[8:39] to present some options for you guys. I'm a special public finance with the
[8:44] financial advisor for the county. And we took bids. If you'll I placed one of
[8:49] these on everybody's spot. Um If you'll turn to
[8:54] page one. So September 3rd, which was last week,
[8:58] we competitively bid directly to banks the tax note series 2026.
[9:03] Um and approximately $2.5 million of that will be to fund the park facility
[9:09] and recreation and community use. And while if you notice on the agenda,
[9:14] the language discusses the ad valorem tax, that's and and um
[9:19] your bond counsel is also here. He can talk
[9:22] about that. But these are going to be repaid through hotel occupancy tax. So
[9:26] they will not they will not be paid through the ad valorem even though they
[9:29] are backed by that ad valorem pledge. Um the final maturity on these is 2031
[9:35] February 15th of 2031. and the county received 10 bids from seven banks on the
[9:40] note. Um and the bids vary a lot and I've got a the next page kind
[9:46] of tallies those bids. And then the closing is scheduled if you approve this
[9:51] this item today, the closing is scheduled for October 7th and that's the
[9:55] point at which proceeds will be available and also the interest will
[10:00] begin accruing. Go flip to the next page. This is a
[10:03] overview of the And And the reason it says revised bids up at the top
[10:08] we received bids twice for this. I think you guys remember that. So these are the
[10:12] final bids and the winning bid or at least the lowest bid was Huntington Bank
[10:18] and that's at a 4.1% interest rate which is it's uh
[10:24] as you can see based on on the bids received, that's a pretty good bid.
[10:28] It's about nine basis points lower than the second place bid from Webster.
[10:33] Um two things I'll point out the difference between the first place
[10:38] bid and the and the fourth place bid and the reason
[10:42] that's important uh is really because of alls and I'll talk
[10:46] about that here in a second. There's only $10,000 in interest.
[10:50] So you can kind of see how tight those bids were especially in that top five or
[10:53] six. Total debt service on the winning bid
[10:57] would be $2.827 million. You see that
[11:00] in the far right hand column. Uh and this is this will be important I
[11:04] think here in a second but the call feature on the winning bid is they're
[11:09] callable at any time. You can call them whenever you want. But before February
[11:13] of 2028 you're going to pay a full basis or really 100 basis points uh
[11:18] kind of a penalty on that. After February of 2028 they're callable at par
[11:23] which means that you save all the interest that you wouldn't pay after
[11:25] that point. So it's a little over a year and you can pay these off without any
[11:29] interest. Without any interest penalties.
[11:34] Um if you'll flip to the next page, this is
[11:37] just a a listing of all the banks that were solicited during this. Uh and it's
[11:44] pretty typical. We do, depending on, you know, where we are and that sort of
[11:48] thing, anywhere from 75 to 100 banks we'll
[11:51] solicit this to. Uh we got 10 bids and like I said, that's that's a we we've
[11:55] done a couple of different ones like this for counties in in West and Central
[11:59] Texas and 10 to 15 bids is pretty typical that so we were pleased with the
[12:03] number of bids that we got, especially with the interest rates that we got.
[12:07] Um the next page is your debt service schedule comparison and this just
[12:10] compares Huntington Bank to Amegy Bank um because the call feature on the Amegy
[12:15] Bank was the lowest bid with a anytime call and so you notice the difference
[12:21] between those two winning bids is about $10,000.
[12:25] Um and so and then at the bottom of that
[12:28] you see your proposed sources and uses. The par amount of 2.57 million, that
[12:32] $70,000 is for uh cost of issuance
[12:36] and then deposit to the project fund we're estimating about $2.5 million.
[12:42] Um the last page I have here is just a timeline. Um today is the 8th. We're
[12:48] the uh board is uh considering this item. If you approve this item, we will
[12:53] close this on October 7th and funds will be available at that point.
[12:57] And I can answer any questions that you might have on the side of this.

[13:32] um greater than that, I think the motivation for me would be if it's a
[13:37] marginal amount, say it's a 10%, we probably have that in tourism because
[13:41] I didn't take all of the tourism money for
[13:45] for the construction of this. So, I think we got a little cushion. If
[13:49] it comes in way above 5 million, sort of like the lodge did
[13:53] at at the park here, I think we have to either scale back or reconsider the
[13:56] project. So, I I guess where I am is these guys have done a lot of work. I'm
[14:02] I'm going to I'm going to recommend that we go ahead
[14:04] and fund. We put it in the bank, we'll earn We're
[14:07] going to earn 3. 9 on the money.
[14:11] So, our spread is between the interest rate on the note and what we're earning.
[14:15] Uh it's callable in '28, so we can pay it out if if if worst scenario happens
[14:22] and we don't do the project because it comes in too high or we'll just pay the
[14:25] debt back.
[14:29] Which we can do in '28 at no cost to us.

[15:01] because the source rate we're pledging ad valorem, but we're using hotel money
[15:07] to pay it back, so it doesn't hit our interest and sinking rate.
[15:11] So, the worst thing can happen is that we'll pay
[15:16] interest for a year at the difference between our investment
[15:20] rate and the note rate. We'll have the money in the bank ready
[15:23] to do the project.
[15:27] Um you know, the we we probably could write
[15:32] a check for most of but I just didn't want to drain tourism to zero to build
[15:37] these projects.
[15:40] The The The only thing that's that's got me
[15:43] I mean, you you can't even build an outhouse today
[15:47] less than $75,000. The structural costs are ridiculous.
[15:53] But, that's the one thing that makes me nervous is what these bids will
[15:57] look like, but we'll just have to deal with them when they come in.
[16:00] And if they're too much, then we'll scale the projects back.

[29:34] turned into the office of the governor. Um
[29:38] we have added our our done some line item adjustments out of the
[29:44] election workers line due to the additional
[29:49] work required on the election this year. Uh
[29:53] our elections administrator felt like that she was going to need to use
[29:56] Jessica for more hours in September. So we have
[29:59] we have shifted that to to cover some additional time for Jessica.
[30:05] Um the next one the budget adjustment for OLS. This is
[30:08] an actual budget adjustment. That grant takes effect on September the 1st. So it
[30:14] is within this fiscal year and that that grant has been awarded. So this is a
[30:19] budget adjustment to show the additional revenue and expense related to that
[30:25] grant.
[30:28] And then a line item adjustment for some fuel for emergency management and fuel
[30:32] for road and bridge.
