.
[15:55]
The court approves amending the Fairgrounds rental contract to extend exceptions to performance
[16:00]
acts of God, fire, flood, natural disaster, war, threat of war,
[16:05]
acts or threats of terrorism, civil disorders or protests, unauthorized
[16:09]
strikes, governmental act, order, regulation, suggestion or advisory
[16:14]
pandemics, epidemic, threat, and sizable health threats,
[16:18]
as determined by the World Health Organization, the Centers for
[16:20]
Disease Control and Prevention or State, or local government authority,
[16:24]
or health agencies, including but not limited to the health threats of COVID-19,
[16:28]
each one in one or other infectious diseases and other force-missure situations.
[16:35]
Everything good with that right now, though.
[16:37]
Thank you.
[16:38]
To have a motion.
[16:40]
On the second motion from Mr. Painting Secretary of Commissioner Lender, any discussion?
[16:48]
All in favor, say aye.
[16:50]
Opposed?
[16:51]
Motion carries.
[16:52]
Order 7p1, the Court authorized Commissioner Kate and Commissioner Addams, to engage the
[16:57]
services of consultor auditing firm for the purposes of auditing receipts.
[17:02]
From the state controller and other sales tax related matters, the court authorizes the county
[17:07]
judges sign related engagement contracts upon a final review of the District Attorney's
[17:11]
Office.
[17:12]
And Commissioner, I think you wanted to add Casey Stewart to that.
[17:15]
I wanted to add Casey Stewart to that and after Kate and Adam's or their design knee.
[17:22]
And just in case we need this, so we can keep it moving.
[17:25]
We may have our answers this week,
[17:29]
but.
[17:29]
All right, so we're adding KC Stewart, and we're also adding K to Natham's
[17:33]
design needs in lieu of themselves if need be.
[17:38]
All right.
[17:39]
Now have a motion.
[17:39]
Tell move.
[17:42]
Motion from Commissioner Adams, second from Commissioner Linda
[17:44]
Any discussion.
[17:46]
Hearing that all in favor say aye.
[17:49]
Opposed.
[17:49]
Motion carries Order 7, Q1.
[17:52]
The Court grants authorization for the
[17:57]
to attend the American Academy of Forensics Psychology Conference September 22, 24, and New Orleans
[18:03]
Louisiana Conference Registration includes up to 18 hours of continuing education credits.
[18:09]
Budget experience will be paid for from the judicial miscellaneous fiscal year 2021 approved
[18:14]
funds.
[18:16]
I have a motion.
[18:18]
I'll move.
[18:19]
Second.
[18:21]
Got a motion from Commissioner Paying, Second from Commissioner Adams, and if I did get a motion,
[18:25]
I was going to make the rest of y'all go to that conference as well, so we've been to good conferences
[18:33]
and we've been to bad conferences and I'm not sure that one's going to be hip and hip and hip.
[18:41]
So any further discussion, hearing that all in favor say aye, oppose, motion carries,
[18:47]
brings us to our treasures monthly report.
[18:52]
It's Megan ready to swear or so on this.
[19:00]
Before me, the enders on authority and notary public in and for Missouri County Texas.
[19:05]
On this day, personally appeared the members of Missouri County Commissioners Court, and
[19:08]
who after being Julie sworn upon their oaths to here by state as follows.
[19:12]
The requirements of subsection C of the Texas Local Government Code 114.026 have been
[19:17]
met, and that we have reviewed an exam in the month of the report of Kathy Campbell
[19:22]
Treasurer of Missouri County Texas for May 2021.
[19:24]
Further, having taken reasonable steps to ensure its accuracy as presented, approve the report
[19:30]
and enter this order into the minutes which state total cash and other assets and the
[19:34]
custody of the county treasure at the time of the examination to be $226,627,492 in 2 cents.
[19:43]
The treasure's report in this affidavit will be published on the Missouri County website.
[19:47]
and subscribe and sworn to before me this 13th day of July 2021.
[19:52]
Thank you, Megan.
[19:56]
And the order reads, approve the Treasury's monthly report, monthly investment report from May 2021.
[20:02]
This order in affidavit must be filed with County Clerk as further requested.
[20:07]
A certified copy of this order be returned to the County Treasury.
[20:10]
This report will be published on the County website.
[20:13]
Do I have a motion?
[20:14]
Some of them. Motion from Commissioner Adam second from Commissioner Linda any discussion here in an all in favor say aye. Opposed motion carries.
[20:25]
It brings us to our order 7S1, which is to open a public hearing for the revision of
[20:35]
the Missouri County Thur affair plan to have a motion.
[20:38]
Governor, second motion from Commissioner Payne, second from Commissioner Linder Dope
[20:44]
in the public hearing and discussion here and not all in favor say aye.
[20:48]
Opposed motion carries.
[20:49]
slide. Come on up.
[20:55]
Got this what you're doing.
[20:56]
I'm ordered to go to Commissioner Clay Forster Engineering. We have three third fair
[20:59]
planar visions for your consideration this morning. All related to the Bizarre County
[21:04]
Solar Project. This particular project really pushed the limits of how small a
[21:13]
solar project could be and be successful and viable. So they asked for a revision
[21:18]
or a third-fair plane to accommodate the layout of their shoulder fields, you can see on the
[21:24]
exhibit provided we've allowed a curve to be added to one of our third-fair's. Also two of
[21:31]
the third-fair's we've reduced from 120 feet to 100 feet wide just to give them a little bit
[21:36]
more real estate to work. And then there is a third leg of a third-fair that we're deleting that
[21:42]
have an need to continue. We find all these requests to be fair and reasonable and it's
[21:48]
enabled and they're a project to go forward and it's not negatively impacting our
[21:52]
thirst for a plan over the long term so we recommend this for approval.
[21:56]
By when on the thoroughfares narrow on it like that there's I mean there's a lot of times
[22:04]
we don't have enough route away now so I'm sure the route away narrow on the narrow it seems
[22:08]
The rationale behind narrowing it is when the county proposes a third fair of 120 feet
[22:15]
ultimately that's going to accommodate three lanes in each direction and a turn lane in each
[22:20]
direction. But in these areas in the solar fields there's no traffic, there's no access,
[22:26]
there's no need for the turn lanes. So that's where we can get away with their doucheweck.
[22:29]
Like that. Thank you. Thank you.
[22:31]
Good question. Good answer.
[22:33]
Thank you.
[22:34]
Thank you.
[22:34]
Thanks, Clay.
[22:35]
Is anyone here wishing to speak on four or against, set revisions to the Third Fair
[22:45]
Plan?
[22:46]
Motion to close.
[22:48]
Second.
[22:51]
Motion to close.
[22:53]
Motion from Commissioner Adam Second from Commissioner Payne to close the public hearing.
[22:59]
All of a favor say aye.
[23:01]
Opposed.
[23:02]
Motion to close.
[23:02]
Order 7, S3, that following action be taken by the Court, where it's a public hearing
[23:07]
held this day to receive public comment, has been conducted, conducted, regarding the
[23:12]
revision of the Resort County thoroughfare plan, and whereas the Court hereby adopts
[23:16]
the revision of the Resort County thoroughfare plan, and further the certified copy of this
[23:21]

Master Terms and Conditions for Construction Manager at Risk, Phase Task Order,

Agreements between Resort Accounting, and Spall Glass Construction Corp of Houston, Texas

September 22nd, 2020, authorized county judge
[34:07]
signed the applicable agreements once successfully negotiated.
[34:11]
Matter, Clay, which one of y'all want to take this one?
[34:25]
I guess you have any questions or just kind of give us
[34:29]
some brief overview.
[34:30]
OK, we know what's going on, not everybody else though.
[34:35]
OK, so what basically this is, we have Sponglass on board
[34:40]
through our design phase under contract currently.
[34:43]
This is the first step and this is the contract for our construction phase.
[34:50]
So what you'll be seeing is a number of phase task orders coming in front of you as we work through our construction phase of our courthouse.
[34:58]
The first phase task order is for the abatement and the tear down of the church, then you'll see a phase task order for the new administration building, the phase task order for the EOC and so on and so forth.
[35:13]
as we continue to go through the project, those face task orders each one of them will have
[35:18]
a guaranteed maximum price and that's what will work for OBSO.
[35:24]
Like the master contract?
[35:25]
Yes, this is the master contract.
[35:29]
So our next order is for tearing down the...
[35:33]
Yeah.
[35:33]
They'll start in probably Gerald or Clay's probably better for the next order, but they'll start with,
[35:41]
as best as a statement and getting ready and then the church
[35:44]
would come down in a couple months after they complete that process.
[35:47]
Well, if I remember correctly, we're paying about 150,000 more
[35:51]
to have the church door down and we pay for the property of the church, right?
[35:55]
That is correct.
[35:57]
Okay.
[35:59]
That is correct.
[36:01]
You chump me on that on the next part.
[36:03]
I'll just consider that was a good deal on the getting the church.
[36:06]
Absolutely.
[36:06]
Yes, sir.
[36:07]
We got a really good deal there.
[36:11]
Any questions for Matthew?
[36:14]
All right.
[36:15]
Thank you.
[36:17]
Do I have a motion?
[36:18]

[37:00]
Do I have a motion?
[37:01]
I'm going to.
[37:03]
Second motion from Commissioner Fainz, second from Commissioner Lender any discussion.
[37:09]
Here in Ann Allen, favor say aye.
[37:11]
Opposed.
[37:12]
Motion carries.
[37:14]
Order 1710 approval to advertise for request for proposal for construction manager at risk for
[37:21]

[37:26]

[37:29]
In addition, a point of committee to review the proposal submittals from the person shown
[37:33]
below their designate are other persons as determined by the court.
[37:38]
Brian Frazier Park's Director, Gerald Hendrick, Facilities Management, Johnny Norse Park's
[37:42]
Department, and Natasha Stilberg, Park Stink, Non-Voting Member, and I would like to add
[37:48]
Mr. Dupane to that list.
[37:57]
I'd like that.
[37:58]
I'd like that.
[37:58]
I'd like that.
[37:58]
I'd like that.
[38:00]
I'd like that.
[38:08]
All right.
[38:10]
Anything else?
[38:11]
All right.
[38:12]
I'll have a motion.
[38:14]
Thank you.
[38:15]
Motion.
[38:16]
Mr. Lender's second from Mr. Paine.
[38:18]
Any discussion?
[38:20]
There you go.
[38:20]
The favor say aye.
[38:21]
Aye.
[38:22]
Opposed.
[38:23]
Motion carries.
[38:23]
Carbon heads.
[38:26]
Oh, right.
[38:26]
Looking right, Andy.
[38:33]
I jump, I look right up and write.
[38:37]
You can't read your mind then.
[38:38]
We call them one of those questions you've never heard.
[38:40]
But thank you for thanking me.
[38:42]
Do you want us to add you to that?
[38:43]
No, we can add you.
[38:44]
We can easily go back.
[38:46]
We're still in session.
[38:48]
Okay, I need to learn.
[38:49]
I went to just not straight enough.
[38:52]
So I was worried about you.
[38:54]
I call the commanding and basically Mr. Ripple. He's an out of vital. He's at church and I said, well, bless him. That's wonderful.
[39:02]
So I called Tuesday and I said, can I speak to close to Mr. Ripple? He's at church.
[39:08]
And I said, well, tell him I'm thinking of him.
[39:10]
So I called on Wednesday and I'll be done. They said, Mr. Ripple, he's not available. He's at church.
[39:17]
So I said, if you need somebody to talk to, I'm available.
[39:20]
And then I found out he just wasn't going for spiritual purposes it was to add a new
[39:26]
courthouse so Clay I was thinking of you. I did want to thank you Chairman of the Salvation
[39:32]
Army for your vote today. You know we have two major projects going on in this county one
[39:37]
that you approve for the unincorporated areas that provides safe haven for our community as
[39:45]
result of elevating their structures or building them when they win, and creating that not
[39:50]
only safety net but a hope of a bright future. And then you're a approval of the money to
[39:56]
restore and enlarge the homeless shelter at the Salvation Army. It does very much the same thing
[40:02]
on a very much broader basis. The storms, these people go through or oftentimes personal storms,
[40:10]
Sometimes the result of bad decisions, sometimes the result of no fault of their own, but the key is our community offers somewhere if you each, we offer them shelter, a shelter that provides opportunity and a shelter that inspires hope.
[40:27]
So from the Salvation Army's Chairman, thank you very much for continuing to be the servant leaders that this community is proud to be blessed with.
[40:35]
Appreciate it.
[40:36]
Thank you.
[40:38]
Any other department heads?
[41:14]
Joe,
[41:19]
I have no doubt if you'd showed up in a yellow outfit with an orange beak, they would
[41:24]
have let you in the rubber duck, Regatta, gladly, as the mascot's no doubt.
[41:30]
All kidding aside, my esteemed colleague there, Junior Ranger Ripple, doing the
[41:36]
lords work there with South-Axon Army good job, Joe.
[41:38]
Well done.
[41:39]
Just real quick, unnounce what the air, actually think we had 11 items today on the
[41:44]
court agenda.
[41:45]
So thank you, gentlemen.
[41:46]
That was maybe a record.
[41:48]
Get with the program, Joe.
[41:52]
Lydia strikes again for the Parks Department on our grants.
[41:55]
We received a $5,000 Texas Parks and Wildlife Birding Classic Grant, which will go for some habitat enhancement at Resolve Park.
[42:03]
And then we also received a $148,000 planning phase one grant for a remodel boat ramp at 2019 Rivers in.
[42:12]
Parks and Wildlife has restructured their boat grant grants.
[42:16]
They do a planning phase and then a construction phase, which is actually helpful to entities.
[42:20]
So they don't have to up front the cost for the design and engineering, and then we will be applying for another
[42:27]
$500,000 or so on construction.
[42:30]
But it's a remodel completely of the whole campus, if you will, of the 2018 area, the parking lot,
[42:36]
a fishing pier, boat ramp, and if you've been there early on a Saturday morning,
[42:41]
during warm weather months, you know that that boat ramp is packed with fishermen going into the intercostal.
[42:47]
So again, Lydia is just, does Yomans work for us, and tomorrow in the budget hearing will go over some of the grants that we've done just in the last few years, and it's in the millions of dollars that have been secured and just largely due to her work.
[43:02]
She just is a fantastic employee in Staff member. I ask if she wanted to come here to be the, you know, of the heroic applause, but she, I believe it was heckno when she, when she asked her to come here.
[43:15]
So, the other grant worthy note, we have submitted a grant application for $50,000.
[43:22]
Texas Parks and Wildlife actually has a new angler fishing access and habitat grant program,
[43:27]
and we have submitted, which we believe is a very competitive proposal for $50,000 for
[43:33]
a hands-in-art resource park with our new lake expansion there.
[43:36]
So, anyway, just a note and a pat on the back for Lydia, and one of the things, maybe
[43:42]
most proud of of what we do in the park's arm. It isn't just a stewardship of our
[43:47]
natural resources, but a taxpayer dollars. We take those budget, those appropriated budget
[43:53]
dollars that we get every year, and we add to that and we stretch them when we make them go
[43:57]
farther to do things we never could do with grant money and revenue. So, you know, thank you,
[44:02]
everyone. I love preview for your budget hearing tomorrow. It is. I'm just getting warmed up.
[44:06]
Yeah, that's what I thought. Fine. Give the court a little update on how it's going since you
[44:11]
in the trash barrels on Pollock's Island?
[44:14]
Sure, yeah, because it's going pretty good.
[44:16]
I don't know if that's what I'm talking about.
[44:18]
Yeah, we started a program, we got a head start.
[44:22]
Mother Nature said, I don't think any trash cans there,
[44:24]
so we had these title surges last fall
[44:27]
that took out most of the trash cans
[44:29]
that we have on Pollock's Island Beach.
[44:32]
Some of the areas of the country
[44:33]
have had success with, believe or not,
[44:36]
removing their trash cans and having less trash.
[44:39]
So we decided to try that.
[44:41]
We've had it for six months or so.
[44:44]
And the results are encouraging.
[44:47]
We've actually had people who have beach houses
[44:49]
who live there and say the beaches have never been cleaner.
[44:51]
Thank you for removing the trash cans.
[44:54]
We're still picking up trash.
[44:56]
We're just not emptying trash cans.
[44:58]
Last year at the height.
[45:00]
Of the beach visitation, we had seven roll-off dumpsters that we were emptying twice a week. Now we're down to three, that we're emptying less frequently. So we're saving tens of thousands of dollars in dumpster rentals. And so our beach crews are still traversing the beach and picking a trash. It's just not emptying trash cans. And what we believe has happened is confirming the theory that a lot of the trash on the beach, particularly the ones that show up in big trash bags, stacks next to the trash cans, that was half a year ago.
[45:30]
also trash from rental properties.
[45:32]
It wasn't from beach goers.
[45:33]
It was from people bringing their trash to the beach.
[45:36]
I always thought the beach was a tourist destination.
[45:38]
Apparently it's the place to take your garbage.
[45:41]
But anyway, we have seen a reduction in trash.
[45:43]
I don't have a measurable data, but certainly anecdotal and first-hand account would
[45:47]
say that there is less on the reach.
[45:51]
Right.
[45:52]
Is the between the blue water and your maintenance facility, their surf side?
[45:57]
The crabbing pier is it?
[45:58]
Irish?
[45:59]
That is not.
[45:59]
Crabbing Peers is a right across installment park, and that's with the village of
[46:04]
Surfside.
[46:04]
They managed that.
[46:05]
Our maintenance barn is behind that.
[46:08]
So that is a county road.
[46:10]
We're actually redoing that.
[46:11]
We're making that a concrete road.
[46:12]
We've got the dollars we're going to improve that, and then eventually rebuild the facility there.
[46:18]
But that crabbing peer into that little lagoon goes into the marsh that is part of the village
[46:22]
of Surfside.
[46:25]
It didn't work, it didn't look like something.
[46:27]
It does.
[46:27]
And I do have to give the village of service side some kudos not only have they done a signage campaign where they've upgraded it but they've put benches
[46:34]
They removed a lot of their trash dumpsters from that area
[46:37]
So it is looking better for them.
[46:42]
Thank you.
[46:43]
Thanks Brian.
[46:45]
Any other department heads?
[46:53]
We're going to go into executive session as always.

[47:33]
development agreements. It is 947, hopefully that won't take us too long, but we'll be back
[47:39]
after that. Thank you all for being here.
[49:16]
Thank you.
[49:17]
Yeah, and now I've got to finish mine.
[49:19]
Okay, guys.
[49:20]
All right, it is 12.42.
[49:22]
We're back from the executive session.
[49:24]
There is no action from executive session.
[49:29]
Any court member have anything?
[49:30]
No, sir.
[49:31]
I don't know.
[49:32]
Good job.
[49:34]
I'm sorry.
[49:35]
I'm sorry.
[49:36]
I'm sorry.
[49:37]
I'm sorry.
